The purpose of the article is to develop proposals for intensifying the development of innovative entrepreneurship in Ukraine. The importance of intensifying innovative entrepreneurship is recognized by any business entity, because new innovative ideas, solutions embodied in a particular product can provide competitive advantages. The presence of entrepreneurial initiative by business entities, the use of effective tools to stimulate innovation, creativity and effectiveness of innovation can significantly enhance innovation entrepreneurship and overall efficiency of the innovation process. The methodological basis of this work is the synthesis of general scientific methods of theoretical and empirical research (method of cognition, analysis and synthesis, generalization and systematization of information). Results. Innovative entrepreneurship covers all stages of the innovation cycle: from the initiation of a new idea to obtaining specific results from the market use of the product. The main subjects of innovative entrepreneurship can be any enterprises and organizations that carry out innovative activities or are innovatively active. To develop effective measures to intensify innovative entrepreneurship, first of all, it is advisable to focus on identifying the strengths and weaknesses of innovative entrepreneurship, as well as opportunities and threats for its intensification in Ukraine. In this sense, it is important to assess the current level of innovation process, its staffing and financial resources, the level of innovation infrastructure, the establishment of integration relations between the main participants in the innovation process, the effectiveness of innovation, demand for innovative products and more. Practical implications. The analysis allowed us to reveal certain results. The strengths of the possible activation of the innovative enterprise include: the presence of a high level of personnel component of scientific potential, which characterizes the ability to generate new ideas; accumulated experience of successful innovation, cooperation between science and business, as evidenced by the main indicators of innovation, the number of innovationactive enterprises and enterprises in industry that implement innovations. Weaknesses for the intensification of innovative entrepreneurship should be highlighted: insufficient funding for science and education; declining trends in almost all performance indicators of innovation, which requires rapid implementation of measures to curb their further development in the field of innovation. Thus, in order to intensify innovative entrepreneurship in the near future, it is advisable to implement a number of measures, the tasks of which cover the following main areas of change: clear awareness of the national economy’s ability to innovate, create conditions for new products, increase its competitiveness; ensuring diversification of sources of financing of innovative activity of enterprises in order to reduce the costs of acquisition and use of innovative products; establishing close and productive interaction of the main participants of innovative entrepreneurship. Value/originality. The use of comprehensive analysis allows to identify the main problems of hidden entrepreneurship, taking into account the specifics of its manifestation in modern conditions.

Purpose. The aim of the article is determined on the basis of a systematic approach and generalization of theoretical and scientific-practical approaches of discovering conceptual bases of formation of mechanisms and determination of economic interpretation of the process and stages of innovative development for the transition from low- to high-tech innovation economy. Methodology of research. Historical, systemic and logical-dialectical approaches have been applied to achieve this goal; the following methods are used: abstract and logical – in setting the goals and objectives of the study; analytical and monographic – when studying literary sources, legislative or other normative legal acts and practices of mechanisms of innovative development; by means of the comparative method the differences in the mechanisms of realization of the state innovation policy of Ukraine and the countries with developed market economy are determined; systematization – at systematization of mechanisms of innovative development of enterprises; statistical and economic – when collecting and processing statistical data; analysis and synthesis – to develop directions for improving the innovative development of enterprises. Findings. Conceptual bases of formation of mechanisms of innovative development of the enterprises are revealed and theoretical and scientific-practical approaches to economic interpretation of the process of innovative development are determined. The essence of innovation development as a systematic management of innovation activity, aimed at shaping and ensuring achievement of economic growth through rational use, increasing and distribution of innovative and economic and technological potential at different stages, namely: in the process of creation and transfer of innovations, development of mass production and financial mechanisms and commercialization of development, legal protection and use of intellectual property objects and establishment of Ukrainian relations Certain innovators with partners, creating favorable conditions for retaining specialists. Originality. It is determined that one of the main tasks of innovative development is to increase the level of innovation activity, which to a certain extent depends on the structural elements of the national innovation ecosystem and stages of innovation development. The scientific and methodological approaches of formation of mechanisms of innovative development are improved, on the basis of consideration of functional connections, ensuring rational use of resources, obtaining synergistic effect of contractual relationships and aggregate investments. Practical value. Formed mechanisms to ensure the activation of innovative development as an orderly set of institutional settings include defining the goals, objectives, increasing the ability to solve problems and attracting investment to ensure the effectiveness of innovation, which allows economic entities to achieve strategic development goals, solve problems of ensuring effective interaction of the state science and business to innovate, and as a systematic process that implements a competitor no benefits, ensuring sustainable growth, improve the quality and standard of living by harmonizing the interests of its members. In this regard, the article based on the analysis of the works of domestic and foreign researchers developed and tested a method for assessing the level of development of innovation in the manufacturing industry, taking into account the volume of output, the degree of involvement of enterprises in the sector of innovation and labor productivity in the production of innovative products. An economic and mathematical model is constructed to determine the degree of influence of socio-economic factors on the level of development of innovative activities in the manufacturing industry.

Urgency of the research. Ensuring the competitiveness of industrial enterprises in Ukraine requires the formation of innovation policy with current trends. Use and commercialization of research results is a prerequisite to market new products and services that will increase the level of innovation activity of industrial enterprises and enhance their competitiveness. Target setting. The current market environment requires activation of innovation as the most productive way to improve the country's competitiveness and its further development. Actual scientific researches and issues analysis. Problems enhance innovation received broad enough coverage in the foreign and domestic literature. In foreign labor is I. Blanca L. Vodacheka, J. Schumpeter and others. In domestic – developments V. Heytsya, J. Bazhala, V. Denisyuk, D. Malitskoho, V. Soloviev, L. Fedulova more. The research objective. To analyze the current state and dynamics of innovative development of industrial enterprises of Ukraine and to propose measures that will improve the efficiency of their innovation. The statement of basic materials. The article stated that Ukraine's economy is not very favorable for implementation of scientific and technological innovation due to lack of funding. Therefore, the state and government is the revitalization of innovation. Conclusions. Innovative activity of industrial enterprises in Ukraine in recent years did not factor in the effective restructuring and growth. The strategic task of the Ukrainian economy should be the use of innovative technologies as the only possible way to compete successfully entities.

The article is devoted to topical issues of research of innovative activity at domestic industrial enterprises, its importance for the domestic economy is substantiated. The purpose of the study is to analyze the current state of innovation activity of industrial enterprises and to formulated irections for its improvement. The methodological basis of the study is the current abstraction, analogies and theoretical generalizations - generalization of existing approaches to ensuring the innovative activities of industrial enterprises, justification of the need and highlighting the main problems of introducing innovation processes in domestic enterprises; methods of system, comparative and economic-statistical analysis - to study the state of innovative activity of industrial enterprises of Ukraine; graphic - for visual representation and schematic and graphic construction of theoretical and practical provisions of the study; abstract-logical - for the logical generalization of theoretical principles and formulation of research conclusions. The object of research is innovation. The subject of the research is the current state and directions of increasing the innovative activity of industrial enterprises. Dynamics of innovation activity and process of introduction of innovations in the domestic industryare analyzed. Data on implementation of innovations at domestic enterprises are presented. The structure of sources of financing of innovative activity of industrial enterprises of Ukraine is formed. The factors that impede the activation of innovative activity in modern industrial enterprises are considered. The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.

To solve this problem, the author suggests focusing the priorities of innovation activity on the activation of high-tech industries. It is shown that domestic enterprises have come close to intensifying the search, development and implementation of the latest technologies, and activation of innovative activities. According to the author, the innovative activity of industrial enterprises primarily depends on the structure of production, enterprise management and organization of innovative activities.

In the world economic space there is a complex transition from industrial technological system to postindustrial, in which the high tech, informatization and knowledge economy takes on the dominating role of the driving forces of development. Naturally, for such a turn of events, economic science was not well prepared, and today there is a certain gap between the practice of accelerated changes and the scientific provision of these processes. First of all, it concerns the development of a strategy and mechanisms for the development of the country's economy and identifying opportunities for realizing its innovative potential by doing innovative management. The researchers consider innovative management in their work in a number of aspects: science and art of innovative management (I. Dichkivska, P. Zavlin); kind of administrative activity in making decisions on innovations (I. Balabanov, M. Yon, V. Stadnik,); management of innovations (N. Kruglov, A. Porshnev); a system of rules of principles, norms, values orientations that regulate various spheres of innovation activity (V. Vasilenko, L. Oholova). In innovative management, the methods of socio-psychological series, heuristic and collegial (I. Ansoff, B. Gates, L. Karuushkha, A. Morita) prevail. There is a change in the general functions, structure and objectives of management (L. Danilenko, L. Oholova), there are special means and forms of organization of innovation activity (V. Vasilenko, L. Vashchenko).The study of literary sources and their generalization shows the importance of this issue, and requires a more in-depth study and analysis of international experience in implementing innovative measures. The research objective. The main purpose of this study is to analyze measures to stimulate innovation development in the countries of the world, assessment of their effectiveness, as well as consideration of the directions on the basis of their activation of innovation activity in Ukraine. The article reveals the essence of the concept of "innovative management", analyzes the international experience in implementing and stimulating the innovation process. Thus, to summarize, it can be concluded that the experience of leading countries in stimulating innovation usually involves quite similar measures, namely: subsidies, tax cuts or, in some cases, tax holidays, payment of a share of R & D expenditure. The following organizations are created: informational, technical, financial support for business engaged in innovation activities. The article presents an analysis of the influence of demographic factors on the development of innovations in the regions of Russia. The relevance of the study is associated with the fact that the Russian economy is distinguished by the presence of a large number of various problems that impede the rapid activation of innovative mechanisms. Not every region has opportunities for an innovative breakthrough. The purpose of the article is to compare the Russian regions (Kalmykia, Buryatia) in terms of the characteristics of the main demographic processes and their influence on the innovative development of regions. The article analyzes the following demographic indicators: population size, birth and death rates, age structure, working-age population, etc. The main research methods are the comparative method, analysis of statistical information. Analysis of the data presented showed that complex demographic processes are taking place in the republics. High migration outflow of the population, high mortality rate, a decrease in the share of the working-age population, migration of the rural population — all this affects the demographic potential of the region and, accordingly, the indicators of innovation development.

Formation of a competitive economy in the age of information technologies is based on the economy digitalization. Activation of Ukraine's European integration progress and the use of the world's leading technologies require economic development acceleration, which is based on the innovations application in all national economy sectors. The telecommunications industry has strategic importance for ensuring sustainable development, stable industrial and social spheres functioning in Ukraine. Progressive development of science, engineering and technologies, innovation and high knowledge intensity of modern production make special demands as for the ways of telecommunication enterprises development. With deepening of globalization and competition constant intensification, the foundation of telecommunication enterprises functioning are innovations which are enabling their innovative development. Formation of innovative development paradigm of telecommunication enterprises development involves: regulatory and legal support of innovative ideas; state support and stimulation of innovative activity (protection and support of domestic companies, financial support of industrial samples patenting, utility models, inventions abroad); giving priority to innovative factors in order to increase competitiveness and to ensure positive financial performance of enterprises; information interaction and coherence of innovation activity; creativity of approaches to ensure the conditions of the enterprise's innovative activity. The purpose of this article is to study the intensification of venture investment in innovation processes in Ukraine, to identify problems and promising areas of development of the venture industry. The article considers the essential characteristics of the economic category "venture investments" and "investments", comparative analysis and the relationship between them. The main advantages and disadvantages of venture investment, values and main forms are highlighted. The sequence of stages of venture financing and types of schemes of venture financing are given. Venture capital entities are considered. The main stages of formation of the venture industry in Ukraine are revealed. Methods of analysis and risk assessment of the investment project are offered. The main types of strategies for minimizing risks in venture investing are presented. Among the considered strategies the most promising are strategies implemented with the participation of third parties, as in this case the maximum effect from a point is reached view of the national economy. Object of research. Venture capital in the system of financing innovation processes in the modern economy. The subject of the research is theoretical methodological and applied aspects of the functioning of venture capital as a source of financing innovation processes in Ukraine. The methodological basis of the study is a set of general and special methods of cognition. Methods of analysis and synthesis, generalization and scientific abstraction were used in the formation of the conceptual and categorical apparatus. The analysis of approaches to understanding the essence of venture investment, its components was carried out using dialectical and systemic-structural methods. The application of the historical-logical method, induction and deduction made it possible to study the genesis of the theory of economics and enterprise management, the factors of the strategy of development of venture investment of business entities. Within the framework of the study of the current state of venture investment, calculation and analytical methods of observation, measurement, analysis and comparison are used. Conclusions. It is proved that venture investment only has a positive effect on accelerating innovation processes in the economy when it performs its main function – investing in small innovative enterprises that implement their progressive ideas, providing positive innovative changes in the production structure in favor of high-tech systems. The essence of the influence of venture capital on innovation processes is manifested only through its main function – venture investment.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

The purpose of the article is to study the innovative dimension of structural transformations of the economy of large cities of Ukraine on the example of industrial enterprises. For this purpose, the author analyzes the dynamics of the quantity, structure and concentration of innovative active industrial enterprises in the big cities of Ukraine; the dynamics and structure of innovations (introduction of new technological processes and development of innovative types of products); indicators of the implementation of innovative products. In order to compare, the article provides statistical information on innovation activities in Ukrainian industry as a whole, as well as in Polish industry. The paper establishes that financial constraints remain to be the main factor inhibiting the innovation activity of domestic industrial enterprises due to acute shortage of own financial resources, which are the main source of financing of innovation activity. The main institutional and organizational problems of activation of innovation activity in industry are named, in particular: 1) low level of innovation and executive culture, insufficient enforcement of laws and violations of legislation; 2) absence of coordinated activity of state, regional authorities and local self government bodies aimed at the country's innovative development; 3) the lack of integrated application of mechanisms of state influence to achieve innovation priorities; 4) insufficient development of innovation infrastructure; 5) low level of innovation activity of small industrial enterprises; 6) there is almost no cooperation between the state, science and business in the priority sectors for the national economy. The problems associated with human resources provision of high-tech development are sharp for Ukraine. The solution of this problem is seen in improving the quality of technical education and ensuring its compliance with contemporary world trends and requirements; forecasting and monitoring of the state order for specialists in technological specialties, etc. The prospect of further research on the subject of the article is the search for ways to create favorable institutional and organizational conditions for increasing the innovation activity of industrial enterprises.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion.
The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country.
The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results.
The main directions of innovation policy in agriculture include:
provision of legal regulation of innovation development and protection of the interests of its participants;
implementation of direct and indirect support of agricultural producers in the creation and development of innovations;
definition and implementation of the priority development of agrarian industrial complex;
development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures;
training of personnel in the field of innovation activity;
priority development of material and technical base;
development of international cooperation in the field of innovations.
The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

The state of development of the leading countries of the world proves that its main factors are innovative high technologies, new equipment, a new organization of labour and production, a new motivation for entrepreneurship. They ensure the economic stability of micro and macro systems, their competitiveness both in the domestic and foreign markets. Given the limited nature of state financial resources, the problem of finding additional sources of financing for the purpose of activating the development of innovation activity in Ukraine is becoming increasingly urgent. Today, many countries are actively implementing modern models of financing of innovative projects. In many countries, hybrid financial instruments are transformed in the modern environment into hybrid investment models such as crowdfunding and crowdinvesting. Research of existing models of innovative economic development is always relevant, development tendencies are constantly changing under the influence of global conditions. In Ukraine, it is possible to predict the development of such innovative models as: a resource model without high-tech production (natural resources – production – money); innovative model (transformation of money for research into knowledge – transformation of knowledge into skills of workers and innovations – transformation of innovations into goods – money); intellectual-donor model. An analysis of the world experience of using such forms of activation of innovation activity in the USA, Japan, Western Europe, the CIS, and other countries proves their relevance and prospects for Ukraine. At the same time, the efficiency of the functioning of innovation centres is largely determined by the proper level of financing of their activities, especially at an early stage. The model “university – innovation centres” aims to overcome the gap between education and the implementation of the knowledge gained in creating innovation. Within the framework of this model, two blocks are key: a block of joint research centres “university – industry” and a block of the creation of innovation centres and startup. The advantages of such a mechanism are: firstly, for business – direct state support for innovations, the possibility of investing under the state guarantees; and secondly, for the state – reduction of budgetary expenditures at the expense of funds attracted in the sphere of innovation activity, increase of innovation activity of priority sectors of the economy, distribution of innovative risks. The model of joint research centres “university – business structure” provides two variants of financing of such centres. The first option is based on the formation of a research centre in the form of corporation, which may include universities, private investors, local authorities, other sponsors and stakeholders. Traditionally, Ukraine has significant potential in some important fields of science, such as medicine, physics, astronomy, biology, chemistry, materials science, space science, and Earth science. Participation in Horizon 2020 allows creating additional opportunities for the successful development of these branches of science.

Domestic agricultural enterprises do not have a high level of innovation activity, however, stable and competitive operation of an agricultural enterprise is impossible without its innovative activity. Stabilization of the situation in the agricultural sector with the current level of competition and constant technological variables, the innovative vector of development is the driving component of economic growth. Activation of innovation of domestic agricultural enterprises is one of the important prerequisites for stability and sustainable socio-economic development of the country. Consequently, the effective functioning of the livestock industry is possible only under the conditions of systemic and purposeful innovation aimed at finding a variety of new opportunities provided by the business environment. The innovation process in domestic animal husbandry is clearly aimed at the end result - a certain socio-economic, technical or environmental effects. The efficiency of animal husbandry is determined after the introduction of innovation, calculated by the method of evaluation of investment projects. On the example of Lviv region we analyzed the conditions of innovative activity in animal husbandry, assessed the modern innovative potential of the industry, established the features of its innovation and investment activities. SWOT-analysis is an important component of assessing the position of livestock enterprises in the region. It should be recognized that the innovative activity of livestock enterprises is mainly associated with the final stage of the innovation process – the development of innovations. In 2020, farms of all categories of Lviv region compared to 2019 decreased meat production (sales for slaughter of farm animals in live weight) by 1.6 %, milk – by 4.7 %, eggs – by 0.3 %. cattle on farms of all categories on January 1, 2021 amounted to 144.4 thousand heads (including cows – 86.2 thousand heads), pigs – 346.1 thousand heads, poultry – 10.5 million. heads. Compared to January 1, 2020, the number of poultry increased by 5.7 %, pigs – by 4.1 %, the number of cattle decreased by 8.2 % (including cows – by 8.6 %). Innovative activity of the livestock industry is formed under the influence of the domestic innovation system and has its own specifics, which is caused by the peculiarities of agriculture. Most innovative projects are aimed at introducing innovations that contribute to the intensification of animal husbandry and increase the competitiveness of products. Thus, on the basis of innovative development of animal husbandry it is possible to achieve a significant increase in the competitiveness of agricultural enterprises, which will allow Ukrainian producers to achieve significant results in world markets for agricultural products.

The article analyzes aspects of innovative activity of enterprises and some elements of their investment support in the current conditions of increasing the influence of globalization processes and determining the comparative advantages of the region, since the introduction of innovative products is a basis for effective development of the enterprise, region and country as a whole. The analysis of the main indicators characterizing the level of innovative activity and innovation activity of the enterprises of Lviv region, in particular the volume of performed scientific and technical works; the share of enterprises that introduced innovations; volumes and structure of sources of financing of innovation activity in the Lviv region, volumes of expenses for innovative activity of enterprises and direct foreign investments into the economy of Lviv region. The peculiarities of the innovation process at the regional level are characterized and directions of activation of investment and innovation activity taking into account the comparative advantages of the region on the basis of SWOT-analysis with the definition of strengths and weaknesses and the use of opportunities and the avoidance of threats are proposed; use of foreign economic potential of the region, its borderline location and export-oriented production. The development of innovative potential and expansion of the ways of its investment support are one of the factors that play a crucial role in ensuring a comprehensive balanced development of the region, building strategic prospects for its economic growth, identifying internal problems and obstacles that hinder really assess the potential of existing ones at the local levels of development resources. The implementation of regional innovation policy involves the use of methodological approaches that ensure the coordination of the interests of economic entities in the territory with the objectives of its economic and social development. A key role in ensuring innovation activity is the choice of a particular strategy for innovation development and its implementation, as well as the level of availability of various resources in the innovation sector and the quality of management. The issue of investment and financial provision of innovative development of enterprises of the region and the search for ways of alternative financing, information awareness of enterprise management in the innovation sphere and the possibilities of adjusting the process of their application in practical activities remain relevant.

Cognition and systematic study of the essence of innovation processes remain extremely relevant scientific and applied problems. The article deals with state and prospects for the innovative entrepreneurship development in Ukraine compared with the countries of innovation enclave to search for catalysts for its activation. The basis of the generalizations and conclusions were the works of domestic and foreign scientists, normative-legislative acts, public reports and plans for the innovative development of Ukraine in various time intervals, data of the State Statistics Committee of Ukraine, Eurostat, Startup Ranking and Global Innovation Index. In course of the research the author applied a wide range of general scientific and special methods of cognition. To perform a transformational analysis of the innovative entrepreneurship development, the ADIE 7D descriptive model is proposed, which is based on the following seven descriptors: (i) GDP science intensity; (ii) venture financing of innovation activity; (iii) share of enterprises engaged in innovations; (iv) the number of registered patents; (v) implementation of innovation projects (start-ups); (vi) ecosystem of innovative entrepreneurship; (vii) Global Innovation Index. The model allows identifying the stimulants and destimulators of influence on the process of creating a favorable environment of innovative activity. The following should be noted among the key stimulators of the innovative entrepreneurship development: significant innovation potential, entrepreneurial enthusiasm and creativity of innovators. However, the lack of adequate funding and a harmonized ecosystem of innovative entrepreneurship is becoming an obstacle to radical changes aimed at the innovative breakthrough of our country. Based on the results of the analysis, the author presents a strategic map of innovative entrepreneurship development in Ukraine by descriptors of the proposed model. In the course of the further research it is planned to supplement this ADIE 7D descriptive model by implementing new promising descriptors to deepen analytical procedures.

Abstract. The purpose of the scientific publication is to analyze the dynamics of innovation and investment support for regional ecological development, to identify prospective ways to improve the financial incentives for innovative environmentally-oriented development of Ukrainian regions. The achievement of the purpose of environmentally sustainable development of the country and its regions requires an innovative approach, which essence is to introduce innovations aimed at accelerating quantitative and qualitative changes in the methods of management combined with the development and absorption of environmentally safe innovations, the development of the market for innovative environmental goods and services. The article emphasizes that the innovative eco-sustainable development is the main means of solving a wide range of problems in almost all spheres of life and characterizes the quality of the socio-economic system of the country as a whole and its regions. The article discusses the features of implementation of innovations and investment in the regional ecological development. It analyses the dynamics of innovation-investment support of regional ecological development based on calculations of innovation-scientific and investment indicators. This provided the basis for their rating assessment and identification of the interregional differentiation of administrative regions of Ukraine according to the indexes, which could be the basis for making managerial decisions on innovation and investment support for environmentally sustainable development, taking into account regional peculiarities. It is proved that for the activation of innovation and investment support for regional eco-sustainable development, it is necessary to determine its preconditions, taking into account the assessment of the possibilities of implementation of innovations and attraction of investments in the regions of Ukraine. Indices of innovation and investment support for environmentally safe development of the region are calculated on the basis of statistical data that have an enormous influence on their level and their grouping has been conducted according to qualitative features. A number of measures have been proposed to improve the financial incentives for innovative environmentally-oriented regional development.

The innovative economy is based on effective interaction between the scientific and educational sphere and the business environment, free flow of innovative ideas, and active commercialization of developments in order to constantly update and develop the domestic economy through new technologies. At the moment, a model of effective interaction between universities, business structures, and government in Russia has not been built. This research is aimed to develop a mechanism for multilateral interaction between universities and other participants in the innovation system, which ensures the activation of scientific and innovative activities, acceleration of the transfer process, and effective commercialization of innovative ideas. Methods. To evaluate the effectiveness of the offered interaction mechanism based on the open innovation platform we conducted a complex multi-criteria assessment of forecast indicators of a university’s innovation activity effectiveness. We conducted two online surveys. Heads of scientific laboratories at the university (N = 4) and representatives of business (N = 3) acted as experts. The first survey was intended to indicate the weight of innovation activity indicators reflecting the significance of these indicators in the framework of innovation development. In the second survey, experts defined the forecast indicators of the university’s innovation activity after implementation of the proposed interaction mechanism. Results. The conducted study revealed the importance of enhancing cooperation between universities and other innovation system actors for achieving higher results of innovation activity. The calculation of the effectiveness of the offered interaction mechanism showed positive influence on the university’s innovation activity indicators. Thus, the mechanism can be used by multidisciplinary universities to increase their innovation activity indicators as well as the potential of all interacting entities.

Actuality of the innovational potential formation of the regions was revealed in the article. Problems of the innovational development of regions of the Central Federal District were emphasized. Volume indexes of goods, works, services, charges for innovations were distinguished. Reasons for differences in the innovational activity indexes of the regions were estimated. The leading regions were shown, and the dynamic of index changes were presented as well. On the basis of the performed analysis it was revealed, that both objective factors, that are connected with geographic locations, source of raw materials, operation of large enterprises, and subjective factors, such as investment volume, budget volume and structure, politics, realized by local government make great impact on the innovational development of the regions. Statistical evaluation of the innovational activity of the Central Federal District regions was given in the article as well. Differentiation analysis and analysis of imbalance degree in the structure of total volume of innovational goods, works and services were estimated with the help of integral coefficient of K. Gatev and Salai index. Evaluation method of regional innovation activity is based on the comparison of the innovation activity of the organizations in each region with the same index overall the Russian Federation. Constituent members of the Central Federal District were grouped on the basis of aggregate index of innovation activity. It was revealed, that the aggregate index of innovational activity in Bryansk Region decreased in 2017 and the region transferred into the group with lower bound of this index. Belgorod Region and Moscow Region improved their performance, transferring into the group with maximal bound of the index. Also directions of activation and perfection of innovational sphere of the region were suggested in the research.

The article explains the importance of increasing the effectiveness of innovation activities in government bodies to ensure the efficiency of the public administration and administration system in Ukraine in the context of reforms. The connection between the process of achieving the development of the national economy and the process of ensuring effective innovative activities by the authorities based on the implementation of effective public administration and management is established. The main obstacles to conduct an effective innovation policy in the country are defined. A further development of an integrated approach to ensuring effective innovation activities in the authorities is specified, which, unlike the existing approach, focuses on improving the regulatory, institutional, personnel, motivational, scientific-methodological, information-communication and financial provision for innovative activities in the authorities. The use of the proposed approach to ensuring effective innovation activities in the authorities will allow achieving sustainable development of the national economy in the country. The directions of development of the national economy of the country are proposed, which are based on ensuring effective public management of innovative activities of authorities in Ukraine in the context of reforms: implementation of innovative personnel policy that will allow to form the necessary professional competencies in officials and reduce resistance to innovations on the basis of accelerating their readiness for these innovations; use of modern information-communication technologies to increase the level of professional mobility of officials during innovation activities; introduction of managerial innovations by the authorities to increase the capacity of communities and reduce the deficit of local budgets; activation of project activities on the part of the authorities; strengthening institutional provision for innovation activities in government bodies to increase the efficiency of the process of coordination and support of this activity, thus creating a favorable innovation environment in the country.

Introduction. Information support for innovation and investment activity is an independent tool of its activisation and is a process of continuous purposeful selection of relevant integrated indicators, which are necessary for the coordination of planning, control, production and collecting information on all areas of innovation and investment activities. The main methodological tool of information support for innovative and investment activity should be a monitoring method, which is a component of the controlling system and allows a manager to control the implementation of innovation and investment strategy on the basis of the indicators monitoring.
Aim and tasks. The aim of this work is to provide methodological basis for organization of innovation and investment monitoring system at the enterprise as a tool of information support for activisation of its innovation and investment activity.
Research results. Innovation and investment monitoring should be considered as a system of monitoring, evaluation and forecasting of key changes in innovation and investment activity of an economic entity. The methodical basis of the innovation and investment controlling are the indicators of production and financial accounting, integrated into a single database based on the modern information and communication technologies. Innovation and investment monitoring includes three components: monitoring of the external environment of the investment projects, monitoring of the general results of the strategic investment plan, monitoring of the specific actions performance (monitoring of efforts and individual results).
The article considers the management support system building, which constitutes of subsystems for personal information, analysts, operational, middle and senior management level.
Conclusions. Information support for innovation and investment activities is an independent direction of its activation and is a process of continuous targeted selection of relevant integrated indicators. Monitoring method is considered as the main methodological tool of information support for the activation of innovation and investment activity. In order to build information and investment monitoring system it is proposed to use the suggested conceptual approach to the formation of innovation and investment controlling, system of indicators of innovation and investment monitoring, monitoring of legislative support of innovation and investment activities, the appropriate information systems in the enterprise.

Abstract. The article considers the topical issue of intensifying the innovative activity of small and medium enterprises. In the course of the research, the structure of innovative activity of the enterprise was allocated to the subsystems: «Innovative activity», «Production and economic activity» and «State support and financial support». Scientific economic and mathematical methods such as a priori ranking, linguistic analysis, and cognitive modeling are used to identify and graphically represent the cause-and-effect relationships of the system. The a priori ranking allowed identifying indicators that from the point of view of scientists should be used in the analysis of subsystems. As a result, the causal links between the performance subsystems of small and medium-sized enterprises are identified and the indicators that have the greatest impact are identified. According to the simulation results, in order to intensify the innovation activity of small and medium enterprises, it is necessary to focus on the efficiency of the existing infrastructure of small and medium enterprises support, study the supply and demand in the market of business development services which will ensure compliance of services in the field of services for business development with the actual needs of small and medium enterprises. On the basis of the analysis of the received ratios of consonance, negative and positive influence it is possible to choose an acceptable strategy, for will promote increase of activation of innovative processes of small and average enterprises.

The paper considers current trends of innovative development as a concept of structural modernization of the machine-building industry of Ukraine. The impact of the pandemic coronavirus on industrial enterprises of the machine-building industry in the world and Ukraine is analyzed. The basic tendencies of development of trade in the investigated sector in the conditions of quarantine and measures of stimulation of business in machine-building branch are revealed. The analysis of the current state, problems and perspectives of innovative development of machine-building branch in Ukraine for the period of 2010–2020 is carried out in the paper. The available types of forms of modernization of machine-building industry in Ukraine are analyzed. It is found out that the state of their development is insufficient, which requires the elaboration of further strategies of activation of activity both at the national and regional level. Determined a set of factors that influence the formation of the ability to implement machine-building enterprises innovations. The main groups of identified factors include infrastructure and accessibility, development of society, as well as the production environment. Structural differentiation by the level of their costs for innovations in the industry was analyzed. It has been established that in Ukraine there is extremely low state financing in the aspect of innovations development. Own funds of the machine-building enterprises, with a share of 96 % is the main source of investment in innovation activity of the industry. It is determined that for this purpose, it is necessary to expand the vision and develop a strategic roadmap that would allow to promote innovation. The priority of expanding the tools of innovation policy is justified. The need to create a fundamentally new concept of innovative development, providing the use of a mixture of policies and encompass vertical and horizontal understanding of these processes has been proved. It has been established that the management of the new innovation policy of machine building industry in Ukraine should provide the use of multi-level, open and network structures.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

The author researches and substantiates by generalizing the scientific points of view improving the legal regulation of the created science parks on the initiative of higher education institutionsand / or research institutions, taking into account the economic and legal prospect of intensifying their activities. National and foreign experience of science parks activity is considered. The content of using the founding agreement on creation of a science park and the agreement on partnership of business entities witha science park is provided. Problems that have not yet been resolved in the process of creating science parks and using innovative developments are noted. The classical content of entrepreneurship in innovation is provided and considered from the standpoint of clarifying the content of the innovation structure, which is based on the commercialization of intellectual property rights by their types, which is a part of the intellectual capital cycle with a corresponding effective result. There is substantiated the procedure of formation of the statutory capital of the science park, to which higher educational institutions and / or scientific institutions cannot use intellectual property rights to the objects, created at the expense of budgetary funds, but can only under the conclusion of a license agreement with business entity, having non-state and state form of ownership as transferred assets, which does not require the alienation of the object of intellectual property rights as part of intangible assets. It is proposed to use the target budget funds as the initial start-upcapital, which is provided on reverse terms to the state budget in case of closure (liquidation) of the science park by the decision of the founders or on the basis of a court decision. Alternatively, in the absence of target budget funds, it is proposed as a source of money to contribute to the statutory capital of the science park as a start-up capital to send part of the special fund of the state budget. It is justified the creation of a technology transfer office, which will be a structural unit of higher education institutions and / or research institutions, which will deal with the process of filing and reviewing a patent application and subsequent licensing. At the present stage of the development of innovative activity of industrial enterprises, it is necessary to implement measures, the implementation of which is, first of all, the creation of an innovative reserve characterized by innovative potential. The approaches presented by the author to the structure of the elements of the innovation potential, firstly, allow us to identify the missing elements in its composition, secondly, to determine the level of development of these elements, and thirdly, to formulate proposals to eliminate the shortcomings. Currently, the state has initiated a number of federal programs that are aimed at forming and supporting the development of innovative potential both at the level of enterprises, regions, and the state as a whole. The key direction that determines the possibility of achieving the goals in these sectors is the development of personnel component of the innovative potential of domestic enterprises. The analysis of the conditions for the formation of the innovative potential of domestic industrial enterprises allows us to judge the unsatisfactory form of its innovative development, in which there is a significant gap between the requirements of innovative activity, as well as the requirements of the external and internal environment, the ability to adequately respond to the factors of influence. In this regard, in order to develop the innovation potential, the author proposes the structure of its elements and the analysis of the factors influencing the innovation activity of industrial enterprises, as well as bringing it into a balanced state of its external and internal environment. As the main tool for the development of innovative potential and bringing it into a balanced state, organizational and managerial factors are used to increase the efficiency of innovation activities and ensure the activation of the innovative potential of industrial enterprises.

Introduction. The article deals with the problems of innovation-investment model formation of of agrarian sphere development of economy and the ways of their solution are determined and substantiated. The study found that the revival of the national economy as a whole and its agrarian sphere in particular is possible only due to the activation of innovative processes at the expense of full investment support. The purpose of this article is to identify the peculiarities of the formation and development of innovative pro-cesses in agro-industrial production, to identify the factors that inhibit them, as well as to identify and outline ways to solve the problem of forming an innovation-investment model of agro-industrial production. Research methodology. In the process of achieving this goal, the following methods were used: monographic; abstract-logical; synthesis; generalization and abstraction. Results. The essential features of formation and development of innovative processes in agro-industrial produc-tion are revealed in the article. It is proved that the modern economic policy in the agricultural sphere should be guided by the formation of innovation-investment model of development, when the increase of efficiency of social production is achieved at the expense of knowledge growth. It is established that the priorities in the field of innovation of the agroin-dustrial complex are: energy – and resource-saving technologies of production, storage and processing of products; in-novations that help fill the domestic market with high-quality domestic food; innovations that help to increase the relia-bility, efficiency of agricultural machines and mechanisms, extend their life, and increase productivity. The main prob-lems of innovations introduction and expansion of innovative-investment activity in agro-industrial production are generalized. It is proved that the overall strategic goal of managing the innovative development of the agricultural sec-tor is it’s complete modernization, which will meet the requirements of increasing the quality agricultural products manufacturing and products of its processing, improving the standard of the population living, increasing the produc-tion efficiency, preserving the environment. The article presents the results of Ukraine for part of the Global Innovation Competitiveness Index. The analysis of the current state of innovative development of regions is carried out. The study notes that in Ukraine, organizational and economic mechanism for stimulating innovation in relation to the ecologization of the economy is practically not involved. Its implementation in economic activity involves introduction and implementation of the principles of rational nature management and minimization of negative impact on environmental objects in the implementation of anthropogenic activities. Author has proved that: innovation processes in industry are mainly extensive; new types of products are mastered mainly through usage of scientific and technological achievements of previous years. The article proves that: this type of innovation development has narrow boundaries and will not allow maintaining the competitiveness of domestic enterprises for a long time; the investment process in Ukraine does not fulfill the function of facilitating updating of the production base on an innovative basis. Author notes that the main problems related to the regulatory action of legislation in the field of scientific and technological and innovation development in Ukraine are: lack of own long-term programs for the development of national economy based on innovation; non-compliance with provisions of the law; unsystematic legislation; lack of mechanisms for implementing the priorities of scientific and technical and innovation activities; complexity and long-term decision-making procedure; lack of effective anticorruption mechanisms; lack of integrated application of mechanisms of state influence (financial, credit, tax, etc.) for achievement of certain priorities; suspension and cancellation of mechanisms for supporting scientific and technical activities; absence of coordinated activity of the executive authorities aimed at the country's innovative development. Tendencies were studied and a set of measures aimed at stimulating the process of ecologization of innovation activity at the state and regional levels was proposed. In the article features of introduction of mechanism of ecologization of innovation activity are investigated. The article states that effective implementation of the policy of ecologization of innovation activity is possible only under conditions of integrated implementation of the adaptive mechanism of ecologization of innovation activity at the state, regional and local levels. The priorities of introduction of adaptive mechanism of ecologization of innovation activity of Ukraine are determined. The study has proved that the goals, ideas and strategies of economic and social development of Ukraine should be taken into account when constructing a model of sustainable regional development. The result of the implementation of this Strategy is the formation of a strong state and the activation of its regulatory function.

Innovative approaches in ultrasonic assistant soldering consist consists of increasing the activity of cavitation and accelerating diffusion processes at the interface between the solder and the soldering material. Besides that, it improves the effectiveness of cavitation processes in melts by saturating gas cavities with diamete rs that are smaller than the resonant sizes of cavitation germs. Gas saturation of liquids and melts raises level of cavitation pressure by 20 25%25%, that intensifies US processing of cleaning, soldering and metallization. Modelling diffusion process showed that the US activation increased the concentration of diffusing elements of Zn and Al in the interface depth by 15 20% on average, and the combined activation by the US and electric field increased it by 30 45%. Furthermore, as the energy quantity adsorbed by melt increases, increased amplitude and frequency of US vibrations induces concentration rise. The heat energy was also boosted by combining the activation of the melt–soldered material system with US vibrations energy and high current pulses. This allows for a faster increase in soldering temperature, as well as improved solder wettability.

The pragmatic role of financial mechanisms in the paradigm of innovation development on the basis of fundamental principles of national science and practice is explored. It is proved, that the key parameters of modern innovation development show steady tendencies of decreasing entropy of financial mechanisms of the state. It was clarified that the transfer of emphasis on the use of advanced technologies, the transition to the release of high-tech products, the adoption of progressive organizational and managerial decisions in innovation activities should be based on the principles of innovation imperative and autocratic mechanisms in the country's economic policy. It was stated that the intensification of innovation processes in the state should be based on the principles of interaction between subjects of scientific and technical and entrepreneurial activity, in particular, to minimize the consequences of changes in the structure of economic activities. It has been established that the paradigm of innovation development requires the formation of an effective financial policy of the state, the main tasks of which are activation of innovation activity of economic entities and the creation of a coherent system of their financial support, taking into account an effective financial mechanism. This will be facilitated by systematization of state financing and stimulation of innovative development of the national economy.

The object of research is the state as an economic agent of innovative development. The analysis of scientific achievements on the issue of the state innovation and investment activity stimulation and the study of the state from the standpoint of the innovative development subject forms a fairly clear idea about the mechanisms of activation of them both, at the same time, the motives for the state to stimulate innovation remain not fully covered.
The state itself is not interested in stimulating the innovation and investment processes and in transition to sustainable development. This interest is mediated, as for any other economic agent, by imbalance and/or obtaining additional economic effect in the form, for example, budget expenditures reduction; tax revenues growth, managerial staff optimization, etc. And, crucialness of purely liberal nature of any controlled influence on the system mediates that state regulatory activity should be based on the economic benefit of the agent, as opposed to the political motives of nominal adherence to the generally accepted course of development.
Well-known trajectories and patterns of administrative and economic activity of the state give grounds to assume the following main economic motives for stimulating the innovation process:
– increase in tax revenues (fiscal motive);
– reducing the burden on the budget;
– GDP growth;
– increasing the country's competitiveness;
– optimization of administrative costs and management staff;
– attracting program financing and investments.
Prominent among which is the increase in tax revenues or fiscal motive. It can result in several areas:
– from the standpoint of additional taxes due to the increase in effectiveness of legal entities innovative activity – the expansion of business activities; types and volumes of sales of products and services; increase in the number of enterprises; increase in the cost of sold products; profitability, etc.;
– from the standpoint of additional taxes due to better development of the workforce – higher employment; higher wages, etc.

Background. Ensuring the innovative development of the country is the main prerequisite for its survival and national security, dynamic economic growth and access to international markets. An important indicator of the development of innovative activity is the expenditure of research and development. The aim of the article is to analyze current trends in research and development expenditure in Ukraine, assess their compliance with global trends to determine the prospects for innovation and its activation Results. The dynamics of R&D expenditures in Ukraine indicates a recession in innovation in contrast to the EU, where there is a steady upward trend in these expenditures. The gap between Ukraine and European countries is deepening both in terms of total R&D expenditures and certain types of work, as well as in terms of science-intensive GDP. Practically the only source of financing the enterprises innovative activity in Ukraine is their own funds, the share of which is growing rapidly. Conclusion. Increasing spending on research and development worldwide indicates that innovation is a key factor in economic growth. The results of the analysis of the dynamics and structure of R&D expenditures in Ukraine do not correspond to global trends and give grounds for serious concern about the development of innovation. The growth of R&D expenditures in Ukraine is impossible without the development and implementation of an adequate state innovation policy.

Raising of economic efficiency and sustainability of the national agroindustrial production in conditions of fast development of science, machinery and technology, high market competition, and integration processes expansion is largely conditioned by development activation, implementation and investment support of innovations. Enough attention is paid to the issues of sustainability, innovative development and investment activity in modern economic literature. At the same time, the problem of investment support for sustainable innovative development of agroindustrial complex is still studied poorly, which makes scientific research in this field relevant. Based on brief retrospective analysis, an improved understanding of the sustainable development of the agroindustrial complex, as well as in the context of its components, is proposed in the paper. It is shown that the basis for sustainable agroindustrial complex development in modern conditions is the increase of innovative activity at all the management levels. As a result of the study, a list of the main regulatory and legal acts regulating the issues of innovation activity and the privileges and incentives established by them for business entities, including agrarian ones, were systematized. The main problems preventing activation of innovative development of agroindustrial production are listed. In order to solve these problems the authors within the research framework developed a concept of investment support for sustainable innovative development of the agrarian sector, which includes eight interrelated consecutive blocks. Implementation of the proposed concept will contribute to more complete involvement of potential financing sources and their effective use in the investment activities, thereby ensuring competitiveness of the national agroindustrial complex and its sustainable development, considering interests of the current and future generations.

This article is dedicated to the econometric analysis of the influence of different factors on the economic development. It has been proved that the gross domestic product is under the influence of exogenous variables such as value added of knowledge and technology intensive industries (KTI), number of patents granted in smart grid technology and expenditures on R&D. Creation of econometrical models provides an empirical evidence to support the evaluation of economic relationships, which occur in a modern economy in the era of development of digital technologies.The penetration of information and communication technologies (ICT) into all sectors of the economy and the sphere of vital activity of the population is a key factor of scientific, technical and economic progress in the context of globalization. Opportunities and difficulties of the countries of the world in the transition to a post-industrial economy reflect international ratings. They characterize the unevenness of innovative development and the use of innovations and information technologies. For the analysis of Russia's positions in the world innovation economy, several international ratings of innovative development have been selected (The Global Innovation Index, The Networking Readiness Index, and The Global Competitiveness Index). The analysis showed not only the representativeness of the international innovation ratings chosen for the analysis, but also the high correlation between the indices in international innovation ratings and individual indicators of economic development of countries. The importance of policies in the use of ICT and the digital economy for structural changes in the economy is noted.Russia is inferior to the world's leading leaders in terms of innovation activity and economic development. In the light of the economic sanctions of the economically developed countries of the West against Russia, this gap may even increase. Assessing Russia's position in international innovation development ratings, including R & D spending, has highlighted the need to take into account global trends and challenges, and econometric analysis helps to understand the world trends better and to offer reasoned recommendations for improving the situation in this area.The recommendations will facilitate Russia's early transition to a socially-oriented innovative type of economic development. The main direction is the development of the national innovation system and the inclusion of Russia in the global innovation space.The purpose of this research is to describe mathematically the influence of modern innovative factors on economy on the example of one of the leading countries, to characterize Russia's position in international innovation ratings and highlight Russia's problems in research and innovation. The experience of the functioning of national innovation systems in the developed countries indicates that the development of an innovative model of the national economy is impossible without the formation of an active innovation infrastructure. The article deals with the problems of formation and development of the innovation infrastructure of the country in difficult social and economic conditions based on clustering of the economy. The purpose of the research is to analyze the role and impact of clusters on self-organization and self-development of the country’s innovation infrastructure in the conditions of limited financial resources. The research investigates the tendencies of the spread of regional clustering and its influence on the creation of a network of infrastructure companies, which, on a commercial basis, offer and distribute services. Clustering of regions is accompanied by the spread of the impact of a growing number of clusters (innovation structures of the network type) on the national economy and its innovation infrastructure. A certain infrastructural environment develops around the hub and the core of the cluster. It includes a number of companies specializing in innovative services, which can offer their services on a commercial basis not only to companies in this cluster, but also to all nearby innovative enterprises. The spread of clustering in all regions can serve as a basis for further self-organization and self-development of subsidiary companies under the influence of market mechanisms of management and growth of the innovation infrastructure of clusters into a basic platform of the innovation infrastructure of the country. Activation of entrepreneurship in clusters is carried out through the concentration of business activity and inter-sectoral cooperation. Vertical cluster associations are formed based on the synergy of enterprises, institutions, organizations, and individuals that are heterogeneous in the field of activity and form of ownership. The state, creating a favorable innovation environment, regulates the boundary conditions for innovation infrastructure subjects and clusters, which independently self-organize themselves under the influence of market mechanisms and expand their services to all regions, forming a holistic innovation infrastructure of the country.

The approach of the systems, methods of analysis and synthesis, is applied; as the informative basis of used normatively-legal base and current data of Government service of statistics of Ukraine. Results. In the variety of aspects of the problem study, the innovative process basic attention applies to the objective-subject structure of the innovative enterprise. As for the mechanisms of providing innovative activity, its activation, and increase of efficiency, these questions are not enough worked out. In the conditions of limited nature: budgeting; own sources for the realization of innovative activity; high-interest credit rates; inflationary biases the problem of search of sourcing purchased today the special sharpness and needs realization of complex researches in this direction. The special value gathers the research in the area of alternative internal sources of funding to provide innovative processes, one of which is financial leasing. The economic importance of financial leasing consists in providing capital for investment and allowing operatively to settle the problems of long-term innovations’ investment. However, today a leasing market, in our country, needs reformation and perfection, in particular through updating its regulation model. The recommendations in the article contribute to the improvement of the legal management framework for innovative activities of Ukrainian enterprises at the stage of leasing relationship implementations.

The relationship between innovation activity and competitiveness is considered in the article. The stronger the competition, the more active the business entities develop and implement them, providing an innovative basis for their own strong competitive position and competitiveness of Ukraine. So, in fact, in Ukraine, there is a “gap” between the possibilities for generating innovations and the conditions for their generation and implementation. The possibility and necessity of the innovative development of Ukraine based on the use of a sufficiently powerful innovative potential and other factors contributing to the innovative development of the economy are substantiated. This requires the state to create conditions for protecting competition, defining a system of strategies and developing a strategic plan for its implementation. A set-theoretic model of the strategy system and a model of the mechanism for implementing the general strategy of economic management – the strategy of innovative development are proposed. To implement the strategy of innovative development of Ukraine, it is offered to develop intellectual-oriented entrepreneurship as an innovative strategy. The implementation of the chosen innovation strategy should be carried out in two strategic areas: increasing human capital and activation the formation of human potential, the creation of conditions for the implementation of intellectual-oriented entrepreneurship. It was proposed to include in the strategy system a number of key functional strategies that are consistent with the overall strategy and ensure its implementation: educational – development of intellectual abilities and competencies, structural-sectoral – priority development of high-tech and non-material-intensive industries and active use of knowledge potential for the modernization of all sectors of the economy, organizational and structural – the formation of a cluster model of the economy. Ukraine needs an information strategy for information support of innovative economic development and a mechanism for its implementation. Successfulrealization of scientific and technical and innovative politics in Ukraine is impossiblewithout activation of creative individuality and invention, that it is directly relatedto development of both higher and professional education.Successful implementation of scientific, technical and innovation policy in Ukraine isimpossible without the activation of creative individuality and invention, which is directlyrelated to the development of both higher and professional education. The materialand technical base of many (especially technical) higher education institutions today isoutdated, in need of updating, as well as teaching methods. The system of branch institutesof advanced training has also been destroyed, enterprises do not have the funds forin-house training, the motivation for inventive activity has decreased.It is important to maintain a positive experience. The organization of youth creativitythrough competitive activities has become an important area of public policy in almostall industrialized countries. One of the main directions of the invention is the state programsfor the development of technical creativity of youth. Ministries and departments,corporations and firms take part in the implementation of such programs. The WIPOconducted a study aimed at generalizing progressive forms and methods of state stimulationof inventive activity in industrialized countries.The Ukraine, unlike industrialized countries, does not have such a long tradition inholding such competitions. But what has already been done is valuable to society. It remainsto multiply this experience.
