The monograph is devoted to current trends in international taxation, aimed at developing a methodology for countering the erosion of the tax base, as well as practical issues of its application in modern Russia and abroad. The results of the BEPS Project initiated by the G20 member countries under the leadership of the OECD were evaluated. The analysis of the Russian rules for determining transfer prices for intangible assets in the light of the OECD recommendations issued under the BEPS Project is carried out. The article summarizes the legal approaches to countering the abuse of Double Taxation Agreements abroad and shows their development in Russia. The economic analysis of the scale and consequences of the erosion of the national tax base is made. An assessment of the potential fiscal and economic effects of the creation of special administrative regions in the Kaliningrad Region and Primorsky Krai was carried out. Recommendations on the strategy of the long-term tax policy of the Russian Federation in the field of international taxation have been developed.
It is addressed to economists, lawyers, managers, managers and specialists of federal government bodies, as well as teachers, postgraduates and students of economic and law universities and faculties, students of the professional development system.

Dura-Europos, a Parthian-ruled Greco-Syrian city, was captured by Rome c.AD165. It then accommodated a Roman garrison until its destruction by Sasanian siege c.AD256. Excavations of the site between the World Wars made sensational discoveries, and with renewed exploration from 1986 to 2011, Dura remains the best-explored city of the Roman East. A critical revelation was a sprawling Roman military base occupying a quarter of the city's interior. This included swathes of civilian housing converted to soldiers' accommodation and several existing sanctuaries, as well as baths, an amphitheatre, headquarters, and more temples added by the garrison. Base and garrison were clearly fundamental factors in the history of Roman Dura, but what impact did they have on the civil population? Original excavators gloomily portrayed Durenes evicted from their homes and holy places, and subjected to extortion and impoverishment by brutal soldiers, while recent commentators have envisaged military-civilian concordia, with shared prosperity and integration. Detailed examination of the evidence presents a new picture. Through the use of GPS, satellite, geophysical and archival evidence, this volume shows that the Roman military base and resident community were even bigger than previously understood, with both military and civil communities appearing much more internally complex than has been allowed until now. The result is a fascinating social dynamic which we can partly reconstruct, giving us a nuanced picture of life in a city near the eastern frontier of the Roman world.

This is one of key chapters of the book presenting the argument of partisan government. This chapter interrogates the subnational variation in labour reforms through partisan governments and suggests regional political economy as critical to shaping orientation of partisan governments. It critically analyses the existing party-based interpretation of reform and shows that it is the instrumental interest assuaging the interests of support base that explain government orientation to labour reform. Through a caste/class analysis of political parties, the chapter highlights that significant business support and socio-economically homogeneous dominant support base characterize states with greater market flexibility. In contrast, when the dominant support base of party is heterogeneous and wide, the pace of reform is significantly muted. Partisan configuration—the socio-economic support base of government—determines not only the orientation of policies but also the interrelation between government and various interest groups in society.

Chapter 4 examines the semantics of Arabic reflexive verbs formed in pattern VII, which produces anticausative verbs, and pattern VIII, associated with the middle voice. It argues that these patterns result from the conversion of full reflexive pronouns into reflexive affixes, and considers the difference between them in the framework of an agency continuum. It then offers an analysis of reflexive verbs that do not participate in a verb alternation. The chapter argues that once a reflexive verb pattern comes about due to affixation, it becomes a morpheme paired with a reflexive semantic structure, and is then no longer restricted to producing verbs that alternate with an unmarked base verb. The chapter shows that verbs marked with this morpheme may be derived from a variety of base nouns and adjectives, or may not be derived at all, but simply marked because they construe a reflexive action.

The following section on communication among members of an interdisciplinary team (IDT) reviews the barriers to good IDT communication, including team organization, provider hierarchy, and professional identity. The next section on communication between palliative consultants and other clinicians discusses consultation etiquette and its evidence base; highlights some of the particular challenges faced by palliative care consultants; and describes strategies for good communication in palliative care consultation. The chapter concludes with a description of future directions in the study and promulgation of interprofessional communication and the role that the field of palliative care can play.

The book offers contrasting views of humanitarian intervention—a war aimed at ending tyranny or violence. Fernando Tesón argues that humanitarian interventions are sometimes permissible; Bas van der Vossen argues that as a rule they are not. The authors use the tools of modern analytic philosophy, in particular just war theory, to substantiate their claims. According to Tesón, a humanitarian intervention has the same just cause as a justified revolution: ending tyranny. He analyzes the different kinds of just cause and whether or not an intervener may pursue other justified causes. For Tesón, the permissibility of humanitarian intervention is almost exclusively determined by the rules of proportionality. Bas van der Vossen, by contrast, holds that military intervention is morally impermissible in almost all cases. Justified interventions, van der Vossen argues, must have high ex ante chance of success. Analyzing the history and prospects of intervention shows that they almost never do.

This chapter presents the archaeological evidence of dress from later medieval Britain. It includes the often fragmentary textile and leather remains of clothing and shoes, and the dress accessories worn with them. Excavated finds from different types of sites are considered, and the numerous chance finds recorded through the Portable Antiquities Scheme. Accessories such as rings, brooches, buckles, badges, and rosaries, made of base or precious metals, gemstones, or other natural materials, were valued for more than their monetary worth. They had the ability to hold memories and beliefs, convey messages, and protect and display identities. Their role in everyday life makes them suitable for inclusion in future studies on the ‘archaeology of emotion’. The article also highlights the relatively slow development of medieval archaeologists’ interest in apparel, and the need for further work that encompasses a range of sources.

This chapter examines the notion of graduate occupations and examines how occupational boundaries are structured within the four occupations. Various existing analytical approaches link graduate occupations to skills use or requirements, high autonomy, or the prevalence of degree holders. These classifications cannot deal very well with the fact that what counts as graduate labour in a graduatizing and competitive labour market is symbolically negotiated (and therefore socially constructed). On top of this, substantive differences in skill requirements and job tasks make the use of existing classifications for distinguishing the graduate and non-graduate occupations challenging. The chapter also shows that many graduate occupations may lack the organizational power, occupational identity, or knowledge base for professionalization to develop.

The president responded by directing his own scientific community to develop an atomic bomb and began making plans to go to war with Germany. However, he was hampered by public opinion, with 80 percent of the American people against U.S. involvement in another ground war in Europe. Roosevelt seized an opportunity in 1940, when Japan and Nazi Germany formed a military alliance. To bait Germany into war, FDR shut down Japan's war-making economy, prompting Tokyo to attack Pearl Harbor. A few days later, Hitler declared war on America. Using declassified documents, this book shows how Pearl Harbor was not about Japan; it was about the United States going to war with Germany. It reveals how the U.S. Navy's intelligence gathering system could break virtually any Japanese naval code, but Admiral Husband E. Kimmel, the commander of the U.S. Pacific Fleet, was kept in the dark about the impending Pearl Harbor attack by his own government.

Existing accounts of multi-level elections focus on voters rather than on political parties, but the multi-level arrangement also affects party strategies. Party elites base their voter mobilization strategies in part on the features of each electoral arena, and make decisions about how to allocate their resources across these arenas accordingly. Small parties, in particular, focus their mobilization efforts on electoral arenas in which the electoral rules are more permissive, so that the parties have a better chance of winning seats. This chapter shows that larger or more nationalized parties tend to make different choices with respect to what kind of potential voters they attempt to mobilize, and for which kind of election, compared with smaller, under-resourced, or regionally based parties.

This chapter considers whether long-run resource scarcity limits economic growth. It distinguishes between renewable and non-renewable resources, as types of natural capital. Using the example of oil, it shows that the depletion of non-renewables is not a binding constraint. It critiques the peak oil concept, and, in particular, notes that it fails to take account of either technical progress or the impact of prices in allocating resources. On renewables there are serious depletion concerns; the chapter advances the aggregate natural capital rule, and sets out how this provides a rigorous asset-base constraint on sustainable economic growth. The operationalization of this rule requires a natural capital balance sheet, a risk register for renewable resources, and the provision of capital maintenance.

This chapter follows the rise to power of the Shamsins, the Bayt al-Shillif, and associated ʻAlawi families as Ottoman tax concessionaries. It shows that their position of local autonomy, rather than having evolved out of some domestic or “tribal” leadership structure, resulted from a paradigm shift in Ottoman provincial administration as well as from a very favorable economic context, in particular the development of commercial tobacco farming in the northern highlands around Latakia. If the eighteenth century witnessed the emergence of a veritable Ottoman–ʻAlawi landed gentry, it also saw increasing social disparities lead to large-scale emigration away from the highlands toward the coastal and inland plains as well as toward the Hatay district of what is today southern Turkey.

Since the 2008 financial crisis the neoclassical synthesis has increasingly been acknowledged as an unsatisfactory theory on which to base economic policy. Its failure to incorporate finance in its models is often identified as its most obvious weakness. While the stock market is not the only form of finance which needs to be incorporated into a satisfactory model for the economy it is an important element and this book presents a model which includes it. The neoclassical synthesis is not necessarily a completely unified body of doctrine, but the model presented here differs sharply from those usually held by adherents of the current consensus. It shows that the objections to the neoclassical synthesis consensus and the claims of the proposed model are supported by the evidence and submits that the latter should therefore be preferred.

Chapter 2 gave an overview of the varieties of conceptual engineering. This chapter shows how the tools of the Austerity Framework enable us gain a greater understanding of the different kinds of conceptual engineering. Some engineers (such as Haslanger and Clark and Chalmers) are concerned with improving the way we speak about a topic. Others, most notably Scharp, are concerned with concepts that they call inconsistent. It is argued that we think of these concepts as lacking an adequate metasemantic base. Finally, there are engineers who seek to exploit lexical effects of certain words, and so are happy to change words’ meanings even if that means changing topic. The chapter goes on to consider the connections between these three kinds of conceptual engineering, and ends by considering some conservative and some radical features of the Austerity Framework.

This chapter examines to what extent Europe’s governments and defence contractors cooperate to provide European Armed Forces with military capabilities. Defence industrial cooperation has evolved as almost the default policy option for European powers to develop large military platforms. Yet, there is no uniform trend, but large variation across countries (for example, France versus Germany), across sectors (land versus air versus sea), and with regards to the sources of cooperation (for example, government induced versus investment driven). The chapter shows that, while the major powers dominate defence industrial cooperation both at the government and at the corporate level, the lesser powers and smaller defence firms follow the trend and participate in the supply chains of large weaponry. Finally, the chapter addresses the question whether cooperation or competition represents the most promising strategy towards a capable European Defence Technological and Industrial Base.

Although it is generally assumed that Ennahda did not have any structures in Tunisia in the years before the uprisings, this chapter uncovers how the movement tried to tentatively recreate itself, including at the universities, starting from the mid-2000s, when some of its prisoners were released. Yet persistent repression and the trauma of jail and torture strongly limited its membership base. In parallel, an increasing number of devout Tunisians became attracted by the Salafis (a dynamic reinforced by the spread of the internet and satellite TV), who sought to challenge Ennahda’s monopoly as a religious opposition force. This chapter shows that a more general growth in piety among large sectors of the population boosted the rise of both Salafism and Ennahda activities in the 2000s, a dynamic that Ben Ali sought to capitalise on by reinforcing religious policies of his own.

Although the chapters are organized around topics such as graphing, classical statistical tests, statistical modelling, mapping and text parsing, examples have been chosen based largely on real scientific studies at the appropriate level and within each the use of more R functions is nearly always covered than are simply necessary just to get a p-value or a graph. R comes with around a thousand base functions which are automatically installed when R is downloaded. This book covers the use of those of most relevance to biological data analysis, modelling and graphics. Throughout each chapter, the functions introduced and used in that chapter are summarized in Tool Boxes. The book also shows the user how to adapt and write their own code and functions. A selection of base functions relevant to graphics that are not necessarily covered in the main text are described in Appendix 1, and additional housekeeping functions in Appendix 2.

This chapter presents an account for religious violence, and also evaluates institutional independence and political theology more carefully. Then, it uses these two factors to elaborate forms of religious violence: communal conflict and terrorism. Political theology and institutional independence are far from the only factors that explain religious violence, but it is proposed that they can account for communal conflict and terrorism. The analysis of Monica Duffy Toft's cases shows that nine of the twenty one religious civil wars in which religion has shaped ends have involved opposition groups with an integrationist political theology, all of them Muslim. Moreover, the analysis of the Terrorism Knowledge Base exhibits a positive link between authoritarian regimes and the site where religious terrorists work. It is noted that religious violence is least likely to occur in settings of consensual independence, which are found most commonly in religion-friendly liberal democracies.

Shinoda provides an analytical framework for examining the role of the prime minister in Japan's political decision making. He shows that two dimensions of fraction within the government and the ruling party—interagency rivalry and intraparty factions—confront the prime minister whenever a major policy issue needs to be resolved. Despite these obstacles, Shinoda shows that the prime minister can be effective. First, Shinoda identifies the sources of power available to Japanese prime ministers—some from legal authorities and others from informal sources. Because prime ministers must rely on informal sources of power to effectively utilize institutional sources of power, their effectiveness varies depending on their background, experience, political skills, and personality. Shinoda identifies six major informal sources of power: power base within the ruling party, control over the bureaucracy, ties with the opposition parties, public support, business support, and international reputation. The national leader's leadership style can be defined depending on which sources of power they utilize in the policy process. He presents both successful and unsuccessful case studies—Hashimoto's administrative reform, Takeshita's tax reform, and Nakasone's administrative reform— illustrate how different prime ministers have succeeded or failed in applying their political resources. After examining these three case studies, Shinoda uncovers four types of leadership among Japanese prime ministers. A major analytical resource for scholars and students of Japanese politics and political economy and comparative politics.

“Plant-Female Iconography in Neolithic Europe” covers the Neolithic transition to agriculture in the Aegean and Europe, which was accompanied by the production of a large corpus of anthropomorphic figurines, a genre dominated by images of women. Figurines with cereal grain eyes reminiscent of those at Sha’ar Hagolan, have been found in Greece, and this symbolic association between plants and women tracked the spread of agriculture into Europe. There female figurines appear bearing grain impressions, or incised with plant imagery. The dot and lozenge motif found on some figurines has been interpreted as symbolizing the planted field. Female images from the megalithic era of Malta, including engravings on the base of the monumental statue of a woman at the Tarxian temple, reveal symbols evidencing strong plant-female associations. This association shows continuity throughout the secondary products revolution and the Chalcolithic period and continues into the stratified patriarchal societies of the Bronze Age.

Intellectual disability (ID) is a neurodevelopmental disorder commencing in early life in which both learning, typically measured with IQ tests, and adaptive functioning are impaired. Prevalence rates of ID vary widely, but converge around 3%. ID is associated with increased rates of all mental disorders but most with other neurodevelopmental disorders; hyperkinetic disorder is estimated to be increased 10-fold in ID, and rates of ADHD have been estimated to be approximately 5%. The full explanation for this association is uncertain, but shared genetic influences play an important role. Co-occurring ID should be considered when undertaking assessments for ADHD. The limited evidence base for treatment of ADHD with ID shows methylphenidate to be effective in randomized controlled trials (RCTs), but the effect sizes are about half those reported for children with average intellectual ability and with higher rates of non-serious adverse effects. No non-pharmacological interventions have been evaluated in RCTs.

This final empirical chapter shows how becoming embedded in religious-based relationships of personal trust can effect changes in migrants’ personal trajectories. In other words, new religious memberships and their associated trust networks can lead transnational Ghanaians to revise their aspirations and negotiate their identities in ways they otherwise wouldn’t. One example is how dedicated members and leaders in the congregation often retrospectively attach new meanings to their migrations, coming to believe that they came abroad to serve the religious community, even if they were not aware of it at the time of their initial moves. Another example is how members base their identities in religion in order to transcend the significance of ethnic, racial, and national identities. These effects reinforce the central argument that religious memberships indeed serve as a basis of trust networks, which are the relations in which people answer questions about meaning, identity, and desires for the future.

This book is a grassroots social history of the clandestine market for sex in colonial Tonkin. It explores the ways in which sex workers, managers, and clients evaded the colonial regulation system in the turbulent economy of the interwar years. The book argues that the confluence of economic, demographic, and cultural changes sweeping late colonial Tonkin created spaces of tension in which the interwar black-market sex industry thrived. The clandestine sex industry flourished in sites of legal inconsistency, cultural changes, economic disparity, rural–urban division, and demographic shifts. As a nexus of the many tensions besetting late colonial Tonkin, the black-market sex industry serves as a useful lens through which to examine these tensions and the ways they affected marginalized populations. More specifically, an investigation of this black market shows how a particular population of impoverished women — a group regrettably understudied by historians — experienced the tensions. Drawing on an astonishingly diverse and multilingual source base, the book includes detailed cases of juvenile prostitution, human trafficking, and debt-bondage arrangements in sex work, as well as cases in Tonkin's bars, hotels, singing houses, and dance clubs. Using GIS technology and big data sets to track individual actors in history, it serves as a model for teaching new methodological approaches to conducting social histories of women and marginalized people.

World Literature for the Wretched of the Earth recovers an alternative strain of anticolonialism that does not seek national sovereignty, authority, and political recognition, but advocates instead inexpertise, unknowing, unintelligibility, and collective unrecognizability. Early twentieth-century anticolonial thinkers endeavored to imagine a world emancipated from colonial rule, but it was a world they knew they would likely not live to see. Written in exile, in abjection, or in the face of death, anticolonial thought could not afford to base its politics on the hope of eventual success. This book shows how anticolonial thinkers theorized inconsequential practices of egalitarianism in the service of impossibility: a world without colonialism. To trace this impossible political theory, this book foregrounds anticolonial theories of reading and critique in the writing of four thinkers, Lala Har Dayal, B. R. Ambedkar, M. K. Gandhi, and Bhagat Singh. These activists theorized reading not as a way to cultivate mastery and expertise, but as a way of rather to disavow mastery and expertise altogether. Reading was antiauthoritarian precisely because it urged readers to refuse authorship and, relatedly, authority. To become or remain a reader, and divest oneself of authorial claims, was to challenge the logic of the British Empire and European fascism, which prized self-mastery, authority, and sovereignty. Bringing together the histories of comparative literature and anticolonial thought, Elam demonstrates how these early twentieth-century theories of reading force us to reconsider the commitments of humanistic critique and egalitarian politics.
