Повний текст джерелаSurveys were carried out in four coastal parishes and respondents were asked various water-related questions for their household. The survey addressed a myriad of issues such as water availability, quality, categorizing responsibilities of water-related tasks, as well as a number of other topics. The number of surveys conducted was equivalent to one per cent of each parish population. The chi-square test for the analysis of a two-way contingency table was conducted to determine the influence of development and gender on parish households in differential water use, access, and perceptions of water. Surveys were completed to provide clarity to the objectives of the research which were twofold: to determine whether the amount of economic, social, and physical development of a parish influences the access and distribution of domestic water to households; and to uncover gender perceptions related to water use and determine how water use patterns and water consumption vary between genders in households.
Parish development was a much stronger indicator for water usage and distribution rather than gender. All questions compared across parishes yielded at least one statistically significant response with the exception of determining whether water shortages affected lifestyles. Parish water use was highest in St. Philip (898.1 L/week/capita) and lowest in St. Lucy, (729.9 L/week/capita). The gender analysis provided statistically insignificant results except for the total respondents' water quality, and a household's satisfaction with their water situation, which were only significant for the total population and St. Lucy categories. Regarding division of labour within households, women still occupy the majority of tasks relating to water by spending on average 12.6 hrs/week on water-related domestic tasks; while males and children spend almost 5.6 hrs/week and 1.70 hrs/week respectively.

Повний текст джерелаThis thesis focuses on microfinance in Kyrgyzstan as a response to the initiation of economic, social and political reforms following Kyrgyzstan's independence in 1991. These reforms accelerated Kyrgyzstan's transition from a centrally-planned to a liberal market-based economy. Microfinance became a favored mechanism for encouraging individual entrepreneurship and thus economic development. Based on field research I conducted in Kyrgyzstan during the summer of 2009, this thesis examines the economic impact of these reforms on women entrepreneurs, as women were particularly vulnerable to the social fallout from such reforms. Through participatory observation, small focus groups and semi-structured interviews, I analyze myriad aspects of the lives of women entrepreneurs who have participated in a microfinance project. I argue that microfinance provides an empowering, sustainable path for them. However, the historical occupational divisions encouraged by the Soviet Union affect how people use microcredit. I conclude with suggestions on improving microfinance practices in Kyrgyzstan.

Повний текст джерелаContinued federal and state policies aimed at reducing the livelihood of undocumented workers may force these populations to move to other locations. With the loss of undocumented workers and their families, Oregon can expect to see losses in population, employment, industrial production and state and local revenue. As undocumented populations are unevenly distributed across the state similarly to Hispanic populations, this study expects six counties, Hood River, jefferson, Malheur, Marion, Morrow and Umatilla, will see more than an eightpercent population loss, double the expected state loss rate, and proportionally greater economic losses. By estimating the undocumented population in each of Oregon's 36 counties, this study further details potential economic losses in the six Oregon counties with concentrated Hispanic, and consequently, undocumented populations.

Повний текст джерелаENGLISH ABSTRACT: This study concerned the piratical attacks occurring along the East and West coasts of Africa. Although maritime piracy along the coasts of Africa is not a new phenomenon, recent upsurges in piratical attacks have attracted a great deal of attention. Despite Nigeria being long considered as the hotspot for piratical activity in Africa, the greatest upsurge of piratical activity has been seen in the areas surrounding Somalia, including the Gulf of Aden and the Indian Ocean. The primary objective of this study is to identify the main causes of maritime piracy in Somalia and Nigeria. Also the correlation between state capacity (failed or weak) and the motivations for piracy (greed or grievance) is investigated. The secondary objectives of this study are to investigate the direct manifestations of piracy, as well as the current counter piracy initiatives. This is done in order to evaluate the successes and failures of current counter-piracy approaches in order to create more viable and successful counter measures. It is found that historical factors, as well as political, economic, social and environmental factors contribute greatly to the rise of maritime piracy in both Somalia and Nigeria. Furthermore, it has been found that there are numerous direct causes of piracy in these two countries. These differences and similarities have been investigated using a comparative analysis framework.
AFRIKAANSE OPSOMMING: Hierdie studie het betrekking tot die seerowery wat langs die Oos-en Weskus van Afrika plaasvind. Alhoewel seerowery langs die kus van Afrika nie 'n nuwe verskynsel is nie, het die onlangse oplewing van seerower-aanvalle baie aandag geniet in verskeie oorde. Ten spyte daarvan dat Nigerië lank beskou was as die probleem-area vir seerower aktiwiteit in Afrika, word die grootste toename van seerowery in die gebiede rondom Somalië, insluitend die Golf van Aden en die Indiese Oseaan ervaar. Повний текст джерелаMany African countries present the observer with a paradox: though richly endowed with mineral wealth, these countries are among the least-developed in the world. Mineral resources have historically been an important source of revenue for the state and one finds great diversity in the strategies that states have employed to access this wealth. These strategies range from direct participation in mining activity by means of state-owned companies to more indirect methods such as taxes levied on mining activity, with approaches varying not only among states, but also over time as historically certain strategies with regard to state involvement in mining have come to predominate. This study develops a typology of public/private sector configurations in the mining sector. The typology consists of three models, a direct participation, market-led and sustainability model. This typology serves as an analytical tool to investigate the impact of mining codes on sustainable development. The study concludes that in many cases the investment-oriented mining code reform undertaken by African states in the 1980s and 1990s has had a negative impact through the social and environmental costs associated with mining. Increasing recognition of these costs has resulted in the emergence of a sustainability model.

ENGLISH ABSTRACT: China and Africa's increased interaction over the past decade has received attention from the media, academics, economists and politicians alike. The rise of China as a potential world economic power has sparked both concern and suspicion. Concern over China's impact in African states has been voiced by Western and African leaders. The Chinese economy has experienced robust growth since embarking on ambitious reforms to open up its economy to outside investment and trade, as well as policies geared towards encouraging Chinese enterprises to go abroad. China's rise in importance in the international arena has led to increased scrutiny of its foreign policies and internal policies. In order to gain a balanced view of China's engagement in African states it is necessary to examine the various components of their involvement. This thesis has chosen to focus on CADFund as its main unit of analysis, and has illustrated that the Fund fulfils both a political and economic role in China's relations with Africa. This study will explore the political and economic motivations behind China's interest in Africa. Conclusions are drawn from the structural organisation, investment approaches and projects of CADFund. The way in which CADFund fits into China‟s Africa policy will be determined by looking at the Fund's activities and how they fit into the principles set out in China's Africa Policy. The main question posed by this study was regarding the role which CADFund plays in China’s Africa Policy. The mandate of the Fund is to provide funding and advisory and support services to Chinese enterprises wishing to invest in African states. With 60 completed projects to date, the Fund has arguably indeed helped to progress the Chinese government's goal of encouraging Chinese enterprises to invest in Africa. Recommendations for future research are encouraged in order to build on this specific field. For example, more extensive research could be pursued concerning CADFund linkages with the Chinese government. Together with this, questions regarding the perceived effectiveness of CADFund could also be addressed – specifically by investigating how projects are managed and monitored by CADFund. In these follow-up explorations, theoretical frameworks such as the “principle-agent theory” could also be incorporated as frameworks with which to view CADFund‟s relationship with the Chinese government.
AFRIKAANSE OPSOMMING: China en Afrika se verhoogde interaksie oor die afgelope dekade het baie aandag van die media, akademici, ekonome en politici ontvang. Die opkoms van China as 'n potensiële wêreld ekonomiese mag, het gelei tot beide agterdog en kommer. Kommer oor China se invloed binne Afrika state is geopper deur Westerse sowel as Afrika leiers. Повний текст джерелаENGLISH ABSTRACT: This is a theoretical study that appraises the nature and dimensions of Sub-Saharan Africa's (SSA's) political economy and the forces that underpin them, using a Coxian framework of analysis. Since 2000 the nature of SSA's political economy has been changing. Emergent trends and shifts in the region‟s political economy, including strong economic growth performances and increasing South-South cooperation, appear in contradiction to a dependent and conflict ridden depiction portrayed by most literature on SSA. From a Coxian perspective, it is contended in this study that these changes in SSA's political economy have arisen because of systemic changes occurring in the international system. At the same time, the study acknowledges that SSA's political economy is infused with dependence that can be identified through exploring the historical context of the twentieth century that shaped it. The majority of scholarly literature written on SSA has focused on humanitarian crises, poverty, war, corruption and conflict. In addition, mainstream International Relations (IR) and International Political Economy (IPE) theory largely overlook SSA. The majority of those that explore SSA's place in world politics have failed to contextualise SSA's position within the context of structural changes occurring in the international system. This has resulted in mainstream IR and IPE paradigms being inadequate to provide explanations for emergent trends in SSA's political economy. Exploration and analysis of mainstream IR and IPE theories and Africa's epistemological and ontological requirements directed the study towards selecting a narrowed Coxian Critical Theory (CCT) framework to further explore SSA's political economy. Using the CCT theoretical tools of 'historical structures' and 'hegemony' in the international system, the study explores: What have been the key trends prevalent in SSA’s political economy from 2000-2011 and how have these been shaped by structural changes in the international system? Does the nature of SSA’s political economy between 2000 and 2011 give scope for SSA’s conditions of dependence to alter? A historicised approach in line with CCT allows for exploration of SSA's conditions of dependence through identifying the key ideas, institutions and material capabilities pertinent to SSA's political economy in the twentieth century. The main trends of SSA's political economy from 2000 to 2011 include: a resilient economic and political performance in the face of the financial crisis of 2007 to 2010; increasing engagement with emerging powers resulting in being typified as the 'swing continent'; and different ideas and new approaches with regards to development thinking and the role and nature of institutions. These trends have been highly influenced by the structural change in relative material capabilities from traditional to emerging powers during this decade. The specific use of CCT as a framework has provided the means to analyse the fluid interactions between the key forces in SSA's political economy and the international system, allowing analysis of the possibility of SSA's conditions of dependency to alter. However, this is contingent on factors such as the desire of African leaders and policymakers to end the conditions of dependence. The study identifies the scope and limitations of Coxian analysis for understanding trajectories in SSA's political economy.
AFRIKAANSE OPSOMMING: Hierdie is 'n teoretiese studie wat die aard en die omvang van sub-Sahara Afrika (SSA) se politieke ekonomie en die kragte wat dit beïnvloed ondersoek, deur gebruik te maak van 'n Coxiaanse (Coxian) ontledingsraamwerk. Sedert die jaar 2000 het die aard van SSA se politieke ekonomie begin verander. Hierdie studie voer aan, vanuit 'n Coxiaanse oogpunt, dat sulke veranderinge in SSA se politieke ekonomie hul oorsprong het in sistemiese verskuiwinge in die internasionale bestel. Terselfdertyd, word dit aanvaar dat SSA se politieke ekonomie wel aspekte van afhanklikheid toon, veral wanneer die 20ste eeu in oënskou geneem word. Meeste akademiese literatuur oor SSA plaas die fokus op humanitêre krisisse, armoede, oorlog, korrupsie en konflik. Daarbenewens het hoofstroom Internationale Betrekinge (IB) en Internasionale Politieke Ekonomie (IPE) hoofsaaklik SSA oor die hoof gesien, terwyl dié wat SSA se plek in die internasionale sisteem ondersoek, dikwels daarin faal om SSA se posisie in die konteks van strukturele veranderinge in die internasionale stelsel te ontleed. Dit het IB en IPE paradigmas tot gevolg wat onvoldoende is om ontluikende tendense in SSA te verklaar. Daar is dus tekortkominge in hoofstroom IB en IPE teorieë. Terselfdertyd stel ontleding van SSA epistemologiese en ontologiese vereistes. Derhalwe gebruik hierdie studie 'n nouCoxiaanse Kritiese Teoretiese (CKT) raamwerk om SSA se politieke ekonomie dieper te ondersoek. Deur gebruik te maak van CKT se teoretiese gereedskap, historiese strukture en hegemonie in die internasionale stelsel, ondersoek die studie die volgende vraag: Wat is die belangrikste tendense wat voorkom in SSA se politieke ekonomie vanaf 2000-2011 en hoe is hierdie tendense gevorm deur die strukturele veranderinge in die internasionale stelsel? Ook, bied die aard van SSA se politieke ekonomie tussen 2000 en 2011 ruimte vir SSA se omstandighede van afhanklikheid om te verander? 'n Gehistoriseerde aanslag in lyn met CKT maak voorsiening vir die verkenning van SSA se omstandighede van afhanklikheid deur die identifisering van die belangrikste idees, instellings en materiële vermoëns wat betrekking het op SSA se politieke ekonomie in die twintigste eeu. Van die hoof tendense in SSA se politieke ekonomie tussen 2000 tot 2011 sluit in: sterk ekonomiese en politieke prestasie ten spyte van die finansiële krisis van 2007-2010; toenemende betrokkenheid deur opkomende magte wat daartoe lei tot Afrika bekend te staan as die 'swaai kontinent'; en, nuwe begrippe en idees oorontwikkeling, sowel as oor die rol en aard van instellings. Hierdie tendense is sterk beïnvloed deur strukturele veranderinge die afgelope decade in die relatiewe én materiële bevoegdhede van tradisionele en ontluikende magte. Die gebruik van CKT laat ontleding van die wisselwerking tussen sleutelmagte in SSA se politieke ekonomie toe, wat gevolglik ook analise van potensiële verandering in SSA se afhanklikheid moontlik maak. Of afhanklikheid wel beeindig sal word, hang onder meer af van die bereidheid van Afrika-leiers en beleidmakers om daad by die woord te voeg. Die studie bepaal die bydrae en beperkinge van Coxiaanse analise vir 'n begrip van die trajek wat SSA se politieke ekonomie inneem.

Ces outils d’analyse sont ensuite utilisés pour examiner, depuis l’origine des organisations syndicales contemporaines et de l’indemnisation du chômage, au XIXe siècle, jusqu’à la réforme du mode de contrôle des chômeurs en 2004, les fondements et l’évolution de la relation que les syndicats belges entretiennent avec les questions de l’emploi et du chômage d’une part, avec les chômeurs d’autre part.
In Belgium, 85% of the unemployed are unionised. This peculiar situation is mainly related to the specific position of the trade unions, as the jobless can choose to receive their benefits through the intervention of one of the three national unions. The Ph.D. dissertation aims at examining the origins of that specific relationship and its implications on both the trade unions and the unemployed.
The theoretical part explores the features of union action and functioning, the causes of unemployment and its consequences for the workers and their organisations, as well as the impediments and impetus to the contentious mobilisation of the unemployed.
Based on that theoretical framework, the Ph.D. dissertation then examines the origins and the evolution from the 19th century till 2004 of the union positions on the issues of employment and unemployment on the one hand, and their links with the jobless on the other.

Повний текст джерелаLa diplomatie énergétique russe s’affirme pendant les années 2003-2004, comme une démarche pragmatique, un moyen opportuniste de rencontrer un projet politique en utilisant un des rares leviers dont dispose ce pays appauvri et affaibli – sa puissance énergétique qu’il s’agit de transformer un outil de puissance politique, raison pour laquelle la politique étrangère russe va être mise au service de ce projet. Le travail fait donc référence aux spécificités internes de la Russie et au contexte international afin d’identifier les faiblesses et les forces de cette diplomatie spécifique.
Russian energy diplomacy, with which this work is uniquely concerned, differs from the classic industrial policies adopted by states in order to re-launch their economies or certain industrial sectors. It has consisted of putting Russia’s natural resources and particularly its energy potential (as a producer, a consumer, and a transit country) to the practical purpose of restoring its status as a great power. For Russia, the return to power would permit the country to emerge from its period of transition and become a leading actor in the world reshaped by the ending of the cold war. It is a matter of making its voice heard, as an equal partner in international decisions and the formulation of the new political norms necessitated by post-cold war upheaval.
In 2002-2004 Russia developed this energy diplomacy as a pragmatic and opportunistic means of attaining a political objective with one of the few levers at the disposal of an impoverished and enfeebled country – that is to say, its energy potential, which it turned into a political tool. To this effect, Russian foreign policy has been made to serve the same project. Consequently this work deals with internal specificities and the international energy context, in order to probe both the weakness and the strength of this particular form of diplomacy.

Повний текст джерелаIn South Africa, the promotion of economic zones by government is marked by a paradox. The Department of Trade and Industry promote economic zones in the promise of “regional development” (Department of trade and industry 2014). However, scholars including Chinguno (2009, 2011) and Robbins (pers. communication 2015) have argued that economic zones are not designed for this purpose. In particular, economic zones have been criticised for having minimal positive economic impact on adjacent communities (ibid.). This research as a result is located under the broad theme of economic impact or effects of economic zones, with a specific focus on induced economic effects of the Coega mega-project on businesses in Motherwell. In this research induced economic effects are understood in the context of income spending that result from direct effects (employment) of the Coega mega-project. Income spending as a lens has been used to investigate the manner in which workers employed at Coega mega-project spend their income, with a particular interest on whether these workers do or not spend their income on businesses that are operating in Motherwell. Motherwell is one of the adjacent communities - to the Coega mega-project - that have been targeted by the Coega mega-project for development (Nelson Mandela Bay Municipality 2010a). This community as a choice or area of study is interesting since the existence of the Coega mega-project is encourage by the Nelson Mandela Bay Municipality because of its potential to create jobs and foster economic growth in Motherwell (see Nelson Mandela Bay Municipality 2010a, 2010b, 2014b). Primary data resulting from a survey that involved 30 workers demonstrates that there is about 10 different ways in which workers at Coega spend their income. This include renting accommodation - buying food, clothing/cosmetics, fuel - paying for medicine/doctor visits, child care, education, recreation and transportation. Moreover, workers at Coega who participated in this research also spend their income by sending it to family members and they also save their income with banks. This research reveals that none of the workers who do not stay in Motherwell are spending their income on businesses that are operating in Motherwell. Moreover, this research also reveals that most of the income from the workers who stay in Motherwell is spent on businesses that are not operating in Motherwell. As a result of these challenges amongst other challenges for Motherwell - identified in this research - I have concluded this research by providing an intervention of what could be done to address issues of poverty and unemployment in Motherwell through income spending of workers at Coega. I have suggest that Motherwell should be developed to offer a safer and accessible urban structure/environment, characterised by mix of land uses at specific nodes that responds to income spending of workers at Coega.

Повний текст джерелаSuccessful East Asian developmental states achieved remarkable growth in a short space of time. They intervened in their economies and also built constructive relations with business and the capitalists class. South Africa has similarly committed itself to building a developmental state and its local governments have a developmental mandate. However, local governments in South Africa suffer from a plethora of problems. In the constellation of local governments, cities occupy a different position and possess the potential to play a developmental role. The City of Johannesburg is one such city. Its developmental approach including its effort to build relations with business since the dawn of the democratic era, are examined in this thesis. The results present a mixed picture. While positive city-business relations existed, these were not deeply embedded. This was epitomised by the lack of pervasive city-wide feelings of developmental solidarity and narrow agendas that animated city-business relations. However, in line with developmental state theory, especially the twenty-first century kind that not only focuses on growth but also redistribution, the city managed to make certain positive strides. On the anti-developmental side though, the quality of its business-related growth-enhancing services such as investment-attraction lagged behind. Unlike East Asian developmental states, the city also appeared to lack the ability to significantly determine the direction of development, especially investment by the private sector. Overall, the case of Johannesburg reveals the difficulty of emulating East Asian developmental states, especially the challenge of forging lasting city-business relations against the backdrop of informal segregation and huge inherited disparities.

Повний текст джерелаThe year 2000 witnessed a significant convergence of global policy positions. These positions range from the neoliberal regime which gained traction in the mid-1990s, participatory development models of the 1980s, and the technocratic approach to development of the late 1990s. Despite their ideological differences, these policy positions found co-existence in the (MDGs) and have framed how poverty is globally understood and how it should be addressed, including the use of communication especially the media to promote or fast track poverty reduction projects. This thesis is a critical analysis of the extent to which the United Nations (UN) Communication for Development strategy of 2007 has been used in Kamaila Village in Zambia and Mwandama Village in Malawi to implement MDG-related projects. The two villages were chosen because they have been exposed to different models of poverty reduction activities. The Mwandama Village project is part of the Millennium Village Project where a holistic approach is applied to address poverty, while the Kamaila Village is a beneficiary of a water project which is considered to be important to kick-start village-driven poverty reduction activities. Even though the two villages have been used as units of analysis, the main goal of this study was to examine the two policy documents as texts – the MDG and the UN Communication for strategy – how the discourse and narratives that inform them and their relationship with power, shape social practices and behaviour at national and village level. The study also sought to establish how language operates within the context of power relations by applying theories of global governance, knowledge and power, hegemony, participatory and media communication. The methodology used to gather data consists of a critical discourse analysis on the policy documents and qualitative interviews with different respondents from the villagers, the UN system, NGOs, media and governments. Through a combination of these theoretical frameworks and methodologies, this study has shown that the narratives and discourses that inform the MDGs are influenced by western actors who use the power of money to pursue their neoliberal interests under the guise of reducing poverty. The link between political power, the poverty reduction ideas and interests of elite actors saturates and remotely controls available policy spaces for participation with external knowledge and rules, starting from the UN system down to the villages thereby enabling neoliberal ideas to control the flow of knowledge and the construction of discourses. Despite attempts to harness local modes of social communication to transmit the neoliberal notions of poverty in the villages, individual villagers have discursively devised ways of maintaining their own ‘traditional’ ways of life. This highlights that poverty reduction discussions must not be too obsessed with controlling or changing people’s minds and behaviour but seek to understand the grassroots’ lifestyles as a baseline for informed intervention. Ignoring this baseline knowledge is one of the many reasons development has failed dismally since the 1950s because it is driven by capital interests from the top to bottom with less or no intentions to address poverty. In addition, the ability of media messages to influence practices and behaviour remains a contested arena. But as this study established, the strength of messages to alter social practices has its limitations because behaviour is a manifestation of several factors such as environment, context, biology, genealogy and culture, some of which are not linked to communication. However, communication within the context of the villagers is part of their way of exchanging or transmitting ideas and knowledge in producing and reproducing their culture and not to eliminate it. This thesis makes scholarly contribution through the use of a critical approach to international policy formulation, and participation within a globalised world. While several studies have analysed the link between communication and poverty reduction privileging the neoliberal construction of these themes, this study has demonstrated that the grassroots are not unthinking; they have a well-being, cultural context and communication ecology which needs to be understood first and respected. These findings expose the tensions between the neoliberal interests-driven elite view of poverty and the local way of viewing well-being.

Повний текст джерелаThis study will argue that; (i) that the evolution of hip-hop arises out of the need by young people to give expression and meaning to their day-to-day socio-political and economic struggles and the harsh realities of urban life, and (ii) that hip-hop has become the audible and dominant voice of reason and a platform that allows youth to address their plight, as active citizens, and (iii) that, as a music expression, the hip-hop narrative can be used as an unsolicited yet resourceful civic perception survey to gauge the temperature and the mood of society at a point in time. My research question is premised on the argument that the youth looks at society and their immediate surroundings through the lens of rap music and the hip-hop culture. It presupposes that it is this hip-hop lens that has become the projector through which the youth views and analyses society and then invites the world to peep through, to confirm and be witnesses to what they see. It is not the purpose of this research to argue how much influence hip-hop has on young people, but instead to look at how youth is using hip-hop to express their discontent and what the various sites are where their relentless desire for a better life is being crafted and articulated. In my investigation, I have argued that it is at these social sites that open or discreet creative expressions are produced/created by the hip-hop generation as the subordinate group and directed to those perceived to be the gatekeepers to their aspirations and their rites of passage. In my investigation I have explored how, out of indignation and desire, the hip-hop generation has employed creative ways to highlight and vent their frustration at a system that seems to derail their aspirations. This is the story of hip-hop where Watkins (2005) argues that the youth have crafted "a vision of their world that is insightful, optimistic and tenaciously critical of the institutions and circumstances that restrict their ability to impact on the world around them" (p. 81) With regard to hip-hop in South Africa critical questions and a central thesis to this paper begin to emerge as to whether hip-hop, as an artistic expression and a seemingly dominant youth culture, has found long-hidden voices through which young people now engage with this art form to address and reflect on their socio-economic and political conditions as active citizens in search of a meaningful social contract. By investigating the triangular relationship between commerce, politics and hip-hop, this study looks at how creative, adaptive people with unrealised potential, who find themselves trapped by illusion and exploitation (realistic or perceived), always try to find a meaning to make sense of their worlds.
