Freshwater biodiversity is critically understudied in Rwanda, and to date there has not been an efficient mechanism to integrate freshwater biodiversity information or make it accessible to decision-makers, researchers, private sector or communities, where it is needed for planning, management and the implementation of the National Biodiversity Strategy and Action Plan (NBSAP). A framework to capture and distribute freshwater biodiversity data is crucial to understanding how economic transformation and environmental change is affecting freshwater biodiversity and resulting ecosystem services. To optimize conservation efforts for freshwater ecosystems, detailed information is needed regarding current and historical species distributions and abundances across the landscape. From these data, specific conservation concerns can be identified, analyzed and prioritized. The purpose of this project is to establish and implement a long-term strategy for freshwater biodiversity data mobilization, sharing, processing and reporting in Rwanda. The expected outcome of the project is to support the mandates of the Rwanda Environment Management Authority (REMA), the national agency in charge of environmental monitoring and the implementation of Rwanda’s NBSAP, and the Center of Excellence in Biodiversity and Natural Resources Management (CoEB). The project also aligns with the mission of the Albertine Rift Conservation Society (ARCOS) to enhance sustainable management of natural resources in the Albertine rift region. Specifically, organizational structure, technology platforms, and workflows for the biodiversity data capture and mobilization are enhanced to promote data availability and accessibility to improve Rwanda’s NBSAP and support other decision-making processes. The project is enhancing the capacity of technical staff from relevant government and non-government institutions in biodiversity informatics, strengthening the capacity of CoEB to achieve its mission as the Rwandan national biodiversity knowledge management center. Twelve institutions have been identified as data holders and the digitization of these data using Darwin Core standards is in progress, as well as data cleaning for the data publication through the ARCOS Biodiversity Information System (http://arbmis.arcosnetwork.org/). The release of the first national State of Freshwater Biodiversity Report is the next step. CoEB is a registered publisher to the Global Biodiversity Information Facility (GBIF) and holds an Integrated Publishing Toolkit (IPT) account on the ARCOS portal. This project was developed for the African Biodiversity Challenge, a competition coordinated by the South African National Biodiversity Institute (SANBI) and funded by the JRS Biodiversity Foundation which supports on-going efforts to enhance the biodiversity information management activities of the GBIF Africa network. This project also aligns with SANBI’s Regional Engagement Strategy, and endeavors to strengthen both emerging biodiversity informatics networks and data management capacity on the continent in support of sustainable development.

The International Coconut Genetic Resources Network (COGENT) is a global research network organized by the International Plant Genetic Resources Institute (IPGRI) in 1992 with support from member countries, the Consultative Group on International Agricultural Research (CGIAR), partner institutions, donor agencies, and by regional and international development organizations. In the last 12 years, COGENT has been fully operational with 38 member coconut producing countries in five regions (South Asia; Southeast and East Asia; South Pacific; Africa and the Indian Ocean; and Latin America and the Caribbean). It has successfully developed and disseminated to coconut breeders and curators worldwide the International Coconut Genetic Resources Database (CGRD). The CGRD contains characterization data and some pictures of 1,416 accessions which are conserved by national programmes in 28 sites in 23 countries. To further secure conserved germplasm, a COGENT multi-site International Coconut Genebank has been established to conserve 200 important accessions in each region. Coconut varieties with multi-purpose uses are being identified, documented and promoted. The performance of promising 38 high-yielding hybrids are being evaluated in a multilocation trial involving four African and three Latin America/Caribbean countries to identify suitable varieties and hybrids for resource-poor farmers. Farmers’ varietal preferences in 15 countries are being evaluated. Diversity-linked income-generating activities are being used as a strategy to promote in situ and on-farm conservation and germplasm utilization have been initiated in 15 countries. Protocols for in vitro embryo culture, cryopreservation, morphometric and molecular marker-based methods for locating and characterizing diversity; pest risk assessment and germplasm health management are being developed, tested and upgraded. Strategies and techniques for farmer participatory research, collecting, characterization and ex situ and in situ conservation are being refined. To strengthen the coconut research capability of COGENT member countries, the COGENT Secretariat and IPGRI have organized 39 country need assessment missions and conducted 41 workshops and meetings involving 994 coconut researchers to share information and technologies, discuss issues and common problems and opportunities and how to address them; conducted 40 training courses involving 765 participants from 41 countries; supported 274 research and training/capacity building activities in 30 countries; and led the establishment of the Global Coconut Research for Development Programme (PROCORD). IPGRI and COGENT's current priority involves the further promotion of more effective conservation and use of coconut genetic resources, both regionally and globally.

This article investigates the impact of information and communication technologies (ICTs), human capital, institutional settings, socio-economic, and environmental parameters on sustainable innovation (SI) using archival data for 127 economies from 2008 to 2017. We developed an econometrics research framework for investigating factors influencing SI on a global scale. We found that ICT variables, such as ICT access and ICT broadband network, positively influence sustainable innovation in conjunction with the socio-economic and political parameters. Despite differences among economies in terms of ICTs, socio-economic development, and educational attainment, ICTs are the significant drivers of sustainable innovation and economic growth. We observed a growing digital divide among nations within the context of the knowledge-based economy and the expansion of digital commerce, particularly in the least developed countries and Africa, a phenomenon impeding sustainable innovation growth. To the best of our knowledge, this is the first study that empirically investigates the global digital divide from sustainable innovation perspectives. The results of this study suggest that to tackle the digital divide issues, policymakers and educational institutes need to perform constructive educational reform in higher education curricula, particularly concerning STEM programs, which should reflect the necessary skills and competencies for deploying emergent technologies. In addition, ICT should be considered part of a country’s critical infrastructure, particularly investment in the broadband networks regarded as the backbone of today’s innovation.

The purpose of this paper is to conduct a multi-case/agent analysis using complexity theory to develop propositions that guide and inform our research for solutions to the problems of integration and full participation of the English-speaking Black community in the societies of Montreal and Quebec. Background................................................................................................................................................................................ This study was motivated by our interest in community organizational leader-ship, and concerns expressed by Black social entrepreneurs and organizations in the English-speaking Black communities of Montreal. The results of an unpublished survey conducted by the Institute for Community Entrepreneurship and Development (ICED) revealed a strong perception among Black leaders that in spite of their efforts to advance their communities there was too little progress. They attributed this to systemic exclusion and competitive strategies of mainstream non-Black agencies and leaders. Our further investigation of these claims suggested that beside discrimination based on color and race, factors more complex than skin color, being a person of African descent or White hate, were at work. Preliminary patterns in our observations suggest that the problems of exclusion and discrimination needed to be addressed in a broader psycho-social sense and in the context of Canada as a complex political, economic, and social adaptive system emerging continuously from generation to generation Methodology................................................................................................................................................................................ We used historical analysis and dynamic systems constructs to understand the causality structures of human social systems and to design strategies that have the highest possibilities for improving and optimizing the objective and subjective well-being of members of targeted minority sub-groups in the system. The mechanisms in place must increase and sustain the capacity of the systems to achieve and maintain the desired level of outcomes consistent with attaining the highest fitness levels for the English speaking Black Communities. A central database has to be built into the system where social and economic data and measures of subsystem specific attributes and characteristics are gathered and stored for use by the network organizations and social entrepreneurs. There is no comprehensive measure of a fitness index for the Black community in Montreal. Theoretically speaking, there are too many possibilities to find a precise solution. However, an approximation of fitness can be obtained by constructing a human development index (HDI) in combination with measures of inequality such as comparative data on income, employment and unemployment, poverty, and etc. Impact on Society......................................................................................................................................................................... The paper raises some questions about the success of the experiment of multiculturalism in terms of greater recognition of the contributions of Canada’s diverse and multiple sub-cultures. It proposes ways to address complaints of failed expectations expressed by Black and immigrant minority groups. The paper offers policy makers and social entrepreneurs a dynamic analytical framework to explore the use of information and communication network theory, and information from simulations of multi-agent adaptive systems theory to develop more informed strategies and actions. In Japan, a number of universities, research institutes, and administrative organizations continue to conduct observations on volcanoes according to their respective roles. They also promote the distribution and sharing of observation data and have collaborated with each other. Japan Volcanological Data Network (JVDN) is a framework that strengthens this cooperation, promotes volcano research, and contributes to volcanic disaster mitigation. In this paper, we report the overview, progress, tasks, and future prospects of the system being developed for JVDN that was initiated in 2016. The observational data collected from each organization is stored in a database and shared using visualization tools to promote collaborative research, (e.g., multi-disciplinary research for eruption prediction) and cooperation between organizations. Furthermore, this database will contribute to volcanic disaster mitigation measures through collaboration between the volcano research community and administrative organizations responsible for volcanic crisis management. Adaptation to the standards of the international WOVOdat database will also promote cooperation with research institutes worldwide.

This study investigates the publishing patterns of health informatics (HIs) in Africa, with a view to analyse the bibliometric growth. The application of HIs has played an important role in the advancements in medical practice and scholars/academics’ teaching and learning at higher education institutions. The aim of analysing the volume of publications of HIs was to establish the research impact, visibility and output of academics, in order to promote scholarly communication and knowledge sharing, and contribute to existing knowledge in this field of study. Interpretive document analysis was applied to literature extracted from the Scopus database for the period between 1987 to 2018. The keywords entered for search engine optimisation were “Health Informatics” and “Africa”. The duration of the study - from when data was harvested, collated and analysis to when the data was presented in tables and then discussed - was three weeks. The results obtained revealed that there were 2332 papers published within this period. The publications were communicated through different avenues, including articles, conference papers, review and others. Publications on medicine was at the top of the list of subject areas recorded. The top journal, where papers in HIs were published, is Plos One. South Africa was among the top countries that published research on HIs. In relation to institution affiliation, University of Cape Town was identified as the higher education institution that produced the highest number of publications, with 128 publications. In terms of funding bodies that supported research, thus leading to publication of papers in HIs, it was found that the National Institute of Health, South African Medical Council, United States Agency for International Development, Bill and Melinda Gates Foundation, National Institute of Allergy and Infectious Diseases, National Research Foundation played crucial roles.

Critical for Africa’s future is strengthening indigenous educational systems and institutions for generating and applying knowledge by assuring long-term public support with emphasis on research capacity. In addition to individual skills developed in research work, research capacity includes: quality of the research environment, funding, adequate infrastructure, research incentives, time available to the researcher, etc. In most African countries, conditions for research have been severely compromised as manifest by the generally poor remuneration, heavy teaching loads, inability to mentor young faculty, and in- adequate infrastructure. While the adequacy of public funding is a crucial con- dition, there are a number of concrete programmatic initiatives that could be taken by the higher education and research institutions themselves. These in- clude strengthening of graduate study, improvements in the management of research, provision of a “soft landing ” for young faculty, identification and concentration on “areas of strength, ” and pooling resources with other institu- tions. Special initiatives aimed at individual research capacity development include the Study Programme for Higher Education Management of the Asso- ciation of African Universities (AAU); the Working Groups and Institutes of the Council for the Development of Social research in Africa (CODESRIA); and the work of the National Mathematics Centre of Nigeria.

Strategic emerging industries (SEIs) represent the future direction of industrial developments and are crucial in stimulating the overall and long-term development for economy and society. The government plays a key role in promoting the development of SEIs. This paper, for the first time, investigates the cooperation relationship among innovation members, such as enterprises, universities and research institutes in a collaborative innovation network of strategic emerging industries under government intervention. A three-population evolutionary game theory approach was employed under different scenarios for the government acting as the stakeholder, considering the non-profit, definite fit as well as uncertain profit when incentive and punishment policies are adopted. A novel evolutionary game model of the cooperation relationship among collaborative innovation network members under government’s intervention is established. The results of the simulation experiments show that government’s intervention significantly influences the cooperation relationship between enterprises, universities and research institutes. When the sum of financial incentives and punishments is greater than the total additional cost (TAC), enterprises, universities and research institutes should pay for collaborative innovation. Moreover, government’s financial intervention can effectively promote the cooperation between enterprises, universities and research institutes.

The new gTLD programme of the Internet Corporation for Assigned Names and Numbers (ICANN) is the single most important development since the privatisation of the DNS in 1998. The management of the Domain Name System (DNS) has developed from a modest undertaking to its current explosive expansion through the new gTLD programme. Africa has boldly entered the arena through the delegation of the .Africa gTLD.This new development heralds an innovative era in the management of the DNS, especially for Africa. The dotAfrica gTLD launch strategy offers several advantages to African governments and traders alike. One of the innovative features of the management of dotAfrica is the fact that a broader set of rights including commercial, cultural, linguistic, religious and personal rights will be protected. Furthermore, African trade mark proprietors and other rights holders are protected, initially at least, by various innovative rights-protection mechanisms. This development is important for African governments and it should form an integral part of right holders' intellectual property management strategy.

The COVID-19 pandemic has become a major cause of rapid globalization and digitization of educational institutions, including medical education. The adaptation to digital technologies is the purpose of best education and training practices in the development of the academic medical curriculum. Virtual reality (VR) is embraced by the 3D environment and network resources which allow the expansion of VR from the entertainment industry to the education industry. This brief communication explains our understanding and the challenges in adopting VR technologies for medical training at an academic medical center. Advancement in VR technology assists medical institutes to strategize for the further development of medical training and education. There is a timely need for persistence to make the VR content accessible widely and open source. There is an urgent need for collaboration of medical institutes and technology industries on the development of education-related VR content and simulations.

Purpose Health research in low- and middle-income countries can generate novel scientific knowledge and improve clinical care, fostering population health improvements to prevent premature death. Project management is a critical part of the success of this research, applying knowledge, skills, tools, and techniques to accomplish required goals. Here, we describe the development and implementation of tools to support a multifaceted study of prostate cancer in Africa, focusing on building strategic and operational capacity. Methods Applying a learning organizational framework, we developed and implemented a project management toolkit (PMT) that includes a management process flowchart, a cyclical center-specific schedule of activities, periodic reporting and communication, and center-specific monitoring and evaluation metrics. Results The PMT was successfully deployed during year one of the project with effective component implementation occurring through periodic cycles of dissemination and feedback to local center project managers. A specific evaluation was conducted 1 year after study initiation to obtain enrollment data, evaluate individual quality control management plans, and undertake risk log assessments and follow-up. Pilot data obtained identified areas in which centers required mentoring, strengthening, and capacity development. Strategies were implemented to improve project goals and operational capacity through local problem solving, conducting quality control checks and following compliancy with study aims. Moving forward, centers will perform quarterly evaluations and initiate strengthening measures as required. Conclusion The PMT has fostered the development of both strategic and operational capacity across project centers. Investment in project management resources is essential to ensuring high-quality, impactful health research in low- and middle-income countries.

The European Metrology Network MATHMET is a network in which a large number of European national metrology institutes combine their forces in the area of mathematics and statistics applied to metrological problems. One underlying principle of such a cooperation is to have a common understanding of the ‘quality’ of software, data and guidelines. To this purpose a flexible, lightweight Quality Management System (QMS), also referred to as Quality Assessment Tools (QAT), is under development by the EMN. In this contribution the application of the QMS to several use cases of different nature by VSL is presented. The benefits and usefulness of the current version of the QMS are discussed from the particular viewpoint of a particular employee of VSL, and an outlook for possible future extensions and usage of the QMS is given.

The purpose of this research is to assist the Central African’s logistics network authorities in making, evaluating, and realizing their decisions in regard to the development and management of e-commerce logistics network of companies. This article evaluated and used mathematical models which provided a descriptive analysis on the current situation of its’ logistics network while applying the e-commerce logistics network optimization method in dealing with common issues of the logistics network in Central Africa, especially Chad. The suggested network in this study would promote the “from plant-to-from DC” ratio of 83% to 17% which conforms to the companies’ objective in progressing towards direct plant shipments. AbstractThe need to undertake research work on the commercialization of results from scientific research and development projects emerged from the Author’s professional experience as well as the incomprehensive literature on the role of Polish research institutes in the process of technology transfer and commercialization of innovative solutions, in particular in the case of mining machinery and equipment. From the available literature, the commercialization of research results and technology transfer are analyzed from the perspectives of academia and entrepreneurs, but there is no analysis of this challenge from the perspective of the research institutes which create the majority of innovative solutions implemented in Poland. The research results presented in this article identify and highlight not only the main factors which facilitate knowledge transfer in the widest sense, but also the barriers which should be overcome. An integrated commercialization model of research results, developed by the Author, is described in the article. Some examples of other models, used to assess innovative technology transfer processes, i.e. Transfer model of the Cracow University of Technology, Jolly’s model, United model (science + market), Trzmielak’s linear – subsequent model, Network – interactive model and IpOp model, are also presented. Special attention is paid to the process of generating innovative ideas and to the area of efficient project management. Based on the integrated model, practical management recommendations for the successful commercialization of innovative solutions are given. It is highlighted that the integrated model can be treated as a diagnostic tool, enabling an efficient assessment of the transfer of research results and commercialization of innovative solutions.

Purpose – The purpose of this paper is to provide a case study report of the development of data networks and initial connectivity in the Sub-Saharan African (SSA) region and how that development evolved into the formation of research and education (R & E) networks that enable new collaborations and curriculum potential. Design/methodology/approach – This case study is presented through the past 20 year’s operations and field activities of the Network Startup Resource Center (NSRC) at the University of Oregon, who in partnership with the National Science Foundation has worked together to significantly train network engineers in Africa on how to develop regional R & E networks that can link together the various research universities in SSA. Findings – The author shows how the development of these networks have fostered improved collaboration between African and US scientists, particularly around issues that relate to climate change. This paper contains testimonials from both scientists and on-the-ground key directors in Africa about the value of these improved networks. The expansion of regional R & E networks has allowed the Association of African Universities (AAU) to launch sustainable development as one of its new core programs over the period 2013-2017. Within this new core AAU program are four sub-themes: agriculture and food security, water resources management, climate change and energy. All of these themes will benefit directly from these new, network-enabled, data-sharing abilities. Practical implications – The current state of network-driven curriculum and curriculum exchange between African universities is assessed and compared that to that in the early days of academic network penetration (1990-2000) in the USA to find similar rates of evolution. Since 2015, SSA has sufficient network access and connectivity to now enable a wide variety of new collaborative research and collaborative academic programs. Originality/value – The experience and operational competence of the NSRC at the University of Oregon needs to be detailed and espoused. No other American university has had such an impact on Africa in terms of improving its overall network infrastructure enabling new kinds of collaborative research on real-world problems, such as climate change and resource depletion in Africa.

Since the new century, countries in Africa have started a new round of rail network planning and construction which brings the completed different features together with the spatial organization of the railway network during the colonial period. Along with the strategic layout of “going out” with China’s railways, the organizational structure of the African railway network will make a tremendous change for the construction market, network organization, and gauge structure of the African railways. Based on the literature reviews, we analyzed and forecasted the evolution of railway network in Africa and discussed the spatial differentiation of the future construction market of the railways from the view of country and enterprise. The results show that the development of the African railway networks will experience three stages: 1850–1960, 1960–2010 and 2010–2050, and that the organization pattern of the African railway network has evolved from the “Hinterland-Port” model to the “Continental Integration” model. The development of railway technical standards tends to be integrated, the gauge type is changed from complicated to single, the gauge distribution is changed from broken to uniform. The contractor countries of the railway changed from English-French dominated to China dominated. The application of railway technical standards is influenced by technology dependence and path dependence and is mainly reflected in the two characteristics of “Chinese standard implantation” and “local standard retention”. The contractor enterprises of railway have a monopoly on the market of a country, CCECC and CRCC are leading, and the contractor enterprises are spatially characterized by four spatial distribution modes: single, continuous, jumping and comprehensive.

The possibilities of solving a key problem that hinders the development of multifaceted and long-term cooperation between universities and research institutes with industrial partners are considered in connection with the prospects for the development of technology transfer centers that received grants from the Ministry of Education of Russia in 2021. The main contradictions, systemic problems and mechanisms for building interaction between the academic and industrial sectors of the economy are highlighted. Foreign and Russian practices of building cooperation, issues of trust and mutual understanding, the possibility of removing barriers to marketing and quality, creating a network structure for transfer management are analyzed. A fundamentally new perspective of state support for the transfer of research and development results is shown, which is opened by Decree of the Government of the Russian Federation of March 17, 2022 № 392. For the first time, a model of interaction between corporations and technology companies implementing projects with the participation of universities and research institutes aimed at finalizing and creating products has been created under the guarantees of large customers.

With the Law nº 11.892 of 2008, Brazilian´s professional education acquired new status, based on the conception of the Federal Institutes of Education, Science and Technology (FIs). In essence, FIs have the responsibility to stimulate applied research in the development of technical and technological solutions; entrepreneurship; and scientific and technological development with a view to innovative processes. Despite their intrinsic proximity to the productive sector, giving them an environment conducive to the development of intellectual assets, some FIs still have difficulties in managing innovation. Conversely, some of these institutions have developed mechanisms to promote innovation management and the improvement of knowledge protection indicators developed in their locus. In this perspective, the FIs of the Northeast region of Brazil stand out, through their Technological Innovation Centers, presenting the best Intellectual Property (IP) safeguard indexes between the years 2008 to 2016. In this sense, the present work aims to present the innovation actions of the FIs of the referred region that culminated in a greater protection of IP, and may serve as a reference for other institutions in the network.

Purpose The purpose of this paper is to explore earlier stages of complex products and systems (CoPS) innovations, investigating how technology development can be coordinated. Design/methodology/approach This paper uses a case study methodology, adopting an abductive logic, characterized by a nonlinear and iterative process of systematic confrontations between theoretical framework, empirical fieldwork and case analysis. Specifically, the authors study the Swedish aerospace network, which distinctly represents the CoPS characteristics of intense technology development with long-term goals and project-based activities with universities, research institutes, small medium enterprises and leading firms. Findings By adding the network perspective in the CoPS literature, the authors found that technology development can be coordinated within the technological and the business dimensions and according to different strategic nets. Also, the authors found that strategic nets co-evolve when their related projects are connected and advance in maturity, and their actors change their network position. Originality/value Current research on CoPS often recognizes that the survival and growth of a firm depend on its ability to coordinate innovative projects that are usually implemented during technology development. The findings contribute to this literature by showing how such projects can be implemented through agenda construction and the simultaneous coordination of strategic nets, leading to the synchronization of resources and activities. As such, this study’s framework offers a novel and integrative view of how the short-run and long-run strategies of leading firms can be aligned, and how other actors can contribute to the direction of the innovation path.

Purpose The paper aims to identify and analyze the actors and their interrelationships in realizing local content objectives in African oil- and gas-producing nations. Design/methodology/approach The paper includes content analysis of relevant research papers and reports within the oil and gas industry, local content and industrial networks published between 2000 and 2014. Findings The study developed a framework that integrates the literature on local content with the industrial network theory. The framework classifies the various critical actors for achieving local content, proposing that achieving local content requires the development of business network links and a resource alignment among local companies and institutions and foreign companies and institutions, in addition to multinational oil companies. Research limitations/implications The framework of this study contributes to an emerging theory on local content by integrating the industrial network theory, which provides specific frameworks for analyzing embedded business environments, along with the previous economic and legal-based studies of local content achievement. Practical implications The way the relevant actors organize their resources and business networks provides potential for local content in an emerging oil and gas industry in Africa. Originality/value The paper is one of the few to integrate studies of local content with the industrial network theory. The literature review provides a summary window of the research on the subject over a 14-year period.

Background Gaining oversight into the rapidly growing number of mobile health tools for surveillance or outbreak management in Africa has become a challenge. Objective The aim of this study is to map the functional portfolio of mobile health tools used for surveillance or outbreak management of communicable diseases in Africa. Methods We conducted a scoping review by combining data from a systematic review of the literature and a telephone survey of experts. We applied the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) guidelines by searching for articles published between January 2010 and December 2020. In addition, we used the respondent-driven sampling method and conducted a telephone survey from October 2019 to February 2020 among representatives from national public health institutes from all African countries. We combined the findings and used a hierarchical clustering method to group the tools based on their functionalities (attributes). Results We identified 30 tools from 1914 publications and 45 responses from 52% (28/54) of African countries. Approximately 13% of the tools (4/30; Surveillance Outbreak Response Management and Analysis System, Go.Data, CommCare, and District Health Information Software 2) covered 93% (14/15) of the identified attributes. Of the 30 tools, 17 (59%) tools managed health event data, 20 (67%) managed case-based data, and 28 (97%) offered a dashboard. Clustering identified 2 exceptional attributes for outbreak management, namely contact follow-up (offered by 8/30, 27%, of the tools) and transmission network visualization (offered by Surveillance Outbreak Response Management and Analysis System and Go.Data). Conclusions There is a large range of tools in use; however, most of them do not offer a comprehensive set of attributes, resulting in the need for public health workers having to use multiple tools in parallel. Only 13% (4/30) of the tools cover most of the attributes, including those most relevant for response to the COVID-19 pandemic, such as laboratory interface, contact follow-up, and transmission network visualization.

There is a lack of dynamic facility location models for developing countries that consider the changes in the problem environment over time, such as patient population and population migration. Therefore, this paper focuses on using optimization and goal programming to locate health care facilities in an uncertain environment using multiple possible future urban development senarios. To achieve this, a robust multi-objective facility location model is developed and used to determine locations for container clinic deployment over multiple years in selected communities in South Africa. A synthetic population and urban growth simulation model are used to estimate population density and distribution from 2018 to 2030 for three development senarios. The results from the urban growth simulation model are then used as input into the facility location model to locate facilities whilst considering the three future development scenarios. Results of the model indicate that the robust model can be used to find locations that provide a relatively good solution to all considered development scenarios, providing key role players with quantitative decision support during network design under uncertainty. An accessibility analysis investigates the impact of the prescribed accessibility percentage on model results and a budget analysis evaluates the impact of a case that includes a budget constraint. From these two analyses it is illustrated that the model is sensitive to changes in parameters and that the model can be used by key stakeholders to combine network design and urban development planning for improved decision making.

Objectives: The aim of this study was to describe the developing health technology assessment (HTA) activities in Brazil, both historically and in the present day.Methods: This report is a descriptive analysis based on personal experiences of the authors and on selected literature.Results: Interest in HTA in Brazil began in the mid-1980s. Several seminars and consultations were held, often with invited foreign participants. A cadre of people with knowledge and expertise in HTA was gradually developed. In 2003, several policies were developed by the federal government of Brazil to encourage HTA and base clinical, management, and policy decisions on HTA. During the past 5 years, institutional development has been rapid in government, private companies (mainly prepaid health plans), academia, and research institutes. Further policy changes are needed to maximize the impact of these developments. Nevertheless, although the growing network of HTA programs will have a considerable impact on Brazilian health care, further institutional development could stimulate this change.Conclusions: It would be desirable if the Federal Ministry of Health of Brazil were to proceed to develop a national agency for HTA.

Abstract Environmental problem has become a popular research area. Efforts are being made at an international level for creating a sustainable environment. Hospitality industry is considered to be one of the main industries of a country. It makes contributions in the development of sustainable environment. Hospitality industry is adopting environmental certifications and green hotels concept rapidly. In this research, we performed bibliometric analysis of 49 articles on the topic of importance of environmental certificates for green hotels. Results indicate that majority of the journals have articles with a large number of citations, which indicates that they are high-quality journals. The results indicate that Cornell University, Polytechnic University of Valencia, Hong Kong Polytechnic University, and George Washington University are the institutes producing high-quality research work, as 28% of the researchers cited the articles published by the researchers of these universities. Results indicate that universities of Spain and USA are the largest contributors, as they have published 52% the total articles in the area under this study. USA and Spain are considered to be the world superpowers; their interest in this area of research unveils the importance of the topic. The authors Verma, Chan, and Rivera are the core researchers of this area, as they published 20% of the overall articles discussed in this study, which makes them the gurus of the research area.

Данная работа относится к задаче исследования и управления реорганизацией структур социальных учреждений. Разработка научно-обоснованных методов управления реорганизаций структур социальных институтов Народной Республики Бангладеш является актуальной научной задачей. Проблема возникла вследствие реализации социальных программ, направленных на повышение автономности социальных учреждений. Для повышения автономности социальных учреждений выделяются следующие управленческие решения: оставить структуру сети в текущем состоянии; модифицировать существующую сеть, изменив внутреннюю структуру социальных институтов; и добавить новые элементы в сеть (социальные институты). В процессе рассмотрения результатов работы института или институтов вследствие убыточности происходит его или их ликвидация и принимается решение об изменении профилей организации институтов с целью получения доходов в сеть. В данной работе разработана модель процесса управления реорганизацией структур социальных институтов. А также разработана модель процесса управления изменений профилей организации институтов и описан алгоритм модели. В статье приведен пример использования процесса управления реорганизации социального общества, подробно рассматривается процесс управления изменений профилей организации институтов и получен положительный результат выполнения предлагаемого процесса. This work relates to the task of research and management of the reorganization of the structures of social institutions. The development of science-based management methods for reorganizing the structures of the social institutions of the People’s Republic of Bangladesh is an urgent scientific task. The problem arose as a result of the implementation of social programs aimed at increasing the autonomy of social institutions. To increase the autonomy of social institutions, the following management decisions are highlighted: leave the network structure in the current state; modify the existing network by changing the internal structure of social institutions; add new elements to the network (social institutions). In the process of reviewing the results of the work of an institution or institutions due to unprofitability, it is their or their liquidation and a decision is taken to change the organization's profile of institutions in order to generate incomes to the network. In this paper, a model has been developed for managing the reorganization of structures of social institutions. As well, a model of the management process for changing the institutional profiles of institutions has been developed and the model algorithm described. The article gives an example of using the management process of reorganizing social society, examines in detail the process of managing changes in the institutional profiles of organizations and obtained a positive result of the proposed process.

Aim of study: Governance and the knowledge and innovation system (KIS) are interrelated concepts. Knowledge management best practices are linked to KIS performance. This article explores the governance of the leading research, development, and innovation institutes in Ibero-American agriculture, food, and agro-industry sector. The paper reports mapping of the governance of 20 agricultural research institutes.Area of study: Latin America and the Caribbean, Spain and Portugal.Material and methods: In total, 51 strategic objectives for effective governance were identified. Self-evaluation by the National Agricultural Research Institutes (NARIs) was validated at a workshop backed by FONTAGRO, a cooperation mechanism amongst Latin American and the Caribbean countries, Portugal and Spain, and the Ibero-American Network of NARIs.Main results: As a strength, the key dimension of NARIs appears to be coordination and cooperation. This result was acknowledged in the internal and external evaluations and supports previous research on the relevance of innovation networks in Latin America. By contrast, as a challenge, the key dimension appears to be demand articulation, followed closely by capacity building. Most of the institutes are also well-positioned to develop deeper ties with social and environmental challenges.Research highlights: In the medium and long term, NARIs should make efforts to improve the processes of organizational evaluation and learning, demand articulation, and strategic direction of the institutions. Improvement in management processes, in addition to best practices social responsibility and gender equality, appear to be short-term priorities.

Background Primary care research networks can generate important information in the setting where most patients are seen and treated. However, this requires a suitable IT infrastructure (ITI), which the North Rhine-Westphalian general practice research network is looking to implement. Objective This mixed methods research study aims to evaluate (study 1) requirements for an ITI and (study 2) the usability of an IT solution already available on the market, the FallAkte Plus (FA+) system for the North Rhine-Westphalian general practice research network, which comprises 8 primary care university institutes in Germany’s largest state. Methods In study 1, a survey was conducted among researchers from the institutes to identify the requirements for a suitable ITI. The questionnaire consisted of standardized questions with open-ended responses. In study 2, a mixed method approach combining a think-aloud approach and a quantitative survey was used to evaluate the usability and acceptance of the FA+ system among 3 user groups: researchers, general practitioners, and practice assistants. Respondents were asked to assess the usability with the validated system usability scale and to test a short questionnaire on vaccination management through FA+. Results In study 1, five of 8 institutes participated in the requirements survey. A total of 32 user requirements related primarily to study management were identified, including data entry, data storage, and user access management. In study 2, a total of 36 participants (24 researchers and 12 general practitioners or practice assistants) were surveyed in the mixed methods study of an already existing IT solution. The tutorial video and handouts explaining how to use the FA+ system were well received. Researchers, unlike practice personnel, were concerned about data security and data protection regarding the system’s emergency feature, which enables access to all patient data. The median overall system usability scale rating was 60 (IQR 33.0-85.0), whereby practice personnel (median 82, IQR 58.0-94.0) assigned higher ratings than researchers (median 44, IQR 14.0-61.5). Users appreciated the option to integrate data from practices and other health care facilities. However, they voted against the use of the FA+ system due to a lack of support for various study formats. Conclusions Usability assessments vary markedly by professional group and role. In its current stage of development, the FA+ system does not fully meet the requirements for a suitable ITI. Improvements in the user interface, performance, interoperability, security, and advanced features are necessary to make it more effective and user-friendly. Collaborating with end users and incorporating their feedback are crucial for the successful development of any practice network research ITI.

Although the local public health response to the severe acute respiratory syndrome outbreak in Canada was critical to the diagnosis, management and treatment of patients, such a rapid research response required a national effort to engage the research and stakeholder communities. The Canadian research effort, coordinated through the Institute of Infection and Immunity of the Canadian Institutes of Health Research and the Michael Smith Foundation for Health Research, has provided insight into the mechanisms required to ensure the rapid development of strategical initiatives in response to emerging infectious diseases. It has also provided a rational basis to set up a national network to be engaged if needed in the future.

Technologies, networks and resources are business model elements that act as core structures underpinning activities and yield economic outcome. South African context was used to explore how these elements create and retain social value for diverse groups of people and to determine how this influence the development of new products and services. A cross-sectional qualitative design method was used; cases were selected from registered network of social entrepreneurs as members of the African Social Entrepreneur Network. The data was analysed using NVIVO 10 where effects were identified and emerging patterns and themes were categorise to determine relationships. Key findings highlighted the use of partnerships for networking to complement each other’s resources, while technologies are considered a major resource. The findings suggest that partnerships and collaboration are used as the platforms for connection and communication between businesses, and technologies. These are converted to strengthen the existing resources in a way that benefits stakeholders, the social business and its partners.

The current global health crisis is a consequence of the pandemic caused by COVID-19. It has impacted the lives of people from all factions of society. The re-emergence of new variants is threatening the world, which urges the development of new methods to prevent rapid spread. Places with more extensive social dealings, such as offices, organizations, and educational institutes, have a greater tendency to escalate the viral spread. This research focuses on developing a strategy to find out the key transmitters of the virus, particularly at educational institutes. The reason for considering educational institutions is the severity of the educational needs and the high risk of rapid spread. Educational institutions offer an environment where students come from different regions and communicate with each other at close distances. To slow down the virus’s spread rate, a method is proposed in this paper that differs from vaccinating the entire population or complete lockdown. In the present research, we identified a few key spreaders, which can be isolated and can slow down the transmission rate of the contagion. The present study creates a student communication network, and virus transmission is modeled over the predicted network. Using student-to-student communication data, three distinct networks are generated to analyze the roles of nodes responsible for the spread of this contagion. Intra-class and inter-class networks are generated, and the contagion spread was observed on them. Using social network strategies, we can decrease the maximum number of infections from 200 to 70 individuals, with contagion lasting in the network for 60 days.

This paper highlights several challenges that the adoption and implementation of the seventeen United Nations Sustainable Development Goals (SDGs) pose for South African Higher Education institutions’ (HEIs) curricula design. It also reflects on the experiences of some institutions who have embraced SDGs in their teaching and learning, research, management (governance and operations), and public engagement strategies (Sustainable Development Solutions Network, 2017). SD4 seeks to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. This paper is intended to contribute to policy debates on issues that are seemingly being given little attention in curriculum design, in the advance towards the target 2030 date for achieving SDGs. The research is motivated by the absence of guidelines and frameworks from South African education governing bodies regarding SDGs, leading to knowledge and capacity gaps that frustrate academics who are increasingly being required to include SDGs in their courses. The author uses a qualitative methodology (document review) and focuses on literature published between 2019 and 2023 on the implementation of SDGs into South African curricula. This study recommends that private HEIs be included in the development of SDG governing frameworks and policies. It also recommends that HEIs develop a South African ranking system to track progress towards SDG attainment.

We note the emergence of a new type of intermediary organization, which functions at system or network level, in contrast to traditional intermediary organizations that operate mainly bilaterally. These "systemic intermediaries" are important in long-term and complex changes, such as "transitions" to sustainable development, which require the coordinated effort of industry, policy makers, research institutes and others. We use the Systems of Innovation approach to characterize the roles of traditional and systemic intermediary organizations. A review of recent changes in innovation systems points to the need of more systemic efforts, such as the articulation of needs and options, the alignment of relevant actors and the support of learning processes. In a phase model of transitions additional roles of systemic intermediaries are identified. A case study of the Californian Fuel Cell Partnership shows how the efforts of systemic intermediaries in encompassing systemic innovations are useful and necessary, but not sufficient.

It is difficult to promote cyber security measures in research institutes, especially in DMZ networks that allow connections from outside network. This difficulty mainly arises from two types of variety. One is the various requirements of servers operated by each research group. The other is the divergent skill level among server administrators. Unified manners rarely fit managing those servers. One of the solutions to overcome the above mentioned difficulties is vulnerability management. To overcome these challenges, There are two possible approaches. One of the options is to offer a simple and powerful vulnerability management service to the administrators of the DMZ hosts (DMZ admins). The other is to facilitate flexibility and efficiency in the development process of the service. To achieve these requirements, we designed and developed a vulnerability management portal site for DMZ admins, named DMZ User’s Portal. This paper describes the design of DMZ User’s Portal and the development process using a development framework, named DBPowder. Using the DMZ User’s Portal, each DMZ admin can perform a vulnerability scan on his/her own servers with ease. In other words, this delegates security vulnerability discovery and responsibility to individual DMZ admins that improve security awareness for them. Then, each DMZ admin can grasp and manage the security by himself/herself. The 13-year result from vulnerability scans show that the status of security in the KEK-DMZ has been kept in good conditions. Also, we are developing DBPowder object-relational mapping (ORM) framework to improve the flexibility and efficiency in the development process of DMZ User’s Portal.

A benchmark of South Africa’s freight rail system confirms that South Africa’s export lines compare favourably globally, but that the general freight sector of the business lags in all key indicators, and there is no clear comparison as far as a rail reform agenda is concerned. Neither a path of deregulation, rationalisation, investment and efficiency, such as in North America, nor one of a development state – network growth and high relative employment, such as in the Russian, Indian and Chinese railways – has been followed in South Africa. These countries, geographically speaking, are significantly bigger than South Africa, but the challenges are similar: long transport distances, high transport demand and spatial issues. This paper indicates how benchmark analysis can be used to inform a rail reform agenda for South Africa’s freight rail system. Although there is a separation in South Africa as to the business model that the railway is allowed to use, current railway management seems to be achieving a turnaround. A more supportive policy environment, informed by benchmarking, might improve this process.

A relevant definition of big data technology has been released by relevant research institutes in China. Big data technology is defined as follows: big data technology is a digitally important productivity factor in the network era; big data technology is based on network technology, statistical technology, and mathematical technology; big data technology, as a carrier of network technology, should be integrated with various industries and technologies other than contemporary ones in order to achieve better informatization and industrialization. In the context of the new crown epidemic in 2020, China’s big data technology continues to grow steadily, with a total value of 39.2 trillion yuan, accounting for 38.6% of GDP. This paper investigates the risk constraint in the context of big data and optimizes the benign interaction mechanism of insurance management based on distorted risk metrics in this context. The current situation of insurance risk is investigated through a profound discussion of theories in this paper and through research methods such as distortion risk metrics and SQL Server database management. It is found that the overall situation of insurance industry development in the era of digital economy is not optimistic and so on. And relevant suggestions are made in the conclusion.

BackgroundThe Pan African Consortium for the Evaluation of Anti-Tuberculosis Antibiotics (PanACEA) was designed to build clinical tuberculosis (TB) trial capacity whilst conducting clinical trials investigating novel and existing agents to shorten and simplify TB treatment. One of the objectives of the programme is to foster leadership development in sub-Saharan TB-endemic countries to move leadership to African partners in the PanACEA research programmes.Methods and resultsIn PanACEA 1 the participation of the sites on the consortium board was important to foster leadership development. African investigators now make up a large part of the consortium leadership and are actively developing new concepts. Delegates of the sites visited the annual PanACEA General Assembly meetings, where they could gain knowledge, actively participate in the meetings and discussions and network with others from the TB research community. Various sites participated at TB research community conferences (e.g. CROI, Lung Health Meeting) where PanACEA members gave presentations and could collaborate with other TB trial networks.In PanACEA 2 all clinical trials are co-led by a European established researcher and an African Principal Investigator (PI), to ensure that African scientists are trained and mentored to lead in every aspect essential to clinical trial delivery, from trial and data management to statistical analysis and trial design, and from financial management to laboratory science. The capacity development cores, which serve as operational support for all PanACEA studies and provide high level oversight, also use the European and African countersystem, including senior and junior co-chairs among the African trial sites.An example of leadership transfer is a large EDCTP application for the development of a new compound in MDR TB (FACE-MDR-TB) in which Stellah Mpagama is the lead applicant.ConclusionThe PanACEA consortium has actively facilitated a transfer of leadership programme which may be successful in future consortia.

The title of the proposed JEP project is: “Agribusiness Higher EducAtion Development” with the acronym AHEAD. This curriculum development project – in case of acceptance – will last for three years, from July 2005 and June 2008. The primary project site is the University of Zagreb, Croatia; the contractor and the co-ordinator institution is the University of Debrecen, Hungary. In the consortium, 3 further European universities (University of Hohenheim, Wageningen University and Scottish Agricultural College) will participate, from the Croatian side the Ministry of Agriculture, Forestry and Water Management and an additional 7 Croatian institutes will also be involved. The total number of members in the consortium is 13. The main objective of the AHEAD project is to establish new BSc and MSc programmes in Croatia at two Faculties of the University of Zagreb. These are as follows: Agricultural and Rural Development, Food Safety and Quality Management and pilot MSc training in Agribusiness and Rural Development. These are preceded by faculty retraining programmes in food safety and quality management, as well as agribusiness and commerce within the framework of a MBA programme accredited by the International MBA Network. The professional content of the project is a modernised curriculum and training palette that would be available by the end of this project at the University of Zagreb, serving not only the higher education of the country, but the demand of the Croatian national economy as well, in line with the basic principles of the European Union.

Previous studies have demonstrated that accessing external knowledge is important for organizations’ knowledge generation. The main purpose of this study is to investigate how the diversity and amount of organizations’ external scientific knowledge influence their scientific knowledge generation. We also consider the moderating effect of the redundant industrial scientific knowledge and the amount of technical knowledge from external technical cooperators. The social network analysis method is used to establish both ego- and industrial-scientific cooperation network, and ego-technical cooperation network in order to analyze the external scientific knowledge and technical knowledge. The empirical analysis is based on patent and article data of 106 organizations in the biomass energy industry (including firms, universities and research institutes), and the results show that organizations’ structural holes and degree centrality of scientific cooperation network have positive effects on their scientific knowledge generation. In addition, organizations’ degree centrality of technical cooperation network positively moderates the relationship between their degree centrality of scientific cooperation network and scientific knowledge generation. Furthermore, density of industrial scientific cooperation network decreases the positive effect of organizations’ structural holes on their scientific knowledge generation, while it strengthens the positive effect of degree centrality of scientific cooperation network on their scientific knowledge generation. Academic contributions and practical suggestions are discussed.

The South African Network of Data and Information Curation Communities (NeDICC) was formed to promote the development and use of standards and best practices among South African data stewards and data librarians (NeDICC, 2015). The steering committee has members from various South African HEIs and research councils. As part of their service offerings NeDICC arranges seminars, workshops and conferences to promote awareness regarding digital curation. NeDICC has contributed to the increase in awareness, and growth of knowledge, on the subject of digital and data curation in South Africa (Kahn et al.,2014).NeDICC members are involved in the UP M.IT and Continued Professional Development training, and serve as external examiners for the UCT M.Phil in Digital Curation degree. NeDICC is responsible for the Research Data Management track at the annual e-Research conference in SA1and develops an annual training-focussed programme to provide workshop opportunities with both SA and foreign trainers. In this paper, we explore the emergence of Sheke Network (SKN), an architecture design company whose network platform permits architecture design institutes to seek suitable architects for their architectural design projects. The concepts of sustainable business model (SBM) innovation are used to analyze the SKN’s novel business model, which is built around modern internet technologies, and SKN’s distinct appeal, which centers on cost savings, resource sharing, and the potential for access to more architects’ experiences. Although SBM innovation theory has had a significant impact on management practices and aroused plenty of rich debate within academia, it is still not clearly understood how a company might successfully build a sharing economy (SE) platform using SBM innovation. Thus, this article analyzes the process of SBM innovation in terms of its three essential factors—sustainable value proposition (SVP), sustainable value creation and delivery (SVC&D), and sustainable value capture (SVC)—aiming to disambiguate the black box by examining SKN as a case study. The findings highlight the dynamic evolution of SBM innovation in the development of a sharing economy platform.

Purpose The technology determinism theory facilitated in assessing the impact of interactive radio and social network sites (SNSs) on development factors such as education, agriculture, health, and governance, by conducting an integrative and comprehensive literature review focusing on African countries. This paper aims to conduct this literature review to provide comprehensive empirical evidence on the impact of interactive radio and SNSs on development in Africa. Design/methodology/approach This study examined articles that were retrieved from online databases including EBSCOhost, Elsevier, Science Direct, SAGE Journals, Springer and Wiley Online Library. The keywords used included interactive radio, radio, development in Africa, SNS, agriculture, education, health, peace and governance. Search phrases were formulated using boolean operators “AND” and “OR.” Findings Study results revealed that interactive radio and SNSs improve knowledge among farmers and allow the dissemination of information on innovative agricultural techniques, which supports the adoption of sustainable practices. Interactive radio promotes political accountability because the strategies provide the voiceless and powerless communities with a platform to express themselves. This paper discovers that the incorporation of SNS with existing multimedia communication facilitates the dissemination of health-related information on illnesses such as Ebola, HIV, hypertension, diabetes and Polio, and interactive radio and SNS promote education among marginalized communities and under-served rural schools. Research limitations/implications The findings on the impact of interactive radio and SNSs do not represent all 54 countries in Africa. Although the studies included in this literature review were conducted in several countries such as South Africa, Nigeria, Somalia, Kenya, Malawi, Ghana, Tanzania, Uganda and Zambia, this limited the generalizability of the findings and recommendations. Also, the other potential limitation is that using the inclusion-exclusion criteria could have resulted in bias when selecting the studies to include in the review. Practical implications The paper might serve as a valuable source of information for students, academics and entrepreneurs where the impact of interactive radio and SNSs on agriculture, education, health and governance, which are core determinants of development in Africa, has been assessed for further case studies in this area. Social implications The use of interactive radio has helped in decreasing health issues caused by a deficiency in vitamin A among children in sub-Saharan Africa. Originality/value The development of sustainable and effective interactive radio programs is dependent on the collaboration of the core stakeholders such as governmental ministries, donor organizations and the mass communication sector. Numerous open sources on technology radio stations are available to employ social media managers to help in the application of knowledge.

The article is aimed at presenting the essence and determinants of knowledge and innovation management in agribusiness. The results of analysis indicate a need for a systemic approach to research into and actors involved in knowledge and innovation management and transfer as well as for cooperation of these actors. A specific role is played here by agricultural and science policies implemented by the state and various institutions operating in the agribusiness environment. The involvement of the state results from the unquestionable role of knowledge and innovation for the development of the economy and society but also from the specifics of agribusiness. In Poland, research on agribusiness is conducted by institutes and universities, most of which are public, hence their activities are financed from the state budget. Therefore, it is necessary to make the best use of research potential to achieve the set objectives of socio-economic and science policies and to finance new research and innovation consistent with these policies. Possible tools for knowledge and innovation creation in agribusiness include central, regional and local government programmes and projects focused on the implementation of specific goals and tasks (e.g. an agricultural innovation network), financial instruments as incentives to explore a particular research topic or undertake a particular innovation, and institutional instruments. For the efficient functioning of the entire system of generation, implementation and dissemination of research results, it is important, on the one hand, that information is acquired about the current needs of practice and, on the other hand, that the results of hitherto research are transmitted.

While the literature on food deserts focuses on limited availability of food in urban settings, ‘food swamps’ may better characterize the extensive prevalence and accessibility of cheap, highly processed foods. For urban populations, access to nutritionally inadequate poor-quality food has dire developmental consequences. The long-wave impacts of malnutrition at gestational and early childhood stages are negative and can be non-reversible. Moreover, those who survive into adulthood may face a lifetime of sub-optimal physical and mental development that undermines the second and third UN Sustainable Development Goals—to end hunger and to ensure healthy lives. This paper assesses the long-term health vulnerability of children with limited access to adequate and nutritious food in rapidly urbanizing cities. The analysis focuses on the African Urban Food Security Network (AFSUN) data drawn from 6453 household surveys in 11 cities and nine countries in Southern Africa. The results indicate that children in these households are consuming a limited diversity of food, have limited access to resources and have greater odds of experiencing both short-term and long-term food and nutrition insecurity. These findings demonstrate an underlying vulnerability to long-term health impacts stemming from nutritionally inadequate diets, with potentially significant costs to human capital.

The importance of transportation in the socio-economic development of nations cannot be downplayed. Intermodal transport has become vital concept for ensuring sustainable freight transport in developed economies but less focused on among African scientific community as it attracts fewer researches and developments. This paper aims to review and promote the development of sustainable intermodal freight transport systems in African developing countries with insights from Ghana.The researchers adopted literature review approach for the global intermodal developments and that of developing economies with emphasis on Africa and Ghana.Transport experts and experienced practitioners’ opinions were sought to complement the limited literature on the means to improve intermodal transport and logistics management systems. Authors discovered that some African countries like Ghana potentially posses some relevant multimodal resources such as seaport, waterway, railway and road infrastructures. However, they are not well interconnected to acquire intermodal benefits. Besides, the existing transportation systems were mostly road dominated and frauded with cost-inefficiencies; greenhouse gas emissions, traffic congestion, accidents, high maintenance and service deficiencies.The constraints are lack of skilled labor, limited infrastructure, safety and security problems, limited institutional capacity, poor intermodal transport network and connectivity issues. Some practical measures to improve the lapses in the transport system were highlighted. It was suggested that management of African developing countries must remodify their transport policies to attract investors and transport players. This would strengthen Public Private Partnerships (PPP) collaborations in developing intermodal freight transport and logistics systems.

Анотація:
Education is an important part of life that helps people improve their socio-economic conditions. However, unequal resource allocation affects education efficiency and quality in urban and rural areas. In this regard, this research aimed to study the implementation of integration and cooperation models amongst educational institutions to improve the quality and efficiency of education in the rural areas of Russia and Indonesia. The study has used primary data collection based on a questionnaire to accomplish its goals. Different factors such as the working environment, vocational education, financial incentives, integrated curriculum, and webbed network system are examined. The results show that an integrated curriculum and webbed network system are the most critical factors for enhancing education quality and efficiency in the educational institutes of rural Russia and Indonesia.
