This article reports the results of a holiday destination choice model of domestic travelers in Australia. Although destination choices have been studied before, travelers’ behavior when choosing an airline ticket is less well investigated, in particular the effect of the choice of airline ticket and tourism features on each other and on the final destination choice. Multinomial logit (MNL) models were estimated using data from a Stated Preference (SP) choice experiment based on a D-Efficient design. Following the leader-driven primacy phenomenon, the article also tests whether destination choices are influenced by sequentially receiving information about airline tickets and tourism features. Results show that when airline ticket information is presented first, the destination choice behavior could be affected. In this context, the information sequencing effect is clear. However, the influence of tourism features is not as clear on the final choice when travelers are first exposed to tourism features and then airline tickets.

AbstractThis article makes three points about the death throes of convict transportation. First, the quarrel over transportation shows the double-edged nature of the moral critique of empire in the early Victorian era. Metropolitan criticism of transportation had its roots in the same effort to moralize the empire that was seen in the almost contemporaneous assault on slavery. But transportation was deemed too convenient a means of getting rid of criminals for Britons safely to do without it. Second, the Whig government of 1846–52 sought to save transportation by moralizing the convict before shipping him off. By this point, however, the moral objections to transportation in eastern Australia had become so strong as to make the plan untenable. Third, colonial opposition to transportation ultimately left the British government with no choice but to replace it with penal servitude at home, and the debate over crime and punishment that played out over the next decade revealed a waning of faith in convict rehabilitation that manifested itself in a harsher prison regime. In necessitating the rise of penal servitude, the end of transportation makes it clear that the empire mattered very much indeed to the reshaping of British penal policy in the mid-Victorian era.

Commuting to work is one of the most important and regular routines of transportation in towns and cities. From a geographic perspective, the length of people’s commute is influenced, to some degree, by the spatial separation of their home and workplace and the transport infrastructure. The rise of car ownership in Australia from the 1950s to the present was accompanied by a considerable decrease of public transport use. Currently there is an average of 1.4 persons per car in Australia, and private cars are involved in approximately 90% of the trips, and public transportation in only 10%. Increased personal mobility has fuelled the trend of decentralised housing development, mostly without a clear planning for local employment, or alternative means of transportation. Transport sector accounts for 14% of Australia’s net greenhouse gas emissions. Without further policy action, Australia’s emissions are projected to continue to increase. The Australian Federal Government and the new Department of Climate Change have recently published a set of maps showing that rising seas would submerge large parts of Victoria coastal region. Such event would lead to major disruption in planned urban growth areas in the next 50 years with broad scale inundation of dwellings, facilities and road networks. The Greater Geelong Region has well established infrastructure as a major urban centre and tourist destination and hence attracted the attention of federal and state governments in their quest for further development and population growth. As a result of its natural beauty and ecological sensitivity, scenarios for growth in the region are currently under scrutiny from local government as well as development agencies, scientists, and planners. This paper is part of a broad research in the relationship between transportation system, urban form, trip demand, and emissions, as a paramount in addressing the challenges presented by urban growth. Progressing from previous work focused on private cars, this present paper investigates the use of public transport as a mode for commuting in the Greater Geelong Region. Using a GIS based interaction model, it characterises the current use of the existing public transportation system, and also builds a scenario of increased use of the existing public transportation system, estimating potencial reductions in CO2 emissions. This study provides an improved understanding of the extent to which choices of transport mode and travel activity patterns, affect emissions in the context of regional networks. The results indicate that emissions from commuting by public transportation are significantly lower than those from commuting by private car, and emphasise that there are opportunities for large abatment in the greenhouse emissions from the transportation sector related to efforts in increasing the use of existing public transportation system.

Transportation planners increasingly include a stated choice (SC) experiment as part of the armory of empirical sources of information on how individuals respond to current and potential travel contexts. The accumulated experience with SC data has been heavily conditioned on analyst prejudices about the acceptable complexity of the data collection instrument, especially the number of profiles (or treatments) given to each sampled individual (and the number of attributes and alternatives to be processed). It is not uncommon for transport demand modelers to impose stringent limitations on the complexity of an SC experiment. A review of the marketing and transport literature suggests that little is known about the basis for rejecting complex designs or accepting simple designs. Although more complex designs provide the analyst with increasing degrees of freedom in the estimation of models, facilitating nonlinearity in main effects and independent two-way interactions, it is not clear what the overall behavioral gains are in increasing the number of treatments. A complex design is developed as the basis for a stated choice study, producing a fractional factorial of 32 rows. The fraction is then truncated by administering 4, 8, 16, 24, and 32 profiles to a sample of 166 individuals (producing 1, 016 treatments) in Australia and New Zealand faced with the decision to fly (or not to fly) between Australia and New Zealand by either Qantas or Ansett under alternative fare regimes. Statistical comparisons of elasticities (an appropriate behavioral basis for comparisons) suggest that the empirical gains within the context of a linear specification of the utility expression associated with each alternative in a discrete choice model may be quite marginal.

PurposeThe purpose of this research is to reveal consumer preferences towards innovative last-mile parcel delivery and more specifically unmanned aerial delivery drones, in comparison to traditional postal delivery (postie) and the recent rise of parcel lockers in Australia. The authors investigate competitive priorities and willingness to pay for key attributes of parcel delivery (mode, speed, method and time window), the role of contextual moderators such as parcel value and security and opportunities for logistics service providers in the growing e-commerce market.Design/methodology/approachA survey involving stated choice experiments has been conducted among 709 respondents in urban Australia. The authors estimated panel error component logit models, derived consumer priorities and deployed 576 Monte Carlo simulations to forecast potential delivery mode market shares.FindingsThe study results suggest that people prefer postie over drone delivery, all else equal, but that drone deliveries become competitive with large market shares if they live up to the premise that they can deliver faster and cheaper. Both drone and postie become less attractive relative to parcel lockers when there is no safe place to leave a parcel at a residence, highlighting the importance of situational context and infrastructure at the receiving end of last-mile delivery. The authors identified opportunities for chargeable add-on services, such as signature for postie and 2-h parcel deliveries for drones.Originality/valueThe authors offer timely and novel insights into consumers preferences towards aerial drone parcel deliveries compared to postie and lockers. Going beyond the extant engineering/operations research literature, the authors provide a starting point and add new dimensions/moderators for last-mile parcel delivery choice analysis and empirical evidence of market potential and competitive attributes of innovative versus traditional parcel delivery alternatives.

PurposeThe paper models the effect of spatial clustering on various dimensions of inter-firm competitive rivalry among port logistics firms using Porter's five forces model.Design/methodology/approachA survey-based quantitative approach is adopted to collect data from logistics firms, which are directly or indirectly dependent on the Port of Melbourne in Australia. A structural equation modelling (SEM) technique is used to examine the theorised relationships between various dimensions of inter-firm competitive rivalry and the tendency of spatial clustering of logistics firms in the vicinity of Port of Melbourne.FindingsThe results indicate that the inter-firm competitive rivalry increases significantly when logistics firms are spatially clustered. This effect is further augmented when they cluster around the port. Co-location of firms near the port tends to increase “bargaining power of buyers”, whilst indirectly affecting “competitive rivalry” via “threats of substitutes”. This indicates that co-location enhances the bargaining power of buyers through the greater availability of substitute services that in turn promotes competitive rivalry among firms. However, co-location has an insignificant effect on “barriers to entry” and “bargaining power of suppliers”. Low entry barrier thus favours high competitive rivalry among firms. Hence, this paper validates the Porter's cluster and five forces models that confirm the positive effect of port logistics clusters (PLCs) on bargaining power of buyers and indirect effect on competitive rivalry partially mediated through threats of substitutes.Practical implicationsThis study provides empirically grounded evidence for firms to evaluate co-location decision choices and help buyers and sellers to devise business strategies to enhance inter-firm competitive rivalry and bargaining power.Originality/valueThis is the first systematic attempt to empirically validate Porter's five forces model in the context of PLC. Furthermore, the conceptualisation of PLC concept both as spatial and functional constructs (i.e. dependency on port) is novel. This study thus has broadened the meaning of cluster from a geographic entity to a more useful functional construct to reflect inter-firm dependencies.

Background: The progress in chlamydia testing/management seems to have stalled in Australia over the last years with persistent high prevalences observed in known risk groups. A novel approach is needed to lower the barriers to testing especially in those who are socially isolated and/or live in rural or remote locations. Aim: To develop, implement and evaluate a novel approach to chlamydia testing in the form of a 'self-collection testing kit' that is easily accessible, confidential, free of charge, easy to use, and allows for home self-collection of specimens, their transportation by regular mail and the central management (notification, treatment and follow-up) of results. Methods: The developed 'kit' consists of all necessary items and instructions to obtain a sample. A network of 'kit' distribution sites at locations frequented by the target population has been established in urban as well as rural and remote areas. The 'kits' can also be requested via an advertised website and a 1800 phone number. Specimens are returned via reply paid mail. A centralised system for the management of results and follow up of individuals has been developed. Test results are conveyed to participants by the method of their choice including email, SMS and phone. Treatment is organised via a network of health care providers in various locations. Results/Discussion: First promising results and experiences from the implementation phase of this novel approach to chlamydia testing will be presented covering distribution and uptake of 'kits', return of specimens as well as management and follow up. If eventually proven successful, this approach to chlamydia testing will provide significant opportunities for increasing access to testing across Australia especially in rural and remote areas. An extension to gonorrhoea testing is possible. This project is supported by the 'National Chlamydia Pilot Program' funding of innovative chlamydia projects.

A deep understanding of school travel mode can help policymaking related to the optimization of the school travel structure, alleviating urban traffic congestion due to the increasingly prominent phenomenon of urban sprawl. However, existing studies in this field are based on a specific research perspective, and comprehensive reviews are rather limited. Therefore, this study aims to provide an in-depth, systematic review of school travel by using bibliometric analysis. Firstly, based on the Web of Science, TRID, ScienceDirect, and MEDLINE databases, 457 studies about school travel are selected from between 1996 and 2021. Secondly, utilizing bibliometric analysis, the research progress is summarized with emphasis on the annual performance of the literature, publication status of a country or region, literature source institutions, keywords of the literature, and co-citation network analysis. The research results show that (1) the United States, Canada, and Australia rank top in the number of studies on school travel, and they also have high citation frequency and connection strength. (2) This study collects studies published in 34 journal publications, and the “Journal of Transport & Health” is the main source for publishing research. (3) The choice of school travel mode is significantly affected by individual characteristics, family conditions, and social status. The built environment and parental factors play a leading role in students’ active travel to school, and independent mobility and active transport contribute to students’ healthy development. However, policy planning is necessary to further improve the transportation infrastructure sustainability and school route safety. (4) Finally, several promising directions and potential limitations are discussed for developing countries based on the research progress in developed economies.

After more than two decades of inadequate international efforts to address climate change resulting from rising greenhouse gas emissions, the 2015 Paris Climate Change Agreement shifted gears. That agreement advances a “bottom-up” model of global cooperation that requires action commitments from all national governments and acknowledges the important role that cities, states, provinces, and businesses must play in delivering deep decarbonization. Given the limited control that presidents and prime ministers have over many of the policies and choices that determine their countries’ carbon footprints, the Paris Agreement missed an opportunity to formally recognize the climate change action commitments of mayors, governors, and premiers. These subnational officials often have authorities complementary to national governments, particularly in federal systems (including the United States, China, Canada, and Australia). They therefore possess significant independent capacities to reduce greenhouse gas emissions through their economic development strategies, building codes, zoning rules and practices, public transportation investments, and other policies. Likewise, the world community missed an opportunity to formally recognize the commitments of companies to successful implementation of the Paris Agreement and thereby to highlight the wide range of decisions that business leaders make that significantly affect greenhouse gas emissions.

Accurate house prediction is of great significance to various real estate stakeholders such as house owners, buyers, and investors. We propose a location-centered prediction framework that differs from existing work in terms of data profiling and prediction model. Regarding data profiling, we make an important observation as follows – besides the in-house features such as floor area, the location plays a critical role in house price prediction. Unfortunately, existing work either overlooked it or had a coarse grained measurement of locations. Thereby, we define and capture a fine-grained location profile powered by a diverse range of location data sources, including transportation profile, education profile, suburb profile based on census data, and facility profile. Regarding the choice of prediction model, we observe that a variety of approaches either consider the entire data for modeling, or split the entire house data and model each partition independently. However, such modeling ignores the relatedness among partitions, and for all prediction scenarios, there may not be sufficient training samples per partition for the latter approach. We address this problem by conducting a careful study of exploiting the Multi-Task Learning (MTL) model. Specifically, we map the strategies for splitting the entire house data to the ways the tasks are defined in MTL, and select specific MTL-based methods with different regularization terms to capture and exploit the relatedness among tasks. Based on real-world house transaction data collected in Melbourne, Australia, we design extensive experimental evaluations, and the results indicate a significant superiority of MTL-based methods over state-of-the-art approaches. Meanwhile, we conduct an in-depth analysis on the impact of task definitions and method selections in MTL on the prediction performance, and demonstrate that the impact of task definitions on prediction performance far exceeds that of method selections.

One aspect of rationalization of rural passenger services in the state of New South Wales, Australia is examined: the travel and activity consequences for rural consumers of the substitution of longer-haul bus services for rail passenger services. Interview surveys of bus passengers in selected communities and town residents who previously used train services or presently use bus services were used to develop travel-activity profiles in the pre- and postrationalization period. The extent and nature of reorientation of travel-activity patterns were assessed to determine the effects of service substitution. Results indicate that most respondents were able to adjust their travel-activity patterns and benefit from the service substitution's greater number of travel choices, despite relatively low levels of mobility. The new bus services provide a higher level of service and are well patronized by respondents. Rural public transportation patronage in the study communities is now higher compared with that in the prerationalization period. Furthermore, no evidence was found of a link between rationalization and decline in services provision. The conclusion is drawn that new rural bus services have been overwhelmingly accepted and are well patronized in the study communities. They have also attracted many car users. Longer-haul bus services are now an integral part of the network of rural passenger services and of travel-activity patterns.

Purpose The purpose of this study was to explore strategies used by developers of master-planned housing development projects in Victoria, Australia, for obtaining certification under the Urban Development Institute of Australia’s (UDIA) EnviroDevelopment (ED) sustainable development certification programme. To be awarded ED certification, a development must demonstrate that it meets the assessment criteria within at least four of the six ED “leaves”. These leaves relate to its performance in terms of energy, water, materials, waste, community and ecosystems. This study explored how developers make choices regarding sustainability features they build into the planning, design and management of their developments to gain the leaves needed for ED certification. Having this certification is valued by developers as it can be used to demonstrate the sustainability credentials of their developments to potential house buyers, the validity of which is backed up by a trusted independent non-profit organisation (UDIA). Design/methodology/approach The study sought to quantify the preferential weightings of nine developers in selecting ED “leaves” and the strategies they use for meeting the assessment criteria needed to obtain selected ED leaves. This was done using a novel data collection and analysis method, the analytical hierarchical process (AHP), which relies on respondents, in this case, developers of ED certified development projects, making pairwise comparisons between choices of different development factors associated with the different ED “leaves”. Findings The most highly preferred ED leaves were found to be community, energy and ecosystems. “Community facilities” and “on-site transportation” were the two most highly weighted factors associated with the community leaf. Energy, the next most preferred leaf, was most highly weighted on “saving on operational costs” for the consumers (home buyers). Here consumer demand factors seem to be driving preferences. The ecology leaf was the next most preferred, with “existing site conditions” being the most highly weighted factor for this leaf. For sites that already contain significant areas of indigenous habitat, such as wetlands, selecting this leaf would seem to be an attractive, and potentially lower cost, option. Existing ecologically significant natural areas that are preserved, and where necessary enhanced, can be used for marketing purposes and serve in fulfilling planning open-space contribution requirements. The developers were more indifferent to the water, waste and materials leaves; however, the water leaf was rated slightly higher than the other two and was most strongly associated with “recycled water” and opportunities for “water conservation”, another example of demand factors driving preferences. Originality/value The results of this study reveal the preferences of a small sample of developers in terms of how they weigh different factors in making decisions about acquiring sustainability certification for residential master-planned development projects through the UDIA’S ED programme. The findings provide insight into the types of decisions developers make in the process of seeking ED certification, which includes considerations of site characteristics, costs, predicted effectiveness of different interventions and usefulness for marketing and other factors in terms of which ED leaves to pursue and how to acquire them to gain ED certification. The study also tested the AHP method as a methodological tool for addressing this question. Modifications in how data are collected using the on-line survey can be made to allow the method to be more easily used with larger respondent sample sizes. Collection of more focussed data elicited from respondents with specific areas of expertise, for example, specialists in energy, water, landscape architecture and planning, ecology and other relevant areas of knowledge, should also been considered.

Agricultural cargoes, by their physical and mechanical pro-perties, loading and unloading methods; conditions of transportation and sto-rage, the possibility of using the load carrying capacity of the rolling stock, their preservation during transportation, the degree of danger during loading, unloading and transportation cover the entire range of variation. This entails the need to attract practically all types of transportation means for their transportation. The structure of the order for transportation is substantiated, the types of agricultural cargoes analyzed and a matrix of the choice of the type of the vehicle according to the characteristics of the cargo is constructed, which enables us to substantiate the expediency of using the vehicles. A block diagram of the algorithm for choosing the types of vehicles for the transportation of agricultural cargoes has been developed to take into account the main constraints, namely the characteristics of the cargo, the restrictions imposed by the road conditions of the route and the peculiarities of loading, the urgency of transportation and the size of the consignment. To execute a pre-ordered order, a vehicle is selected that satisfies the constraints and ensures a minimum freight cost.

Inefficient public transport is considered a normal problem in any city or country. The motivations of transportation users determine their choice of transportation mode. This paper is aimed to identify the reasons behind the choice of transportation mode among daily commuters. Specifically, this paper observes the quality of public transport offered towards the users and how it affects their decision on the transportation mode. To understand their motivations, a literature review study has been conducted to interpret their preferences on the quality of public transport. The result shows the indicators that can be measured in the quality of public transport. Several past kinds of research have discussed the measures in solving issues related to public transport to encourage people to use the service given.

Advanced traveler information systems provide travelers with pre-trip and en route travel information necessary to improve the trip decision making process based on various criteria (e.g., avoiding the negative impacts of traffic congestion, selecting specific travel modes, etc.). This study investigates an adaptive routing methodology for multimodal transportation networks. To integrate transit networks, the model takes into account both the predefined timetables of public transportation services and the variability of travel times. A graph theory based methodology is proposed to capture travel behavior within a multimodal network. The study advances a routing algorithm based on Markov decision processes. Special network modeling elements were defined to allow the developed algorithm to select the most efficient transportation mode at each junction along a given route. The proposed methodology is applied to a small real-world network located in the central business district area of Montreal, Quebec. The network includes bus, subway, and bicycle transportation facilities. The simulations were run under the assumption that users do not use private vehicles to travel between arbitrary selected origin and destination points. The developed routing algorithm was applied to several simulation scenarios. The results identified what is the most efficient combination of transportation modes that the travelers have to use given certain traffic and transit service conditions. Larger and more complex networks of motorized and non-motorized modes with stochastic properties will be investigated in subsequent work.

The objective of research is to suggest the approach for evaluation and choice the alternatives of cargo transportation. The following main tasks are considered: choice of indices characterizing efficiency of multimodal transportations, formation of optimization criteria of the multimodal freight transportation, construction of the model of the multimodal transportation system, calculation the performance criteria of cargo transportation. The study presents the Analytic Hierarchy Process (AHP) as the most suitable approach for comparative evaluation of different routes and modes of cargo transportation.
