Повний текст джерелаWhat leads white collar workers infused with the values of contemporary capitalism to join associations committed to accompanying in their job search unemployed workers who have been disqualified by all other institutions? Are these volunteers seeking “greater meaning”? Are they taking up a social role, or are they giving in to an injunction to work? Are they defending an ethical perspective, and if so, which one? To what extent do they play a role in the web of actors who, since the 1980s, have contributed to redefining the norms and statuses of the welfare state? This dissertation is about a commitment that seems to embody something like a new ethic of capitalism in contemporary France. It analyses three main aspects of this phenomenon: the growth and the evolution of this volunteerism since the beginning of the 1980s, when public authorities actively supported the development of non-profit organizations, the construction of the social role of these volunteers through their activity and interactions, and how the volunteers are mobilized. It draws on four types of material: archives, statistical data drawn from the repertories of the associations, a study based on observations and interviews, and a survey. This dissertation shows the close ties between these volunteer organizations and the state, and the pivotal (and paradoxical) role that they have been led to play in the spread of the employment counseling, which over the last 15 years has become one of the main tools of the so-called “activation” policies. It analyses the work that these volunteers do for the state, and the way they redefine the statuses and the trajectory of the beneficiaries of this aid within the gaps of the social state’s action. Finally, it shows that the commitment of the volunteers, those who stay, in any case, is less a way compensating for a dissatisfaction with the new methods of management than the continuation of a professional career characterized by stability and recognition. In other words, it is those who succeed in the world of contemporary capitalism who commit long term to volunteering in these associations, thanks to a moral career whose starting point is generally dispositions to commitment, and which generally leads them to pluralize their ethics of work

Повний текст джерелаFocusing on the MOVE program (Mobilization Orientation toward Employment) implemented in Marseille, this thesis analyzes the institutional treatment of people called “distant from employment” living in disadvantaged areas. Using an ethnographic method mixed with statistical analysis, it strives for understanding what the program produces, beyond its prescribed objective which is connecting people called “distant from employment” to the Employment Public Service. The first section contextualizes the program MOVE. Initially designed by community centers, then it is taken over by the institutions in charge of “politique de la Ville” and reframed in order to match with their own devices. Nevertheless, the program remains flexible, multi-stakeholder, and is able to adapt to local specificities. The second section questions the categorizations of the program’s target group, confronting them with the social characteristics of people who effectively use the program. It emerges that the use of the MOVE device is the counterpart of a partial and intermittent use of the public employment service.The third section analyzes the values and the practices of the facilitators in charge of implementing the program. They refer to values of “popular education”, and oppose them to those of the Employment Public Service’s counselors. The observation of their work in progress reveals in fact partnership practices. Ultimately, the MOVE program allows to struggle against non-recourse to Employment Public Service, but also to extend the right to a more adapted guidance for people who generally are vulnerable

Повний текст джерелаJob search assistance plays an essential role among the array of public policies aimed at tackling unemployement. It can however also magnify the stigma against the unemployed with active labour market policies and accountability given to the unemployed. Nevertheless, the need for positive self-perception is crucial, pushing each individual, especially the stigmatized, to process self-related information in a partial and biased way, producing a favourable representation of themselves in theirs environment. Our research examines the nature and scope of jobseeker's (JS) self-image preservation strategies in a job search assistance program. 267 JS - and their counselors - were interviewed at the beginning and the end of the program, through a specific questionnaire assessing their understanding of employment and employability, their perception of the program and their own employability evaluation. The results confirm the "activity" of the JS during the program, constructing "theories" of employability and employment according to their own perceived probability of employment. It directly influences their attitudes towards the program and its outcome. Moreover, the influence of the conselor is clear : his or her beliefs in a "collective / supporting" theory will produce greater mobilization than a belief in a " individualizing / empowering" theory

Повний текст джерелаThis thesis focuses on the transformation of the Public Employment Service through a social history of the National Employment Agency, and a sociological pragmatic study of discourse and practices of professional employment counselors. We consider the reconfiguration of this profession is an indicator of changes in the welfare state to an active welfare state, which is expressed in particular by an institutional incentive project to the adaptability to employment standards. This project crystallizes a recurring tension in social intervention and more specifically in policies of employability, between control and empowerment, and between customization and standardization.Based on a long ethnographic investigation in seven agencies with 87 counselors among hundreds of professionals, and 200 observations of appointments between advisers and unemployed, the thesis analyzes the effects of these two potentially conflicting targets: the subjectivation on the one hand, and the management streamlining on the other.By changing the standards, organization, training of advisers, this industrial rationalization of a new type reconstructs the structural divisions between socio-clinical and socio-technical standards, and between techno-commercial and civic logic. It brings out a new professional model, marked by an actuarial management of risks (which especially leads to remove the unemployed from the monthly appointment), but also supported by a moral dimension based on the individualization of treatment. However, earlier divisions persist and give rise to ethical dilemmas and strategies of avoidance or neutralization of the most coercive professional acts

Повний текст джерелаThis thesis proposes to evaluate methods and organization of placement of job-seekers in a private agency, Sodie. The goal is to show the most important performance levers. In the first chapter, we discuss the theoretical and empirical effects of placement on the one hand, and, on the other hand, of the use of private agencies. The second chapter focuses on the institutional framework of placement in France. We show how the French public employment service (Pôle Emploi) meets the performance criteria identified in the previous chapter. In the third chapter, we study how the diversification of missions including outsourcing for Pôle Emploi has changed the work of placement agents and the placement methods of Sodie. Chapter 4 focuses on a randomized experiment of two provisions : the “engagements mensuels de reclassement” and the implementation of the “plateforme Relation Entreprise” for exploring the “hidden” labor market. Chapter 5 focuses on the impact of a shock of information. We show how profiling informations is used by counselors through the impact on their choice of candidates and on their performance in rehabilitation

Повний текст джерелаIn an unsettled economic climate, the result in particular of globalisation of trade, the financialisation of the economyand accelerating technological change, further marked by the endemic apathy of French economic growth, theprosperity and survival of companies depend on their capacity to adapt constantly to market trends in order tosafeguard their competitiveness, to ensure their development and to stand up to ever increasingly harsh competition.Whilst restructuring is essential to ensure the long-term survival of companies, on which maintaining jobs, a dynamiclabour market and the creation of wealth all depend, it frequently endangers the interests of employees. Manyrestructuring operations thus threaten their employment and consequently their economic and material security, butalso their collective rights when it comes to advantages resulting from their collective status or their right to participatein determining their working conditions and in the management of the company through their representatives, whosemandate may be impacted by a restructuring operation. While such operations endanger the interests of employees andgenerate a social cost borne to a large extent by the national community, law, and in particular social law, cannotchallenge restructuring projects. Such decisions and their implementation fall within the purview of the freedom to actenjoyed by corporate managers that social law cannot in any way impede by interfering in their economic and strategicchoices. The purpose of this study is therefore to show how social law, despite its inability to influence restructuringdecisions, seeks to limit the social cost by preserving as best as possible the interests of employees
