Повний текст джерелаNell’ambito della presente dissertazione si è cercato di esaminare i significati che la nozione di autarkeia assume nel pensiero filosofico di Aristotele, affrontando preliminarmente i problemi concernenti gli aspetti etici e politici del termine, ovvero il significato che esso assume quando viene riferito all’uomo, che peraltro era già stato esaminato dagli studiosi, e soffermandosi poi sugli aspetti fisici, della biologia e della filosofia prima. Proprio questi ultimi, infatti, fino ad ora, non erano stati presi in esame in modo precipuo dagli studiosi, ed è anche per questo che si è esplicitamente tentato di condurre un’indagine sull’autarkeia che fosse più completa possibile, ovvero tale da considerare tutte le sue occorrenze in Aristotele.

Повний текст джерелаEste trabalho assentou nos pressupostos de várias teorias, designadamente, a teoria da agência e a teoria da escolha pública, e tem como objetivos principais por um lado, perceber se a informação económico-financeira divulgada pelas autarquias influencia a reeleição do autarca e em caso afirmativo que tipo de informação exerce essa influência. Por outro lado, perceber se o tipo de informação que influencia a reeleição do autarca varia com o tamanho da autarquia. Face aos resultados obtidos, é difícil concluir de forma clara e conclusiva em relação a estes objetivos, pois diferentes variáveis económico-financeiras influênciam de forma diferente as diversas subamostras nos dois períodos eleitorais.
This work was based on the assumptions of many theories, namely, agency theory and the theory of public choice, and its main objectives, realize if economic and financial information disclosed by the authorities influences the re-election of the mayor and if so what kind of information exerts such influence. On the other hand, to understand the type of information that influences the re-election of Mayor varies with the size of the municipality. Considering our results, it is difficult to conclude clearly and conclusively towards these goals, as different economic and financial variables influence differently the various sub-samples in the two election periods.

Повний текст джерелаA reduzida literatura sobre a temática da presente investigação apenas avalia se a informação contabilística tem impacto sobre os resultados eleitorais, em particular, nos governos locais (Brusca & Montesinos, 2006; Fernandes, Gomes, & Silva, 2012; Feroz & Wilson, 1994; Ingram & Copeland, 1981). Não temos conhecimento de nenhum estudo que avalie a influência da informação contabilística e de fatores socioeconómicos na reeleição dos autarcas, em particular, em Portugal. Dadas as reformas introduzidas na contabilidade pública pelo movimento do New Public Management, desde os anos 90 do século passado e o facto de as autarquias locais gozarem de autonomia orçamental e constituírem o único subsetor da Administração Pública com eleição direta dos seus representantes, acreditamos que existem razões suficientes para avaliar se, tal como preconizam as teorias da agência e da escolha pública, a informação contabilística influencia a reeleição dos autarcas em Portugal. Pelo que partimos da questão de investigação: A informação contabilística influencia a reeleição dos autarcas portugueses? Para além de aferir sobre a influência da informação contabilística na reeleição, também é igualmente importante introduzir na investigação o estudo da influência de fatores sociais e económicos na reeleição. A metodologia seguida é quantitativa, utilizámos a técnica estatística de regressão logística e efetuámos uma análise multivariada de dados, considerando os municípios portugueses, no período compreendido entre 2005 e 2008 e no período compreendido entre 2009 e 2012. A amostra inicial foi ainda subdividida em duas subamostras: (i) municípios de pequena dimensão e (ii) municípios de média e grande dimensão. Não obstante os resultados não terem demonstrado significância estatística para todas as variáveis incluídas no modelo, verificamos que determinadas variáveis de natureza contabilística e alguns fatores socioeconómicos apresentam probabilidade de influenciar a reeleição.
The reduced literature on the subject of this research only assesses whether accounting information has an impact on electoral results, particularly in local governments (Brusca & Montesinos, 2006; Fernandes, Gomes, & Silva, 2012; Feroz & Wilson, 1994; Ingram & Copeland, 1981). We are not aware of any study that evaluates the influence of accounting information and socioeconomic factors on the re-election of mayors, particularly in Portugal. Given the reforms introduced in public accounting by the New Public Management movement since the 1990s and the fact that local municipalities enjoy budgetary autonomy and are the only subsector of the Public Administration with direct election of their representatives, we believe that there are sufficient reasons to assess whether accounting information influences the re-election of the local mayors in Portugal, as advocated by the agency and public choice theories. So, we start from the question of investigation: Does accounting information influence the re-election of Portuguese mayors? In addition to assessing the influence of accounting information on re-election, it is equally important to study the influence of social and economic factors on reelection. We used the quantitative methodoloy, the statistical technique of logistic regression and performed a multivariate analysis of data, considering the Portuguese municipalities, in the period between 2005 and 2008 and in the period between 2009 and 2012. The initial sample was further subdivided into two subsamples: (i) small municipalities and (ii) municipalities of medium and large size. Although the results did not show statistical significance for all variables included in the model, we verified that certain accounting variables and some socioeconomic factors are likely to influence the re-election.

The Constitution recognizes a local interest regarding each local community, which exists alongside with the general interest and under the protection of the Constitution. The autarchy's interest is autonomous. The municipality bas a prominent role in the autarchy's organisation because of its competences and its singular functioning. Both organs are directly elected witch creates tension concerning their democratic legitimacy although the Constitution stipu1ates that the executive is accountable before the assembly. The Portuguese Constitution states that the municipal executive operates collectively, is elected by a proportional system and bas a president that is the first candidate in the most voted list. In fact, the Constitution and the law do not recognise him as an organ. Although he has vast competences, three of those competences make all the difference. They block the organ from operating collectively

Повний текст джерелаIn Spain, by the end of the Civil War the industrial and agriculture production had dropped to very low levels. The European countries involved in the Second World War (1939-1945) also had suffered an important drop of their production, but by 1950 they had recovered the levels achieved before the beginning of the conflict, whereas the Spanish State did not recover the pre-war levels until the middle of the 50's (although the Spanish conflict had ended on 1939). The war devastations do not fully explain the slowness of the Spanish recovery, therefore other factors have to be taken into account. Historiography has established that these factors obey to political and economic decisions taken from the regime highest instances, decisions that were in no case imposed. Therefore the economic architecture represented a rupture regarding the management and investment trend that existed in Spain before 1936. The present study pretends to contribute to the study of the Spanish economic development during Franco's regime from a political point of view. With this purpose in mind, we have analysed which were the organisms responsible of implementing the economic policy and particularly who were the protagonists, the final decision makers. Using a double analysis through prosopography–of the origin and professional background of each individual- and the political circumstances that created the precise context of the decision making.

Government actions are therefore necessary to cleanse the situation with for objectiv to reach generalized satiety. These food consumption policies are even lore usefull since global development policies have been unable to generate statiety. However because of the strong crosslink between the consumption with the other food chain elements, consumption policies must not be regarded as sectorial and selfgoverning actions. Considered as actions wich can compensate the lack of a sustainable agrofood development. That's why they must be specifically in order to contribute a larger food equity able to improve nutritional status of population. O propósito deste trabalho é perceber como é que estes actores políticos conseguem ultrapassar estas dificuldades, sendo que alguns estiveram mesmo detidos. Em termos metodológicos, foram analisadas as eleições autárquicas de 2009, especificamente os concelhos de Felgueiras, Marco de Canaveses, Gondomar e Oeiras, todos apresentando candidatos com problemas com a Justiça. Realizaram-se várias entrevistas, a políticos e a responsáveis pela Justiça.Procedeu-se à análise de conteúdo dos discursos de vitória de Valentim Loureiro e Isaltino Morais. O tempo do discurso foi muito semelhante (quase doze minutos) e utilizada uma linguagem popular. Conquanto, Valentim conseguiu uma relação mais estreita com os eleitores presentes no momento em que discursava.Foi tratado pelo primeiro nome quase meia centena de vezes; Isaltino Morais apenas duas.Os dois fizeram referência aos adversários.A vitimização foi um facto.Porém, à Justiça, ou aos processos judiciais, nem uma alusão. Contudo, dos discursos deduz-se que Gondomar e de Oeiras são liderados por homens raros.Foram e continuam a ser o farol, o mestre destas populações.Julgam-se únicos;autênticos special ones.Garantem tudo fazer para defender o seu povo, a sua família, como Valentim Loureiro chama aos gondomarenses. Eles ou o caos.Estas são inferências indutivas e abdutivas extraídas dos dois discursos de vitória. Apurou-se ainda, no quadro da Comunicação Política, que os políticos com imagem de marca podem ser mais fortes do que os partidos. Todavia, têm uma estratégia de poder absolutista, que não deverá ser bem sucedida no futuro.A autocomunicação de massas, onde a voz do povo está cada vez mais audível, não nas ruas, mas através dos teclados dos computadores, colocará entraves. As novas ferramentas comunicacionais não são geradoras de uma espiral de silêncio. São criadoras de uma espiral de “likes” ou “dislikes”. In Portugal there are mayors with legal proceedings resulting from their activity that remain winning elections. The purpose of this work is to understand how these political players overcome these difficulties, considering that some of them were really under detention. In methodological terms, local elections from 2009 were analysed, particularly the municipalities of Felgueiras, Marco de Canaveses, Gondomar and Oeiras, all of them presenting candidates with legal problems. Several interviews were made to politicians and people responsible for Justice. The content of victory speeches from Valentim Loureiro and Isaltino Morais were analysed. Time of speech was very similar (nearly twelve minutes) and a popular language was used. Although, Valentim managed a closer relationship with the voters that were locally attending its speech. He was called by his first name almost fifty times; Isaltino Morais only twice. Both referred their opponents. Victimization was a fact. However, to Justice, or to legal proceedings, nor a single reference. Nevertheless, one can conclude from those speeches that Gondomar and Oeiras are commanded by rare men. They were and they still are the lighthouse, the master of these populations. They believe to be unique; truly special ones.They assure to do everything to defend their people, their family, as Valentim Loureiro calls to the inhabitants of Gondomar. Them or the chaos. These are inductive and abductive inferences extracted from both victory speeches. It was stated also, in the scope of Political Communication, that politicians with remarkable image can be stronger than the parties. However, they have a strategy of absolutist power, that will not be successful in the future. The massive selfcommunication, where the voice of the people is becoming increasingly audible, not in the streets, but through the keyboards of the computers, will create obstacles. The new communicating tools do not generate a spiral of silence. They create a spiral of “likes” or “dislikes”. Au Portugal, il y a des maires avec des poursuites judiciaires, découlant de leurs activités, qui continuent à gagner des élections. Le but de cette étude est de comprendre comment ces acteurs politiques peuvent surmonter ces difficultés et certains ont même été arrêtés. En termes de méthodologie, nous avons analysé les élections locales de 2009, en particulier dans les comtés de Felgueiras, Marco de Canaveses, Gondomar et Oeiras, où tous les candidats présentant des problèmes avec la Justice. Nous avons effectué plusieurs entretiens avec des politiciens et responsables de la Justice. Nous avons analysé le contenu des discours de victoire de Valentim Loureiro et Isaltino Morais. Le temps du discours était très similaire (près de douze minutes) et utilisé un langage populaire. Bien que, Valentim a obtenu une relation plus étroite avec les électeurs présents au moment de parler. Il a été traité par son prénom près d'un demi-cent fois ; Isaltino Morais seulement deux. Croyez qu'ils sont uniques, authentiques special ones.Ils garantissent à tout faire pour défendre son peuple, sa famille, comme Valentim Loureiro appelle les gondomarenses. Ils ou le chaos. Ce sont des inférences inductives et d’abduction tirées de deux discours de victoire. Il a été également trouvé, dans le cadre de la Communication Politique, que les politiciens avec l'image de marque peuvent être plus forts que les parties. Cependant, ils ont une stratégie du pouvoir absolu, qui ne peut être réussie à l'avenir. L’autocommunication des masses, où la voix du peuple est de plus en plus forte, non pas dans les rues, mais à travers les claviers d'ordinateur, imposera des limites. Повний текст джерелаThe thesis is about (1) the evolution of the idea of autarky – policy of economic self-sufficiency in a political unity – in the economic thinking, and more particularly about (2) the development of a specific notion of autarky: that which results in the Stalinist doctrine of the « socialism in one country ». It proposes two levels of analysis. The first one is related to the history of ideas. The second one is related to historical facts. Autarky is then examined as an original conception, contrasted not only to free-trade, but also to mercantilism and industrial protectionism. The research is based on the period between the economic crisis of 1873 and 1929. However it also includes the evolution of the thinking about the autarkist development since 1945. From the point of view of the history of economic thought, we conclude that Stalinist doctrine is an heir of a very ancient conception of autarky that reappears in the German socialist movement since the 19th century. From the point of view of the economic history, we conclude that the Stalinist autarkist policy is nothing but a variant of the autarkist policies applied during the period between the First and the Second World War

Повний текст джерелаThis PhD dissertation investigates, starting from the stimuli offered by Hadot, Agamben, Foucault, Fabbrichesi, Goulet-Cazé and Sloterdijk, the specificity of the ancient cynicism. Cynicism is a very particular form of life that today perhaps has something to say.We tried to reconstruct a framework that recomposes this form of cynical life, very autarchic and controversial, in relation to the main experiences of life: the origin and citizenship, the relationship with the economy, with the power, with the social conventions, with knowledge and with religion.This research tries to contextualize the cynical life form in relation to the urban context because cynicism developed within the cities. Cynical provocations were shown in temples or squares; through shameless and shameless behavior, the way of dressing or living was disputed, and customs and laws were transgressed.A kind of subterranean current of cynicism was then reconstructed in the development of western culture from the end of the Greek-Roman world to the nineteenth century. Diogenes appears in Arab culture and medieval novels; cynicism is cited by Erasmus, Montaigne, Rabelais and the theme of the extravagance of the artist's life appears. The illuminists quote Diogene. Thoreau's attempts at autarky have been analyzed, Marx's lifestyle in London, and Nietzsche's great recovery of cynicism.In the twentieth century, some cynical motifs in the narrative of Tolstoy, Bernhard, Beckett, Hasek and Kristof were also analyzed. It is not a declared cynicism, but the re-emergence of certain problems and certain solutions. We then tried to investigate how and what Foucault and Sloterdijk have recovered from cynicism. In the socio-economic sphere, the links between cynical autarky and the ideas of de-growth thought and Ivan Illich were highlighted

Повний текст джерелаNo Verão de 2014, o autoproclamado Estado Islâmico (EI) transformou completamente o panorama político do Médio Oriente ao colocar-se na condição de força insurgente para instaurar uma nova ordem mundial. Por um lado, a sua motivação e ação obsessiva e desenfreada pela conquista territorial, bem como as estratégias e táticas subversivas que utiliza, não só para tomar mas para manter a ocupação dos territórios, têm-lhe permitido alcançar uma força e um poder preponderante. Por outro lado, a pretensão em criar um Califado fiel aos preceitos originais do Islão, e assim conseguir um Estado hegemónico com o objetivo de islamização do mundo, tem levado a aproveitar-se dos vazios de poder e da fraqueza e instabilidade dos Estados do Médio Oriente e do Norte de África, subjugando territórios e desrespeitando a sua identidade e fronteiras. A utilização de formas clássicas de ocupação e conquista de espaço pela via militar coerciva, com vista à criação de um Império Islâmico Pan-Regional, levou-nos a questionar se a expansão territorial do EI e a construção do novo Califado reavivam as ideias preconizadas pela Geopolítica Clássica da Escola Alemã. Este trabalho objetiva os conceitos de Espaço Vital, Autarcia, Fronteira Natural Elástica, Pan-Região e Hegemonia que estão subjacentes à Geopolítica Alemã. A dissertação evoluiu em torno desta questão, examinando a relação entre os referidos pressupostos no modus operandi da conquista territorial do EI. A ascensão deste foi abordada por forma a esclarecer as suas origens, a sua organização e pretensões, à luz da Teoria Realista das Relações Internacionais. A pesquisa concluiu que a expansão territorial e a construção do novo Califado evidenciam a atualidade dos pressupostos da Geopolitik considerada “morta” por alguns autores.

Повний текст джерелаThis thesis is a study of the interactions between an environmental tax and a regulatory instrument (the performance standard or the technology mandate) in a competitive closed economy which can be opened to trade with the outside. We distinguish ourselves from the literature, which focuses on comparative studies of both environmental instruments. Moreover, the implications of this association are on the whole economy, taking into account the presence of other taxes. This new research framework, in addition to changing the behavior of economic agents leads to a redefinition of the social welfare. We then show that the rate of the environmental tax deviates from "reference" pigouvian value because of the presence of the regulatory instrument. We also note that the performance standard and the technology mandate do not have the same interactions with the environmental tax. This work is completed with the conditions for achieving a general equilibrium

Autàrkeia, or self-sufficiency, is an ideal for Greek philosophers, for Socrates for example, and according to Xenophon or Aristotle. However, Plato deals with autârkeia in an original way : autârkeia can be considered as a guideline for Plato 's philosophy, while the concept is almost missing in the texts. Can self-sufficiency be defined as relative? Or would il be merely be absolute, as the only possible meaning. The problem needs to be examined for the good man -the philosopher-, for citizens, the world and Forms. Autârkeia highlights the contradiction between desire (which presupposes lack), and the necessity to ground philosophy (and dialectic) on a principle (an "anhypothetic" one, which means: self-sufficient). Yet, metaphysics is grounded on the absolute meaning of autàrkeia: self-sufficiency is therefore a main condition of philosophical logos

O presente trabalho tem por objeto o estudo do modelo de governança da Superintendência de Seguros Privados – Susep, autarquia comum, confrontando-o com o modelo de autarquia especial, principalmente com o de agência reguladora, espécie daquele. O estudo teve origem em pesquisa exploratória, por meio da realização de entrevistas com executivos que atuam e possuem larga experiência no setor de seguros privados, resseguro, previdência complementar aberta e capitalização. Conforme as observações colhidas nas entrevistas, os principais problemas característicos do modelo de governança atual da Susep são ausência de independência orgânica e de autonomia financeira e orçamentária. O presente trabalho aprofundou na literatura nacional a compreensão dessas características no âmbito das agências reguladoras federais brasileiras, em contraste com as características atuais peculiares ao modelo de governança de autarquias comuns. O modelo das agências reguladoras foi escolhido pois a maioria dos próprios entrevistados manifestou entendimento no sentido de que o atual modelo de governança da Susep está ultrapassado e que a adoção do modelo de agência reguladora seria o mais adequado para o setor. Foram consultadas a legislação e doutrina especializada em agências reguladoras, Direito Tributário e Direito Econômico, bem como examinados acórdãos do Tribunal de Contas da União e pesquisas, relatórios e estudos nacionais já realizados nas searas da independência orgânica e da autonomia financeira e orçamentária das agências reguladoras federais brasileiras. Também foram analisados diversos projetos de lei em tramitação no Congresso Nacional, que propõem alterações na estrutura organizacional das agências reguladoras federais brasileiras e nas leis que tratam da gestão financeira e orçamentárias dessas agências. Por fim, concluiu-se que, embora a criação de uma agência reguladora para o setor de seguros privados, resseguro, previdência complementar aberta e capitalização possa contribuir para a superação de problemas associados ao modelo atual de governança da Susep, tal modelo não trará uma solução definitiva para os problemas atualmente existentes na Susep no que diz respeito à ausência de independência orgânica e de autonomia financeira e orçamentária do órgão. Além disso, embora o modelo de agência reguladora possa apresentar vantagens em relação ao modelo de autarquia comum, o modelo de governança das agências reguladoras federais brasileiras necessita ser aperfeiçoado para que se assegure maior independência e efetiva autonomia financeira e orçamentária.
This study's purpose is the study of the governance model of the Superintendency of Private Insurance - SUSEP, common autarchy, confronting it with the special autarchy, mainly with the regulatory agencies. The study originated in exploratory research through interviews with executives who work and have extensive experience in the private insurance industry, reinsurance, open private pension and capitalization. As the observations made in interviews, the main characteristic problems of the current governance model Susep are no organizational independence and financial and budgetary autonomy. This work has deepened in the national literature understanding these characteristics within the brazilian federal regulatory agencies, in contrast to the current peculiar characteristics of the governance model of common autarchy. The model of regulatory agencies was chosen because most of the interviewees expressed understanding in the sense that the current governance model of Susep is outdated and that the adoption of the regulatory agency model would be the most appropriate for the sector. Specialized law and doctrine regulatory agencies were consulted, so as Tax and Economic Laws. There were examinated judgments of the Court of Audit and researches, national reports and studies carried out in the fields of organic independence and financial autonomy and budget of brazilian federal regulatory agencies. There were also analyzed several bills pending in Congress that propose changes in the organizational structure of the brazilian federal regulatory agencies and laws dealing with financial management and budget of these agencies. Finally, it was concluded that although the creation of a regulatory agency for the private insurance industry, reinsurance, open private pension and capitalization can contribute to overcoming problems associated with the current model of governance of Susep, such a model will not bring a definitive solution to the current problems in the Susep regarding the lack of organizational independence and financial and budgetary autonomy of the organ. Furthermore, although the regulatory agency model may present advantages over common autarchy model, the governance model of the brazilian federal regulatory agencies needs to be improved to ensure greater independence and effective financial and budgetary autonomy.

Neste trabalho, realizado a partir de um estudo de caso, avaliamos a Agência Reguladora de Saneamento e Energia do Estado de São Paulo (ARSESP) enquanto autarquia de regime especial, analisando sua evolução institucional e sua autonomia. Para isso, apresentamos uma contextualização sobre a reforma da gestão pública e a criação das agências reguladoras no Brasil, destacando referências nacionais nas esferas federal e estadual. A partir dessas bases, analisamos as inovações deste modelo, em especial a independência decisória, a flexibilidade administrativa e a autonomia de gestão, bem como identificamos obstáculos na concretização desta autonomia prevista em lei. Em especial, estudamos o impacto da vacância em cargos de diretoria da ARSESP, o contingenciamento orçamentário, a relação com a assessoria jurídica da Procuradoria Geral do Estado e as vantagens da multissetorialidade desta Agência. Verificamos que os problemas relatados não são passíveis de solução considerando apenas a ARSESP de forma isolada, mas dependem, ainda, de mudanças sistêmicas na legislação que regulamenta a Administração Pública no Brasil, em especial no tocante às necessárias reformas no modelo de compras, licitações e contratos públicos, no regime jurídico único dos servidores públicos e na execução orçamentária com reflexos nos limites impostos pela responsabilidade fiscal. Por fim, verificamos, ainda, que o fortalecimento da autonomia da Agência depende, também, de um entendimento sobre a importância política da regulação independente e do fundamental papel de controle exercido pelas agências reguladoras.
In this case study, we examine São Paulo State’s Regulatory Agency for Sanitation and Energy (ARSESP), a special regime autarchy, looking at its institutional evolution and its independence. We look at the context around public sector reform and the creation of regulatory agencies in Brazil, highlighting national references at federal and state levels. From this basis, we analyze this model’s innovations, especially independent decision-making, administrative flexibility and broad management autonomy, as well as identifying obstacles to fulfilling this autonomy as written in law. In particular, we study the impact of the Agency’s multi-sector remit, board-level vacancies, withheld budgets and relationship with the general attorney. We verify that the problems reported by ARSESP cannot be solved within the Agency alone, but depend, in most cases, on systemic changes to legislation on public procurement, public sector recruitment and budget management in Brazil. Finally, we also verify that the strengthening of the Agency’s autonomy depends also on an understanding of the political importance of independent regulation.

Повний текст джерелаIt is customary to mention the report of J.-J. Rousseau to History to enunciate his anthropological optimism to which, like a chiaroscuro, opposes a historical pessimism. Rousseau is above all a humanist, his work is mainly oriented on man and he finds a modern man under the irons, bending under drowsy regimes, with a few exceptions. In the (disastrous) dynamic of history, the citizen perceives only a linear, increasing and secularized degradation, far from any theodicy, the man is the main artisan of his misfortune. However, one cannot conclude to a pessimism without appeal, the citizen hopes in a providential man who can circumscribe this tendency. The historical productions of Jean-Jacques are few and focused mainly on public law. But in the sketch of the history of his republic, Jean-Jacques proved a formidable historian. But History does not interest him much and assigns many faults to him, even if he remains acquainted with ancient history. Rousseau is convinced that history reveals only a denatured man to whom "crutches" are necessary and the author of the Contrat social thinks of the primacy of politics or recourse to mediation. In the relations maintained by the citizen, in three stages, he is first of all the historian of a happy socialization, then evokes his anthropological optimism to which echoes a true process instructed in history; in the end, the last step, the citizen ideologizes History, especially ancient, with a view to a possible and beneficent socialization of man

Повний текст джерелаO presente relatório integra a fase final do Mestrado em Administração Público -Privada, realizado na Faculdade de Direito da Universidade de Coimbra. O relatório sucede ao estágio realizado na Câmara Municipal (CM) de Vila Nova de Gaia, no Departamento da Educação, entre Setembro de 2017 e Fevereiro de 2018. A obesidade infantil é um dos principais problemas de saúde pública em Portugal. O crescimento do número de crianças e adultos obesos e a percepção de que esta doença dificilmente regride, levaram à implementação de diferentes medidas de prevenção e combate ao longo das últimas décadas. Ao longo dos últimos anos a CM de Vila Nova de Gaia tem vindo a observar que a educação alimentar tem um impacto positivo nas crianças uma vez que as informações sensibilizam e influenciam os seus comportamentos em relação à alimentação saudável. Este relatório tem como objetivo analisar a importância da intervenção social do projeto desenvolvido pela autarquia de Vila Nova de Gaia no combate à obesidade infantil nas crianças do Ensino Pré-Escolar e 1º Ciclo do Ensino Básico do concelho, assim como, analisar a relevância dessa intervanção no bem estar da comunidade tendo em conta à crescente incidência de crianças obesas e aos riscos para a saúde que esta acarreta. Numa vertente mais prática, a análise dos resultados estatísticos possibilitou averiguar o estado nutricional em que as crianças estão inseridas, ou seja, a percentagem de crianças no concelho com magreza, peso normal, excesso de peso, pré-obesidade e obesidade, e posteriormente as consequências, presentes e futuras que estas poderão acarretar.
This report is part of the final stage of the Master in Public Administration, held at the Faculty of Law of the University of Coimbra. The report ensues from an internship in the City Hall of Vila Nova de Gaia, in the Department of Education, from September 2017 to February 2018. Chilhood obesity is a major public health problem in Portugal. The increase in obese children and adults and has led to the implementation of various measures to prevent and combat the disease, over the past decades. Over the past few years, the CM of Vila Nova de Gaia has been observing that food education has a positive impact on children since the information sensitizes and influences their behaviors in regards to healthy eating. This report aims to analyze the importance of social intervention of the project developed by the municipality of Vila Nova de Gaia in the fight against childhood obesity in Pre-School and Primary School children of the municipality, as well as to analyze the relevance of this intervention in the well-being of the community, taking into account the increasing incidence of obese children and the health risks that this entails. In a more practical way, the analysis of the statistical results made it possible to ascertain the nutritional status of these children, that is, the percentage of children in the municipality with thinness, normal weight, overweight, pre-obesity and obesity, as well as current and future consequences that these may entail.Key-words: Childhood obesity; Overweight; Autarchic intervention

Therefore, in view of this tourism phenomenon it’s relevant to realize the importance and the role of the Lisbon Municipal Council as a member of government that deals directly with the growing tourist flows. This dissertation starts from an overview of everything that involves the dynamics of an autarchy, but intends to take a stand from the point of view of the Communication, that is, from the perspective of image management that is done by this autarchy and is projected in an intentional and strategic way to the outside, creating the city of Lisbon in a city brand.

According to Max Weber’s definition (“to live” of politics), there is a growing professionalization of politics, as several studies show. This investigation assumes that those who have a top party role strive for a top political job as a development of their political career. By studying the candidates and elected representative in Portuguese local government in the elections of 2005, 2009 and 2013, and defining political professional as one who has a party career as well as holding public office, we aim to access whether there is a professionalization of local government in Portugal.

Повний текст джерелаDesde Abril de 1974 que Portugal vive em democracia, um regime político marcado pela liberdade de expressão e pela comunicação aberta, o que conduziu o país a possuir uma sociedade mais dialogante e participativa. Política e comunicação são dois conceitos paralelos que se acompanham, desde sempre, devido à íntima ligação entre a gestão política e administrativa de um local e a necessidade de diálogo com os cidadãos e eleitores. Infelizmente, apesar do regime atual, a comunicação política ainda se limita e foca muito em propósitos eleitoralistas e partidários, esquecendo a comunicação continuada de interação e diálogo com os cidadãos, sobre os assuntos do dia-a-dia e o bem-estar comum. É, precisamente, essa comunicação bidirecional entre entidades e cidadãos que necessita ser fomentada para que se atinja uma relação com contrapartidas mútuas entre a organização e os seus públicos. Para tal, há um longo caminho que necessita de ser percorrido, no sentido de dar voz ao público e torná-lo parte integrante de todo o sistema. Nesta área, os líderes políticos têm uma grande influência, pois a sua personalidade domina a imagem da instituição que representam e as suas linhas orientadoras ditam uma maior ou menor abertura para com os cidadãos. Porém, também os técnicos de comunicação têm uma importante contribuição na aproximação aos cidadãos, criando meios e canais, apostando em incentivos, incutindo políticas de porta aberta, etc. Deste modo, as relações públicas autárquicas têm o importante papel de criar e assegurar uma comunicação mais equilibrada, e consequentemente uma sociedade mais democrática, abandonando, por definitivo, a postura unilateral e antiética que caracterizou a profissão durante tantos anos.
Since April 1974, Portugal has lived in democracy, a political system characterized by freedom of expression and open communication, which led the country to have a more conversational and participatory society. Politics and communication are two parallel concepts that follow each other, since ever, due to the close link between the political and administrative management of a place and the need for dialogue with citizens and voters. Unfortunately, despite the current regime, political communication is still limited and too much focused on electoral and party purposes, forgetting the ongoing communication for interaction and dialogue with citizens about daily issues and the common welfare. It is precisely this two-way communication between authorities and citizens that needs to be encouraged to bring it to a relation with mutual offsets between the organization and its stakeholders. To this end, there is a long path that needs to be done in order to give voice to the public and make it an integral part of the whole system. In this area, the political leaders have a great influence because his personality dominates the image of the institution that they represent and their guidelines dictate more or less opening to citizens. However, the technical communication also have an important contribution to approximate citizens , creating ways and channels, focusing on incentives, instilling open door policies, etc. Thus, public relations have an important role to create and ensure a more balanced communication and consequently a more democratic society, abandoning, for short, one-sided and unethical posture that characterized this profession for so many years.

Повний текст джерелаThis master’s thesis, in project format, reports the proceedings adopted for the implementation of a quality management system, as part of a sustainable development model, at local level. The study followed the case study methodology, using surveys as research methods, and was anchored in the interrelation between three joint regulatory documents created within the EU: a) the CAF (Common Assessment Framework) principles applied to the self-evaluation process of Vila Franca de Xira´s Autarchy; b) the contribution received from the national strategy for sustainable development (ENDS), highlighting the relevance of its strategic guidelines for the autarchy management, particularly in the scope of quality management in public administration; c) the eGoverno guidelines of UMIC (Agency for the knowledge society), particularly those envisaged in the Plan i2010 eGoverno. The results of the study highlight the importance of building institutional capacity and of the advantages offered by the interrelation and participation of individual and institutional partners from the social, economic, cultural and political spheres. The added value obtained by the creation of a digital infrastructure, which allowed for the maximization of results, transparency and effectiveness in making information available, is also stressed. Finally, this study presents a dynamic and interactive model for autarchy management, aimed at being inclusive and participatory, anchored in the three above mentioned regulatory documents and their interrelation.

Повний текст джерелаThe Spanish Civil War (1936-1939) and its consequences in the early years of Francoism is certainly the most discussed topic of Spanish history in the last 80 years. Particularly since the year 2000, the historiography about this era has expanded continuously, intertwined with the emergence of a social movement to recover “historical memory” focused on exhuming and recognising the victims of Francoism. The war and post-war years, however, have scarcely been analysed from the perspective of environmental history, despite the fact that this discipline was establishing itself in Spain during the very same years. This thesis addresses this research gap, applying an environmental history approach to examine how the Spanish Civil War and the subsequent Francoist victory and state-building efforts transformed the nation’s socio-ecological relations and landscapes, both materially and symbolically. It combines environmental history with approaches from political ecology and the history of science, and builds on an extended documentary analysis of archival primary sources, combined with oral history. It seeks to unveil the socio-ecological legacies of the war and early Francoism, connecting history explicitly to debates about socioenvironmental conflicts today through issues including property regimes of urban water management, water quality and pollution burdens, overexploitation of fishing stocks and discussions about autonomy, self-sufficiency and degrowth. Conceived as a compilation of research articles, this thesis contributes to the theoretical discussions emerging upon combining environmental history with political ecology and geography. While reinforcing the spatial and political aspects of environmental history, its contribution also strengthens the historical dimensions of political ecology and geography. It explores how the war revolutionised water property regimes in Barcelona, transformed urban water infrastructure in Madrid, and disrupted the Llobregat river socio-ecological system. Moreover, by underlining the long application of the state of war in Francoist Spain (1936-1948), it examines autarkic political, social and economic reforms as state-building efforts intimately linked with war and militarism. Autarky is interpreted as a political and ecological project that intertwines the search to increase national self-sufficiency with social repression and control. Along these lines, this thesis examines the materialisation of the autarkic project in the expansion of the Spanish fishing fleet to contribute to feed the nation, and in the militarisation of the national border in the Pyrenees Mountains. Lastly, it explores the circulation of the discourses of self-sufficiency through space and time. In short, by using the case of the Spanish Civil War and the budding years of Francoism, this thesis seeks to open up Spanish environmental history both in topics and approaches, resolving the tension between the public interest and the massive development of the historiography about the war and the dictatorship, on the one hand, and the lack of environmental history research about both, on the other.
A Guerra Civil Espanhola (1936-1939) e as suas consequências nos primeiros anos do Franquismo é certamente o tópico mais discutido da História de Espanha nos últimos 80 anos. Particularmente, desde o ano 2000, a historiografia sobre esta época tem-se continuadamente expandido, entrelaçada com a emergência de um movimento social para recuperar a “memória histórica” focada na exumação e no reconhecimento das vítimas do Franquismo. A Guerra e os anos do pós-guerra, contudo, têm sido insuficientemente analisados a partir da perspetiva da História Ambiental, embora esta disciplina se estivesse a estabelecer em Espanha durante o mesmo período. Esta tese responde a esta lacuna de investigação ao aplicar uma abordagem da História Ambiental para examinar a forma como a Guerra Civil Espanhola, a subsequente vitória franquista e os state-building efforts transformaram as relações e as paisagens socio-ecológicas da nação, tanto material como simbolicamente. A tese combina História Ambiental com abordagens da Ecologia Política e da História da Ciência e baseia-se numa extensa análise documental de fontes de arquivo primárias, combinadas com História Oral. Pretende-se desvendar os legados socio-ecológicos da Guerra e do Franquismo inicial, ligando a História explicitamente aos debates atuais sobre os conflitos socio-ambientais, através de questões que incluem regimes de propriedade de gestão da água urbana, qualidade da água e encargos da poluição, sobre-exploração dos recursos piscatórios e discussões sobre autonomia, autossuficiência e decrescimento. Concebida como uma compilação de artigos científicos, esta tese contribui para as discussões teóricas emergentes ao combinar História Ambiental com Ecologia Política e Geografia. Ao reforçar os aspectos espaciais e políticos da História Ambiental, a sua contribuição fortalece também as dimensões históricas da Ecologia Política e da Geografia. A tese explora o modo como a Guerra revolucionou os regimes de propriedade da água em Barcelona, transformou as infraestruturas de água urbana em Madrid e afetou o sistema socio-ecológico do rio Llobregat. Além disso, ao sublinhar a longa aplicação do ‘estado de guerra’ (1936-1948) na Espanha franquista, a tese examina as reformas políticas, sociais e económicas autárcicas como state-building efforts intimamente ligadas com a Guerra e o militarismo. A Autarcia é interpretada como um projeto político e ecológico que entrelaça a procura em aumentar a autossuficiência nacional com a repressão social e o controlo. Nesse sentido, esta tese examina a materialização do projeto autárcico na expansão da frota piscatória espanhola, que contribuiu para alimentar a nação, e na militarização da fronteira nacional nas montanhas dos Pirenéus. Por último, explora a circulação dos discursos de autossuficiência através do espaço e do tempo. Em resumo, ao usar o caso da Guerra Civil Espanhola e os anos de ascensão do Franquismo, esta tese procura contribuir para a abertura da História Ambiental Espanhola, tanto em tópicos como abordagens, resolvendo a tensão entre o interesse público e o desenvolvimento massivo da historiografia sobre a Guerra e a ditadura, por um lado, e a lacuna de investigação em História Ambiental que incide sobre ambos os processos, por outro.

Повний текст джерелаConsidering the significant effects of the concept of empowerment on the professional practice of social workers, we find it important to study the awareness that these exact social workers have about empowerment in autarchical context, the way that they conduct it and the impact that it has to them in their professional practice. We chose a mixed study which combines a quantitative method with a qualitative method, using as instruments to collect data, an inquiry and a semi-structured interview that were created for this purpose. Our sample regarded thirty-three social workers who carry out their functions in town councils within continental Portugal and the autonomous regions of Azores and Madeira. The analysis of the collected data allows us to deduce that social workers know the meaning of empowerment and there are even situations where they are able to accomplish it through the enveloping of citizens in the resolution of their problems. The autarchies, on the other hand, need to strive against their hierarchical rigidity by sharing authority with social workers and by encouraging the participation of their citizens, leading to an empowering society.

Повний текст джерелаO presente trabalho propõe averiguar se o clima psicológico positivo numa autarquia local influencia o desempenho organizacional de forma igualmente positiva. Assim, inicialmente, aplicou-se um questionário de avaliação de clima psicológico de Brown & Leigh (1996), para analisar o clima psicológico nos grupos de trabalho da autarquia local. Seguidamente, aplicou-se um questionário relativo à percepção de qualidade de serviços pelos munícipes acerca dos serviços prestados pela organização, questionário de Percepção de Qualidade adaptado do SERVQUAL de Parasuraman, Zeithaml & Berry (1988). No âmbito deste estudo, participaram noventa e quatro trabalhadores e setenta e cinco clientes, distribuídos por vinte secções distintas. Entre as duas variáveis foram encontradas relações directas positivas, ou seja, nos grupos de clima psicológico mais positivo a percepção de qualidade, também, é maior. Contudo, nos grupos com menores valores a situações não são conclusivas. Portanto, segundo a literatura já existente as organizações com clima positivo são capazes de ter um maior desempenho (produtividade, eficácia e eficiência), fomentando a vantagem competitiva baseada na criação de ambiente de trabalho desenvolvido na colaboração e em redes de apoio.
This work proposes to help us to find, if in a local autarchy the positive psychological climate influences the organizational performance in a equally positive way. So, in the beginning was applied a questionnaire for assessing the psychological climate of Brown & Leigh (1996), in order to analyze the psychological climate in working of the local autarchy. Then, a questionnaire was applied on the perception of the quality of services by residents about the services provided by the organization (Perception of Quality questionnaire adapted from SERVQUAL by Parasuraman, Zeithaml & Berry (1988). The study involved ninety-four workers and seventy-five customers, spread over twenty distinct sections. Between the two variables, were found positive direct relations, which mean that, in the most positive psychological climate groups, the quality perception it´s higher too. Therefore, according to the literature that already exists, organizations with positive climate are able to have a higher performance (productivity, effectiveness and efficiency) creating in this way, a competitive advantage based on the creation of the working environment developed in collaboration and support networks.

Повний текст джерелаThis dissertation tries to gain a better understanding of the concept of autarkeia which is present in the writings of Aristotle. Doing this, we are also able to get a clearer idea of the link between ethics and politics in the aristotelian thought. In order to achieve this, we start by distinguishing two types of self-sufficiency : the divine self-sufficiency and the human self-sufficiency. The divine self-sufficiency is to be understood as the fact of being fully self-sufficient in the most rigorous way. Strictly speaking, it is only the divine that can be granted of such a self-sufficiency. On the other hand, the human self-sufficiency is the one effective in the aristotelian definition of the polis, which is the self-sufficient grouping of persons aiming at living and good living. After that, we show that the practice of philosophy, which is described as a self-sufficient activity in NE, X, is hardly possible as an activity of the polis and cannot participate in bringing a polis to life. This is founded in the fact that for Aristotle, it is the needs that keep people together, united in a polis, and considering that, it is difficult to see how philosophy could be part of this, because it is totally useless and searched for itself. However, we try to see how it would be possible to conciliate the practice of philosophy with the necessity for a human to live in a polis, because Aristotle never speaks of it as being problematic. The answer of this so-called problem is to be found in the notion of leisure, by relegating philosophy to this part of a human life in order for it to be practiced. It is also by associating philosophy and leisure that we can draw the link between ethics and politics.

The dissemination of knowledge of archaeological heritage and archeology development by the Setúbal Municipal Council is a common problem but an important interest. Its purpose was the communication by the educational institutions of the city of how archeology is developed and what its existing heritage. With the accomplishment of this internship it was intended to acquire a new personal and professional experience regarding the practice of public archeology in a city council, in this case developed in the city of Setúbal.

This internship report explores the usage of online social networks by companies, specifically in City Halls. It’s made a study of how City Halls in the region of Alentejo use social networks, focusing in particular in the City Hall of Évora. Its Communication Bureau is the focus of this study, aiming to understand how its usage of social networks and the online resources that are nowadays available is done and what impact it has in the population.

Повний текст джерелаSport, in its broadest meaning, has had a continuous evolution regarding public policies, particularly in the municipal intervention sphere, bringing together an increasingly number of means and resources into its development, which implied, within them, the establishment and organization of increasingly qualified personnel-gifted organic structures to embody and fulfill their respective sports policies. From this statement we propose, in the present paper, to perform an analysis on the adequacy of the municipal sport organic structure, considering its attributions and legal functions associated with the current context of this phenomenon. Based on current municipal sports policies, this paper concerns the management of their respective procedures. We aim to analyze, in a critical manner, the “modus operandi” of municipal policies regarding its procedures and development, on a supra municipality scale extended to twelve municipalities that integrate the inter municipality community of Tâmega e Sousa (CIM-TS), in order to achieve a conjunctural analysis of their respective organizational structures, methods, procedures and types of intervention, as well as to verify their participants` perception and expectation about supra municipality management in a few intervention areas. We use information from the municipalities of CIM-TS placed in the respective official websites and surveys with questionnaires close to the responsible technicians and politicians by the theoretical framework and legislation affecting the subject of this study. From the results and in terms of conjectural analysis of the municipalities of CIM-TS, the following conclusions are highlighted: i) a sporting policy directed to elite sport; ii) organic structures in the process of increasing development but positioned on the lower planes of the respective functional structures; and iii) the obvious absence of strategic plans for sports development.

Повний текст джерелаThis study aims to analyze the influence that job satisfaction over the organizational climate and the way in which these two constructs are also influenced by the personal and work characteristics of the subjects, in an autarchy on the north of Portugal, a public organization of local high relief. Thus, the sample is made up of 129 employees of this autarchy who responded to the "Social Climate at Work Scale" (Moos et al., 1974) and the "Satisfaction Questionnaire S20 / 23" (Meliá & Peiró, 1989). The results indicate that the organizational climate perceived by the employees is influenced by the job satisfaction they demonstrate, above all, satisfaction with supervision, which proves to be an estimator of the organizational climate in all subscales analyzed and that both constructs are influenced by organizational variables, Highlighting among them the departments to which they belong. This research may serve to emphasize the importance of employees' job satisfaction within organizations and to demonstrate how this can be a tool to achieve organizational climate levels that are advantageous to organizations.
