Sexual violence against a child is a global, complicated social and legal problem, existing in all the countries of the world. Sexual violence towards children is a serious violation of the child’s fundamental rights and still one of the main issues in Latvia, which in most cases takes place within families. In Latvia, despite the measures taken by the state and severity of criminal punishments, the number of sex crimes against children has increased since 2016. The aim of the study is to research the practices of criminal punishments for sexual violence against children, reveal and analyse the problems.In the paper, the author reveals topical issues and offers solutions. There should be a uniform case law on application of aggravating circumstances for the offences against morality and sexual integrity of children committed by a person who is the first and second degree relative to the child. If the victim materially depends on the perpetrator, as well as it should be provided as an aggravating circumstance if the offence is committed by a family member or a person staying with the child, but who is not the first and second degree relative. It is necessary to prosecute family members of the perpetrator if they were aware of sexual violence against the child, for not reporting about sexual violence against the child. Prevention of sexual violence against children should include a range of additional measures and close cooperation among public authorities. There is a necessity to establish a public register of persons convicted of sexual violence against children in Latvia, it is necessary to carry out administrative supervision of these persons after serving the additional sentence, as well as chemical castration of the persons half a year before the end of their imprisonment would be useful to prevent risk of recidivism.

The article deals with the concept of commercial sexual exploitation of children. The forms of commercial sexual exploitation of children, among that there is child's prostitution, child's pornography, trading in children, child's sex-tourism, early marriage, are described. International documents, that regulate a legislation in relation to crimes, children related to commercial sexual exploitation, are considered. Work of ungovernmental organizations, that conduct active activity in relation to defence and help to the children that suffered from sexual violence, is described. It is noted that the fight against commercial sexual exploitation of children with sexual violence against children should be conducted, in addition to international, national and local levels. The principles of the legal principles and standards that should guide children's strategies and practices, including advocacy for the prevention of violence and measures to protect all children from all forms of violence are described. The economic, social and cultural rights that contain the provision according to which children should be protected from economic and social exploitation are indicated. It has been determined that commercial sexual exploitation of children is a violation of the rights of the child, which is considered as a subject of sex and the subject of trade; and includes sexual abuse of the child or exploitation of the child by an adult, as well as payment in cash or in kind. It has been established that the development of legislation and recognition of the problem of sexual exploitation and sexual abuse of children at the national and international levels will be an impetus in combating the commercial sexual exploitation of children. It has been stressed that commercial sexual exploitation of children in many countries is particularly dangerous criminal activity, violating the rights of the child.

Prevention of cybercrime is one of the missions of Law Enforcement Agencies (LEA) aiming to protect and guarantee sovereignty in the cyberspace. In this regard, online sex crimes are among the principal ones to prevent, especially those where a child is abused. The paper at hand proposes C3-Sex, a smart chatbot that uses Natural Language Processing (NLP) to interact with suspects in order to profile their interest regarding online child sexual abuse. This solution is based on our Artificial Conversational Entity (ACE) that connects to different online chat services to start a conversation. The ACE is designed using generative and rule-based models in charge of generating the posts and replies that constitute the conversation from the chatbot side. The proposed solution also includes a module to analyze the conversations performed by the chatbot and calculate a set of 25 features that describes the suspect’s behavior. After 50 days of experiments, the chatbot generated a dataset with 7199 profiling vectors with the features associated to each suspect. Afterward, we applied an unsupervised method to describe the results that differentiate three groups, which we categorize as indifferent, interested, and pervert. Exhaustive analysis is conducted to validate the applicability and advantages of our solution.

Although research has examined perceptions of child sexual abuse (CSA) prevention and the efficacy of sex offender policies (SOPs), less research compares these perceptions between different backgrounds. We explore these perceptions among North Carolina stakeholders with backgrounds related to (a) victims of CSA, (b) individuals convicted of sex crimes (ICSCs), and/or (c) law enforcement and policymakers. Specifically, we examine how these backgrounds differ in the perceived efficacy of (a) the ability to prevent CSA, (b) containment-based SOPs, and (c) assistance-based SOPs. We find that the victim-focused background was the most optimistic that CSA prevention is possible, and the law and policy background was the most pessimistic. Furthermore, the ICSC-focused background was the least likely to believe in the effectiveness of containment-based strategies and the most likely to believe in the effectiveness of assistance-based strategies. An overlapping victim-and-ICSC background consistently fell in between the views of victim-only and ICSC-only backgrounds.

Recently the United Kingdom has been beset by a moral panic concerning gangs grooming girls for sexual exploitation. This moral panic derived from a number of well-publicised cases, the most infamous of which took place in Rochdale, Greater Manchester. Grooming children has been criminalised by section 15 of the Sexual Offences Act 2003. Adult groomers face up to two years in prison and being automatically placed on the sex offenders register. The Act is intended to protect children from abuse and exploitation. However child victims who have been abused by gangs and coerced into offending may still be liable for prosecution for any offending they have engaged in. Fear of being prosecuted may stop victims coming forward and prevent survivors from moving on with their lives. Such children are often perceived as having made a choice and criminalised. The Modern Slavery Act 2015 was designed to combat modern slavery. Recognising child sexual exploitation as a form of slavery, could lead to victims being protected rather than criminalised themselves for these offences. This article will examine how the law can be reformulated to ensure protection of children from sexual exploitation and also ensuring children are not charged for committing crimes whilst being groomed or coerced. The article will consider the limitation of the statutory defence available under section 45 of the Modern Slavery Act 2015.

AbstractThis study explains the preventive measures taken by families to prevent sexual abuse. While the majority of people still think that only mothers are responsible for caring. Not all fathers understand that between father and mother have the same portion of parenting. Therefore, this study aims to determine the role of fathers and mothers in providing sex education as a preventive measure to prevent sexual crimes. This research method uses literacy studies. The results of this study indicate that the roles of fathers and mothers in preventing sexual crimes can be divided into two broad lines. The first plays a role in building children's feelings, the second plays a role in giving skills to children when facing danger. When a child has got these two roles from father and mother, he will be able to feel that he is valuable and able to avoid sexual abuse. AbstrakTulisan ini menjelaskan upaya preventif yang dilakukan keluarga untuk mencegah terjadinya kejahatan seksual. Sedangkan mayoritas masyarakat masih beranggapan bahwa yang bertugas mengasuh hanya ibu. Belum semua ayah memahami bahwa antara ayah dan ibu memiliki porsi yang sama dalam pengasuhan. Oleh karena itu, penelitian ini bertujuan untuk mengetahui peran ayah dan ibu dalam memberikan pendidikan seks sebagai upaya preventif mencegah terjadinya kejahatan seksual. Metode penelitian ini menggunakan studi literasi. Hasil dari penelitian ini menunjukkan bahwa peran ayah dan ibu dalam mencegah kejahatan seksual dapat dibedakan menjadi dua garis besar. Pertama berperan dalam membangun perasaan anak, kedua berperan dalam memberi keterampilan pada anak ketika menghadapi bahaya. Currently, there’s an increasing trend in child sexual abuse in Indonesia. Data obtained from Commission for Victim and Witness Protection (LPSK) showed that the number of CSA cases reported in 2018 were doubled from those in 2017. Like many of CSA cases, the perpetrators were someone familiar to the children, and in some cases, it’s their close relatives. LPSK stated that only less than 20% of the perpetrator were strangers.Unfortunately, most CSA cases goes unreported. A study conducted by Wismayantia, et al (2019) shows that lack of knowledge about CSA and insufficient sex education due to the uncomfortable feeling to talk about sexual matters played a significant role in the reluctance to report CSA cases. Moreover, there’s a tendency to not report a CSA that were conducted by a family member because most family felt the need to protect the family’s name. This program were conducted in North Kembangan Village and aimed to provide an educational overview of the dangers of the effects of CSA. The method provided were introduction and discussion between participants.

Child sexual abuse is considered a social problem because of its high prevalence and its negative long-term consequences on child development and functioning (Séguin-Lemire et al., 2017). It is difficult to estimate the scale of this phenomenon due to the failure of victims to report situations of abuse. The severity of sexual abuse is determined by many factors, including technological advances that facilitate access to developmentally inappropriate content, lack of parental attention, environmental support or sex education (Handayani, Rasmita, 2020). Children who experience abuse may struggle with post-traumatic stress disorder (Berliner, 2011), depression (Greger et al., 2015), and anxiety (Doerfler et al., 2009). Failure to therapeutically work through traumatic experiences of abuse can lead to emotional, or personality disorders in adulthood (Kiemblowski, 2002; Salter, 2003). Children living around the world are unable to understand sexual abuse, being let alone give informed consent to it. The role of early prevention measures to protect the youngest from sexual abuse is increasingly emphasised (Wurtele, 2009; Zeuthen & Hagelskjaer, 2013). Review studies indicate the importance of prevention in increasing children’s self-defence knowledge and skills (Topping, Barron, 2009; Walsh et al., 2015). Numerous studies conducted so far indicate the significant role of the close environment in conducting effective prevention of sexual harassment of the youngest (Farmer et al, 2011; Pieper, DeHann, 2017; Reppucci et al, 1994). The aim of this article is to present the issue of child sexual abuse and show the importance of selected preventive actions taken by the family and non-family environment (Wortley, Smallbone, 2006). Involvement of the close environment, according to the assumptions of Bronfenbrenner’s model (1977), may contribute to effective protection of the youngest on many interacting levels. According to Bandura’s (2002) theory, children learn by observing and imitating the behaviour of real life characters. It is therefore important to answer the question: how can children’s close environments work together to effectively protect them from sexual abuse?

Abstract ‘Cyberspace’ has added a dimension to the ecology of the child and should be a starting point for practitioners (including police) to think about digital media in the context of child sexual abuse. While there is no evidence to suggest that online abuse and exploitation is a more serious offence than crimes occurring offline, the behaviours enabled by social media may present a significant risk factor for some children. This article gives a brief overview of the phenomena and prevalence of online child sexual abuse and exploitation and the role that the Internet may play. This is considered in relation to deterrence, prevention and management of these crimes, and further develops a public health approach to online child abuse and exploitation. Finally, the article critically considers emerging evidence to support this interaction between the individual and the online environment.

AbstractEuropean law has recognised the need for international cross-disciplinary collaboration to both identify, locate and safeguard victims and prevent, investigate and prosecute online child exploitation and abuse (OCSEA). However, there is evidence that these crimes are continuing to increase and develop in step with technological advances. Changing the behaviour of both perpetrators and victims is both challenging and expensive and there is little evidence of what works to reduce these crimes. In this paper an argument is presented that changing the environments which support OCSEA is necessary if we are to detect and manage these crimes, and more importantly prevent them.

Questioning of Catholic Church leaders in the Australian Royal Commission into Institutional Responses to Child Sexual Abuse has revealed a distinct sense of immunity and lack of responsibility for the crimes of church personnel, which has resulted in stymied justice for complainants in sexual abuse lawsuits. In this article, I explore this immunity by examining it in the context of treatments of sexual harms in other areas of private law, particularly religious exceptions to discrimination law, by which religious organizations are granted immunity from the modern rationale of the harms of discrimination on the grounds of sex and sexual orientation. In situating child sexual abuse claims in the broader sphere of private law, I aim to reveal law’s incoherent logic of sexual harms, and its implications for justice. The example of religious exceptions illustrates an incoherent problematization of sexual harm and responsibility in contemporary legal and political systems that aim to uphold modern values of equality and dignity while sustaining incompatible doctrines of religious autonomy.

Background Worldwide, more than 95 million children are sexually abused each year with children in sub-Saharan Africa experiencing sexual assault at higher rates than those in more developed areas. In Uganda, 20% of young people indicated that their sexual debut was non-consensual. The risk for transmission of HIV to children through Child Sexual Abuse is high because of greater mucosal tissue damage and the often repetitive nature of abuse. This contributes significantly to the burden of HIV in Uganda. Despite these risks, studies have shown gaps in active parental involvement in child sexual abuse prevention despite their being the primary protectors of children. Against this background we sought to explore parental understanding of childhood sexual abuse and prevention as a measure for HIV prevention in Rwampara District, South Western Uganda. Methods A phenomenological study was carried out in four health centers that serve the communities of Rwampara district. A total of 25 (n = 25) parents or guardians of children aged 9–14 years were purposively selected to participate in the study. The participants were subjected to in-depth semi-structured interviews which were recorded, transcribed, and translated for thematic analysis. Results Parents’ understanding of child sexual abuse was limited to penetrative sex between a man and a child. Three of the parents interviewed reported to have had children who had been sexually abused while one of the parents had been abused when she was young. The children reported to have been abused were female and were between 3-14years. We also identified gaps in the sensitization of parents regarding home-based prevention of child sexual abuse and psychological support for the victims of abuse. Conclusion Our study shows that child sexual abuse exists in rural western Uganda. There remains a significant gap in the awareness of parents regarding the extent of sexual abuse, signs of sexual abuse, case handling, and psychological support for victims of sexual abuse. This significantly affects the capacity of parents as the primary protectors of children to identify and protect the children against the multiple forms of child sexual abuse.

This article is concerned with public responses to allegations of child sexual abuse by representatives of powerful state-like entities such as the Catholic Church. It focuses on the responses of hegemonic groups and individuals to the recent trials and acquittal of the most senior Catholic figure ever to face child sexual abuse charges, Australian Cardinal George Pell, and his sworn testimony denying knowledge of sex crimes committed by a priest he associated with in the past. The article examines organised political campaigns denying the possibility of child sexual abuse in relation to a more generalised cultural denial permeating society about the entrenched nature of child abuse. As a means for coming to terms with the denial of atrocities, this article invokes philosophical debates about responsibility for mass crimes in the context of war tribunals, such as those formulated by Simone de Beauvoir and Hannah Arendt.

Child abuse is part of the kind of violence that is characterized by any properties of hurting or harassing of sexual. Child sexual abuse is not only a negative impact on the micro level only (individual and family), but it also could have an impact on the process of social development in the future will come. Preventive child sexual abuse in school age children is not optimal due to several factors. The aim of research to analyze factors associated with child abuse prevention behavior of school-age children (6-8 years). The research design is correlational design with cross sectional approach. The population is all mothers in SDN Kawedusan 1 Kediri much as 73 mothers with a sample of 22 respondents taken by purposive sampling technique. The result showed mostly maternal age 20-35 years old, high school educated, have jobs as the private sector, knowledge of early sexual education categories of good and positive maternal attitude towards the prevention of child sexual abuse in school-age children. Based on the analysis of Spearmean rho test obtained child sexual abuse prevention behaviors in school-age children have a correlation with the mother's age factor (p = 0.021), maternal education (p = 0.028), mother's occupation (p = 0.036), knowledge mothers about early sexual education (p = 0.002) and attitude of mothers in the prevention of child sexual abuse behavior (p = 0.001). Based on these results it is expected that the capital increase knowledge about sexual education early in order to carry out the role in sex education so that preventive measures implemented in the environment of child sexual abuse.; Keywords: analysis, mother, behavior, child, sexual, abuse

Efforts to classify sexual offending and offenders continued to evolve over the years based on criteria such as offender and victim characteristics, offender–victim relationships, the nature of sexual offenses, and other situational factors. This current study draws up a typology of sexual offending against minors based on 436 adjudicated rape and child molestation cases in China. Specifically, sexual offending against minors is classified into six major categories, including opportunistic offenses, serial offenses, dating couple offenses, educator abuses, gang/party offenses, and incest offenses. Based on this empirical typology, a number of crime prevention measures are suggested. These suggestions aim at involving multiple players and institutions to focus on education, target hardening, and crime investigation. This study makes a significant contribution to comparative studies in this field, and the results could be potentially applied in other cultures.

A cloud based android system for reporting crimes against child sexual abuse is a real time cloud-based system to be used by people to report crimes concerning sexual abuse of children to relevant organizations. Usually, when crimes of this kind happen, the victims or witnesses go to the police, or call related organizations to report crimes. The crimes are then processed through a paper-based system where the cases are recorded and them handled accordingly. This approach is usually slow and in sometimes reads to dissatisfactions to the victims and relatives. With the wide spread of android phones, android system to report the crimes would make the crime management easier and faster as the crimes will be reported in real time using an android phone. Management of the cases will also be fast as the crimes will be directly reported to a cloud database which will make crime tracing and management faster. A global positioning system which is already implemented in all android phones will be used to track the location of the person reporting the crime. Firebase real time database will be used to store the data reported. All the users of the system will be authenticated to make sure they are not eligible to use the application and for privacy of user information. Thus, a cloud based android system will be beneficial to both the public and the acting organizations and there by improve measures to reduce sex crimes against children.

Paedophilia—a sexual preference for the body scheme of pre-pubescent children—is defined as a disorder within the International Classification of Diseases (ICD) of the World Health Organization as well as within the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association. Contrary to popular belief, not all sex offenders who target children are paedophiles, and not all paedophiles commit sexual offences. But quite obviously paedophilia is an emotionally charged and controversial topic, which might be an explanation for putting it out of focus within the healthcare system. Mental health professionals are mainly (and worldwide) not well trained in terms of assessment methods and intervention techniques available to develop and implement effective policies and practices. This presents an obstacle for prevention, in that proactive strategies to protect children from child sexual abuse and sexual exploitation by online offences, such as the consumption or distribution of child abusive images (so-called child pornography), which emphasises the internationally relevant dimension of the issue. The article will address key concerns and questions in dealing with this clinically relevant population, offer insights into a primary prevention approach developed in Germany, and discuss the situation on a European level.

Background: Child Sexual Abuse (CSA) was a global problem widespread in many countries. Komisi Perlindungan Anak Indonesia or Indonesian Children Protection Commission (KPAI) recorded as many as 1.880 children become victims of sexual abuse such as rape, fornication, sodomy and paedophilia. The Government of Indonesia become made become efforts both national and international scale, but there is no effective and applicable program that has been implemented. Objective: The purpose of this article was to analyse the programs had been implemented to prevent sexual violence against children. Method: This article was a literature study by examining 38 articles related to the program against child abuse. The researcher was looking for reference sources from the Science Direct, Sage pub and Google Scholar online become. The keywords used were Child Sex Abuse Prevention Program, Parenting Program, Parent Training, Parent Intervention, Maltreatment, Violence, and Violence Prevention. Result: In children, programs that had been implemented include C-SAPE; IGEL; Train the trainer; BST; A program for minorities in Australia; Cool and Safe. For parents, the programs that had been applied include ACT-RSK; Triple-P; RETHINK; The Incredible Years Parents, Teachers, and Children Training Series; PACE; The Making Choices and Strong Families; The African Migrant Parenting; Strengthening Families; 123 Magic; PDEP and FAST. Conclusion: The sexual violence prevention program for children that can be implemented by the Indonesian government was using teaching methods based on school curricula that can be delivered by teachers. For parent, the program that could be implemented by the Indonesian government was using positive parenting methods that focus on preventing sexual violence against children and delivered by expert facilitators. To reach children and families with different cultural backgrounds, the Indonesian government could adapt sexual violence prevention programs for the Australian minorities and The African Migrant Parenting.

<p class="abstract"><strong>Background:</strong> A child sexual abuse (CSA) incident never comes into limelight unless it is a rape, probably because it could be an asymptomatic event causing only an emotional trauma or due to fear of revealing. It has been observed that sexually transmitted infections (STI) are in increasing trend among adolescents due to early sexual maturity, increased promiscuity and sexual offenses.</p><p class="abstract"><strong>Methods:</strong> An observational cross-sectional study was carried out for a group of 774 school children between the age group of 14-17 years using a structured questionnaire to estimate the level of unreported child sexual abuse and sexual awareness. Descriptive statistical analysis was carried out in this study (SPSS 21.0).<strong></strong></p><p class="abstract"><strong>Results:</strong> It was observed that 5.5% of children had been abused among which 37.3 % and 62.7% were males and females respectively. 11.1% and 6.25% were abused in penetrative, 59.25% and 43.75% in non-penetrative forms among female and male victims respectively. Abusers were mainly family and friends (25.5%) followed by strangers (23.2%). 25.3% of unaffected and 27.9% of affected was aware of POSCO law. 88.3% of affected and 62.3% of unaffected rated good and above for the questionnaire.</p><p><strong>Conclusions:</strong> Unreported and silent victims have to be identified and addressed to prevent crimes and provide a safer environment for children. Implementation of POCSO law at the root level with sex education must be strengthened. Our study concluded that CSA is an extensive problem and even the lowest prevalence includes a huge number of victims who still need to be considered.</p>

We discuss the basic typological and integrative theoretical models that explain the occurrence of child sexual abuse and the differences detected among the perpetrators of crimes against sexual integrity of minors. A comprehensive review of the theoretical concepts of sexual abuse in our country, in fact has not been carried out, and in this paper for the first time we made such an attempt. It is shown that the existing notions of sexual abuse largely overlap each other, but each of the models somehow takes into account the factors not explicitly addressed in other concepts. Systematic consideration of the theoretical models of sexual abuse can generalize and systematize the available data on the mechanisms of pedophile behavior. This review provides an opportunity to develop a new benchmark in the study of sexual abuse, get closer to building the most accurate and comprehensive model. In turn, this may contribute to solving the questions about the factors, dynamics, and the prevention of criminal sexual conduct against children.

Obscenity is an act related to sex that violates the norms of decency (decency). This can happen to a boy to a girl or a girl to a boy, and the sexual abuse itself can happen to the same sex as a boy to a boy or a girl to another girl. At this time there are many crimes of sexual abuse of children. Considering that children are the young generation and potential human resources, the children themselves should get a legal protection, therefore the perpetrators who commit sexual abuse of children must be subject to appropriate criminal penalties, according to what they have done. In Indonesia itself, juridical law is regulated in the Children's Special Law, namely Law no. 35 of 2014 amendments to Law No. 23 of 2002 on child protection. The existence of legal guidelines can make it easier to give punishment for perpetrators of sexual abuse themselves, considering where their actions have a bad impact that causes trauma to the victim and the family around the victim.

The disclosure of cases of pedophiles online on social media in Indonesia certainly dangers that lurk children from perpetrators of sexual crimes. End Child Prostitution in Asian Tourism (ECPAT) Indonesia and the Criminal Crime Reform Institute (ICJR) regard this case of online child pornography as the largest ever disclosed by police without casualties. Online pedophile actors operating on social media Facebook use Official Candy Group accounts. Online pedophile prostitution has involved international networks. Departing from this background, the purpose of writing this scientific paper is to find out about the protection of children in Indonesia in terms of online pedophiles that refer to international child protection instruments that have been ratified. The research method used in this study is a normative legal research method. Seeing the situation in the territory of Indonesia become a place of practice that deviates until the involvement of international syndicates and modes is more sophisticated. Conditions further strengthen the assumption that Indonesia is indeed in an emergency of sexual violence. Harmonizing national laws to protect children online with international standards is key to providing the right tools for law enforcement in dealing with child sex crimes. In the child protection survey in the digital era in ASEAN member countries, it appears that Indonesia still needs improvement in terms of legal instruments related to child protection in the context of regulations and policies in making child protection mechanisms in the virtual realm in accordance with global commitments in which Indonesia is member of several international organizations.

Online Child Sexual Exploitation (OCSE) is a form of crime against children that can be reviewed from various perspectives such as criminal law, criminology and culture. This offence is governed in several international legal instruments because perpetrators and victims are often located in different territories or have different nationalities. The Optional Protocol on Sale of Children, Child Prostitution and Child Pornography (OPSC) is one that provides a reference in combating this crime, but this instrument has the disadvantage of not providing specific guidance in overcoming sexual crimes of children who are in the online sphere. OPSC focuses more on child pornography, whereas OCSE has evolved rapidly enough to give birth to new forms of crime that are not just child pornography. Another weakness can be found in national laws, due to the lack, or limited, response to address the issue. Therefore, a cultural approach is important to prevent and tackle this problem. This paper is aimed to weight the needs to use a Preventive Cultural approach and a Crime-Based Enforcement in addressing Online Sexual Abuse in Indonesia. It is a normative legal research that reads various primary and secondary legal materials. The study recommends that there is a need to use appropriate legal terminology and provide a clear interpretation of the terminology in national law so that these crimes can be quickly addressed. In addition, it also argued that cultural approaches may be used to prevent the occurrence of OSCE by means of involving the community and religious leaders, educating family, as well as raising the awareness of children.

This article was inspired by the controversy over claims of ‘pedophilia!!!!’ undertones and the ‘triggering’ of memories of childhood sexual abuse in some viewers by the dance performance featured in the music video for Sia’s ‘Elastic Heart’ (2015). The case is presented for acknowledging the hidden and/or overlooked presence of dance in social scientific theory and cultural studies and how these can enhance and advance cultural criminological research. Examples of how these insights have been used within other disciplinary frameworks to analyse and address child sex crime and sexual trauma are provided, and the argument is made that popular cultural texts such as dance in pop music videos should be regarded as significant in analysing and tracing public perceptions and epistemologies of crimes such as child sex abuse.

Abstract The paper is composed of two parts. The first part covers juvenile delinquency with all its characteristics. When analyzing the delinquency, we gave a special place to the socio-pathological phenomena which is more and more present and the rate is higher from year to year. Social pathology is a huge issue that requires special commitment, first, for its detection and then prevention. Within the delinquency, we also cover the most common crimes committed by juveniles. In the second part of this paper, the authors deal in more details with a specific form of crime which can also be committed by juveniles: child sexual abuse and pedophilia. First, the difference between child sexual abuse and pedophilia will be discussed, a difference that is of particular importance in cases where minors are abusers. Furthermore, the main characteristics of cases when both perpetrators and victims of sexual abuse are minors will be addressed. Although these criminal offenses are rarer in practice unlike the criminal offenses and deviant behaviors treated in the first part, however, knowing the main characteristics and specifics of such cases is of particular importance for the legal-criminal treatment of the perpetrators of these criminal offenses.

Abstrak. Pelecehan seksual pada anak adalah perilaku yang mengarah pada hal yang bersifat seksual pada anak, tidak dikehendaki oleh anak, serta menimbulkan dampak negative pada anak. Kasus pelecehan seksual pada anak semakin meningkat pertahunnya sehingga perlu dilakukan pencegahan melalui psikoedukasi seks pada anak prasekolah. Tujuan dari penelitian ini untuk mengetahui pengaruh psikoedukasi seks dalam meningkatkan pengetahuan tentang pelecehan seksual anak prasekolah. Penelitian tersebut menggunakan metode penelitian kuantitatif dengan desain one group pretest posttest. Subyek yang digunakan dalam penelitian adalah siswa TK atau prasekolah sebanyak 10 siswa laki-laki dan 10 siswa perempuan yang dipilih secara purposif. Penelitian ini dianalisis menggunakan Uji Wilcoxon singed rank digunakan untuk mengukur pengaruh psikoedukasi seks untuk meningkatkan pengetahuan tentang pelecehan seksual pada anak prasekolah sebelum dan sesudah intervensi. Didapatkan nilai z sebesar -3.926 dengan p=0.000 (p<0.01) hal ini menunjukan pengetahuan tentang pelecehan seksual pada anak setelah diberikan intervensi meningkat, namun tidak ada perbedaan pengetahuan antara anak laki-laki dengan anak perempuan.Kata kunci: Pelecehan seksual anak, psikoedukasi seksAbstract. Child Sexual Abuse is a form of violation against children’s right and it leads to various negative effects on them. Child Sexual Abuse cases is growing day each day. In order to protect them, it is necessary to conduct primary prevention through improving knowledge about child sexual abuse towards pre-school children. This study aimed to observe the effectiveness of psycho sexual education to improve child sexual abuse knowledge among pre-school girl and boy. This study used quantative method with one group pre-test post-test group design. The subjects of this study were pres-school student (kindergarten students) selected by purposive sampling method. Wilcoxon Sign-Ranked Test used to measure the effect of psycho sexual education to improve child sexual abuse knowledge among pre-school students before and after intervention gained z score -3,926 at p0.000 (p<0.01). This results showed there was sexual abuse knowledge improvement towards children after given intervention, but there was sexual abuse knowledge improvement no differences between girl and boy students.Key words : Child sexual abuse, Psychoeducation Sex

The number of sex offenses, particularly those involving children, has risen dramatically in the last few years, and the handling of sex offenders is thus the focus of new concern. A review of statutes and legal cases indicates that special processing of sex offenders, particularly child sexual abusers, has had a long history in the criminal justice/mental health system. Until the late 1970s, most emphasis was concentrated on the rights of defendants in the disposition of cases under sexual psychopath statutes. Since that time, the trend has been toward the repeal of these statutes and the expansion of legislation which attempts to improve the probability of successful prosecution of child sexual abuse cases and ease the difficulties of child victims in the courtroom. The lack of research in this area is discussed, and directions for future policy research are indicated.

One of the main reasons why the current South Australian criminal justice system fails to provide an appropriate response to the issue of child sexual abuse is that the legislation proscribing this conduct does not reflect the dynamics of child molestation. As a result the penalties imposed by the Courts fail to recognise the seriousness of these crimes against children. The adoption of the legislative scheme of the Crimes (Child Sex Tourism) Amendment Act 1994 (Cth) would provide a framework for the reassessment of these crimes and hopefully lead to a more realistic response by the justice system.

The purchasing of sexual services by adults from children and adolescents affects an un- known proportion of New Zealand youth, and is present in both rural and urban settings. International research shows that on average girls begin using sex for survival between the ages of 12 and 15. It can be argued that the terms used to denote adolescent transactional sex indicate the researchers’ moral position of the subject; the terms ‘prostitution’ and ‘client’ suggesting equal bargaining power and the terms ‘criminality’ and ‘delinquency’ implying victim responsibility. Recent articles are consistent in their comparison of transactional sex to child sexual abuse. Patriarchal ideals relating to gender roles and female sexuality may perpetuate the selling of sexual services by young people. Three primary pathways into survival sex have been identified: through intermediaries, through child sexual abuse and through inadequate protective systems. Children and young people engaged in transactional sex experience a range of adverse effects related to physical, sexual and mental health, and relationships. In New Zealand the use of children under 18 for sexual services is explicitly prohibited, but there are no comprehensive, nation-wide services for victims of transaction- al sex. Recommendations from the literature support a multi-systemic approach, with an extension of street outreach services, welfare provision and targeted prevention strategies.

Grady, Levenson, and Bolder’s etiological framework contextualizes sexual offending behaviors through a trauma and attachment lens to suggest child abuse experiences (CAE) are associated with attachment problems that contribute to sexual offending. To empirically test a portion of this theory, this cross-sectional study employed a structural equation mediated-moderated model on a sample of juvenile justice-involved youth ( N = 505) who committed sexual ( n = 355) and non-sexual ( n = 150) offenses. Results revealed a good model fit and statistically significant direct effects between maternal harsh and indifferent caregiving styles and insecure attachment. However, CEAs did not mediate the relationship between caregiving styles and insecure attachment. Results also revealed a moderation effect whereby youth who commit sexual crimes who report harsher and more indifferent maternal caregiving styles were more likely to have higher CAEs relative to youth who commit non-sexual crimes. Implications are discussed using a public health perspective of prevention.

Child sexual abuse (CSA) is a serious problem not only in the community but also in institutional settings such as youth-serving organizations, churches, and schools. Although research has started to examine the problem of abuse in institutional settings, there remains a dearth of information about the nature and context of CSA in different employment settings, including those that do not specifically cater to children. In addition, research on the similarities and differences between perpetrators who work with children and other sex offenders is scarce. As such, the present study compared offenders on variables relating to financial/employment lifestyle stability, risk/dangerousness level, abuse opportunity, and victim selection. Data revealed that child abusers who worked with children tended to be better educated, were less likely to be married, had fewer nonsexual convictions, and were more likely to abuse male post-pubescent children compared with intra- and extra-familial offenders who did not work with children. Implications for future research, prevention of CSA, and clinical practice are discussed.

It is normally and classically problem that always emerge in the discussion of law and information technology (IT) is about the increases of crime. But the abnormal and modern problem is about the modernism of crimes with the high-quality level of crime itself. Cyber sexual crime became one of the highest online crimes which conduct through internet. Grooming, voyeurism, cyberstalking, child pornography happens very often in the world. This paper is using normative research methodology of law, by using statute and conceptual approach. The conceptual approach is using to build an ideal concept of prevention and eradication of the crime of online child sexual abuse. This paper is discussed through a qualitative research. The result of this paper is that Information Technology gives contribution in order to present a way out to tackle this problem, for example by giving solution on its surveillance. Other is from the perspectives of law. Money Laundering can assist in tackling online sexual crime toward children, for perpetrator and/or facilitator and/or pther third party who enjoy the illegal gain of this crime.

This article discusses the conceptual studies on the implementation of early childhood sex education according to Islamic perspective. The number of cases of violence and sexual abuse against children has recently made various parties, no exception for parents, that must be alert to the threat. The big point of that is in 2015 when Indonesian Child Protection Commission said that cases of violence and abuse against children is a latent danger for the children of Indonesia. Several attempts have been made, some like starting to give a sex education early for parents and children, limiting the viewing access to pornography, limiting the contents of pornography on the internet and games, and stopping the attempts of the perpetrators in violence and sexual abuse against children by give them the weightest punishments. Rasullullah SAW as good role model has provided some guidance for us on how to educate children in detail, not only about early sex education, but also how to educate them since they are in the loins of their father. With reference to the sunnah that has showed by our Prophet to us, we as teachers and parents can apply it in everyday life, that will have a positive impact on children and the environment in the prevention of violence and sexual abuse against children. Abstract Child sexual abuse is a social phenomenon that requires special attention from society, as it leads to the suffering of the most vulnerable part of the world's population. Child sexual abuse around the world not only persists, but also continues to grow, despite the active measures of the world community against it. Taking into account the high latency of crimes against sexual inviolability and sexual freedom of the person, measures for their detection and prevention are of particular relevance. All this requires constant monitoring of the current situation not only in the world or in the country, but also in each region of the country separately. Forensic medical examination of victims of sexual violence plays an important role in the analysis of the situation on this problem, not only in the legal, but also in the medical aspect. Research aim: Analysis of quantitative and qualitative indicators of crimes against the sexual inviolability of minors on the territory of Central Kazakhstan for the formation of indicators for assessing the current situation in the region and recommendations for the prevention of these types of crimes. Methods A retrospective analysis of the situation on the number and structure of sexual crimes committed against children from 2018 to 2021 was carried out, and their dynamics was studied. There were investigated 1252 forensic medical examinations on cases of sexual crimes against the sexual inviolability of the person on the territory of Central Kazakhstan. Methods of applied statistical analysis were used to analyz obtained results. Results A detailed analysis made it possible to assess the structure and peculiarities of sexual crimes committed against children on the territory of Central Kazakhstan over the specified period of time. The number of sexual crimes against minors in the region is increasing every year. Statistically significant age characteristics of victims and specific indicators characterizing the socio-psychological aspects of sexual crimes in the region were revealed. It has been established that in most cases the aggressor is part of the victim's family or is very close to it. The analysis of the age structure of children showed that boys from 6 to 14 years old and girls over 14 are more likely to become victims. In the studied territory, the number of sexual harassment of children is more often committed by one person, often known to them, and in most cases occurs in enclosed spaces than on the street. Conclusion The progressive growth of crimes against the sexual inviolability of children in the region requires strengthening measures to improve legal means of countering sexual crimes against minors. A detailed study of the issue made it possible to identify lacks (organizational, tactical, diagnostic) and give the forensic medical examination of sexual conditions a qualitatively new level. The strategy of combating sexual crimes against minors should be based on active preventive work. Key words: forensic medical examination, sexual violence, Central Kazakhstan, children, minors.

This study assessed the situational and sociodemographic characteristics of children infected with human immunodeficiency virus (HIV) from pediatric sexual abuse. A letter of inquiry was sent to 2147 professionals across health and social service disciplines involved with child abuse assessment, treatment, and prevention. Respondents working in programs where HIV antibody testing of abuse victims occurs and who had identified HIV infection in one or more abused children were sent a survey to assess the demographics of victims, the family/living situation where abuse occurred, alternative risks for HIV infection, bases for diagnosis of sexual abuse and for HIV antibody testing, and profiles of the perpetrator and type of abuse. Of 5622 estimated HIV antibody tests conducted during 113 198 sex abuse assessments, 28 children were infected with HIV and lacked any alternative transmission route to that of sexual abuse. A total of 41 HIV-infected children with a history of sexual abuse were identified. Thirteen cases had alternative risk factors and were excluded from analysis. Sixty-four percent of the 28 victims with sexual abuse as the sole risk factor were female and 71% were African-American. The mean age was 9 years. Coinfection with another sexually transmitted disease (STD) occurred in 9 (33%) cases. Sexual abuse was diagnosed on the basis of a victim disclosure in 21 (75%) cases. The basis for HIV antibody testing was physical findings suggestive of HIV infection in 9 (32%) cases, HIV-seropositive or high-risk perpetrator in 6 (21%) and 2 (7%) cases, respectively, and the presence of another STD in the victim in 4 (14%) cases. Perpetrators were a child's parent in 10 (42%) cases and another relative in 6 (25%) cases. Perpetrators had behavioral risk factors for or signs/symptoms of HIV infection in 14 (58%) cases. The serostatus of perpetrators was known at time of abuse assessment in 16 (67%) cases and all were seropositive. Duration and form of abusive acts were variable, with 3 victims reporting a single episode and 13 (68%) reporting 6 or more episodes. Penile vaginal and/or rectal penetration was reported in only 50% of cases. It is concluded that sexual abuse must be considered as a potential, although infrequent, mode of transmission of HIV infection in children. Children who have been abused should be evaluated selectively for HIV infection particularly if the perpetrator is known to be HIV seropositive or engages in HIV high-risk behavior, if abuse occurred in a geographic area of high disease prevalence, and if the child has symptoms of HIV infection or another STD. Children who are found to be HIV infected and lack risk factors such as prior transfusion or maternal (perinatal) infection should be assessed for pediatric sexual abuse.

Since the Criminal law of the Republic of Serbia in 2005 as well as the Law on veterinary medicine, there has been an increasing number of cases that deal with raising criminal charges due to animal killing or torturing. There is also a significant number of forensic cases that are aimed at discovering criminal acts. Animal abuse is a social issue, which includes a range of behaviors of humans that are harmful to animals, starting from unintentional neglect to intentional cruelty. Types of animal abuse are different and they can include physical, sexual, emotional abuse, or neglect. Abuse and neglect of animals have a variety of forms and manifestations, but the end result is always the same - animal suffering. The connection between animal abuse, domestic violence, and child abuse indicates that there is a significant role of veterinarians in social contexts and in terms of stopping this vicious cycle by preventing, discovering and turning in suspects involved in these crimes. The help that veterinarians provide to public prosecutors is of great importance. This study shows the role of veterinarians in cases of possible animal abuse, as well as their role in processing that type of cases.

Meta-analytic, population cohort, prospective, and clinical studies provide systematic evidence that child sexual abuse accounts for unique variation in several deleterious outcomes. There is strong evidence for psychiatric disorders, including posttraumatic stress disorder and mood, anxiety, and substance use disorders, and mixed evidence for personality disorders. Evaluation of sex-specific outcomes shows strong evidence for teenage childbearing, sexual revictimization, and sexual dysfunction and mixed evidence for heightened sexual behaviors and sexual offending. This review further demonstrates not only that survivors suffer the noxious impact of traumatic sexualization but that additional transdiagnostic mechanisms, including the biological embedding of stress, emotion dysregulation, avoidance, and insecure attachment, converge to compound risk for deleterious outcomes. A road map to enhance the rigor of future research is outlined, and specific recommendations for evidence-based policy making to boost prevention efforts and increase access to treatment are discussed.

A history of childhood adversity is associated with high-risk behaviors and criminal activity in both adolescents and adults. Furthermore, individuals with histories of child maltreatment are at higher risk for engaging in risky sexual behavior, experiencing re-victimization, and in some cases, becoming sexual offenders. The purpose of the current study was to examine the prevalence of individual and cumulative adverse childhood experiences (ACEs) reported by 102 offending youth who were arrested for trading sex and 64,227 offending youth who were arrested for various other crimes, using Florida’s Positive Achievement Change Tool. Youth with violations related to sex trafficking had higher rates for each ACE as well as number of ACEs, particularly sexual abuse and physical neglect. These findings have implications for identifying adverse experiences in both maltreated and offending youth as well as tailoring services to prevent re-victimization.

Understanding the demographics of teenage pregnancy and teenage drug abuse is far easier than thinking of solutions to either. Nevertheless, solutions—at least partial solutions—do exist. Several successful programs and their essential components are discussed. Prevention of early teenage drug and sexual experimentation intersect in several key areas: the family, the media, the role of the physician, the appropriateness of prevention, and the need to understand what is normal adolescent behavior. Only when these dual problems are thoroughly understood and their etiologies in adult society are acknowledged will attempts at "solutions" be successful.

This paper reports on safer sexual practices and HIV screening behavior among rural California American Indians. Thirteen Indian health clinic registries formed the random household survey sampling frame (N=457). Measures included socio-demographics, safer sexual practices, HIV testing, high-risk behaviors, perception of wellness, general health status, neglect, physical and sexual abuse history. Statistical tests included chi-square and Fisher’s exact tests, as well as multiple logistic regression analysis. Respondents who practiced safer sex were younger, not married, reported lower annual income, changed sexual behavior in the last 12 months, were not in a monogamous relationship, and had a higher perception of wellness. Those who were tested for HIV were younger, had at least a high school education, consumed alcohol, had significantly higher suicide ideation and attempts, changed their sexual behavior in the last 12 months, and reported a history of sexual abuse as a child and adult. Very little is known about HIV prevention and screening behaviors in rural American Indian populations. Identifying predictors of unsafe sexual practices and non-HIV testing tendencies help to plan for measures to protect the population from this devastating disease. We make recommendations for implementing HIV prevention education and screenings at American Indian clinics.

Protection of the sexual integrity of minors is one of the key tasks of criminal law protection. The protection of children from sexual violence is enshrined both in domestic legislation and at the level of international acts. At the same time, these crimes have always been considered one of the most dangerous criminal acts, as they lead to the loss of health and life of these children, as well as to a destroyed psyche. Not the last place in the commission of violent crimes against the sexual integrity of children is the Internet. The purpose of the study is a hypothesis about the need to increase the effectiveness of countering crimes that infringe on the sexual integrity of minors through the Internet. The methodological basis of the study is the methods of analysis and synthesis, which make it possible to identify a causal relationship between the Internet and the growth of crimes against sexual integrity. The statistical method makes it possible to trace the dynamics of the growth of the crimes under consideration, the logical method of presenting the research material is also used, as well as the method of modeling and abstraction. We analyze the possibilities of the Internet for committing the indicated crimes. These opportunities include: a variety of special digital programs that allow you to establish contact with a large number of children, also helping to collect data on children and use them to involve minors in committing crimes against them that infringe on their sexual integrity; the widespread use of mobile devices with access to the World Wide Web allows minors themselves to distribute their images of a sexual nature, which become the property of adults who are interested in receiving them. We focus on the means of committing the indicated crimes: mass distribution, placement and promotion on the Internet of materials containing images of sexual abuse of children; direct sale and receipt of financial rewards for such materials; creation of web studios for viewing pornographic materials; organization of child sex tourism. We identify the following forms of sexual exploitation and abuse of children: Internet harassment, drawing children into viewing materials that are detrimental to their development, where alcoholism, drug addiction, and prostitution are demonstrated and cultivated; involvement of minors in sexual contact; cyberbullying based on real and fake images of the sexual nature of minors; trafficking in minors into sexual slavery, etc. The results of the study are aimed at improving the mechanism for counteracting crimes that infringe on the sexual integrity of minors through the Internet.

Abstract.Background: In 1983 Kennet Lanning began his studies dealing with sexual rituals, and in 1985 there calls “Multidimensional Child Sex Rings” identifying features and modes (Lanning, 1992). In his studies Lanning (1992), describes the types of offences related to the dimension of ritual abuse by claiming that there is no clear evidence about some of these crimes. On the basis of those statements Weir and Wheatcroft (1995) list as possible by declaring a false ritual abuse and then of false memories, the suggestion of special interest about the growing psychotherapists induced ritual abuse and who believe in the existence of these crimes.This systematic review of the literature, in the light of subsequent events and subsequent updates of methodology aims to analyze the relationship between “Ritual Abuse” and the false memory that can appear during psychotherapy. Materials and Methods: This study was carried out using the PRISMA guidelines, by conducting a systematic search of the literature on PubMed, Scopus, ISI Web of Science, EBSCO, Google Scholar, and ScienceDirect. The following keywords used were “ritual abuse” “AND” (i.e., Boolean operator) “psychotherapy” combined with “AND” Boolean operator and “false memory”.Results: The initial search identified n = 167 citations. Only one research report met the predefined inclusion criteria and was analysed.Conclusion: In case of false memories in ritual abuse, it is necessary to implement the research activities to avoid that results obtained can be rejected by health professionals or by theories not scientifically. validatedKeywords: ritual abuse, psychotherapy, false memory.Riassunto.Background: Nel 1983 Kennet Lanning inizia i suoi studi occupandosi di abusi sessuali rituali, e nel 1985 lì definisce “Multidimensional Child Sex Rings” identificandone caratteristiche e modalità (Lanning, 1992). Nei suoi studi Lanning (1992), descrive le tipologie di reato connesse alla dimensione dell’abuso rituale sostenendo che non esistono prove certe in merito ad alcuni di questi reati. Sulla base di tali affermazioni Weir and Wheatcroft (1995) elencano come possibili ipotesi di generazione di falsi abusi rituali e quindi di falsi ricordi, la suggestione indotta di psicoterapeuti che coltivano speciali interessi circa gli abusi rituali e che credono nell’esistenza di questi crimini. A sample of 2,190 sex offenders seen between 1966 and 2009 was compared on lifetime sexual and all offending, using charges, convictions, court appearances, and self-report as criteria. Of these various criteria, between 47.4% and 81.1% reoffended. Canadian child abuse reporting laws, which came into effect in the 1980s, were associated with increased charges and convictions for offenders, who victimized children, and with a reduction in their longer term reoffense rates. Immigration and population mobility, use of aliases, study follow-up time, and self-reported undetected sex crimes influenced reoffense rates. Results indicate that sex offenders continued to have short prison sentences and/or spend little or no time incarcerated during the latter part of the 20th century.

ObjectivesHIV scholars and practitioners have worked to expand strategies for prevention among marginalised populations who are disproportionately impacted by the epidemic, such as racial minority men who have sex with men (MSM). Given this urgency, the objective of this study was to assess interest in biomedical prevention strategies.MethodsThis exploratory and cross-sectional study investigated interest in four biomedical prevention tools—rectal douche, dissolvable implant, removable implant and injection—among a racially diverse sample of MSM from the Northeast Corridor region between Philadelphia and Trenton. Data were collected as part of screening for Connecting Latinos en Pareja, a couples-based HIV prevention intervention for Latino MSM and their partners.ResultsA total of 381 individuals participated in the screener and provided information about their interest in bio tools. Approximately 26% of participants identified as black, 28% as white and 42% as ‘other’ or multiracial; 49% identified as Latino. Majority (54%) reported some form of child sexual abuse. Of the participants who reported being in a primary relationship (n=217), two-thirds reported unprotected anal sex within that relationship over the past 90 days (n=138, 64%) and approximately half (n=117, 54%) reported unprotected anal sex outside of the relationship in this period. Majority of participants reported interest in all bio tools assessed, including dissolvable implants (60%), removable implants (64%), rectal douching (79%) and injection (79%). Although interest in bio tools was broadly unassociated with demographics and sexual risk behaviours, analyses revealed significant associations between reports of child sexual abuse and interest in implant and injection methods.ConclusionsThe authors recommend investing in these prevention methods, particularly rectal douching and injection, as a means of preventing HIV among racial minority MSM. Given the interest in biomedical prevention tools, future studies should explore potential strategies for adherence.

AbstractContrary to public perception, child sex offending (CSO) and paedophilia are not the same. Only half of all cases of CSO are motivated by paedophilic preference, and a paedophilic preference does not necessarily lead to CSO. However, studies that investigated clinical factors accompanying and contributing to paedophilia so far mainly relied on paedophiles with a history of CSO. The aim of this study was to distinguish between factors associated with sexual preference (paedophile versus non-paedophile) and offender status (with versus without CSO). Accordingly, a 2 (sexual preference) × 2 (offender status) factorial design was used for a comprehensive clinical assessment of paedophiles with and without a history of CSO (n = 83, n = 79 respectively), child sex offenders without paedophilia (n = 32) and healthy controls (n = 148). Results indicated that psychiatric comorbidities, sexual dysfunctions and adverse childhood experiences were more common among paedophiles and child sex offenders than controls. Offenders and non-offenders differed in age, intelligence, educational level and experience of childhood sexual abuse, whereas paedophiles and non-paedophiles mainly differed in sexual characteristics (e.g., additional paraphilias, onset and current level of sexual activity). Regression analyses were more powerful in segregating offender status than sexual preference (mean classification accuracy: 76% versus 68%). In differentiating between offence- and preference-related factors this study improves clinical understanding of both phenomena and may be used to develop scientifically grounded CSO prevention and treatment programmes. It also highlights that some deviations are not traceable to just one of these two factors, thus raising the issue of the mechanism underlying both phenomena.

Child molestation is a crime that violates morals, ethics and religion. The impact of this crime on children is that it causes physical and psychological trauma to victims, especially those who are children so that it can affect the victim's self-development when he grows up. The results of the research and discussion show: Factors that can increase and influence the occurrence of criminal acts of sexual abuse against minors, namely: low education and economic factors, environmental or residential factors, drinking factors (alcohol), technological factors and victim role factors in the realm of criminological etiology can be categorized in the theory that is not oriented to social class. Efforts to tackle the crime of sexual abuse of minors can be done in two ways, namely prevention and mitigation if the crime of sexual abuse of minors has already occurred. In the context of protection for victims of crime, there are preventive and repressive measures taken, both by the community and the government (through law enforcement officers), such as providing protection/supervision from various threats that can endanger the lives of victims, providing adequate medical and legal assistance, A fair examination and judicial process against perpetrators of crimes is basically one of the manifestations and protections of human rights as well as a balancing instrument. This is where the philosophical basis behind the importance of crime victims (their families) gain protection.

The time of children is often referred to by the term The Golden Age. Early childhood takes control of adults in the process of child development. Many children experience developmental problems one of which is sexual violence. According to Pramastri 2014, sexual assault is sexual activity in children who do good by adults, as well as the children of peers with the victim. One way of addressing the problems of the high number of sexual assaults on children is providing sex education in early childhood. Media Wheel of Fortune this can encourage children to participate in learning. Therefore, this Wheel of Fortune media provide feedback directly. The design of this study using One Group Pre Test Post Test design with a population of 33 children, using the technique of sampling Simple Random Sampling, with the number of samples 30 children who meet the criteria for inclusion. Data retrieval is performed using ceklist as a research instrument. Then the data were analyzed using SPSS the test with wilcoxon signed rank test, p equal 0.05, indicates that the value significance of 0.007. Therefore the value of significance p 0.05 greater then H0 is rejected, meaning rejected, meaning there are influences of sex education using media wheel of fortune against preventive early childhood sexual abuse at Selaras Cita Kindergarten in Malang City. Expected health workers specifically midwives can be used as input in the prevention of child sexual violence and make other programs related to sex education for children.
