Анотація:
Citizens perceive crime prevention as the task of a criminal justice institution, but the police, one of the criminal justice institutions, has a vacuum in crime prevention and policing activities due to excessive policing duties. Accordingly, the participation of the private sector in crime prevention, that is, a way to activate citizen participation, was actively discussed among criminal and criminal justice and police scholars and practitioners. However, civic participation in crime prevention is currently experiencing many limitations rather than being activated. This study intends to examine the limitations by exploring the types and limitations of citizen participation in crime prevention and deriving problems. As a result, there is a limit to civic participation. First, there is a lack of publicity for the Citizens Police Academy due to the lack of channels for citizen participation in crime prevention activities. Second, the simplification of the participating organizations or participating personnel of the crime prevention conference. Third, there is a limit to citizens' awareness and participation in reporting crimes. Fourth, it was considered as insufficient support for autonomous crime prevention unit activities. Therefore, future research directions were suggested through consideration of the limitations.

Анотація:
This study aims to examine how the concept of citizen participation in realizing gender equality. The method used in this research was a literature study. The results of the study show that citizen participation in realizing gender equality is very important, participating in the education sector by seeking to create educational institutions that produce future leaders who do not discriminate against gender nor have a gender justice perspective. Citizens can participate in encouraging social inclusion in the classroom when learning process takes place, designing inclusive and gender sensitive-curricula as well as providing equal opportunities for men and women. Citizen participation in the field of development to realize gender equality can be carried out by planning and making development policies and implementing policies that provide equal opportunities without any gender discrimination. This research concludes that realizing the gender equality as a form of citizen rights requires participation of all citizens in various forms both in the fields of education and development.

Citizen participation is a much contested and conflicting term, whereby the general consensus highlighted its value for a democratic society. However, various complex issues regarding its understanding and implementation from power holders and citizens alike are abundant in practice. Therefore, this paper aims to make sense of the issues of citizen participation from the perspective of different stakeholders, such as power holders and have-not citizens. Purposive sampling on 45 informants was utilized in this study to facilitate a qualitative research design using in-depth interviews. Meanwhile, open and axial coding allowed the formation of themes regarding the understanding on the specific phenomenon of citizen participation in city programs conducted by the local authorities of the state of Selangor, Malaysia. The themes that surfaced as issues included the dependency on government resources, mismatch of interest, organized and collective citizen force, and life cycle approach and realistic volunteerism. This study contributed to the enrichment of knowledge on citizen participation issues, clarifying for citizens and power holders alike in fostering genuine participation that truly benefited all. Additionally, it underlined findings fundamental for further academic quantitative participation research. Advancements in internet technology have profoundly changed communication between citizens and government authorities. Concerns management systems and smartphone applications offer new and convenient channels of interaction. In Germany, the “Mängelmelder” platform offers a nationwide service channel for local citizens' concerns. Citizens generally use this communication channel for reporting public infrastructure defects. This paper examines whether the “Mängelmelder” platform – with customized systems can facilitate further citizen participation at the local level in Germany. Analysing different customized systems shows that possibilities for further use depend on the way in which local authorities handle the citizens' input. It could not be proven that offering an open category for citizens' recommendations (in a customized concerns management system) has an impact on further citizen participation. But using digital citizen services, such as concerns management platforms, can indeed facilitate increased citizen participation.

This paper analyses the European Citizens Initiative, consultation, and transparency in the context of the Transatlantic Trade and Investment Partnership (TTIP) negotiations, to assess what it tells us about EU citizen participation and the principle of openness. It focuses on the institutional mediation of citizen participation and the degree to which the Commission facilitates such participation and accepts citizen influence over policy-making in EU external affairs. Three categories of openness are used in the analysis: institutional transparency with little or no participation; a democratically weak institutional approach as a means to improve the effectiveness of governance and support existing policy; and thirdly an institutional acceptance of effective citizen participation that facilitates citizen influence over agenda-setting. It is argued that the Commission has made some progress during TTIP in terms of transparency, but that the Commission does not take a strongly democratic position on citizen participation in external affairs. It only engages with citizens as passive actors who can support the effectiveness of EU governance.

Participatory smartphone apps empower citizens to interact with the city's administration. The purpose of this case study is to investigate the current state of participatory apps in Germany. Within this study, we examined 248 applications aimed at strengthening citizen participation. These apps were found in Google Playstore and Apple Appstore using search terms extracted from the relevant literature. Many of the apps give users the opportunity to report problems within their cities, such as broken street lamps or potholes. The information created and disseminated by the citizens through the app mainly includes the topics “mobility” and “environment.” Information provided by the city itself is much more diverse. Topics such as “Points of Interest,” “News and Events,” “Government” or “City Services” can be identified here. In the southern part of Germany, there is a significantly larger number of municipalities which have a citizen participation app. None of the apps examined uses gamification, although the use of game elements is very promising to foster the engagement and motivation of citizens.

This paper analyzes the experiences of citizens' participation in public policy participation through grounded theory for the Local Community Innovation Plan in Seodaemun-gu, Seoul as a case. “The discovery of regional problems and the desire to contribute to the region” was analyzed in a causal condition. The contextual condition appeared “strengthening the authority of citizen and strengthening resident initiative”. The combination of causal and contextual conditions has emerged as a central phenomenon of "resolution of regional problems and expectations for regional change". The moderating condition, which is the condition that mitigates or changes the influence on the central phenomenon, was derived as "confusion of identity about the role of the person". As an action/interaction strategy for the mediating condition of “identity confusion about one’s role,” it was found that they responded through “self-esteem and a sense of achievement in public activities”. “Growth of participating citizens and strengthening local problem-solving capacity” was derived as a result of the public policy participation process. The policy implications through the analysis of the experience of participating citizens on the process of public policy participation are as follows.,First, it is necessary to diversify participation methods and opportunities such as expansion of open recruitment, and to strengthen the promotion of participation through various promotional media such as homepage, banner, poster, and text sending. Second, it is necessary to experience the results of participation and to establish a system in which the results of participation are reflected in policies and systems. Third, it is necessary to activate citizen participation that can be deliberated and publicized in the process of citizen participation. Fourth, it is necessary to design the process of public policy participation as a place of social learning for citizens.

Purpose Open data initiatives represent a critical pillar of smart cities’ strategies but remain insufficiently and poorly understood. This paper aims to advance a conceptualization of citizen participation and investigates its effect on open data use at the municipal level. Design/methodology/approach Based on 14 semi-structured interviews with citizens involved in open data projects within the city of Montréal (Canada), the paper develops a research model linking the multidimensional construct of citizen participation with initial use of open data in municipalities. Findings The study shows that citizen participation is a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. While electronic government research often views open data implementation as a top-down project, the current study demonstrates that citizens are central to the success of open data initiatives and shows how their role can be effectively leveraged across various dimensions of participation. Originality/value This paper proposes a conceptualization of citizen participation on open data use at the municipal level. Citizen participation is a found to be a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. This paper demonstrates the critical role of citizen participation in open government.

Purpose: To achieve the UN's 17 Sustainable Development Goals (SDGs), strong political leadership, willingness to change and effective outcome-based governance will be required. Governments must align national policies with the SDGs' scope and complexity. Effective governance is critical to achieving the 17 goals. Good governance will help by creating an environment conducive to collective action, holding actors accountable, and dealing with emerging complex trade-offs between goals. The Kenya Vision 2030's political pillar is "a democratic political system that is issue-based, people-centred, result-oriented, and accountable to the public." This highlights the importance of citizen participation in governance. This study delved into what can be done to promote citizen participation to enhance effective and accountable governance in Kenya. Design/methodology/approach applied: Herein, a literature review approach, drawing from published peer-reviewed journal articles and grey literature (working papers, reports from credible databases of research institutions, and official government documents) was employed to elucidate discussions and conclusions. Main findings: Tightening the democracy-education nexus, which aims at awareness creation and capacity building, is critical to promoting citizen participation and improving effective and accountable governance. Education promotes political interests and fosters civic skills thereby increasing the likelihood of political participation. An effective civic education teaches citizens about their rights and responsibilities as citizens, as well as the functioning of the government. Civic education in a democracy is self-government education. Democratic self-government entails citizens actively participating in their governance rather than passively accepting the dictums or demands of others. Education, on the other hand, should be linked to inclusivity and diversity. Practical implications: There is a need to develop an informed and empowered citizenry capable of successfully engaging in governance affairs to influence governance outcomes in the best interests of the community and posterity. Capacity building, similarly, should be an ongoing process incorporated into the community participatory framework or institutions at various administrative levels. Furthermore, training must be sensitive to, and target or capture, the community's various social categories' concerns and needs. Originality/value: While acknowledging the importance of addressing the status quo and need for citizen participation in governance, this study also delves into mechanisms that can be used to promote citizen participation in an intergenerational and intersectional manner while keeping in mind Kenya's national development blueprint, Vision 2030, as well as the United Nations' Agenda 2030 to "Leave No One, No Place Behind."

Facebook, the most popular social media in the world, has changed the ways of citizen involvement in governance. Politicians and (elected) public administrators worldwide have adopted Facebook as an important approach to connect with citizens. This study explores whether the Facebook phenomenon can improve the process of online political communication and citizen participation. The study adapts a content analysis method and proposes six strategies for analyzing Facebook page posts of Taiwanese legislators. The authors compare Facebook posts during both election and regular sessions to see the difference in patterns of these posts and communication strategies adopted by the legislators. The findings reveal that a percentage of e-participation achieves an acceptable rate, but most communication of legislator Facebook is one way. The results indicate that legislators' Facebook is another platform to distribute public information to citizens, and many have potential to create more public values.

Abstract In this paper, we argue for and present an empirical study of putting citizens into focus during the early stages of designing tools for civic participation in a mid-sized German town. Drawing on Contextual and Participatory Design, we involved 105 participants by conducting interviews, using Photovoice and participating in a local neighbourhood meeting. Together with citizens, we built an Affinity Diagram, consolidated the data and identified key insights. As a result, we present and discuss different participation identities such as Motivated Activists, Convenience Participants or Companions and a collection of citizen needs for local civic participation, e. g., personal contact is irreplaceable for motivation, trust and mutual understanding, and some citizens preferred to “stumble across” information rather than actively searching for it. We use existing participation tools to demonstrate how individual needs could be addressed. Finally, we apply our insights to an example in our local context. We conclude that if we want to build digital tools that go beyond tokenistic, top-down ways of civic participation and that treat citizens as one homogeneous group, citizens need to be part of the design process right from the start. A prerequisite for the development of the local community are different forms of citizen participation in achieving goals of interest to the local community and meeting their personal needs at the local level. Citizens can participate in the local community activities directly or indirectly. The direct participation in local life is exercised on the basis of strictly formal legal framework, including civic initiative, referendum, and citizens' assembly. The quality of the relationship between the local community and the citizens largely determines the degree of citizens’ indirect participation in political life. This paper will address the mechanisms of citizen participation at the local level, with specific reference to public debate and public hearings as mechanisms enabling citizens to participate in local decision-making processes, draw attention to problems and difficulties, and insist on the obligation of local self-government bodies to transparently implement some procedures envisaged in the 2018 amendments to the Local Self-Government Act. The paper also elaborates on other forms of citizen participation, such as consultations, information requests, petitions, surveys, and other available forms of citizen participation in public life.

This article examines the extent of political participation by Latino non-citizens across the United States. The only previous national quantitative research on this topic is by Verba, Schlozman and Brady, who found little difference between the participation rates of Latino citizens and non-citizens. Using the Latino National Political Survey, large differences between citizen and non-citizen participation are found. Although Latino non-citizens participated in non-electoral political activities and in non-political civic groups, they were significantly less likely to do so than Latino citizens. Examination of the non-citizen population shows that immigrants who understood politics better, planned on naturalizing, had a stronger ethnic identity, were more familiar with English and were younger were more likely to become involved. The traditional socio-economic measures of education and income as well as length of stay in the United States were non-significant predictors of non-citizen participation.

This article attempts to explore the actual citizen participation practices. Scholarly articles on smart cities have investigated different aspects of the smart city paradigm. Despite increased scholarships on smart cities examining the citizen-centric claim, the praxis of citizen participation has not received much attention. Therefore, the aim of this article is to explore and understand the ‘actual practices’ of citizen participation in smart cities and how can an inclusive and equitable citizen participation can be ensured. Based on an in-depth review and analysis of secondary data, this article argues that enabling “active” involvement of citizenry through a rights-based approach can make citizen participation a worthwhile endeavor in the development process, which is equitable, inclusive and sustainable.

Active participation and meaningful engagement of citizens in local development planning and discussion are the prime agendas of development governance in Nepal. Both state and non-state actors have placed great emphasis on citizen participation in local development planning and discussion through their plans, policies, and programmes. However, evidence shows that there is a low level of citizen participation and engagement. It is worrisome that these policies, plans, and programmes adopted by the state and non-state actors have not been able to deliver the expected results. In this regard, this paper aims to analyse citizen participation in local development planning and discussion. For this, it used the evidence generated by Nepal National Governance Survey 2017/18 and analysed the data using the logistic regression model. The results indicate that the degree of citizen participation in local development planning and discussion is relatively low. Nearly 30 percent of citizens reported that they participated in the local development planning and discussion in the past. It is remarkable to note that citizen participation varies according to their background characteristics.

Therefore, the improvement in the ability and level of rural ecological environment governance is the key to winning the battle of rural ecological environment governance, and the participation of citizens in rural ecological environment governance is even more crucial to the improvement in the ability and level of rural ecological environment governance. At present, academic achievements on rural ecological environment governance are increasingly enriched, but there are few academic achievements on rural ecological environment governance from the perspective of citizen participation. Since public participation in ecological environment governance is still in the initial stage of development, there are many factors that affect the effective implementation and development of public participation in the ecological environment. For example, various factors such as the imperfect legal system related to citizens’ participation in rural ecological environment governance, weak awareness of citizen participation, and difficulty in determining the methods of citizen participation seriously hinder citizens’ participation. How do civic educators and citizen communities co-construct access, interaction, and participation and bridge contributory and democratized citizen science? This study builds on interviews and observations with amateur naturalists, professional biologists, and public authorities about their participation in the Species Observations System (SO)—Norway’s largest citizen science (CS) project. Over more than twenty years, CS has been understood as either contributory (contributing with data) or democratized (emancipating the pursuit of science). Following these models, CS studies has developed a number of classifications of CS projects. The present article aims to bridge contributory CS and democratized CS by using the access, interaction, and participation (AIP) model outlined by Carpentier, without extending the number of classifications. Access and interaction signify contributory CS. Well-functioning technology is a precondition for joining the ranks of records, contributors, validators, and institutional actors. Interaction is the second founding stone of participation, and organizations are crucial to facilitating interaction. Participation signifies democratized CS. The choice of technology involves important dimensions of power, as technology structures actions. However, the ability to build and sustain the technological infrastructure also illustrates that participation is organizational power, enacted both from the bottom-up and top-down.

Citizen participation has become an important aspect in the design of smart cities. This paper investigates the frame and modality of citizen participation in a European Horizon2020 smart city project, +CityxChange, in Trondheim. +CityxChange aims at enabling citizen participation and co-creation in the transition to a positive energy city. The question is “what are the prevailing approaches and practices in relation to citizen participation amongst the key actors involved in +CityxChange? Which structures and processes have inhibited or fostered the participation mechanisms (e.g., for, by, and of people) and practices in Trondheim?” Through participatory observations and interviews with key local actors and citizens, we found that the focus of +CityxChange on efficiency and creating innovative solutions “for” people in partnership with the private sector has disturbed the “by” and “of” people mechanisms of participation. Citizens’ power and roles are not delegated to challenge or replace the project’s predetermined issue or plan. The anchorage of the project outside of the formal administrative structure has caused other functional barriers that inhibit citizen participation, rather than facilitate it. This paper discusses the causal relationships between these interconnected barriers and suggests how authorities can possibly overcome them.

When citizens are actively engaged in e-government processes as co-creators it leads to e-government development. Citizen participation in e-government is a recent phenomenon where government is seeking more involvement of citizens through different platforms. Whether citizens' participation through social media platforms leads to e-government development has been a debate in literature. In this research study, the authors investigate whether social media usage influences government's role in e-government development. Power distance between government and citizen also plays a role in deciding the extent of e-participation in e-government. In this study, the authors examine the relationship between social media, power distance, citizen engagement and e-government development. Using customer focus theory and agency theory, this study establishes that e-participation initiative by government acts as a mediator in the relation between social media usage by citizen as well as power distance to e-government development.

SDGs emphasize the importance of multi-stakeholder processes, particularly in promoting citizen-level participation. This paper aims to understand the current status of citizens’ social participation and the challenges in promoting them in order to achieve SDGs and create a resilient society. To achieve this objective, the literature review method is used. The literature was obtained from source databases related to recent literature on citizens’ participation with regard to SDGs. In the discussion and conclusion, this paper examines the possibility that one of the vital issues in promoting social participation of citizens could be information sharing. It also describes the cycle which citizens themselves become the main actors in generating information to promote citizen participation, and the information generated through this process leads further citizen participation. These results will be used as the basis for the following action research process. This paper is positioned as introductory in nature, and the importance of information sharing will be examined more closely in future studies.

Objective: This study investigates the various perspectives on the perceived failure of government-led financial policy, particularly ZeroPay. We aim to propose strategies to lead ZeroPay to a successful market position by understanding the reasons behind this perception. Theoretical Framework: This paper is based on the theory of citizen participation in e-government and discusses the ZeroPay policy and citizen participation. Method: By comparing and analyzing the issues at the start of the policy and those that arose over the past five years, problems are identified, and solutions are derived. This paper finds out why ZeroPay has produced such results and why people think it is a failure, and discusses how to lead ZeroPay in the market successfully. Results and Discussion: The biggest problems with ZeroPay are the inconvenience of payment methods, lack of credit card benefits, and lack of participation by small business owners and citizens. For the service to be successful, it is necessary to attract sustainable interest and participation from citizens and small business owners and cooperate with financial institutions and companies. Research Implications: The government-led payment service has been unable to overcome the limitations raised when it was launched. Participating required much work for citizens and small business owners. For the service's success, the active participation of citizens, small business owners, and the private sector is necessary. Originality/Value: This paper discusses the importance of citizen participation in SGM cases. We discuss whether cooperation with the private sector and active participation of citizens, rather than government-led, are essential for success.

Purpose The purpose of this paper is to discuss citizen participation in crime prevention in Kuching, Malaysia. This is a study of how citizen participated in crime prevention has helped in crime reduction in Kuching. Roles of citizen in crime prevention with the police have been included in this study. Result showed that citizen and police joint crime prevention has succeeded in crime reduction in Kuching. Design/methodology/approach Three methods of data collection were used in this research study: first, face-to-face interviews of 500 head of households in Kuching. They are selected using systematic sampling among the 159,000 households in Kuching. Second, in-depth interviews of 36 respondents involving community leaders and crime watch groups; and third, secondary crime statistics from the Royal Malaysia Police. It is based on actual crime reported to the police. Findings Police and citizen involvement in crime prevention are effective in reducing crime. Citizen participation in crime prevention was 80.6 per cent. The higher the frequency police and citizen involvement in crime prevention patrols, the lesser the level of crime. With increased joint patrol by police and citizen in the neighbourhood, the level of crime will be lower, and safety will improve, and this is particular valid in the case of the nine geographical areas covered under Kuching police district. Research limitations/implications This study focused on citizen participation in crime prevention in Kuching police district only. Practical implications Police and citizen participation in crime prevention play a key role in crime reduction. This study argued that police and citizen frequent patrol will improve safety in the community. Training plays a key role for citizen to participate in crime prevention. Joint crime prevention patrol calls for a new breed of police officers who can work with the citizens. In return, the citizens trust the police to lead them in crime prevention. Social implications With citizen participation in crime prevention, the community will be safer, peaceful resulting in less crime. Citizens acted as an eye and ear to the police. As and when a citizen see a suspicious person in the neighbourhood, he informs the police. When the police arrives, the suspicious person who may have a criminal intent will either be arrested by the police or escaped before the police arrived. Originality/value This paper provides an insight into crime prevention exercise involving the citizens. The same concept can be implemented throughout Malaysia. Police needs to involve citizens always in crime prevention. Police and the community are one big family.

Around the world, a growing crisis of legitimacy and complex problem solving characterize a sense of change in the state-citizen relationship. In Vietnam, the Doi Moi (renovation) process was carried out by the Communist Party of Vietnam (CPV) and the Government of Vietnam (GoV). Public institutions engaged at grassroots level by implementing a decree on “Regulation on Democracy Exercise” with the vision of a participatory society to improve the living standard of the Vietnamese people in general in order to enhance public service specifically. This article conceptualizes the concepts of Citizen Participation, Transparency, and Accountability in Vietnam. In the contested debates of the link between citizen participation and the two governance aspects, transparency and accountability, the article realizes the importance of achieving the balance from both sides of practice, as well as strengthen institutions that can reduce inefficiency and have real effectiveness. The fact that Vietnam just embarked on experimenting with policy initiatives encourages stronger citizen participation. Importantly, citizens participate in a number of elections for their delegates to local and national legislatures. One specific characteristic of public participation in Vietnam is that citizens somewhat are limited in participation by the nomination procedures and restriction in institutions. The article as a brief literature review on citizen participation and establishes the linkages between these three concepts. It reviews policy mechanisms for citizen participation and central-local power relationship. It stresses two main findings after performing sufficient empirical evidences. First, it argues that citizen participation can be an engine of good governance in local public institutions in Vietnam. Once policy window provides the population some space for their participation, it assures a widening scale of an efficient governing system. It founds that transparency and accountability of local governments are two outcomes of citizen participation.

While the role of citizens in smart cities is hotly debated, there is a dearth of empirical research on the subject. This in-depth study of a European city, selected for its typical smart city ambitions, explores the roles that citizens actually play in smart city projects. The study examines twelve initiatives in the City of Utrecht (NL) using a framework that differentiates between types of citizen participation. The findings show that technology-enabled citizen participation in Utrecht is highly diverse and embraces all types of participation rather than simply taking the form of either “citizen empowerment” (as the advocates argue) or “citizen subjugation' (as the critics stress). The diversity found in the study highlights the need to conceptualize the role of the smart citizen at the micro (project) level rather than at the level of the city as a whole. The study shows that citizen participation in the smart city should not be understood as a technological utopia or dystopia but as an evolving, technologically mediated practice that is shaped by a variety of factors.

The purpose of this study was to understand the role of citizen participation in community-based planning with specific reference to the Borrowdale Ratepayers and Residents Association (BRRA) in Harare, Zimbabwe. Qualitative methodology was employed in the study and data was collected through key informant interviews. The key findings of the study were that there is little awareness on the role and importance of citizen participation in community-based planning. This is despite the fact that Borrowdale Community often experiences poor public service delivery and resource management where citizen participation would contribute meaningfully. The study concluded that citizens need to be aware of their role in community-based planning as this has a direct effect on service delivery. Local governance practices need to be transformed to reflect the needs and problems of residents and ratepayers.

The relevance of citizen participation in regeneration projects, particularly in shrinking cities, is widely acknowledged, and this topic has received a great deal of policy and academic attention. Although the many advantages of citizen participation in regeneration projects have been identified, its current forms have also received considerable criticism. In short, this criticism boils down to the conclusion that the ideal of citizen participation is not put into practice. This paper considers why this is the case, asking whether current participatory practices enable citizens to exercise influence as political actors in urban regeneration projects. In this paper, we examine this question based on Mouffe’s conception of the political, coupled with findings from our empirical research conducted in Heerlen North, The Netherlands. We conducted qualitative research on urban regeneration in the shrinking old industrial city of Heerlen. The findings reveal two distinct perspectives on citizen participation. Professionals see the existing context of citizen participation as a reasonable and practical but, in some respects, insufficient practice. Citizens’ views on participation are organized around feelings of anger, shame, and fear and are grounded in experiences of a lack of recognition. These experiences limit citizens’ abilities to exert true influence on regeneration projects. We conclude that efforts to regenerate shrinking cities should strive to recognize these experiences so as to create conditions that generate respect and esteem and, as such, enable urban social justice.

This article analyses the effects of citizen participation on public engagement in four local citizens’ summits in the Netherlands based on a combination of survey data, interviews and documents. The citizens’ summits appear to attract a selective group of predominantly highly educated citizens from a Dutch background. Of the citizens who took part in the summits, only a minority felt more connected and responsible after having participated. Moreover, the results show that over the longer term, the number of people who remain involved in public initiatives decreases. The findings raise doubts about the contribution of participation in one-off forums to public engagement. A sense of public engagement seems to be more a precondition for participation rather than a consequence of participation. This article tries to “unfold” an overview of the relationship between citizenship studies and health. This research was conducted by a qualitative approach and descriptive design. The purpose of the article is to analyze the implementation of civil service reform to increase citizen participation in investment processes for European and Euro-Atlantic integration of Ukraine. Methodology. Various forms of citizen participation in public administration processes, which allows to form a good balance of advantages and disadvantages in this process for the implementation of European integration reforms is based on the methods of theoretical generalization, grouping and comparison have been researched. The analysis of the main advantages and disadvantages of promoting citizen participation in public administration processes is based on the methodology of system analysis and synthesis. Results. It was identified on the basis of the analysis of the main advantages and disadvantages that the advantages of citizen participation in public administration processes far outweigh the disadvantages to ensure better quality of services and living standards of citizens. The main shortcomings of citizen participation in public administration processes have been studied, which will help solve the problems of citizen participation in public administration processes in the context of European integration. Various forms of citizen participation in public administration processes have been developed in order to form a good balance of advantages and disadvantages in this process in order to implement European integration reforms. Different levels of citizen participation in public administration processes are analyzed, which contributes to the effective involvement of citizens in public administration processes for the implementation of European integration reforms. It was found that supporting the processes of socio-economic reform of the civil service through the strategy of public administration will help to implement the main European administrative reforms of public administration in Ukraine. Based on the analysis, it is concluded that supporting the transformation processes in Ukraine by investing in civil service reform helps to build the basic European principles of public administration in Ukraine. It is substantiated that measures to support civil society will be possible due to the training of civil servants, which will provide an opportunity to build the stable and efficient economy of Ukraine. Scientific novelty. The expediency of creating different levels of citizen participation in public administration processes is substantiated: informing, consulting, recommendations, joint development of plans, joint decisions, delegation. Practical significance. The results of the study form the scientific and practical basis for conducting various analytical and forecasting studies in terms of justifying greater participation of citizens in investment processes of public administration.

Анотація:
Citizens can either support or resist new tax and/or nontax policies for revenue-raising in the budgetary process. The relationship between citizens’ role and revenue diversification is an important but under-researched topic. Therefore, to fill this gap in the existing knowledge, this study aims to explore the relationship between citizen participation and revenue diversification. Using the 2012 ICMA data paired with multiple data sources, this exploration offered empirical evidence that citizen participation has significant positive effects on the levels of tax and nontax revenue diversification. Further, the results confirm that local governments with a commitment to citizen participation are more likely to diversify their revenue structures.
