Анотація:
The rise of large data sets, or "Big Data'', has coincided with the rise of clusters with large amounts of memory and GPU accelerators that can be used to process rapidly growing data footprints. However, the complexity and performance limitations of sharing memory and accelerators in a cluster limits the options for efficient management and allocation of resources for applications. The global address space model (GAS), and specifically hardware-supported GAS, is proposed as a means to provide a high-performance resource management platform upon which resource sharing between nodes and resource aggregation across nodes can take place. This thesis builds on the initial concept of GAS with a model that is matched to "Big Data'' computing and its data transfer requirements. The proposed model, Dynamic Partitioned Global Address Spaces (DPGAS), is implemented using a commodity converged interconnect, HyperTransport over Ethernet (HToE), and a software framework, the Oncilla runtime and API. The DPGAS model and associated hardware and software components are used to investigate two application spaces, resource sharing for time-varying workloads and resource aggregation for GPU-accelerated data warehousing applications. This work demonstrates that hardware-supported GAS can be used improve the performance and power consumption of memory-intensive applications, and that it can be used to simplify host and accelerator resource management in the data center.

Company X is facing high cost to serve customers such as hospitals and clinics, due to irregular ordering pattern. Currently, the customer ordering process is not well planned and leads to multiple orders in a month, thereby excessive shipping and increased cost to serve. The supplies provided to customers are used for specimen collection, and the collected specimen are sent to diagnostic laboratories for analysis. Historical data on order quantities of specimen collection items (SCIs) and specimen containers returned to lab are available. This project takes advantage of the closed loop nature of the system to predict order quantities of SCIs. This project explores two replenishment strategies and compares it with the current method, through simulation.
The simulation models the daily consumption of SCIs at a chosen Patient Service Center (PSC), and estimates average inventory levels and the number of occurrences of stockouts for each SCI at the PSC, for varying values of parameters such as review period and safety stock levels. The two replenishment strategies are (a) constant order quantity, in which fixed replenishment quantities of SCIs are supplied every review period, and (b) predictive modelling replenishment strategy, in which the order quantities of SCIs are predicted using the data on specimen containers returned to diagnostic lab for analysis. For the latter strategy, multiple models for prediction, such as penalized regression, Classification and Regression Trees (CART) and Random Forest are used. Two parameters, the total replenishment costs and the number of occurrences of stockouts, are measured to evaluate the performance of the replenishment strategies.
The total cost of replenishment for constant quantity strategy is comparable to that of baseline case, whereas predictive modelling strategies have much higher cost. The constant quantity strategy with increased levels of safety stock gives best results of reducing the total cost of replenishment and minimizing the number of occurrences of stockouts.

Retail manufacturers often expedite inbound freight shipments from contract manufacturing bases to their distribution centers in destination markets at high cost to improve service levels to their wholesale partners and retail arm. The current process around these decisions has yielded lower than anticipated improvements to service level. This thesis (1) reframes the goal of expediting inbound freight in quantitative, measurable terms that more directly impact the business outcomes, (2) develops an optimization model to select a set of freight shipments to expedite and best improve service, and (3) uses the optimization model to estimate potential improvement magnitudes with strategic changes.

A critical aspect of biologics manufacturing is creating a safe, reliable and consistent manufacturing process. The manufacturing process design includes process characterization (PC) experiments to demonstrate process robustness and provide data necessary for planning, risk mitigation, development of the control strategy, and successful execution of process validation. Performing PC experiments is resource intensive, both human and capital, so leveraging prior knowledge from previous experiments is essential. Until now, using data from past experiments data relied on a centralized static document called Prior Knowledge Assessment (PKA). The PKA aggregates the results of many statistical models that were created during past PC studies. Using the PKA provides insight, but leaves a lot of room for subjective decision making around questions, such as: How should products be grouped together? and What operating parameters are more important? The PKA also lacks uncertainty quantification for statistical significance. In this thesis, we aggregated data from past PC experiments across multiple molecules, and developed a machine learning framework to holistically analyze cross-product data from process characterization DOE studies. The model developed through this project provides interpretable predictions of sensitivity of Performance Indicators to Process Parameters variation. The model enables, for the first time, to assess and quantify the impact of parameters on indicators, even if they were not tested originally for a specific molecule. A novel user interface was created in order to bring the framework to life and create a "one-stop shop" for a scientist to interact with the model. This work improves process characterization decision quality. Potential benefits of this approach would be to increase speed and agility in process development and reduce number of future experiments.

Warehouses and fulfillment centers have traditionally been designed to handle bulk orders of pallet and cases. The growth in e-commerce is demanding operational improvements for efficient storage of large selections and the ability to quickly pick, fill, pack and ship single items and small orders. Online grocery fulfillment presents a new gamut of challenges due to the unique storage and handling requirements of grocery products. As demand increases, storage space can quickly become a performance-limiting constraint. Operations managers must find creative ways to fit more products into the same amount of space, while maintaining or increasing throughput to meet the increased demand and efficiency targets. This thesis proposes that an optimum fulfillment center storage system can be achieved by strategically balancing trade-offs between labor productivity and space utilization and by minimizing the impacts of variation. This document evaluates the relationships between these trade-offs and highlights five guiding principles of great storage systems for high-rate fulfillment centers. Amazon Fresh will serve as a case-study to provide a real-world complex application for testing the claims presented in this thesis. Research findings and the five guiding principles are are used to develop data-supported recommendations to address storage-related challenges at Amazon Fresh fulfillment centers. The insights from this research can be used to improve storage capacity and efficiency with a well-balanced storage system.

The recent surge of direct-to-customer (DTC) orders in the retail industry has increasingly put pressure on omni-channel retailers' supply chain networks to offer faster and cheaper delivery while maintaining their supply chain cost position and committed service level agreements. As warehousing and logistics operations are not part of the core business for most omni-channel retailers, both operations are often outsourced to third-party logistics (3PL) companies. This makes it challenging for omni-retailers to actually improve these operations to handle the surging DTC orders through the relationships with their 3PL partners. This thesis presents cost analysis frameworks for improving the effectiveness of warehousing and logistics cost structures in outsourced omni-channel retail distribution networks. The thesis also conveys short-term and long-term strategy recommendations for reducing supply chain costs of these networks through a case study based on Verizon's retail supply chain network. First, a short-term strategy is proposed through leveraging the key cost drivers identified in a should-cost model developed to simulate receiving, pick-pack, and verification operations in distribution centers (DCs) based on a set of parameter inputs, such as volume, labor rate, labor standard time, facility location, staffing strategy, etc. This zero-based should-cost modeling technique can help the hiring company enhance their bargaining power in contract negotiation with 3PL companies in order to realize cost savings and collaborate on implementing new technologies. Second, a long-term strategy is formed to provide frameworks for omni-channel retailers to reconsider the pros and cons of outsourcing and to think of building sustainable and collaborative relationships with 3PL companies for the coming challenges in the omni-channel retail industry. The recommended execution plan is to stay with a centralized DC model and transition to partnering with capable 3PL service providers to pool ground shipments in order to achieve zone-skipping before the last mile delivery for the future.

Real estate is often considered an asset to provide long term value enhancement and to protect institutional investors against inflation risk. It is a typical real asset due to the physical form and fixed geographic location with a steady return. However, real estate has its limitations. Risks associated with it such as lack of trading flexibility, special property management expertise required, and a growth prospect not always applicable towards the short term favor have impeded certain institutional investors from allocating major investment in real estate. In management of a dynamic investment portfolio, how institutional investors look at certain real assets is the key issue discussed in this thesis. Infrastructure, for instance, which can refer to roll roads, shipping or railways, is a comparable asset with real estate as it demonstrates a term with physical form and stable income stream. There are other types of real assets such as commodity, regulated utilities, and maritime assets which are also studied. This thesis delves into the dynamic structure of an institutional investment portfolio and targets to explore the following questions: What do real assets contribute to institutional investors' traditional stock-and-bond portfolio? What kinds of correlations do real assets have with typical equity and fix-income assets? How do institutional investors strategize their investment plan by allocating real assets in their global portfolio? The thesis is designed to study the underlying factors for determining the asset allocation framework from both a qualitative and a quantitative perspective. A quantitative analysis including mean-variance optimization, downside risk, correlations, risk parity and Value at Risk will test out how various asset allocation frameworks position real assets in a portfolio. The study also brings in selected real estate indexes to examine how different parings compare with each other and what impact does illiquidity exhibits on portfolio management. An interview-based research is designed to provide understanding of institutional investors' perspective on how they apply the theoretical framework to the real world practice and how they strategize the management of investment portfolios.

The retail industry is shifting to enable companies to respond faster to consumer demand and expectations. For any retail company, this requires speed in their supply chain from new product generation to final order delivery. Companies that store product in centralized distribution centers must shorten the time it takes to ship a product from when an order is placed. This thesis describes the detailed operations within a large distribution center and uses it as a basis for improving delivery time of a product or order within the four walls of the building. The current system is subjected to increased variability in workflows from work planning to work completion, causing delays within sequential work functions and a longer overall delivery time. These effects are magnified by the inherent tradeoffs in the work process format and the work behaviors of the employees. A new system of work was developed to standardize the workflow at a large distribution center and decrease observed order delivery times. This solution was a work scheduling system that established clear expectations for work completion as well as tools needed to reduce the variability in the system. Under this new system, the average order delivery time is expected to decrease to a third of its current cycle time. This research was conducted in partnership with Nike Inc.

This thesis attempts to explore the relationships between the Buildings Sector, energy efficiency and global warming. Through a qualitative analysis the author illustrates the connection between these three areas and shows how both energy efficiency, as a key policy measure, and the Buildings Sector, as the key recipient of such policies, can act together to significantly mitigate the effects of global warming and resulting climate change. First, the reader is given the tools to understand the issues surrounding global warming and climate change. This is accomplished through an overview of related science, history and environmental and economic impacts. Future climate scenarios are explained and mitigation options are offered. Second, an overview of energy efficiency as the primary mitigation option for global warming is given. Terminology, history and mitigation potential of energy efficiency and how it applies across market sectors are reviewed. Barriers to implementation of energy-efficiency projects and the need for strong policy are also explored. Third, the Buildings Sector, showing the most promise for greenhouse gas mitigation through energy-efficiency investments, is analyzed. This analysis focuses on the current consumption patterns of buildings, on available energy-efficient technologies, and on the characteristics of efficiency projects in buildings and how they support the goals of broader climate change policy. The analysis concludes with a review of the barriers to such projects along with an overview of the policies in place meant to overcome these barriers. Finally, the author summarizes her research and offers her conclusions.

Verizon Wireless maintains a call center infrastructure employing more than 15,000 customer care representatives across the United States. The current resource management process requires a lead time of several months to hire and train new staff for the customer rep position. To ensure that call center resources are balanced with customer demand, an accurate forecast of incoming call volume is required months in advance. The standard forecasting method used at Verizon relies on an analysis of aggregate call volume. By analyzing the growth trend of the customer base and the month-upon-month seasonal fluctuations within each year, the total incoming call volume is predicted several months in advance. While this method can yield solid results, it essentially groups all customers into a single category and assumes uniform customer behavior. Given the size of the Verizon customer base, forecast inaccuracy in the current process can lead to resource allocation errors on the order of tens of thousands of labor hours per month. This thesis proposes a call forecasting model which segments customers according to wireless device type. By taking into consideration customer behavior on a per device basis and accounting for the continuous churn in mobile devices, there is the potential to create a forecasting tool with better accuracy. For each device model, future call volumes are estimated based upon projected device sales and observed customer behavior. Aggregate call volume is determined as the sum across all device models. Linear regression methods are employed to construct forecast models for each of the top 20 mobile devices (those which generate the most customer service calls) using historical device data. The aggregate call volume forecast for these top 20 devices is benchmarked against the standard forecast currently in use at Verizon to validate the reliability of the new approach. Furthermore, device-oriented analytics processes developed for this project will enable Verizon to build a rich library of device data without additional staff or resource investments. By incorporating device-oriented data analysis into the call volume forecasting process, Verizon Wireless hopes to improve forecast accuracy and staff planning, effectively maintaining service levels while reducing overall staffing costs at call centers.

Traditional brick and mortar retailers are being forced to adapt as consumer preferences shift towards online shopping. In response, many retailers are developing infrastructure and processes to handle the increased service levels (faster cycle time) that accompanies this digital volume. One challenge that arises during this transition is how to implement the new processes in existing, capital intensive, warehouses. This thesis presents methods for improving service performance by reducing wave cycle time in a large, multi-channel distribution center. By prioritizing digital consumers' orders, lower priority waves are consistently disrupted, which leads to extended wave cycle times and potentially delayed orders to wholesale customers. By analyzing historical data from distribution center operations, it is possible to test hypotheses and develop strategies for reducing cycle time. These hypotheses can then inform experiments to test the effects of operational changes. The impact of this work has been verified in two phases. In the first phase, improving transparency of lagging orders reduced average cycle time by 45%. In the second phase, the wave strategy for high priority orders was modified and resulted in an additional significant time savings and led to an increase in service performance, defined as shipped on time.

Crisplant is a tilt-tray sortation system used in Reno (RNO 1) fulfillment center (FC) to group items by customer orders. On average., crisplant processes about 80% of the total outbound volume through its multipart operation flow. Because of high volume and complex process flow, the majority of defects, in RNO 1 FC. are seen in crisplant costing distribution center (RNO 1) significantly in labor hours. This research paper identifies and quantifies the major defects in crisplant, and outlines the solutions to reduce the cost of handling these defects in RNO 1. The project work thoroughly assesses the entire RNO 1 crisplant operations (induct, sort, pack, SLAM, and problem solve) through four-phase approach: Understand the crisplant Process Flow, Develop a Data Collection Framework, Collect and Analyze Data, and Identify/Implement Data Driven Solutions. Lean principles and methodologies were used throughout the project work especially when identifying solutions. For example, opportunities that improved the packing process were identified based on a deep-dive analysis as a part of the Kaizen study. The project results demonstrated 50% reduction in cost of handling crisplant defects in RNO l. Furthermore, it highlighted opportunities for additional savings by identifying solutions that can also be implemented in other FCs (i.e. SDF 1, TUL 1) with similar operation as RNO 1.

In the face of e-commerce growth and rising customer delivery expectations, companies must adapt to meet shorter contract shipping requirements with existing infrastructures. The "Amazon effect", an evolution resulting in increased online shopping and direct-to-consumer order fulfillment, is reverberating through the retail industry and requiring manufacturers to evaluate their existing supply chain networks to meet two- and one-day shipping from their distribution centers (DC). This thesis evaluates speed and execution improvements using automated storage and retrieval systems (ASRS) in DCs. Adopting ASRS can provide the essential capability upgrades to reduce material processing time and meet direct-to-consumer deliveries. The ASRS analysis reviews current DC metrics, future throughput and inventory requirements, comparisons of ASRS technologies utilized today, expected impact of ASRS inside of an existing DC, and sizing and selection of an ASRS. Analysis of the DC evaluated showed that the primary cause of delays in shipping time was due to high variability in task completion time, rather than a high average completion time, causing extended wait times to propagate throughout the DC. While methods to reduce task time variation can be implemented, a warehouse logic upgrade would allow for real-time sequencing to get products shipped in the correct order based on factors like shipping method, customer, or priority. Implementation of ASRS in the DC evaluated could decrease processing time in storage and retrieval by 67% and total processing time through the DC by 37% due to ideal sequencing, diminished downstream variability, and reduced work in progress. The payback period for ASRS is projected to be 4 to 5 years..

To meet increasing consumer expectations around delivery times, ecommerce retailers must take orders from 'click' to 'ship' as soon as possible. For retailers with tens of thousands of stock keeping units (SKUs), item picking is often the slowest step in the distribution center (DC) fulfillment process due to time taken for pickers to move between item locations. Pick paths are dictated by item slotting, the process of assigning SKUs to locations within the pick area, and therefore slotting improvements increase pick rate. This decreases the time taken to pick orders allowing more orders to be fulfilled in a given time period and increasing fulfillment capacity. This thesis presents a method for increasing pick efficiency through improved slotting strategy. This is achieved through placement of high velocity SKUs close to the outbound path resulting in a reduction in picker distance travelled, and on mid-level shelves where they are more ergonomical to pick. The impact of slotting strategies was compared through a simulation model. Simulations with historical data indicated a potential 5.2-10.8% increase in fulfilled units over a given time period.

This thesis demonstrates the applicability of flexible labor and standard work in increasing labor productivity and improving quality in fulfillment center produce operations. Three hypotheses were tested: (1) labor productivity would be increased by implementing a flexible labor staffing model and shift-by-shift labor requirement projections; (2) additional labor productivity from redesigned products would be captured using the flexible labor staffing model with updated projections; and (3) product quality would be improved by defining and refining standard work for inspection processes and optimizing inspection frequency. Indeed, implementation of flexible labor generated an average 44% productivity improvement. Furthermore, introducing redesigned products and updating projections generated an additional average 16% productivity improvement. While stalled implementation of standard work made it difficult to show that standardizing inspection processes and optimizing inspection frequency improves product quality via improved inspection consistency, the project did identify several produce categories that did not require inspection and established a starting point to standardize inspection processes by documenting inspection best practices. During these changes, setting easily achievable targets that required an increase in performance improved team morale, while overly aggressive targets would have worsened morale and hindered implementation. AmazonFresh produce processes can be further improved by ensuring the Produce Receive function serves as a "first line of defense" against quality issues, redesigning more products to reduce downstream labor requirements, implementing standard work in inspections, experimenting with lower bin inspection frequencies, institutionalizing quality and productivity metrics, and deploying changes across all AmazonFresh sites. Concurrently, AmazonFresh leadership may consider installing an incentive system that supports productivity and quality improvements, create roles within the central organization to support process improvements, and incorporate volume and service level requirements when designing new sites. Finally, future research opportunities include observing the effect of inspection frequency on inspector performance and assessing whether recent advances in sensor and conveyance technology can improve or replace existing processes.

This thesis proposes an appointment scheduling algorithm with associated supporting process changes that increases the effective capacity of the Massachusetts General Hospital Cancer Center Infusion Unit. Currently, chair and bed utilization in the Infusion Unit is concentrated between 10am-2pm, Monday through Friday, but remains underutilized during other operating hours. This uneven use of resources has resulted in highly strained staff and physical resources during rush hour, causing the perception of insufficient capacity. Moreover, when the environment is highly congested, patients experience long wait times and are more exposed to quality and safety problems. This study will recover unrealized capacity by smoothing the intra-day utilization of physical resources in the Infusion Unit. The scheduling algorithm is derived employing a retrospective integer program and validated using prospective simulation modeling. Implementation of these scheduling guidelines demonstrates the potential to recover 20 chairs, or 33% of capacity, at the average peak of each day, while smoothing throughput throughout the day. The proposed state can be achieved with minimal adjustments to staffing in the infusion unit and pharmacy, and no adjustment to staffing in the Oncology Practice. The algorithm also respects the existing primary nursing model, and treatment specific limitations.

This thesis investigated two outbound process defects that result in damaged, late, missing or wrong-item shipments, leading to a poor customer experience and concessions for Amazon. Reducing these defects will improve customer satisfaction, reduce concession and re-work costs, and improve operations for last mile carriers, including Amazon Logistics. Investigation focused on two defects 1) missorted packages and 2) SLAM kickout errors. For each area, the process was mapped, data sources determined, statistical process control analysis performed and solutions implemented. For the sortation process, sort center data provides the most complete and timely view of process performance. Using this data control charts were created, providing a historical view of ONT2 process performance, enabling comparison to other sites and justifying the purchase of new equipment. A daily missort report was created and is delivered daily to ONT2 management to enable continuous tracking of sortation performance. Accurate data to track SLAM kickout defects was not readily available, so several existing metrics were used to develop a working understanding of primary defect drivers. A training gap was identified and retraining and auditing was performed. Post-implementation, the existing metrics indicated some improvement though the presence of confounding factors makes a definitive conclusion difficult. Recommendations for future work include incorporation and analysis of equipment data to create a leading indicator for missort defects. Concurrently, retrofits on the ONT2 flat sorter should be performed to reduce equipment-induced sortation problems. To reduce SLAM kickout errors, a metric should be created to track and correct human errors, and technology should be used to both reduce the need for re-processing and verify correct re-processing.

Fulfillment cycle-time, or the time it takes to pick an item from inventory, pack it into a box, and load it on a truck for shipment, is one of the main inputs in determining how quickly an online retailer can promise customer order delivery. The faster the fulfillment cycle-time, the later an order can be received and still make the appropriate truck for guaranteed, on-time arrival (e.g. same-day, next day, 3-5 business days). Thus, the customer experience is improved, as they are allowed to place an order later and still receive their purchases quickly. To take advantage of this, the retailer must first be able to measure cycle-time appropriately within their facility. This thesis examines the outbound fulfillment process within an under-performing Amazon fulfillment center (Site A) with the purpose of fully characterizing and measuring fulfillment cycle-time. Comparisons are drawn with like Amazon facilities, and a lean operations approach is taken to identify and eliminate major forms of waste in an effort to shorten cycle-time. The baseline analysis within this thesis provides evidence that current-state cycle-time at Site A is in fact 15% faster than originally thought. However, process improvements were still needed to bring cycle-time in line with the network standard. The remainder of the work within this thesis focuses on these process improvements and develops the following recommendations: 1. Standardize the pick process with a move closer to single piece flow. 2. Reduce and control queue length prior to the pack process in order to reduce non-value-added wait time. 3. Reduce batch size for critical items that must move through the facility the fastest. 4. Rearrange process steps to allow completion in parallel rather than series. The method for evaluating cycle-time and the implementation of lean solutions introduced throughout this thesis are useful as a template for similar analyses throughout the Amazon FC network, as well as within other warehousing and online retailer operations.

In order to scale with expected continued sales growth, Amazon has been investing heavily in its inbound supply chain, where product is received and allocated to various nodes, with cross-dock facilities, Amazon Robotics fulfillment centers and traditional fulfillment centers constituting a multi-echelon distribution network. In an Amazon Robotics fulfillment center, robotic drives retrieve and deliver portable inventory pods, where product is stowed and picked at fixed stations. Currently, approximately 65% of associate hours within the inbound department are utilized in the direct process of stow, while the other 35% of associate hours in the inbound department are utilized in support of the stow process in tasks such as corrugate removal and product container management. As a result, there is a continued emphasis on improving the efficiency of the nonvalue added tasks utilized in support of the stow process in order to utilize as many hours as possible in the value-added stow process. This thesis proposes a linear optimization-based analysis framework and capital allocation model that can be utilized to determine the investment viability for different automation systems and process improvements, which could improve efficiency and reduce overall cost in the Amazon Robotics fulfillment centers. This is especially the case within those fulfillment centers that are labor constrained. Labor constraints within a fulfillment center result in artificial limits set within Amazon's inventory placement algorithm, changing the origin of the shipment of product(s) to customers, which results in additional outbound transportation cost. This study will uncover unrealized cost-improvement areas by suggesting an inbound conveyance solution that can improve upon the current human-powered inbound system, and provides further areas of investigation for additional improvement. Implementation of the selected automation solution reduces inbound department hours by -3% with a payback period of -0.93 years for the fulfillment center in question, while improving labor-constrained fulfillment center capacity by as much as 1 %, and suggests further areas of investigation that can improve overall cost within the inbound supply chain by over 10%.

Call centers are important for developing and maintaining healthy relationships with customers. At Dell, call centers are also at the core of the company's renowned direct model. For sales call centers in particular, the impact of proper operations is reflected not only in long-term relationships with customers, but directly on sales and revenue. Adequate staffing and proper scheduling are key factors for providing an acceptable service level to customers. In order to staff call centers appropriately to satisfy demand while minimizing operating expenses, an accurate forecast of this demand (sales calls) is required. During fiscal year 2009, inaccuracies in consumer sales call volume forecasts translated into approximately $1.1M in unnecessary overtime expenses and $34.5M in lost revenue for Dell. This work evaluates different forecasting techniques and proposes a comprehensive model to predict sales call volume based on the combination of ARIMA models and judgmental forecasting. The proposed methodology improves the accuracy of weekly forecasted call volume from 23% to 46% and of daily volume from 27% to 41%. Further improvements are easily achievable through the adjustment and projection processes introduced herein that rely on contextual information and the expertise of the forecasting team.

Demand for cloud-based applications and remote digital storage is increasing. As such, data center capacities will need to expand to support this shift in computing. Data centers consume substantial amounts of electricity in support of their operations, and larger data centers will mean that more energy is consumed. To reduce electricity bills, data center operators must explore innovative options, and this thesis proposes leveraging solar technology for this purpose. Three different photovoltaic and concentrated photovoltaic costing scenarios, as well as four different Ontario-based electricity tariff scenarios – time-of-use, feed-in tariff, power purchase agreement, and a peak-dependent electricity charge involving the province’s global adjustment fee – will be used to determine if there is a business case for using solar technology at data centers in Ontario to reduce energy costs. Discounted net present value, return on investment, internal rate of return, and levelized cost of electricity will be calculated to determine the economic viability of solar for this application, and both deterministic and stochastic results will be provided. Sensitivity of the four metrics to variability from energy yield, operations and maintenance costs, as well as system prices will also be presented.

Throughout the world, there is a great demand to map out the increasing environmental changes and life habitats on Earth. The vast majority of Earth Observations today, are collected using satellites. The Global Watch Center (GWC) initiative was started with the purpose of producing a global situational awareness of the premises for all life on Earth. By collecting, studying and analyzing vast amounts of data in an automatic, scalable and transparent way, the GWC aims are to work towards reaching the United Nations (UN) Sustainable Development Goals (SDG). The GWC vision is to make use of qualified accessible data together with leading organizations in order to lay the foundation of the important decisions that have the biggest potential to make an actual difference for the common awaited future. As a show-case for the initiative, the UN strategic department has recommended a specific use-case, involving mapping large accumulation of waste in areas greatly affected, which they believe will profit the initiative very much. This Master Thesis aim is, in an automatic and scalable way, to detect and classify dumpsites in Kampala, the capital of Uganda, by using available satellite imagery. The hopes are that showing technical feasibility and presenting interesting remarks will aid in spurring further interest in coming closer to a realization of the initiative. The technical approach is to use a lightweight version of Automatic Target Recognition. This is conventionally used in military applications but is here used, to detect and classify features of large accumulations of solid-waste by using techniques from the field of Image Analysis and Data Mining. Choice of data source, this study's area of interest as well as choice of methodology for Feature Extraction and choice of the Machine Learning algorithm Support Vector Machine will all be described and implemented. With a classification precision of 95 percent will technical results be presented, with the ambition to promote further work and contribute to the GWC initiative with valuable information for later realization.

Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

After the disastrous event of September 11, 2001, the global supply chain facing the threat of terrorist attacks, and the international trade also suffered heavy damage,lead to development international supply chain security police or standard like Customs-Trade Partnership Against Terrorism(C-TPAT). And Taiwan plays an important role in the international economic, must to participate in this trend of international supply chain security issue. International distribution centers(IDC) also plays a crucial role in providing a number of logistics service. IDC probably concerned with the cost of assuring security and also the limiration caused the severe security check. Therefore,this study adopts Stated Preference(SP) design survey to investigate Taiwan IDC, and adopts Multinomial Logit Model(MNL) and Nested logit model(NL) to formulate the reaction alternatives choice. The sensitive analysis was also conducted to examine the impact of various policy incentives on IDC’s participating intention to global customs-trade partnership against terrorism.

A Study of Operation Orientation and Development Strategy Analysis for Port-type Distribution Center under the Global Logistics Consideration Student: Ching-Long Chen Advisor: Jen-Hung Wang Chu-Bing Shau Department of Transportation, warehousing and Logistics National Kaohsiung First University of Science and Technology Abstract Taiwan locates at the key position of the southeastern Asia and is also a transportation hub in the west Pacific basin. Therefore, “ Port Logistics” has become an important economical development of the country. The study focused on a port-type distribution center, which locates at the southern part of Taiwan, and was approved to develop by Executive Yuan on May in 1997. The main purpose of this research is to identify the planning and establishment criteria for port-type distribution center as well as its establishment advantages for alternative approaches, and to provide reference to governments and related private enterprises. The literatures about port-type logistics strategy and development concepts were reviewed first. Based on the ideas about the orientation of port-type distribution center from 20 experts, the questionare for the Delphi method was developed. After three times surverys, the key issues of the porblmes were summarized. Subsenquently a survey to 58 experts in industries, governments, and academic and research institues was processed. Finally the analytic hierarchy process (AHP) method was applied to construct the archiecture of operation assessment, and the pari-wise comparison was analyzed. Some key results are as follows. 1.For setting the priorities of the operational orentation and development strategy for port-type distrubution center under a global logistics consideration, “international logistics center“ is the best solution. 2.The key factors of the operating development for port-type distribution center include: “infrastructure and information system integration on a supply chain basis”, “horizontal and vertical strategic alliance”, “knowledge innovation and logistics talent training”, “balance between traditional and advanced logistics facilities”, and “global marketing network”. 3.The main function requirement for port-type distributin center establishment includes: “international logistics and resources integration planning”, “value-added services”, “transition and cargo consolidation among multiple nations”, “manufacturing technologies”, and “transportation and warehousing” respectively. The 21st century features a globalized, networked, knowledge-based and information-oriented new society. The revolution in new technology, communications and internet has not only formed a knowledge-based economy, new rules, and new market, but also led to the booming of new civil participation and global governance styles. Therefore, in 1999, the Human Development Report UNDP (United Nations Development Program) had claimed that “NGOs have been effectively advocated for human development, maintaining pressure on national governments, international agencies and corporations to live up commitments and to protect human rights and environmental standards.” Facing this trend, policy-makers should examine the roles of NGOs in the past and formulate new visions for the future while participating and sharing between the government and NGOs, the public and private sector, and organizations and civil society. The main objective of this study is to comprehend the organizational development of NGOs in Taiwan based on the concept of global governance and organizational development/change. The research takes a qualitative approach, with the methodology based on literature reviews and in-depth interviews. The International Center for Land Policy Studies and Training (ICLPST) in Taoyuan has been taken as an example for the study of its background, history, current status, relevant rules and regulations, relationships with the government and civil society, and future development. Through different stages of organization change, ICLPST has been given a good opportunity for future development, while it has also experienced many problems and challenges, such as political implications, shortage of financial support and human resources, and insufficient legal establishments.

Multi-Layered Predictors of ESE Policy Adoption: A growing number of K-12 public school districts in the United States have begun to embrace the whole-school approach to environmental and sustainability education through the implementation of simultaneous efforts to green their facilities and provide related educational programming. This article explores the breadth of this critical approach in the 200 largest school districts in the country. In examining policy predictors at the district, municipal, and state levels, the study combines National Center for Education Statistics data and information from a systematic web scan of school district and municipal websites. Using logistic regression, the analysis reveals four main findings. First, school districts under mayoral control are more likely to have a policy. Second, the study underscores the interconnectedness of these policies with the sustainability efforts of the municipalities they are located in. Third, school districts located in large cities are more likely to have a policy. Fourth, support from state educational agencies plays a role in advancing a policy. The Case of New York City Public Schools: Within an educational system increasingly focused on test-based accountability, how can a local education authority adopt a holistic environmental and sustainability education (ESE) policy? What local and global factors and actors shape and inform the creation of such a policy? In answering these questions, this article examines the formulation of ESE policy in the New York City Department of Education. Based on an analysis of archival documents and 20 expert interviews, the study draws on the Advocacy Coalition Framework and extends its application by adding global and social movement perspectives. In doing so this study finds that external events enabled the initial enactment of the policy in 2009, while the practice and local pilots of ESE programs substantially informed the reformulation of the policy in 2012. Taking the Expected Path vs. Forging Their Own: ESE Policies at DPS and PWCS: How do similar environmental and sustainability education policies unfold in fundamentally distinct locations? This article compares and contrasts environmental and sustainability education policies in two school districts: Denver Public Schools and Prince William County Public Schools. Although the districts are similar in size and education governance (elected school board), the locale of the school district, public opinion, local sustainability efforts, and the support at the state level for environmental and sustainability education are quite different. Grounded in an extended Advocacy Coalition Framework, the study contextualizes the different global, state and local factors and explores the agency of actors that shape policy change over time. The research finds that the policy at Denver Public Schools is following an expected path influenced by external factors such as the city’s sustainability plan, public opinion, and state support in the form of an Environmental Literacy Plan. In contrast, gubernatorial influence, and joint action of the sustainability team, parents and students forged a pathway to an unexpected policy at Prince William County Public Schools. The study strengthens empirical research of subnational environmental and sustainability policies and shows how different pathways are possible.
