УДК 330.341; JEL Classification: O33 Мета: Метою статті є вивчення основних тенденцій розвитку цифрової економіки України та ідентифікація чинного законодавчого підґрунтя. Методика дослідження: В роботі використано методи аналізу та синтезу, системний підхід, порівняльний аналіз. Результати: Характерною ознакою сучасного етапу розвитку економіки є використання цифрових технологій, які стали каталізатором різкого збільшення мобільності товарних та фінансових потоків, забезпечують високу швидкість передачі інформації, внесли значний вклад в глобалізаційні та інтеграційні процеси світової економіки. Інформаційні технології стали невід’ємною частиною суспільних відносин та призвели до появи нових галузей господарства, ринків, конкурентних товарів та послуг. Одним із важливих параметрів, які на світовому рівні визначають якість та ступінь розвитку цифрової економіки, є світові рейтинги. Згідно з Концепцією розвитку цифрової економіки та суспільства України на 2018-2020 основними рейтинговими цілями її реалізації є досягнення визначених позицій у рейтингу. Для аналізу особливостей та тенденцій розвитку цифрової економіки України авторами проведено дослідження рейтингових індексів, що дають змогу оцінити її стан: Digital Economy and Society Index; Digital Evolution Index; Digital Adoption Index; ICT Development Index; Global Innovation Index; Networked Readiness Index; e-Intensity; IMD World Digital Competiveness Index; Global Competitiveness Index. В дослідженні проведено аналіз стану рівня використання та розвитку цифрових технологій в країні. Наукова новизна: існуючі нормативно-правові акти, що регламентують розвиток цифрової економіки України, актуалізують необхідність їх уніфікації та консолідації у вигляді Стратегії розвитку цифрової економіки України як стійкого законодавчого підґрунтя для забезпечення стратегічного розвитку цифрової економіки держави. Забезпечення розвитку цифрової економіки України передбачається через періодичне прийняття строкових програмних документів на у формі чинної Концепції розвитку цифрової економіки та суспільства України на 2018-2020 роки. Практична значущість: проведений аналіз та визначені особливості та тенденції розвитку цифрової економіки складають інтерес для органів державної влади, до відання яких належить регулювання цифрової економіки; для вітчизняних та зарубіжних науковців, що ведуть дослідження з цього питання.

A damage identification method based on differential gradient of normalized strain (DGNS) is presented to overcome the disadvantages of traditional static damage identification, such as the complicacy of measurement system and the limited measurement points etc. Two numerical simulations were conducted on a dog-bone specimen to verify the feasibility of the method. In the experiment, differential of strain contour density (DSCD), which has the same physical meaning with DGNS,significantly improves the smoothness and visualization of field information. Both the simulation and experiment results show that, DGNS (DSCD) is capable of describing the structural damage property meanwhile effectively isolates the damaged areas from regions with inhomogeneous deformation due to geometric inhomogeneity. Moreover, DGNS (DSCD) is a structural intrinsic parameter, and independent on external loads.

Through analyzing the real collision process of a steel plate rolling sliding off a lorry and box girder flange of an overpass, the damage degree of box girder may be known, and in this article the collision process is also simulated by means of finite element method so that it may be obtained how the damaged girder collapses and the cracks propagate. Furthermore, the dynamic characteristics are studied during the collision process and the reliability of overpass section collision is analyzed from the angle of energy transfer and dissipation.

Produced by cohesion between water molecules or adhesion to the conduit wall, the plant cavitation is accompanied by the vessel walls vibration which is the indicator of the water stress. The ultrasonic acoustic emissions (UAEs) are used to detect the plant cavitation events which are the transmission of vibration. The UAEs could be detected in ultrasonic frequencies between 100K Hz and 1 MHz. The PCI-2 data acquisition (DAQ) equipment and R15 sensors are used to improve the precision of cavitation detection. When the water stress and dehydration gets heavier, the UAEs rate gets higher. Use the tomato practice data with the empirical deduction under the modern greenhouse conditions, the UAEs and Transpiration Index (UAETI) and the UAEs Irrigation Index (UAEII) irrigation model are draw from the relationship between transpiration and UAEs. UAETI can be used to analysis the transpiration, and UAEII can be used to analysis the irrigation time. It is better to use UAEs technique to carry out automatic and precise irrigation for the plant and to improve the effect of Water-saving irrigation.

Mycotoxins are agricultural contaminants of fungal origin occurring at all latitudes worldwide and being characterized by acute and chronic effects on human health and animal wellness, depending on the species sensitivity. Various types of crops like maize, wheat, soybeans etc are used as raw materials for preparing feed of fish and shrimp. They are particularly susceptible to infection by Aspergillus following prolonged exposure to a high humidity environment. For this reason, the fish and shrimp samples should be tested for identifying and quantifying mycotoxin. The major mycotoxins of food concern are aflatoxin (B1, B2, G1, G2) for its toxicity. This paper focus on the confirmation of aflatoxin in fish and shrimp by developing method and validated it by LC/MS-MS (ZEVO TQD) which is important for ensuring the safety of fishery product for human consumption. The monitored MRM transitions for B1, B2, G1, G2 were m/z 31357 and m/z 31371, m/z 31888 and m/z 318256, m/z 328.75242.99 and m/z 328.75199.9, m/z 330.3488 and m/z 330.34106 respectively. Limit of decision (CCα) for B1, B2, G1, G2 were 0.59 μg/kg, 0.70 μg/kg, 0.68 μg/kg, 0.83 μg/kg respectively and detection capability (CCβ) for B1, B2, G1, G2 were 1.01μg/kg, 1.19 μg/kg, 1.15 μg/kg, 1.40 μg/kg respectively. A spiral micro-groove structure in plane was processed by P-E method in this paper. The shapes of groove structure was restricted by P-E depth aph and feed f. The influence aph and f on the height of fin and matching relation between aph and f were analyzed, and optimal value of aph and dph was obtained. The highest fin was achieved when dph was the optimal value in processing. Meanwhile, the effect of rotational speed n on the morphology of micro groove was studied.

Based on the creep test results of T91/12Cr1MoV dissimilar welded joint at different conditions, the creep curves of this dissimilar welded joint were established by modified θ projection concept. Low stress creep life was predicted by this curve and the established creep curve shows a good agreement with the experimental data. For computation, Larson-Miller parameters method was also used in creep life forecasting of T91/12Cr1MoV dissimilar welded joint. The resu lt showed that the modified θ projection concept was more accurately in predicting the creep life than Larson-Miller parameters method in allusion to T91/12Cr1MoV dissimilar welded joint.

The aim of this work is to study the wear behavior of the cylinder liner of internalcombustion engines, using reciprocating wear testing machine and study the effect of operating conditions (Rotating speed, length of stroke and normal load) on the wear behavior in dry sliding. A statistical analysis method was applied to study the interaction effect of these parameters, and effect of each parameter. Results obtained showed that the wear characteristics is effected mainly by the normal load (P), and stroke length (L), and the rotating speed (R) has no significant effect on the liner wear. The study also showed an interaction effect of normal load (P), and stroke length (L) together on the wear of the liner.

On-line visual ferrograph (OLVF) is an efficient and real-time condition monitoring device. From the point of flow conservation, on the basis of the particle coverage area data collected by OLVF, this paper deduced two models about wear loss of the tribo-pairs in the wear process, one is general mathematical (GM) model including distribution impact factor of wear particle, and other simplified GM (SGM) model which does not contain the factor. The key factor affecting the accuracy of the two models is the three dimensional information of wear particles referring to particle area and thickness. This model using the disc and the ball whose materials were GCr15 were experimentally demonstrated on a pin-on-disc testing machine. And the OLVF was used to acquire the coverage area of the wear particles, which can reflect the wear loss. It shows that, in some cases, the approximate wear loss in the process was obtained on-line conveniently. Compared with experiment values derived from other wear measurement methods like weighing mass method and surface profilometry method, the SGM model can reflect tendency of wear loss about the tribo-pairs continuously. The deviations about wear loss by the model were discussed. Meanwhile, compared with the traditional means to compute the wear loss, this SGM model could be employed both for off-line analysis and on-line condition monitoring programs.

The vehicle storage & transportation condition monitoring system focuses on the real time acquisition and processing analyses of life cycle environmental temperature and humidity, shock and vibration stress and the attitude and position information of Vehicle, it is the effective supplement of vehicle equipment maintenance and management. Based on the vehicle storage state information defining a new index early warning rate vehicle predictive rate (VPR), and establish the ARMA forecasting model. The experimental results show that the model can slow the short-term trend fast track prediction to the small capacity samples of the VPR, and that about 12% of high precision. Prediction results help to establish the vehicle equipment maintenance quality management plans for the vehicles those in complex difference transportation environment, and their performance status is not the same.

Truss structure is widely used in civil engineering applications for its advantages of easy transportation, convenient assembly and uniform loading. However, it is difficult to achieve real-time health monitoring because of connection diversity and complexity of truss structures. As a novel structural health monitoring technique, electro-mechanical impedance method could monitor the health state of one structure by measuring the spectra of impedance or admittance of the piezoelectric elements, which are bonded on the surface of this structure. This approach has the advantages of nonparametric model analysis, easy sensor installation and high local sensitivity, especially in sensitive frequency range. The damage information, which is tested and recorded by using electromechanical impedance method, could convert into intuitive results through neural network because of its good ability for nonlinear mapping. In this paper, a three-layer assembly truss structure was chosen as experimental object, piezoelectric elements were bonded on structure joints to measure structural impedance spectra, the change of these structural impedance spectra was tested and recorded under high frequency excitations when different truss bars were loosed, and then, one back-propagation (BP) neural network was built and trained by this damage information, which were treated as input samples. These results show that the sensitivity of impedance method is not the same to different frequency range and trained neural network could quickly identify loosen truss bars.

For improving reliable operation of switchgear in power system, an approach for on-line monitoring the insulation characteristic and bus-bar temperature rising of the switchgear is proposed in this paper. Through comparing several existing temperature measurement methods for monitoring temperature rising elevation at bus-bas, a new design of temperature monitoring method is proposed. It adopts quick-magnetic saturated current transformer, temperature sensor and infrared transmission to solve the problem of high voltage isolation. The epoxy resin insulation material which is commonly used in switchgear its aging mechanism data is not complete, seriously restrict on-line monitoring for switchgear, so thousands hours of aging experiment is done on switchgear, systematic study various electrical characteristics variation law on the gradual aging process of epoxy resin insulation materials. Therefore, study on the aging characteristics of switchgearinsulation and its lifetime estimation method is the key technology to understand agingmechanism better, search for new fault diagnostic method and the way to extend theuseful lifetime of switchgear. At last, the system runs in real system and the result shows the on-line monitoring system is stable and reliable which can be provide reference for on-line monitoring system design of switchgear.

Safety requirements for large crane become more and more rigorous, as the crane is widely used in various fields. The health monitoring technology of cranes can provide early warning and the location of damage for a long time. It has great significance that people can monitor the crane operation in real time. Thronging establishing three-dimensional simulation model, an optimization algorithm on sensor used in crane structure is introduced in this paper, which is based on algorithm of QR decomposition and Modal Assurance Criterion. Character of structure in space is considered in research. The modals of displacement were chosen on the foundation of structure vibration characteristics in different direction, so that sensor layout could not be affected by vibration characteristics of simplified modal. Under the guidance of optimization algorithm selected above, the research shows that sensor layout would be affected by optimization algorithm and modals of displacement. By choosing Structure mode shape which can reflect the real structure, study indicates that well project of sensor layout can be well provided on the basis of algorithm of QR decomposition and Modal Assurance Criterion.

A new method of structural health monitoring based on sensor-tags using radio frequency power to energize node wirelessly is proposed. A modular RFID sensor-tag, which has the function of signal conditioning, energy harvesting, and wireless transmission, is designed for some sensing elements commonly used in structural health monitoring, such as resistance strain gauges, piezoelectric ceramic and shape memory alloy (SMA). Sensor-tags receive energy which is the feedback of reader antenna coupling and provide power for sensor nodes. It overcomes defects of wireless sensor network (WSN) powered by battery, such as weak capabilities of processing, storage and communication. Stretching, bending and impact tests show that the system can achieve reliable signal acquisition and wireless transmission, the wireless communication distance between tag and reader is up to 128 meters, bit error rate of signal transmission 2 %.

Safety inspection was playing a very important role in controlling accidents of overhead cranes, especially under the modification case. During a modification of a crane, strength evaluation was a necessary step. Experimental stress analysis and theoretical calculation were traditionally applied in rerating the strength, but it cost lots of time and resources. Virtual simulation was an alternative method, and in this investigation finite element method was adopted. The three dimension models of bridge and trolley were built while the rated load was changed to the modification case, and then stress-strain analysis was performed. In order to validate the results of virtual simulations, practical load tests were carried out in accordance with the virtual simulations. By comparison, it indicated that the results of virtual simulations were precise, and finite element method could be applied in safety inspection instead of practical load tests.

Monitoring fatigue cracking of large engineering structures is a costly and time-intensive process. The authors present a low-cost smart coating sensor (SCS) consisted of driving layer, sensing layer and protective layer typically that can detect crack initiation and growth. The results show that the smart coating sensor can detect cracks above 300μm, corresponding to the increment of the sensing layer’s electric resistance at the level of 0.05Ω. Therefore, the development of SCS is of importance significance in the substitution of an existed inspection that requires substantial disassembly and surface preparation, and, thus, can find numerous applications in difficult-to-access locations on aircrafts.

The deformation is an important parameter in structural health monitoring, and a conjugate beam method based on long-gauge fiber Bragg grating distributed strain sensing techniques is proposed to obtain the deformation of a structure. Some experiments are carried out to study the accuracy of this method using a four point bending RC beam under a step loading manner. The deformation obtained with the proposed method agrees well with those obtained with the conventional dial gauge in low loading steps. In addition, some measure is put forward to calibrate the proposed method and improve its accuracy at high loading steps, especially after the initiation of concrete cracks.

To reduce accident and losses, it is important to detect the local damage such as active crack. The general method to detect the local damage is acoustic-emission technique. But it has the disadvantages of short distance transmission, interfered easily and so on. In this paper, the fiber optic acoustic emission sensor system is designed and developed. A lot of experiments have been done in laboratory. It is shown that the new system has long distance transmission, and has high anti-interference etc. It can meet the demand of local damage detection about the metal structure.

Показаны результаты разработки алгоритма построения малосигнальной модели GaAs pHEMT-транзистора. Алгоритм реализован в виде плагина для САПР СВЧ-устройств NI AWR Design Environment. Алгоритм представляет собой комбинацию различных методик построения малосигнальных моделей. Он позволяет получить модели СВЧ-транзисторов в автоматическом режиме непосредственно в САПР. Экспериментальные исследования показали хорошее совпадение модели, полученной прямой экстракцией, с результатами измерений. The paper highlights the results of developing a GaAs pHEMT small-signal modeling algorithm. The algorithm has been implemented in the microwave EDA NI AWR Design Environment. The algorithm is a combination of the different techniques for small-signal model extraction. It allows automatically getting the microwave transistor model directly in the EDA. Experimental studies have shown a good agreement between directly extracted model and measurements results.

Рассматривается метод расчета откачных характеристик двухроторного вакуумного насоса типа Рутс, основанного на уравнениях состояния и сохранения энергии, записанных в дифференциальной форме. Проведена верификация разработанной математической модели путем сопоставления результатов расчета с экспериментальными данными, полученными для насоса ДВН-50 при работе на разных частотах вращения и в агрегате с различными форвакуумными насосами. Показано, что для обеспечения лучшей сходимости расчета и эксперимента необходимо провести дополнительные исследования потерь, возникающих при заполнении отсеченных объемов.

In this paper, the photon escape probability of Na 330.3 nm resonance line is calculated, both for slab and cylindrical geometries. The dependence of the photon escape probability on the optical depth in the line center is considered. The oscillator strength, the number density of the absorbing atoms in the ground state, and the optical depth in the line center are discussed in this calculation. The changes of the photon escape probabilities with different concentrations are calculated. This calculation will provide a method to calculate the photon escape probability for different lines.

The proposed Chinese Space Solar Telescope (SST) is the first large aperture space telescope in China designed to observe the sun. With an effective aperture of Φ1m, the primary mirror faces the sun directly, which receives more than 1000W heat that will lead to unacceptable thermal distortion in such severe thermal condition. Therefore, the temperature field of SST, which is changing with its orbital position, is critical in its design. In this paper, an analysis of the thermal flux in the SST is presented firstly. Further more, the heat flux of orbit is calculated with the thermal softerware NEVADA (Net Energy Verification And Determination Analyzer) according to the orbit parameters of SST. The thermal design software SINDA/G (System Improved Numerical Differencing Analyzer/Gaski), the radiation analysis software NEVADA and the finite element analysis software MSC.Patran are used to simulate the temperature field of the SST. In the end, the temperature distribution of the primary mirror is calculated. The temperature level of the primary mirror indicates that the system can achieve high spatial resolution with 0.1″~0.15″. It also means that the thermal control design is effective. The optical requirements to the SST thermal control are met. The thoughts and methods of the thermal analysis are also useful for similar optical telescopes designed for solar observation.

We studied the high frequency vibrator of the top drive system based on ADAMS. A parameterized simulation model of the axial rotation of gears and eccentric block is established, and dynamic change of the impact and the actual movement of the rotating components of the top drive system are analyzed. Then create a virtual prototype on the basis of that. It can obtain curves that some parameters change relative to time, such as the exciting force and the centroid position of eccentric block. Thus it achieves dynamic simulation analysis of virtual prototype of the top drive system.

In this paper the problem of numerical calculation is solved by the optimization algorithms of ANSYS and then through studying the mathematical model, sensitivity, controlling parameters and optimization criteria of it a toolkit is designed and programmed by C# language. At last, an optimization case is studied and the results show that more reasonable design prototypes can be found for engineers through using the toolkit especially in the conceptual design stage.

In this paper, the visualization of three-dimensional (3-D) temperature distributions in the supercharged boiler furnaces from radiative energy images captured by multiple charge-coupled device (CCD) cameras mounted around the furnace is studied numerically for the first time. The combustion of supercharged boiler is analyzed by structuring a full-scaled model and grid partition. The calculation of the radiative energy image formation is a fast algorithm based on the Monte Carlo method and the two-color temperature calculation method. For the inversion of the 3-D temperature distributions, a modifiedregularization method is used. The simulation results show that: even though the measurement error of the radiative energy images for the 3-D temperature distributions up to 0.12, the position of the reconstruction high-temperature zone is almost the same to the one of the simulation. The results indicate that the reconstruction quality is satisfactory, and the method can lead to a good visualization result.

This paper analyzes the influence of processing surface curvature of the free surface to the cutting width to improve the cutting width of free surface. The results show that this analysis is feasible to improve the process if the machining accuracy allows. It shows that the curvature of the machined surface and the curvature of the cutting tools have a great impact on the cutting width if they are matched reasonable. Therefore, analyzing the curvature of the surface of the surface of free-form surface machining can improve the cutting width effectively.

Through the analysis and research on three fractal models of normal contact stiffness of joint interfaces, the differences between them can be found. Furthermore, numerical simulation was carried out to obtain the complicated nonlinear relations between normal contact stiffness and the normal load. The results show that the normal contact stiffness increases with the normal load, decreases with G but complicatedly varies with D. According to different fractal dimension, we can chose an appropriate one among the three fractal models of normal contact stiffness of joint interfaces when describing normal contact stiffness of joint interfaces.

The CAE software system consists of three function modules such as Modeling module, Data Management module, Post-Processing module. The Modeling module could build a 3D model confirming to the real Shanghai Center Tower based on the Building Information Modeling (BIM) concept; the Data Management module could access the engineering data produced by the sensors; then in the Post -Processing module, various data about the Shanghai Center Tower could be processed and structural parameters such as member force, displacement, wind pressure would be displayed in the 3D model.

A novel structure of vane pump is brought forward, a new assembly relation among vane, sleeve, port plate and stator is created, mechanical bearing condition of new-type vane is preferable than traditional vane, vane is kept clearance with stator all the time as long as dimensions of those parts are reasonable. Modal analysis and optimized design for vane is made with finite element analysis software ANSYS. By simulating analysis for pump, simulation result shows that this novel vane pump is feasible. Compared with traditional pump, wear and vibration of novel vane pump can be reduced, volumetric efficiency of pump can be enhanced remarkably, the novel vane pump has certain application value.

The heat-resistant steel after aluminized was treated by laser shock processing (LSP) with high power Nd:YAG laser, and then was tensile tested at 400°C. The effects of the high-temperature behavior after LSP were analyzed from residual stress and fracture organization. The results showed that the yield strength and tensile strength of heat-resistant steel after aluminized were improved obviously during the tensile testing at high temperature, and the High-temperature fatigue life of 00Cr12 with composite processing was enhanced vastly. Compared with the LSP, the High-temperature fatigue life of 00Cr12 heat-resistant steel by aluminizing and LSP had a larger increase.

In order to overcvome the shortage of current dust control technology in coal mine, especially the traditional water spray method, a two-phase foam materials preparation experimental system was established based on the simulation of water and air conditions in underground coal mine. And a new technique which can prepare high-performance foam was proposed, and the main technical parameters and application conditions to implement foam dedusting were determined through plenty of experimental. Then, the new technique had been applied in two large underground coal mine. The results show that its dedusting efficiency to total dust and respirable dust reached 90.5% and 85.4% in the fully-mechanized excavated face, as 1.97 times and 1.88 times higher than water spray respectively. However, its water consumption is only as 10% to 20% as conventional water spray. It is proved that this new technique for preparation of foam can reduce mine dust concentration remarkably and improved the working environment obviously, and has a broad application prospect and promotion value to control dust in underground coal mines and other related industry.

Fatigue tensile treatment was performed on 00Cr12 heat-resistant steel specimens which had been treated by laser shock processing (LSP). The unilateral tolerance factor statistical analysis method and the two-dimensional Weibull distribution method were used to predict the values of fatigue safe lives of the specimens respectively. The results indicate that the fatigue lives of 00Cr12 specimens were enhanced greatly after LSP, and improved by 62% compared with the specimens which were not treated by LSP. The unilateral tolerance factor method obtained an exact estimation value of the fatigue safe life; while the two-dimensional Weibull distribution method can get a range of values of fatigue safe lives, the fatigue safe lives of the specimens which after LSP were a range from 116570 to 150230, the average value was 132330. The two-dimensional Weibull distribution method has more engineering applicability and can be used to estimate the fatigue safe lives with fewer experiments.

An unconstrained optimization model is established for assessing roundness errors by the minimum circumscribed circle method based on radial deviation measurement. The properties of the objective function in the optimization model are thoroughly researched. On the basis of the modern theory on convex functions, it is strictly proved that the objective function is a continuous and non-differentiable and convex function defined on the two-dimensional Euclidean space. The minimal value of the objective function is unique and any of its minimal point must be its global minimal point. Any existing optimization algorithm, so long as it is convergent, can be used to solve the objective function in order to get the wanted roundness errors by the minimun circumscribed circle assessment. One example is given to verify the theoretical results presented.
