Abstract : Agrarian Reform is one of nawacita program and become national priority. The aim of agrarian reform is to improve people’s welfare. However, its implementation has not yet able to realize local economic independence of middle and low class society, and has not yet able to address the issue of food security. This study was intended to analyze the scheme that should be improved to implement agrarian reform, that able to support local economic independence for middle to low classes, as well as to support food security. The results show that those objectives can be achieved through 2 (two) changes of agrarian reform scheme. First, change in emphasizing of crop and livestock cultivation to support the fulfillment of community needs to reduce food and meat import. Second, the change of access reform scheme that does not involve interest capitalization system and penalty fines. That system can be replaced by cluster integration system initiated by Bank Indonesia into agrarian reform program. Keywords : agrarian reform, economic self-reliance, small communities, food security.Intisari : Reforma Agraria adalah salah satu bagian nawacita yang menjadi prioritas nasional yang tujuannya untuk meningkatkan kesejahteraan rakyat. Namun demikian, pelaksanaan reforma agraria belum mampu mewujudkan kemandirian ekonomi lokal masyarakat kelas menengah ke bawah dan juga belum mampu mengatasi permasalahan ketahanan pangan. Oleh karena itu dalam kajian ini dilakukan analisis mengenai skema apa yang perlu diperbaiki agar kegiatan reforma agraria kedepan mampu untuk mendukung kemandirian ekonomi lokal masyarakat kelas menengah ke bawah sekaligus mendukung ketahanan pangan. Berdasarkan hasil analisis, bahwa kedua tujuan tersebut dapat dicapai melalui 2 (dua) perubahan skema reforma agrarian, Pertama, perubahan pada penekanan budidaya tanaman dan peternakan yang mendukung pada pemenuhan kebutuhan masyarakat agar tidak terjadi import pangan dan daging. Kedua, perubahan skema akses reform yang tidak melibatkan pemodalan sistem bunga dan denda pinalti. Hal ini digantikan dengan integrasi sistem klaster yang diinisisiasi oleh Bank Indonesia ke dalam program reforma agraria. Kata Kunci : reforma agraria, kemandirian ekonomi, masyarakat kecil, ketahanan pangan.

Riskiness in agrarian production calls forth the necessity of well-timed localization and effective neutralization of the phenomena and processes that negatively affect the process of agricultural production. The paper grounds the expediency of developing an insurance system as an efficient instrument of risk management in the agrarian sphere. The purposes of this article is the substantiation of theoretical and methodological approaches and the application of present-day methodology of forming the agrarian insurance market in Ukraine for providing effective insurance protection and creating favourable business environment in the agrarian sphere. The trends of the development of the domestic agrarian insurance market in 2005–2013 point out the necessity of intensifying research activity concerning the optimization of the forms and methods of innovative insurance protection of agrarians. The realization of the potential of the agrarian insurance development in Ukraine will make it possible to essentially reduce the negative effect of risks on agricultural production and ensure the minimization of fluctuations in revenues of agrarians.

<strong>English</strong><br />From the agrarian politic history view, the eastern region of Indonesia has a relatively strong competition potential in the global arena. However, since the past five decades, the capacity of socio-economic-politic-culture of the eastern region of Indonesia was degraded to the lowest level. The political planning concern of the central government in the agrarian resource development management is the obstacle point to allow serious implication on social gap and backwardness. The agrarian politic set back in the western part of Indonesia has a heavy influence on the community’s socio-economic livelihood who are depending on local agrarian resources. The prominent ability of several local kings of kingdoms in the eastern Indonesia to perform agricultural trade at a global level during the period of 15-18 centuries has no longer existed. In the future, a strong political support is required to reform agrarian development planning for the eastern region of Indonesia. The plan should cover: First, the vision and direction to establish a strong, self-support, high competitive, fair, and sustainable industrial community based on the existing agrarian resource management. Second, to produce high value of agrarian products, manage by integrated organizations, use high technology and innovation, apply sharing system on collective assets, and select appropriate business adjusted to the existing local agro-ecosystems. Third, strengthen infrastructure networks, support financial institutions, and apply law enforcement in accordance with good governance in a decentralized government administration. Fourth, to establish the community’s rights to express their political opinion and aspiration, to involve in organization (economic, society, and politic), and support on local wisdom. Fifth, to perform policies that integrates agrarian management, safety and defense, and the empowerment of civil society in the eastern part of Indonesia.<br /><br /><br /><strong>Indonesian</strong><br />Dilihat dari sejarah politik agraria, kawasan timur Indonesia mempunyai potensi daya kompetisi relatif kuat dalam “pertarungan” global. Hanya saja, sejak lima dekade terakhir secara sosio-ekonomi-politik-budaya kawasan timur Indonesia berbalik menjadi sangat memprihatinkan. Kepedulian politik perencanaan pemerintah pusat dalam pengembangan pengelolaan sumber daya agraria setempat tampaknya menjadi titik lemah yang berimplikasi serius terhadap munculnya keterbelakangan dan kesenjangan sosial. Kemunduran politik agraria yang terjadi di kawasan barat Indonesia berimbas sangat berat terhadap tingkat kehidupan sosial-ekonomi masyarakat berbasis pengelolaan sumber daya agraria setempat. Kehebatan kemajuan perdagangan produk agraris yang dikendalikan secara politik di tingkat global oleh beberapa kerajaan di kawasan timur Indonesia pada rentang abad 15-18 saat ini sudah hampir tidak tersisa lagi. Pada masa mendatang perlu dukungan politik yang kuat untuk merumuskan kembali perencanaan pembangunan agraria di kawasan timur Indonesia. Substansi perencanaan mencakup: Pertama, visi dan arah yang mengutamakan terbentuknya masyarakat industrial berbasis pengelolaan sumber daya agraria yang kuat, mandiri, berdaya saing tinggi, adil, dan berkelanjutan. Kedua, dihasilkannya produk agraria bernilai tambah tinggi, dikelola dengan organisasi yang utuh (tidak tersekat-sekat), sarat dengan muatan iptek tinggi, penguasaan aset secara kolektif dengan sharing system yang lebih adil, serta pilihan usaha yang sesuai dengan kekayaan agroekosistem setempat. Ketiga, dilakukan penguatan terhadap jaringan infrastruktur, kelembagaan modal finansial, penegakan hukum, serta good governance dalam penyelenggaraan pemerintahan yang desentralistik. Keempat, penguatan hak-hak warga dalam berpendapat dan beraspirasi secara politik, berorganisasi (ekonomi, kemasyarakatan, dan politik), serta pemberdayaan aspek kearifan lokal. Kelima, kebijakan politik yang mengintegrasikan pengelolaan agraria, pertahanan dan keamanan, serta penguatan civil society di kawasan timur Indonesia.

The subject of the research – is a set of organizational-economic relations arising in the process of structural transformation of financial and credit relations in the agricultural business. The purpose of the article is a retrospective analysis of structural transformations of financial and credit relations in the agricultural business, evaluation of the effectiveness and feasibility of the introduction of agricultural receipts as a new instrument of lending to the agricultural business of the regions. Methodology of work – system-structural and comparative analyzes (to determine the effectiveness of the crediting mechanism according to the agricultural receipts of the farmers of the region); monographic (when studying the problems of the functioning of the mechanism of lending to agrarians by agrarian receipts) economic analysis (when carrying out a comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts); modeling and forecasting (when determining ways to overcome the existing deficiencies in the mechanism of lending to agrarian business entities of the region according to agrarian receipts). The results of the work – a retrospective analysis of the structural transformation of financial and credit relations in the agricultural business was carried out. The mechanism of crediting agrarians according to agrarian receipts and the scale of its distribution in the agrarian business of the region are considered. A comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts was carried out. In the framework of the pilot project “Agrarian receipts in Ukraine” of the international financial corporation (IFC) in partnership with the Swiss Confederation in Ukraine, the example of the Poltava region defined the effectiveness of the crediting mechanism according to the agrarian receipts of the agrarians of the region. The advantages and disadvantages of the mechanism of crediting the subjects of the agrarian business on agrarian receipts are noted. The ways to overcome the existing shortcomings of the mechanism of crediting the subjects of the agrarian business of the region according to agricultural receipts are determined. Conclusions – according to the results of the conducted research, the effectiveness of the mechanism of lending to the agricultural business of the regions according to agricultural receipts was proved, its advantages and disadvantages were noted, and attention was also focused. Proposed in Art. 7 of Law No. 5479-VI clearly delineate cases and restrictions on the debtor’s reimbursement of expenses incurred by the lender with the acquisition of the right to grow and harvest the pledged crop of agricultural products, which will ensure the principle of equality of parties on economic benefits and distribution of credit risks according to agricultural receipts.

At present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

The current state of development of Ukraine’s national economy involves strengthening the processes of transition to social market economy, aimed at accelerating the rates of economic growth of the country. The presence of peculiarities of activity of agrarian producers and increase of the socioeconomic importance of the agrarian sector of the economy contribute to the need to develop and substantiate the methodological conditions aimed at solving multidimensional and diverse problems of ensuring the development of agrarian economic systems. In the work, the directions of the formation of the mechanism of management of agrarian economic systems, which consist in the transition to a new quality level of the use of information and intellectual resources of the management system on the basis of modern information technologies and modeling, which allowed to develop a structural scheme of the mechanism of management of the agrarian sector of the economy. The understanding of the mechanism of management of agrarian economic systems, factors and functions of this mechanism are determined. The mechanism of management of agrarian economic systems should be considered as a system of principles, rules, norms and procedures, within the framework of which the goals and objectives of the agrarian economy are developed in accordance with the current economic laws. This mechanism should be in line with the ownership of the subjects of state domination of the region, organizational structures of management, market social and economic relations, natural conditions of economic activity and state economic policy concerning the development of agrarian production, etc., and also take into account the main economic relationships that exist between the individual structural components of the agrarian economic system.

Este artigo tem como objetivo reconstituir a evolução e diferenciação dos sistemas agrários identificados na Serra dos Tapes, Rio Grande do Sul. Para tanto, apoia-se no referencial teórico e metodológico de sistemas agrários, o qual proporcionou as ferramentas adequadas para compreender as transformações históricas e geográficas nas formas de ocupação e exploração agrícola no recorte espacial estudado, desde os seus primeiros habitantes até o contexto atual. Os procedimentos metodológicos da presente pesquisa consistiram em trabalhos de campo realizados na Serra dos Tapes, entrevistas com os moradores antigos e revisões bibliográficas sobre a referida região. Foram identificados, em totalidade, cincos sistemas agrários: Sistema Agrário Indígena (até 1780); Sistema Agrário Quilombola (1780 – 1858); Sistema Agrário Colonial (1858 – 1900); Sistema Agrário Contemporâneo I (1900 – 1960) e Sistema Agrário Contemporâneo II (1960 – até os dias atuais). Entre os eventos que marcaram a transição entre um sistema agrário e outro, destacam-se a ingerência portuguesa sobre a região sul do estado, durante os séculos XVIII e XIX, os processos de urbanização e industrialização dos municípios de Pelotas e Rio Grande, assim como processo de modernização da agricultura, marcada pela Revolução Verde.ABSTRACT:This paper aims to reconstitute the evolution and differentiation of the agrarian systems identified in Serra dos Tapes, Rio Grande do Sul. Therefore, laid on the theoretical and methodological reference of agrarian systems, which provided the adequate tools to grasping the historical and the geographical transformations in the forms of occupation and agricultural exploitation in the studied area, since its first inhabitants until the current time. The present research methodological procedures consist of field works executed in Serra dos Tapes, interviews with ancient residents and bibliographical review about mentioned region. Were identified five agrarian systems: Indigenous Agrarian System (until 1780); Quilombola Agrarian System (1780-1858); Colonial Agrarian System (1858 - 1900); Contemporary Agrarian System I (1900 - 1960) and Contemporary Agrarian System II (1960 - until nowadays). Among the events that defined the transition between one agrarian system and another, highlights the portuguese interference on state's south region, during XVIII and XIX centuries, Pelotas and Rio Grande's urbanization and industrialization processes, as well as agriculture modernization process, highlited by Green Revolution.Keywords: Serra dos Tapes; Agrarian Systems Theory; Evolution and Differentiation of Agrarian Systems.

The purpose of the article is to highlight the results of the analysis of organizational and economic transformations in the process of carrying out the agrarian reform and to draw the attention of scientists, government officials, and society to the urgency of solving the problem of improving the agrarian system of Ukraine. Research methods. During the research, the following methods were used: abstract-logical (to determine the essence of the agrarian system, the generalization of the organizational and economic transformations processes during the agrarian reform, the formation of conclusions); economic and statistical (to analyze the results of improving the agrarian structure) comparative analysis (to determine the positives and negatives of organizational and economic transformations in agriculture of the world countries and in Ukraine). Research results. During the process of agricultural transformation analyzing in 2000-2018, it was revealed that by 2010, instead of the state collective agrarian system in Ukraine, a private-lease agrarian system has been formed, the characteristic features of which are private ownership of land, property, and results of activities, lease land relations and the multiformity of organizational and legal forms of market management. As a result, the production and export of agricultural products increased significantly. However, in the future, a latifundist structure began to form in the agriculture of Ukraine due to the concentration of farmland for the use of vertically integrated agricultural holding groups, in general, it has a positive effect on the development of agricultural production. However, such a system carries the threat of landlessness of peasants and the spread of semi-feudal forms of agricultural land lease. It does not contribute to the rural communities' development and improves the living standards of rural residents, for most of whom agricultural and related activities are the main source of their own income and revenues to local budgets. Scientific novelty. The essence and definition of the concept "agrarian system" are substantiated. For the first time, it was concluded that as a result of agrarian organizational and economic transformations in Ukraine a private-lease agrarian system was formed, its positive aspects and threats were systematized. Scientific provisions and recommendations for the continuation of agrarian reform for the formation of an agrarian system aimed at the integrated (balanced) development of agriculture, rural communities, and territories have been further developed. Practical significance. The results of the study can be used by scientists, government officials, and practitioners to solve the problem of national importance - improving the agricultural system of Ukraine. Tabl.: 4. In this article the research of theoretical and methodological approaches to ensuring the sustainable development of the agrarian sector within the region based on the methods of state regulation was conducted. Regulatory and legal measures of the agrarian sectors sustainable development within the regions in crisis where conditions have been developed. The structural scheme of the system of state regulation for pricing of the products in the agrarian sector has been developed. The algorithm for the state regulation of prices for the agrarian market is proposed. It is proposed to construct of an effective management system of sustainability agrarian sector development of the region to combine all actions of management subjects of agrarian relations by the following elements: state regulation, market self-organization, management of agrarian sector. Currently the most optimal agrarian sectors of the region have an innovative development scenario in which innovative resources are used, shifting resource-technological equilibrium in the direction of production growth through more efficient use of natural, financial and other resources as an additional source of sustainable development of the regional agrarian systems. A targeted model of sustainable development of the Vinnitsa region agrarian sector has been developed on the basis of an innovative scenario that envisages achieving this by giving the agrarian sector of the region the main and basic guidelines of development by means of organizational and rational interaction of agroindustrial regional system with the external environment, ensuring its ability to self-development, efficiency of functioning, flexibility and adaptability.

The methodological principles of the levels of compliance of the personnel of agrarian enterprises with the tasks of realization of development programs, introduction of production and technological innovations are determined. Purpose. Theoretical generalization and scientific substantiation of theoretical-methodical and applied principles of construction and functioning of mechanisms and systems of management of water safety of agrarians. Identification of features of construction of systems and mechanisms of management of personnel safety at agrarian enterprises. Result. Substantiated conceptual principles of personnel safety at agrarian enterprises; main measures, levers and instruments to prevent personnel risks and threats; algorithm and procedures of personnel management through the general system of management of personnel safety of the enterprise. Conclusions. Personnel safety is an important functional component of the economic security of the enterprise, as it affects all processes of its functioning. Measures to improve the process of managing human resources will be not only to increase the level of effective functioning of the enterprise, but also to ensure supremacy.

Land conflicts have always been an arena for classical discourse and have always been attractive, especially in the midst of the weak awareness and structure of the State and society which are still low and not well managed. The community's ignorance of the procedures for land registration services actually triggers the potential for increased land conflicts or disputes among the people involved in the conflict. The purpose of this research is to find out 1) what is the role of the village head in ensuring legal certainty over land ownership rights in the community in West Waru village, 2) what is the form of community participation in ensuring legal certainty over the land of residents in West Waru Village, 3) -factors influencing community participation to guarantee and protect legal rights for land voters. This descriptive research is expected to produce descriptive data in the form of written words, oral people or even certain behaviors and symptoms through observation techniques, in-depth interviews, and documentation. Meanwhile, to test the validity of the data the researcher used the source triangulation technique by comparing the data from the interview results with the contents of the document. The results of this study show that first, the roles of the village head can be carried out through a) The role of legislation, namely the preparation of various statutory instruments for legal certainty. b) The role of administrative services, especially those concerning the aspect of land registration, so that it can be implemented with simple procedures and low cost. Second, the success of implementing village community autonomy cannot be separated from the active participation of community members both from the policy formulation and policy application stages. Among the factors that affect the level of community participation in the village of West Waru are internal factors and external factors, internal factors include 1) Consciousness or Willingness, 2) Educational Factors, 3) Income or Income Factors. Introduction. The logistics is one of the principal conditions of upgrading the efficiency and resultfulness of the functioning of agrarian enterprises. An efficient logistic system provides for rationalization of use of the resource basis of agrarian enterprises. The arrangement of an efficient management of the logistic system of agrarian enterprises requires explanation of its structural and functional components. Methods. The following methods of research have been used in the process of investigation: synthesis and analysis, scientific generalization, abstract and logics method, and method of systematization. Results. In the article the pre-requirements of efficient strategic management of the logistic system of agrarian enterprises are defined. Theoretical approaches concerning definition of the content of the notion “logistic system” are worked out. Structural and functional components of the logistic system of agrarian enterprises are clarified, among which there is the organization and management sub-system, the sub-system of supply, storing, production, transporting, distribution and sale, the apparatus of management of non-material flows, and the instruments of interaction with counteragents. The specific characteristics of the logistic system are identified, namely: openness, multi-functioning, emergency, adaptability structural and management organization. Discussion. The received results will serve as a basis for further research of the segment of improvement of theoretical and methodological principles of raising the efficiency of strategic management of the logistic system of agrarian enterprises Keywords: logistics, logistic system, management, efficiency, agrarian enterprises.

The component structure of professionally creative competence is analyzed in the system of professional preparation of the future agrarian managers. Didactics facilities of digital technologies are grounded in the context of forming of professionally-creative competence of the future agrarian managers. A pedagogical model of management of future agrarian managers’ educational-creative activity by facilities of the digital technologies is worked out. In the proposed pedagogical model, the object of management is the educational and creative activity of students in the conditions of SMART technologies, which turns the existing potential of a future specialist into a qualitative result - the formation of the experience of creative activity of the agricultural manager in the system of his professional competence. The technological stages of management of the future agrarian managers’ educational-creative activity by facilities of digital technologies are justified. Efficiency of the agrarian managers’ professional preparation with the use of pedagogical model of management of future agrarian managers’ educational-creative activity by facilities of the digital technologies as compared with the traditional system of teaching is defined. The results of the study determined the directions of further scientific and pedagogical research: the development of computer-oriented methodological systems of STEM-education and SMART-complexes of educational disciplines in digital pedagogy.

Agricultural production growth has been the main priority in agrarian development in Indonesia but its ends and means have been varied. In the colonial era, an export- oriented colonial plantation system resulted in the transformation of the Indonesian land tenurial system. In the post-colonial period, Soekarno’s regime pursued agrarian development seeking to strengthening people’s land rights through its land reform policies. Land rights were seen as the basis for agricultural production. Soeharto’s New Order regime implemented its Green Revolution policy by developing agricultural mechanization and extensification which managed to improve agricultural production, but it gave greater privileges to the rural elite class and caused dependence on foreign inputs and aid. All agrarian policies were supported by knowledge produced through the research of influential institutions and individuals, including critical responses against the impacts of the transformation of land tenure. In this context, knowledge in agrarian studies with its critical perspectives were re-shaped as part of the process of knowledge decolonization.

The purpose of the article is to analyze the models of the agrarian system formed in Ukraine since independence. Identify a model of the agrarian system that will provide the most effective way to ensure the comprehensive sustainable development of rural areas and the preservation of the rural settlement network. Research methods. The following scientific methods were used for the research: dialectical knowledge of processes and phenomena; empirical (observation, comparison, description); comparative analysis; abstract-logical (theoretical generalizations and formulation of conclusions). Research results. In the process of analyzing the models of the agrarian system, which were formed in Ukraine since independence, it was found that the most effective way to ensure comprehensive sustainable development of rural areas, preservation of rural settlement network will provide a model of the agrarian system, based on individual, farming medium agricultural enterprises (farming). Scientific novelty. The influence of the choice of the model of agrarian system on the possibility of ensuring comprehensive sustainable development of rural areas and preservation of the rural settlement network is determined. Practical significance. The model of the agrarian system, which will give the chance to provide the most effective comprehensive development of rural territories and preservation of a rural settlement network, is defined. It is proposed to amend the legislation of Ukraine, which will promote the development of the model of the agrarian system of Ukraine, which is based on individual farming, family farms, small and medium-sized agricultural enterprises (farming). Abstract Introduction. The strategic imperatives of guaranteeing food security of the state, preserving rural areas, increasing efficiency of agricultural production and its competitiveness in the context of globalization actualize economic and social problems, which can only be solved on the basis of integration relations, in the system of which all agricultural producers are involved. Purpose. The goal of the research is to form the theoretical and methodological bases for development of the integration relations in the agrarian sector of economy. Methods. During the study, the such methods were used: abstract-logical, monographic, generalization, system analysis and synthesis, graphic. Results. The theoretical bases of integration relations development in the agrarian sector of economy are disclosed. It is proved that the integration relations in the agrarian sector of the economy are the separate economic category, a metatype of the economic relations, which are integrally connected with the system of productive forces’ development. The methodological basis of the integration relations in the agrarian sector of economy is created by its formalized structuring, systematization, specification and verification of the principles, laws and regularities of development of the integration and quasiintegration relations, their system and organizational properties and functions of integration interaction. Scientific and practical approaches to estimation of the integration’s level in the agrarian sector of the economy are systematized. The model of economic growth in the agrarian sector of economy based on neoindustrial development of the integration relations is created. The theoretical and methodological principles of system strategic management of the integration relations in the agrarian sector of economy are improved. The concept of grocery integration development is proved, continuum of its strategy is developed, and the methodological basis of the strategic choice is specified. The mechanism of innovative and integration development of the agrarian sector of Ukrainian economy on the contract bases is improved. Models, organizational and economic principles of all economic operators’ involvement into the integration relations in the agrarian sector of economy, in particular based on production contracting, are developed. The strategic directions of regulating development of the integration relations in the agrarian sector of economy are justified and conceptual principles of rental policy in this system are disclosed. The article examines the importance of the existing potential of the agrarian sector of the Ukrainian economy, the use of which is insufficient, given the results of its functioning in the system of economic relations. The basic preconditions, which complicate the processes of effective realization of the potential of the domestic agrarian sector in the system of providing economic security, are determined. Particular attention is paid to the problematic issues that form the destabilizing impacts on the development of the potential of the agrarian sector. It is noted that the incompleteness of agrarian reform and long-term transformation processes in the agrarian sector of the economy, the absence of a rationally organized market of agricultural land in Ukraine, the lack of development of vertically-integrated structures of the formation of value added connecting chains, complicate the processes of effective realization of the potential of the domestic agrarian sector. It is argued that in order to increase the economic, social and environmental efficiency of the functioning of the agrarian sector and the realization of its potential, it is expedient to adhere to certain strategic priorities that will ensure the strengthening of economic security. The article proposes a comprehensive implementation of the measures and the expected effect of the implementation of priority directions of development of the potential of the agrarian sector in the system of ensuring economic security of Ukraine.

Introduction. The agricultural sector is a strategically important segment for ensuring the country's national security. New challenges rightly require appropriate responses. All means of regulating the state agrarian sector, first of all, should be aimed at ensuring its successful development and effective functioning. The development of the agrarian sector of Ukraine requires the solution of institutional problems of agrarian production Studying literary sources indicates that state economic policy is implemented, primarily, through the mechanisms of tax policy, which has notes permanent changes in recent years. Aim and tasks. The aim of this article is to research the taxation of the agricultural sector in the system of Ukraine’s economic policy implementation and its digitalization. A secondary aim would be to single out the advantages and disadvantages of the taxation system and to create recommendations on choosing a taxation system for subjects of the agrarian sector. Results. The taxation of the agricultural sector in the system of Ukraine’s economic policy implementation and its digitalization are researched. Such stages of legal regulation of agricultural protection tax relations as formation (establishment), relative permanence, reformation, and post-reformation (post-reform stage) are defined. The agricultural protection tax measures in terms of VAT taxation during the period are performed. The advantages and disadvantages of the taxation systems of agricultural sector entities are singled out. Recommendations on choosing a taxation system for subjects in the agrarian sector are formed. The structure of the "Manager" module in the program "BAS AGRO. Accounting" is shown. Conclusions. Each of the tax systems that can be used by subjects of the agrarian sector has its own advantages and disadvantages. It is necessary to take into account the conditions under which a specific enterprise operates. The performed analysis of the evolution of the tax legislation in terms of taxation of the agrarian sector indicates a reduction in agro-protective actions by the state. At the stages of formation (establishment) and relative permanence of legal regulation, the introduction and effective use of tax policy, in particular the fixed agricultural tax and the special VAT taxation regime, were observed. During the reform and post-reform stages, the agricultural protection measures outlined above, which were quite powerful and effective at the time, were significantly minimized. The actual adaptation of information technologies to the needs of agriculture is one of the best new technologies in the agricultural sector.

At the present stage of transformational changes, the issues of managing logistic activities in the management system of agrarian enterprises appear extremely important. And especially these issues are actualized in the context of the rapid development of the digital economy. In view of this, the purpose of the presented research is further development of theoretical and methodological provisions, the development of scientific and methodological approaches and also practical recommendations for enhancing the efficiency of logistics management of business entities in the agro-industrial complex, taking into account the peculiarities of digitalization of business processes. The article provides statistical analysis of indicators characterizing the level of use of information and communication technologies in the organization of logistic activities at Ukrainian enterprises of the processing industry. The key barriers that hinder the digital transformation of logistic activities of agrarian enterprises, which are conditionally classified into 7 groups: institutional, market, transport, marketing, information, organizational, financial, and economic, are identified. The expediency of applying an integrated approach to the management of logistic activities of agrarian enterprises in the digital economy is substantiated. A digital strategy for the transformation of the logistics management system of agrarian enterprises is proposed, the implementation of which will allow to obtain a synergistic effect, including the economic, social and environmental effects.

Topicality. Development of agricultural cooperatives is an important area of structural adjustment of agrarian sector. Relevance the research of vectors of influence an institutional environment for a cooperative movement, caused by the need to improve the process of institutionalization of agrarian cooperation for its accelerated development in realities of Ukraine taking into account world experience. Aim and tasks. The aim of the article is the justification institutional foundations for the formation of agricultural cooperatives and their role and functions in system of agrarian economics period of structural transformations. In the research, the following methods are used: dialectics, structural and dynamic analysis, horizontal and vertical comparative analysis, index method. Research results. In the article authors components of institutional environment of agrarian cooperation are determined. Based on an institutional approach substantiated the basic features and essence agricultural cooperatives in market conditions. In the course of the study, it was established both the productive and service agricultural cooperatives have a single meaningful essence, a common goal, which is to meet the needs of members at the least cost resources, which is confirmed by Declaration on Cooperative Identity. This goal is achieved through entrepreneurial activity, in this case, profit plays a role a means of implementing a cooperative goal. In the article focuses attention the need for development of informal institutions agrarian cooperation in Ukraine, which ensure the interaction of legal institutions. Were conduced estimation of dynamics and structures of agrarian enterprises for organizational and legal forms of management. Conclusions. The dynamics of indicators of profitability, wage and labor productivity agricultural enterprises in nominal and real dimensions are analyzed. According to the results of analysis the main social problems in agriculture in Ukraine are identified, namely: decrease in number of employees, a significant wage gap from the state indicator, reduction of labor productivity in real measure, a decrease in the net profit of agrarians in 2016, etc. Proved that in market system agricultural cooperatives perform a social function by means of creating new jobs, reducing unemployment, growth in real labor productivity on the basis of the introduction of new technologies, development of rural infrastructure and so on. In practice, the social function of cooperatives is realized through solving social problems.

While some scholars suggest that rural groups contribute to welfare state expansion, we highlight their incentives to restrain it. The ability of rural groups to achieve this preference hinges on their power resources, but also on the electoral system. We propose that in majoritarian systems, rural groups can often veto welfare legislation. In proportional systems this is less feasible, even for resource-rich groups. Instead, agrarian groups sometimes accept welfare legislation in return for other policy-concessions in post-electoral bargaining. We illustrate the argument with British and Norwegian historical experiences, and test the implications using panel data from 96 democracies. We find evidence that resourceful agrarian groups effectively arrest welfare state development in majoritarian systems, but not in proportional systems. As expected, the electoral system matters less for welfare state expansion when agrarian groups are weak. The results are robust to using alternative estimators, measures, samples and model specifications.

The agrarian market of Ukraine and its basic component, agriculture, is the backbone of the national economy, forms the basis of preserving the sovereignty of the state food and, within a certain range, economic, environmental, and energy security, ensures the development of technologically related sectors of the national economy, and forms socio-economic development of rural areas, therefore, the purpose of the paper is to develop scientifically-based proposals to identify the role of strategic institutions of the agricultural market. Methodology. The theoretical and methodological basis of the research is the dialectical method of cognition and systematic approach, which are used for studying theoretical and methodological foundations of strategic innovation institutes of the agricultural market. The results showed that the article examines the strategic factors that determine the efficiency of functioning of the agrarian market. The results of the monitoring and analysis of the formation of the institutional market environment are presented. There are proposed a model and priority directions of formation and development of systematizing institutions of the agricultural market. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of wellbeing, reliability of property rights, and enforcement of contracts. Value/originality. The increasing importance of innovation institutions of the agricultural market enables you to define the latter as an important intangible factor in the development of the economy and society that create the conditions necessary for the transformation and development of the agrarian market. The system of formation of a modern institutional environment should include a system of regulators, which would provide favourable conditions for attracting domestic and foreign investment, further structuring of the economic complex of the agricultural market, reduction of regional asymmetries of socioeconomic development. How full individual investment units will operate in the institutional environment depends on the realization of economic and social development priorities of the Ukrainian village.

Hasil yang diperoleh diharapkan memberikan gambaran yang sebenarnya dari permasalahan, maka daerah diharapkan mampu meningkatkan daya saing dengan memperhatikan prinsip demokrasi, pemerataan, keadilan, keistimewaan, dan kekhususan serta potensi dan keanekaragaman daerah dalam sistem Negara Kesatuan Republik Indonesia. ABSTRACT This study discusses how agrarian reform is believed to be a process of overhauling land in the region and rebuilding the social structure of society, as well as ensuring certainty over land tenure for the people as their source of livelihood, social welfare system and social security for the people in the region. The research used is normative juridical, only researching the norms so that only researching library materials. In this study, the author uses research specifications that are descriptive analytical, namely research that describes thoroughly and systematically from the subject matter. From the results obtained, it is expected to provide a true picture of the problem. So the regions are expected to be able to increase competitiveness by taking into account the principles of democracy, equity, justice, privilege, and specificity as well as the potential and diversity of regions in the system of the Unitary State of the Republic of Indonesia. The affairs of land services are mandatory matters given by law to regional governments. To achieve legal certainty and protection as well as justice and prosperity for all Indonesian people, the government issued Presidential Regulation Number 86 of 2018 concerning Agrarian Reform. Under the conditions of the development of market relations, the insurance protection of agricultural producers plays an essential role in the economic stabilization of their development. Insurance can be one of the most effective tools for managing production, market and legal risks, but agricultural insurance is not well developed in the country. The purpose of the article is to study the current state and prospects for further development of the Ukrainian agrarian insurance system, based on developing the strategy of development of the latter with maximum consideration of needs and interests of all its participants.General scientific methods of scientific knowledge and research of economic phenomena are used for the achievement of the goal set in the article, such as the abstract-logical method, comparison method, monographic method, tabular method, graphical and scientific generalization.The article investigates features of the present state and general tendencies of functioning of the Ukrainian agrarian insurance system and outlines general features and prospects of further development of the latter, which are based on development of the strategy of system development with maximum consideration of needs and interests of all its participants. A set of principles is defined on which the strategy of development of the Ukrainian agricultural insurance system should be based and their further functioning in the format of the model of private-public partnership is proposed within the framework of the developed strategy. This represents a balance between public-private partnerships. The results of the study can be used for further scientific developments in this direction. The implementation of the measures proposed in the framework of the strategy for the development of the Ukrainian agrarian insurance system through the effective use of state resources and maximum use of the agrarian market and the insurance market should ensure stability of both agricultural production in general and income of the rural population in particular. This is a prerequisite for stable economic growth of the country and an increase in the welfare of its citizens.

The course of peasant’s history in Indonesia was colored by superlocal power domination in the form of which vary from time to time depending on the political interest and economical regime of the ruling class. The agrarian politics which oriented betting on the strong had complex impact towards rural community that caused productivity of agricultural, forestry and economic growth. But the agrarian politic capitalist that caused disparity of land of property, disparity of agrarian structure and peasant marginalization. The capitalization of agrarian resouces was due to depesanitation process systematically occurred over level system ( rule of laws and policy of regulation), level organization and caused the ruling government had failed to create the objective of institutional for prosperity at large and people’s welfare. Abstract Writing agrarian history often places the forced cultivation system in the colonial period as the main focus, while the issues of agrarian problems during the transition from the old order to the new order are slightly touched on. In Banyuwangi, the implementation of UUPA became a dispute between PKI and NU sympathizers. Disputes escalated after the September 30 Movement. This paper questions again what factors triggered the agitation in Banyuwangi, and whether the violence between groups in Banyuwangi that occurred was related to the agrarian Agitation of 1965-1966. The aim is to review the roots of agrarian problems that occur in Banyuwangi society. This paper uses the historical method. PKI with the combined strength of BTI and Pemuda Rakyat in Banyuwangi took unilateral action. This unilateral action caused criticism from the injured parties. As a result of the unilateral action there was a reverse flow from the group that defended its land. In politics in Banyuwangi the backflow was shown by the inauguration of the district head's inauguration. The backflow increasingly developed damage to several facilities belonging to PKI sympathizers. The peak of tension was marked by the incidents of Cemetuk and Karangasem. The unilateral action in Banyuwangi was rooted in a group of PKI sympathizers who were anxious that they had not immediately obtained the promised land from the UUPA, while the reverse flow was a form of resistance to unilateral action. Polarized societies against groups clashed with problems of agrarian conflict have triggered conflict. Abstrak Penulisan sejarah agraria kerap menempatkan sistem tanam paksa masa kolonial sebagai fokus utama, sedangkan isu-isu permasalahan agraria masa peralihan orde lama ke orde baru sedikit disinggung. Di Banyuwangi, implementasi Undang-Undang Pokok Agraria (UUPA) menjadi perselisihan antar simpatisan PKI dan NU. Perselisihan makin meningkat setelah peristiwa Gerakan 30 September. Tulisan ini mempertanyakan kembali faktor apa yang menyulut pergolakan di Banyuwangi, dan apakah kekerasan antar kelompok di Banyuwangi yang terjadi berkaitan dengan pergolakan agraria tahun 1965-1966. Tujuannya untuk meninjau kembali akar permasalahan agraria yang berlangsung pada masyarakat Banyuwangi. Tulisan ini menggunakan metode sejarah namun mengingat penelitian ini bersifat kontemporer, maka sumber yang digunakan sumber tertulis serta tinjauan dari kajian yang sudah ada sebelumnya berupa literatur dan kajian akademis. PKI dengan kekuatan gabungan BTI (Barisan tani Indonesia) dan Pemuda Rakyat di Banyuwangi melakukan aksi sepihak. Aksi ini dianggap sebagai perjuangan hak atas tanah. Aksi sepihak ini menimbulkan kecaman dari pihak-pihak yang dirugikan. Akibat adanya aksi sepihak tersebut terjadilah arus balik dari kelompok yang mempertahankan tanahnya. Pada perpolitikan di Banyuwangi arus balik ditunjukkan dengan penggagalan pelantikan bupati, lantaran calon dianggap melindungi aksi sepihak. Arus balik semakin berkembang pengerusakan beberapa fasilitas milik simpatisan PKI. Puncak ketegangan ditandai dengan insiden Cemetuk dan Karangasem. Aksi sepihak di Banyuwangi berakar pada kelompok simpatisan PKI yang resah belum segera mendapatkan tanah yang dijanjikan dari program UUPA, sementara arus balik bentuk perlawanan terhadap aksi sepihak. Masyarakat yang terpolarisasi atas golongan dibenturkan dengan permasalahan konflik agraria telah memicu konflik. Kata kunci: agraria, aksi sepihak, arus balik, pergolakan 1965-1966

Abstract The aim of this paper are to discover the regulation of electronically checked documents and to examine the legal responsibility of the Indonesian National Land Office based on the Regulation the Minister of Agrarian 5/2017. The research method applies a normative legal research. Results indicated that electronically checked documents, which examine based on the regulation stated in Article 1 paragraph 2 letter a of the Regulation the Minister of Agrarian 5/2017 which is where electronic certificate checking will replace manual certificate checking as regulated in the Regulation of the Head of the National Land Agency 8/ 2012. Legal responsibility related about errors in the results of checking certificates electronically is the responsibility of BPN in accordance with Article 10 paragraph (4) and paragraph (5) of the Regulation the Minister of Agrarian 5/2017 with legal responsibility in the form of clarification explanation and improvement of the database system. Abstrak Tulisan ini memiliki tujuan untuk mengetahui pengaturan pengecekan sertifikat secara elektronik dan mengkaji tanggung jawab Badan Pertanahan Nasional terkait ketidaksesuaian hasil pengecekan sertifikat dalam Permen Agraria 5/2017. Penelitian ini menggunakan metode penelitian hukum normatif. Hasil penelitian menunjukkan bahwa, pengaturan pengecekan sertifikat secara elektronik diatur pada pasal 2 ayat (2) huruf a Permen Agraria 5/2017, yang dimana pengecekan sertifikat secara elektronik akan menggantikan pengecekan sertifikat secara manual yang diatur pada Perkaban No. 8/2012. Tanggung jawab hukum terkait adanya kesalahan pada hasil pengecekan sertifikat secara elektronik merupakan tanggung jawab dari pihak BPN sesuai dengan Pasal 10 ayat (4) dan ayat (5) Permen Agraria 5/2017 dengan tanggung jawab hukum berupa klarifikasi penjelasan dan perbaikan pada sistem pangkalan data.

The architecture of an agrarian intelligent system is proposed, which forms the basis for a selflearning management decision support system. The system is designed to cover all stages of the preliminary analysis – from the agricultural problem formulation to the provision of an analytical report, forecast or recommendation. Based on the knowledge generated by the system, a person who does not even have a special education in agriculture can make an adequate managerial decision. The system consists of the following set of modules and blocks: the space of agricultural tasks, the space of data sources, data storage, journals, the space of models, the documentation space of decision support, the task (as an element of space), formalization of user data, formation of an input data array for applying the model, the model output data, indicators, models, the access to journals, data selection, the active circuit of the agrarian intelligent system, nodes of the agrarian intelligent system. In the future this system will be able to automate the mаnаgement of agricultural processes within the framework of the approach referred to as “Smart farming”. It is also proposed to use, in addition to the well-known models (imitation, optimization, and others), the concept of agent modeling, on which many modern foreign systems of predictive technologies in agriculture are based. The fl exibility of the system allows one to adapt it in order to solve the widest range of agricultural producer problems depending on the enterprise production specialization, climatic conditions of agricultural activities, the choice of cultivated crops and the level of intensifi cation of agricultural technologies. The system is built as fl exible and wide as possible in order to adapt to various requests, including those that may arise in the future, but have not yet been formulated at present.

Abstract: Community Supported Agriculture (CSA) is a model of cooperation between food producers and consumers in carrying out agriculture that has emerged in Global North’s countries. The establishment of CSA is related to the desire of a few people striving for a more equitable food system than the global and industrial food system which marginalizes the welfare of farmers. Building on the ethnographic study of the CSA Garten Coop in Freiburg, Germany, and comparing it with studies of CSA in other countries, this paper tries to explore the possibilities of how CSA can offer farmers an alternative agricultural model for the sustainability of their farm and its contribution to agrarian movement, especially in Indonesia. The results show that CSA provides this alternative through rearranging the food system with a more democratic, autonomous, and equal management of production resources, income certainty for farmers through consumer commitment and by the solidarity economy, and independence through the principles of sustainable agriculture. Therefore, CSA indirectly contributes to the agrarian movement by providing the possibility for farmers to maintain their farming business, along with their land tenure or ownership, as well as a forum for organizing farmers and consumers to raise awareness of the food system. Intisari: Community Supported Agriculture (CSA) merupakan model kerjasama produsen dan konsumen pangan dalam menyelenggarakan pertanian yang banyak muncul di negara-negara Global Utara. Pendiriannya tak lepas dari keinginan segelintir orang mengupayakan sebuah sistem pangan yang lebih adil dari sistem pangan global dan industrial yang meminggirkan kesejahteraan petani. Dengan menggunakan studi etnografi pada komunitas CSA Garten Coop di Freiburg, Jerman dan membandingkan dengan studi-studi atas CSA di sejumlah negara lainnya, artikel ini disusun untuk menelusuri kemungkinan tentang bagaimana CSA dapat menawarkan model pertanian alternatif bagi petani untuk keberlanjutan usaha taninya dan kontribusinya terhadap gerakan agraria, terutama di Indonesia. Hasil penelitian menunjukkan bahwa CSA memberikan alternatif ini lewat pengaturan ulang sistem pangan dengan manajemen sumber daya produksi yang lebih demokratis, otonom, dan setara, kepastian pendapatan bagi petani lewat komitmen konsumen dan ekonomi solidaritas, serta independensi melalui prinsip pertanian berkelanjutan. Oleh karena itu, CSA secara tidak langsung berkontribusi dalam gerakan agraria dengan memberikan kemungkinan bagi petani untuk mempertahankan usaha taninya, berikut penguasaan atau kepemilikan lahannya, sekaligus wadah pengorganisasian petani dan konsumen untuk menumbuhkan kesadaran akan sistem pangan. In the federal law No. 264-FZ of December 29, 2006 "On the development of agriculture" [1], the development of science and innovation in the field of the agro-industrial complex is defined among the main directions of the state agricultural policy (Article 5, paragraph 5). In the same federal law (Article 5, Clause 7), the main direction of the state agrarian policy is “improving the system of education, training and retraining of specialists for agriculture”. Scientific and technological support of agriculture is a vital necessity for the development of the industry in modern conditions, because the technologies and programs for the functioning of domestic agriculture that have been in force until now have exhausted the possibilities of conducting agricultural activities without introducing scientific advances in agricultural production in the field of crop production, animal husbandry, poultry farming and other areas of agricultural economy. Seed growing of potatoes and vegetables, both open and protected, remains a problem. And for some crops, imported seeds are used in production, which is a threat to food security and food independence of the Russian state. Practically, the same situation is in livestock and poultry farming, where breeding animals and breeding eggs purchased in foreign countries are used. Imported antibiotics and other veterinary drugs, as well as herbicides and pesticides and other agrochemicals used in Russian agriculture remain at risk. Despite the government decisions made, domestic agricultural producers, due to the lack of the necessary agricultural machinery and equipment in the Russian Federation, continue to purchase technical means and spare parts for them abroad, which causes risky situations, aggravated by financial instability in the world due to pandemic of the new coronavirus infection "Covid-19", economic sanctions and other negative factors. The above circumstances objectively call for the accelerated development of domestic agricultural science. This task should be carried out by students and postgraduates of agricultural universities using scientific laboratories within the walls of the university, graduates of agricultural universities and academies working in scientific institutions of the Russian Academy of Sciences and other research organizations, as well as specialists working in agricultural organizations. In order to successfully solve the problems of scientific and technological development of agricultural production, researchers must receive the necessary knowledge and qualifications, and, most importantly, skills for research activities in the process of studying at an agricultural university.

The readiness of the future skilled workers of the agrarian branch to professional activity is viewed as a complex formation, determined by the unity and interdependence of such structural components: motivational, cognitive, practical, subjective. It is proved that the result of readiness of the future skilled workers of the agrarian branch to professional activity is the ability of graduates of vocational schools to successfully perform professional duties in the labor market.The readiness of future skilled workers of the agrarian sector to professional activity is interpreted as the ability to perform professional duties in the system "man - technology - nature". It is an indicator of the success of future skilled workers in the agrarian sector in the work and the type of installation to the ability to carry out their professional duties in this system. In the context of the study of the process of forming the readiness of future skilled workers of the agrarian sector for professional activity as a pedagogical problem, the analysis of the state of professional training of future skilled workers of the agrarian sector in Ukraine and abroad is substantiated.

ABSTRACT This study discusses agrarian conflicts that occurred in Sembalun District, East Lombok Regency, West Nusa Tenggara from 1979–2019. The problems in this study are: 1) Why are there agrarian conflicts in Sembalun District? 2) What are the forms of agrarian conflict that occurred in Sembalun District? The method used is the Critical Historical Method. Meanwhile, the theory used is Historical Dialectical Materialism from Karl Marx and Conflict theory from Ralf Dahrendorf. The results of this study indicate that the agrarian conflict in Sembalun District in 1979–2019 was a structural agrarian conflict. It takes the form of conflicting claims between the Sembalun indigenous peoples and the government and companies regarding who has the right to access land and natural resources. The main cause of the conflict is the lack of community land that becomes their means of production to meet their material subsistence needs. This is due to the practice of negarasasi (land acquisition) carried out by the government and negating the customary law system in agrarian management in Sembalun. Conflict becomes less powerful when the massive Sembalun peasant community defends their land, and tries to restore the customary law system or what is called negation over negation. The agrarian carried by Sukarno was supported by the peasants throughout Indonesia. How not, the agrarian basic law which then came into force on 1 January 1961 aims to restore and redeem (redistribution) agricultural land to each head of the farm family. The step for that begins with determining the maximum and minimum area of agricultural land taking into account the population, area and other factors. But in its journey, agrarian reform was also influenced by Indonesia's political situation. The problem that will be discussed by the researcher is How do the elements of colonialism influence the implementation of Agrarian Reform in Indonesia? The research method used is a normative legal research method. With the ovary desk, in-depth interviews with related parties. The results of the study are: In addition to the evidence that still uses the Positief Wettelijk system, the state through its tools also puts forward repressive methods as a method of handling agrarian conflicts. So that it can be said that the "spirit" of the custom of the colonial government until now is still "carried" by the state. This has a big influence on the operation of the legal system, and the application of the Agrarian Principles Law in agrarian reform.

The article reviews the essence and content of scientific views on the category "agricultural market" and "infrastructure of agricultural market". It is established that the formation and fulfilling of an organized and transparent agrarian market with powerful and effective components that can reconcile the interests of agricultural producers and consumers, should be a network of market institutions such as exchanges, trading houses and other elements of infrastructure. It is proved that the modern market transformations of the agrarian sector of Ukraine, which are accompanied by constant modification of market relations, require new methods of organization of the agrarian market as a complex economic system in which many elements inherent in a market economy interact. It is determined that the agrarian market performs a number of important functions (stimulating, informative, pricing, controlling, rehabilitation, reproductive, integrative, intermediary, regulatory), on which the effectiveness of its functioning and development depends. With a systems approach, it has been established that the agrarian market should be viewed as a complex system of interconnected and omplementary systems of lower order (consumer solvent demand, supply, agriculture, and market infrastructure and government regulation). It is established that the agricultural market has a number of distinctive features that differentiate it from other types / types of markets. At the same time, the agrarian market as a set of economic relations, which are formed in the sphere of exchange concerning the sale of agricultural products, operates on the basis of common economic laws (cost, saving of resources, equilibrium). It is proved that the efficiency of the agrarian market should be understood as a logically ordered system of subjects of high-quality infrastructure, principles and methods of its functioning in accordance with modern conditions. It ensures the balance of supply and demand, equilibrium price parity and the proper level of competitiveness of agricultural products to meet international requirements and the internal needs of society. In the study we have found that the modern infrastructure of the agricultural market in Ukraine is on the stage of formation in accordance with the development of agrarian relations in the country, and its peculiarity is that it has many intermediary structures that do not provide a reasonable price for producers, while having this intermediary operations have a significant economic benefit, and domestic agricultural producers lose a significant portion of their economic profits. Introduction.The food marketing is an integrating sphere between the production of agricultural goods and its consumption. Functioning of the system of the food marketing will provide effective activity of subjects of agrarian business in direction of providing of population by high quality food and agro-food market development. Purpose.The article aims to investigate theoretical andscientific principles of forming of the food marketing in the system of regional agrarian business and to ground the measures of its development in modern terms. The method (methodology).In the process of research the method of comparison, method of analysis, theoretical and logical methods of generalization have been applied. The dialectical method has become the methodological basis of research. Results. The theoretical base of concept «food marketing» is considered as an interlink between the specialized producers of food and users. Its purpose is in the facilitation of delivery of products from a producer to the user. The place of agricultural production and processing enterprises is studied in the system of the food marketing. The model of functioning of the food marketing is developed in the «food chain» of participants of agrarian business. Forms and methods of realization of products of agriculture are analysed. The measures as for the development of the system of the food marketing in agrarian business of region are determined.

Modern ecological-economic system of agrarian nature falls under the influence of globalization, which is aggravated by the existing problems of economic activity, suffers from limited resources, and therefore an important condition for ensuring its stability and development is the innovative nature of the reproduction process and effective management of its development. Perspective approaches to the formation of organizational and economic mechanism of nature management at different levels of management of socio-economic development include the development of adaptive regional ecological and economic systems that allow to plan and develop agricultural production taking into account the permissible man-made load, new organizational and economic principles of management of mechanized processes on the basis of modern information technology. The basis of such a methodological approach should be to establish the principles of a process-oriented approach to the management of the ecological-economic system on the basis of modeling of the main and auxiliary processes in the virtual system of agrarian nature management. The peculiarities of ecological and economic systems require the development of special research methods in substantiating the relevant mechanisms of management of agro-industrial sphere. The development of ecological and economic systems of agrarian nature management is determined by the processes occurring in them, the risks and threats to their safety, and the prospects for social and economic development. In order to avoid or at least to prevent threats to ecological and economic security generated by structural imbalances in the economic and social spheres under the conditions of globalization and, as a consequence, result in limited reproduction of natural resources, it is necessary to transfer agrarian natural resources to the principles of sustainable development. Depending on the goals, tasks and problems under consideration, an arsenal of diagnostic methods is selected. The main thing in diagnostics ̶ is to identify the symptoms, factors that characterize the state of the controlled system. It is necessary to determine the vector of environmental priorities for the development of the ecological and economic system, which will allow the grouping of environmental protection measures depending on the damage caused. The perspective direction of development of the agro-system of the regions is the development and implementation of an adaptive-landscape system of land use. The Geographic Information System (GIS) provides systematization, processing, display and dissemination of coordinated data. An illustration of environmental activity can be a technique for the formation of a virtual ecological-economic system, which, in addition to the model of technology selection for the economic bloc, should include a description of the complex processes that take place. One of the promising directions of organizing the ecological and economic mechanism of managing the agrarian process should be the formation of a decision-making model based on knowledge, which is a structured, formal description of the accumulated experience of management of agrarian production and its environmental assessment. The concept of such a model is based on a comparison of the current information model of the ecological environment and the agrarian process, its transformation, with a generalized description of permissible reference situations. Each reference situation reflects the possible permissible conditions that may arise in the process of agrarian nature use in the external environment. These conditions are compared with the current purpose of the enterprise. On the basis of expert interviews, appropriate management measures are taken to ensure the achievement of a comparable environmental and economic goal. The choice of managerial decisions in this case is based on the results of the coincidence or the differences between the comparable models of description of the state of agrarian processes in accordance with the goals set for the current time. A characteristic feature of the concept of the ecological and economic mechanism for managing the process in the agrarian sector is the presence in the control of the knowledge base and the subsystem of automated decision support. When developing a process-oriented management scheme, it is necessary to apply the criteria for selecting program-targeted tools for reducing environmental damage by regional territories. Comprehensive assessment of the ecological and economic system of the region allows management to monitor the compliance of the adopted decisions with the strategic objectives of the region and to identify "pain points" in various areas of activity. The consistent use of these approaches will help to improve the management of ecological and economic systems of agrarian nature management, but puts before researcher’s new pressing problems, which will be devoted to further research.

<p>The paper features theoretical and methodical approaches to the<br />classification of regions from positions of modern region studies. It contains social and economic characteristics of the Republic of Crimea as an agrarian region. The author has monitored the current state of agrarian and industrial complex of the Republic of Crimea. The research has revealed that although agriculture is responsible for 17,1 % of the gross regional product, only 5,0 % of labor capacity of the region are engaged in the agrarian sphere of economy, and only 6,3 % of Crimean students major in agriculture. A complex analysis of the Crimean agrarian complex has revealed that the problem of qualified personnel deficiency is not acute for the regional economy, as there is an agricultural institute, as well as a number of minor vocational education institutions. A more relevant task is to improve the quality of training of young specialists and to attract them into rural areas; for this purpose a system and target<br />approach to agrarian education has been established in the region. The transformation of agricultural education in the republic should be based on the model of a wellbalanced interindustrial staffing plan of agrarian and industrial complex according to sustainable development programs of rural territories in the re gion.</p>

The article deals with risk management systems at enterprises of the agrarian sector, which represents an organization of economic activity, the purpose of which is to minimize losses and find sources of income. The research organization of the risk management system in the enterprises of agrarian sphere great attention should be paid to the integration of their specific activities. The process of risk management in enterprises consists of the following phases: definition of objectives and parameters for solving the problem of risk; identification of external and internal risk factors; identification of risk factors, risk identification; risk analysis; risk assessment; development and implementation of risk management measures; synthesis of the results of measures taken and preparing proposals. In addition, the risk management system is submitted to us through the introduction of a passport of risk, to enable the formulation and adjustment of economic activity at any stage of its implementation. Under the risk passport of the economic risk refers to a collection of information about risk, risk criteria, as well as guidance on the application of the necessary methods to manage or mitigate the risks. As well as the information in the article was considered in the context of a risk management system.
