Повний текст джерелаThis research introduces a theoretical and experimental approach of the food resilience in the French Overseas Departments and Regions (DROM): Guadeloupe, Guyana, Martinique, Mayotte and Reunion. The current social, economic, geopolitical crises and the global deregulation of the climate change strengthens food and nutritional insecurity particularly in the DROM. An analysis of the overseas territories characteristics has been conducted by applying an original method, the Economy-Wide Material Flow Analysis (EW-MFA) to identify the material flows and exchanges between the economic and environmental dimensions. Among these flows, the food one accounts for a major challenge to limit the vulnerabilities of these overseas economies. Secondly, we have considered the territorial and demographic particularities of overseas environments to design an adapted food resilience approach in order to satisfy the objectives of food and nutrition security. Here, food resilience is defined as the dynamic capacity to achieve food and nutritional security for all populations facing disruptions, notably through the production and insecurity challenges. Then, by identifying the contrasts and similarities between the overseas territories, we conducted a study to define a specific food resilience scorecard based on indicators relating the dimensions of the food system and the challenges of sustainable food. Our results show that the priority challenges for food resilience in the French overseas territories are social, nutritional, and economic. Based on these results, we proposed a specific reflection for each DROM to reduce inequalities. Finally, thanks to this research action, it is possible to establish a circular economy and solidarity-based model to promote food resilience in Reunion. For the first time it is possible to identify the benefits of the food waste valorization and the realities of people in food insecurity. Our thesis argues that the promotion of food resilience necessarily involves the development of people's capability

Повний текст джерелаThe external action of French overseas departments and regions in their local environment has a special name - regional cooperation. Cooperation modes specific to the situation of overseas territories are materialised through the exercise of devolved and decentralised regional cooperation. The definition of the law on regional cooperation among French overseas departments and regions is based on a separation of the operation mode between the law required to enter into an agreement or convention and the law applicable. The law applicable is therefore identified following a split between the law for the action and law for the application. The study of the legal environment of regional cooperation is related to legal means which tend to assign powers and authority to French overseas local governments on external issues. The degree of effectiveness of the action of a French overseas department or region with respect to the national and sub-national entities of its regional environment is to be measured in comparison with the international action of the National Government in the region. A review of the legal literature on regional cooperation shows agreements and conventions to be referred to international or internal jurisdictions depending on the partner involved in cooperative efforts and legal rule applied. The variability of the law makes it more difficult to define the law that applies to certain conventions. Observing the law applying to regional cooperation then makes it possible to pinpoint the specificity of these modes of cooperation. This raises the interest of a legal rule adjusted to the reality of a cooperation context for the expansion of overseas entities in ultra-peripheral regions

Повний текст джерелаThis research is a reflection on the musical fact, its emergence, its inner workings and its foundation. How and why does man create and play music? This work delimits a particular space in it threefold dimension: spatial, historical, and political. It is the case of Guadeloupe, French Guiana, and Martinique, former New World colonies, which are current French departments located in America, and which also became European ultra-peripheral regions. Methodologically, the case study is privileged. The fortuitous emergence of a funeral Bélia during Aimé Césaire's national funeral -is the starting point from which was approached the mechanism of music creation andconstruction of repertoires in French West Indies and Guiana. The tension between musical elaboration and its assessment is the main issue of our research. This context makes it possible to check the hypothesis of filiation, exchanges which govern the relations between material, mechanism of musics creation, and circumstantial human links. The hierarchy of those links and of the functions of the repertoires includes the creation of music. Deniai behaviors represent the main determinant for establishing status linked to corpus in order to institute practices. The obvious result of our work emphasizes an invention Lawonn or trialectical device: musical material in bipolarity/musical Assembly/Thought or Speech to form repertoires in reply to recurrent occasions or circumstances. Generally, the result is a phenomenon of transformation of thinking about the construction and the evolution of human links. It can be radical and become formalized in an inversion of those links, going beyond functions, practices. In our case, it involves Poetry, Anthropology, humanism, music and nationalism. The obvious search for acknowledgement resulting from the denial reveals an assertion. That assertion shows a demonstration of humanity objectivized by knowledge and sublimated by the poetic work. In this context, music in French overseas departments in America is an attribute of human existence

Повний текст джерелаThanks to its overseas collectivities, France enhances its heritage with a great diversity of species and ecosystems, often rare and sometimes unique. However, there are rather serious threats which weigh on this exceptional heritage. In this context, it is essential to evaluate the accuracy of the law of nature protection and biodiversity. The characteristics and legal status of the protection of nature, as well as its influence on the environmental, overseas and public laws, have been analyzed here. It will be shown that in contact with collectivities’ legal diversity – and a fortiori since the 28 March 2003 revision of the Constitution related to the decentralized organization of the Republic – a specific law on nature’s conservation is emerging. However, the efficiency of the overseas law, whether it is an exact copy of the law in Continental France or elaborated in a more autonomous way, still remains limited for the protection of biodiversity. It therefore appears necessary to strengthen the law on nature protection, both in its conception and enforcement. In this respect, an increase in awareness of certain ecological overseas’ specificities (such as being an island, extreme sensitivity to exotic invasive species, coral reef and endemic species, etc. ) could effectively contribute to this reinforcement

Повний текст джерелаThe first part presents the required adaptations of the ENFOM during the decade after its reopening in 1944-1945. The creation of the Union française forces the french ministry for the overseas territories and the school administration to reform the ENFOM to retrain the courses. These adaptations try to define the new profile of the perfect student and the perfect officer. These profiles are filled with colonialist traditions of the inter-war period and with new issues inspired by Brazzaville Conference. The statistical study of colonial officers’ movements between France and overseas territories determine the main flows and their acceleration. The second part considers the ENFOM and students’ evolution from 1956 to 1963. The ENFOM comes under stress the year the framework law is promulgated, the recruitment is africanised and the Bleu outre-mer manifesto is published. The esprit de corps is weakened by a generational and an ideological opposition. Colonial officers start then to be reclassified. The legislative framework, which is to their advantage, facilitates their integration in the french and/or African public service. The statistical study of reclassifications as a whole proves the importance of cooperation agencies. ENFOM closes in 1958-1959 and immediatly replaced by the IHEOM. This institute is created to train african officers in Paris as quickly as possible for them to operate in the new states. The former mainland thus confirms its domination. Thanks to a great statistical study, the last part lists all the reclassifications of present or volontary absent colonial officers, judges and labour inspectors on the whole from Africa at the time of independence. These careers and movements last from 1964 to the beginning of the 21st century and rely on ENFOM networks. The statistical study takes into accountall the metropolitan officers and the 106 african officers of the last three promotions. Proud of their colonial and post-colonial careers, former colonial officers set up memorial strategies (novel, political responsibilities, publications of former student association destined for historian) for posterity and sometimes to defend their record. This research ends with bases for an analysis of the private career which often followed their public one

Повний текст джерелаHistory shows that the rules of urbanism were introduced very early in the Antilles. Nevertheless the Urbanism Law applicable to Martinique and Guadeloupe despite the extensions carried out in 1948, was a specific law until the nineteen sixties. The assimilation has thus been progressive, and within the context of decentralisation, for example, only the measures relative to the mountain were not made applicable in the Antilles Departments. Furthermore, we note that all the Public Collectivities participate, directly or indirectly, in the execution of the Urbanism Regulation, and this is true according to an urbanistic logic proper to these territories. Despite these legislative or regulatory derogations that the Antilles Departments benefit from, (RNU, Littoral and SAR), the application of the Urbanism Law is characterised by the existence of two types of disfunctioning : generally inherent to the rules in as much as they are common to all spaces (Continental France and the French overseas Territories DOM), and the specific disfunctioning which originate from the land and environmental situations which are particular ti the Antilles. As a consequence, if the correct implementation of the Rule and its simplification could reduce certain general disfunctioning, obviously, only the adaptation operated within the framework of the Constitution (Statuts of the DOM : Article 73) could do away with the specific disfunctioning, and make the Rule more efficient

Повний текст джерелаThe management of the public domain is the root of recurrent problems affecting regional and coastal development, as well as environment al protection including notably the beaches. It Would be obvious to think that the measures taken to maintain a control over the real estate and heritage site put at the authorities disposal were effective enough to enable the carrying out of their mission, but the statements of fact is that the current regulation concerning the maritime public domain and especially the beaches, is not what was expected of it, that means a sufficient juridical security. The real issue is to show firstly, that the legislation concerning the beaches is confronted to a legal insecurity, then demonstrate that the regulation is becoming difficult to master because of the complexity of rules, as well as their tricky transposition in the overseas departments due to the insular nature of these regions. The consequence is the darkening of the law which leads inevitably to its inefficiency. The purpose of this study in to show that this juridical insecurity is worse in the overseas departments, to put also in evidence the ineffectiveness of the rules concerning the exploitation of the beaches, in order to clarify this juridical mess

Повний текст джерелаWhat is the relationship between health risk perceptions and the epidemiological context - especially when it is unstable? As part of this thesis, we focused on the three main components highlighted by Stokols in the analysis of context effects on health behaviors. It is a question of the spatial dimension of the phenomenon (how does the proximity of the risk affect the perception of health risks?). On the other hand, it is the temporal or diachronic dimension of the phenomenon (what are the temporal patterns that characterize the perception of health risks?). Finally, it is the socio-cultural dimension of the phenomenon (to what extent do people's social conditions influence how they perceive risks?). On the basis of a review of the literature and a series of questionnaire surveys conducted in the French overseas departments, we proceeded to verify a series of hypotheses on the spatio-temporal and sociocultural dynamics of perceptions. the risk of vector-borne diseases (dengue, chikungunya and Zika). These data have been presented in three scientific papers that will form the empirical part of this thesis. In general, this research allows us to highlight effects of habituation and / or minimization of health risks that have been poorly documented in the psychological literature. The latter, however, seem to be modulated to a large extent by phenomena of social influence that require better characterization in future research

Повний текст джерелаOur study relates to the political life of Reunion's island, of 1946 to 1982 in the prism of the question of the statute. The constant of this set of themes is in close link with the problems of the relationship between the overseas department and its "Metropolis". It acquires starting from the departmentalization, in 1946, a dimension which durably focuses most of the political debates and constitutes a central stake of the electoral consultations. Until the end of the years 1950, this question of the statute opposes a line in the island preaching a "measured" assimilation and a communist movement which defends a total and immediate integration. Since 1959, it is a separatist project carried by the Communist party Reunionnais which is developed against a camp departementalist and which is matched, since 1971, of a financial shutter around the idea of a "globalized assistance" of France. The problems of the statute are found the another stake proof like the idea of regionalization or that to break with the only statutory axiom in the debate of la Reunion's policy. It loses its force with the withdrawal of the watchword of autonomy in 1981

Повний текст джерелаIn France,the human-mosquito relationship and the mosquito control policies show differentiated stories and features from one territory to another.Thus,if in FDA mosquitoes never ceased being epidemic factors,however,on the Mediterranean coast until recently they no longer represented a Health risk.Indeed,in the FDA,since their implementation,mosquito control campaigns have always been conducted for a sanitary purpose through vector control campaigns.Meanwhile,in metropolitan France,aiming to reduce the nuisance,these policies were initially implemented to ensure the inhabitants comfort.But,starting from 2004,following the durable installation of the Asian tiger mosquito on the French Mediterranean coastline and the progressive widening of its distribution area,the context evolves and,from now on,the metropolitan France is potentially exposed to health risks hitherto circumscribed to tropical areas.Mobilising the theoretical frameworks of environmental,health and risks sociologies,and based on a corpus gathering qualitative (311 interviews and direct observations) and quantitative data (1415 questionnaires),this PhD analyses the recombining of the relationship between environmental and health challenges in light of the vector mosquitoes proliferation.It initially focuses on the place and status of the insect within the different populations.Then, the socio-economic factors influencing the individual vulnerability of exposure to the insect are studied.The third part is devoted to the expectations and requests of the inhabitants regarding the public management of the mosquitoes’ proliferation.Finally, a diachronic analysis centered on the Alps-Maritimes region is developed

Повний текст джерелаThis thesis studies the relation between migration dynamics and social paths of migrants born in the French Overseas Departments (DOM) and living in mainland France. My research focuses on the demography of migration flows, labor market outcomes, as well as the role played by citizenship and ethno-racial boundaries. I follow a mixed-methods approach. On the one hand, I combine large datasets from surveys conducted in mainland France and the DOM, providing a long-term assessment of migration flows and migrants’ trajectories (the French Census from 1968 to 1999; the Labor Force Survey from 1982 to 2012; Trajectoires et Origines, 2008; Migration Family Ageing, 2012). On the other hand, I conducted 40 semi-directive interviews with overseas migrants living in the Paris area, focusing mainly on public servants. My results show the impact of public policies promoting migration on flows’ growth, structure, and selection. Looking at the crossed effect of policies, economic context, and family dynamics, my analysis reveals how migrants balance economic, emotional, and normative concerns. The intermediary position of overseas migrants – positioned between the majority population and international migrants – plays at objective and subjective levels. The combined effects of their racial categorization as Black, the within-variations related to perceptions of their skin color, and the legitimacy granted by their long-held French citizenship, shapes their socioeconomic and symbolic positions within the French social stratification

Повний текст джерелаIn order to identify a model of acquisition for relative numbers, our research is grounded on the experimental paradigm in which children of different school levels (grade 6, grade 7 and grade 8), with different cultural backgrounds and languages (i. E. Those of the French continental area and of the Reunion island), but with same school teachings, have to solve and “contextualize” operations with such numbers. Our investigation assesses the importance of the inter-individual and intra-individual differences linked with factors of variability in learning, cultural context and linguistic insecurity, in the acquisition of relative numbers. However, beyond the individual factors of reliability, one acquisition model was identified in this numerical field. This model validates a three-stage developmental sequence: being able to write positive numbers with a sign (+), accepting that the result of an operation may be negative, computing with numbers that may be negative

Повний текст джерелаEvery French department has its own history and geography, not least those which form the French overseas territories and departments. While the metropolitan departments have just voted for new departmental councils, Mayotte confirmed by referendum her wish to become the 101st department. After her long colonial history, the islands of the Comoros did not choose the same destiny. These Indian Ocean islands became a republic, and Mayotte a new territory of the French Republic. It is Mayotte’s institutional and political history, the various steps which led to its departmentalisation, the obstacles overcome as much as the consequences now needing to be managed, which have attracted the researcher’s attention and analysis. The work has been driven by an ethic of conviction (the researcher has experienced this history as a Mahorais) and of responsibility (he has applied the same objectivity as every metropolitan researcher). He wants to contribute to the constitutional history of France by trying to explain in this research the legislative evolution of the French overseas departments and by exposing the different problems (health, education, migration, right to nationality based on birthplace) which need to be addressed. Up until now there hasn’t been any research done which examines the reason for this new French department; the 101st, one of the only ones not founded by Napoleon, but which nevertheless joins the great tradition of 1789 and “the decentralised republic of 1982-2013

Повний текст джерелаThe coastal environment of French overseas territories is both affected by the hydroclimatic and natural seismic hazards, and local or global destabilizing anthropogenic actions. This PhD deals specifically with cases of Wallis and Futuna and Lifou (Loyalty Islands) in the South Pacific, and Mayotte in the Indian Ocean. In a multidisciplinary approach, it gets onto the different facets of the adaptation potential of local societies when it comes to changes at sea level: occasional (associated with storm waves and tsunami) and global (with sea level rise related to global warming). The sea level rise, that seems inevitable in the medium term, hydro-climatic and seismic (tsunami) risks, means that local societies will probably adjust and organize their territories in a different way, especially coastal area (the most occupied space at the island scale). The different disciplinary approaches crossing can offer innovative tools and methods for optimizing the sea level rise adaptation strategies

The theoretical framework enables an analysis of the history of the overseas departments and their populations. Ways in which people born in the DOM become integrated in metropolitan France are observed through instances of socialisation such as family, school or the workplace. The aim of the thesis, then, is to employ relevant sociological concepts and existing work in the field to examine processes of integration of DOM-born immigrants

In the French legal order, this favorable measure is assimilated as a positive discrimination carrying a territorial differentialism. In a sense, local preference would be the legal phenomenon where the respective limits of the principles of equality and indivisibility of the Republic converge. Local preference would therefore be inherently suspect. The objective of the thesis breaks with these premises. Local preference can be reconciled with the French republican, universalist and indivisible model. To this end, it was first necessary to identify the characteristic features of local preference. This step revealed that local preference, like any positive discrimination, carries typical functions: both legitimate and subversive. Nevertheless, its beneficiaries remain atypical. Local preference is less than an ethnic preference, but more than a territorial preference. Secondly, it was necessary to consider the applicable regime. As such, local preference is characterized by a form of duality. Its integration is based, first, on positive constitutional authorization. In this case, the local preference falls, to some extent, within the competence of the local government. It is then based on a negative constitutional authorization. In this case, local preference falls, in principle, within the competence of the central power. These integration regimes question the aporias of the republican model which, while easily recognizing a right of local preference, struggles to realize a right to local preference

The originality of this PHD lies in the various scales that it encompasses, making it possible to compare local, regional and world issues over forty years, between the end of War World II and the beginning of the decentralization process in France. Повний текст джерелаUntitled occupancy infringes the property rights of public persons in their public and private domains. These are recurrent facts in the local authorities of Article 73 of the Constitution: Guadeloupe, Martinique, Guyana, Reunion, and Mayotte. To curb this illegal occupation, which is the vector of legal and land insecurity, notwithstanding the infringement of their property rights, these public persons carry out land regularizations focused on the issuance or validation of a title of property for the benefit of untitled people of their public domain, including the fifty geometric steps zone, through legal arrangements, and their private domain, through local arrangements. However, the question is: are these regularization procedures appropriate to definitively respond to Parliament's objective of curbing untitled overseas occupation in local authorities of Article 73 of the Constitution and, on the contrary, do they not constitute the legitimization of an infringement on the property rights of public persons? Given the persistence of untitled occupation overseas, it would be appropriate to move from unequal land regularization to public interest land regularization, better regulated. Land regularization is a necessary limit to the right of ownership, the basis of which is in the will of the owner, in the public interest, or even in the public utility. Backed by respect for human dignity and the right to dignified housing, it leads to an improvement in its tools, and contributes to the emergence of a real right of land regularization overseas
