International Federation of Surveyors (FIG) is the federation of different nation's member associations representing the interests of surveyors in the professional fields of global surveying, geomatics, geodesy and geo-information. Technical work of FIG is led by ten different commissions with individual themes. Among these commissions, 7th commission with the theme "Cadastre and Land Management" decided to make a vision for cadastre in 20th FIG congress in 1994 and in line with this decision, "Cadastre 2014 - A Vision for A Cadastral System in the Future" was published in 1998. This vision addresses about the future development of cadastre and consists of views for ensuring the cadastre to be globally integrative and shaping the future of surveying occupation. This paper discusses on the vision of Cadastre 2014, its implementation status in Nepal to evaluate Nepal's "Cadastre 2014" performance.

In this study, we attempted to quantitatively determine the characteristics of keyword networks in the cadastre field using major contents of research drawn from international academic papers. Furthermore, we investigated the macroscopic evolution of cadastral research and examined its keyword network in detail (at a global scale) using semantic analysis. The analysis was carried out based on cadastral-research-related publications extracted from “Scopus” for 1987 to 2019. It was found that cadastre research has closely followed the recent trend of a growing interest in research on geospatial information and standardization. The results showed the advancement of technology innovation within the field of cadastres, as highlighted in the combination of relevant keywords (mostly from those related to spatial information technology and participation of civilians). These new issues are expected to drive the evolution of the academic scope in the future through synthesis with other fields for smart land management policy.

New South Wales is embarking on a major reform program named Cadastre NSW. This reform aims to move to a single source of truth for the digital representation of cadastre. The current lack of a single source cadastre has hindered users from government and industry due to duplication of effort and misalignment between databases from different sources. For this reform to be successful, there are some challenges that need to be addressed. <br><br> “Cadastre 2034 – Powering Land &amp; Real Property” (2015) published by the Intergovernmental Committee on Surveying and Mapping (ICSM) identifies that current cadastres do not represent real property in three dimensions. In future vertical living lifestyles will create complex property scenarios that the Digital Cadastral Database (DCDB) will need to contend with. While the NSW DCDB currently holds over 3 million lots and 5 million features, one of its limitations is that it does not indicate land ownership above or below the ground surface. <br><br> NSW Spatial Services is currently capturing survey plans into LandXML format. To prepare for the future, research is being undertaken to also capture multi-level Strata Plans through a modified recipe. During this research, multiple Strata Plans representing a range of ages and development types have been investigated and converted to LandXML. Since it is difficult to visualise the plans in a two dimensional format, quality control purposes require a method to display these plans in three dimensions. Overall investigations have provided Spatial Services with enough information to confirm that the capture and display of Strata Plans in the LandXML format is possible.

AbstractIn Poland, the cadastre is the basic register which is the source of information on cadastral entities and their property. Therefore, it should constitute a reliable source of information in the scope of establishing the range of law, its nature, but also the subject of its ownership. However, it is necessary to be able to not only check the current information on the legal status and its scope, but also review past statuses or determine the rights that will influence real estate in the future. The cadastre and related rights are changing very dynamically over time, and each state has a very strict reference to the previous state. Therefore, in order to manage real estate in the most effective way, it is necessary to record temporal attributes of cadastre objects.The main objective of this paper is to define the legal issues related to the possibility of registration at the time of creation or modification of object in the Polish cadastre. This paper includes analyses of both Polish legal regulations and European standards and norms. Moreover, the article presents the results of comparative analyses concerning the data model of cadastre and INSPIRE and Land Administration Domain Model (LADM) data models for the theme cadastral parcel in terms of temporal aspect.

Abstract After the cessation of mining activities, concerns for mining cadastre research are only sporadic. The present study aims at bringing up to date the evolution of the mining cadastre in the Romanian provinces with a mining book regime, territories that were until 1918 within the structure of the former Habsburg Empire. (Austro-Hungary since 1867). Several stages can be distinguished in the evolution of the mining cadastre in the areas shown. From the 16th century until 1854 the principles and methods of the mining cadastre were set up. Between 1854 and 1924 the provisions of the Austrian General Mining Law of 1854 were followed. From 1924 to 1948, the mining cadastre provisions provided for in the mining law of 1924 and other specific regulations are applicable. After 1948, under the conditions of a statist regime, the mining record did not respect the principles of the mining cadastre previously assessed. After 1990, the new mining cadastre only partially takes over the classical principles and methods of the mining cadastre. The way of applying the mining cadastre was focused upon in the town of Borșa, a mountainous place where farmers had not formed cooperatives and where intensive mining was carried out until 2007. With the cessation of mining in Baia Borșa, the mining cadastre was reduced to inventories of some mining assets and sporadic cadastre registrations of some premises and settling ponds. The study analyzes the current situation and proposes some integrated solutions, mediated by GIS technology, aiming the introduction of the mining cadastre in correlation with the introduction of the general cadastre. In this context, GIS technology offers modeling tools that, for example, can assess the degree of suitability of the land for construction.

The UML model of a land and building cadastre is defined in current Polish legal regulations. Its main part is the UML application schema that defines relationships between the main cadastral objects in sixteen diagrams. These objects—cadastral parcels, buildings and (independent) premises—are essentially 2D objects. Their relationships with other cadastral objects are compared and analysed in this paper. The UML model is built to supplement the application scheme of the traditional cadastral model with three new objects that are the equivalents of the main cadastral objects in 3D: ‘Cadastral Parcel 3D’, ‘Building Legal Space 3D’ and ‘Premises 3D’. Although the first two have been defined in earlier publications, this paper defines ‘Premises 3D’. Objects such as ‘Building Common Part 3D’ and ‘Building Part of Non-Extracted Premises 3D’ are proposed. The relationships among new 3D cadastral objects and objects of traditional cadastre are presented in three new diagrams. The authors propose that these new diagrams are added to the current cadastral model. It could be the foundation for building a future 3D cadastral model in Poland. In the authors’ opinion, the applied methodology may also be used in various legal systems.

Abstract. With rapid growth of urban environments worldwide, there is an increasing need to develop more innovative and efficient land administration systems. In Australia, various jurisdictions are currently in the process of implementing 3D cadastre to support better land administration services to the wider community. The ‘Cadastre 2034 Strategy’ published by the Intergovernmental Committee on Surveying and Mapping (ICSM) for Australia in 2014 indicates that a digital cadastre will be implemented as part of that strategy. As part of development of 3D cadastre, State of New South Wales has used the ePlan model based on LandXML for digital lodgement and validation of cadastral plans. This initiative aims to replace PDF cadastral plans with the digital format of LandXML. However, with the introduction of LandXML as the chosen formats for digital cadastral plans in NSW, there has been a significantly low level of Strata Plan digital capture and submission in LandXML format by the surveying industry. The research aims to identify the main challenges and explore a suitable method to improve the adoption of the digital format for Strata Plan submission and development of 3D cadastre in NSW. In this research paper, a mixed method research approach has been used by integrating both qualitative and quantitative data. The primary data was collected using online questionnaires and surveys of different stakeholders from government and the private surveying industry. The data allowed for the assessment of the effectiveness and implications of the digital system currently maintained by the NSW LRS (Land Registry Services). A case study was used for the creation, validation and lodgement of an existing strata plan using LandXML format. This paper demonstrates that implementation of 3D digital cadastral plans needs to be more structured in order to satisfy all stakeholders involved. More investment into the representation of complex 3D geometric models and classification for validation will improve the uptake by surveyors. The paper concludes with a discussion on the implications of the proposed strata plan implementation strategy and proposes future research within the topic of strata plan validation in NSW, Australia.

Land development processes today have an increasing demand to access three-dimensional (3D) spatial information. Complex land development may need to have a 3D model and require some functions which are only possible using 3D data. Accordingly, the Intergovernmental Committee on Surveying and Mapping (ICSM), as a national body in Australia provides leadership, coordination and standards for surveying, mapping and national datasets has developed the Cadastre 2034 strategy in 2014. This strategy has a vision to develop a cadastral system that enables people to readily and confidently identify the location and extent of all rights, restrictions and responsibilities related to land and real property. <br><br> In 2014, the land authority in the state of Victoria, Australia, namely Land Use Victoria (LUV), has entered the challenging area of designing and implementing a 3D digital cadastre focused on providing more efficient and effective services to the land and property industry. LUV has been following the ICSM 2034 strategy which requires developing various policies, standards, infrastructures, and tools. Over the past three years, LUV has mainly focused on investigating the technical aspect of a 3D digital cadastre. This paper provides an overview of the 3D digital cadastre investigation progress in Victoria and discusses the challenges that the team faced during this journey. It also addresses the future path to develop an integrated 3D digital cadastre in Victoria.

Abstract The aim of the paper is to give an overview of selected ongoing ISO standardization activities in the domain of geographic information dealing with BIM/GIS and 3D cadastre. The presented international standards have also a close relation to the activities (e.g. 3D spatial planning) from which the smart cities could benefit. In particular, in this paper the ISO 19152 Geographic information – Land Administration Domain Model (LADM) standard and ISO 19166 Geographic information – BIM to GIS conceptual mapping (B2GM) standard (still under development) are emphasized. Both mentioned standards are also strongly interrelated with each other. The ISO 19152 standard supports the smart registration of real estates by providing a conceptual schema incorporating 3D parcels, i.e. the 3D cadastre. 3D cadastre can provide the accurate, authoritative and unambiguous foundation for understanding the urban form. The second version of the ISO 19152 is also going to be extended to manage the spatial planning information. This enables 3D spatial planning in connection with the legal information, which is all together of big importance for building the smart cities. Furthermore, the ISO 19166 standard is going to provide a conceptual framework for transformation of BIM into GIS (at various level of details) and vice versa. This enables a wider use of existing detailed and semantically rich 3D digital BIM data in building of the 3D cadastre and smart cities GIS projects. Highlights for public administration, management and planning: • There are currently two running projects within International Organization for Standardization (ISO) from which the smart city should benefit – the international standard ISO 19166 BIM2GIS and ISO TR 23262 GIS (geospatial) / BIM interoperability. • There is an existing international standard ISO 19152 Land Administration Domain Model (LADM) supporting the creation of the 3D cadastre. • The second version of the international standard ISO 19152, which is now under development, will bring a support for spatial planning and also the examples of technical encodings of LADM in BIM/IFC and CityGML.

<p><strong>Abstract.</strong> The rapid development of a country has resulted in limited land use. This is indirectly encouraging multilayer development (strata) especially for the development of residential properties such as condominiums, apartments and others. The idea of having 3D database for the cadastral system has been discussed for a good and efficient management in Malaysia. The development in 3D GIS will make a 3D cadastral realizable. In Malaysia, the current 2D cadastre system is regularly updated by the National Mapping Agency (NMA) and Land Offices (LO). However, this 2D information may not be able to serve complex situations. The 3D strata acquisition and 3D modelling are important for strata title to manage the Right, Restriction and Responsibility (RRRs). This means needs to the system extended into 3D cadastre environment. One of the data acquisition techniques is utilizing LiDAR data to solve the problem. 3D geospatial objects could be generated from the captured points cloud. The NMA attempts to make use of LiDAR datasets for strata registration purposes. This paper also discuss the needs the 3D strata registration via XML and IndoorGML for future 3D strata development in Malaysia.</p>

Abstract The article considers one of the key aspects of transformations taking place with modern cadastral systems in the context of globalization, integration and digitalization of the surrounding space and economy. It is revealed that the transformation of existing functions of national cadastral systems in the transition to digital economy will obviously lead to the emergence of new properties of cadastral systems, in particular to the emergence of properties of adaptability. The study shows the regular stages of development of the functions of cadastral systems for each time stage, proving that the functions performed by the cadastral system are not static; they change as the economic system of society changes. From the point of view of system conceptions, the development of cadastral system follows a logistic curve and includes the stages: emergence of cadastral system and functions, stabilization of functions, their qualitative development, specialization of functions. Each stage is accompanied by the process of function deployment (winding up) under the influence of the processes taking place in the economic system and society. The emergence of the property of adaptability in the near future of cadastral systems will contribute to the emergence and development of a whole bundle of functions of national cadastral systems, aimed at adapting these systems to the environment of their functioning. The emergence of this new feature is necessitated by the ongoing digital transformation of land-use systems as a response to the challenges facing the global land-use system.

Cadastral information and land administration systems are central to effective land markets, land use and sustainable development. This paper focuses on one aspect of land administration dynamism: the changing uses of cadastral information. We follow a qualitative approach and offer an overview of why, how, and in what form user groups use cadastre and land register data in Finland. We then explore different user groups’ perceptions of emerging changes and discuss their implications for the future land administration system. We identify six major changes that potentially have such implications: the streamlining of environmental permit procedures, the integration of public services, three-dimensional land use planning, tightening banking regulations, digital services, and e-government, and coordination among public data agencies. The paper addresses the relatively unexplored customer side of cadastral information and reiterates the need for an interoperable, accurate and reliable land administration system.

The state of the art approach to environmental protection and management calls for the implementation of major multipurpose environmental protection systems and a wide scope of preventive measures. Since environmental protection falls within the scope of problems collectively known as “externalities” which justify government intervention, i.e. the implementation of the required measures, it is the responsibility of the government to ensure that adequate data is collected and analyzed prior to any decision making pertaining to environmental protection. It is this responsibility of the Government and the constitutional right of the people to live and work in a healthy environment that are the basis of the development of a Federal Integrated Cadastre of Polluters. The integrated approach requires a substantial increase in the amount of information and data on which the planning decisions of the future will be based. It is this need for information and data necessary for the implementation of the state of the art forecasting, planning and management (decision making) that brought about the development of the Integrated Cadastre (Inventory) of Polluters in the Danube basin in Yugoslavia. This paper presents the methodology used in the development of the integrated cadastre and gives a brief review of the structure of the information system used to manage the integrated cadastre.

The purpose of the study as a result of exploratory scientific work is to clarify and disclose the main unsettled preconditions in Ukraine, which allows the deterioration of the qualitative state of natural objects, especially in the agricultural sphere. The necessity of eliminating differences between these transactions, the declared norms of the Constitution of Ukraine, and the existing legislation and laws that will be adopted in the future has been substantiated. For this, appropriate cadastral numbers must be assigned to each such natural object, embodying their corresponding geospatial location on Earth (GEO) — within the state border of Ukraine, including the coastal strip of the continental shelf of the exclusive (maritime) economic zone. It has been established that a significant corruption violation and the suitability of state regulation of land relations and nature management on agricultural lands is the absence of a still functioning State cadastre of soils in agricultural landscapes of Ukraine (State Cadastre of the Agricultural Sphere of Ukraine). It was found that due to the absence of a constitutionally declared special Law of Ukraine «On the Right to Use Natural Objects of Property Rights of the Ukrainian People» for a quarter of a century, the rights of their owner (all citizens of Ukraine) are violated and the unauthorized use of the nation’s capital occurs. As a result, the rights, duties and responsibilities of users of natural objects are not standardized, as well as full-fledged requirements for their rational use and protection on a paid basis in accordance with established regulations. This is especially true of fertile soils and other natural resources of the agrosphere. It has been proved that the absence of the Law of Ukraine «On the Right to Use Natural Objects of the Property Rights of the Ukrainian People» together with the State Cadastre of Soils in Agricultural Landscapes of Ukraine is the main prerequisite for the deterioration of the qualitative state of natural objects, especially in the agricultural sphere, in Ukraine.

Abstract. In order to ensure the proper functioning and evolution of underground networks (water, gas, etc.) over time, municipal services need to maintain accurate and up-to-date maps. Such maps are generally updated using traditional data acquisition methods (total station or GNSS), which are time-consuming, expensive, and require several teams of surveyors in the field. In this context, an important topic of research is the automation of the updating of the underground cadastre in order to save time, money, and human effort. In this paper, we present a new method that we developed ranging from the choice of the acquisition system, the tests carried out in the field to the detection of objects and the automatic segmentation in a 3D point cloud. We have chosen to use a convolutional neural network on images for the detection of objects that are part of the underground cadastre. As the next step, objects are projected to obtain a 3D point cloud segmented based on the object type. The vectorization step is still under development so that objects can be converted to vector format and therefore be used for updating the cadastre. The results based on excavation sites with well-represented objects in our training database are excellent, approaching 96% accuracy. However, the detection of rare objects is much less good and thus remains a topic for future research. Overall, the complete processing chain allowing to automate as much as possible the update of an underground cadastre is presented in this paper.

The general objective of this article is to present the methodological approach for the assessment of the inundation risks associated with the rise in the mean sea level for different models and scenarios of climatic change (IPCC, 2013 and Jevrejeva et al., 2012). The approach focuses on the assessment of the hazard, exposure and physical vulnerability of the built areas, especially the residential areas along the Mediterranean coast of Andalusia (Spain). For hazards calculation a set of tide gauges’ data and climatic scenarios were analyzed to obtain future sea levels for all the spectrum of probabilities. Further, a method is proposed for mapping the probability associated with each scenario using a 5 m cell size DTM. For exposure and vulnerability assessment of built up areas, especially for residential ones, the National Cadastre, which is the most detailed set of data, have been used. Modeling the original cadastral data in a spatial database management system and their analysis through SQL sentences have made possible to identify the cadastral parcels with residential use and associated variables (area, number of residential real estate units, constructed area below ground, etc..), being therefore the cadastral parcel the spatial reference unit for mapping. The overlay of cadastral parcels and the inundation hazard maps has allowed identifying the residential cadastral parcels exposed to each climatic scenario. A method is proposed for better identification of the number of real estate units in each cadastral parcel, assuming this number as the base for residential parcel vulnerability. Finally, the risk assessment is calculated as the product of the previous variables. For the dissemination of the inundation risk assessment results, a web application (geoviewer) was developed. Results show that for the more pessimistic scenario more than 24,000 exposed cadastral parcels would be affected. Out of that, 13,000 exposed residential cadastral parcels were identified and their hazards, exposure and vulnerability calculated in order to map the final inundation risk associated with future sea levels.

Abstract. Sustainable development consists of the developing process of land, city, business, and community, which can be used for future generation. One of the tools for describing this process is called spatial planning. Spatial planning taking into account several aspects such as the number of plots (2D), vertical rooms or apartment (3D) of buildings and access to transport. The realization of this object requires the application of three-dimensional (3D) cadastre. This is essential for property rights to be registered and not superimposed. Traditionally, the cadastre is based on a representation of the 2D terrestrial division, but the 2D cadastre is not appropriate for applying and modelling information about the products. Some researchers have also discussed the options for transitioning 2D to 2D+ or three-dimensional (3D) registrations. According to Behnam et al (2016), the use of Building Information Model (BIM) as a feasible approach for managing land and property information in the administration of multi-storey buildings. Here, BIM is a technology capable of displaying the building’s in 3D model which can provide any kind of information inside the building. In this research our focus on surveying and mapping the sustainable development of Balinese building structure based on their indigenous knowledge. From survey results, Bali has a unique building structure in land use terminology. Generally, Balinese people use the concept of Tri Hita Karana (relationship of God, Human and Environment) for building their home. Beside, in Bali, there is a local rule that the high of building has limitation of 15 meters or it should has 5 floors. Therefore, this will impact the development future infrastructures such as to build bridge, toll road, apartment, railway and etc. Thus the big challenge in this area is to sustain local culture but technology can be implemented.

The levels of significant risk factors and social decision-making continue to undergo diverse alterations in several countries with their attendant geopolitics, gain-of-function research in biosecurity, environment, and health which necessitate international cooperation for peaceful coexistence within and across borders. A proper understanding of the cumulative impact of these changes in erstwhile, current and future trends is vital to harness and curb environmental health disasters in vulnerable ecosystem cadastres. Changes or trends in risk factor presentations or levels can be determined via disparate or collaborative spatiotemporal specific environmental cadastre and health surveys. International conflicts, hostilities, war, commodity crisis, inflation, trade imperfection, supply-chain disruption and labour shortages are being rebranded by multinationals and industrialized countries as health and environmentally virtuous policies.

The massive property development of high-rises and complex structures above and below the ground surface in cities indicates the lack of land and high demand to use spaces. However, the existing land and property administration systems are mainly two dimensional and not capable of efficiently managing these complex spaces. As ownership rights on plans are recorded in paper or PDF, understanding these rights and making effective decisions and analyses can be difficult without having experience in the art of reading and interpreting plan information. This paper attempts to address these issues by presenting a prototype for visualizing three-dimensional land and property information. The aim of this prototype is to illustrate and communicate the requirements and benefits of a 3D digital cadastre platform. The prototype is a web-based application and includes functionality to display both legal and physical data, interact with 3D models, display administrative data, identify objects and search objects, visualize cross-sections, and undertake measurements in 3D. For this prototype, a multi-story building was selected as a case study and its 3D model was imported into the prototype to display ownership rights. The prototype was then evaluated by various stakeholders and their feedback was considered for future enhancement.

The disparity between the legal understanding of boundaries and their surveyed location is explained. The impacts of this disparity on three boundary fabrics issues: survey-accuracy; greening cadastres; and crowd-sourced cadastres are then examined. The features are selected based on contemporary discourse within the domain of land administration. Survey-accuracy is found to be a confused, misused, and often politicized term. The concept of idealization precision should be revisited and embedded into both curriculum and cadastral design. Green boundaries, at least some forms, are already handled in some systems; however, newer varieties require better tools for adjudication, demarcation, survey, recording, and adherence. Crowdsourced data can be understood as a re-emergence of deeds style registration with its associated benefits and disadvantages. It might support existing cadastral systems, particularly those that lack complete coverage; however, it may also be used to publicize discontent with these existing systems. The paper illustrates lessons, threats, and opportunities for land practitioners involved with the establishment and maintenance of the legal boundary fabric.

Abstract. Nowadays, due to rapid development and large populations especially in urban areas has caused indoor spaces of buildings becomes bigger and more complex. In most developing countries, the needs of advance cadastre systems and land administration are vital due to rapid development and large population area especially in the city centre such as Kuala Lumpur. More populations have caused more limited space, which explains the need to build a more vertical building. Due to this, an efficient strata management are required for managing the strata title. A study of country-based profile on cadastre domain standard has been conceptualized for land administration in Malaysia that allows integration of 2D and 3D representation of spatial units with supports of both formal and informal Rights, Restrictions and Responsibilities (RRR). Since this research used Malaysia cadastre management as a case study, the proposed model for the Malaysian land administration country profile was embedded in the integration model. Meanwhile, a new working item proposal for LADM Edition II has been introduced on the idea of encoding further integration of land administration with an existing standard such as IndoorGML. Hence, this paper proposes a conceptual model on the integration between both legal space (indoor) and legal object using LADM Edition II and IndoorGML standards for strata purposes. Three objectives had been recognized to achieve the aim of the study. Firstly, to identify the integration of spatial components and non-spatial components for strata management. The second is to develop a conceptual data model for strata with the integration of LADM Edition II and IndoorGML and lastly, is to develop a prototype to validate the proposed conceptual data model. Thus, the development of the conceptual model may provide insights or ideas for future work and land administration on strata purposes.

The paper provides an overview of the state of abandoned military sites in the territory of the Zagreb Urban Agglomeration based on mapping, which was preceded by an examination of official digital ortho-photo maps, data from the Real Estate Cadastre and spatial plans, as well as consultations with physical planning institutes. Furthermore, previous brownfield conversion practices and optimum future use of military brownfield sites have been analysed, depending on their specific position in the urban agglomeration. The analysis is based on research that included semi-structured interviews with key stakeholders in brownfield regeneration in the Zagreb Urban Agglomeration.

Abstract The article focuses on the issue of agricultural soil sealing in the Dolní Věstonice and Modřice cadastres (South Moravian Region). Available data and map resources were used for this purpose (historical and up-to-date). Data was processed using manual digitalisation which helped to generate the needed map output. The decrease in area of agricultural land is analysed in individual periods starting in the year 1824 (source of data stable cadastre - the first half of the 19th century) until the present, and the sealing of different types of plots and soil kinds is assessed according to Evaluated Soil-Ecological Units (ESEU). In most cases, agricultural land sealing is associated with municipal expansion. To compare future development, potential (forthcoming) agricultural land sealing proposed within the valid landscape plans was also explored. Likewise, the overall price of sealed plots in both locations was calculated. The results show that there was a significant change in the use of both model territories between 1824 and the present. In Modřice, the area of the built-up area was changed from 16 ha (1824) to 409 ha (2016). The area of the site has expanded from 90% to agricultural land. The most significant change in this area is the development of builtup areas on agricultural land. In the model territory of Dolní Věstonice, the area of the built-up area increased from 16 ha (1824) to 48 ha (2016). The area of the site has expanded from 70% to agricultural land. Due to the construction of water reservoirs “Nové Mlýny”, the area of water bodies increased by 569 ha (during the period 1824- 2016). The water reservoirs occupy 65% of the cadastral area of Dolní Věstonice. The most significant change in landscape is the increase in water areas in Dolní Věstonice. Should this trend persist, an extensive reduction in agricultural soil and ensuing problems associated with sustainable agriculture, potentially also deficient food resources must be anticipated.

Abstract The register of land and buildings is an essential source of information on real estate. The use of cadastral data in land management is manifold, starting from spatial planning, through the calculation of taxes, the designation of real estate in land and mortgage registers, and finally, in real estate management. The accuracy of information from public records, i.e. the register of land and buildings, obtained by entities managing property has a direct impact on the correctness of the conducted processes of land management. Data necessary to determine the position of boundaries of cadastral parcels are taken from surveying documentation accepted into the national geodetic and cartographic resource database. If there is no such documentation, or the data contained therein are not reliable, information on the boundaries of cadastral parcels are obtained by means of field or photogrammetric surveys, preceded by the determination of the course of these boundaries. The present article analyzes the requirements of legislature regarding real estate data contained in the register of land and buildings. The possibility of capturing such information using an innovative method of laser scanning was also identified and tested. The object of the research was a fragment of the Old Town in Cracow, which had previously been covered by classical surveying. Based on the national geodetic control points and in relation to the National Spatial Reference System, with reference to GNSS, surveys of buildings arranged in a compact development were performed with a terrestrial laser scanner in order to compare the accuracy of determining real estate boundaries using these two methods. Possibilities of collecting data on the developed real properties that could be incorporated into the 3D cadastre in the future were identified and the quality of the obtained information was rated.

The experience of European organizations managing land cadaster system is analyzed with examples of land relations development given for different spheres: legal, technical, and economic. The peculiarities in adoption and application of the 3D land cadasters by different countries of the world is viewed. It is stated that a cadaster of the future is to be a multi-purpose one in the 3D or 4D format. The need in modernizing current land legislation to improve the procedures of collecting, preserving, restoring, and utilizing land resources in Ukraine pertaining to implementation of the principle of the State land cadaster keeping is accentuated on. Advantages of account-and-registration systems are analyzed; the legal nature of social relations arising in this sphere is clarified. The paper is mainly aimed at public sector geographic information providers in Europe (particularly those involved in mapping and cadastre) with the intention of highlighting the significance of fundamental concepts for digital geographic data archiving. Geographic information providers are mainly mapping agencies, but also archives preserving geographic data among a wider range of digital information. A supplementary objective is that the paper may provide useful information for providers of all types of geographic information right around the world. This paper states 16 principles for the long term retention and preservation of digital geographic information. The paper is mainly aimed at public sector geographic information providers in Europe (particularly those involved in mapping and cadastre) with the intention of highlighting the significance of fundamental concepts for digital geographic data archiving. Geographic information providers are mainly mapping agencies, but also archives preserving geographic data among a wider range of digital information. The article discusses the urgent problem of improving the information interaction between Rosreestr and the Federal Tax Service of the country, the optimization of the solution of which will allow not only to collect all planned taxes and tax payments in full and on time, but also to take into account within the framework of tax policy a fundamental aspect – the need for a consistent transition of regions to a "green" economy and sustainable development. Plans for such a transition have been developed and their subsequent adjustment is reflected in the Presidential Development Program of the country for the period until 2024, and in certain areas – until 2035. The complexity of their implemen-tation is mainly determined by economic reasons, reluctance, and in some cases, the premature im-plementation of environmentally expensive projects. The article proposed and analyzed options for taxation of real estate, allowing in the future to significantly increase, with a simultaneous differentia-tion of the tax burden, tax revenues to the budgets of different levels. Particular attention is paid to the theoretical and methodological foundations of the interaction of scientific technological knowledge and the practice determined by it, which are available in modern land management, cadastre and land monitoring represented by Rosreestr, with the main economic regulators of the NBP, represented by its partner, the Federal Tax Service, which has not only practical but also theoretical significance, empha-sized, in particular, by the rich content and multipurpose practice of world land management. The re-sults of this study were conclusions regarding a certain generality of the results of the activities of Rosreestr and the Federal Tax Service on modeling real geospace; increasing the possibilities of mod-ern knowledge in the field of land management and cadastre in solving problems of improving the in-formation support of property taxation.

Abstract The extreme weather events highlight the need to develop action concepts to maintain agricultural production security in the future. Hydrological extremes can occur within a year in the form of surplus water (i.e. inland excess water), water scarcity or even drought. These adverse effects are influenced, inhibited and also facilitated by human activity. Previously, complex amelioration interventions, including subsurface drainage, aimed to improve the productivity of agricultural areas with unfavourable water management properties. The current efficiency of the subsurface drain networks in the regulation of groundwater level or soil moisture content can be questioned from several aspects. After the end of the socialist era (after 1990s), lack of maintenance and operation tasks have become typical, and are still a problem today in Hungary. Unfortunately, there is no exact national cadastre on the tile drained areas, and data is only available to a limited extent in the original amelioration plan documentations. In the present study, we aimed to reveal the possibilities of delineating the subsurface drained areas, and to develop a new method of condition assessment. Three tile drained study sites were selected on the Great Hungarian Plain in Central Europe. Our field investigations revealed the typical problems of the drained areas: (1) excessive vegetation of the receiving channels; (2) inadequate condition of the receiving main channel bed; (3) soil compaction in multiple layers above the drainage network; and (4) poor condition of outlets of the drain pipes. The developed methodology enabled us to evaluate the soil and the surface/subsurface water of the tile drained areas, and the technical condition of the drains. The necessary action plans or treatments were also outlined to replace the unused drain networks into use. Based on the scientific literature, we also sketched the target conditions and technological solutions that are required for the installation of new drains. The organization of the derived data into a GIS database could serve as a basis for the development of a cadastre of the tile drained areas based on a regional approach.

Recently in our country, the construction of buildings become more complex and it seems that strata objects database becomes more important in registering the real world as people now own and use multilevel of spaces. Furthermore, strata title was increasingly important and need to be well-managed. LADM is a standard model for land administration and it allows integrated 2D and 3D representation of spatial units. LADM also known as ISO 19152. The aim of this paper is to develop a strata objects database using LADM. This paper discusses the current 2D geospatial database and needs for 3D geospatial database in future. This paper also attempts to develop a strata objects database using a standard data model (LADM) and to analyze the developed strata objects database using LADM data model. The current cadastre system in Malaysia includes the strata title is discussed in this paper. The problems in the 2D geospatial database were listed and the needs for 3D geospatial database in future also is discussed. The processes to design a strata objects database are conceptual, logical and physical database design. The strata objects database will allow us to find the information on both non-spatial and spatial strata title information thus shows the location of the strata unit. This development of strata objects database may help to handle the strata title and information.

Abstract Buildings account for 40% of global Greenhouse gas (GHG) emissions. In heating-dominated climates, most building-related emissions originate from building stock operational energy, especially from buildings constructed before energy requirements were introduced. Renovation can mitigate operational emissions, however, materials should be included to increase the mitigation potential. Life-cycle assessment (LCA) includes emissions from materials and energy but are time-consuming in renovations because BIM-aided approaches for automating inventories are inaccessible for existing building fabric. This paper proposes a parametric inventory-generator for existing buildings, which defines material quantities through few key variables, which are accessible in early design stages, and which relate to a reference model for a specific building type. The generated model includes LCA inventory data such as service life, replacements, and End of Life from a generic impacts database. The model is adjustable and can be supplied with predefined renovation interventions and new components. The proposed simplification has potential to facilitate modelling of LCA inventories for every existing building, and makes LCA feasible for more than deep renovations, offering a base for the proposed renovation pass by the EU commission. Future research will add building types and explore implementing default inventories based on cadastre data as public resource.

The article considers retrospective, modern and prospective ideas about the types of data sources for engineering mapping with economic applications, examples of the selection of source materials and cartographic documents for creating economic engineering maps of various types, including the prepa-ration of a unified electronic cartographic base, data of remote sensing of the Earth from space and aerial pho-tography. The retrospective analysis of cartographic works differs from other research methods in that it compares the planned results with the achieved results, and also takes into account the existing expe-rience in creating maps, which makes it possible to optimize and regulate the mapping technology in the future. The advantages of modern sources of spatial data, their relationship with each other and their content of thematic information for solving specific engineering problems of forestry, agriculture, land cadastre are reflected. Also indicators of optimal management of the municipal territories in the Irkutsk region and the study of natural and ecological complexes of all Baikal areas are noted. Based on the retrospective analysis the article reflects the method of choosing the scale of the created map and the selection of materials, corresponding to it, and considers the main combinations used for the synthesis of multispectral images for the purpose of engineering mapping.

Cadaster refers to a system involving comprehensive geometric data on real estate across a country along with full details of properties, owners and respective rights. It can provide a dynamic administration of real estate datasets so that tasks are carried out at maximum efficiency and quality. From the legal point of view, a cadaster survey seeks to specify 4 essential characteristics concerning immovable property, including owner, ownership transfer practices, geographic location, dimensions (area) based on primary and secondary registration numbers, quality and quantity of properties. By determining these parameters and registering them in single-sheet cadastral deeds as well as an online database, a great step can be taken to mitigate the rate of violations and crimes related to property registration, and subsequently reduce the lawsuits. Nowadays, it is critical to implement a land and real estate registration system in any country, since it can facilitate the sustainable development of the central government, provide security of tenure and property ownership rights, facilitate investment in the real estate market and the transactions, guarantee a transparent, efficient property evaluation and ultimately set the groundwork for planning and utilizing lands and achieving sustainable development. It is crucial to emphasize the fact that the Iranian economic and industrial development has posed numerous new obstacles against authorities in charge of the cadaster survey and registration of land ownership, since they have to take caution about the potential demand and dynamism of the cadaster expansion in the future. As a result, the cadaster expansion should be constantly monitored to ensure its compliance and support for adopting appropriate decisions, optimally managing the lands, minimizing the detrimental consequences of environmental changes and their consistency with the current and upcoming requirements. The continuous development of cadaster systems and their capability to cooperate with other national databases is vital for ensuring all needs are met in various economic sectors and providing reliable data update on real estate.

Dialect language as one of the main forms of the national language, which accumulates and reflects the linguistic and spiritual code of the people, its ethnic identity, is in the center of attention of linguists. Today dialects are perceived and evaluated as a phenomenon of natural functioning of language, a source of enrichment of literary language, knowledge of the ethnopsychology of the speaker, the study of historical language processes. One of the means of identifying a person in the information space is the emphasis, which is presented as a separate section in the ancient Ukrainian grammars of the XVI century. Some aspects of dialectal stress have sporadically attracted the attention of linguists in phonetic and morphological aspects. Their works, in which the peculiarities of speech in general and emphasis in particular are considered with varying completeness, serve as a reliable source in further research. A large, qualitatively new empirical base of Ukrainian dialectology has been created to date, which is the basis for the formulation and solution of complex linguistic issues, including the creation of a cadastre of dialectal phenomena and their scientific interpretation; implementation of comparative and historical-typological analysis of dialectal phenomena in national and Slavic contexts. The algorithm of research of dialectal stress is presented in the studio; stepwise analysis of mobility / immobility of accents of nouns, adjectives, pronouns, numerals in Ukrainian religious speech has been illustrated. The analysis of the dialect material presented in various sources made it possible to single out nouns, adjectives, pronouns, numerals, which differentiate and integrate the Ukrainian dialect continuum in word change, word formation. It was found that the common accentuation feature in the Ukrainian dialect space is the presence of each of these accent types; differentiation lies in the repertoire and in the fullness of the accent type. Integration-differential features in the Ukrainian dialect space in the word-changing paradigm of nouns are the emphasis of individual nouns, their forms. The proposed scheme of analysis of dialectal stress will help the researcher to systematize, classify the collected material. In the article it is impossible to give a complete list of words that differentiate the Ukrainian dialect space on the basis of emphasis. The given list of words is open. It is hoped that in the future it will be supplemented with tokens of different grammatical classes, as one of the urgent tasks of Ukrainian dialectologists is to create a cadastre of such words and phenomena that differentiate the Ukrainian dialect continuum.

The article presents an analytical review of research in the field of application of methods for analyzing data of remote sensing of the Earth to assess the state of the forest fund. In addition to the review of scientific publications, the main aspects of topical issues were studied on the basis of open sources (federal laws, decrees of the government of the Rostov region, and others). In the course of the study, a geoinformation system “Forest Fund” (GIS “Forest Fund”) was developed using raster analysis methods for assessing the forest fund and multispectral images (Living Atlas – Landsat, Sentinel services). Remote sensing data of the Earth was supplemented with data from the real estate cadaster for forest resources using open information from the public cadastral map. As a result of the work carried out, the layers of accounting for the forest fund of the Sholokhovsky district were obtained on the basis of data from the real estate cadaster by type of land use. The spatial analysis performed in the GIS made it possible to obtain maps classifying the territories of the forestry and forest parks according to the level of cadastral value. The performed analysis of the distribution of land by the level of specific and the level of total cost allows us to carry out an ecological and economic analysis of the state of the forest fund. In the future, the work carried out makes it possible to supplement the analytical materials of strategic documents at the regional level. The obtained ecological and economic data of the attributive tables of the geographic information system with a spatial geographic reference. Further processing of spatial data is of practical importance in terms of calculating the ecological capacity of territories using a quantitative analysis of estimates of plant biomass based on satellite images and an economic assessment of forest resources in the municipal district.

The article presents the results from the monitoring analyses of the buying/selling prices of agricultural land in accordance with the deposited contracts in the Real Estate Cadastre in years 2001&ndash;2008. Agricultural land sales, land areas and market prices are observed and evaluated under the size structure of the sold estates and their anticipated further utilization in the counties Dunajsk&aacute; Streda, Topoľčany, Rimavsk&aacute; Sobota, Liptovsk&yacute; Mikul&aacute;&scaron;, Michalovce and Svidn&iacute;k and for all observed counties as a whole. By data analyzing and evaluating of the agricultural land purchases/sales, there was taken into consideration the fact that the average price of the sold estates is to a large extent influenced by their size, location and the purpose of further utilisation. The estates of small area characterized as agricultural land are selling for the highest prices, but they already figure in the development studies and the land-use plans of the villages or they are regarded as building estates in the future. Therefore, the sold estates were divided into two categories in accordance with the expected further land utilization. As the estates for further agricultural utilization, there were considered the estates with the area above 1 hectare of agricultural land. In the case of smaller estates, it is assumed that they will be of building, recreational, sporting or other utilization after the landowner change. &nbsp;

The main objective of this study was to compare the capabilities of the Dyna- CLUE and Land Change Modeler (LCM) software based on the results of land use/cover development predictions in selected cadastres of the Prague suburban area. Time series of land use data, land use plans of the municipalities, and data on soil protection were used for this analysis. Land use prediction maps for the year 2020 were created using both software tools. The results of the comparison showed that the models respect the restriction of development. In accordance with the local land use plans, new residential development was properly allocated. As for commercial areas, the requirements were not completely fulfilled. It is evident that both models are able to produce correct maps of future land use based on specified requirements at the level of several cadastral units (area approx. 2,000 ha). However, the instability of LCM and the necessity of using other software while working with Dyna-CLUE somewhat complicated the work.

The article is devoted to determining the state of implementation of the General Plan of the city of Kyiv and the planning project of its suburban zone for the period until 2020. A comparative analysis of the actual indicators of the state of development of the city of Kyiv and the forecast indicators of the General Plan of the city of Kyiv, which are determined for the calculation period until 2020, was carried out. It was established that the level of deviation of actual and forecast indicators is up to 34%. Some deviations are related to exceeding the forecasted indicators, and part of the deviations are related to overestimated expectations for the calculation period of the General Plan of the city of Kyiv. In the future, in order to carry out urban planning monitoring, it is necessary to organize the process of data exchange between the Unified State Electronic System in the field of construction and local urban planning cadastre systems. A significant amount of documentation, which is subject to monitoring, is created and stored in the Unified State Electronic System in the field of construction. The Ministry of Development of Communities and Territories of Ukraine has adopted a new procedure for conducting urban planning monitoring. The updated Procedure for conducting urban planning monitoring defines the mechanism for conducting urban planning monitoring, in particular: determines the bodies responsible for conducting urban planning monitoring, establishes the sequence of conducting urban planning monitoring activities, the composition and content of the analytical report based on the results of urban planning monitoring.

Abstract Construction consumes about 40% of resources globally. The switch to a circular economy model in the building industry can contribute to the reduction of use of resources, and lower the environmental impact by extending the life cycle of building components and materials. However, circular economy principles in building industry are not yet established, while at the same time the complexity and consequences of such a transition require further research. The objective of the exploratory study “City Remixed”, whose first results are discussed in this paper, is to identify re-use and recycling potentials of Graz’s building stock for the city of Graz, in order to initiate the transformation of the building sector of the city towards the circular economy. Considering the city of Graz and its surroundings in a reasonably short transport distance as a closed system, we started by quantifying the existing building stock in form of a digital 3D model as shown in this paper. In addition to the recording of the materials or construction elements present in buildings and infrastructure (networks) and quasi bound in them with regard to type of building material, quantity, condition and position in a geo-information system (“urban cadastre”), the expected future time of availability of the material or construction element is also to be recorded digitally. In the future we will enrich the model with metadata, in order to enable the investigation of re-use and recycling potential of the components and materials as well as to determine companies, manufacturers testing and certification institutes that are necessary for these processes. Finally, we will develop renewal scenarios based on the existing building stock, as a result of possible component and material flows. From this process, we identify the fields of action, we settle decision-making bases and provide recommendations with regard to the transformation to a circular economy for different stakeholders, including the citizens. In this context digital technologies allow the storage, retrieve, management and update of large amounts of information, support the development of circular economy scenarios, which in turn offer a simple way towards the re-use and recycle of materials in the building industry.

The contract of sale of the future thing in which the land is the product deserves special attention. Atthe moment, it has developed a uniform judicial practice regarding the individualization of an unformedland plot as the subject of a contract of sale of a future immovable. In cases where, in accordance with thelaw, a land plot acquires the qualities of a divisible thing, the object of civil turnover can be not only thecorresponding land plot as a whole, but also its part, which in this case acquires the status of an independentland plot for the formation of a land plot. It seems that only after establishing (changing) the location of theboundaries of the land, i. e. formation of a land plot, it may be an object of land and civil law relations, maybe an object of ownership and other rights to land. The current legislation does not contain a ban on thepurchase and sale of a land plot, the right of ownership for which at the time of conclusion of the contractof sale was not registered in the established manner, however, the individualization of a land plot by landsurveying and cadastral registration is a prerequisite for the land the plot became the subject of a contractof sale of a future immovable.

The purpose of this paper is to investigate how did form veterans landowning in the Roman land surveying. The main sources on the problem are the treatises of Roman land surveyers (1-2 centuries AD). They contain information about the principles of surveying of land plots for Roman retirees and about right guarantees the veterans had. The task of this article is reconstruction of the process of civic assignations in Ancient Rome and highlighting of features of this action when land was granted to the veterans. At the end of 2nd century BC the limitatio has become the most common way of land division thank to activities of brothers Gracchi. The limitatio assumed the creation of dividers that organized space: Decumanus maximus and Cardo maximus . Their intersection created four parts of the future Ager Colonicus for veterans. The limits parallel to the main ones turned the colony field into a clearly organized boundary grid with a square unit of area - centuria, within which the land plots (intended for tillage, horticulture, viticulture) were formed for veterans. Since the time of Caesar and Augustus, the question of adding grazing land to the arable land was decided in the Roman land surveying art. The most desired types of non-arable land was not only forests, pastureland and relicta but also subseciva - remainders from land division. Those vacant centuriae were a good arable land which the state temporarily allocated to new settlers on a lease basis. In the cadastre, a special right of remainders (ius subsecivorum) was created, unifying the lease relations. Thus, the farm of the Roman veteran consisted of fertile land suitable for all types of agricultural activities, as well as different categories of land, which contributed to the development of property and ownership relations.
