The phenomenon of spin-rotation coupling provides the key to the determination of the kernel. Imagine an observer rotating in the positive sense about the direction of propagation of an incident plane monochromatic electromagnetic wave of positive helicity. Using the locality postulate, the field as measured by the rotating observer can be determined. If the observer rotates with the same frequency as the wave, the measured radiation field loses its temporal dependence. By a mere rotation, observers could in principle stay at rest with respect to an incident positive-helicity wave. To avoid this possibility, we assume that a basic radiation field cannot stand completely still with respect to an accelerated observer. This basic principle eventually leads to the determination of the kernel and a nonlocal theory of accelerated systems that is in better agreement with quantum mechanics than the standard theory based on the hypothesis of locality.

This chapter begins with a description of the various reasons for the accelerating costs of prescription drugs in the United States. It then discusses benefits and burdens of drug therapy within public and private insurance programs. Insurance risk pooling is examined in light of the requirement in the Affordable Care Act to buy health insurance and the consequences when people decide not to buy insurance. Disagreements between the personal beliefs of the owners of a privately held company and the Affordable Care Act’s requirement to cover contraceptives through employee insurance plans are discussed. The chapter also addresses co-pay coupons that encourage patients to ask for expensive, brand-name drugs and the increasing costs of specialty or biotechnology pharmaceuticals, highlighting the problems insurers face in their efforts to manage costs. Finally, the common problems of high-cost drugs that have marginal impact and off-label uses of drugs are examined.

Chocolate is the center of a massive global industry worth billions of dollars annually, yet its future in our modern world is currently under threat. Here, Dale Walters discusses the problems posed by plant diseases, pests, and climate change, looking at what these mean for the survival of the cacao tree. Walters takes readers to the origins of the cacao tree in the Amazon basin of South America, describing how ancient cultures used the beans produced by the plant, and follows the rise of chocolate as an international commodity over many centuries. He explains that most cacao is now grown on small family farms in Latin America, West Africa, and Indonesia, and that the crop is not easy to make a living from. Diseases such as frosty pod rot, witches’ broom, and swollen shoot, along with pests such as sap-sucking capsids, cocoa pod borers, and termites, cause substantial losses every year. Most alarmingly, cacao growers are beginning to experience the accelerating effects of global warming and deforestation. Projections suggest that cultivation in many of the world’s traditional cacao-growing regions might soon become impossible. Providing an up-to-date picture of the state of the cacao bean today, this book also includes a look at complex issues such as farmer poverty and child labor, and examines options for sustainable production amid a changing climate. Walters shows that the industry must tackle these problems in order to save this global cultural staple and to protect the people who make their livelihoods from producing it.

The Region of the Americas has prioritized the achievement of health equity—“the absence of avoidable or remediable differences among groups of people, whether these groups are defined socially, economically, demographically or geographically” (WHO)—both through regional agreements, such as the Sustainable Health Agenda for the Americas (2017), and by reporting progress toward the 2030 Agenda for Sustainable Development (the Sustainable Development Goals) (2015). Public sector policy is the principal initial lever through which both national and local governments institute and finance actions toward accelerating the achievement of equity in health. This study assessed 32 national health plans to report on whether and how countries in the Region are integrating the achievement of health equity into strategic lines of action in the health sector. It provides a snapshot of approaches and advances, allowing for knowledge sharing among countries on options for attention to equity in health policy. It will also facilitate future monitoring of trends in the integration of health equity aims and approaches in policies. The study found that stated overall commitments to health equity are common, as are commitments toward the disaggregation of data and monitoring of inequalities, while other elements of health equity like, for example, the identification of populations in situations of vulnerability, receive less attention. While further study is needed on the implementation and impacts of approaches in specific programmatic actions, the study provides useful insights to inform efforts for a stronger framework for health equity action toward the Region’s goals for 2030.

Democrats once dominated the “Solid South.” By the turn of the 21st century, Republicans had taken control. We are in the midst of the dawning of new, more progressive era. Theories explaining Republican growth provide little guidance, but a new perspective—Movers and Stayers theory—explains this recent growth in Democratic support and the ways in which population growth has produced it. Migratory patterns play a significant role in southern politics. Young, well-educated in-migrants fostered Republican growth in the last century. Today, these increasingly progressive young, well-educated movers are growing the Democratic Party. Movers bring their politics to their new communities. Their progressivism fosters the same among long-term residents (stayers) in their new communities. But the declining communities they left show the effects of their exit. In our racialized partisan environment, white stayers respond to the threat of declining communities by shifting to the right and identifying with the Republican Party. Conversely, African Americans respond to community threat by maintaining their progressivism. Few Latinos live in declining communities; Latino stayers in fast growing communities become more Democratic. While movers of retirement age are more conservative than younger movers, they are more liberal than those who retire in place—not quite the demographic windfall Republicans in aging areas have hoped for. These dynamics are altering the southern political landscape, and differences between growing areas and declining areas are accelerating. Absent a wholesale reinvention of southern politics along the lines of class or (possibly) age, the current partisan trajectory does not bode well for Republicans. The COVID-19 pandemic will not change that.

Direct experience, scientific reports, and international media coverage make clear that the breadth, severity, and multiple consequences from climate change are far-reaching and increasing. Like many places globally, the northeastern United States is already experiencing climate change, including one of the world’s highest rates of ocean warming, reduced durations of winter ice cover on lakes, a marked increase in the frequency of extreme precipitation events, and climate-mediated ecological disruptions of invasive species. Given current and projected changes in ecosystems, communities, and economies, it is essential to find ways to anticipate and reduce vulnerabilities to change and, at the same time, promote sustainable economic development and human well-being.The emerging field of sustainability science offers a promising conceptual and analytic framework for accelerating progress towards sustainable development. Sustainability science aims to be use-inspired and to connect basic and applied knowledge with solutions for societal benefit. This approach draws from diverse disciplines, theories, and methods organized around the broad goal of maintaining and improving life support systems, ecosystem health, and human well-being. Partners in New England have been using sustainability science as a framework for stakeholder-engaged, interdisciplinary research that has generated use-inspired knowledge and multiple solutions for more than a decade. Sustainability science has helped produce a landscape-scale approach to wetland conservation; emergency response plans for invasive species that threaten livelihoods and cultures; decision support tools for improved water quality management and public health for beach use and shellfish consumption; and the development of robust partnership networks across disciplines and institutions. Understanding and reducing vulnerability to climate change is a central motivating factor in this portfolio of projects because linking knowledge about social-ecological systems with effective policy action requires a holistic view that addresses complex intersecting stressors.One common theme in these varied efforts is the way that communication fundamentally shapes collaborative research and social, technical, and policy outcomes from sustainability science. Communication as a discipline has, for more than two thousand years, sought to understand how environments and symbols shape human life, forms of social organization, and collective decision making. The result is a body of scholarship and practical techniques that are diverse and well adapted to meet the complexity of contemporary sustainability challenges. The complexity of the issues that sustainability science aspires to solve requires diversity and flexibility to be able to adapt approaches to the specific needs of a situation. Long-term, cross-scale, and multi-institutional sustainability science collaborations show that communication research and practice can help build communities and networks, and advance technical and policy solutions to confront the challenges of climate change and promote sustainability now and in future.
