Breast cancer is the most common cancer affecting women and the second most common cancer in the UK. In 2008 the incidence of breast cancer in England was 39,681 1 and 2,592 new cases of breast cancer were diagnosed in Wales. 2 The five-year survival rate was 84.2% for those patients diagnosed between 2004 and 2008. 3 In 2008 the total population in Wales was 2,993,400: 680,700 concentrated in north Wales, 878,800 in south-west Wales and 1,433,800 in south-east Wales. 4 The main cities found in each region are Wrexham, Swansea and Cardiff respectively.

Abstract Rainwater harvesting (RWH) systems are becoming more popular to reduce pressure on mains water as well as to serve as a sole freshwater supply system in rural areas. Australia is a large continent with highly variable rainfall and hence performance of a RWH system varies from location to location. This paper presents reliability and water-saving potential of a RWH system in three major cities namely Sydney, Newcastle and Wollongong of New South Wales (NSW) State of Australia. A python-based daily water balance model is built to analyse the performance of a RWH system, which uses rainfall, loss, water demand and roof catchment data. To enable selection of ideal rainwater tank size for the selected locations, three different water uses (toilet and laundry, irrigation, and combined use) and five tank sizes (1, 5, 10, 20 and 30 kL) are considered. It is found that the rainwater tank size is influenced by roof area, number of users, water demand and rainfall characteristics. This study will help in decision-making regarding implementation of a RWH system in these Australian cities. This research also contributes towards achieving water related sustainable development goals (SDG).

ABSTRACTCryptosporidiosis is one of the most common waterborne diseases reported worldwide. Outbreaks of this gastrointestinal disease, which is caused by theCryptosporidiumparasite, are often attributed to public swimming pools and municipal water supplies. Between the months of January and April in 2009, New South Wales, Australia, experienced the largest waterborne cryptosporidiosis outbreak reported in Australia to date. Through the course of the contamination event, 1,141 individuals became infected withCryptosporidium. Health authorities in New South Wales indicated that public swimming pool use was a contributing factor in the outbreak. To identify theCryptosporidiumspecies responsible for the outbreak, fecal samples from infected patients were collected from hospitals and pathology companies throughout New South Wales for genetic analyses. Genetic characterization ofCryptosporidiumoocysts from the fecal samples identified the anthroponoticCryptosporidium hominisIbA10G2 subtype as the causative parasite. Equal proportions of infections were found in males and females, and an increased susceptibility was observed in the 0- to 4-year age group. Spatiotemporal analysis indicated that the outbreak was primarily confined to the densely populated coastal cities of Sydney and Newcastle.

This paper presents a summary of the key findings of the special issue of Atmosphere on Air Quality in New South Wales and discusses the implications of the work for policy makers and individuals. This special edition presents new air quality research in Australia undertaken by (or in association with) the Clean Air and Urban Landscapes hub, which is funded by the National Environmental Science Program on behalf of the Australian Government’s Department of the Environment and Energy. Air pollution in Australian cities is generally low, with typical concentrations of key pollutants at much lower levels than experienced in comparable cities in many other parts of the world. Australian cities do experience occasional exceedances in ozone and PM2.5 (above air pollution guidelines), as well as extreme pollution events, often as a result of bushfires, dust storms, or heatwaves. Even in the absence of extreme events, natural emissions play a significant role in influencing the Australian urban environment, due to the remoteness from large regional anthropogenic emission sources. By studying air quality in Australia, we can gain a greater understanding of the underlying atmospheric chemistry and health risks in less polluted atmospheric environments, and the health benefits of continued reduction in air pollution. These conditions may be representative of future air quality scenarios for parts of the Northern Hemisphere, as legislation and cleaner technologies reduce anthropogenic air pollution in European, American, and Asian cities. However, in many instances, current legislation regarding emissions in Australia is significantly more lax than in other developed countries, making Australia vulnerable to worsening air pollution in association with future population growth. The need to avoid complacency is highlighted by recent epidemiological research, reporting associations between air pollution and adverse health outcomes even at air pollutant concentrations that are lower than Australia’s national air quality standards. Improving air quality is expected to improve health outcomes at any pollution level, with specific benefits projected for reductions in long-term exposure to average PM2.5 concentrations.

Bushfires have been a key concern for countries such as Australia for a long time. These must be mitigated to eradicate the associated harmful effects on the climate and to have a sustainable and healthy environment for wildlife. The current study investigates the 2019–2020 bushfires in New South Wales (NSW) Australia. The bush fires are mapped using Geographical Information Systems (GIS) and remote sensing, the hotpots are monitored, and damage is assessed. Further, an Unmanned Aerial Vehicles (UAV)-based bushfire mitigation framework is presented where the bushfires can be mapped and monitored instantly using UAV swarms. For the GIS and remote sensing, datasets of the Australian Bureau of Meteorology and VIIRS fire data products are used, whereas the paths of UAVs are optimized using the Particle Swarm Optimization (PSO) algorithm. The mapping results of 2019–2020 NSW bushfires show that 50% of the national parks of NSW were impacted by the fires, resulting in damage to 2.5 million hectares of land. The fires are highly clustered towards the north and southeastern cities of NSW and its border region with Victoria. The hotspots are in the Deua, Kosciu Sako, Wollemi, and Yengo National Parks. The current study is the first step towards addressing a key issue of bushfire disasters, in the Australian context, that can be adopted by its Rural Fire Service (RFS), before the next fire season, to instantly map, assess, and subsequently mitigate the bushfire disasters. This will help move towards a smart and sustainable environment.

This article compares two former Pacific War incarceration histories in the us and Australia, inquiring how their narratives of confinement and redress might be interpreted spatially and materially, and how these sensibilities are incorporated into contemporary heritage strategies including, in these examples, through Japanese garden designs. At the Manzanar Historic Site in California, the efforts of several generations advocating for civil rights and preservation of the Manzanar Relocation Center have overlapped with the National Park Service’s efforts to fulfil its federal mandates to preserve and restore the historic site. Conversely at Cowra, New South Wales, these histories are interwoven with post-war commemorative spaces, aimed at drawing visitors to former incarceration sites and encouraging contemplation of these difficult histories. This article analyses their complex creative processes and interpretive strategies as useful for drawing these isolated national stories into broader global interrogations of their significance.

Whether advocating creativity as a means to place competition or critiquing the social dislocations that stem from creativity-led urban regeneration, research about the creative economy has tended to assume that large cities are the cores of creativity. That many workers in `creative' industries choose to live and work in small urban centres is often overlooked. In this context, this article aims to recover within debates the importance of size, geographical position and class legacies in theories of creativity, economic development and urban regeneration. Using empirical materials from a case study of one Australian city—Wollongong, in New South Wales—it is argued that what might at first appear a rather parochial example illustrates the importance of rethinking the creative economy in place. Crucially, it is shown that, regardless of the numerical population size of a city, creativity is embedded in various complex, competing and intersecting place narratives fashioned by discourses of size, proximity and inherited class legacies. Only when the creative economy is conceptualised qualitatively in place is it possible to reveal how urban regeneration can operate in uncertain and sometimes surprising ways, simultaneously to estrange and involve civic leaders and residents.

Trace metal (Cd, Co, Cu, Fe, Mn, Ni, Pb, Zn) concentrations in the fine fraction (<62.5 µm) of surficial sediments adjacent to the major urban centres of Sydney, Newcastle and Wollongong on the central New South Wales (NSW) continental margin, Australia, are elevated above regional background. The nature of enrichment off these major urban centres is distinct. The fine fractions of sediments adjacent to Newcastle are enriched in Cd, Co, Cu, Fe, Mn, Ni, Pb and Zn, associated with the disposal of dredged harbour spoil in an offshore dumpsite, whereas adjacent to Sydney, enrichment of Cu, Pb and Zn in the fine fraction of sediments results mainly from the disposal of large volumes of sewage effluent. The source and regional dispersion of trace metals on the central-NSW continental margin can only be established from analysis of the fine fraction of the sediment, because total sediment distributions of contaminants are confounded by a highly variable sediment texture. Generally, low mud contents (<2%) and low concentrations of trace metals in inner-shelf sediment are evidence of efficient dispersal of fine material and associated contaminants on this high-energy continental margin.

ObjectiveThe aims of this study were to assess the effects of screening through BreastScreen NSW on the stage of cancer at diagnosis, and differences in cancer stage at diagnosis according to sociodemographic factors. MethodsUsing linked BreastScreen NSW screening attendance records and NSW Cancer Registry data, the effects of screening participation and sociodemographic characteristics on stage at diagnosis were investigated using Kruskal–Wallis analysis of variance or the Mann–Whitney U-test for the 2002–13 diagnostic period. Multivariate logistic regression was used to investigate predictors of stage at diagnosis. ResultsThe association between BreastScreen NSW participation and earlier stage at diagnosis was strongest when the last screening episode occurred within 24 months of the cancer diagnosis, with an odds ratio of localised versus non-localised cancer of 1.61 (95% confidence interval 1.51–1.72). Women aged ≥70 years, Aboriginal women, residents of major cities and women living in areas of socioeconomic disadvantage were more likely to have distant than non-distant stage at diagnosis. A trend towards more distant stage in more recent diagnostic years was evident after adjusting for screening participation. ConclusionsThe strongest and most consistent predictor of earlier stage at diagnosis was BreastScreen NSW participation. Continued efforts to increase screening participation are important to achieve earlier stage at diagnosis, particularly for sociodemographic groups with more advanced disease. What is known about the topic?Earlier cancer stage at diagnosis is a prerequisite for mortality reduction from screening. Past research indicated that screening participation in New South Wales (NSW) was strongly associated with early stage at diagnosis and mortality reduction. More contemporary data are needed to monitor screening performance in NSW and assess differences in cancer stage across sociodemographic subgroups. What does this paper add?Using data linkage, this paper indicates associations between screening, sociodemographic factors and stage at diagnosis for the NSW population in 2002–13. Contrary to expectations, major city residents tended to have a lower proportion of early stage breast cancer at diagnosis, which may be indicative of lower screening coverage and barriers to screening. Compared with past research, similar effects of screening and other sociodemographic factors on the stage of breast cancer at diagnosis were observed. This paper compares screening histories across sociodemographic groups, indicating statistically significant differences. What are the implications for practitioners?Increasing screening participation is particularly important for sociodemographic groups who are diagnosed at more advanced stages, including women from lower socioeconomic areas, Aboriginal and Torres Strait Islander women and residents of major cities. In particular, the results reinforce the need to further develop targeted strategies to increase screening participation among NSW women from lower socioeconomic areas and Aboriginal and Torres Strait Islander women. Further investigation into screening coverage and barriers to screening for residents in major cities is needed.

In this paper, we consider the implications of applying the city region concept to a medium-sized city and whether such an application of a spatial and governmental policy is appropriate when the central city in question is also not necessarily economically dominant or connected to its wider city-region. This gives a deeper understanding to the process of subnational restructuring of the UK state via the production of city regions which has now been in progress since the 2010 Coalition Government. The primary focus governmentally and in academic literature has been on larger (English) city regions, but here we highlight how this has been applied in distinctive ways in devolved nations of the UK. To this end, we focus upon the case of the Swansea Bay City Region, based in South West Wales, looking through the lens of Welsh devolution and through the concept of the city-region as a scalar narrative for the delivery of economic development.

This investigation is an extension of earlier work on rainfall patterns in eastern Australia. Using district averages rather than rainfall data for individual cities or towns, further evidence is provided for cyclic variations in precipitation with periods of 18–19, 10–11 and 6–7 years. Results from various regional areas in western Queensland and western New South Wales differ from those found further south in Victoria, and connections are suggested between El Niño/southern oscillation events and the incidence of drought in these two separate areas. Such findings are consistent with ecological aspects of the quasi-periodic occurrence of bushfire seasons as observed in both Victorian eucalypt forests after prolonged drought, or after intermittent widespread rains in the semi-arid Mallee rangelands of western New South Wales. The ~19-year cycles may be at least partly a reflection of solar and lunar tidal components and the ~11-year cycles (connected with the Sunspot cycle) could be the result of absorption of short wavelength solar emissions in the stratosphere and resultant photochemical events magnified to produce sea surface temperature changes. The ~19-year cycles are apparently associated with either increased or decreased rainfall, and such connections appear to reverse in parts of Australia about every 100 years. These reversals have been associated with major droughts at the end of the 19th and 20th centuries.

Building upon a previous species inventory published in 2004 and based on observations between 2008 and 2011, I herein describe the reptile and amphibian assemblage on a university campus in the northwestern corner of the Sydney metropolitan area, Australia, recording 26 species of reptiles in nine families (Chelidae, Agamidae, Carphodactylidae, Scincidae, Varanidae, Typhlopidae, Colubridae, Elapidae, Pythonidae) and 13 species of amphibians in three families (Pelodryadidae, Limnodynastidae, Myobatrachidae). Included are records of the Macquarie Turtle (Emydura macquarii) and Eastern Water Dragon (Intellagama lesueurii lesueurii), neither of which were considered indigenous to the campus in the previous inventory, and one observation of two Ornate Burrowing Frogs (Platyplectrum ornatum), which previously were thought to be only historically present at the site. Seven species predicted to be present on the campus by the previous inventory were confirmed by observations in this study. These observations demonstrate how green spaces on the periphery of one of the world’s largest cities can harbor a diverse assemblage of reptiles and amphibians.

ObjectivesThis study aimed to describe mental health emergency department (ED) presentations among young people aged 8–26 years in New South Wales, Australia, and to identify key characteristics associated with higher risk of ED mental health re-presentation.Design, setting and participantsRetrospective analysis of linked ED data records for mental health presentations between 1 January 2015 and 30 June 2018.Main outcome measuresThe main outcome was the total number of mental health ED re-presentations within 1 year, following initial presentation. Count regression models were fitted to estimate factors associated with higher likelihood of re-presentations.ResultsForty thousand two hundred and ninety patients were included in the analyses, and 9713 (~25%) re-presented during the following year; 1831 (20%) presented at least three times. On average, patients re-presented 0.61 times per 365 person-days, with average time until first re-presentation of ~92 days but greatest risk of re-presentation within first 30–60 days. Young people with self-harm or suicidal diagnoses at initial presentation were more likely to re-present. Re-presentations were highest among young people <15 years (IRR 1.18 vs ≥20 years old), female (IRR=1.13 vs male), young people residing outside of major cities (IRR 1.08 vs major cities) and Aboriginal and Torres Strait Islander young people (IRR 1.27 vs non-Indigenous).ConclusionsED mental health re-presentation is high among young people. We demonstrate factors associated with re-presentation that EDs could target for timely, high-quality care that is youth friendly and culturally safe, with appropriate referral pathways into community-based primary and mental healthcare services.

This paper seeks to better understand the lively city with reference to recent analysis of sonic affects, bodily sensations and emotions. The notion of ‘hearing contacts’, as it is usually deployed in discussion of the lively city, emphasises the social interactions with other people in a rather narrow anthropocentric way. Yet, it overlooks the diversity of felt and affective dimensions of city sounds. This paper takes up this challenge by bringing Deleuze and Guattari’s notion of territory into conversation with Greimas’s semiotic square. In doing so, this paper offers a compelling theoretical framework to better understand the sonic sensibilities of listening and hearing to provide a clearer sense of how people decide to attach specific meanings to sound, and which ones they do not. The paper first reviews various theoretical approaches to sound and the city. Next, the paper turns to an ethnographic account of sound and city-centre urban life recently conducted in Wollongong, New South Wales, Australia. This research seeks to better understand the ways bodily dispositions to sonic affects, materials and cultural norms helped participants territorialise the city centre, distinguishing ‘energetic buzz’, ‘dead noise’, ‘dead quiet’ and ‘quiet calm’.

Australian Brush-turkeys Alectura latham increasingly cause a considerable human-wildlife problem in New South Wales, especially in areas where they destroy gardens through their scratching activity. Wildlife managers Jack detailed information about the overall distribution of the species, which is essential for assessing its population status and the development of sustainable management strategies. To address this, we collated 1 564 reports on Australian Brushturkey distribution, from 1788 to April 2004. We show that the birds have disappeared from areas in the south, such as near Jindabyne, and from areas in the west, such as the Pilliga. The most obvious reasons for such a contraction are habitat destruction, hunting and predation by foxes and cats. At the same time, Brush-turkeys have recently been reported in the east, in coastal areas and the periphery of cities where the birds were previously absent or extirpated. However, we argue that such an apparent expansion should be viewed with caution, as this could partly also be explained by an increase in reporting activity, reduction in hunting pressure, and feeding by members of the public. Our analysis suggests that although the species has increased in numbers in coastal areas, it has withdrawn from regions in the southern and western part of its distribution.

As connected, electric, and autonomous vehicle (AV) services are developed for cities, the research is conclusive that the use of these services must be shared to achieve maximum efficiency. Yet, few agencies have prioritised designing an AV system that focuses on dynamic ridepooling, and there remains a gap in the understanding of what makes people willing to share their rides. However, in 2017, the Australian transport authority Transport for New South Wales launched over a dozen trials for on-demand, shared public transport, including AVs. In this paper, we investigate the user willingness-to-share, based on experiences from one of these trials. Four focus groups (19 participants in total) were held in New South Wales with active users of either the trialled on-demand dynamic ridepooling service (Keoride) or commercial ridepooling (UberPool). Through thematic analysis of the focus group conversations, the cost, comfort, convenience, safety, community culture, and trust in authority emerged as factors that influenced the willingness-to-share. When presented with driverless scenarios, the focus group participants had significant concerns about the unknown behaviour of their co-passengers, revealing sharing anxiety as a significant barrier to the adoption of shared AVs. This paper identifies previously disregarded factors that influence the adoption of AVs and dynamic ridepooling and offers insights on how potential users’ sharing anxiety can be mitigated.

Australians are one of the healthiest populations in the world but there is strong evidence that health inequalities exist. Australia has 23.1 million people spread very unevenly over ~20 million square kilometres. This study aimed to apply spatial analysis tools to measure the spatial distribution of fixed adult public dental clinics in the eight metropolitan capital cities of Australia. All population data for metropolitan areas of the eight capital cities were integrated with socioeconomic data and health-service locations, using Geographic Information Systems, and then analysed. The adult population was divided into three subgroups according to age, consisting of 15-year-olds and over (n = 7.2 million), retirees 65 years and over (n = 1.2 million), and the elderly, who were 85 years and over (n = 0.15 million). It was evident that the States fell into two groups; Tasmania, Northern Territory, Australian Capital Territory and Western Australia in one cluster, and Victoria, New South Wales, Queensland and South Australia in the other. In the first group, the average proportion of the population of low socioeconomic status living in metropolitan areas within 2.5 km of a government dental clinic is 13%, while for the other cluster, it is 42%. The clustering remains true at 5 km from the clinics. The first cluster finds that almost half (46%) of the poorest 30% of the population live within 5 km of a government dental clinic. The other cluster of States finds nearly double that proportion (86%). The results from this study indicated that access distances to government dental services differ substantially in metropolitan areas of the major Australian capital cities.

The Victorian Government introduced the Better Apartment Design Guidelines in 2017. The introduction of these new regulations is a response to growing criticism over the quality of the large number of apartments recently constructed in Melbourne. This concern is shared in other Australian cities, but until now Victorian planning regulations have been the least prescriptive and most permissive in terms of apartment design parameters of any Australian jurisdiction. Reflecting on these concerns raises several questions in terms of the effectiveness of regulating for quality. Does regulating design in apartments improve quality or stifle innovation? Can the effect be measured, given the large number of exogenous factors involved in apartment production, and what might this tell us about the nature of ‘good-design’ and ‘quality-in-apartments’? This study explores the way in which different development control systems regulating apartment design impact the quality of internal apartment design. The two systems chosen, operating in Victoria and New South Wales, have been considered per Booth’s framework of regulatory and discretionary development control systems with the previous Victorian system seen as discretionary and the New South Wales approach a mix of regulatory-discretionary controls. Ten planning applications for high-rise residential developments were selected from Melbourne and Sydney. These were analysed against a set of good design principles defined by reviewing relevant literature and existing regulations. The results of the paper suggest the intuition of the Victorian Government that some form of intervention in the market is warranted to safeguard quality is likely to be correct.

Urban parks are currently enshrined within liveable forms of sustainable urban planning for high-density city living. This article draws on Giles Deleuze and Felix Guattari’s idea of territory to critically explore the embodied geographies of liveability. The concept of territory draws attention to the emplacement of subjectivities constituted not only through the discursive but also the emotional and affectual forces or flows between and through bodies and proximate objects. We argue that the embodied geographies of liveability are both performed and folded through the emotional and affectual circulations flowing through the body. To investigate these performances, flows and connections, an affective mapping exercise of urban park visits was conducted with 18 apartment dwellers in Wollongong, New South Wales, Australia. We address the concerns about social exclusion raised by the agenda of liveable cities and how the concept of ‘territory’ offers policy-relevant conclusions.

The water and wastewater sectors of England and Wales (E&W) are energy-intensive. Although E&W’s water sector is of international interest, in particular due to the early experience with privatisation, for the time being, few published data on energy usage exist. We analysed telemetry energy-use data from Thames Water Utilities Ltd. (TWUL), the largest water and wastewater company in the UK, which serves one of the largest mega-cities in the world, London. In our analysis, we: (1) break down energy use into their components; (2) present a statistical approach to handling seasonal and random cycles in data; and (3) derive energy-intensity (kWh m−3) metrics and compare them with other regions in the world. We show that electricity use in the sector grew by around 10.8 ± 0.4% year−1 as the utility coped with growing demands and stormwater flooding. The energy-intensity of water services in each of the utility’s service zone was measured in the range 0.46–0.92 kWh m−3. Plans to improve the efficiency of the system could yield benefits in lower energy-intensity, but the overall energy saving would be temporary as external pressures from population and climate change are driving up water and energy use.

This article is the initial report on the Multiple Sclerosis (MS) Society of New South Wales (NSW) Client Census Database study, a telephone-based cohort study of registered clients of the society in 2001. The final database sample comprised 2618 respondents with a diagnosis of MS from the registered client database, representing 73% of this target client population and an estimated 70% of all people with MS in NSW, Australia. The mean age was 49 years, and mean time since diagnosis was 11 years, with 36% diagnosed in the past 5 years. Approximately three-quarters (74%) were women. The mobility disability profile of the sample covered the entire spectrum, with half reporting being able to walk without a mobility aid and only 17% being confined to a wheelchair. The average age of respondents confined to a wheelchair was 56 years. Most respondents reported other MS symptoms they felt were disabling, such as fatigue and abnormal sensory symptoms. Most were living with a partner or spouse but were less likely to be living with children in the family home than the general NSW population. Only 5% were living in supported accommodations. Only a third of respondents were employed, with greater levels of disability leading to greater levels of unemployment—full-time employment being more adversely affected than part time and men being more disadvantaged than women with MS compared with their general NSW population counterparts. Essential medical care and personal support needs were mostly well met but less reliably so for the most severely disabled respondents and those living farther from major cities. The most frequently reported unmet needs were for breaks from home and employment support. Less than half of the sample reported being on immunotherapy. Those who were on immunotherapy were more likely to be women, employed part time, and experiencing only mild or moderate mobility disability.

A survey, which achieved a 54% response rate, was completed to assess the availability and type of rehabilitation health services in Australia. 1044 surveys were sent out and 561 were returned. The details of a total of 346 rehabilitation services were obtained. There were more services in metropolitan compared with rural areas, more services in New South Wales and Victoria than in the other states, and a higher proportion of services led by health care workers other than rehabilitation physicians in rural compared with metropolitan areas. There is likely to be a need for additional rehabilitation services of all types across Australia. The majority of rural, regional and remote areas are likely to need additional physician-led, allied health and nursing services. Further work is needed to assess the size and catchment areas of services in the capital cities and other large population centres to assess whether additional services are also needed in these areas.

Stock–flow job matching implies that there are two types of job seekers—those on the short side of their occupations who can easily find work, and those on the long side who expect extended unemployment spells. Using matching data and information on completed and uncompleted unemployment spells for England and Wales, this paper uses the stock–flow matching hypothesis to identify the fraction (incidence) of laid off workers who find themselves on the long side of the market and, conditional on being on the long side, their expected unemployment duration. The average incidence is around one-half and increases significantly in recessions. The expected duration is also strongly countercyclical—peaking at 15 months in the 1990–1992 recession and falling to a more modest 9 months by January 1999. Cross-section estimates also identify a North–South divide and a large city effect—the unemployed in large cities and in the North experience longer spells.

Deindustrialising cities worldwide are facing considerable social and economic difficulties, which challenge local identity and the bases of community solidarity. Historically, the expressive arts have provided incisive commentaries on such change; however, deindustrialisation strategies are now being developed that include cultural programs as a way of minimising negative local reactions. There has been little academic analysis of this emerging arts/industry nexus or its relationship to local communities and arts agendas. In 1999. BHP closed its steelworks in the New South Wales city of Newcastle. Central to the process of closure was the Ribbons of Steel festival, funded in part by the Australia Council and held on the BHP site. This paper examines Ribbons of Steel to explore the role it played in framing discourses of closure and city reimaging. The paper also illuminates the power relations underpinning the event, providing insights into the shifting relationship between industry, creative expression and place identity.

Background: Early cancer diagnosis is a critical component of comprehensive cancer control, however more than 50% of head and neck cancers (HNCs) are diagnosed at advanced stage. HNC patients from regional/remote areas are less likely to use radiotherapy during treatment and have poorer survival outcomes than metropolitan patients. Aim: The aim of this study was to examine pathways to treatment of patients with HNC in New South Wales (NSW) and associations between duration of components of the pathway with survival. Methods: Patients diagnosed with squamous cell carcinoma (SCC) of the oral cavity, oropharynx, or cutaneous SCC from 1st July 2008 to 30th June 2013 were identified from a prospectively maintained database. Data were extracted and supplemented by a retrospective audit of medical records at Royal Prince Alfred Hospital and specialists' records. Results: Two hundred and fifty eligible patients were identified (78% male) with mean (SD) age at diagnosis 64.5 (13.5) years. At diagnosis, 75%, 24% and 1% lived in metropolitan, regional and remote areas of NSW, respectively. Twelve per cent of patients lived > 100 km from a hospital with a HNC multidisciplinary team (median [IQR] 7.5 km [25.1]). More than two-thirds (69%) of tumors were diagnosed as advanced stage, and mean follow-up time was 3.5 years. We will present additional findings quantifying intervals along the pathway to treatment (from symptom onset, first specialist visit, diagnosis and treatment), and the associations with survival, and compare findings to those from a second regional site on the mid north coast of NSW. Conclusion: An increasing proportion of the NSW population resides outside major cities. This study is the first step in understanding patient and health system factors that facilitate and impede early diagnosis of HNC. Findings from this study may be used to develop interventions aimed at improving early HNC diagnosis.

Friendly societies gave working people an element of security through mutual insurance against sickness, while also offering opportunities for regular, sometimes ritual-based, sociability. Their history has often been viewed as a part of labour history and dominated by the associational patterns of skilled men. More recently much has been done by social historians to explore friendly societies as fraternal associations through which different kinds of identities, including gender identities, might be developed. The regional diversity and the heterogeneity of male societies before 1830 have been emphasised. This paper examines the appearance of female friendly societies in Scotland between c. 1790 and 1830, set against the growth of male friendly societies: sixty-six female societies and over 1500 male societies have been identified. The previously unexplored development of female friendly societies in Scotland has also been compared to existing literature on such societies in England and Wales. Like them, Scottish women's societies were unlikely to be occupationally based, and much more likely to relate to neighbourhood and community ties and to be committed to values of respectability. Their regulations were likely to reflect women's dual identities as workers and carers for their families. Elite women found in them opportunities to extend their own local influence in a philanthropy directed towards mutual self-help. But the growth of Scottish female societies followed a different chronology from those of England and Wales, and had a different regional distribution, concentrated in south-west Scotland and largely absent from major cities.

Background There are no national prevalence studies of Strongyloides stercoralis infection in Australia, although it is known to be endemic in northern Australia and is reported in high risk groups such as immigrants and returned travellers. We aimed to determine the seropositivity (number positive per 100,000 of population and percent positive of those tested) and geographical distribution of S. stercoralis by using data from pathology laboratories. Methodology We contacted all seven Australian laboratories that undertake Strongyloides serological (ELISA antibody) testing to request de-identified data from 2012–2016 inclusive. Six responded. One provided positive data only. The number of people positive, number negative and number tested per 100,000 of population (Australian Bureau of Statistics data) were calculated including for each state/territory, each Australian Bureau of Statistics Statistical Area Level 3 (region), and each suburb/town/community/locality. The data was summarized and expressed as maps of Australia and Greater Capital Cities. Principal findings We obtained data for 81,777 people who underwent serological testing for Strongyloides infection, 631 of whom were from a laboratory that provided positive data only. Overall, 32 (95% CI: 31, 33) people per 100,000 of population were seropositive, ranging between 23/100,000 (95% CI: 19, 29) (Tasmania) and 489/100,000 population (95%CI: 462, 517) (Northern Territory). Positive cases were detected across all states and territories, with the highest (260-996/100,000 and 17–40% of those tested) in regions across northern Australia, north-east New South Wales and north-west South Australia. Some regions in Greater Capital Cities also had a high seropositivity (112-188/100,000 and 17–20% of those tested). Relatively more males than females tested positive. Relatively more adults than children tested positive. Children were under-represented in the data. Conclusions/Significance The study confirms that substantial numbers of S. stercoralis infections occur in Australia and provides data to inform public health planning.

This research investigates the challenges and opportunities of urban estuaries exposed to spatial, urban, and environmental shifts exacerbated by climate change, ecological disturbances, and population growth, taking the cities of Perth, Western Australia and Newcastle, New South Wales, as case studies. Approaching the design of estuary cities in the Climate Century demands a form of estuary urbanism and new paradigms in design, which embrace the constant presence of water. Water becomes the instrument of change to re-think the design of the city and its relationship with the non-built environment since the climate crisis is also a water crisis. Adaptation and mitigation strategies are still emerging fields in design and planning disciplines. Design disciplines can strongly contribute to generating site-specific climate-adaptative responses while re-establishing the connection between built and natural environments, improving ecological balance and spatial quality, and promoting well-being and cultural values. The methodology involves both analytical and projective-explorative methods promoting a site-specific approach, working across scales and disciplines to understand urban estuaries within larger catchments and as complex hydrological and ecological systems. A fundamental goal is the creation of site-specific design strategies to operate in low to medium-density precincts, leveraging water and nature as design tools to improve urban resilience and liveability. There is capacity here to establish design methods and principles that inform future practices through urbanism responding to dynamic ecological and water systems and the unpredictability effects of climate change.

Background Australia has a universal healthcare system, yet organisation and delivery of primary healthcare (PHC) services varies across local areas. Understanding the nature and extent of this variation is essential to improve quality of care and health equity, but this has been hampered by a lack of suitable measures across the breadth of effective PHC systems. Using a suite of measures constructed at the area-level, this study explored their application in assessing area-level variation in PHC organisation and delivery. Methods Routinely collected data from New South Wales, Australia were used to construct 13 small area-level measures of PHC service organisation and delivery that best approximated access (availability, affordability, accommodation) comprehensiveness and coordination. Regression analyses and pairwise Pearson’s correlations were used to examine variation by area, and by remoteness and area disadvantage. Results PHC service delivery varied geographically at the small-area level–within cities and more remote locations. Areas in major cities were more accessible (all measures), while in remote areas, services were more comprehensive and coordinated. In disadvantaged areas of major cities, there were fewer GPs (most disadvantaged quintile 0.9[SD 0.1] vs least 1.0[SD 0.2]), services were more affordable (97.4%[1.6] bulk-billed vs 75.7[11.3]), a greater proportion were after-hours (10.3%[3.0] vs 6.2[2.9]) and for chronic disease care (28%[3.4] vs 17.6[8.0]) but fewer for preventive care (50.7%[3.8] had cervical screening vs 62.5[4.9]). Patterns were similar in regional locations, other than disadvantaged areas had less after-hours care (1.3%[0.7] vs 6.1%[3.9]). Measures were positively correlated, except GP supply and affordability in major cities (-0.41, p < .01). Implications Application of constructed measures revealed inequity in PHC service delivery amenable to policy intervention. Initiatives should consider the maldistribution of GPs not only by remoteness but also by area disadvantage. Avenues for improvement in disadvantaged areas include preventative care across all regions and after-hours care in regional locations.

The level of air pollution in smart cities plays a critical role in the community&rsquo;s health and quality of life. Thus, air pollution forecasting would be beneficial and would guide citizens in avoiding exposure to dangerous emissions. The air health of a place can be diagnosed by close observation of the AQI (Air Quality Index) of that place. Moreover, the AQI of a place may have some influence on the pollutant concentration of the neighboring places. To address this issue, this work introduces a hybrid deep learning framework that is able to predict the values of a corresponding metric: AQI of smart cities. As a part of this work, two algorithms are proposed. The first one replaces the missing values in the dataset and the second one formulates the influence of the nearby places&rsquo; pollutant concentrations on the air quality of a particular place. A deep learning-based forecasting model is also proposed by combining 1D-CNN and Bi-GRU. To test the applicability of the framework, a large-scale experiment is carried out with the real-world dataset collected from New South Wales, Australia. Experimental results validate that the proposed framework provides a stable forecasting result, it confirms that the AQI of a place gets affected by the pollutant concentration of the nearby places and the comparison of forecasting result with the existing state of the art models shows that the proposed model outperforms the other models.

Objective: To map the size and distribution of publicly funded aged psychiatry (psychogeriatric) services in Australia and New Zealand in 2003. Method: Services were tracked exhaustively through personal, professional and academic contacts, electronic searches and word-of-mouth. Directors or managers of services were asked to complete a brief questionnaire concerning their locality, services, staff profile and patient contacts. Results: Services varied widely with respect to their numbers, size and community outreach. Victoria was the only Australian state to provide specialist, multidisciplinary aged psychiatry teams with community, acute inpatient and residential arms in all its major cities. New South Wales, the state with the largest aged population, performed relatively poorly on most indicators. New Zealand performed relatively well despite its small size and widely dispersed population. Conclusions: Publicly funded aged mental health services are effective and reach frail, multiply disabled old people who cannot access private psychiatrists and are often overlooked by services for younger adults. At the time of our survey, such services were distributed in Australia in a highly inequitable fashion.

Live automated facial recognition technology, rolled out in public spaces and cities across the world, is transforming the nature of modern policing. R (on the application of Bridges) v Chief Constable of South Wales Police, decided in August 2020, is the first successful legal challenge to automated facial recognition technology in the world. In Bridges, the United Kingdom’s Court of Appeal held that the South Wales Police force’s use of automated facial recognition technology was unlawful. This landmark ruling could influence future policy on facial recognition in many countries. The Bridges decision imposes some limits on the police’s previously unconstrained discretion to decide whom to target and where to deploy the technology. Yet, while the decision requires that the police adopt a clearer legal framework to limit this discretion, it does not, in principle, prevent the use of facial recognition technology for mass-surveillance in public places, nor for monitoring political protests. On the contrary, the Court held that the use of automated facial recognition in public spaces – even to identify and track the movement of very large numbers of people – was an acceptable means for achieving law enforcement goals. Thus, the Court dismissed the wider impact and significant risks posed by using facial recognition technology in public spaces. It underplayed the heavy burden this technology can place on democratic participation and freedoms of expression and association, which require collective action in public spaces. The Court neither demanded transparency about the technologies used by the police force, which is often shielded behind the “trade secrets” of the corporations who produce them, nor did it act to prevent inconsistency between local police forces’ rules and regulations on automated facial recognition technology. Thus, while the Bridges decision is reassuring and demands change in the discretionary approaches of U.K. police in the short term, its long-term impact in burning the “bridges” between the expanding public space surveillance infrastructure and the modern state is unlikely. In fact, the decision legitimizes such an expansion.

Dust storms are frequent in Australia and can have a large impact on the soil resource, the economy and people. There have been few economic studies of the impact of wind erosion worldwide and only one in Australia before this study. While wind erosion impacts on the soil resource at the point of the erosion, the level of economic impact rises as the population and associated infrastructure affected by dust increases. This study estimates the impact on the economy of the state of New South Wales of a single large dust storm called Red Dawn that passed over the eastern coast of Australia on 23 September 2009. Estimates for rural and urban areas are presented with both on- and off-site costs evaluated. The estimated cost is A$299 million (with a range of A$293–A$313 million) with most of the cost being associated with household cleaning and associated activities. The dust storm also impacted on many cities on the coast of the state of Queensland, but their costs are not included in this study. This study demonstrates some, but not all, of the major economic costs associated with wind erosion in Australia. Given the annual average cost of dust storms it is suggested that A$9 million per year would be a conservative estimate of the level of investment required in rural areas for dust mitigation strategies, based on improved land management that could be justified to achieve a positive impact on soil condition and reduce economic losses in rural towns and the more populous coastal cities.

AbstractThis article draws from a wider research project undertaken in 2018 in Armidale, a small regional city in New South Wales (NSW) Australia, to explore the challenges commercial venues face in presenting and maintaining a regular live music programme. An analysis of the main themes suggests that the issues regional venues encounter are often qualitatively and/or quantitatively different from those facing their urban counterparts. This research found that regulatory issues, such as licensing, planning and noise, were not considered major impediments to regularly hosting live music. Rather, finding and accessing affordable quality bands in the numbers and styles needed to keep audiences coming to gigs, and getting audiences to regularly attend and spend money in the numbers needed to sustain the gigs, were identified as ongoing difficulties. Although venues in larger metropolitan cities are often confronted with similar problems, these are not the sort of issues that stand out in the research in this area. Rather the regulatory environment is emphasised. By drawing attention to the non-regulatory challenges regional venues face, important new avenues of research are opened up that will benefit live music scenes across Australia.

As with most cities throughout the world, the Western Australian city of Perth is beautified with rows of street trees. Here, the choice of trees tends to be dictated by their hardiness and ease of cultivation (e.g., Queensland Box Lophostemon confertus), their perceived beauty (e.g., Lemon Scented Gum Eucalyptus citriodora) and the affiliation with species from regions where many of the settlers originated (e.g., London Plane Tree Platanus acerifolia). Evidence indicates that the abundance and diversity of arthropods on a tree species is, to a large extent, a reflection of the tree in recent geological history ? the more recent the arrival, the less arthropods are likely to occur on it (Southwood 1960, 1961). From work with native eucalypt species, Recher et al. (1996) have found that arthropod density and diversity differs markedly between tree species within an ecosystem, and this phenomenon flows through to the insectivorous birds which forage on these trees. Those species with high levels of arthropods, such as Narrow-leaved Ironbark E. crebra in New South Wales are visited by pardalotes, thornbills and weebills to a much greater extent than the co-dominant Grey Box E. moluccana (Recher et al. 1994).

Charles Fulton (1905-1987) was an Australian architect who applied influences of European Modernism, particularly the civic architecture of Willem Dudok, into the design for several hospital projects in regional towns across Queensland, at the same time adapting a climatic responsive rationale to the projects. As with many remote contexts that have been overlooked by a European and American centric focus upon Modern architecture, the account of Australian Modernism has not been widely acknowledged outside its borders, despite a local momentum to effectively document and publish its achievements. Compounding this predicament, Queensland has suffered from its own exclusion relative to the southern states of New South Wales (Sydney) and Victoria (Melbourne), which have always been the dominant centers of the national profession, its conferences and publications. This paper seeks to address these schisms through the presentation of the work of Fulton, demonstrating how even in remote areas of Queensland, thousands of kilometers from major cities, the reach of Modern architecture found a place. Mobilized by the national federal body, the Office of Health and Home Affairs, drive to improve health services across the country post WWI, Fulton became a leading architect to modernize health facilities and brought about a cultural shift in the reception of Modern architecture across the regions.

We present findings from the Measurements of Urban, Marine and Biogenic Air (MUMBA) campaign, which took place in the coastal city of Wollongong in New South Wales, Australia. We focus on a few key air quality indicators, along with a comparison to regional scale chemical transport model predictions at a spatial resolution of 1 km by 1 km. We find that the CSIRO chemical transport model provides accurate simulations of ozone concentrations at most times, but underestimates the ozone enhancements that occur during extreme temperature events. The model also meets previously published performance standards for fine particulate matter less than 2.5 microns in diameter (PM2.5), and the larger aerosol fraction (PM10). We explore the observed composition of the atmosphere within this urban air-shed during the MUMBA campaign and discuss the different influences on air quality in the city. Our findings suggest that further improvements to our ability to simulate air quality in this coastal city can be made through more accurate anthropogenic and biogenic emissions inventories and better understanding of the impact of extreme temperatures on air quality. The challenges in modelling air quality within the urban air-shed of Wollongong, including difficulties in accurate simulation of the local meteorology, are likely to be replicated in many other coastal cities in the Southern Hemisphere.

WILDLIFE rescue has become part of Australian urban society. Injured and sick animals are common in all cities and their surrounding suburbs. The majority of these are common human commensals that have been dogs, cats, and cars, or have struck overhead wires or windows. Near coasts, it is common to find birds entangled in fishing line (with or without hooks) or fouled by other rubbish that is the jetsam of human society. Rescuing these animals, whether or not there is any conservation value or not, makes people feel good. Since the 1980s, organizations, such as Wildlife Information Rescue and Education Service (WIRES) in New South Wales, have proliferated and process tens of thousands of distressed animals annually. WIRES, for example, processed 56 500 animals in 2009/10. Many of these were threatened fauna, with the WIRES’ web site stating they handle 130 species on average each month. Birds are the most common group processed. There are 2000 WIRES volunteers, all of whom have been required to undertake training in the handling of wild animals. Alcohol use and related injuries are a leading risk factor for deaths and disabilities in Australia, particularly for Aboriginal and Torres Strait Islander people. An improved understanding of individual and geographical community characteristics that are significantly associated with higher rates of alcohol-related injuries for specific populations can contribute to more effective efforts aimed at reducing alcohol-related injuries. For Aboriginal and non-Aboriginal Australians in New South Wales, this study used emergency department (ED) data to investigate rates of alcohol-related injuries, whether differences in rates vary between communities, and individual and community characteristics significantly associated with alcohol-related injuries. Differences in rates of alcohol-related injuries between Aboriginal and non-Aboriginal people varied significantly between communities. Being younger than 38 years old was significantly associated with increased risk of alcohol-related injuries, independent of Aboriginal status and gender. Increased disadvantage of the geographical community inhabited was associated with increased alcohol-related injuries for males. For Aboriginal males, living in a regional community was significantly associated with increased alcohol-related injuries, compared to living in major cities. Conversely, for non-Aboriginal people, living in regional communities was significantly associated with fewer alcohol-related injuries. It is therefore likely that an explanation for between-community differences can be found in regional communities.

SynopsisThe organisation of the generation and supply of electricity in Scotland by the South of Scotland Electricity Board and the North of Scotland Hydro Electric Board is detailed and differences from the other nationalised energy industries in Scotland and from the arrangements for the supply of electricity in England and Wales noted. The present plant position is described and the flexibility in the fuels used underlined. The experiences of the last thirty years are analysed and an account given of the response of the Boards to the crises of dramatic oil price increases and the 1984/85 dispute in the coal industry. Attention is given to the forward planning problems arising from the long construction time of a new station and the delays that may be involved with public inquiries. The opportunities for exporting power to England after the modest anticipated rises in Scottish demands are met are cited as a factor in the budgetting. The difficulties the Combined Heat and Power projects, being studied for a number of major cities including Edinburgh, present to the Boards are listed. Finally the implications for suppliers and contractors of the necessary replacement before the end of the century of equipment associated with the distribution system are noted.

<p><strong>Abstract.</strong> Australia’s cities face significant social, economic and environmental challenges, driven by population growth and rapid urbanisation. The pressure to increase housing availability will lead to greater levels of high-density and medium-density stock. However, there is enormous political and community pushback against this. One way to address this challenge is to encourage medium-density living solutions through “precinct” scale development. Precinct-scale development has the potential to include additional hard and soft infrastructure that may offset the perceived negativities of higher densities. As part of Australian research into precinct-scale development, and as part of our broader Smart Cities approach, or more specifically City Analytics approach, new digital planning tools &amp;ndash; Envision and ESP &amp;ndash; have been developed to support scenario planning and design needs. They utilise a data-driven and scenario planning approach underpinned by Geographic Information System (GIS) functionality.</p><p>We focus on a case study in the City of Blacktown, Western Sydney, New South Wales, Australia. By 2036 Blacktown is forecast to grow to approximately 500,000 people (an increase of over 30<span class="thinspace"></span>%) and 180,000 dwellings. Most new dwellings will be delivered through urban infill. The Blacktown master plan promotes higher density housing, mixed employment uses and continued improvements to the public domain. Our study provides a unique opportunity to implement this broad strategy within a specific case and location. Specifically, this paper provides information on how these digital planning tools supported Blacktown planners in identifying, co-designing and implementing a new approach for precinct level planning. It also presents the results of an evaluation of digital-planning tools in the context of the Blacktown case study.</p>

Abstract. The Measurements of Urban, Marine and Biogenic Air (MUMBA) campaign took place in Wollongong, New South Wales (a small coastal city approximately 80 km south of Sydney, Australia) from 21 December 2012 to 15 February 2013. Like many Australian cities, Wollongong is surrounded by dense eucalyptus forest, so the urban airshed is heavily influenced by biogenic emissions. Instruments were deployed during MUMBA to measure the gaseous and aerosol composition of the atmosphere with the aim of providing a detailed characterisation of the complex environment of the ocean–forest–urban interface that could be used to test the skill of atmospheric models. The gases measured included ozone, oxides of nitrogen, carbon monoxide, carbon dioxide, methane and many of the most abundant volatile organic compounds. The aerosol characterisation included total particle counts above 3 nm, total cloud condensation nuclei counts, mass concentration, number concentration size distribution, aerosol chemical analyses and elemental analysis.The campaign captured varied meteorological conditions, including two extreme heat events, providing a potentially valuable test for models of future air quality in a warmer climate. There was also an episode when the site sampled clean marine air for many hours, providing a useful additional measure of the background concentrations of these trace gases within this poorly sampled region of the globe. In this paper we describe the campaign, the meteorology and the resulting observations of atmospheric composition in general terms in order to equip the reader with a sufficient understanding of the Wollongong regional influences to use the MUMBA datasets as a case study for testing a chemical transport model. AbstractHistorians of colonial Australia have long been fascinated by the effects of religious change on urban New South Wales and Victoria in the last quarter of the nineteenth century. This period, it is generally acknowledged, was one of evangelical revival amongst Anglicans and nonconformists alike. Well known (and sometimes world-renowned) evangelists from Great Britain and the United States invariably included cities such as Sydney and Melbourne on their international itineraries. But the local evangelical presence was strong; and this article focuses on William Henry Fitchett, a Melbourne-based evangelical Methodist clergyman who has largely escaped the attention of historians of religion. The reason he has done so is because he achieved fame in a rather different field: as a popular author of imperial histories and biographies. His published works sold in the hundreds of thousands. Yet he also wrote many serious works on religious matters. This article places Fitchett in the context of evangelical mission and revival within and beyond Australia, while also paying due attention to the influence of religion on his writing career. Over recent decades, more and more cities worldwide have created semantic 3D city models of their built environments based on standards across multiple domains. 3D city models, which are often employed for a large range of tasks, go far beyond pure visualization. Due to different spatial scale requirements for planning and managing various built environments, integration of Geographic Information Systems (GIS) and Building Information Modeling (BIM) has emerged in recent years. Focus is now shifting to Precinct Information Modeling (PIM) which is in a more general sense to built-environment modeling. As scales change so do options to perform information modeling for different applications. How to implement data interoperability across these digital representations, therefore, becomes an emerging challenge. Moreover, with the growth of multi-source heterogeneous data consisting of semantic and varying 2D/3D spatial representations, data management becomes feasible for facilitating the development and deployment of PIM applications. How to use heterogeneous data in an integrating manner to further express PIM is an open and comprehensive topic. In this paper, we develop a semantic PIM based on multi-source heterogeneous data. Then, we tackle spatial data management problems in a Spatial Database Management System (SDBMS) solution for our defined unified model. Case studies on the University of New South Wales (UNSW) campus demonstrate the efficiency of our solution.

Purpose While one-third of Australians live outside major cities, there are ongoing challenges in providing accessible, sustainable, and appropriate primary health care services in rural and remote communities. The purpose of this paper is to explore a partnership approach to understanding and addressing complex primary health workforce issues in the western region of New South Wales (NSW), Australia. Design/methodology/approach The authors describe how a collaboration of five organisations worked together to engage a broader group of stakeholders and secure commitment and resources for a regional approach to address workforce challenges in Western NSW. A literature review and formal interviews with stakeholders gathered knowledge, identified issues and informed the overarching approach, including the development of the Western NSW Partnership Model and Primary Health Workforce Planning Framework. A stakeholder forum tested the proposed approach and gained endorsement for a collaborative priority action plan. Findings The Western NSW Partnership Model successfully engaged regional stakeholders and guided the development of a collaborative approach to building a sustainable primary health workforce for the future. Originality/value Given the scarcity of literature about effective partnerships approaches to address rural health workforce challenges, this paper contributes to an understanding of how to build sustainable partnerships to positively impact on the rural health workforce. This approach is replicable and potentially valuable elsewhere in NSW, other parts of Australia and internationally.

Purpose – The purpose of this paper is to critically explore the historical background and current approach of the most common statutory instrument to maintain green landscapes in private residential gardens in cities and townships in suburban New South Wales (NSW), Australia. Design/methodology/approach – The narrative presents a transdisciplinary study. While its emphasis is on law and town planning, it also encompasses local government and legal history while touching upon environmental management and ecological science. This panoply of areas reflects the sheer complexity of the topic. While the presentation is initially descriptive, it moves on to a critique of the NSW Government's recent statutory approach. Findings – The paper demands that further attention must be paid to improving the design and architecture of statutory plans and underlying policies to not only improve urban biodiversity but also retain, as far as practicable, the visual beauty of the suburban landscape. This means reliance on local government to devise their own acceptable approaches. Flexibility rather than rigidity is warranted. Originality/value – The amount of scholarly material on this topic is relatively rare. The majority of information relies on excellent on-ground research and experience on the part of local experts, namely council employees and consultants. Academic and practical material must be drawn together to improve biodiversity conservation at both the local and regional spheres.

In the latter half of the 1990s there was a long-running but unreported conflict over use of a coastal rock platform on the Central Coast of New South Wales, just to the north of Sydney. This multifaceted dispute was between poor Korean Australians from the inner suburbs of Sydney and locals. The source of this conflict was the manner in which the rock platform was being used, how its resources were exploited and the type of social life that accompanied these activities. Different peoples brought different understandings to the rock platform, and they acted in accordance with those understandings.For many older settler Australians, and for the diminishing number of those ‘on the land’, the essence of what it is to be Australian is found outside of urban environments. Colloquially referred to as ‘the bush’, this can mean virtually any rural, remote, regional, or non-urban setting. For those living in cities, and for more recent immigrants to Australia, national parks are one site that provides ready access to ‘the bush’. As with the coastal rock platform, different peoples bring different understandings to their encounters with national parks and ‘the bush’, and their use of these places changes accordingly.This paper begins with a description of the rock platform incident, before moving on to discuss the response of different immigrant groups to national parks and other open public spaces.
