Furthermore, it investigates the changes and the impact that electronic resources and the digital information environment might have on legal research. The role of library professional is vital in special libraries. Professional should be a knowledge manager, information scientist, a good administrator, and a technology person to cope up technical aspect of Special Library. In nutshell professionals in special libraries shall be required to have change in their attitude and behavior to make them fit to the profession. They must be conversant with changing technology and must have access to innovation taking place in specific areas and acquiring specialization in their professional skills. This creates a congenial atmosphere for dissemination of information and its use in different research activities. Consistent training programs will help staff to improve their skills for their routine operations and services. Therefore, this paper made an attempt to give brief overview, challenges, development of special libraries and the key roles and responsibilities of special library professionals in digital library environment.

There are fundamental changes taking place in the international telecommunications environment. Most important is the technological revolution of “converged networks” brought about by the development of the internet. Simultaneously, most countries have adopted market liberalization in varying degrees and the General Agreement on Trade in Services (GATS) is opening up domestic markets to international competition. This paper by Sidharth Sinha discusses the implication of these changes for India and suggests that VSNL should be given complete autonomy, subject to regulation by the Telecom Regulatory Authority of India (TRAI), for determining the technology and tariffs for international telecommunication as well as negotiating settlement rates with foreign carriers and interconnection charges with the Department of Telecommunications (DoT).

Abstract The deployment of mixed reality systems in professional settings demands adaptation of the physical environment and practices. However, technology-driven changes to the environment are problematic in some contexts. Specifically, face-to-face advisory services rely on scripted material routines using specific tools. This manuscript explores challenges encountered during the development of LivePaper, a mixed-reality system for supporting financial advisory services. First, the article presents a range of design requirements derived from existing literature and multiple years of research experience concerning advisory services and physical collaborative environments. Second, it discusses technical and design challenges that emerged when building LivePaper along with those requirements. Third, the article describes a range of technical solutions and new design ideas implemented in a working system to mitigate the encountered problems. It explores potential alternative solutions and delivers empirical or conceptual arguments for the choices made. The manuscript concludes with implications for the advisory services, the systems used to support such encounters, and specific technical guidance for the developers of mixed reality solutions in institutional settings. Overall, the article advances the discourse on the application of technology in advisory services, the use of mixed-reality systems in professional environments, and the physical nature of collaboration.

The technology of modelling various situations in virtual environment systems, which are computer three-dimensional models of a real or artificial environment, is discussed. The user can view these scenes directly on the computer screen, wall screen, in a stereo glasses, virtual reality glasses, etc. He can also move inside a virtual scene and interact with its objects. In turn, the environment can also change. This allows modelling of various situations (situation modelling) in the virtual environment system. With such modelling, some static or dynamic situation is set in the virtual environment system in which the operator must perform the tasks assigned to him. A mechanism for setting situations by changing a virtual three-dimensional scene using configuration files and virtual control panels is proposed. A special language has been developed for writing configuration files, and a special editor has been developed for creating virtual control panels. The approbation of the proposed methods is presented on the examples of two virtual scenes: a training ground for mobile robots and a jet backpack for the rescue of an astronaut in outer space.

Path planning is an important research field in robotics, and it is also a key technology for realizing automatic navigation of aircraft. It is of great significance both in theory and in application. The task of planning trajectories for an aircraft has received considerable attention in the research literature. Most of the work assumes that the threat to the aircraft is static; less attention has been paid to the problem of the changing environment. However, the threat from the weather when the UAV is flying in the air is always changing. This paper introduces an improved BFS algorithm, which can find the best safe path when the threat is always changing.

A problem of strategic decisions evaluation under changing environment conditions is analyzed in this article. In the context of these conditions the use of scenarios’ method, integrating scenarios formation into strategic decisions evaluation process, is perspective. The combination of multicriteria evaluation and scenarios’ method allows versatile evaluation of strategic decisions in aspects of usefulness and viability regarding perspective environment situations. A universal scenarios formation technology oriented towards facilitation of scenarios creation using a graphic tool ‐ ‘ Scenarios Roads’ Analysis’ is offered. Methodological guidelines of strategic decisions evaluation applying multicriteria evaluation and scenarios’ method combination is provided as well as their acceptability tested on experiment results.

The Montara and Macondo oil spills-being unexpected and close in time-have significantly changed the understanding about how oil spills occur and impact society and environment. While spills from maritime transport have a fixed volume, upstream spills can continue unabated until relief efforts are successful. Transport oil spills have been subject to major scrutiny and initiatives during the past 25 years, yet little attention has been given to the specific preparedness and response issues of an upstream incident. The global industry faces increasing regulatory oversight due to environmental concerns as the search for new reserves moves into deeper water in more sensitive and often remote environments. The onus is on the industry to show a preparedness and response capability that is sufficiently robust and adequate to deal with a well-control incident-this capability must exceed government and community expectations. Exploration and production operators are now preparing and responding to upstream well-control incidents in a different way. For preparedness, this includes greater engagement with regulators through the planning life cycle and exercises that better integrate national and international resources, as well as ongoing strengthening of internal capability of incident command structure (ICS). For response, the activation of resources is occurring more quickly, is more extensive, and the resources are being maintained on location for a longer period. Technology is being used to better monitor the status and fate of a spill, as well as providing frequent updates to regulators and media. This extended abstract provides an overview of the oil industry's response to Macondo and Montara; additionally, case studies are used to show how changes are occurring in practice.

A robot functioning in an environment may exhibit various forms of behavior emerge from the interaction with its environment through sense, control and plan activities. Hence, this paper introduces a behaviour selection based navigation and obstacle avoidance algorithm with effective method for adapting robotic behavior according to the environment conditions and the navigated terrain. The developed algorithm enable the robot to select the suitable behavior in real-time to avoid obstacles based on sensory information through visual and ultrasonic sensors utilizing the robot's ability to step over obstacles, and move between surfaces of different heights. In addition, it allows the robot to react in appropriate manner to the changing conditions either by fine-tuning of behaviors or by selecting different set of behaviors to increase the efficiency of the robot over time. The presented approach has been demonstrated on quadruped robot in several different experimental environments and the paper provides an analysis of its performance.

During the past few decades, resources have been allocated in many parts of the world for developing curricula in school science, which were directed to the need for more scientists that can promote national development. In the light of this, many developing country has emphasized the education of its citizens in Science, Technology and Mathematics (STM). This mode was reflected in the Nigerian National Policy on Education when it recommended an enrolment ratio of 60:40 in favour of STM and related courses in higher institution of learning (Federal Republic of Nigeria 2004). This guideline became necessary in order to boost our manpower development and researches in these professions. The role of STM in the development of a nation cannot be over emphasized as it is very important in solving a country’s problem. STM is the base for the overall development of a nation, the instrument for the orderly and ethical behaviour of it citizens.

Background By 2009, 99% of U.S. classrooms had access to computers, with an average ratio of 1.7 students per computer, and 40% of teachers report using computers often in their classrooms. However, while K–12 schools are investing more heavily in digital technologies, only a small fraction of this investment is going to instructional software (7%) and digital content (5%). Education policy leaders have called for increased investment in and use of digital learning technologies in K–12 education, which has significant professional implications for the 40% of teachers who use computers often and, perhaps more importantly, for the 60% who do not. Objective This article explores for a broad audience the changing landscape of education in the digital age, the changing roles of teachers in a technology-rich education system, and the skills, knowledge, values, and ways of thinking that teachers will need to have to support students’ social, emotional, and intellectual development in a digital learning environment. Research Design This analytic essay reviews and synthesizes research on learning in a digital environment, providing theoretical framework for understanding the changing landscape of learning in technology-rich environments and the consequent changes in teacher preparation that this may entail. Conclusion We explore the influence of educational technologies on teaching and teacher preparation by looking at three kinds of learning technology: digital workbooks that help students learn basic skills through routine practice; digital texts, such as ebooks, virtual museums, and learning games, that provide students with mediated experiences; and digital internships that simulate real-world practices, helping students learn how to solve problems in the ways that workers, scholars, and artists in the real world do. We examine the extent to which these technologies can assume different aspects of teachers’ traditional functions of assessment, tutoring, and explication. We argue that increased use of these and other digital learning technologies could allow teachers to provide more nuanced curricula based on their students’ individual needs. In particular, teachers will likely assume a new role, that of a coordinator who provides guidance through and facilitation of the learning process in individual students’ social, intellectual, and emotional contexts. We suggest this may require changes to teacher preparation and in-service professional development to help both new and experienced teachers succeed in an ever-changing digital learning environment, as well as new methods of evaluating teacher performance that account for more than student achievement on standardized tests. Universities today operate in an environment that could be called dynamic, or less positively, turbulent. In this environment educational provision needs to continually evolve in response to the changing expectations of students, their employers, and their sponsors. Monitoring the changing requirements of degree programs is not easy, as not all stakeholders in the provision of education have clear channels of communication to the program providers. This paper details the motivation for developing two contrasting postgraduate programs, describes how these new initiativeshave been progressed by two separate consortia of universities in the United Kingdom, and indicates why they are of interest to international students. While the mechanisms that have led to the development of these new programs are entirely different, one being a deliberate manipulation of the qualifications needed by professional engineers and the other a response to a changing market demand, they both reflect a significant and international shift in the objectives of education for engineers.

The article is devoted to the development and substantiation of practical recommendations regarding the formation of a mechanism for deploying a software environment for creating and executing microservices in a rapidly changing technological stack. The subject of the research is the basics of building a system for automated deployment of a software environment for the development and execution of microservices. The purpose of the article is to develop and substantiate practical recommendations for the formation of a mechanism for deploying a software environment for creating and executing microservices in a rapidly changing technological stack. The task of the work: to determine the necessary elements of the deployment mechanism of the software environment and provide an analysis of the functional load for each of them, set specific tasks that must be solved when building each of them, propose and justify the choice of tools for their solution. In the course of the study, the methods of system analysis were used to decompose a complex system into elements and each element into functional components. As of the study, it was established that such a mechanism should consist of the following elements: a universal server initialization a result subsystem for any technological stack and a software environment deployment subsystem for developing or executing an application of a certain type on a certain technological stack. Each element is described in detail, its functional load is shown and its role in the overall system is substantiated. It is shown that such a standardized approach to the deployment of the development and runtime environment allows, among other things, to solve the problem of operating microservices in a tested environment. Conclusions. Practical recommendations for the formation of a mechanism for deploying a software environment for creating and executing microservices in a rapidly changing technological stack have been developed and substantiated. This mechanism is automated. It shows its flexibility and versatility in relation to programming languages and other features of the software environment. It is pointed out that when implemented in the shell language, bash does not need any third-party applications for its work. The economic benefit of using the proposed mechanism is shown. The ways of its improvement are shown.

Dealing with change is an essential capability for manufacturing systems. In this paper, we reviewed 30 different kinds of manufacturing systems and identified four common approaches in how they deal with change, i.e. modularity, autonomy, distribution, and integration. We conducted a survey of Chinese manufacturing firms and used regression analysis to find relationships between their competitive priorities and the four approaches. The results provide some useful explanations regarding how a firm's emphases on the approaches in its manufacturing systems are influenced by its competitive priorities. Utilizing linkages between the approaches and competitive priorities, we developed a framework for matching manufacturing systems with manufacturing strategy in an environment filled with change and uncertainty.

This paper explores Australia's responses to questions about ‘the environment', particularly in the period from the 1960s–80s, showing how they were informed in varying amounts by international science, by the emerging aesthetics of the idea of the environment and by social movements, including one later known as environmentalism. The rise of ‘integrated science', particularly Big Science and international collaborations in science, modelling and the information technology revolution all shaped the interdisciplinary expertise that frames the environment still. It is, however, very rare to find an individual like Max Day, whose biography enables a re-examination of the way thinking about the environment shaped strategic national thinking, public science and popular concerns including national parks management across the second half of the twentieth century.

Purpose The purpose of this paper is to supply an in-depth description of the educators’ values, beliefs and confidence changing from a traditional learning environment to a learning environment integrating technology. Design/methodology/approach The descriptive case study design was employed using descriptive statistical analysis and inductive analysis on the data collected. Findings Themes on a high level of confidence, the importance of professional development and training, self-motivation, and excitement about the way technology can enhance the learning, along with concerns over the lack of infrastructure and support for integrating technology, and about the ability of students to use the technology tools for higher ordered thinking surfaced. Research limitations/implications Additional research may include a more diverse population, including educators at the kindergarten to high school level. Another recommendation would be to repeat the study with a population not as vested in technology. Practical implications A pre-assessment of the existing values, beliefs and confidence of educators involved in the change process will provide invaluable information for stakeholders on techniques and strategies vital to a successful transition. Social implications To effectively meet the learning styles of Generation Z and those students following, educators need be able to adapt to quickly changing technology, be comfortable with students who multitask and be open to technology-rich teaching and learning environments. Originality/value This study filled a gap in the literature where little information on the humanistic challenges educators encounter when integrating technology into their learning environment providing insights into the values, beliefs and level of confidence of educators experiencing change.

In the era of big data-driven digital economies, technology commercialization capability has become the lifeblood of high-tech enterprises to shape competitive advantage and achieve multiplier growth, while the related research is still limited. Drawing on the dynamic capability theory, this study asserts that external user engagement provides an imperative way to enhance technology commercialization capability. Although the highly complicated external environment may weaken this link, high-tech enterprises’ own big data analytics capability contributes to effectively coping with the unpredictable changing environment, thereby amplifying the brighter side of user engagement. The moderated moderation model and hypotheses were supported by the unique surveys of 216 high-tech enterprises. Further, the findings broaden the vision of related research fields, and provide meaningful practical guidance for strategic decision-making and dynamic capability constructing of high-tech enterprises in the new era.
