Since the overthrow of President Mursi in mid-2013, Egypt has witnessed an authoritarian rollback and shrinking spaces for civil society. Nationalist discourses have villified popular protest and channelled pressure for reform into a state-centric model of governance. Despite this hostile environment for social mobilization, protest has persisted. Contested Legitimacies explores this resilience of contentious politics through a multimethod approach that is attuned to the physical and discursive interactions among key players in Egypt’s protest arena. Drawing from a unique archive of sources, it investigates the rise and fall of different coalitions of contenders, from the Tamarod uprising against Mursi, to the Anti-Coup resistance against the military coup, to the challenges posed by the Tiran and Sanafir island campaign to Al-Sisi's regime. It highlights the decisive impact of battles fought in a discursive arena on the conditions of possibility for street politics: In postrevolutionary Egypt, a contest over the meaning of political legitimacy cemented political polarization, limited social movements’ coalition choices, and ultimately paved the way for a restoration of autocracy.

Frequent and fair elections, open to all, are fundamental elements of a democracy. The United States, through its local, state, and national contests, holds more elections, more often, than any other democracy in the world. But in recent years, there have been troubling signs that our system of campaigns and elections has become much more fragile than we had previously thought. More specifically, in the past twenty years, campaigns have changed profoundly: social media and viral messaging compete with traditional media, races once considered local in nature have become nationalized, Supreme Court decisions on campaign finance law now encourage mega-donors, voters are more polarized, party affiliation has waned, and the middle ideological ground has given way to extremist language and voter rage. Twice in sixteen years we have seen winning presidential candidates gaining fewer popular votes than their opponents. The fundamental right of every citizen to vote has been impeded by state legislatures demanding tighter access, more identification, and accusations of voter fraud. And we have faced the real threat of foreign influence in our national elections. This book offers the most up-to-date examination of campaigns and elections, including the challenges and opportunities they present. It addresses fundamental questions about who votes in American elections, how legislative districts are reapportioned and why it matters, the realities of voter fraud, the pros and cons of reforming the Electoral College, the impact of dark money on campaigns, and the role of political consultants and specialists, among other topics. This article discusses the use of Bayesian analysis in the evaluation of temporal volatility and information flows in political campaigns. Using the 2004 US presidential election campaign as a case study, it demonstrates the utility of a model with two volatility regimes that simplifies the task of associating events with periods of high information. The article first explains why prediction markets are able to aggregate information such that the prices of future contracts are reflective of the event’s actual probability of occurring before analysing data from futures on ‘Bush wins the popular vote in 2004’, or the traded probability, of Bush winning the election. These data are used to build a measure of information flow. The results show that information flows increased as a result of the televised debates, and that these debates, along with the selection of the vice presidential candidate, increased prediction market volatility.

The totalitarian nature of communist states is generally understood to exclude the existence of a public sphere sufficiently independent of the state to allow the expression of a range of opinions. However, popular opinion, if not a public sphere, did exist and it was monitored extensively by these states, since leaders needed to know about popular responses to their policies and campaigns. This essay explores the limits on the expression of popular opinion in the Soviet Union, China, and Eastern Europe, and the ways in which those limits shifted—and were challenged—over time. If it may be argued that the transformation of popular opinion into a ‘public sphere’ followed the collapse of communism in Poland, and possibly Hungary, ‘civil society’ was relatively insignificant in the collapse elsewhere (or indeed its persistence in the case of China).

This chapter focuses on the city of Menton, a small area occupied by the Italian Army from 1940 to 1942. Menton became the primary locus of the Italianization campaign, which mirrored the Germanization efforts carried out in Alsace-Lorraine. The forced Italianization encompassed education and religion, but also touched other aspects of daily life in Menton. The chapter shows how Italy’s unofficial annexation of the area became controversial as Italian military authorities clashed with the country’s civil servants who endeavored to make Menton a city model of the new Fascist region. It also considers the entente between Italian soldiers and the French populace and the Italian authorities’ implementation of a more nuanced approach to the local population of Menton. It suggests that the failure of the Italianization campaign in Menton probably shaped the Italian military occupation policy of November 1942.

In these provocative essays, military historian Phillip Meilinger explores timeless issues. Beginning with an iconoclastic look at the ideas of Carl von Clausewitz, Meilinger sees an unfortunate influence due to an emphasis on bloody battle, combined with a Euro-centric worldview. Moreover, Clausewitz’s dictum that war is an extension of policy actually says very little to guide modern world leaders. Other essays examine the nature of war in the twenty-first century, principles of war, the meaning of decisive victory, the importance of second front operations, the influence of time in battle, and a look at the first major amphibious and joint campaign of World War II in Norway. He also notes the crucial role played by service culture, and his controversial look at the American military tradition reveals that the US military has played a major role in politics throughout our history. An essay on unity of command in the Pacific during World War II reveals interservice rivalry and conflicting strategic views. Strategic bombing in World War II depended on new analytical tools, such as intelligence gathering. The United States Strategic Bombing Survey examined the results of those bombing campaigns in depth. The United States now engages in wars of choice and requires an international mandate to intervene to restore peace or destroy a terrorist group. We must therefore limit risk and cost, especially to the civilian populace. This leads to a new paradigm emphasizing the use of airpower, special operations forces, intelligence gathering and dissemination systems, and indigenous ground forces.

In this collection of essays, a range of established and early-career scholars explore a variety of different perspectives on Oliver Cromwell’s involvement with Ireland, in particular his military campaign of 1649-1650. In England and Wales Cromwell is regarded as a figure of national importance; in Ireland his reputation remains highly controversial. The essays gathered together here provide a fresh take on his Irish campaign, reassessing the backdrop and context of the prevailing siege warfare strategy and offering new insights into other major players such as Henry Ireton and the Marquis of Ormond. Other topics include, but are not limited to, the Cromwellian land settlement, deportation of prisoners and popular memory of Cromwell in Ireland. Overall, a picture emerges of a more moderate Cromwell than the version that has been passed down in Irish history, tradition and folklore.

In 2009, Jaime Bayly, one of the most influential TV journalists of the country, announced that he wanted to be the first bisexual, impotent, and agnostic president of Peru. He launched an atypical and unofficial electoral campaign, fueled by his irreverent and popular TV show El Francotirador (The Sniper). Bayly’s yearlong virtual campaign increasingly gained importance and local and international media coverage, but he ultimately dropped out of the race a few months before the election. This chapter analyzes how Bayly constructed his ambiguous and contradictory media persona during his 30-year media career and how he capitalized on its political appeal in his electoral run while revealing social tensions in contemporary Peru, a deeply divided society with fragile social institutions, precarious democracy, and a discredited political class. This book chronicles the rise of the transformative and transnational Nuclear Weapons Freeze Campaign. Amid an escalating Cold War that pitted the nuclear arsenal of the United States against that of the Soviet Union, the grassroots peace movement emerged sweeping the nation and uniting people around the world. The solution for the arms race that the Campaign proposed: a bilateral freeze on the building, testing, and deployment of nuclear weapons on the part of two superpowers of the US and the USSR. That simple but powerful proposition stirred popular sentiment and provoked protest in the streets and on screen from New York City to London to Berlin. Movie stars and scholars, bishops and reverends, governors and congress members, and, ultimately, US President Reagan and General Secretary Gorbachev took a stand for or against the Freeze proposal. With the Reagan administration so openly discussing the prospect of winnable and survivable nuclear warfare like never before, the Freeze movement forcefully translated decades of private fears into public action. Drawing upon extensive archival research in recently declassified materials, the book illuminates how the Freeze campaign demonstrated the power and importance of grassroots peace activism in all levels of society. The Freeze movement played an instrumental role in shaping public opinion and American politics, helping establish the conditions that would bring the Cold War to an end.

The 2016 election caused many pundits and citizens alike to decry the Electoral College. This book explains the dangerous and unconstitutional implications of the National Popular Vote Bill, which is quietly passing in state houses across the nation. Ever since the Founding Fathers created the Electoral College, Congress has tried to overturn it. The latest attempt is taking place not in Congress, but in state legislatures around the country, where a well-financed campaign by a private California group calling itself "National Popular Vote" (NPV) is proposing an "interstate compact" to circumvent the process for amending the U.S. Constitution. If adopted by states representing a majority of electoral votes, the signatory states would bind themselves to ignore the popular votes within their respective states, and instead allocate their electoral votes to the candidate whom the media proclaimed to be the "national popular vote" winner. In this new history of the Electoral College, law professor Robert M. Hardaway lays bare the constitutional loopholes that have allowed this movement to succeed in states representing approximately half the electoral votes necessary to purportedly bind those states to ignore the popular vote of the people within their respective states. The presentation of the information in this book to state legislatures considering the compact, resulted in complete reversal of preconceived perceptions about how presidential elections should be conducted.
