As for factories, they are always divided into two main parts, which are the administrative part and the part in which the industrial process takes place, which is the industrial part. The two parts may be located in one building or a building dedicated to each part may be built, depending largely on the requirements of the industry and the size of the factory. There are large differences between the use of each part and thus, resulting in large differences in the characteristics of each building. The ways of choosing the construction method for industrial building in Egypt still depend to a large extent on anecdotal evidence or simply cost- based evaluation when comparing different construction methods for industrial buildings. Therefore, there is an urgent need for holistic criteria to assist in the method of choosing the appropriate construction method for industrial buildings during the early stages (design and planning stage) of the project. By reviewing the previous literature and the requirements of the various stakeholders in the project, reviewing the Egyptian laws, whether building laws or environmental laws, as well as labor laws, and making comprehensive comparisons between the different construction methods, especially the on- site construction method and the off- site construction method, a set of 30 Sustainable Performance criteria (SPC) based on the Trip Bottom Line (TBL) were determined. A questionnaire was designed and a survey was conducted for Egyptian practitioners who have experience in either the industrial building construction industry or in off- site construction methods. The survey included contractors, consultants and owners of industrial buildings. The survey was conducted to determine their perceptions of the importance of the selected criteria. The ranking analysis of the survey results showed that there is still a low importance for social and environmental standards compared to economic criteria in the method of choosing methods for constructing industrial buildings in Egypt.

The thermal performance of buildings in the south of China focuses on thermal mass design, while in the north it favors thermal insulation design, which makes it impossible to achieve a balance between the thermal mass and insulation. Here, a comprehensive evaluation index is developed to measure the thermal performance of a building’s external envelope, which aims to find out the optimal range of the wall thickness under the influence of the thermal mass and insulation, and to seek the correct balance between a building’s energy consumption and the thermal performance of walls. In this paper, four dimensions, namely the heat transfer coefficient, thermal inertia index, attenuation degree, and delay time, are discussed, and the weight coefficients of each subfactor are calculated and isotropically treated to create comprehensive evaluation indicators. Then the distribution laws of the composite index values of common building materials in different climatic zones are examined. The result shows that the correlation coefficient (R2) between M and building energy consumption is about 0.7736–0.8215, which is higher than 0.3494–0.384, the heat transfer coefficient, and is more accurate in predicting building energy demands. Furthermore, through the analysis of the thermal improvement rate and the building energy-saving rate, the suitable wall thickness of commonly used building materials in different climate zones is determined, and the application prospects of the research results are described. With the above research findings, the thickness ranges of walls can be determined at the initial period of building design by combining regional environmental factors and material characteristics to provide a reference for building energy-saving design.

Constitutive modeling of sheet metals involves building a system of equations governing the material behavior under multi-axial stress states. In general, these equations require a hardening law that describes the stress-strain relationship. This study provides a thorough examination of the existing phenomenological hardening laws in the literature. Based on their ordinary differential equations, special efforts were made to discuss the degree of flexibility of these hardening laws. Four new phenomenological hardening laws were proposed during the discussions to capture the stress-strain relationship of automotive sheet metals, such as aluminum alloy and steel sheets. Then, applications of 18 hardening laws for fitting the uniaxial tensile stress-strain data of 12 automotive sheet metals were thoroughly compared. The comparisons reveal that the proposed hardening laws capture well the experimental stress strain data of all examined materials. Compared to several combined hardening laws, the proposed functions have comparable flexibility but require fewer parameters.

One of the affairs that falls under the authority of the regional government of Bantul Regency is related to the affairs of the Implementation of Building Construction which is then regulated through Regional Regulation No. 3 of 2022 concerning Implementation of Building Construction. Regional regulations as written laws made based on the needs of the community must of course be adapted to societal developments and the legal politics of government administration. Therefore regional regulations require periodic evaluations to see the suitability of the regulated content material with developments in implementation in the community. This research focuses on what is the urgency of analysis and evaluation of Bantul Regency Regional Regulation No. 3 of 2022 concerning Implementation of Buildings, and how to analyze and evaluate the Bantul Regency Regional Regulation No. 3 of 2022 concerning Organization of Buildings. The research was carried out using the juridical-normative method with the laws and regulations approach, which was then analyzed descriptively qualitatively. The research found that both formally and materially the content was in accordance with the sectoral law, namely Law Number 28 of 2002 and further provisions stipulated in PP No. 16 of 2021 concerning Regulations for Implementing Law Number 28 of 2002 concerning Buildings, but it seems that it is only a copy and paste of the two legal bases. For this reason, in order to avoid repetition or duplication of arrangements, it is necessary to make arrangements that take into account local needs and wisdom in Bantul.

In Indonesia, there is a regulation for hospital building system set by The Republic of Indonesia’s Minister of Health arranging laws on hospital zoning plan, patient flow management, room requirement and size spesification, and structural and utilities system plan. Banyumas Dictrict Hospital is classified as type B academic hospital established in 1925. In order to develop hospital facilities and increase hospital bed capacity, Banyumas District Hospital demands area expansion and new buildings construction. This periodical development leads tol building system problems as zoning, hospital entrance and accessibility, and building flow system. Banyumas District Hospital is in need of post-occupancy-evaluation which is used as redeseign method, with the intention of restoring hospital to the regulation on hospital building by Minister of Health. Redesign result realized through the processing siteplan design, building design, and material application.</em></p>

However though the structures are supported on soil, most of the designers do not consider the soil structure interaction and its subsequent effect on structure during an earthquake. Different soil properties can affect seismic waves as they pass through a soil layer. When a structure is subjected to an earthquake excitation, it interacts the foundation and soil, and thus changes the motion of the ground. It means that the movement of the whole ground structure system is influenced by type of soil as well as by the type of structure. Tall buildings are supposed to be of engineered construction in sense that they might have been analyzed and designed to meet the provision of relevant codes of practice and building bye-laws. IS 1893: 2002 “Criteria for Earthquake Resistant Design of Structures” gives response spectrum for different types of soil such as hard, medium and soft. An attempt has been made in this paper to study the effect of Soil-structure interaction on multi storeyed buildings with various foundation systems. Also to study the response of buildings subjected to seismic forces with Rigid and Flexible foundations. Multi storeyed buildings with fixed and flexible support subjected to seismic forces were analyzed under different soil conditions like hard, medium and soft. The buildings were analyzed by Response spectrum method using software SAP2000. The response of building frames such as Lateral deflection, Story drift, Base shear, Axial force and Column moment values for all building frames were presented in this paper.

Green building rating tools developed to assess the impact of buildings on the environment may not have all the appropriate methods and criteria for different environmental, economic, social and cultural conditions in the world. Assessment tools should be developed to meet minimum green building standards and aspirations. The challenge in developing countries like Zambia is that there is limited access to green building rating tools and a lack of technology and resources to have local tools. Analytical Hierarchy Process (AHP) was used to select methods and criteria for assessing green low-cost housing in Zambia from literature review and interviews with building practitioners. The 11th Sustainable Development Goal was part of literature review and some strategies were adopted as part of the criteria for green building assessment. A sequential mixed-method design was used to collect and analyze data through interviews and an online AHP evaluation of preferred criteria and methods. The results from the study suggest that the most preferred method of green building assessment is a Local Based Assessment, with local strategies and materials. Energy, water, health and wellbeing were determined to be the most preferred criteria for green building assessment. The proposed criteria could be used for guiding designers and planners in housing projects and for reviewing current building bye-laws.

The article presents a comparative analysis of the main methods of housing and communal services management in an apartment building in Russia: direct management of the owners of premises, management of a homeowners’ association or a housing cooperative, management of a management organization. The purpose of the work is to identify the advantages and disadvantages of various methods of housing and communal services management, depending on the various characteristics of apartment buildings and the characteristics of the owners of premises, which allows improving the methodological tools of organizational and managerial aspects of the activities of economic entities in the housing and communal services market. The author has compiled in the table a description of alternative ways of managing an apartment building in accordance with the Housing Code of the Russian Federation. The author gives an assessment of the positive and negative sides of each of the listed methods. The author came to the conclusion that the owners of premises in an apartment building, when choosing a management method, should take into account the satisfaction of consumers of housing and communal services as much as possible, should comply with laws, sanitary and technical rules for the maintenance of an apartment building, and should also minimize the costs of managing an apartment building. The results of the comparative analysis will allow the owners of premises and local self-government bodies to make a more rational choice of the method of managing the MCD. Also, this study makes it possible to highlight problems in the issues of control of management companies and further improve the regulatory and legal norms governing activities in the field of management of MCD. The results obtained by the author will be useful for drawing up various government programs that stimulate the processes of digitalization of service activities of management companies in the provision of housing and communal services.

The main problem that has become a phenomenon in this study is the evaluation of the policy of the process of building a nuclear power plant in the Semenanjung Muria, Jepara Regency, Central Java Province. This policy evaluation is designed to be able to describe the stages of the process, mechanism and objectives of development policy evaluation in the implementation of the construction of nuclear reactors in the Muria Peninsula. The national energy crisis facing the country of Indonesia can be overcome by the existence of alternative energy, namely nuclear power plants. The results of the evaluation conducted by BATAN stated the feasibility of building a nuclear power plant on the Semenanjung Muria, but this contradicts the opinions of the people who strongly reject the process of building a nuclear power plant in their region. This is then the researcher analyzes further and becomes the focus of discussion in this study. This study uses Dunn's policy evaluation theory as an analysis knife in analyzing the policy evaluation of the process of building a nuclear reactor on the Semenanjung Muria. The dimensions of the policy evaluation studied are effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. This study uses qualitative methods, using primary data and secondary data. Primary data were obtained through in-depth interviews with related parties' perceptions about the policy. Secondary data collected in the form of a chronology of policies, laws and regulations and news about the research theme. The results of this study indicate that the evaluation of nuclear power plant development policies on the Semenanjung Muria has not been effective. This is due to public concern about the dangers of nuclear radiation that may be caused in the operation of nuclear reactors. In addition, problems related to political issues also have an impact on the discrepancy of the results of evaluations conducted by BATAN with the conditions that occur in the field. This continues with the era of reforms which has a direct impact on changing the direction of development and national nuclear policies.

In recent years, various large- and medium-sized shopping malls have been essential components of each city with the speed-up of China’s urbanization process and the improvement of residents’ living standard. A method for evaluating fire risk in shopping malls based on quantified safety checklist and structure entropy weight method was proposed according to related literatures as well as laws and regulations by analyzing the characteristics of fires occurring in shopping malls in recent years. At first, the factors influencing the fire risk in shopping malls were determined by carrying out on-site survey and visiting related organizations to construct an evaluation index system for fires occurring in shopping malls; afterwards, a quantified safety checklist composed of four parts (i.e. safety grade, grade description, scoring criterion and index quantification) was established based on related laws and regulations; subsequently, index weights were determined by utilizing structure entropy weight method, thus putting forward a method for assessing fire risk in shopping malls based on quantified safety checklist and structure entropy weight method. Eventually, the applicability of the evaluation method was validated exampled by Wal-Mart. The research result provides a theoretical basis for further improvement of the theoretical system for fire risk evaluation in shopping malls, and also exerts practical and guidance significance on timeous and effective early warning as well as prevention and control of building fires.

A thermodynamic model with a novel method of describing the performances of centrifugal chillers for air-conditioning is presented. It is based on the first and second laws of thermodynamics which captures the overall entropy change due to non-isentropic compression and expansion of the thermodynamic cycle. The model gives the fundamental relation between the coefficient of performance (COP) and the cooling rates (Qe) for (a) the modulating and (b) the throttling actions of the inlet guide-vanes of the compressor. The usefulness and the accuracy of the model are demonstrated here by analysing the in situ performance of two commercial, installed centrifugal chillers of an air-conditioning plant as well as comparing the available performance data of another chiller in the literature.

Advanced fire safety standards and laws are being applied to new high-rise buildings, but existing high-rise buildings are maintained and managed based on previous fire safety standards, which makes them weak to fire hazard response. This study was conducted to evaluate the survey results for the maintenance status of fire compartments and principal firefighting facilities of 157 buildings using the performance evaluation table for fire safety of existing high-rise buildings. This paper presents actual problems in the maintenance of fire compartments and firefighting facilities of existing high-rise buildings. In addition, it provides reference materials that can be used to establish policies for supplementing the fire safety performance the buildings in the future.

Tourism represents an important economic driver in Italy, being responsible for approximately 13.2% of the total GDP (a value higher than the reference European average) and for nearly 10% of the regional GDP. Among the touristic sectors, the agritourist ones show a persistent growth, experiencing in 2019 a 6.7 point percentage improvement compared to the 2017 figures. Given this situation, the transition towards a low-carbon path, affecting the building sector for some time, should also involve agritourist buildings, through the release of EU directives, member state laws, and technical rules. On the other hand, agritourism sites could be awarded the Community EU Ecolabel. Unfortunately, awarding the EU environmental excellence brand implies the availability of several data on building energy behavior that should then be managed by complex evaluation tools. To overcome this issue, the use of the simplified ARERA (Italian Regulatory Authority for Energy Networks and Environment) technical datasheets, issued to assess environmental improvements consequent to energy efficiency interventions in the urban residential building stock, is proposed. The application of this tool totally avoids using building computer-based simulation models, thus facilitating the preparation of the EU Ecolabel request documentation by agritourism owners. Being awarded the Community EU Ecolabel also implies approaching a net zero energy condition because of a lower energy consumption and a minor recourse to fossil fuels. For this purpose, an application of an easy graphical method, previously developed for residential and commercial buildings, which visually represents improvements achievable by a given agritourism when implementing energy efficiency measures, is presented.

During the last years, European government remuneration polices promoted the realisation of photovoltaic systems integrated with the structures instead of on ground photovoltaic (PV) plants. In this context, in rural areas, greenhouses covered with PV modules have been developed. In order to interdict the building of greenhouses with an amount of opaque panels on covering not coherent with the plant production, local laws assigned a threshold value, usually between 25% and 50%, of the projection on the soil of the roof. These ranges seem not to be based on scientific evaluation about the agricultural performances required to the building but only on empirical assessments. Purpose of this paper is to contribute to better understand the effect of different configurations of PV panels on the covering of a monospan duo-pitched roof greenhouse in terms of shading effect and energy efficiency during different periods of the year. At this aim, daylighting and insolation analysis were performed by means of the software Autodesk<sup>®</sup> Ecotect<sup>®</sup> Analysis (Autodesk, Inc., San Rafael, CA, USA) on greenhouse model with different covering ratio of polycrystalline photovoltaic panels on the roof.

Abstract. In recent years, China has promulgated the "Civil Code of the People's Republic of China", "Implementation Rules of the Provisional Regulations on Real Estate Registration" and other laws and regulations, which have protected citizens' rights and obligations in real estate from the legal system. It shows that the quality of real estate registration data is very important. At present, there is no set of standards for evaluating the quality of real estate registration data. This article sorts out the production process of real estate registration data and focuses on the four stages of production: digitization results, field surveys and surveying and mapping results, group building results, integration and association. As a result, the main points of real estate registration data quality control were put forward, and a quality evaluation model was developed. Taking Beijing's real estate registration historical archives integrated data quality inspection as an application case, it shows that the quality evaluation model has been successfully applied to actual projects, ensuring the quality of Beijing real estate registration data. It also provides a reference for the next step in China's quality control of the unified registration of natural resources confirmation.

ABSTRACT In recent decades, China's strong economic development has brought higher risk of oil spill at sea from ships, oil exploration and land. Accordingly, China government has enacted some new laws and policies such as the compulsory requirements on certain ships calling Chinese ports enter into a preparedness and response contract with a pre-approved response organization, up to now, there are already 137 private oil spill response organizations along the coastline. Also, the port operators are required to invest on oil spill response equipments depending on the result of risk assessment. At the same time, the central government has invested more 20 stockpiles along the sea port and Yangzi River. Nowadays, the amount of clean-up equipments has reached to a historical high level, and the total investment in recent three years is near ten times more than those ten years ago. Therefore, scientific evaluation of the risk and its spatial distribution of oil spill, and development of the reasonable and effective oil spill response capability planning, are the major demands for marine environmental risk management in China. To solve the issues above, a model with oil spill risk evaluation and multi-objective response resources layout is proposed for multi–sources risk. Hopefully, the model will be used to develop the national plan for National Contingency Plan for oil spill capability building in China.

The development of effective policies against land take should be based on a deep knowledge of the specific land use dynamics and their determinants in a regional context. To this end, the traditional quantitative land use change analyses need to be integrated with a more accurate spatial and qualitative evaluation of the effects of the land use zoning of municipal land development plans and of the connected supplementary regulations (e.g., local building regulations). Land take limitation policies in Italy are largely based on the definition of quantitative thresholds for new development zones, while ignoring all those undeveloped zones that have been assigned building rights codes by plans of which the knowledge could largely impact policies. This paper attempted to define a conceptual framework of analysis which integrates a land use change assessment with an analysis in a Geographic Information System (GIS) environment of the spatial distribution of normative zones. The method was tested on the Friuli Venezia Giulia region (north-east Italy)—a territory that has experienced rapid growth in recent decades—by analyzing the spatial impact of the recently promulgated regional laws on land take control, the explicit and specific purpose of which was to limit commercial and industrial land use in the whole region. The soil sealing data were analyzed by performing a cross-comparison with the building rights permissions data, thus achieving a comprehensive evaluation of the past and predicted land take for commercial and industrial uses. Results demonstrated that the expected land take will exceed the past urbanization rate, highlighting a substantial inefficacy of the promulgated regional laws in promoting local land take control. The main innovations of this study relate to the definition of a newer qualitative methodology for framing an efficient decision-making supporting system, while helping to achieve the long-term sustainability of policies.

With the wide application of high strength concrete in the building construction,the risk making concrete subject to high temperatures during a fire is increasing. Comparison tests on the mechanical properties of high strength concrete (HSC) and normal strength concrete (NSC) after the action of high temperature were made in this article, which were compared from the following aspects: the peak stress, the peak strain, elasticity modulus, and stress-strain curve after high temperature. Results show that the laws of the mechanical properties of HSC and NSC changing with the temperature are the same. With the increase of heating temperature, the peak stress and elasticity modulus decreases, while the peak strain grows rapidly. HSC shows greater brittleness and worse fire-resistant performance than NSC, and destroys suddenly. The research and evaluation on the fire-resistant performance of HSC should be strengthened during the structural design and construction on the HSC buildings.

Based on researches in material properties of reinforced concrete under high temperature, and combined with the whole process of fire, the fire-resistance test curve of building components suggested by ISO834 instead of the actual heating-up process. nonlinear transient temperature field simulates and analyses under fire of concrete frame columns based on Abaqus in this study. And temperature field distribution laws of column section are obtained. Conclusions of the paper are helpful to further understand of the mechanical properties of frame column under high temperature, and provide theoretical support for safety evaluation and reinforcement techniques of the structure after fire.

The Rural and Urban Land and Building Tax is a tax on land and/or buildings that are owned, controlled, and/or utilized by individuals or entities, except for areas used for plantation, forestry and mining business activities. The government internal control system is an integral process for actions and activities carried out continuously by the leadership and all employees to provide adequate confidence in the achievement of organizational goals through effective and efficient activities, reliability of financial reporting, safeguarding state assets, and compliance with laws and regulations. The purpose of this study is to find out how the internal control system is applied to the collection of Rural and Urban Land and Building Taxes in Southeast Minahasa Regency. The research method used is descriptive qualitative. The results of the study show that the work or activities carried out are in accordance with the elements of the existing internal control system, except for the elements of control activities in the segregation of functions sub-elements which have not been carried out properly. The conclusion of this study is that for the elements of the control environment, risk assessment, information and communication and monitoring, control has been carried out in accordance with Government Regulation Number 60 of 2008 and has been implemented properly, while the elements of control activities have not been in accordance with Government Regulation Number 60 of 2008 and have not been implemented optimally.

To overcome challenges like market dynamic configuration, information integration, and quick response, it is necessary to build an efficient, stable, and well-coordinated supply chain relationship for cruise ship supply. This requires building of a solid evaluation index system of logistics service providers (LSPs) in the cruise ship supply chain. In this paper, we introduce an evaluation index system that consists of four dimensions, based on the characteristics of cruise ship supply and the connotation and type of cruise ship supply LSPs. The four dimensions are business level, collaborative capacity, service price, and information level, including ten subcriteria. We first establish an evaluation decision model for the interdependence and feedback relationship between the criteria by using analytic network process (ANP) for weight definition of each index; then, we use Super Decisions software to simulate the results, combine RBF neural network training and validation, and extract implicit knowledge and laws. We propose an incremental algorithm that can effectively avoid the influence of subjective factors and increase the dynamic nature of evaluation. The results show that the ANP-RBF method has strong practicability in the evaluation of cruise ship supply LSPs.

Architecture is the precipitation of history, not only the embodiment of technical level but also the inheritance of history and culture. Excellent architecture contains high historical value and emotional factors, and it continues to deepen over time. Nanotechnology is a new technology that was born in the late 1980s and is emerging. It mainly refers to the study of the laws of motion and interactions of electrons, atoms, and molecules in the composition system of matter in the range of 0.1 to 100 nm. Nanomaterials have special properties and structures, and the composite materials made of them have the effect of strengthening and toughening the polymer by virtue of their high-quality strength and toughness. Therefore, the aim of this text is to explore the application of nanocomposite building materials in modern architectural design and analyze the advantages and development trends of new building materials. The method in this paper is to use the method of experimental comparison to analyze the performance improvement effect of nanocomposite building materials on the current main building materials of concrete. By establishing a model to study the impact on the shrinkage and mechanical properties of cement-based materials, it can also improve the environmental performance and comprehensive evaluation of building materials. Corresponding conclusions are drawn through data comparison. When the amount of nanocomposite building materials is 1.5%, the chemical shrinkage value of the cement paste will increase by 58.2%, and the shrinkage strain will increase by 15.3%. When the fly ash content is 20%, the chemical shrinkage value of cement paste is reduced by 30.5%, and the shrinkage strain of concrete is reduced by 8.8%. Therefore, adding nanocomposite building materials to cement-based materials can promote cement hydration, optimize pore structure, and to a certain extent can make up for the shortcomings of mineral admixtures and achieve better improvement effects.

Plenty of complex, time-consuming, and laborious workloads of design, construction, and inspection can be enhanced and upgraded by emerging AI techniques. In addition, many unsolved issues and unknown laws in the field of CE can be addressed and discovered by physical machine learning via merging the data paradigm with physical laws. Intelligent science and technology in CE profoundly promote the current level of informatization, digitalization, autonomation, and intellectualization. To this end, this paper provides a systematic review and summarizes the state-of-the-art progress of AI in CE for the entire life cycle of civil structures and infrastructure, including intelligent architectural design, intelligent structural health diagnosis, intelligent disaster prevention and reduction. A series of examples for intelligent architectural art shape design, structural topology optimization, computer-vision-based structural damage recognition, correlation-pattern-based structural condition assessment, machine-learning-enhanced reliability analysis, vision-based earthquake disaster evaluation, and dense displacement monitoring of structures under wind and earthquake, are given. Finally, the prospects of intelligent science and technology in future CE are discussed.

The utilization of buoyancy-driven natural ventilation in atrium buildings during transitional seasons helps create a healthy and comfortable indoor environment by bringing fresh air indoors. Among other factors, the air flow rate is a key parameter determining the ventilation performance of an atrium. In this study, a grey box modeling method is proposed and a prediction model is built for calculating the buoyancy-driven ventilation rate using three openings. This model developed from Bruce’s neutral height-based formulation and conservation laws is supported with a theoretical structure and determined with 7 independent variables and 4 integrated parameters. The integrated parameters could be estimated from a set of simulated data and in the results, the error of the semi-empirical predictive equation derived from CFD (computational fluid dynamics) simulated data is controlled within 10%, which indicates that a reliable predictive equation could be established with a rather small dataset. This modeling method has been validated with CFD simulated data, and it can be applied extensively to similar buildings for designing an expected ventilation rate. The simplicity of this grey box modeling should save the evaluation time for new cases and help designers to estimate the ventilation performance and choose building optimal opening designs.

This paper evaluates and modifies the so-called suboptimal control technique for turbulent skin friction reduction through a combination of low-order modelling and direct numerical simulation (DNS). In a previous study, Nakashima et al. (J. Fluid Mech., vol. 828, 2017, pp. 496–526) employed resolvent analysis to show that the efficacy of suboptimal control was mixed across spectral space when the streamwise wall shear stress (case ST) was used as a sensor signal, i.e. specific regions of spectral space showed drag increment. This observation suggests that drag reduction may be attained if control is applied selectively in spectral space. DNS results presented in the present study, however, do not show a significant effect on the flow with selective control. A posteriori analyses attribute this lack of efficacy to a much lower actuation amplitude in the simulations compared to model assumptions. Building on these observations, resolvent analysis is used to design and provide a preliminary assessment of modified control laws that also rely on sensing the streamwise wall shear stress. Control performance is then assessed by means of DNS. The proposed control laws generate as much as $10\,\%$ drag reduction, and these results are broadly consistent with resolvent-based predictions. The physical mechanisms leading to drag reduction are assessed via conditional sampling. It is shown that the new control laws effectively suppress the near-wall quasi-streamwise vortices. A physically intuitive explanation is proposed based on a separate evaluation of clockwise and anticlockwise vortices.

After 1970s, Japan has established relative laws and regulations to constraint industrial water, building water usage and forbidden unreasonable ground water exploitation which is caused by large amount of groundwater exploitation in 1960s. Such measures solved ground collapse problem on one hand indeed; on the other hand, along with the prevention of ground water exploitation, the groundwater level recovered to the normal level, and the floating power brought by groundwater rising threatened the architecture underground. The claim for groundwater utilization is rising. Also, groundwater has high value and good quality to supply water resource. Therefore, this research aims to construct a comprehensive groundwater exploitation model to clarify the sustainable groundwater utilization and economic, environmental impacts brought by groundwater usage. This new comprehensive model combined optimal groundwater exploitation model, water cycle model and socio-economic model together to practice optimal simulation. Through computer scenarios, we can clearly ensure groundwater utilization amount and method considering the sustainable development. Furthermore, the simulation model can be applied in other regions adjusting by specific characteristics.

Abstract Magnetorheological elastomer (MRE), as a field-dependent smart material, has been widely applied on base isolation for vibration reduction. However, the MRE isolation system often experiences large drift during a strong earthquake, which may cause mechanical failure. Additionally, its performance among the low-frequency range is still limited. To tackle these problems, this paper proposes a hybrid vibration isolation system which is composed of four stiffness softening MRE isolators and a passive ball-screw inerter. A simulation was developed to prove the effectiveness of the hybrid isolation system before the earthquake tests. A scaled three-storey building was developed based on the scaling laws as the isolated objective in earthquake experiments. Besides, a linear quadratic regulation controller was utilised to control the mechanical properties of the hybrid MRE isolation system. Finally, the evaluation experiments of the building under a scaled Kobe earthquake excitation were conducted. The experimental results show that the simulation and the experimental results were in agreement, validating that the hybrid isolation system could provide a better vibration mitigation performance, in the meanwhile, reduce the displacement amplitude of the isolation system.

Factors affecting rainwater resource management for the present and future include population growth, urbanization, and climate change. Rainwater harvesting (RWH) allows multiple urban water-related issues to be mitigated. In this study, a spreadsheet-based daily water balance model was developed to analyze the existing laws and regulations regarding the storage tank size of RWH facilities. Six buildings at different locations were selected for this study. Two are office buildings, two are school buildings, and two are sports buildings. The term “RWH facility evaluation criteria” is collectively used for rainwater supply satisfaction rate, rainwater guarantee rate, and rainwater utilization rate. A green roof can hold the rainwater for some time, reducing the peak flow and runoff volume. The results provide evidence that, among the selected studied buildings, buildings having a combination of a green roof and RWH facility score the highest in terms of RWH facility evaluation criteria, even though the actual tank size is much smaller than the standard tank size. This is the case with the Yesan County Office, in which a green roof connected to a small (66 m3) rainwater storage tank is installed. As a green roof can decrease the runoff volume, the rainwater can be managed efficiently with less pumping energy and only a small storage tank.

Abstract. Seismic vibration control using a magneto-rheological damper is a technique that interests several researchers around the world. This technique offers suitable structural building protection, ensuring human safety against earthquake excitation damages. The robustness of these devices depended in many cases on the designed law of control. Over the years, research focused on the development and modelling of various controllers to enhance the structural vibration elimination of buildings. The emphasis of this paper is on the evaluation of semi-active control robustness to reduce the displacements of a three-storey tested structure. The semi-active control device is a magneto-rheological fluid damper installed on the ground floor of the earthquake's excited structure and is controlled by an adaptive non-linear controller coupled to a clipped optimal algorithm to drive the current. The proposed controller is a sliding-mode controller reinforced by an adaptive technique to perform the control gain choice and overcome the chattering problem. The present law of adaptation is a switching conditional law between two laws offering the required gain depending on the system state. The numerical simulation results prove the effectiveness of the proposed semi-active control strategy in attenuating the displacements of the tested structure.

On 21 August 2017 at 20:57 (local time) a very shallow (H = 1.2 km), moderate (Md = 4.0), earthquake hit the volcanic island of Ischia (Southern Italy), causing the death of two people. The study of the damage to the buildings with the European Macroseismic Scale 98 (EMS-98), carried out immediately after the earthquake, highlighted that hilly area of Casamicciola Terme, on the northern side of the Mt. Epomeo, was the most damaged part of the island with locally quite relevant damage (I = VIII EMS). This seismic event is the first damaging earthquake in Ischia during the instrumental era. In fact, this provides, for the first time, the opportunity to integrate historical seismicity, macroseismic observations, instrumental information, and detailed mapping of the geological coseismic effects. In this work we evaluate the effects induced by the 2017 Casamicciola earthquake on the environment using the Environmental Seismic Intensity 2007 (ESI-07) macroseismic scale. This macroseismic analysis, together with the superficial coseismic faulting characteristics and the available geophysical information, allows us to reconsider the source model for the 2017 earthquake and the previous damaging historical earthquakes in the Casamicciola Terme area. The application of the ESI scale to the Casamicciola Terme earthquake of 21 August 2017 and the assignment of seismic intensity offers better spatial resolution, as well as an increase of the time window for the assessment of the seismic hazard, allowing to reduce the implicit uncertainty in the intensity attenuation laws in this peculiar volcano-tectonic setting. Since intensity is linked to the direct measure of damage, and it is commonly used in hazard assessment, we argue that building damage at Casamicciola Terme is strongly influenced by earthquake surface faulting and near field effects, and therefore controlled by the geometry of the seismic source.

The existing functional dependencies between the measured values of quality indicators and their evaluation on a dimensionless scale, which were used to evaluate qualimetry objects of different nature, are analyzed. It is shown that for an objective assessment of qualimetry objects, as a rule, it is necessary to apply nonlinear dependencies. The main task of the researcher is to choose the type of nonlinear dependence, it requires additional scientific research. A tool for choosing a particular nonlinear dependence is to understand the physical essence of the qualimetry object, that is, to understand the laws of the relationship between the measured value of qualimetry indicators and their evaluation. It is determined that when assessing the quality of qualimetry objects, it is necessary to have estimates of multidimensional quality indicators in dimensionless terms. To obtain dimensionless estimates, it is necessary to know the type of dependence between the actual quality indicators and their estimates. The search for such dependence is not a simple scientific task and requires a number of studies. To obtain estimates of different quality indicators in a dimensionless scale, it is proposed to apply such a mathematical dependence that would take into account the shortcomings of the existing ones and would be methodologically and practically provided. After all, any scientific problem must be brought to practical application. As a mathematical dependence, it is proposed to apply the error function, which is non-elementary and is used in mathematical statistics and mathematical physics to solve some practical problems. The use of the error function became possible due to the development of computer technology, because its application requires a number of mathematical transformations. The error function is standardized in applications, so there are great opportunities for its practical application. It is proposed to use the error function for quantitative assessment of the quality of objects of different nature. Its capability and efficiency are checked. The proposed function can be universal. It is checked that it can be used to assess the quality of qualimetry objects of different nature.

Combustion is a process in which light and heat are produced when a series of complex chemical reactions take place. Our life has long been inseparable from combustion, such as coal for power generation, fuel oil for car engines, rocket propulsion, waste incineration; but at the same time, with the development of the city, the damage caused by frequent fires is more serious. The purpose of this topic is to study the laws of plane flame combustion under different conditions. It is proposed to simulate the real plane fire combustion conditions with different flow conditions such as wind speed, combustion space and opening conditions, and propose relevant cognition and Countermeasures Based on this. Through the analysis of the above points, we can simulate the combustion situation of different weather and floors un-der different real conditions, different scale indoor environment and boundary conditions, so as to carry out new building requirements and planning, and lay a referential foundation for the evaluation and control of the fire scale.

The Albanian legislature has been slow to comprehensively regulate and suitably penalize cruelty towards animals. During the second decade of building a democratic legal system, adopted legislation mandated administrative penalties for only a small number of acts of commission or omission that constituted cruelty to animals. A petition from 37,527 electors obliged the Committee of Laws at the Albanian Parliament to deliberate on the criminalization of animal cruelty for the first time in November of 2017. Two years later, on 18 July 2019, the Albanian Criminal Code was amended with six provisions criminalizing animal cruelty. How has context and other factors shaped the law in Albania with regards to animal cruelty? Authors aim to respond to this question through a functional method with a problem-solving contextual approach, engaging in an in-depth legal evaluation of the Albanian legislation and comparative analysis on the topic. This work draws on deliberations from eight meetings of the Committee of Laws and consultation with nineteen Members of the Parliament, civil servants in responsible institutions, and representatives from civil society, to clarify how society’s effort shaped the criminalization of cruelty towards animals in Albania. The discussion proceeds with a comparative legal analysis between proposed legislation and adopted changes in the Criminal Code with legislation in certain EU Member States and EU acquis. Concerns linger about whether criminalizing a behavior such as animal cruelty is the appropriate way to reduce the occurrence of this offence.

Abstract To examine the methodology for determining the moisture diffusion behavior of lignocellulosic biomass in steady and unsteady states (two stages of a sorption isotherm), the diffusion coefficients in the steady and unsteady states (DSS and DUS) were investigated over a range of relative humidity (RH) from 10 to 90% using a dynamic vapor sorption (DVS) apparatus and a specifically designed cell kit. Thin samples with a thickness of 50 μm were prepared from three lignocellulosic biomasses, i.e. poplar, Chinese fir and moso bamboo. Based on Fick’s first and second laws, DSS and DUS were determined. An increase in DSS or DUS was observed with increasing equilibrium moisture content (EMC) or transient status, regardless of the lignocellulosic biomass species. The moisture-dependent DSS of poplar, Chinese fir and moso bamboo was similar to values previously reported. Chinese fir and moso bamboo exhibited the highest and the lowest DSS values, respectively, when the same EMCs were achieved. The results of this study revealed that DSS and DUS of lignocellulosic biomass (even with limited dimensions) could be determined during a sorption isotherm in a wide humidity range. Furthermore, the results are helpful for simulating moisture transport behaviors in the fields of drying, paper packaging and wooden building maintenance.

Introduction. In the modern development of digital technologies and the information society the ideas are produced faster than ever before, creating a commercial and consumer purposes. National economiсs can not develop effectively in a closed environment. Today is much easier to sell creative product online, but in many developing countries, it is still difficult to achieve. In 2018 the Global UNESCO report noted that many small businesses, including artists from developing countries face many challenges in integration into global export markets, unlike those countries with access to services such as logistics for the delivery of goods abroad, knowledge of regulatory requirements to export laws of importing countries and so on. The relevance of creative industries is amplified during the increase in economic development, globalization of the world economy and erasure of national boundaries. Purpose. The article aims to analyze the current state of creative industries in Ukraine and their evaluation as strategic development segment. Methods. To achieve the goal methods of analysis and comparison of international experience, ordering statistics are used. Formation of the overall picture of creative industries in Ukraine carried out based on a systematic approach. Results. The tendencies of development of creative industries in Ukraine are found out based on an analysis of the literature, international experience and organizing statistics,. The priority directions of development of the industry that provide competitive advantages in the context of globalization. The necessity of a clear definition of creative industries in domestic legislation. The problems of formation and development of creative industries in the national market in Ukraine and ways of solving them. Discussion. The direction of future research is focusing on building a coherent, unified system of indicators creative industries and their comprehensive evaluation on the basis of national and international experience. This will help identify the creative industry as a strategic vector of economic development and to develop effective tools for their effective implementation and use, and appropriate regulatory and legal support.

The Fisheries Governance Tool (FGT) is a comprehensive, evidence-based diagnostic tool that fishery managers, environmental organizations, funders, investors, and other key stakeholders can use to track progress against sustainability goals, identify gaps and challenges that impede continued improvement, and set targets for improvement. The diagnostic tool was developed following a thorough review of existing evaluation and assessment schemes and builds upon many of the credible and widely accepted guidelines and assessment tools currently available. It is built on the premise that the most comprehensive and informative measures of country or regional performance requires evaluation of evidence across three components: 1) the laws and policies governing fisheries, 2) the capacity to implement those policies, and 3) the functioning and performance of the fishery management system and fisheries. The Tool’s reliance on empirical evidence allows for an objective, repeatable and rigorous evaluation. Driving this work has been recognition of the importance of identifying and strengthening the enabling conditions for good fisheries management. The FGT offers a unique integrated evaluation of enabling factors and outcomes across the triple bottom line of ecological sustainability, economic efficiency and social/community well-being, with measures spanning a range of identifiable performance levels. Measures identify the building blocks of sound and durable management that lead to more sustainable and responsible fisheries. The Tool was refined through consultation with experts from around the world. The public version of the FGT can be downloaded and allows users to enter data and visualize the results, providing a diagnosis of their management system. The Tool is available in several languages.

The linguistic interval-valued Pythagorean fuzzy (LIVPF) sets, which absorb the advantages of linguistic terms set and interval-valued Pythagorean fuzzy sets, can efficiently describe decision makers’ evaluation information in multi-attribute group decision-making (MAGDM) problems. When investigating aggregation operators of linguistic interval-valued Pythagorean fuzzy (LIVPF) information, we have to consider two important issues, viz. the operational rules of LIVPF numbers and aggregation functions. The classical Archimedean t-norm and t-conorm (ATT) are a famous t-norm and t-conorm, which can produce some special cases. Recently, ATT has been widely applied in different fuzzy decision-making information. Hence, in this paper, for the first issue, we propose some novel operational rules of LIVPF numbers based on ATT. The new operational laws are flexible and can generate some useful operations. For the second issue, we choose a powerful function, i.e., the extended power average (EPA) operator as the aggregation function. The prominent advantages of EPA are that it not only considers the relationship among input arguments, but also dynamically changes the weights of input arguments by employing a parameter. Hence, our proposed novel aggregation operators for LIVPFNs are flexible and is suitable to handle MAGDM problems in actual life. Afterward, we further present a novel MAGDM method under LIVPF conditions. The main finding of our study is a new MAGDM method, which is more powerful and flexible than existing ones. Finally, we apply the method in a sustainable building materials selection to show its effectiveness. Additionally, comparison analysis is provided to demonstrate the advantages and superiorities of the proposed method.

Various laws and guidelines on designing for safety have been developed world-wide, and these were used to identify risks at construction sites in advance through qualitative and quantitative safe management. In other words, attention is being paid to safe management based on design drawings and models rather than field visits. It was predicted that the introduction of the concept of design-for-safety would minimize risk at construction sites through safe management in the design phase. This is because the efficiency and reliability of such a strategy has been demonstrated in various cases abroad. However, domestic design-for-safety suggests a very limited range of evaluation items, so there is a limit to using such strategies in construction sites. Building information modeling (BIM) technology is attracting attention in situations when safe management must also be based on design proposals. Although previous studies on the identification of falling disasters and automatic identification of hazards have been conducted, these studies only deal with a limited range of items for identifying risk items. For example, BIM-based risk extraction, which is limited to falling disasters, is only at the level of risk recognition that can be derived based on the process table, and evaluation is not made accordingly. It is difficult to assess the overall disaster risk in many of the items required for risk rating estimation. In this paper, we solve the above problems by deriving a BIM-based risk rating estimation scenario based on the disaster scenario for automating BIM-based risk rating estimation, and we developed an evaluation system using this method. The BIM-based risk rating estimation methodology was presented through BIM-based hazard extraction, evaluation of requirement information, evaluation item selection, and using the evaluation system in a design-for-safety review.

The National Police of the Republic of Indonesia, in particular the Directorate of Drugs and the Jambi Regional Police, based on the provisions of the applicable laws and regulations, regarding rehabilitation and narcotics addicts have an obligation to carry out a rehabilitation program. However, nationally, especially in Jambi Province, there is currently no reporting system on the management and control of narcotics addicts data online while based on 2021 data, the data on narcotics addicts is quite high, so it requires a system for monitoring the rehabilitation data for narcotics addicts to make it easier to monitor. its existence. In order to overcome the existing problems, the author wants to help and make it easier by designing and building an information system for the rehabilitation of narcotics addicts in the Jambi Regional Police area using the agile software development method. The purpose of building a system using this method is to assist and facilitate the management and control of narcotics addicts in the Jambi Regional Police by involving maximum involvement of stakeholders and related parties, especially the Narcotics Directorate and Jambi Regional Police so that the use of applications is more adaptive and can be developed more widely. more in responding to the challenges and changes that exist. It is essential to objectively evaluate accident prevention costs (APCs) to respond to high-accident rates in the construction industry. However, currently, no quantitative APC analysis model considers the properties of the Korean construction industry. Therefore, in this study, the APC quantification structure was derived to comprehensively evaluate the properties of Korean construction projects, such as occupational safety and health management funds, safety management expenses, and others. Subsequently, the current status of APC in Korea was analyzed based on case studies on 38 projects for which questionnaires were collected. As a result of the study, the average ratio of the APC to total construction cost of the target project was calculated to be 1.95%. In addition, an average difference exists between groups according to client types and facility types in the target project. This study developed an APC quantification model considering Korea’s safety-related laws and insurance systems. It is expected that the results of this study can be used as objective data for evaluation according to the target project type.

PurposeThe civil construction industry has vital importance to Brazil's economy. However, this sector is also responsible for the environmental impacts. Governments have been taking measures aiming to mitigate these impacts. Among these, the elaboration and implementation of civil construction solid waste management plans can be highlighted. However, these plans still lack standardizations and tools for their evaluation. Environmental indicators proposal for construction solid waste management plans assessment is presented to verify the adhesion of these to environmental laws, technical standards and green building certification systems recommendations.Design/methodology/approachThe construction solid waste management plans of three construction works were evaluated by the proposed indicators to verify the procedures related, generating, in the end, a scale between 0 and 5. After that, plans were compared with each other.FindingsThe proposed indicators have made possible the evaluation of the environmental practices performed for three different construction works. By the proposed indicators, the environmental practices were compared to technical standards and legislation suggested procedures.Practical implicationsAs a contribution, the evaluation proposal presented may help the construction industry as well as the public authority to evaluate the construction solid waste management plans currently elaborated, so that these can offer a quality improvement and more effective environmental measures.Originality/valueMethodologies that guide the evaluation of construction solid waste management plans can be beneficial for the construction companies, which can improve the quality of the plans elaborated internally and verify the effectiveness of the plans elaborated by specialized consultancies. In general, most of the construction solid waste management plans are prepared with the purpose of only complying with the legislation, more specifically of the National Council for the Environment, Resolution 307/2002.

According to the United Nation's Sustainable Development Goal (SDG 6), the world needs to sustainably manage water resources through integrated water resource management (IWRM). The Philippines is committed to this goal by ensuring the implementation of IWRM at all levels. Concurrently, there is growing evidence that there is presently no consolidated data on the status of implementation at the sub-national level. With water shortages on the increase, it's more important than ever to find solutions to settle disputes and trade-offs so that water can be distributed effectively, sustainably, and equally. This paper aims to investigate the degree of implementation of IWRM that presents the actual state of affairs in terms of water management at the sub-national level. This study is focused on Palawan Province, with the following sites: Puerto Princesa City, El Nido, Roxas, and Taytay. A structured survey questionnaire was drawn up in accordance with the existing questionnaire developed for this purpose. The obtained data were computed using the steps developed for calculating the indicators of IWRM implementation degree. Puerto Princesa City, El Nido, Roxas, and Taytay have the following IWRM ratings: 39.93, 32.03, 37.99, and 36.32%, respectively, which means "medium-low" in which the IWRM components have largely been institutionalized, and deployment is well underway. In these regions, a subnational water management scheme exists, but its maximum capacity is mostly unrealized due to numerous constraints. The findings show that the numerous water laws are confusing and that water data for planning purposes is lacking. Even though there are many water agencies, they are not interconnected. This study is useful for successful IWRM implementation, which should encourage sustainable water resource management for environmental sustainability. Integrated methods for water resource management help to organize sustainable growth by assessing how water is handled in agriculture, urban applications, and the surrounding ecosystems. The Trigonio tower, constructed in the 15th century for fortification reasons, is part of the city walls of the old town of Thessaloniki. The tower is a cylindrical masonry building and has been considered as part of the cultural heritage of humanity by the UNESCO World Heritage Committee. Today it presents some major damage to its load bearing system, including intense cracking, moisture damage and disintegration of mortar, bricks and stones. An extensive research study for the evaluation of the tower’s bearing capacity, as well as for the suggestion of efficient strengthening interventions was held, in order to effectively prolong its expected lifetime. To this purpose, refined analytical models of 3D finite elements have been formed and used for the estimation of the elastic and inelastic tower’s response to gravity and seismic loads. Results’ evaluation of several static and dynamic analyses showed that the tower’s stability is not at risk under the action of gravity loads in general, but it’s bearing capacity under strong seismic excitations is questionable, thus becoming obvious the necessity of strengthening interventions. An invertible intervention of strengthening the tower with proper sets of external pre-stressed steel rings was also examined. Linear (elastic) analyses showed that they cannot sufficiently evaluate the effectiveness of this strengthening process. Inelastic analyses, using material laws of Drucker-Prager’s type, showed that the use of prestressed steel rings can significantly reduce the plastic strains’ appearance and therefore the cracking in the masonry walls of the monument.

Most of the existing studies on high dams under seismic action use stable ground motions, which cannot simulate the non-stationary process of practical ground motions well. Although many scholars have studied the special characteristics of ground motion frequency and intensity lately, relatively few systematic studies have been carried out for the residual deformation of practical high dam projects. In this paper, considering the special characteristics of ground motions, 144 non-stationary stochastic seismic acceleration time histories are generated by the spectral expression-random function method, and stochastic dynamic calculations are carried out for four three-dimensional models of Gushui, Lava, Dashixia, and Ciha Gorge, respectively. We analyze the acceleration and residual deformation laws of four concrete face rockfill dams (CFRDs) based on the generalized probability density evolution method (GPDEM) and extreme value distribution theory. According to the results, the reference value of the dam body deformation of the 250 m panel under different seismic intensities is given, and the settlement at the dam crest is proposed. When the safety control standard is 1.0~1.1%, the ultimate seismic capacity of the 250 m face rockfill dam is 0.7~0.8 g.
