This paper describes the rise of boys’ education as a substantial social and educational issue in Australia in the 1990s, mapping the changes in Australian discourses on boys’ education in this period. Ideas and authors informed by the men’s movement entered the discourses about boys’ education, contributing to a wave of teacher experimentation and new ways of thinking about gender policies in schools. The author suggests that there is currently a policy impasse, and proposes a new multi-disciplinary approach bringing together academic, practitioner, policy, and public discourses on boys’ education.

• Summary: This article analyses how neo-liberal and managerialist policies, over the last two decades in Australia, have positioned university staff as self-managing individuals. Social work academics are positioned as ‘free agents . . .empowered to act on their own behalf while ‘‘steered from a distance’’ by ‘‘policy norms and rules of the game’’ (Marginson, 1997, p. 63, italics added). Using governmentality theories as developed by Bacchi (2009), Burchell, Gordon, and Miller (1991), Dean (1996, 1999a, 1999b), Foucault (1983, 1986, 1988, 1990, 1991), Hindess (1997, 2003), Miller (1992), Barry, Osborne, and Rose (1996) and Rose (1999) and an analysis of how staff are positioned in higher education settings is explored. • Findings: This article identifies the ways neo-liberal policy and managerialism operates to enable power relations that both individualize and totalize academic staff, including social work academics. Efforts to transform power relations require an understanding of how particular situations are problematized and the identification of the governmental technologies employed to constitute the political identities of social work academics. • Applications: Identifying how neo-liberal technologies of government affect social work academics could stimulate a renewed struggle for change and reinvigorate political action in social work university departments and social work settings more broadly.

This paper discusses the role of the Australian Institute of Criminology (AIC) in monitoring inmate deaths in custody on a national basis. It also provides a descriptive overview of Australian Indigenous and non-Indigenous inmate deaths in custody during the eighteen-year period between 1980 and 1998.In October 1987, the Royal Commission into Aboriginal Deaths in Custody (RCIADIC) commenced investigating the deaths of Australia's Indigenous people in custody throughout Australia between January 1, 1980 and May 31, 1989. RCIADIC's task was to examine the circumstances of the deaths; the actions taken by authorities; and the underlying causes of Indigenous deaths in custody, including social, cultural, and legal factors. The investigation found that the major factor contributing to the high number of Indigenous deaths in custody was the disproportionately higher rates at which Indigenous people come into contact with the criminal justice system. RCIADIC concluded that the most significant reason for this contact was the severely disadvantaged social, economic, and cultural position of many Indigenous people.

The exponential growth of temporary migration to Australia since the late 1990s has unsettled the model of permanent migration, state supported settlement and multicultural citizenship on which Australia has been built. This article draws attention to the emergence of a gulf between Australia’s immigration policies and social policy frameworks for migrant integration in the course of Australia’s transition from a permanent to a temporary migration paradigm. It does so through an analysis of interviews with migrants, government officials at federal and local levels, and migrant service providers. It argues that the system by which temporary migration has been governed in Australia has enabled the Australian state to strategically divest itself of responsibility for the social welfare of temporary migrants and the long-term outcomes of temporary migration policies. Specifically, this has been achieved through the construction of temporary migrants as disposable, risk-bearing subjects, the exclusion of temporary migrants from social policy frameworks for migrant integration, and the elision of long-term social outcomes of migration policies through a focus on short-term economic outcomes. It concludes by pointing to changes required for instituting a temporal re-orientation of government policies from short-term economic outcomes towards the long-term social outcomes of migration.

Equal employment opportunity policies were introduced in Australia in the 1980s in response to women's disadvantaged workforce position. Australia's unique form of affirmative action was underpinned by legislation, and aimed to promote gender equity in the workplace via employer action. Throughout the 1990s there has been a policy shift away from collectivism towards individualism, and away from externally driven social programmes at the workplace towards managerialist driven social programmes. The main process for implementing progressive and inclusive equity programmes at the workplace is through human resource management policies that link employment diversity to organisational objectives (for example, productivity and profitability). Programmes titled “Managing diversity” have been introduced into some organisations, and today there are a variety of approaches towards equity policies in Australian organisations. The article proposes that a distinctive Australian version of managing diversity will develop in some organisations based on the prior national legislative framework.

Assessing the social and economic benefits of investing in adult literacy and numeracy and the costs of poor adult literacy and numeracy, is largely uncharted territory in Australia. Some interest was evident in the late 1980s leading up to International Literacy Year, 1990 (for example, Miltenyi 1989, Singh 1989, Hartley 1989); however, there has been little work done in the area since then, with the exception of recent studies concerned with financial literacy costs and benefits (Commonwealth Bank Foundation 2005). Assessing the benefits (returns) of workplace training in general has received some attention (for example Moy and McDonald 2000), although the role of literacy and numeracy is often implied rather than explored in any detail. In contrast, there is a considerable body of relevant research emanating from the United States, Canada, the United Kingdom and some European countries. The release of data from the International Adult Literacy Survey (IALS) in the 1990s contributed to some of this research, as did policy developments for example, in the United Kingdom. The much greater use of IALS data in some other countries compared with Australia, seems to be related to a combination of factors in the overall policy and research environment for adult literacy and numeracy in each country.

In a recent article in Children Australia (16:2, 1991) Moore points out how our system of social services and community work reinforces traditional concepts of family (especially mother) responsibility for the care of children with disabilities. This same attitude reflects a fundamental ambivalence in our society towards the provision of state assisted child care. Like care for the disabled, out-of-home care for young children is assumed to rest within the private sphere, so that state assistance in any form becomes gratefully accepted as a generous gift.Child care in Australia moved into the political realm with the enactment of the Child Care Act in 1972. This legislation described the conditions under which the Commonwealth Government would distribute funds for capital expenses, and provide some wage supplements to non-profit groups delivering child care services in formal centre settings. Since that time, promises of increased Commonwealth funding to meet increasing demand have become more and more ambitious – 20,000 spaces were promised in 1984; 30,000 in 1988; and by 1990, the promise had expanded to 78,000 new child care spaces to be funded by the Labor Party. As it turned out, many of the 78,000 spaces promised during the 1990 election campaign were not ‘new’ at all, but represented already existing private spaces, now made eligible for funding by a change in policy. The bulk of the spaces meanwhile were targeted for after-school care (much less expensive to fund), when research clearly indicated the dearth of spaces and critical need for infant care (very expensive to fund).

In this paper the dynamic relations between the state, society, and metropolitan planning are explored. The changing role and function of the state in the context of rapid restructuring of economic and social relations in Australia during the past decade are discussed, along with the impact of processes such as globalisation, cyclic recessions, and the growing assertion of local communities on the state. The influence of these processes on metropolitan planning, as an arm of the state which mediates between development interests and local communities, is then assessed from a theoretical perspective. Given the identified processes and changes, it is argued that metropolitan planning has become increasingly constrained in its ability to influence the nature and location of urban development in 1990s Australia. The validity of this argument is examined against the case of metropolitan planning in Perth during the past decade. Three key aspects of the changing nature of planning in Perth are studied in detail: A 1987 proposal for a new metropolitan strategy; a 1990 adopted metropolitan plan which derived from the 1987 proposal; and several redevelopment initiatives currently under consideration. It is concluded that the Western Australian state—and subsequently metropolitan planning—have experienced significant challenges to their ability to influence urban change. The constraints imposed on metropolitan planning are simultaneously due to economic pressures ‘from above’ and community pressures ‘from below’. Finally, it is observed that this process possesses a regresive potential, and that metropolitan planning should restructure in order to respond effectively and equitably to recent economic and social changes.

Since the late 1950s, when the medical use of heroin was banned in Australia, government policy toward marijuana has been based on prohibition. Despite an upsurge in the use of marijuana in the 1960s, government policy has remained virtually unchanged, except for the introduction of the expiation notice in South Australia in 1986. The authors use a wide range of opinion poll data to show that attitudes toward marijuana have remained stable over the past two decades, although the most recent data suggest that public support for reform of the legal status of marijuana may be increasing. There are notable differences in opinion between sociodemographic groups, with men, the young, and those who have been exposed to marijuana being more likely to support reform. The authors argue that as more people who have been exposed to marijuana enter the electorate and as New Politics issues become more prominent, the legal status of marijuana could become a political party issue. Data collected during the 1990 federal election among election candidates suggest that the potential for political party conflict already exists.

Once regarded as core public sector business, Australia’s prisons were reformed during the 1990s and Australia now has the highest proportion of prisoners in privately managed prisons in the world. How could this have happened? This article presents a case study of the State of Victoria and explains how public–private partnerships (P3s) were used to create a mixed public–private prison system. Despite the difficulty of determining clear and rigorous evaluation results, we argue that lessons from the Victorian experience are possible. First, neither the extreme fears of policy critics nor the grandiose policy and technical promises of reformers were fully met. Second, short-term success was achieved in political and policy terms by the delivery of badly needed new prisons. Third, the exact degree to which the state has achieved cheaper, better, and more accountable prison services remains contested. As a consequence, there is a need to continue experimentation but with greater transparency.

In Australia, incarceration rates have steadily increased since the 1980s, providing an imperative for crime prevention. We explored the extent to which Australian justice sector policies were aimed at preventing crime, using a framework for “primary, secondary and tertiary” crime prevention. We analyzed policies and legislation ( n = 141) across Australian jurisdictions (a census was undertaken from May to September 2016, with policies spanning from 1900 to 2022). We found a strong focus on tertiary crime prevention, with recidivism rather than root causes of crime problematised. We also found little focus on primary crime prevention, despite some high-level cross sectoral strategies designed to prevent crime. In this paper, we will use the framework of Bacchi’s “what’s the problem?” approach, considering levels of crime prevention, social determinants of health, and discourses surrounding crime. We discuss policy implications and make suggestions for policy reform and accountability mechanisms to reduce crime and incarceration.

AbstractThis article revisits Titmuss's essay on the Social Divisions of Welfare (SDW) and reflects on its continuing relevance. Titmuss first presented the SDW in an Eleanor Rathbone Memorial lecture at Birmingham University in 1955, but it is best known from hisEssays on the Welfare Statepublished in 1958. Titmuss challenged the stereotype of ‘welfare’ as simply public welfare dependency and illustrated the different elements of the SDW. Some limitations of Titmuss's approach are identified, notably in relation to how he saw dependency arising, and revisions offered. The article provides a number of examples from the UK but also highlights some significant parallels with the SDW in the USA and Australia, the so-called ‘liberal welfare regimes’ (Esping-Andersen, 1990). Finally, it is claimed that 50 years on we need to be reminded of the insights and analytical potential of Titmuss's essay.

In this article the author briefly traces some features in the emergence in Australia of legislation controlling “dangerous drugs” such as opium, morphine, cocaine and heroin from 1900 to 1950. It is argued that, in common with other similar countries, the first laws prohibiting the non-medical use of drugs were enacted as a symptom of anti-Chinese racism and not out of any concern for the health of users. It is further argued that later laws, which built upon that precedent, developed not through any independent assessment of the drug problem in Australia but rather in response to pressure from the international community. Australia's unthinking acceptance of the growing U.S.-led international consensus relating to “dangerous drugs” influenced legislation, policy and attitudes to illicit drug use. The structure of drug control which emerged incorporated and promoted the fears, values and solutions of other societies without any assessment of their validity or appropriateness.

For most of last century, governments in Australia treated drought as a ‘natural disaster’, an event that could best be dealt with through public forms of financial assistance. However, following a Review of Natural Disaster Relief Arrangements in 1990, the official definition of drought was changed to a ‘manageable risk’ that farmers were seen to be able to predict and control through formal business planning techniques. Through the use of the literature on governmentality, this article argues that such a shift was of crucial significance in changing the rationalities and technologies of drought management. Farmers were, from this point, constituted as key agents in the management of risk. However, the article argues also that drought as a natural disaster was not completely abandoned and continues to remain important in defining the limits of drought as a managed risk, and in calling into question the capacities of farmers to plan for so-called exceptional events. This contestation of managed risk shows one of the ways in which advanced liberal forms of rule can be shaped in a ‘social’ manner.

Frequencies of homicide victimization of wives and husbands, while cohabiting and when separated, are reported for all spousal homicides known to the police in Canada (1974-1990), in New South Wales, Australia (1968-1986), and in Chicago (1965-1990). In all three data sets, the degree to which spousal homicide victimization was female-biased was significantly greater when the couple were estranged than when they were coresiding. Victim counts and population-at-large estimates of coresiding and separated nowmarried spouses were combined to estimate differential homicide rates incurred by coresiding and estranged married persons. Wives in all three countries incurred substantially elevated risk when separated as compared to when coresiding.

This article is an empirical analysis of how social regulation is integrated into the welfare state. I compare health, migration, and unemployment policy reforms in Australia, Austria, Canada, Belgium, France, Germany, Italy, the Netherlands, New Zealand, Sweden, Switzerland, the UK, and the United States from 1980 to 2014. Results show that the timing of reform events is similar among countries for health and unemployment policy but differs among countries for migration policy. For migration and unemployment policy, the integration of regulation and welfare is more likely to entail conditionality compared to health policy. In other words, in these two policy fields, it is more common that claimants receive financial support upon compliance with social regulations. Liberal or Continental European welfare regimes are especially inclined to integration. I conclude that integrating regulation and welfare entails a double goal: “bossing” citizens by making them take up available jobs while expelling migrants and refugees for minor offenses; and protecting citizens from risks, such as noncommunicable diseases.

AbstractThroughout its European history, Australia has solved recurrent labor shortages by importing workers from overseas. Situated on shipping lanes between the Pacific and Indian Oceans, the northern Australian pearlshelling industry became a significant locus of second-wave transnational labor flows (1870–1940) and by the 1880s was dependent on indentured workers from the Pacific and Southeast Asia. Exempted from the racially discriminatory Immigration Restriction Act of 1901, indentured Asian seamen, principally Japanese, maintained the industry until the outbreak of the Pacific War in 1941. The Torres Strait pearlshelling industry, centered on Thursday Island in Far North Queensland, resumed in 1946 amid general agreement that the Japanese must not return. Nevertheless, in 1958, 162 Okinawan pearling indents arrived on Thursday Island in a controversial attempt to restore the industry's declining fortunes. This article is intended as a contribution to the history of transnational labor movements. It consults a range of sources to document this “Okinawan experiment,” the last large-scale importation of indentured Asian labor into Australia. It examines Australian Commonwealth-state tensions in formulating and adopting national labor policy; disputes among Queensland policy makers; the social characteristics of the Okinawan cohort; and local Indigenous reactions. Also discussed are the economics of labor in the final years of the Torres Strait pearling industry. This study thus extends our knowledge of transnational labor movements and the intersection of early postwar Australian-Asian relations with Queensland Indigenous labor policy. It also foreshadows contemporary Indigenous demands for control of local marine resources.

Purpose The purpose of this paper is to present how the social learning theory of Bourdieu (1990; Bourdieu and Passeron, 1990) can be a valuable tool to investigate mentoring relationships of beginning teachers with their more experienced colleagues. Bourdieu’s work provides a lens to magnify the social exchanges that occur during the mentoring relationship, so that what tends to be hidden in the “logic of practice” (Bourdieu, 1990) is drawn into view. The paper shows how the mentor is ascribed power that enables domination, and how this tends to result in cultural reproduction. A case study is used to identify aspects of social and cultural learning that demonstrate this process. Design/methodology/approach The paper draws on a year-long narrative inquiry of beginning secondary teachers’ mentoring experiences in the state of Victoria, Australia. The data were generated through in-depth interviews and participants’ diary entries to answer the research question “What personal, professional knowledge is developed through beginning teachers’ early experiences with induction and mentoring?” Findings The researcher found that attention to minutiae of mentor/mentee interactions can suggest how symbolic violence shapes personal, professional knowledge. Research limitations/implications This small-scale study has some limitations. However, as an illustration of organisational learning, with strong connections to Bourdieu’s theoretical work, it can provide some illuminating insights into how policy can be enacted at the micro-level. In particular, there are implications for how mentor teachers engage in their roles and understand the potential impact of their interactions with beginning teachers. Originality/value This study applies Bourdieu’s framework of cultural reproduction as an analysis tool for a qualitative study of the mentoring of beginning teachers.

Анотація:
Purpose This paper aims to explore the availability of new legal models for social enterprise development in Australia, asking the question: what does a distinctive focus on legal form add to the scholarly exploration of social enterprise? The paper has a dual purpose: firstly, to present a general empirical review of the fact, possible causes and implications of the absence of new legal models for social enterprise in Australia; and secondly, to make a polemical argument highlighting some of the advantages of developing a distinctive legal structure for social entrepreneurs in Australia. Design/methodology/approach The paper reconciles two contending accounts. One would stress the absence of new legal models (the “gap” analysis). The other would acknowledge the absence of new legal models, while stressing the relevance of existing legal models for pursuing social enterprise goals. Both accounts are descriptively true, but the tension between them relates in part to the level of analysis (legal-political, collective voluntary action or bottom-up individual actors) and, in part, to longstanding tensions in the conceptualisation of social enterprise. Findings The paper provides evidence of the rising salience of existing cooperative legal forms, rising diversity in the legal model choices of individual social enterprises and the emergence of two significant bottom-up developments in voluntary model rules. The legal-political bottleneck that remains is related to the constitutional structure of federal and state power, key macro-political policy trends in the late 1990s and the distinctive nature of the Australian “wage-earners” welfare state settlement. Originality/value The paper highlights that what may appear as a “gap” in the legal landscape of Australian social enterprise is more nuanced. Despite the striking absence of any distinct new legislated legal models, the overall situation is a complex landscape providing multiple threads for weaving together diverse forms of social enterprise. Although legal frameworks may not be as salient as governance design choices, they generate three important second-order effects: signalling, legitimation and professional networks. Taken together, these may support a case for the distinctive value of a specific hybrid legal model for social enterprise.

Since mass immigration recruitments of the post-war period, ‘othered’ immigrants to both the UK and Australia have faced ‘mainstream’ cultural expectations to assimilate, and various forms of state management of their integration. Perceived failure or refusal to integrate has historically been constructed as deviant, though in certain policy phases this tendency has been mitigated by cultural pluralism and official multiculturalism. At critical times, hegemonic racialisation of immigrant minorities has entailed their criminalisation, especially that of their young men. In the UK following the ‘Rushdie Affair’ of 1989, and in both Britain and Australia following these states’ involvement in the 1990-91 Gulf War, the ‘Muslim Other’ was increasingly targeted in cycles of racialised moral panic. This has intensified dramatically since the 9/11 terrorist attacks and the ensuing ‘War on Terror’. The young men of Muslim immigrant communities in both these nations have, over the subsequent period, been the subject of heightened popular and state Islamophobia in relation to: perceived ‘ethnic gangs’; alleged deviant, predatory masculinity including so-called ‘ethnic gang rape’; and paranoia about Islamist ‘radicalisation’ and its supposed bolstering of terrorism. In this context, the earlier, more genuinely social-democratic and egalitarian, aspects of state approaches to ‘integration’ have been supplanted, briefly glossed by a rhetoric of ‘social inclusion’, by reversion to increasingly oppressive assimilationist and socially controlling forms of integrationism. This article presents some preliminary findings from fieldwork in Greater Manchester over 2012, showing how mainly British-born Muslims of immigrant background have experienced these processes.

Purpose The purpose of this paper is to suggest how well-being messages are recontextualized into school-based contexts from an analysis of national policy and state curricular approaches to health education as reported in the findings of two selected case studies as well as community concerns about young people’s well-being. Design/methodology/approach A cross-sectional review of Australian federal and state-level student well-being policy documents was undertaken. Using two case examples of school-based in-curricular well-being programs, the paper explores how discourses from these well-being policy documents are recontextualized through progressive fields of translation and pedagogic decision making into local forms of curriculum. Findings Pedagogic messages about well-being in Australia are often extra-curricular, in that they are rarely integrated into one or across existing subject areas. Such messages are increasingly focused on mental health, around phenomena such as bullying. Both case examples clearly demonstrate how understandings of well-being respond to various power relations and pressures emanating from stakeholders within and across official pedagogic fields and other contexts such as local communities. Originality/value The paper focusses on presenting an adaptation of Bernstein’s (1990) model of social reproduction of pedagogic discourse. The adapted model demonstrates how “top-down” knowledge production from the international disciplines shaping curriculum development and pedagogic approaches can be replaced by community context-driven political pressure and perceived community crises. It offers contemporary insight into youth-at-risk discourses, well-being approaches and student mental health.

This review article offers a brief comparative overview of approaches to the application of public sector information systems in England and Australia, with particular reference to health and social care. Since the 1990s, reforms to the public sector in both countries have looked to information and communication technologies (ICTs) from the private sector as the key to modern, citizen-centred services. These efforts have been conducted in the wider context of New Public Management, with the emphasis on the marketisation of government services, reducing the size of the state, and improvements in efficiency. Both countries are typically seen as being at, or near, the forefront of the digital transformation of public services (United Nations, 2012; McLoughlin and Wilson, 2013). Moreover, there is a shared history of experimentation, most recently in the shaping of the information agendas around records and personalisation.

ABSTRACTWhilst quantitive and ‘positivist’ modes of comparative social policy can reveal significant structural factors involved in the making of welfare states, they too often ignore the role of human agency, intention and political processes. A critical-historical comparative case study of the introduction of ‘child endowment’ and of ‘family allowances’ respectively in Australia (1941) and in Canada (1944) reminds us of the interplay between structural constraints and human agency in the history of welfare states. Detailed analysis suggests that institutionalised arrangements in Australia after 1905 to resolve capital-labour conflict via arbitral and wage fixation mechanisms put the question of the adequacy of wages in meeting family needs and with it proposals for child endowment onto the public agenda as early as 1920. In Canada the absence of such mechanisms, and alternative welfare arrangements to deal with family welfare, combined to keep such proposals off the public agenda. After 1939 the development of ‘war economies’ in Australia and Canada created common contradictions for governments, trying to maintain both industrial peace and anti-inflation policies, which the introduction of family allowances in both countries were attempts to resolve. Consideration is also given to a range of political problems and contexts in both countries which this particular policy measure attempted to deal with.

In the 1990s, both Australia and Taiwan were influenced by new public management (NPM) and subsequently reformed their public employment services. However, the reforms of the two countries have led to divergent results. This study assumes that the essential differences lay in the mobilization capacity of the disabled rights advocacy organizations and the disability employment benefits. Taiwan’s disability employment services (supported employment), though privatized, are limited to nonprofit organizations (NPOs), while for-profit organizations (POs) remain absent in this area. In Australia, the employment services (open employment services for people with disabilities) have been privatized, and for-profit organizations are encouraged to compete with one another to enhance the service quality and to reduce the costs. By providing job-search benefits for disabled people and implementing workfare policy, the Australian government reforms have resulted in the change of the relationship between the government and the citizens. In contrast, since the Taiwanese government never provided sufficient social welfare benefits for disabled people, they have to actively seek employment not after encouragement from the government, but as a result of their desperate need to earn a living. Despite the two countries’ differences, the force of neoliberalism, along with NPM, ostensibly continues to be a part of their employment policies for the socially underprivileged.

Since the 1990s, neo-liberal economics has profoundly altered the nature and delivery of early childhood education and care in both Australia and New Zealand through the creation of childcare markets. Accompanying the rise of the market has been a discourse of childcare as a commodity – a commodity marketed and sold to its consumers (read parents) as a private benefit. The stratifying impact of neo-liberalism in education policy has been argued by numerous scholars of education. Arguably, in both Australia and New Zealand, early childhood education and care is more commodified and subject to the market than any other area of education. Thus, the authors consider whether early childhood education and care has shifted away from being understood as a social good, a site for social cohesion and democratic practice – all of which the authors consider to be implicated in a conceptualisation of belonging appropriate to the project of early childhood education and care. This article considers the impact of neo-liberal policies on early childhood education and care in Australia and New Zealand, especially in relation to understandings and manifestations of ‘belonging’. The authors trace the impact of neo-liberalism in early childhood education and care policy and examine the ways in which the discourse of early childhood education and care provision has changed, both in policy and in how the market makes its appeal to parents as consumers. The authors argue that appeals to narrowly defined, individualised self-interest and advancement threaten understandings of belonging based on social solidarity and interdependence.

Objective.To evaluate the extent to which Western Australian (WA) represents the broader Australian population in terms of key socio-demographic and health economic indicators. Methods.We compared key demographic, social and health economic indicators across all Australian States and Territories from Australian government publications in the census years 1991–2006. Jurisdictional averages (JAs) were calculated as the mean (±s.d.) or median (±range). Observed jurisdiction indicators were compared with the JA and ranked according its representativeness of the JA. Results.WA was among the three closest jurisdictions to the national JA for all socio-demographic and health economic indicators examined, with the exception of uptake of private health insurance (ranked 6th) and per-capita health expenditure (ranked 5th). The Northern Territory and Australian Capital Territory were least representative for the majority of indicators. Excluding the proportions of people living in rural or remote areas (0–100%) and of indigenous origin (0.4–28.8%), variations in the indicators across the jurisdictions were relatively small. Conclusions.Population differences between Australia’s States were small, whereas Australia’s Territories were least representative of the JA. WA was the most representative population of Australia’s eight jurisdictions and continues to be in a strong position to contribute to knowledge of the Australian health system that is applicable Australia-wide. What is known about the topic?The Western Australian Data Linkage system (WADLS) is a highly successful and productive research tool that facilitates population-based health research. A potential criticism and concern of this research surrounds the representativeness of the WA population to other Australian States and Territories. Anecdotally, there is a perception that WA’s isolation from other Australian populations may lead to systematic socio-demographic and socioeconomic differences; thus limiting the generalisability of research findings. What does this paper add?This paper compares Australia’s State and Territory population profiles and allows researchers to determine the extent to which contextual issues concerning key socio-demographic and health economic indicators may affect the external validity of population-based research arising from any one jurisdiction. What are the implications to practitioners?In the absence of previous evaluations in this area and with the continued emergence of new data linkage systems around the country, this information is important for health researchers and policy makers who may wish to draw conclusions and make policy decisions that rely upon extrapolating findings from population-based studies.

The past several decades have seen significant changes in how governments approach water management decisions. This paper reviews 12 major water management decisions in Queensland, Australia, during 1980–2006. The resilience paradigm was used to place the water management decisions in a social-ecological systems context rather than the traditional water resource context. The social-ecological context was interrogated through three parameters: scientific knowledge, environment and institutions for each of the decisions. Results indicate: (a) a trend for increased adoption of formalised integrative (social, economic and environmental factors) evaluation methods (such as benefit cost analysis and environmental impact assessment) in the scientific knowledge parameter of social-ecological context; (b) the environmental parameter (e.g. drought) influenced the timing of water decisions; and (c) a possible threshold was found within the institutional context, i.e. change of State leadership, which determined the regime or type of water decision under consideration e.g. supply or demand dominated management. These findings provide insight to policy makers and scientists on the importance of social-ecological context in the assessment of State water decisions.

This case study of an adult and community education provider based in far north Queensland describes its capacity to balance various iterations of public policy against its vision for the future of Aboriginal and Torres Straits Islanders. Community-controlled organisations wanting to contribute to economic and social development in regional/remote Australia through the use of formally recognised vocational education and training have adjusted to at least three major sociopolitical changes at the national policy level since the early 1990s. These include redefining equity, marketising the delivery of public services and increased centralisation. The contemporary orientation of vocational education and training as part of the Indigenous Advancement Strategy has become a highly prescriptive and heavily centralised mechanism for the establishment of employment outcomes. This has been framed as an obligation and right of Australian citizenship as opposed to the other wellbeing and personal development benefits of education. This registered training organisation has navigated four burdensome (re)definitions of equity that have made planning and delivery of true lifelong training objectives difficult. The provider has embraced the marketisation of the sector and navigated other policy changes in order to provide the services and knowledge set out in the college mission statement.

Purpose – The purpose of this study is to investigate what represents “balanced” policy. Drought conditions create pressures on farmers to store excessive water unfairly, creating unsafe structures in flood, which creates a dual-extreme risk with potentially catastrophic social consequences downstream. “Balanced” policy for socially responsible water storage management that accounts for farmers’ responses to regulations is a key to minimising this risk. Design/methodology/approach – This study investigated the problem through application of Oliver’s (1991) strategic response typology to a survey of 202 agribusiness managers in four different institutional environments. Findings – Evidence of diverse policy in Australia and results of 202 farmers surveyed suggest that “unbalanced” policy that does not infringe on farmer decision-making power will engender lower resistance, but in a “best balance” environment, stronger resistance is evident. Originality/value – The study demonstrates a need to consider more reflexive regulatory mixes for socially responsible water-storage behaviour by agribusiness.

This paper will explore some of the pedagogical, social and political issues surrounding a 1991 decision to dose an urban school servicing Aboriginal students in the Northern Territory. In order to contextualise the discussion, a brief description of recent State and Federal government policy documents will be provided, along with a description of the school. This will be followed by an analysis of the decision and subsequent events. Some comparisons will be made with similar events and other court cases in Australia and overseas. This discussion highlights the conflict between the Federal government's policy of self-determination and the Territory government's assimilationist practices as well as the discourses used to override the parents' aspirations to keep the school open.

Drought is a natural phenomenon that can have prolonged and widespread impacts on many communities and environments. The impact of climate change on drought is uncertain, which makes it challenging to quantify how future droughts will affect society. This study uses downscaled rainfall data from 4 global climate models (GCMs) and 2 time windows (1990-2009; 2060-2079) to estimate changes in the average length and intensity of single drought events, and the total number of months experiencing drought during each time window for the Hunter region of Australia. This region was chosen as it is economically important for Australia, and will be the focus of future work that examines the social and policy implications of projected climate change impacts on drought and human displacement. The changes in drought characteristics are assessed using Standardised Precipitation Index and deciles approaches, and 2 datasets: (1) downscaled GCM rainfall; and (2) historical gridded rainfall adjusted via a quantile-quantile approach conditioned on the GCM rainfall. Key findings are that the changes in drought characteristics vary spatially across the study region, and are highly dependent on the downscaled GCM rainfall used, with some regions showing opposing changes in drought characteristics between the ensemble members. Further, the change in drought characteristics between the current and future time windows tends to be greater using the downscaled GCM rainfall when compared with the GCM-adjusted historical rainfall. These results pose the question of how GCM projections should be used to develop robust but cost-effective climate adaptation strategies.

The purpose of this paper is to explore the relationship between national economic and political priorities and environmental education policy formulation and curriculum strategies. This relationship will be placed in the historical context of developments in environmental education in Australia from 1970 until the present and will be analysed in terms of the ideological and pedagogical stances implicit, and explicit, in the developments during this period. I will argue that the emphasis throughout the period has been to sustain the development of environmental education without any questioning of why, what and how this development should occur.‘Sustainable development’ has become a slogan for governments, industry and conservation groups in recent times. It was the subtitle for the World Conservation Strategy (IUCN 1980) and the National Conservation Strategy for Australia (DHAE 1984) - living resource conservation for sustainable development - and was popularised in the report of the World Commission on Environment and Development, more commonly known as the Brundtland Report or Our Common Future (WCED 1987). The definition of sustainable development given in the World Conservation Strategy (IUCN 1980: section 1.3) and repeated in the National Conservation Strategy for Australia (DHAE 1984: 12) is as follows:Development is…the modification of the biosphere and the application of human, financial, living and non-living resources to satisfy human needs and improve the quality of human life. For development to be sustainable it must take account of social and ecological factors, as well as economic ones; of the living and nonliving resource base; and of the long term as well as the short term advantages and disadvantages of alternative actions.

Background: Due to the COVID-19 pandemic and the strict national policies regarding social distancing behavior in Europe, America and Australia, people became reliant on social media as a means for gathering information and as a tool for staying connected to family, friends and work. This is the first trans-national study exploring the qualitative experiences and challenges of using social media while in lockdown or shelter-in-place during the current pandemic. Methods: This study was part of a wider cross-sectional online survey conducted in Norway, the UK, USA and Australia during April/May 2020. The manuscript reports on the qualitative free-text component of the study asking about the challenges of social media users during the COVID-19 pandemic in the UK, USA and Australia. A total of 1991 responses were included in the analysis. Thematic analysis was conducted independently by two researchers. Results: Three overarching themes identified were: Emotional/Mental Health, Information and Being Connected. Participants experienced that using social media during the pandemic amplified anxiety, depression, fear, panic, anger, frustration and loneliness. They felt that there was information overload and social media was full of misleading or polarized opinions which were difficult to switch off. Nonetheless, participants also thought that there was an urge for connection and learning, which was positive and stressful at the same time. Conclusion: Using social media while in a shelter-in-place or lockdown could have a negative impact on the emotional and mental health of some of the population. To support policy and practice in strengthening mental health care in the community, social media could be used to deliver practical advice on coping and stress management. Communication with the public should be strengthened by unambiguous and clear messages and clear communication pathways. We should be looking at alternative ways of staying connected.

The aim of comparative studies in education is to improve our understanding of our own problems of education at the national level. In the words of Phillip E. Jones (1973:24), “Comparative education can lead us to understanding, sympathy and tolerance”. More than that, it is hoped that it can lead to improved circumstances for Australia’s most disadvantaged minority group – the Aborigines.The Aborigines were the first people to have a social system in Australia. That system, however, has undergone dramatic change in the last 200 years at the hands of ‘white’ migrants. Changes in educational policy in Australia have been largely a reaction to what the ruling majority has regarded as the ‘Aboriginal problem’. Schooling for Aborigines thus moved, early this century, from an era of mission schools and reserves to ‘formal’ schooling which was introduced in the 1960’s. Policies then shifted in turn from ‘assimilation’ to ‘integrationism’ to ‘self-determination’ and self-government’ for the Aborigines.

Intercultural education (ICE) is a priority for schools and schooling systems worldwide. While extensive policy and academic literature exists that describes how ICE should be done in schools, relatively little has been published about the pragmatics of implementing and enacting ICE, despite evidence that principals, teachers and schools feel ill equipped to teach and engage in ICE. This article investigates how schools implementing ICE are confronted with distinctive challenges. Engaging methodological tools of social constructivism (Denzin and Lincoln, 2005) and an analytical lens supported by social cultural theories of identity and representation (Hall, 1997; Gee, 2004), we argue that the everyday experiences and practices of teachers need be explored, but also interrogated and understood otherwise (Lather, 1991). We draw on qualitative data from a large-scale study conducted in schools in Victoria, Australia. We present three vignettes that elucidate how ICE was enacted at the principal, curriculum and teacher levels. Each vignette is based upon a key challenge confronted by schools and illustrates the processes different schools used to tackle these issues and to embed ICE into the daily schooling practice.

This paper focuses on reasons why so few females hold head of department positions in physical education in government secondary schools in Western Australia. Despite the almost equitable proportion of females and males teaching the subject, and the absence of Ministry of Education policy constraints on female promotion since 1972, women held only 5 (7%) of the 70 substantive head of department appointments in 1991. In-depth interviews were conducted with 27 female physical education teachers to document their career experiences and aspirations. Analysis revealed that constraints on the promotion of females were based primarily on stereotypic attitudes and expectations regarding gender roles, and comprised systemic, attitudinal, and internalized barriers. It is proposed that social settings from studentship, through teacher education, to the teaching environment could play a crucial role in shaping and nurturing the career decisions and aspirations of female teachers.

THE REVIEW OF the 60-year history of the Australian Healthcare and Hospitals Association highlights the important role of information and information management in enhancing the Australian health care system. In 1990 Peter Read, the National Director of the (then) Australian Hospital Association, suggested that the health system would soon have hospitals where there are proper information systems which allow managers to identify problem areas by intra and inter hospital comparisons; hospitals where managers know how much treatment does cost and more importantly how much it should cost; and hospitals where the incentives encourage efficient high quality care and where payment received has some relevance to the cost of treatment given.1 But 2007 is almost over and, as outlined by Jared Dart our n=1 author (page 510), we are still waiting! Government funders and health service organisations typically view information as a cost to be managed and not as an asset in which to invest. While investment in health care information management and technology cannot often be justified on economic or financial terms (that is, the financial return on investment [ROI]), a broader perspective that included the positive impact on the quality of care, the improvement in patient safety and patient satisfaction, and the reduction in social costs would favourably tip the investment scale. A paradigm shift is required to balance an overriding concern with return on investment with return to care. This issue focuses on work that is being completed on information foundations (pages 523, 531, 540 and 546), exploitation of technology (page 527) and the use of information to improve care. I would like to draw your attention to the paper by Watson, Rayner, and Lumley from Mother and Child Health Research that outlines their experience in obtaining ethics approval for a study of preterm birth (page 514). This paper provides an example of the information inefficiencies that we have created and perpetuate in our health care system. Don?t miss this issue?s Models of Care paper by Francis and colleagues (page 499) and the concept of health in older age (page 642).

Purpose Are business outcomes due primarily to entrepreneurial and managerial ability or are they mainly the result of business content? The purpose of this study is to explore this question by comparing the railroads of Victoria and Queensland (Australia) and the South-West and Northern Plains of America between 1881 and 1900. Given the commonalities of the four railway systems in terms of their economic orientation towards rural custom, and their marked difference in terms of ownership, one would expect similarities in their financial circumstances if outcomes were primarily determined by fluctuations in global commodity markets. Conversely, marked differences would be expected if outcomes primarily resulted from managerial initiative. Design/methodology/approach Conceptually, this study is informed by the idea that social and economic outcomes are shaped by long historical movements, with meaningful structural change occurring rarely but to great effect. In exploring this concept through a comparison of the railways of Australia and the American West, the study draws on two forms of archival evidence. One source of evidence relates to railroad management, operations and finances. Figures cited come primarily from Australian railway commissioners’ reports and Poor’s Manual of the Railroads of the USA. The other source of evidence relates to agricultural statistics. These are drawn from official reports. Findings This study argues that effective strategic decision-making can only occur if we understand the structural changes that alter our world. In the late nineteenth century, the Australian and American railroads servicing newly settled rural regions were financial failures because management failed to appreciate the structural changes that the revolution in steam-powered transport had initiated; a revolution which resulted in commodity prices – and hence, the railway rates for farm produce – being determined by global demand and supply balances rather than by local factors. As a result, they continued a policy of expansion that was no longer financially justified. Originality/value This study seeks to contribute to a fundamental debate in historical studies and management about the drivers of social and economic change. Increasingly, there is acceptance of the view that historical circumstances are inherently unstable and what counts is the particular change cascading through a myriad of “events”. This study points in a contrary direction, suggesting that business outcomes are primarily determined by deep structural shifts that can be understood and steered but seldom opposed.

Purpose – Drought conditions affected an acute water scarcity crisis across large parts of Australia through the late 1990s and into the 2000s. Public policy responses emphasised demand management strategies. This study aims to examine the response to these challenges within a large Australian university from 1999 to 2010. Design/methodology/approach – Case study utilising semi-structured interviews. Findings – Staff empowered to take an emergent approach to issues of social concern, initiated water accountability change focused on water efficiency from 1999, and “water principles” from 2002. A growing network had some success translating and enrolling others over coming years. However into the late 2000s, as drought conditions abated and with a renewed focus on financial control, developments that had not established clear links to core accountability mechanisms eroded. This study demonstrates that measurement is essential to understanding patterns of water usage, but also needs to establish links to core systems of accountability to broadly change behaviour. Practical implications – Higher education continues to be an environment where creative responses to community challenges can be nurtured. Despite increasing pressures to focus on financial outcomes, the sector should continue to nurture opportunities to shape issues of community concern through leading practice. Originality/value – This study provides insight into the development, fragility, and contested meaning of emergent systems of water accountability within the context of a university.

Introduction:Many countries have a national antimicrobial resistance strategy. In Australia, primary care is especially important because this setting encompasses a high proportion of antibiotic use. While antibiotic use decreased during the 1990s, it began to increase again in the mid-2000s. In response to this, in 2009 NPS MedicineWise implemented a series of nationwide educational interventions for consumers, family physicians (general practitioners), and community pharmacies that aimed to reduce excessive antibiotic use.Methods:For consumers a social marketing approach was used, including strategies that leveraged collectivism, nudge theory, celebrity endorsement, and co-creation. Channels included social, print, radio, and other media as well as practice waiting rooms and pharmacies. For health professionals, interventions included face-to-face education, audits, comparative prescribing feedback, case studies, and point-of-care materials. Surveys of consumers and family physicians were conducted periodically to evaluate changes in knowledge and behavior. National Pharmaceutical Benefits Scheme claims data were analyzed using a Bayesian structural time-series model to estimate the cumulative effect of interventions by comparing the observed and expected monthly dispensing volumes if the interventions had not occurred.Results:The consumer survey results indicated that more people were aware of antibiotic resistance (seventy-four percent in 2017 versus seventy percent in 2014), with the minority requesting or expecting antibiotics for upper respiratory tract infections (URTIs) (twenty-two percent in 2017). People underestimated the usual duration of symptoms for URTIs and were more inclined to expect antibiotics beyond that timeframe. Compared with non-participants, family physicians who participated in the program reported more frequent discussions about hand hygiene (ninety percent versus eighty-two percent) and proper use of antibiotics with patients (ninety-five percent versus eighty-eight percent). Between 2009 and 2015 there was an estimated fourteen percent reduction in prescriptions dispensed to concessional patients for antibiotics commonly prescribed for URTIs.Conclusions:Family physicians and consumers have responded positively to national programs. Sustaining and building on these improvements will require continued education and further innovation.

Between 1975 and 1984, 105 radio-collared dingoes, Canis familiaris dingo, were tracked and observed from aircraft on the Fortescue River in Western Australia. The majority of dingoes were members of 18 territorial packs, including four pairs. Five packs were monitored for more than three years. Most bitches became pregnant, including those 9-10 months old, although not all litters were raised. Packs raised an average of 1.1 litters per year. Instances of packs raising the litters of two bitches in a year were recorded. The area (up to 400km*2) was covered initially (1975-78) by a mosaic of stable pack territories. Little emigration occurred and population density rose to a peak of 22.2 dingoes per 100km*2 in 1978 due to an increase in pack size. Perturbations to the social system, including disintegration of some packs, an increase in emigration, shifts of pack territories and contraction of territories into the most favoured areas, coincided with high population density and a reduced food supply. After aerial baiting in 1980 killed all the dingoes from the study site, immigrants from surrounding areas established a new population. The increase in density was moderated by the formation of new pairs or packs that occupied surrounding vacant areas. The dispersal strategy of pack members was a major factor affecting the population density of dingoes in the study area.
