Victoria has a remarkable richness and diversity of energy resources. Reserve estimates include some 430 billion tonnes of brown coal, in near-surface seams up to 230 metres thick; over 8 trillion cubic feet of as yet undiscovered gas; and perhaps 600 million barrels of undiscovered crude oil. To this may be added some of the best wind resources in the world, significant solar resources, the potential for geothermal energy resources, and significant bioenergy potential associated with Victoria’s substantial agricultural and forestry industries. Victoria is also deeply enmeshed in the national grid, so provided that reasonable investment in network maintenance and security continues, and demand growth (including peak demand growth) is restrained by energy efficiency policies, network security should remain high. Setting aside temporary disruptions due to infrastructure failures, running out of energy is not a problem that Victoria will face during the 21st century, or perhaps ever.

In Victoria, as in many parts of Australia, there is a mixed understanding of what comprises an Environmental Management System (EMS), particularly among professionals in government and industry and landholders. To help overcome this issue, the Victorian government (then Natural Resources and Environment) and the Victorian Farmers Federation formed a partnership in 2003 to promote EMS adoption and coordinate EMS activity on a statewide basis. The Natural Resources and Environment and Victorian Farmers Federation partnership held a series of 11 workshops for catchment management authority regions across Victoria. The purpose was to seek advice from primary producers and catchment managers about how EMS might realistically be implemented and promoted. This paper explores the issues raised at these workshops and the implications they have for EMS adoption and promotion in Victoria, with regard to: (i) potential benefits of implementing EMS on farms; (ii) potential threats to the implementation of EMS on farms; and (iii) how to get started with EMS. A total of 213 people participated in the workshops including 144 landholders. There were some important regional differences in the response data. Improved community perception was seen as a major benefit of EMS (13% of all responses), as were possible market benefits (12%). The major threats to implementation included perceived ‘regulatory creep’ and suspicion of government (14% of responses) and that EMS was a political instrument (13%). Primary producers and catchment managers thought that building on existing schemes and groups was an ideal way to get started with EMS. These results provide a useful basis for how EMS is promoted in Victoria. Ensuring that EMS is driven by industry without being government-heavy is perceived as very important. Better coordination between stakeholders, the provision of practical EMS products and the use of existing groups is a sensible way forward, but in practice this will be difficult to achieve.

This paper explores some of the factors that may contribute to the sustainable use of water on irrigated dairy farms in Victoria, Australia. The paper begins with a discussion of the principles of sustainable water use as they would apply to dairy farms in the Gippsland region of Victoria. A series of indicators are used to link aspects of sustainable water use at a regional scale, and the observable trends are discussed. Of particular interest is the way that local river systems contribute to the dairy industry in this region and the aspects of dairying and other significant regional factors that may be impacting on the sustainability of river systems in this area. The indicators are structured and analysed using the Pressure-State-Response (PSR) framework developed by the OECD, most commonly used in State of the Environment reporting. The trends highlighted by the indicator set are discussed in terms of the implications that current patterns of water use may have for possible shifts towards more sustainable water use on individual dairy farms in Gippsland.

Reformation of the policies for allocating Australia's water resources has now assumed profound political, economic and social significance. However, there are marked contrasts between urban and agricultural sectors, in the approach to policy reform. Whereas governments have embarked on a range of mandated initiatives to alter or constrain the behaviour of urban dwellers, the approach adopted for irrigated agriculture has been characterised by an emphasis on markets and private property rights. This paper explores the extent of these disparate and potentially incongruous policies by focussing primarily on the states with the largest irrigation sectors, New South Wales and Victoria. Whilst acknowledging the high transaction costs of individual households engaging in a water market, the paper argues for more liberal market participation by urban water authorities on behalf of their constituents. The paper also calls for more rigorous economic assessment of the plethora of water-saving and demand-management strategies being proposed in the urban water setting.

Perameles gunnii was greatly affected by the introduction of European agriculture to the volcanic plains in Victoria. At Hamilton, agricultural areas possessed little structural complexity and supported a fairly homogeneous composition of pasture species that were generally shorter than 100 mm because of heavy stock grazing. No P. gurznii were caught in agricultural areas at Hamilton. At the Hamilton Municipal Tip, most captures and nest sites occurred where food resources and structural complexity were greatest. Descriptions of 16 diurnal nest sites indicated that a range of natural and artificial materials was used for shelter, including fallen branches, sawn timber, cement culverts, galvanised iron, and scrap metal. Earthworms were most frequently observed in faecal and stomach material, while beetles and crickets were also common. Optimal habitat for P. gunnii was defined by high structural complexity and habitat heterogeneity. Older P. gunnii may usurp optimal habitat and force subordinate adult females into sub-optimal habitat. Associated with their occupation of optimal habitat, older P. gunnii may utilise smaller nocturnal foraging areas. Analysis of the movement of P. gunnii within the Hamilton Municipal Tip indicated that males occupied significantly larger nocturnal foraging areas than females. Mean female and male home ranges (defined by Minimum Convex Polygon analysis) were 1.6 ha (n = 13, range 0.02-5.9 ha) and 4 ha (n = 18, range 0.8-9.0 ha), respectively. Also, nocturnal foraging areas were analysed on the basis of pattern of use of an area, and these were referred to as utilisation distributions. The mean utilisation distributions (defined by Minimum Area v. Probability [0.95] analysis) for females and males were 0.64 ha (n = 13, range 0.01-4.7 ha) and 4.0 ha (n = 18, range 0.01-19.6 ha), respectively. Mean female and male observed range lengths were 173 m (tz = 26, range 0-364 m) and 249 m (n = 34, range 50430 m), respectively. Mean ( +/-s.e ) observed range length (214+/-20, n = 60, range 50-430 m) was less than half the grid width (500 m), which suggests that grid size did not negatively bias the calculated home-range sizes.

Drought is of great concern throughout the continent of Africa because of its devastating effects that it has inflicted on the economy of some of the countries. Drought has been recorded to be one of the most felt disasters in recent years in Kenya. The drought that affected Kenya in the year 2000 and 2010 was indeed remarkable in that the country resorted to loss of lives, loss of livestock, power rationing and drying of agricultural crops among other problems. This study developed a technique to depict spatially, the extent, relative severity and location of areas mostly affected by drought in the Lake Victoria basin of Kenya. This was done using the normalized difference vegetation index (NDVI) plots and maps developed using the Geographical Information System (GIS) software. The indices were generated using the C++ program. NDVI indices revealed that most parts of the basin were moderately dry throughout the year. The study investigated the impacts of drought in the area by use of questionnaires and interviews. The impacts identified were mainly crop failure, depletion of water resources and lack of pasture for livestock. The complex and multidimensional nature of drought requires a long term, well-organized and coordinated research plan and action involving all the stakeholders. This study summarized coping strategies adopted by the communities living within the Lake Victoria basin to mitigate drought phenomenon. Some of the strategies include; planting of drought resistant crops, food storage sharing and purchasing of food among others. Recommendations have been suggested for policy makers, planners and agriculturalists to implement to improve agricultural output in a drought prone area like the Lake Victoria Basin of Kenya. In particular, the study highly recommends development of a comprehensive drought policy to be implemented in managing drought in Kenya.

Abstract. Human-Elephant Conflict (HEC) is a global concern that requires geospatial data collection, analysis and geovisualization for decision support and mitigation. Bull African elephants, (Loxodonata africana), are often responsible for breaking fences, raiding crops and causing economic hardship in local communities in Botswana, Zimbabwe and Zambia. Methods for monitoring and understanding elephant movements are needed to mitigate conflict, find ways for coexistence and secure the future of Africa’s elephant populations. Researchers from academia and conservation organizations are partnering with decision makers and scientists of the Zimbabwe Department of National Park and Wild Life Management (PWMA) to track the movement of 15 bull elephants in the general area of Victoria Falls to analyse spatio-temporal patterns of elephant behaviour related to climatic factors, habitat conditions and changing land uses. Spatial decision support for local famers, resource managers and planners will assist in avoiding agricultural expansion and urban development that coincides with elephant corridors and access to water resources.

Intensive agricultural production accompanied by the climate change impacts in post-Colonial rural landscapes have continuously increased the demand for water resources and coastal areas, showing an unprecedented water supply crisis. By taking extreme weather conditions and rainfall events for future trends, a resilient water storage facility for the landscape requires the collaborative approach of natural systems and simulation modelling techniques to develop sustainable future scenarios. In this study, an ecological suitability model is used to identify potential sites for the construction of multi-purpose dams. As part of the model structure, multi factors are classified using the patterns of changing landscapes, and then weighted overlay analysis is conducted on a Geographic Information System (GIS) platform. Compared to previous studies, this paper derives its principal impact parameters and projections based on historical land cover information. The suitability maps that are generated visually guide the geographical location of the multi-purpose dams and indicate the areas from highly suitable to least suitable, clarifying the possibility of building blue infrastructure alongside the waterways in west-central Barwon. The workflow proposes a resilient water system based on existing land characteristics and measures that future water storage capacity will be a valid increase of approximately 1.5 times. This strategy alleviates water scarcity during the dry season to benefit traditional agricultural activities. Digital calculations are utilized to demonstrate the feasibility of the experimental results, providing a methodology for regulating the distribution and supply of river flows throughout the year while retaining runoff in a hierarchical pattern at precipitation periods.

Water resources in the Jijia catchment basin are limited and often polluted. The catchment basin of Jijia is situated in northeastern Romania and it crosses the Moldavian Plain on the north-west-south-east direction. The purpose of the present study is to analyze 26 physico-chemical parameters providing the annual and multiannual water quality index. Two water-sampling points were selected: Jijia-Victoria [S.1] and Jijia-Opriseni [S.2]. The high values of nitrates are caused by the use of nitrogen-based chemical fertilizers and of manure. Contamination with nitrites (N-NO2-) and nitrates (N-NO3-) of wetlands and deepwater habitats in the floodplain of Jijia is still high because of agricultural and zootechnical activities. The phosphorus within freshwater habitats is a consequence of anthropogenic pressure: improper storage of animal waste and/or use of phosphates-based fertilizers. Global water quality index (WQi) shows that both monitoring stations are included in the Medium high class.

River Nzoia is the largest river draining into the Kenyan portion of Lake Victoria. This river receives both point sources of pollution from industrial and municipal wastes, and non-point sources from agricultural runoff in the catchment. The objective of this study was to simulate dissolved oxygen (DO) and biochemical oxygen demand (BOD) of the middle section of River Nzoia using MIKE 11 model. The model was calibrated using discharge and water quality data for 2009 and validated with March–April 2013 data. The model performance was good with coefficient of determination (R2) values of between 0.845 and 0.995, Nash–Sutcliffe efficiency values of between 0.748 and 0.993 and percent bias of less than 10 for both calibration and validation of electrical conductivity (EC), DO and BOD. EC and BOD values were lower for April compared to March which could be attributed to dilution during high flows. DO values were above the recommended minimum level of 4 mg/l in all the sections of the river in the wet period but some sections had lower than 4 mg/l during low flow period. The government agencies such as Water Resources Management Authority and National Environment Management Authority should enforce the effluent standards to ensure that industries and wastewater treatment plants adhere to the maximum allowable limit for BOD and also improve their treatment efficiencies of wastewater plants so as to improve the quality of River Nzoia which is important in the overall management of the Lake Victoria basin.

The fisheries resources of Lake Victoria support the livelihoods to the lakeside rural communities and are vital to the economies of Kenya, Tanzania and Uganda, especially through fish exports. Management decisions to enable long-term sustainable exploitation of these fisheries require appropriate knowledge of the fishing effort and catch statistics, as these are pertinent for evaluating the fish stocks and future prospects of the fishery. Catch assessment programmes in the Ugandan part of the lake, which should provide this type of information, collapsed in the late 1980s. This study evaluated the current status of fishing effort and fish catches and their implications for the management of the fisheries in the Ugandan part of Lake Victoria. Historical trends in fishing effort and fish catches, total fishing effort in 1990 and 2000, and the current status of fish catch-effort, in the Ugandan part of the lake, were examined.

Wetlands in most parts of the world are under threat of over-exploitation, loss and/or degradation partly due to agriculture and urban land uses.

Yala swamp, the largest fresh water wetland in Kenya measuring about 17,500 ha supports a large biodiversity and is source of livelihoods to communities around it. This study addresses the situation where part of this wetland is converted into large-scale agriculture by a multinational company, Dominion Farms (K) Ltd resulting into a conflict and controversy amongst key stakeholders. The study sought to investigate livelihood impacts this transformation has for the local community. It employs the concepts Stakeholder Analysis (SA) and Sustainable Livelihood Approaches (SLA) to asses the livelihood situation in terms of socio-economic conditions, rural infrastructure, income diversification, food security and environmental issues.

Data and information have been obtained from primary and secondary sources through field survey at the Yala wetland, in which randomly sampled small-scale farmers, fisher folk, Dominion employees, local leaders and informants, traders and other stakeholders were interviewed using questionnaire and other participatory methods. The main questions were designed to gain information about historical use of the wetland, changes in livelihoods and wetland before and after entry of Dominion Company into the area. From the study, it is evident that assessment of the key stakeholders in relation to this natural resource is of utmost importance for mapping out an acceptable management strategy for the wetland. Besides being cause to a conflict and controversy over control of and access to the swamp, the conversion has resulted into both negative and positive short-term and long-term livelihood impacts to the local community. The wetland being a contested resource with multiple users who claim a stake on it requires a holistic approach in its management that caters for divergent needs and views of key stakeholder groups. The study identifies management issues and proposes abroad vision for the future including recommendations for planning as well as suggestions for specific research needs that should form the basis of action

In the Kisumu District, Kenya, unreliable rainfall pattern has been identified as one of the main causes for poverty in rural areas. The negative effects of such unreliable patterns could be mitigated through improved water resource management and planning. However, estimates of current (and future) water availability will likely differ depending on whether managers draw upon data gathered at a local-scale or regional-scale. This is particularly important in developing regions where, due to lack of data availability, managers are often limited in their choice of data resolution. This study investigates the potential effect of spatial resolution of data on water management and planning by comparing hydro-climatic trends in local-scale data with trends in regional-scale data. The influence of adopting local-scale versus regional-scale data is further demonstrated by estimate the storage requirements of proposed irrigation ponds for farmers in the Orongo village of the Kisumu District located in Kenya, Africa. Results indicate a low correlation between local and regional hydro-climatic trends. Data spatial scale directly influences water resources management leading to a 300% difference in estimated storage requirement for the average farmer.

Accurate information on the state of water resources in the Lake Victoria watershed is crucial for planning and sustainable development in the East African region. This region largely depends on its natural resource-base for economic development, and therefore comprehensive information on its resources dynamics is key in implementing poverty alleviation strategies, improving human condition and preserving the biological systems upon which the region‘s population depends. This chapter focuses on key issues, which have emerged as a result of population growth and development in the region. The research on which this chapter is based aims to address the concerns on land use and settlement trends in the study sites, vulnerability of the communities to water stress and sustainability of the livelihood systems in the watersheds of Nzoia River Basin (Kenya), Nakivubo Wetland (Uganda) and Simiyu River Basin (Tanzania). These communities engage in unique land use practices that have intensified environmental degradation in recent times. The research adopts a multi-disciplinary approach in bringing to the fore the various processes affecting watershed resources use and management in the selected wetlands of the Lake Victoria Drainage Basin (LVDB). The data presented covers trends in vegetation cover loss, pesticide pollution and general water quality parameters. Geographic information systems (GIS) and remote sensing techniques were employed to unveil land use patterns that have resulted in the degradation of the watershed. Wetland degradation levels have been characterized using secondary data generated by analytical techniques. New emerging challenges of environmental degradation caused by industrial, domestic and agricultural activities are presented and discussed. The potential of the new science of hydroinformatics in integrated watershed management through mathematical modeling, geographic information systems analysis and water supply management is highlighted.

The modern, small village of Amphipolis belies the importance of the ancient city whose name it bears. Located strategically along the Strymon River and on the Via Egnatia, Amphipolis was one of the most important cities of Macedonia in antiquity. The site of ancient Amphipolis is located between Thessaloniki and Kavala, about 65 miles east of Thessaloniki. From highway E90 there are signs that point the way to Amphipolis. The ancient city sits on a bend on the east bank of the Strymon River, surrounded by the river on three sides. This geographical feature gave rise to the name of the city, since Amphipolis means “around the city.” The site was originally settled by Thracians, who called their settlement Ennea Hodoi, meaning “Nine Ways” or “Nine Roads,” indicating the importance of the location as a crossroads for travel and trade routes. After several failed attempts the Athenians captured the area and founded the city of Amphipolis on the site of Ennea Hodoi in 437 B.C.E. under the leadership of Hagnon. In 424 B.C.E. the city came under Spartan control. Amphipolis was an important city both because of its strategic location on the Strymon River only 3 miles from the Aegean Sea and because of its rich natural resources of agriculture (wine, oil, and wood) and precious metals (especially gold from the mines on Mt. Pangaion). In spite of repeated attempts by the Athenians to recapture the city, Amphipolis remained a free city until its capture by Philip II of Macedon in 358–357 B.C.E. During the time of Macedonian rule, Amphipolis became one of the leading cities in the region. It was one of six cities chosen by Alexander the Great where large, costly temples were built. The city also played a significant role in Alexander’s military conquests. For example, the city and the surrounding area served as the staging ground for the beginning of Alexander’s conquest of Asia. After Alexander’s death his wife Roxane and their young son, Alexander IV, were exiled to Amphipolis. After the Roman victory at Pydna in 168 B.C.E., which effectively ended Macedonian rule, Amphipolis, along with the rest of Macedonia, became a Roman possession.
