AbstractIntroduction: Benchmarking can be used to improve hospital performance. It is however not easy to develop a concise and meaningful set of indicators on aspects related to operations management. We developed an indicator set for managers and evaluated its use in an international benchmark of radiotherapy centres. The indicator set assessed the efficiency, patient-centeredness and timeliness of the services delivered.Methods: We identified possible indicators from literature and professionals. Stakeholders’ feedback helped to produce a shortlist of indicators. For this indicator set, data were obtained in a pilot that included four European radiotherapy centres. With these data, the indicators were evaluated on definition clarity, data availability, reliability and discriminative value.Results: Literature produced a gross list of 81 indicators. Based on stakeholder feedback, 33 indicators were selected and evaluated in the benchmark. Six negatively evaluated indicators were adapted, together with eight positively evaluated indicators 14 indicators seemed feasible. Examples of indicators concerned utilisation, waiting times, patient satisfaction and risk analysis.Conclusions: This study provides a pragmatic indicator development process for international benchmarks on operations management. The presented indicators showed to be feasible for use in international benchmarking of radiotherapy centres. The pilot identified attainable performance levels and provided leads for improvements.

268 Background: Care pathways are used to manage quality in healthcare and concern the organization and standardization of care processes. By benchmarking care pathways, new knowledge is generated that can be utilized to optimize care pathways. A recent development in healthcare is the transformation from volume-based healthcare to value-based healthcare, which amongst others emphasizes the need for IPU (Integrated Practice Unit) development. The ABC-Benchmarking project is an international benchmarking project aiming to further develop the BENCH-CAN pathway benchmark, establish comparative scores on IPU development, and link outcome data to benchmark results. Methods: The 13 step benchmarking process as developed by Van Lent et al. was used. Indicators were primarily derived from the BENCH-CAN pathway benchmark format and secondary from expert opinion. An adapted Delphi method, in which clinical experts on breast and prostate cancer provided feedback in three rounds, was used to select the final set of indicators. The indicator sets containing structure, process and outcome indicators were piloted in 5 centers. Clinical outcome indicators were collected primarily through cancer registries. Site visits were performed to clarify additional questions based on the provided data and to grasp the context of the care pathway. Results: The final set contained 79 indicators for breast and 69 indicators for prostate cancer. Due to differences in registration and data availability of cancer registries not all data could be collected for all centers. Differences between cancer centers were found for example in the measurement of patient reported outcomes and status of the IPU. Aggregated and comparative data can be shown during the symposium. Conclusions: Further validating the pathway benchmark tool and adding more focus to IPU development and outcome indicators led to new knowledge on adding value for cancer patients. Examples given were optimizing care organized in care pathways for breast and prostate cancer patients. The results provided improvement opportunities for all centers. A study into patient involvement in pathway development, evaluation and improvement is also part of this project.

The authors in the research article consider benchmarking as an effective management tool. This method usually is used in marketing, marketing research, but benchmarking can also be used to increase the economic efficiency of financial management of the company. The article identifies the principles and peculiarities of benchmarking analysis, the authors propose new stages of benchmarking on the basis of generalization of approaches of different researchers for this issue. Researchers use methods such as cluster analysis, factor analysis, component analysis, regression analysis and discriminant analysis, because there is a need to divide the objects of research into separate groups according to the main strategic priorities. The authors choose discriminant analysis, which was performed using MS Excel software. Benchmarking analysis of financial security was conducted on three indicators - coverage ratio (from the group of liquidity indicators), concentration coefficient of equity (from the group of financial stability indicators)and ROS (from the group of profitability indicators). The sample of competing companies was formed, consisting of 15 joint-stock companies of Kyiv region and Kyiv with the main activity - construction of residential and non-residential buildings. Two sub-samples have been identified, each containing 4 objects: the first group includes the best companies, where the threat of financial crisis is not high, while the second group includes the worst companies with inefficient financial management. Subsamples formation criterias are the maximum and minimum of the average value of three indicators. Efficiency of financial management, probability of financial crisis and getting of benchmarking companies in a particular group is determined according to the discriminant analysis with the help of an integrated indicator.

Despite the widespread use of benchmarking as an effective tool for improving the efficiency of the bank’s functioning, its implementation does not take into account the relation between comparable performance indicators, the choice of benchmark for comparison, deviations of indicators from target values with stages of the bank’s life cycle, which cause differences in the intensity and characteristics of development of financial institutions. The procedure for identifying a reference bank for comparison is also insufficiently specified, which is important in terms of adapting its experience by the recipient bank due to the possible fundamental differences in their functioning. Therefore, the article has modified the technology of benchmarking of the bank’s performance based on the life cycle concept and the DEA approach. The research is based on the use of the DEA method to determine the most efficient bank as a reference bank in benchmarking comparison; canonical analysis – for the formation of a list of indicators of bank performance; cluster analysis – to substantiate the levels of deviations of the actual values of comparable indicators from the target ones. The study envisages, firstly, the selection of indicators for benchmarking comparisons based on the identification of causal relationships between the indicators of subsystems “Finance”, “Customers”, “Business processes”, “Personnel development” that arise at each stage of a bank’s life cycle; secondly, the choice of a benchmark bank for comparison according to the maximum value of the performance indicator calculated through the DEA method for a set of banks that are at one and the same stage of their life cycle; thirdly, definition of the range of deviations (low, permissible, critical) of the actual values of comparable indicators of the effectiveness of management of finance, customer base, business processes and personnel of the bank from the target ones. A practical testing of the benchmarking technology was carried out on the example of Ukrainian banks, whose stage in 2016 was identified as “intense growth”.

Summary Objectives: To identify the key performance indicators for hospital information systems (HIS) that can be used for HIS benchmarking. Methods: A Delphi survey with one qualitative and two quantitative rounds. Forty-four HIS experts from health care IT practice and academia participated in all three rounds. Results: Seventy-seven performance indicators were identified and organized into eight categories: technical quality, software quality, architecture and interface quality, IT vendor quality, IT support and IT department quality, workflow support quality, IT outcome quality, and IT costs. The highest ranked indicators are related to clinical workflow support and user satisfaction. Isolated technical indicators or cost indicators were not seen as useful. The experts favored an interdisciplinary group of all the stakeholders, led by hospital management, to conduct the HIS benchmarking. They proposed benchmarking activities both in regular (annual) intervals as well as at defined events (for example after IT introduction). Most of the experts stated that in their institutions no HIS benchmarking activities are being performed at the moment. Conclusion: In the context of IT governance, IT benchmarking is gaining importance in the healthcare area. The found indicators reflect the view of health care IT professionals and researchers. Research is needed to further validate and operationalize key performance indicators, to provide an IT benchmarking framework, and to provide open repositories for a comparison of the HIS benchmarks of different hospitals.

Purpose – In a context of international economic crisis the improvement in the efficiency and productivity of public services is seen as a way to maintain high-quality levels at lower costs. Increased productivity can be promoted through benchmarking exercises, where key performance indicators (KPIs), individually or aggregated, are used to compare health units. The purpose of this paper is to describe a benchmarking platform, called Hospital Benchmarking (HOBE), where hospital’s services are used as the unit of analysis. Design/methodology/approach – HOBE platform includes a set of managerial indicators through which hospital services’ are compared. The platform also benchmarks services through aggregate service indicators, and provides an aggregate measure of hospital’s performance based on a composite indicator of the service’s performances. These aggregate indicators were obtained through data envelopment analysis (DEA). Findings – Some results are presented for Portuguese hospitals for the trial years of 2008 and 2009, for which data is publicly available. Details for the service-level analysis are provided for a sample hospital, as well as details on the aggregate performance resulting from services performances. Practical implications – HOBE’s features and outcomes show that the platform can be used to guide management actions and to support the design of health policies by administrative authorities, provided that good quality and timely data are available, and that hospitals are involved in the design of the KPIs. Originality/value – The platform is innovative in the sense that it bases its analysis on hospital’s services, which are in general more comparable among hospitals than indicators of hospital overall performance. In addition, it makes use of DEA to aggregate performance indicators, allowing for user choice in the inputs and outputs to be aggregated, and it proposes a novel model to aggregate service’s efficiencies into a single measure of hospital performance.

The article presents the results of the authors' scientific work aimed at developing a methodology for internal and external benchmarking of procurement activities for companies in the oil and gas industry. The categorization of the types of benchmarking is carried out and those that are applicable for the development of benchmarking methods in the procurement of oil companies are highlighted. In order to develop a methodology for benchmarking procurement activities, the general concept of benchmarking was transformed for industry conditions and functional features of procurement in an oil company. The process for the implementation of external benchmarking of procurement activities has been developed. The key indicators of operational efficiency and labor productivity are proposed for the stage of selection of industry competitors. At the stage of comparison, it was proposed to compare the elements, tools and indicators of the procurement logistics for oil companies. The internal functional benchmarking is recommended for large oil companies and vertically integrated oil companies. In contrast to the external one, this is partner benchmarking, benchmarking for experience exchange. The process of implementation of internal benchmarking of procurement activities is proposed. For the stage named «Selection of subsidiaries-benchmarks», its own set of indicators is proposed. Unlike external benchmarking, the internal benchmarking is focused on borrowing the experience of improving procurement business processes in reference subsidiaries.

Creative regions contribute to a higher standard of living, are attractive to start-ups, create new jobs, reduce brain drain and attract applicants for university education. The paper aims to compare selected indicators of implementation of start-ups and creative potential in the regions of Slovakia at NUTS 3 level and to quantify their mutual relationship. Benchmarking of 8 Slovak NUTS 3 level regions is based on 2 comparisons, namely: 6 indicators of start-ups implementation (frequency of start-ups, creation of radical innovations, employment in fast-growing companies, venture capital awareness, crowdfunding awareness and possibilities of counselling in the implementation of start-ups) and 6 indicators of creative potential (openness and diversity, human capital, cultural environment, technologies, institutional environment and creative outputs). Numerical values of these indicators are obtained from secondary research studies – e. g. modified Slovak Creative Index, Regional Innovation Scoreboard, Slovak Start-up Report and websites of innovation incubators and crowdfunding platforms. To obtain the true values of these criteria, the analysis of secondary data – desk research and the method of pairwise comparison with 91 respondents (students of Slovak universities of economic orientation with Slovak or Ukrainian nationality) was used to determine the real significance (weights) of the criteria. According to pairwise comparison, the most important indicator of start-up implementation is possibilities of counselling and the most important indicator of creative potential is creative outputs. Consequently, the relationship between the two comparisons is quantified. The global benchmark based on the implementation of start-ups is the Bratislava region, as well as in the case with creative potential. There is a strong correlation (85.5 %) between the scores of the compared regions. The final ranking of the 5 regions out of 8 in both comparisons is also the same. The theoretical contribution is extending of the issue of benchmarking from traditional understanding (products, services, processes) to spatial understanding (region). The main practical contribution of the paper is to identify the weaknesses of each of the compared regions through benchmarking. Its implementation can be the basis for the development of regional strategies and the introduction of new study programs at universities. Purpose – The purpose of this paper is to provide a common framework for benchmarking practices used in higher education. Design/methodology/approach – An electronic questionnaire survey was distributed to senior management team and senior administrators among the top 200 UK universities in the world. Findings – A review of the current practices of benchmarking among the universities in the UK is presented and the types of performance indicators adopted within universities in relation to research, teaching and administration are outlined. Originality/value – The suitability of performance indicators adopted in the current national and international rankings is also investigated. Opinions of respondents on important factors for successful benchmarking are also compiled and analysed.

Background: The European Society of Cardiology established a set of quality indicators for the management of acute myocardial infarction. Our aim was to evaluate their degree of attainment, prognostic value and potential use for centre benchmarking in a large international cohort. Methods: Quality indicators were extracted from the long-tErm follow-uP of antithrombotic management patterns In acute CORonary syndrome patients (EPICOR) (555 hospitals, 20 countries in Europe and Latin America, 2010–2011) and EPICOR Asia (218 hospitals, eight countries, 2011–2012) registries, including non-ST-segment elevation acute myocardial infarction ( n=6558) and ST-segment elevation acute myocardial infarction ( n=11,559) hospital survivors. The association between implementation rates for each quality indicator and two-year adjusted mortality was evaluated using adjusted Cox models. Composite quality indicators were categorized for benchmarking assessment at different levels. Results: The degree of attainment of the 17 evaluated quality indicators ranged from 13% to 100%. Attainment of most individual quality indicators was associated with two-year survival. A higher compliance with composite quality indicators was associated with lower mortality at centre-, country- and region-level. Moreover, the higher the risk for two-year mortality, the lower the compliance with composite quality indicators. Conclusions: When EPICOR and EPICOR Asia were conducted, the European Society of Cardiology quality indicators would have been attained to a limited extent, suggesting wide room for improvement in the management of acute myocardial infarction patients. After adjustment for confounding, most quality indicators were associated with reduced two-year mortality and their prognostic value should receive further attention. The two composite quality indicators can be used as a tool for benchmarking either at centre-, country- or world region-level.

SummaryBackground: Continuous improvements of IT-performance in healthcare organisations require actionable performance indicators, regularly conducted, independent measurements and meaningful and scalable reference groups. Existing IT-benchmarking initiatives have focussed on the development of reliable and valid indicators, but less on the questions about how to implement an environment for conducting easily repeatable and scalable IT-benchmarks.Objectives: This study aims at developing and trialling a procedure that meets the afore-mentioned requirements.Methods: We chose a well established, regularly conducted (inter-) national IT-survey of healthcare organisations (IT-Report Health-care) as the environment and offered the participants of the 2011 survey (CIOs of hospitals) to enter a benchmark. The 61 structural and functional performance indicators cov -ered among others the implementation status and integration of IT-systems and functions, global user satisfaction and the resources of the IT-department. Healthcare organisations were grouped by size and ownership. The benchmark results were made available electronically and feedback on the use of these results was requested after several months.Results: Fifty-nine hospitals participated in the benchmarking. Reference groups consisted of up to 141 members depending on the number of beds (size) and the ownership (public vs. private). A total of 122 charts showing single indicator frequency views were sent to each participant. The evaluation showed that 94.1% of the CIOs who participated in the evaluation considered this benchmarking beneficial and reported that they would enter again. Based on the feedback of the participants we developed two additional views that provide a more consolidated picture.Conclusion: The results demonstrate that establishing an independent, easily repeatable and scalable IT-benchmarking procedure is possible and was deemed desirable. Based on these encouraging results a new benchmarking round which includes process indicators is currently conducted.

Abstract This paper examines the principles of benchmarking in healthcare and how benchmarking can contribute to practice improvement and improved health outcomes for patients. It uses the Deepening our Understanding of Quality in Australia (DUQuA) study published in this Supplement and DUQuA’s predecessor in Europe, the Deepening our Understanding of Quality improvement in Europe (DUQuE) study, as models. Benchmarking is where the performances of institutions or individuals are compared using agreed indicators or standards. The rationale for benchmarking is that institutions will respond positively to being identified as a low outlier or desire to be or stay as a high performer, or both, and patients will be empowered to make choices to seek care at institutions that are high performers. Benchmarking often begins with a conceptual framework that is based on a logic model. Such a framework can drive the selection of indicators to measure performance, rather than their selection being based on what is easy to measure. A Donabedian range of indicators can be chosen, including structure, process and outcomes, created around multiple domains or specialties. Indicators based on continuous variables allow organizations to understand where their performance is within a population, and their interdependencies and associations can be understood. Benchmarking should optimally target providers, in order to drive them towards improvement. The DUQuA and DUQuE studies both incorporated some of these principles into their design, thereby creating a model of how to incorporate robust benchmarking into large-scale health services research.

As this paper demonstrates, benchmarking is a powerful concept for increasing a company's success. It visualizes the differences in performance through internal or external indicators and is applied in almost all corporate divisions successfully. An important part of the benchmarking process is the selection of indicators that allow for a significant comparison. The requirements linked to the indicators are derived from the objectives of the specific benchmarking project. The use of benchmarking with respect to energy efficiency in product manufacturing promises a transparent presentation of performance differences and the possibility to derive optimization potentials - provided that appropriate energy figures can be found. The future challenge is to develop a system with standardized billing and key energy indicators that enable a cross-comparison of the energy efficiency in the production. This project is described in the research project E|Benchmark, part of the research network Green Factory Bavaria and funded by the Bavarian State Ministry for Science, Education and Arts.

To undertake exploratory benchmarking of a set of clinical indicators of quality care in residential care in Australia, data were collected from 107 residents within four medium-sized facilities (40–80 beds) in Brisbane, Australia. The proportion of residents in each sample facility with a particular clinical problem was compared with US Minimum Data Set quality indicator thresholds. Results demonstrated variability within and between clinical indicators, suggesting breadth of assessment using various clinical indicators of quality is an important factor when monitoring quality of care. More comprehensive and objective measures of quality of care would be of great assistance in determining and monitoring the effectiveness of residential aged care provision in Australia, particularly as demands for accountability by consumers and their families increase. What is known about the topic?The key to quality improvement is effective quality assessment, and one means of evaluating quality of care is through clinical outcomes. The Minimum Data Set quality indicators have been credited with improving quality in United States nursing homes. What does this paper add?The Clinical Care Indicators Tool was used to collect data on clinical outcomes, enabling comparison of data from a small Australian sample with American quality benchmarks to illustrate the utility of providing guidelines for interpretation. What are the implications for practitioners?Collecting and comparing clinical outcome data would enable practitioners to better understand the quality of care being provided and whether practices required review. The Clinical Care Indicator Tool could provide a comprehensive and systematic means of doing this, thus filling a gap in quality monitoring within Australian residential aged care.

Problem setting. The paper specifies the application of benchmarking methods to evaluate the effectiveness of managing the territorial community development. Available open data on the research objects activities have been used, which is especially relevant in conditions of limited funds and resources for additional research to obtain analytical information. Based on the application of benchmarking, the effectiveness of managing the development of urban territorial communities, which belong to the main industrial centres of Lviv Region, except the city of Lviv, was compared. This approach meets the requirements for the selection of objects for benchmarking research, in particular, for the similarity of their economic, demographic, geographical, and other conditions. The research takes into account three groups of indicators that characterize the economic, environmental, and social areas of urban territorial communities. Such indicators have been selected that depend on the quality of community development management, and data on them is publicly available. It is important that these indicators can be used in the future to analyze changes in the condition of these areas in territorial communities and monitor changes in the quality of managing their development. The number of indicators may vary for the economic, environmental, and social areas. The research used three indicators for each area, a total of nine. The approach, in which each urban territorial community received relative scores (from 0 to 1) for each of the nine indicators, was used for comparative analysis. The closer the result is to 1, the better the state is on a specific indicator, which characterizes the effectiveness of managing the development of urban territorial community in the economic, environmental or social areas. Using this approach makes it possible to compare the state of community development not only within a single indicator but for all indicators at the same time. The results of such evaluation make it possible to identify weaknesses in managing the development of territorial communities and may be one of the elements of the initial data for future monitoring of changes in the managerial competencies of their management.

Improving the operational efficiency (OE) of thermal power plants is one of the most important problems of electric power systems (EPS). According to modern concepts, efficiency is the simultaneous consideration of three properties of objects, viz. economy, reliability and safety. The methodology of their joint assessment assumes that the service life of the main equipment does not exceed the standard value, but this condition is now met by less than half of the production enterprises of a lot of EPS. In order to increase OE, it is necessary, first of all, to learn how to objectively compare the performance of objects both of the same type – in a given time interval, and unique ones – in adjacent intervals. Existing methods for calculating integrated performance indicators do not fully take into account the random nature of technical and economic indicators (TEI). The article presents a new method for comparing the OE of EPS objects, the essence of which is to switch from joint consideration of TEI to analysis of their relative changes in comparison with the factory default value (nominal value). Relative values of indicators characterize the amount of wear or residual life. In this case, for example, the arithmetic mean of the relative values of the TEI determines the average wear of the object. This physical representation enlivens integral indicators, and their comparison and ranking ceases to be science-intensive. It is proposed to take into account also the degree of variation of relative deviations (wear), which is adequate to the object’s misalignment. It manifests itself in a significant change (deterioration) of one or (less often) two relative values of the TEI in the calculated time interval (month) and is characterized by such statistical indicators as the geometric mean and the coefficient of variation of relative deviations. Herewith, if the arithmetic mean value of the object’s wear is restored during major repairs, then the misalignment is eliminated much faster – during current repairs. A necessary condition for the feasibility of using these or those integral indicators is their functional and statistical independence. The results of the studies performed using the simulation method made it possible to establish that the smallest correlation occurs between the integral indicator calculated as the arithmetic mean of random variables and the integral indicator calculated as the coefficient of variation of the same random variables. Comparison of correlation fields clearly confirms these conclusions.

This paper introduces the concept of benchmarking - the systematic approach that provides to performance assessment and identification of best practice - as a powerful tool for the development of performance, quality, sustainability and economic efficiency of transport services. It summarizes the results and findings of a study conducted to benchmark the performances of selected Slovak urban public transport enterprises. The study was effectuated in close cooperation with the involved passenger transport authorities and transport operators who delivered the necessary data. Based on indicators elaborated in various EU projects a new method of benchmarking applicable in conditions of public passengers services provision was proposed as well as a set of benchmarking indicators, which are enabling the implementation of a comparative study. Pilot benchmarking application was focused on identification of areas with potential of improvement by means of implementation of developed method. Final part of the paper contains recommendations for creation of a functional benchmarking system in a field of public transport services and details the steps that are necessary for the possible extension of benchmarking application to other areas of public passenger transport.

Abstract Background Quality of care in inflammatory bowel disease (IBD) depends on multiple factors and is assessed through structure, process and outcome indicators. Structure and process indicators are more static and can easily be measured by an audit. Patient-oriented outcome indicators that impact on the quality of life are more difficult to assess. The aim of the project was to build a platform that automatically captures key outcome quality indicators and provide benchmarking output to improve quality of care in IBD centres. Methods Literature was reviewed for relevant quality indicators in IBD. After two non-anonymized Delphi like review and consensus meetings, twelve quality indicators were selected for implementation. The definitions of the outcomes were aligned in consensus with the available International Consortium for Health Outcomes Measurement (ICHOM). A web-based interface was built in three large volume IBD centres in Belgium to collect data on multiple ways: (i) Patients complete patient-reported outcome questionnaires and disease specific questions when attending the outpatient clinic and/or day clinic; (ii) The software automatically extracts data from the electronic medical files including biochemical and endoscopic reports; (iii) The medical baseline characteristics and outcome indicators for each patient are completed by the healthcare professional at inclusion and after this on a yearly basis. Results In total 265 patients were included in the participating IBD centres. Three indicators could be directly extracted from the patient-reported outcome questionnaires (clinical remission, fatigue, work productivity). Two items could be retrieved by use of the bot that automatically extracts biochemical and endoscopic reports from the medical files (anaemia, deep remission). The other items were collected throughout yearly confirmation by a health care professional (colorectal cancer, steroid use [systemic/topical], severe infections, hospital admission, IBD surgery [perianal/abdominal]). All items are benchmarked in an anonymous way on a benchmarking dashboard. Each centre can only see his own position in the benchmarking diagram. Additionally, the case mix per centre (type IBD, severity, demographic data) was added to the benchmarking output to provide a balanced evaluation of the outcome indicators. Conclusion This is the first partially automated benchmarking initiative for quality of care in IBD. The data collection is feasible and provides an objective assessment and comparison of the IBD related quality of care in different centres. Further prospective evaluation needs to confirm that implementation of benchmarking improves the performance and quality of IBD management.

Purpose – The purpose of this paper is to evaluate the operational performance of industrial park infrastructures in Germany to find first indications for cost saving potentials. Design/methodology/approach – Between 2006 and 2007, six chemical parks and chemical related industrial parks in Germany participated in a benchmarking study with focus on operation and maintenance of buildings, communication infrastructures and traffic infrastructures. Based on data analysis in combination with workshops, numerous key performance indicators were defined and calculated. Findings – To compare the different complexities of the analysed infrastructures, the most important key performance indicators were adjusted using correction factors defined and verified during the workshops. This made a discussion based on comparable and comprehensible figures possible which increased the acceptance and applicability of the benchmarking methodology. The benchmarking results showed large differences in performance levels, indicating that there are significant cost saving potentials in some industrial parks. Research limitations/implications – The comparability may remain limited due to the partly insufficient availability of data from the participants. Other limitations are due to the small number of investigated industrial parks and the focus of the benchmarking study on Germany. Originality/value – The developed benchmark and best practice methodology is well suited to evaluate best practice in the field of industrial park infrastructures. It is important for industrial parks to understand the individual performance level and to adapt best practice in all areas.

This method enables the use of high frequency series to be either approximations or one or several related indicators. This method may be applied when facing flow or index disaggregation problems. The authors compare their results to classical procedures (viz., Denton univariate and Rossi multivariate methods) through the use of indicators. This article concludes that the suggested method bestows greater importance on the low frequency series profile, consequently providing smoother solutions than its counterparts.

Two surveys were conducted, one in Japan and the other in Asia, to identify important indicators for measuring the internationalization of universities. Additionally, a survey of experts was conducted to identify effective indicators for benchmarking internationalization among universities in Asia. An analysis of each survey was examined during the roundtable discussion, and a system of internationalization indicators was constructed.FindingsThe three survey results showed similarities and differences between the relative importance accorded to 53 internationalization indicators by universities in Japan and in other Asian countries, as well as in the experts' perspectives on the effectiveness of each indicator for benchmarking. An analysis of those surveys resulted in 24 core internationalization indicators categorized into six key dimensions of university internationalization.Originality/valueThis study proposed a system of internationalization indicators based on an analysis of empirical research targeting universities in Asia. The resulting system reflects not only the opinions of academic experts but also the perspectives of its potential users, administrators in Asian universities. It consists of six internationalization dimensions with a manageable number of indicators, 24. These include both quantitative indicators and checklists of internationalization activities which can be used as quantitative or qualitative indicators.

There is widespread recognition that a transformation of food systems is needed to improve environmental sustainability. As part of efforts to hold food companies accountable for their role in improving the environmental sustainability of food systems, there is a critical role for monitoring and benchmarking of company actions. This study aimed to develop a proposed set of metrics for assessing the commitments and practices of food companies regarding environmental sustainability. Guided by an inventory of existing sustainability reporting frameworks and benchmarking initiatives, we proposed 37 indicators for assessment, categorised into ten domains, covering strategy, packaging, greenhouse gas emissions, energy use, water, biodiversity, food waste, compliance and reducing animal-sourced foods. We refined the indicators after consultation with academic experts. We discussed implementation feasibility with sustainability managers from three major food companies in New Zealand. Feedback highlighted the need to pilot test methods for applying the indicators in practice, including assessment of a company’s impact across the supply chain, refining indicator scoring criteria, and weighting indicators based on company- and sector-specific priority areas of focus. Assessment of food companies using the proposed set of metrics can improve accountability for action and inform government regulatory responses.

Purpose – The purpose of this paper is to explore current levels of lead benchmarking implementation and lead performance indicators among Malaysian organizations. Comparing small and medium enterprises (SMEs) with large companies, it identifies what benefits and difficulties are present during benchmarking implementation. Design/methodology/approach – Descriptive analyses, one-way ANOVAs between and within groups, and parametric and non-parametric tests are used to compare responses obtained from small, medium and large Malaysian manufacturing organizations. Findings – Findings suggest that larger organizations have a more progressive approach to lead benchmarking. Strategy and employee development are dominant lead performance indicators of continuous improvement. Large companies experience fewer challenges when implementing benchmarking projects. Perceptions of key benchmarking implementation barriers shift from mere lack of resources toward lack of knowledge and training, information sharing, commitment and trust. Research limitations/implications – The sample is specific in nature (Malaysian manufacturing organizations); results should be interpreted accordingly. Originality/value – Little is known about lead benchmarking practices in Malaysia, particularly within the contexts of SMEs. The outcomes of this study provide a basis for further improvement and valuable knowledge for top management of manufacturing organizations to refine strategies and advance quality management approaches.

The study offers a classification of benchmarking projects by the criteria of relevance of their results and the implementation timeline. Thus, each competitive position is linked to a corresponding degree of business processes upgrade (Level 1); competitiveness increase (maintenance) (Level 2) and improvement of a competitive position (Level 3) along with revealing the backbone principles of competitive benchmarking as to competitive positions. Within the scope of this research, benchmarking of competitive positions has been carried out through analysing continuous improvement of small and medium-sized business performances. The study presents a methodological framework on the use of a combination of key metrics (indicators) that take into account the external and internal business environment impact factors to assess the effects of the key factors of business success on small and medium-sized business performance indicators. Apart from that, an original approach has been developed to identify a competitive position level for small and medium-sized businesses to support their management decision-making process which accommodates the benefits of a multifaceted assessment and benchmarking of external business units and SMEs by the four groups of business units and six groups of reference indicators. The study also provides sound reasoning to management diagnostics procedures to enhance competitive positioning of small and medium-sized businesses through the implementation of an integrated set of indicators of integrity and adequacy of the competitive positioning model. Based on benchmarking, a range of management tools was generalized. The proposed methodology on identifying the business development level was tested on JSC "Cherkasy Liubava knitwear". A number of promising areas to develop competitive positions of small and medium-sized enterprises in the textile industry have been identified. The study argues that inefficient and ineffective implementation of benchmarking projects might result from the inability to "minimize restrictions (barriers)" caused by the wrong choice of the reference business unit.

Efficiency assessment and benchmarking are crucial for managing any organization. However, especially from a regulatory perspective, such efficiency assessment and benchmarking must be unbiased from context-specific issues and should provide an absolute rating, rather than a relative one. The current work reviews the approaches used for performance assessment and benchmarking waste collection services, revealing that the majority are biased and are not absolute, and proposes two alternative context-unbiased and absolute performance indicators, the collection capacity use (CCU) and the segregated waste collection efficiency (SWE). The proposed indicators were calculated for 246 utilities operating in Portugal. The utilities were then ranked accordingly, and their position was compared with the position attained using the equivalent performance indicators in the system currently in use by the Portuguese service regulator. The results reveal ranking differences of over 50 positions and illustrate how misleading the results from context-biased and relative metrics can be.

Purpose – The purpose of this paper is to formulate the process of measuring and benchmarking the performance of sustainability development of organizations as a multi-criteria analysis problem and presents an objective approach for solving the problem in a simple manner. Design/methodology/approach – An objective approach is developed for benchmarking the sustainability development performance of individual organizations in the context of multi-criteria analysis. The relative importance of the sustainability indicators is determined independent of the subjective preferences of the decision maker using the concept of information entropy. A modified technique for order preference by similarity to ideal solutions is used for effectively incorporating the objective indicator weights into the process of determining the overall performance of sustainability development of each organization. As a result, an unbiased overall ranking of individual organizations on the performance of their sustainability development can be obtained. Findings – The proposed approach is applicable for measuring and benchmarking the performance of organizational sustainability development through the presentation of an example. Originality/value – The originality of the paper is on the development of the objective approach within the context of multi-criteria analysis for measuring and benchmarking the performance of sustainability development of individual organizations.

Purpose – The purpose of this paper is to review and update Devens eco-industrial park sustainability indicators and benchmark progress made since 2000 in the seven key areas of its sustainability vision. Design/methodology/approach – The authors examined publicly available data for Devens, Massachusetts, and obtained additional data from Devens Enterprise Commission and a survey of 29 local organizations. Findings – Of the 43 indicators adopted by Devens eco-industrial park in 2012, 29 demonstrate progress, seven show lack of progress, six point to a potential progress, and for one no information was available in 2000 to evaluate progress. Most progress has been made in the areas of transportation, business and economic sustainability, governance and natural resources. Research limitations/implications – For some proposed indicators no data were available to evaluate progress (e.g. waste generation, recycling, compositing, and landfill diversion) yet these are among the key measures for an eco-industrial park. Practical implications – Proposed framework, indicators and lessons learned are of value for researchers and practitioners at other eco-industrial parks (EIPs) interested in benchmarking progress toward sustainable local development. Social implications – The case provides insights on integrating sustainability in local economic development. Originality/value – The study is paving the way toward development of a standardized set of sustainability indicators for EIPs in the USA.
