Анотація:
Since its inception in 1967, the Association of Southeast Asian Nations (ASEAN) has been based upon the common interests of its member states and the principle of solidarity. These two cornerstones have played an important role in the efforts for development of this regional organization. Under the principle of solidarity, ASEAN configures a distinct intergovernmentalism subjected to collective decision-making which emphasizes common understanding, including on how it approaches security concerns. This article aims to discuss and analyze the prospect of the collective food security in ASEAN by taking into account the legal frameworks of food security in the ASEAN community and Indonesia. Specifically, this article reflects the development of ASEAN and the member states’ common problem of providing food for national consumption. ASEAN’s development shows that it has committed to food security. For instance, ASEAN signed the Agreement on the ASEAN Food Security Reserve. However, this institution has not paid enough significant attention to food security and the ASEAN integration pillars are often justified to exempt food security amongst its priorities. Therefore, this article clarifies that food security is an essential part of the pillars. By the inclusion of food security to such pillars and taking account of Indonesia’s experiences, there is an importance for ASEAN to re-consider food security. This consideration is not only to achieve part of its ultimate objectives to bring prosperity but also to ensure regional stability.

<span id="docs-internal-guid-1b269b4f-7fff-5a10-7710-69c82c89d0ab"><span>ASEAN Plus Three Emergency Rice Reserve or APTERR is a rice bank cooperation between ASEAN member states as well as China, South Korea, and Japan (as +3 or Plus Three). This collective commitment is made in order to ensure food security, particularly in the form of rice, in their member countries. Initiated due to the crisis that occurred from 2007 to 2011, APTERR is now facing the global COVID-19 pandemic that has been going on for more than one year. This, of course, presents a threat to the availability of rice due to limited mobility in the production or distribution sector, while the needs of rice in the community remains the same. In this paper, we will discuss further efforts and actions that have been taken by APTERR in assisting ASEAN members who are in an emergency status in their availability of rice. The research method which this paper used is a literacy review method, which will provide facts related to the background of APTERR, problems that threaten the threat of rice in the ASEAN region, and the latest presentation data to answer whether or not the APTERR plan will succeed in overcoming this pandemic crisis.</span></span>

The report of 2021 hunger map of the World Food Program of the United Nations (WFP) shows that even though Southeast Asia has fertile land and is surrounded by maritime wealth, however many ASEAN (Association of Southeast Asian Nations) countries still has a number of poverty and inability to access food and nutrition. ASEAN through the AIFS (ASEAN Integrated Food Security) Framework encourages ASEAN countries try to achieve ASEAN regional food security. This study will examine the role of ASEAN through AIFS (ASEAN Integrated Food Security) in achieving Indonesia’s food security. This research used qualitative method, and the collecting data used primary data collection conducted through interviews with related parties, and secondary data through literatures review related to the role of ASEAN through ASEAN Integrated Food Security Framework or other food security policies. The theory of international organization role is used to answer the research question. This research found that ASEAN through AIFS framework plays role as an arena rather than instrument and independent actor in achieving food security in Indonesia.

This paper examines the implementation of the ASEAN Vision 2020 in cooperation on food security. The ASEAN Vision 2020 stated that ASEAN will strengthen their cooperation to enhance food security and international competitiveness of food, agricultural and forest products, to make ASEAN a leading producer of these products, and promote the forestry sector as a model in forest management, conservation and sustainable development. ASEAN had built a well-established framework of cooperation on food security. The establishment of the ASEAN Food Security Information System (AFSIS) was praised as an ASEAN achievement in enhancing the cooperation in food security. Although, compared to the objectives of regional economic cooperation and military security mechanism, the objective in strengthening the cooperation on food security remains less significant within the ASEAN's discussions. The question is then, by conducting numerous frameworks of cooperation, did ASEAN excel to achieve the objectives in ASEAN Vision 2020 in the sphere of food security? This paper argues that ASEAN had successfully delivered some positive achievements in the scope of regional cooperation in food security areas. However, to some extent, some ASEAN state-members are still struggling with problems related to food security, particularly regarding food accessibility. The ASEAN growing market brings about a challenge for food supply and greater pressure for the association to ensure environmental sustainability in the region. Regarding its goals within the scope of ASEAN Vision 2020, the association mostly focused on how to achieve their deeper economic integration. In the area of food security, ASEAN has managed to set up a foundation for further regional cooperation under the framework of the ASEAN Community Vision 2025 and ASEAN Vision 2040.

The roadmap of food security achievement of ASEAN economic society available in framework of ASEAN Integrated Food Security (AIFS) and Strategic Plan of Action on Food Security (SPA- FS) of 2020-2025. The achievement of implementation is important in sustain the ASEAN member-states to implement the development strategy of food supply chain in firm and powerful. The agreement consists of manual and recommendation not legally binding to implement voluntarily by the member-states to ensure the food security, nutrition upgrading and long-term farmer life in ASEAN. Domestically, it is a chance for Indonesia to cooperate on food security with the other member-states of ASEAN.

The issue of food security has been increasingly critical in many parts of the world. In many countries people are facing food crisis and it has severe impact on their economies. Ensuring food security has become a global challenge with various dimensions. This study aims to examine the impact of intraregional trade on food security in the Association of Southeast Asian Nations (ASEAN) and three additional countries (China, Japan, South Korea), known as ASEAN+3. Using panel data regression analysis, the results show that intraregional trade and the level of trade openness have positive and significant effect to increase food security as it increases food production level in ASEAN+3 countries. In pursuing food security, ASEAN needs to enhance and accelerate its future cooperation agenda. The ASEAN member countries need to support the realization of ASEAN vision 2025, which will create a more dynamic and resilient ASEAN, capable of responding and adapting to various challenges through robust national and regional mechanisms to overcome various issues, including food security.

This article assesses performance of the agricultural sector in Vietnam, Indonesia, and the Philippines (VIP countries) during the period 1980–2011, future prospects up to 2040 and food security in these countries and in the ASEAN region. Analysis of the past performance and likely future scenarios was carried out with the aid of the Centennial Group’s Global Growth Model after introducing several modifications to address the needs of the agricultural sector. Our modeling efforts were divided into two parts. The first part comprised a macro-economic analysis of future scenarios at the global level and for VIP countries. The second part included analysis at the country level of future total factor productivity (TFP), agricultural production and changes in national food consumption habits. As a countercheck use was also made of IFPRI’s updated IMPACT Model, and in the case of the Philippines, the AMPLE model.

The ASEAN member countries can be grouped into three sub-groups, each of which exhibits a distinct pattern with respect to food security issues. The first group is made up of the relatively food-secure countries of Singapore and Brunei. The second group consists of Malaysia, Thailand, Philippines, Indonesia, and Vietnam. In these countries, except for Vietnam, agriculture has contributed a declining share in GDP, employment, and international trade. In addition, food habits in these countries have changed dramatically in recent decades. The third group is composed of Cambodia, Lao PDR, and Myanmar—economies in transition that require special attention. A simple exercise shows that the area can collectively achieve food security via trade in rice and maize. Trade facilitation measures and the harmonization/equivalency of food regulation and control standards will reduce the cost of trade in food products. While specialization and revealed comparative and competitive indices point to complementarities between trade patterns among the ASEAN member countries, intra-ASEAN trade in agriculture is quite small. However, integration could address this problem. Further, if integration is to be used as a venue for ensuring food security, the member countries must agree on what food security collectively means to them, and what food items are important to each of them and the region, in general, so that regional integration and cooperation under the auspices of ASEAN can be promoted.

Purpose: The paper is aim to analyze the cooperation among ASEAN countries in terms of information exchange, agricultural technology, and strategies to deal with food crises is essential. This paper also discusses efforts to strengthen ASEAN food security in the face of the threat of a global crisis. In general, the global food crisis in 2007-2008 triggered food insecurity in many countries. Methods: Literature review method involves systematically identifying, recording, understanding, making meaning of, and transmitting information relevant to a particular topic of interest. It is considered a method because it encompasses specific approaches and procedures for conducting a review of existing literature. The literature reviewer selects from a variety of strategies and procedures to gather and analyze information, similar to how a researcher would approach a research study. Result and Discussion: ASEAN countries' cooperation in the context of food security involves the exchange of information, agricultural technology, and strategies to overcome food crises. ASEAN has developed initiatives such as ASEAN Plus Three to strengthen cooperation in agriculture and food security. Furthermore, agricultural research in ASEAN focuses on developing crop varieties that are more resistant to pests, diseases and climate change. This research also involves the use of innovative agricultural technologies to increase productivity, such as smart irrigation systems and sensor-based farm monitoring. The utilization of military capabilities and research efforts that can support the strengthening of food security can be a reference for various countries to always be ready to face the dynamics of the global crisis. Implication of the research: Sustainable agricultural practices, investing in agricultural technologies, and promoting policies that support food security at both local and global levels. By implementing a combination of these technical solutions and strategies, food security challenges can be addressed and a more secure future can be realized. Originality/value: The utilization of military forces and research efforts that can support the strengthening of food security can be a reference for various countries to always be ready to face the dynamics of the global crisis.

ASEAN takes serious effort to address the challenge of Food Security, within the region of Southeast Asia. Especially for rice trade among ASEAN country was taken place a long ago. In 2015 we would be integragted market. The aims of study are (1) to analysys the potential of rice supply and demand (2) the effect of trade restriction (export and import restriction). The models were constructed by econometric simulation analysis with time series data from 1984-2007. The results shows: (1) the trend of ASEAN paddy production was increasing. The average increase of the ASEAN paddy production was 130,46 MT/year with the rate 2,84 percent/year (2) the effect of export restriction will be increase an export price more than 10 percent, and the effect of import restriction will be increase an import price in all importer countries.

This study aims to analyze the linkages of food security,food price index,economic growth,agriculture sector and population living below the poverty line in several ASEAN countries. ASEAN countries that became the objects of this study included Indonesia,Malaysia, Philippines, Thailand, Cambodia and Myanmar. The data used in the study were data from the period 2012-2017. These data included percentage of population living below the poverty line, food security index, food price index, contribution of agricultural sector to gross domestic product,economic growth rate and population. These data are available in the Asian Development Bank publication. Data analysis method used was panel data with least square method. The results of this study concluded that food security rate, economic growth, and contribution of the agricultural sector to gross domestic product have a significant but negative impact on poverty rates. Meanwhile, the population had a positive and significant impact on poverty rates in various ASEAN countries.

Peta jalan untuk mencapai tujuan-tujuan ketahanan pangan Masyarakat Ekonomi ASEAN tersedia dalam Kerangka ASEAN Integrated Food Security (AIFS) dan Strategic Plan of Action on Food Security (SPA- FS) Tahun 2020-2025. Keberhasilan implementasinya menjadi hal yang penting untuk membantu negara-negara anggota ASEAN menerapkan strategi untuk membangun rantai pasok pangan yang lebih kuat dan tangguh. The food price crisis that occurred in the mid-2000s and the global financial crisis that transpired in 2008 had an enduring impact on developing and emerging countries where investment growth rates have declined sharply. Food insecurity has also become an important concern. Using a food security assessment model, an analysis of the medium- to long-term repercussions of the food price and global financial crises on ASEAN food security revealed that the effects of the food price crisis are expected to be more negative than those of the global financial crisis. When a financial crisis occurs in the USA and Europe, investment flows to emerging markets, suggesting that countries like Lao PDR, Singapore, Thailand, and Vietnam benefit from it. However, when a global financial crisis occurs, other ASEAN countries like Cambodia, Indonesia, Malaysia, and the Philippines are negatively affected.

Showed double reserve of caloric for consumation of Russian population. Rubles caloric value equivalent was proposed, price calculations and analysis of price dynamics by type of food are carried out.

<p><strong>English</strong><br />Inclusion of Indonesia in the ASEAN Single Market can be seen as opportunities and challenges for the national food resiliency. Results of the study shows that Indonesia was sufficient in food availability, moderate in food accessibility, low in food utilization, and relatively unstable in food price. To improve its food resiliency in the region, it is advisable for Indonesia to carry out some strategic steps as follows: (1) improving food self-resiliency, (2) developing local foods, (3) improving market access, and (4) improving cooperation in food security. The needed support policies were: (1) continuing efforts to increase sustainable food production, (2) developing local food industries, (3) promoting local food products, (4) improving infrastructures, logistics system, supply chain, as well as institutions and market information systems, (5) standardization of food quality and safety, (6) establishing collaboration in regional food security, and (7) managing regional food trade to achieve food resiliency.</p><p> </p><p><strong>Indonesian</strong><br />Menjelang diberlakukannya pasar tunggal ASEAN akhir tahun 2015, Indonesia perlu untuk meningkatkan daya tahan perekonomiannya. Salah satu faktor yang menentukan daya tahan perekonomian nasional adalah ketahanan pangan nasional. Masuknya Indonesia di dalam pasar tunggal ASEAN dapat dipandang sebagai peluang sekaligus tantangan untuk meningkatkan ketahanan pangan yang mandiri. Hasil kajian pustaka dan data sekunder menunjukkan bahwa Indonesia mempunyai tingkat ketersediaan pangan yang cukup baik, kondisi akses pangan ekonomi yang sedang, tingkat pemanfaatan pangan yang kurang baik, serta tingkat harga pangan yang tinggi dan kurang stabil dibandingkan dengan negara-negara anggota ASEAN pada umumnya. Agar Indonesia mendapatkan manfaat positif dari masuknya ke dalam pasar tunggal ASEAN, disarankan untuk melaksanakan langkah-langkah strategis sebagai berikut: (1) meningkatkan kemandirian pangan nasional, (2) mengembangkan pangan lokal, (3) meningkatkan akses pasar, dan (4) meningkatkan kerja sama dalam penanganan masalah pangan. Guna melaksanakan langkah-langkah strategis tersebut diperlukan dukungan kebijakan sebagai berikut: (1) melanjutkan upaya peningkatan produksi pangan pokok secara berkelanjutan, (2) mengembangkan industri pangan lokal dari hulu ke hilir, (3) meningkatkan promosi produk pangan lokal di pasar domestik dan pasar internasional, (4) meningkatkan infrastruktur, sistem logistik, rantai pasok, serta meningkatkan kelembagaan dan sistem informasi pasar, (5) menerapkan standardisasi kualitas dan keamanan pangan, (6) meningkatkan kerja sama dalam penanganan masalah pangan di kawasan, dan (7) memanfaatkan perdagangan pangan kawasan untuk penanganan masalah pangan manakala produksi pangan nasional tidak mencukupi kebutuhan dalam negeri.</p>

This article examines the initiatives of The Association of Southeast Asian Nations (ASEAN) and Japan through the cooperation of Government to Government (G2G) and the Special ASEAN Summit to combat the pandemic collectively. The initial cooperation through the coordinated “Integrated Recovery Plan” has been very significant for the future of ASEAN and the resilience of a post-COVID-19 world by way of maintaining market stability in order to avoid the potential risk of economic recessions and public health emergencies. This synergism is seen as one of the best mechanisms to help ASEAN in ensuring socio-economic activities are restored and the welfare of about 600 million people is addressed. This research found that ASEAN Plus Three (APT) cooperation should formulate a Regional Recovery Plan and emphasize that the continuity of the supply chain should be maintained to ensure a smooth flow of food and medical supplies. Secondly, APT cooperation needs to be committed to the continuation of opening up markets, maintaining normal trade, services and investment flow in order to continue strengthening regional economic resilience. Thirdly, APT needs to formulate a plan that focuses not only on financial aspects (post-COVID-19 economic recovery) but also on social security networks, food security and education.

Abstract Mushroom is a commodity in the agricultural sector that has the potential to be developed in global trade competition. As part of the ASEAN regional cooperation institution, Indonesia can contribute to achieving excellence in mushroom commodities. Developing mushroom cultivation to support green technology innovation also helps achieve food security for future generations. This research aims to analyze and overview the comparative advantages of ASEAN with China related to mushroom commodities in 2018-2022. This research uses descriptive analysis methods and RCA-Revealed Comparative Advantage analysis in calculating the RCA of this mushroom, using HS codes 0709, 0711, and 0712. HS code 0709 represents mushroom commodities based on the sub “Fresh or chilled mushrooms of the genus “Agaricus” and Fresh or chilled edible mushrooms and truffles. The results show that China has a comparative advantage over ASEAN regarding mushroom commodities in 2018-2022. China outperforms in 3 mushroom commodity sectors in HS Codes 071159, 071151, and 071239. In comparison, ASEAN regional institutions have a low and weak level of comparative advantage in each mushroom commodity code. These results indicate that countries that are members of ASEAN pay less attention to mushroom commodities. Therefore, strategic efforts are needed to develop mushroom commodities supporting green technology innovation by prioritizing humidity control to achieve national food security goals.

The paper discusses the effects of changes in Asian agricultural policies on regional and global food security. It also takes account of the consequences of the “rise of Asia” for the European Union food sector. The Asian region is vitally important for future world food security. On the one hand, it suffers from volatility of agricultural commodity prices; on the other hand, individual countries introduce export barriers reducing supply in the global market as was the case during the 2007-08 food crisis. Therefore, the key question arises as to whether regional integration agreements like ASEAN (Association of South-East Asian Nations) or ASEAN+China can shape agricultural policies of these countries and their food self-sufficiency status. Despite ASEAN’s intention to establish an ASEAN Economic Community by 2015, there was a lack of solidarity during the 2006-08 crisis to ensure food security in the region. Yet, given increasing demands from economic, demographic and climatic pressures, more intense regional cooperation can be expected in the near future. Thus, it is of interest to explore possible common solutions for food security policy in the region as well as their impact on national, regional and global food policies. It is still uncertain whether the Asian countries will adopt outward- or inward-looking policy strategies. There were some initiatives set up, however, due to many controversies between net rice exporters and importers, they failed. Therefore, in what direction will agricultural policies in Asian countries be heading in the foreseeable future? Will Asian countries further develop market mechanisms supporting agricultural prices like export quotas and bans, or will they shift to more “green” and trade-neutral policy instruments consistent with the World Trade Organization’s requirements?

Almost all Asian countries, including Indonesia, adopt rice reserve stock policy. The purpose of the policy is to reduce food insecurity risk due to natural calamity and man-made disaster, as well as to stabilize rice price. In the last 20 years, Bulog has maintained rice reserve stock to I million tons for those purposes. The last few years, the environments have changed rapidly due to expanding of transportation and telecommunication, rice trade now has became more transparent, and market information more perfectly. Rice policy in Indonesia has also changed rapidly since 1998. The objective of this paper is to evaluate the optimum size of rice reserve for Indonesia by applying 3 approaches, namely, NFA (National Food Authority) of the Philippines, Stock to Utilization Ratio of FAO, and Usual Marketing Requirement. It is found that the size of rice reserve should be 0.75 million tons at the lowest and 3.4 million ton at the highest. The results were compared to rice released for emergency and price stabilization purposes by Bulog, and released for emergency purposes by NGO, and bilateral (G to G. It is concluded that Indonesia only needs 0.750 million tons of rice for reserve stock. This size of reserve includes rice reserve stock for East Asian/ Asean Rice Reserve System.

One adult from each household in the community was invited to complete the HFSSM and to comment on its relevance as a tool to measure food security for First Nations communities.SettingSub-Arctic Ontario, Canada.SubjectsHouseholds (n64).ResultsSeventy per cent of households were food insecure, 17 % severely and 53 % moderately. The prevalence of food insecurity in households with children was 76 %. Among respondents from homes rated as having severe food insecurity, all (100 %) reported worrying that food would run out, times when food didn't last and there wasn't money to buy more, and times when they couldn't afford to eat balanced meals. The majority of respondents felt the HFSSM did not capture an accurate picture of food security for their situation. Aspects missing from the HFSSM included the high cost of market food and the incorporation of traditional food practices.ConclusionsA high prevalence of household food insecurity was reported in this community. On-reserve remote First Nations communities may be more susceptible to food insecurity than off-reserve Aboriginal populations. Initiatives that promote food security for this vulnerable population are needed.

With the ASEAN countries' extensive intra- and extra-regional trade in agricultural products, the AEC can help further facilitate trade under its first pillar of economic integration. There also remains greater prospects for cooperation on technology transfer, facilitating regional investments in agricultural industries, strengthening agricultural cooperatives, trade in services allied with modern agricultural sectors, and food and nutrition security.

This study intends to determine the condition of import and export, farmers' welfare, and food security in Indonesia in the face of ACFTA and to determine changes in the performance of the Indonesian agricultural sector after the ACFTA phenomenon. The research method used in this research is Literature Review to collect data and information about the state of agriculture in Indonesia, agricultural policies in Indonesia, Indonesia's export and import, and food security in Indonesia at the time the ACFTA was enacted. The results of this study indicate that in the implementation of the ACFTA, the Indonesian agricultural sector showed a decrease in production of 0.87% which resulted in a decrease in GDP of 0.22%. In addition, there is a possibility that Indonesia will become dependent on other countries' agricultural commodities, which could threaten the country's food security. Therefore, Indonesia has implemented several policies and strategies to overcome this, such as setting government purchasing prices and highest retail prices, developing food diversification, government agency supervision of local agricultural commodities, labeling, assessment and national standardization of local agricultural commodities. to provide incentives to farmers.

There has been a growing concern over the escalating signs of climate change that could adversely affect the production of rice in ASEAN region. This study attempts to assess the impact of climate change on food security measured in terms of rice yield, with the focus being on ASEAN member countries. Panel data are collected on nine ASEAN countries and static panel data equations are estimated. In addition, the dynamic panel ARDL technique is also adopted to investigate the long-term and short-term cointegration between the variables. The findings show mixed results of impact of CO2 on rice yield among majority of ASEAN member countries in short-run which signify the positive CO2 fertilization effect in the region over the adverse impact of temperature increase on rice yield. In long-run, however, the negative effects are projected which might reduce rice yield in this tropical area. Thus, serious collaboration between developing and least-developed countries in the region to address the issues in agriculture and rice production is very crucial to solve food insecurity within the region in the long-term.

Abstract The forest managed under Sustainable Forest Management (SFM) could contribute to food security, especially for vulnerable communities living in the forest’s vicinity. This study was conducted to determine the local community’s perception of the SFM implementation and food security in Salarom Taka, Nabawan. The interrelation between forest and community’s food security was assessed based on the availability and utilisation of various food resources from four accessible areas: natural forest reserve, forest plantation, alienated land, and resources purchased from the market. The food resources are mainly available and accessible through purchasing, followed by alienated land, forest reserve and forest plantation. Forest contributions are significant, with most communities utilising forest resources for direct food consumption and using fuelwood for food processing. The community depends on the forest to intensify their agricultural production to sustain their food security. The community are less aware of the SFM implementation in their area, but agree with better access to clean water sources, health and education facilities, and more employment opportunities. The roles of forests are strengthened through SFM policy which ensures the forest is managed sustainably, enhancing economic and environmental values that could benefit current and future generations.

The purpose of the study is to study and substantiate the criteria and indicators for ensuring the country's food security - one of the multifaceted problems of international and national character, affecting many social groups of the population. Food security characterizes the state of agro-industrial complex, in which, regardless of external and internal conditions, decrease in the State food reserve, the needs of residents for products are satisfied in accordance with physiological norms, in volumes sufficient for active and healthy life. The article considers FAO's methodological approaches to assessing food supply based on the availability of grain reserves and its per capita production, which are necessary for economic security at the interstate level. The problems associated with macroeconomic situation, production efficiency and the level of profitability of the population of the republic are considered. Data on development of agricultural production, income and quality of food is provided. It is shown that Kazakhstan is moving to a new stage of ensuring food security and price control by creating a national distribution network - a complex of wholesale distribution centers (WDC). A similar system operates in France, Spain and other economically developed countries. This project will be implemented in three stages until 2022, it is planned to build 24 WDC, which will act as a warehouse and manage product flows at retail outlets, distributing it among them.

Purpose This paper aims to review scientific contributions that are essential to reduce the challenges to food security in Africa through food processing and appropriate storage technologies. Design/methodology/approach Several literature studies on the role of food processing and appropriate storage technologies in ensuring food security and food availability in Africa were critically reviewed. Findings The study revealed that the world faces multiple challenges to food security including under nutrition and overconsumption, rising food prices, population growth, rapid diet transitions, threats to agricultural production, inefficient production practices and supply chains and declining investment in food system research. Many people lack adequate amounts of foods that are rich in the nutrients needed for a healthy and productive life. According to FAO, 1996, chronic undernutrition affects 43 per cent of the Africa’s population or some 215 million people in sub-Saharan Africa. Food security is highly instrumental to the economic growth and sustainability of any country. The use of simple but effective on- and off-farm storage facilities and agro-processing technology should be promoted to add value to products and increase their shelf-life. The Strategic Grain Reserve Scheme should be modernized, strengthened and upgraded to a National Food Reserve Program, which will enable it to handle all staples and essential food products. This will help in attainment of national food security goal. It is also crucial to promote and develop agro-processing in the various African countries for the evolution of virile agro-allied industries and rural micro-enterprises. Research limitations/implications The paper reviewed the role of food processing and appropriate food storage technologies in ensuring food security and availability in Africa. There are insufficient data and information on adoption of new food processing and appropriate storage technologies in Africa. Although, there have been some instances where the introduction of modern techniques has resulted in products rejection by consumers. Practical implications The paper helps in reviewing food situation in Africa and how to make food available for the people and Africa food secured. Social implications This paper revealed strategies that could be used to improve food security and ensuring food availability in Africa. Originality/value This review paper is of value to policymakers, government agencies responsible for food quality control and assurance and consumers to make food available and affordable for the people.

Abstract Objective To describe the prevalence of food insecurity in First Nations households across Canada while identifying barriers and enablers to traditional food (TF) consumption. Methods The First Nations Food, Nutrition and Environment Study is a cross-Canada participatory study of on-reserve First Nations from 2008 to 2018. The Household Food Security Survey Module was used to capture income-related challenges experienced by First Nations households. Households were classified as food secure, or marginally, moderately, or severely food insecure. Barriers and enablers to TF access and use were identified describing the Indigenous experience. Results Almost half of on-reserve First Nations households were food insecure and the prevalence was higher than that for non-Indigenous households in Canada. On-reserve food insecurity prevalence was higher in western regions of Canada. First Nations households with children experienced greater food insecurity than those without children. More adults experienced severe food insecurity than children. Most adults would like to have more TF in their diet but state that factors such as financial and household constraints, industrial activities, government regulations, climate change, and fear of contamination impede greater access. Food costs were substantially higher in remote First Nations communities, but remoteness was not associated with food security in multivariable analysis. Conclusion Existing systems have been unsuccessful in curbing the food insecurity in First Nations households. Improving food security hinges on achieving Indigenous Food Sovereignty, the key to long-term conservation and stewardship of the land and the co-management of these by Indigenous Peoples. The fisheries sector is a vital sector for Southeast Asian (ASEAN) nations as it provides a source of protein and employment to the people. However, the ASEAN fisheries sector also encounters several conflict issues. Fisheries conflicts are common in Southeast Asian nations and are dangerous if left unaddressed. Such conflicts can destroy the livelihoods of fishers and negatively affect food security and the fishing environment. In this paper, fisheries conflicts cases in ASEAN are used to examine conflicts faced by fishers. The objective is to understand the sources of conflicts and recommend approaches for reducing or eliminating the conflicts to ensure the sustainability of fisheries resources in the ASEAN region. The main findings of this paper show that the principal sources of conflicts in ASEAN are disagreement of fishers with the allocation of resources by the government and competition among fishers for the limited fisheries resources. Community-based management or co-managed fisheries have the potential to empower communities in decision making to solve the conflicts and ensure fisheries rights are allocated equitably.

The unprecedented challenges of the COVID-19 pandemic have put human and food security at risk. Currently, the literature on its impacts and implications on the agricultural sector towards United Nations Sustainable Development Goals (UN SDGs) is limited. This study aims to expand the existing knowledge by assessing COVID-19 impacts on sustainable agriculture value chain development in a major global hub of food supplies, Southeast Asia, particularly in the context of regional cooperation for the Association of Southeast Asia Nations (ASEAN). This study employs an empirical qualitative research design to collect primary data from 31 in-depth key-informant interviews with multilateral stakeholders. We also reviewed the latest literature for the secondary data to advance our limited knowledge in this realm. Our study provides a macro-analytical outlook of COVID-19 impacts on the agricultural sector for sustainable development in Thailand and ASEAN, using a SWOT analysis and sustainability framework (i.e., socio-economic and environmental dimensions) with SDGs mapping. Our findings address critical sustainability issues about agriculture and food value chains for food security and post-COVID-19 recovery. Our study also suggests various opportunities and policy recommendations for transformative regional sustainability strategies for sustainable agriculture to achieve the UN SDGs and a sustainable future.

Abstract. Introduction. Regional economic associations play an important role in the modern system of economic and political relations. One of them is the Association of Southeast Asian Nations, which aims to strengthen stable and peaceful relations in Southeast Asia and support the socio-economic development of member countries. Purpose. The purpose of the article is to analyze the development of ASEAN and identify the main promising areas of cooperation between ASEAN and Ukraine. Results. The article considers the main socio-economic indicators of the ASEAN countries in 2020, identifies the most important structural changes in exports and imports of the Association and their trade balance. The importance of intragroup exports and imports in 2010-2020 is analyzed. The geographical and commodity structure of trade is studied. Structural changes in export-import operations between ASEAN countries and Ukraine are considered. It was found that Ukraine provides ASEAN countries, to the greatest extent, with basic necessities, namely grain or cereals. Based on the obtained results, the forecast of the Association's trade volumes with Ukraine is built and the main prospects are highlighted. Conclusions. It is determined that in relations with ASEAN all three components are equally important for Ukraine: political, trade and economic and humanitarian. Therefore, the issues of joint counteraction to terrorism, cooperation in the field of cyber security, prevention of accidental collisions in the air and at sea should be actively considered. The priority in the economic sphere should be the export of agricultural products in the context of food security in Southeast Asia, cooperation in the fields of mechanical engineering, military-technical sphere, investment attraction. The Strategic Plan may consider the feasibility of establishing an FTA between Ukraine and ASEAN.

Fisheries, particularly small-scale fisheries, in the Association of Southeast Asian Nations (ASEAN) countries are an important source of food security, nutrition, and livelihood for people. However, high fishing pressure and other impacts have resulted in a decline of fisheries resources, questioning the future sustainability of fisheries. Ecolabelling is a tool developed based on the Code of Conduct for Responsible Fisheries and the Food and Agriculture Organization (FAO) Guideline for Ecolabelling of Fish and Fisheries Products from Marine/Inland Fisheries. In the past decades, only a few fisheries in ASEAN countries have been certified. This study particularly focuses on the legal frameworks of these countries and reviews the existing national fisheries legislation, including laws, acts, decrees, directives, rules, and regulations in ASEAN countries in relation to the requirement of the fisheries certification standards. The review reveals that although the legal frameworks in ASEAN member states generally provide a fair basis for their fisheries to meet the requirement of the fisheries certification standards, further improvements are required to incorporate the concept of adaptive management, precautionary approaches, and reference points on fishery management objectives. Monitoring, control, and surveillance of fisheries and other enforcement activities for fisheries legislations are other challenges to ensure sustainability of fisheries through fisheries certification.

The Canadian Community Health Survey, Cycle 2.2 Nutrition, was used to compare the prevalence and sociodemographic correlates of food insecurity between non-Aboriginal and off-reserve Aboriginal households.DesignFood insecurity status was based on Health Canada’s revised interpretation of responses to the US Household Food Security Survey Module. Logistic regression was used to assess if Aboriginal households were at higher risk for food insecurity than non-Aboriginal households, adjusting for household sociodemographic factors.SettingCanada.SubjectsHouseholds (n35,107), 1528 Aboriginal and 33 579 non-Aboriginal.ResultsThirty-three per cent of Aboriginal households were food insecure as compared with 9 % of non-Aboriginal households (univariate OR 5·2, 95 % CI 4·2, 6·3). Whereas 14 % of Aboriginal households had severe food insecurity, 3 % of non-Aboriginal households did. The prevalence of sociodemographic risk factors for household food insecurity was higher for Aboriginal households. Aboriginal households were more likely to have three or more children (14 %v. 5 %), be lone-parent households (2 1 %v. 5 %), not have home ownership (52 %v. 31 %), have educational attainment of secondary school or less (43 %v. 26 %), have income from sources other than wages or salaries (38 %v. 29 %), and be in the lowest income adequacy category (33 %v. 12 %). Adjusted for these sociodemographic factors, Aboriginal households retained a higher risk for food insecurity than non-Aboriginal households (OR 2·6, 95 % CI 2·1, 3·2).ConclusionsOff-reserve Aboriginal households in Canada merit special attention for income security and poverty alleviation initiatives.

The state when all people at any time have physical and economic access to safe and wholesome food sufficient to satisfy their physiological needs and benefits necessary for an active and healthy lifestyle is denominated as food security its principal components being: availability as the degree of actual or potential affordability of food in a certain group of the population during a certain period; accessibility, as the degree of the population’s ability to receive food at its disposal during a certain period of time; consumption, as the ability of the population to provide enough nutritious food for a certain period of time. The concept of food security, along with economic aspects, incorporates a number of technical components: alimentary and nutritional value of food, other physical and chemical characteristics, suitability for transportation and short-term and long-term storage. The technical regulation is the legal regulation of relations in the field of determining and fulfilling mandatory requirements for product characteristics or related processes and production methods. The principal directions for taking into account food security requirements in technical regulation are rational consumption norms, state food resources, food safety and certain indicators of their quality. Principal directions of implying food security fundamentals in the frames of technical regulation and standardization are specified as well as the algorithm of expedient involvement of the basics of food safety in regulatory norms. The consideration of the principles of food security in technical regulation can be fulfilled by developing normative documents that contain norms concerning long-term storage, amending existing regulatory documents, the scope of which are certain foods, with relevant sections as well as the development of documents that will normalize, if necessary, special methods for research of long-term storage products, such as butter and frozen meats. It is stated that specialized refrigerators and storage facilities, can carry out long-term storage of butter and meats for periods exceeding those specified in the national standards. It is possible to develop standards defining the terms and conditions of long-term storage of foods in the conditions of enterprises of the state reserve system. Another possible solution to the existing problem is the introduction of provisions regarding special requirements for long-term storage of foods in the state reserve, these involved in solving the issues of the food security, to the norms in force. <p><strong>English</strong><br />Nowadays, negative impact of climate change on global food provision is apparent. As a disaster-prone region, ASEAN member countries in collaboration with Japan, Republic of Korea and the PRC have established a regional rice reserve named APTERR in 2012. Experts have split opinions regarding the benefit of regional rice reserve. Some experts argued that market is an efficient institution in distributing food, even in times of crisis. Meanwhile, other experts argue that relatively small and decentralized reserves are effective in coping with the problems of food insecurity in the region. Indonesia can view APTERR as an addition sources to the Government Rice Reserve in handling emergency needs, and in solving food insecurity issues. After a long formation process, APTERR has had appropriate mechanisms in operating a regional rice reserve. The challenge is to make APTERR becomes a more effective and efficient institution, and plays important role in maintaining stable rice price and supplies in the region.</p><p> </p><p><strong>Indonesian</strong><br />Akhir-akhir ini dampak negatif perubahan iklim global terhadap penyediaan pangan global sudah mulai dirasakan. Sebagai kawasan produsen, yang sekaligus merupakan kawasan konsumen beras, serta sebagai kawasan yang rawan bencana, negara anggota ASEAN bekerja sama dengan Jepang, Republik Korea dan RRT secara resmi membentuk cadangan beras regional untuk keperluan darurat (APTERR) pada tahun 2012. Pembentukan cadangan beras APTERR ini diwarnai oleh perbedaan pendapat para pakar tentang manfaat cadangan beras regional. Sebagian dari pakar berpendapat bahwa pasar merupakan lembaga yang efisien dalam mendistribusikan pangan. Pada saat krisis pun pelaku pasar dapat membayar asuransi untuk mengantisipasi terjadinya gejolak pasar. Sebagian pakar lain berpendapat bahwa cadangan beras regional dalam jumlah yang relatif kecil dan terdesentralisasi akan efektif untuk penanganan kerawanan pangan dalam suatu kawasan. Keberadaan APTERR bagi Indonesia dapat dipandang sebagai suatu tambahan sumber daya bagi Cadangan Beras Pemerintah. Indonesia dapat mengakses bantuan beras APTERR untuk penanganan pasca bencana, serta untuk penanganan masalah kemiskinan dan kerawanan pangan. Setelah melalui proses pembentukan yang panjang, APTERR pada saat ini telah mempunyai sistem pengelolaan dan mekanisme pemanfaatan cadangan beras regional yang sesuai untuk mengantisipasi dan menangani keperluan darurat di kawasan. Tantangannya adalah bagaimana agar proses pemberian bantuan beras dapat lebih efektif dan efisien, serta ke depan agar APTERR dapat berperan dalam menjaga stabilitas pasokan dan harga beras di kawasan. Untuk itu perlu penyempurnaan mekanisme pengelolaan cadangan, peningkatan ketersediaan dana dan stok, serta peningkatan kerja sama dengan pihak swasta dan lembaga internasional untuk efisiensi distribusi bantuan beras APTERR.</p>

This community service aims to facilitate the economic sector for religious community organizations, especially towards the PRM Bangunjiwo Barat in the midst of competition from the ASEAN Economic Community (AEC). This community service is important because the Indonesian people generally lack awareness of the MEA. Empowerment in the economic sector, especially those based on micro, small and medium enterprises (SMEs) is very important when the flow of global capitalism into Indonesia is boundless and unstoppable. This is in line with the transformation of the theory of International Relations (IR) from traditional issues and high politics to issues based on non-traditional and community-based low politics, especially issues of development and human security. Human security issues include health security, food security, economic security, and others. The results of this community service have succeeded in facilitating partners and it is hoped that after the service they can increase their capacity in facing global competition, especially the AEC. Several important agendas were successfully implemented in the midst of the Covid-19 pandemic, for example video editing workshops, product photos, introduction to e-commerce including helping register products in the Grab-food application, and philanthropic activities

The current international situation has undergone profound changes, coupled with the unprecedented epidemic in a century. The international and domestic environment of my country’s grain market has emerged with new features and faced new challenges. The instability and uncertainties of the food security system have increased significantly. This paper focuses on food security issues under the great changes in the domestic and foreign environment in the new era. Starting from the analysis of the food security concept with Chinese characteristics, it is proposed that my country,s food security governance needs to achieve four basic goals of “supply security,” “access security,” “consumption security” and “regulatory security”. Based on the four security objectives, review and sort out the history and current situation of my country’s food security governance, analyze the main internal and external challenges affecting China’s food security governance , and study and judge the internal and external factors affecting my country,s food security governance and the focus of food security governance. Finally, around the four basic goals of food security governance, combined with the internal and external challenges faced by food security governance, five ways to optimize the road of food security governance in my country are proposed: First , improve the supply efficiency with the help of agricultural science and technology, and basically guarantee the food supply safety; the second is to build a high-level grain circulation and reserve system to firmly maintain the safety of food access; the third is to improve the market transaction and information service system, and actively improve the safety of food consumption; the fourth is to optimize the government’s grain control and monitoring system to firmly guarantee the security of grain control; the fifth is to explore a new cooperation mechanism for international grain trade to enhance the security of international grain trade.

Food security is a fundamental issue for a country or state. In Indonesia, there are still many problems related to food, ranging from production to distribution problems. Indonesia's national food consumption is still dominated by grains, so its availability becomes important for the community. In this article, case studies on the availability and food security issues from three selected countries (Vietnam, India and Japan) are presented. Vietnam is one of the ASEAN members that has successfully built its food industries. Over the last thirty years, Vietnam has transformed from a food crisis country to a food-secure country. Meanwhile, India is a large and populous country that has built institutional systems in order to establish its national food policy. Other more advanced lessons are from Japan, which has developed its agriculture industry to achieve food security and sovereignty. Japan has successfully developed advanced technology in its agriculture and food industries. The technology is generated through synergy between the government, the private sector, and university, and reasonable to be implemented. Indonesia could learn important lessons from the three countries, particularly in building systems and institutions to manage food supplies (rice) and distribution channels. In addition, the Indonesian government should encourage the development of technology, such as to build data, improve the productivity and quality of the food, as well as the distribution system. By working on this, food policy making and implementation to achieve food security and sustainability will be effective and efficient.

Quantified components of the global food system are used to assess long-term global food security under a series of socio-economic, epidemic normalization and climate change scenarios. Here, we evaluate the global food security including the global farming system as well as the global food trade, reserve and loss systems from 1961 to 2019, and analyze their temporal and spatial characteristics by using the global food vulnerability (GFV) model. The spatio–temporal patterns of the vulnerability of the global food system were consistent with the GFSI. As food production and consumption vary greatly in different countries which have continued for a long time, food exports from many developed agricultural countries have compensated for food shortages in most countries (about 120 net grain-importing countries). As a result, many countries have relied heavily on food imports to maintain their domestic food supplies, ultimately causing the global food trade stability to have an increasing impact on the food security of most countries. The impact of global food trade on global food security increased from 9% to 17% during 1961–2019, which has increased the vulnerability of the global food system. The food damage in the United States, Russia, China, and India has varied significantly, and global cereal stocks have fluctuated even more since 2000. From 1961 to 2019, the food system security of some Nordic countries significantly improved, while the food system security of most African countries significantly deteriorated. Most countries with high food insecurity are located in Africa and South Asia. In order to cope with extreme events, these countries need to strengthen and improve their own food production and storage systems, which will help the World Food and Agriculture Organization to formulate relevant food policies and maintain sustainable development.
