The article is intended to the analysis of geopolitical, conflict-related, strategic interests of Ukraine, which can be realized within the framework of the South vector of the state geopolitics through rational and pragmatic cooperation with the trans-regional leader of the region – Turkey. The purpose of the study is to identify priority areas of cooperation between Ukraine and Turkey in the Black Sea region for the effective implementation of geostrategic interests of Ukraine, and the regularity of development of systems in political defense of states during crises and modern military-political conflicts. The use of interdisciplinary approach and methods of analytical, comparative analysis made it possible to study and analyze the evolution of the value-ideological loads which dominate the implementation of Eastern or Western geopolitical vectors. The necessity to take into account political, social, and conflict-related imbalances and integration constraints revealed the pragmatic direction of the implementation of an equidistant foreign policy of a three-dimensional format which can be viewed as an alternative vector of bilateral cooperation with Turkey, a joint position with which will ensure accelerated development of Ukraine and will help avoid pressure from the European Union and the Russian Federation.

The article is devoted to the aspects of cross-cultural communication in international tourism. It has been established that international tourism remains almost the only source of direct communication between representatives of different cultures in the information age of developed Internet communications and virtual reality, as a result of which the consciousness and self-consciousness of a person radically changes. It has been revealed that cross-cultural communication in international tourism becomes the basis for the exchange of values and experiences between different cultural worlds and their mutual implication, an integral feature and dominant of the international tourism business. It has been proved that the modern scientific discourse of cross-cultural communication in international tourism covers a wide range of concepts in various social dimensions, such as globalization, mobility, mass movement of people and creation of new cultural communities.

Abstract This article investigates what the news says about inequity-driven civil wars and economic underdevelopment. Dewey argued that the lack of causal knowledge that distinguishes between symptoms and root causes would limit potential effective and transformative public action. Political scientists have demonstrated that increases in just the number of news stories about a foreign country in both US print and TV news in one year produced a clearly significant relationship to increases in commitments of US foreign aid the following year. This study of reporting on a 2003-2005 African crisis by ten news organizations over 26 months found few articles predominantly focused on causes against conditions on the ground or remedies. It raises questions about the conditions under which news organizations might be expected to provide causal knowledge and when such information can lead to more enlightened long term aid for national transformation.

When it comes to international development, and more specifically rural development, effective partnership is of the utmost importance. The procedure for effective partnership should be streamlined, and should be aimed at involving and engaging the community partnership regardless of what service is being provided. From recent projects in various countries in Engineers Without Borders, I have compiled a series of vital lessons relating to developing and maintaining effective partnership with our most important stakeholders - the community in question. First, the community must have trust and a direct stake in the project’s success to ensure longevity. Second, the scope ought to be carefully set via a rigorous baseline study and managed through effective communication. Finally, an effective communication strategy must be constructed that adequately manages the community’s technological limitations, and cultural and language barriers.

Abstract Purpose: Maltreatment of children is a common and international problem. The consequences of maltreatment often are misunderstood or unknown. In this article, I will define maltreatment and explore the communication development of children with a history of maltreatment. I reviewed the literature on children experiencing maltreatment, including articles describing the communication development of children remaining in a maltreating environment, children who were recently removed from maltreatment, children in foster care, and children adopted from orphanages. In each study, I found evidence that children who experienced maltreatment demonstrated lower language performance or poorer social knowledge than children who had not experienced maltreatment. Conclusion: Children who have experienced abuse and/or neglect are at risk of poorer receptive, expressive, and social language development. I will discuss the clinical implications of this finding.

The article is dedicated to exploring the phenomenon of international political communication, changing in the context of world development digitalization. The logic of comprehension and sequence of material presentation stem from a number of circumstances. Firstly, the modern socio- political practice of responding to digitalization is characterized by fragmentation, discreteness and incompleteness. Nevertheless, digitalization is a real phenomenon that has a political dimension, and its manifestations, consequences and exposure perspectives need scientific understanding. Furthermore, the very international political communication remains understudied. The research on communication processes is focused mainly on the domestic sphere. Consequently, the content and direction of changes in the sphere of international political communication under the influence of digitalization are not fully evaluated by the scientific community.The methodological basis of the research is the theory of political communication and realism. The disclosure of the stated topic required the use of structural and functional analysis, document analysis, comparative analysis, and performance analysis. The author derives the definition of international political communication. Based on the study of specialized literature and available examples from practice, problem clusters of international political communication are being identified and characterized, some measures of response to digitalization are being proposed. In order to assess and understand the prospects for responding to the digitalization of international political communication, attention is paid to the study and comparison of the doctrinal documents of Russia, the USA, Germany and Austria. It is substantiated that changes in the practice of international political communication in the context of digitalization will increase.

La artikolo resumas la historion de interesigo pri tiu fako tra la pasintaj cent jaroj, ekde la elkreo de Esperanto fare de Zamenhof fine de la deknaǔa jarcento, tra evoluigo de la vortprovizo de la lingvo, ĝis ĝia aplikiĝo al juraj demandoj. Asocio de esperantistaj juristoj formiĝis jam en 1905, kaj la unuaj konferencaj prelegoj kaj fakaj artikoloj pri juro datiĝas de tiu periodo. Gravajn internaciajn instru-mentojn, ekde la Statuto de la Ligo de Nacioi en 1920, oni tradukis en Esperanton, kune kun naciaj konstitucioj kaj diversaj traktatoj. SOMMAIRE Le développement d'une langue pour le droit international: L'expérience de l'espéranto Pour être acceptable et efficace, le droit international exige non seulement une perspective sur le monde mais aussi un langage précis qui puisse être compris et utilisé par tous. Le latin a joué ce rôle dans le passé. Et pendant deux siècles ce fut le tour du français. Aujourd'hui, les Nations Unies utilisent six langues et l'on a fait peu de progrès vers un accord sur une langue commune qui faciliterait la coopération internationale. L'auteur de cet article a expérimenté et développé la possibilité de l'espéranto à servir de langue véhiculaire pour le droit et la diplomatie internationaux. Cet article donne un aperçu historique à l'intérêt dans ce domaine au cours des cent années passées, commençant par Zamenhof et son développement de l'espéranto à la fin du 19ème siècle, le développement du lexique de la langue et son application à des problèmes légaux. Une association de juristes espérantistes fut formée en 1905: les premiers exposés lors de colloques et les premiers articles publiés sur le droit datent de cette époque. Les principaux instruments internationaux, à commencer par la Convention de la Ligue des Nations en 1920, ont été traduits en espéranto; des constitutions nationales et divers traités furent également traduits à cette époque. La Charte des Nations Unies et la Déclaration universelle des droits de l'homme ont ete publiées par les Nations Unies en espéranto. L'auteur de cet article décrit les problèmes recontrés dans le choix d'une terminologie internationale et dans le rapprochement des textes.

Peer mentorship programs are promoted as reciprocal, where both mentors and mentees benefit; however, the majority of qualitative research focuses on the positive outcomes for mentees, while few (Haggard et al., 2011; Heirdsfield et al., 2008) focus on the experiences and positive outcomes for mentors. International student peer mentorship programs help mentors develop leadership, intercultural communication, and professional skills as they help others and interact with students from different cultures and backgrounds (Haggard et al., 2011). This research study is going to fill the gap and contribute to international higher education by focusing on student peer mentors’ self-experience and how they value their roles. The research project specifically seeks to address the following questions: How do student mentors perceive and value the experiences of being peer mentors for international students? How does the international student peer mentor program contribute to mentors’ development?

The international flow of information produced by international press agencies is discussed in this article. The author shows how the position of the Third World with respect to the alleged imbalances in the international communication infrastructure, both quantitative and qualitative, has led to two legal developments. On the one hand, the ‘right to communicate’ was formulated in addition to the traditionally recognized freedom of information. On the other hand, the concept of a New World Information Order has been developed. The ideological battle between the West and the Third World, which has dominated the discussion on these concepts since the early 1970s, should, according to the author, not impair the development of a viable technological infrastucture in the Third World. Development assistance could be used to give new and independent news agencies access to the international flow of information.

The process of globalization, the development of information and communication technologies, networking are changing society dramatically and, as a result, its superstructure — law. International private law, by virtue of its own subject matter and special methodology, is at the forefront of the corresponding changes. The paper examines the problems of defining the concept of territorial sovereignty in the non-territorial information space that are of serious importance in relation to private international law. Its principles are the general principle of the sovereign equality of states, acting as a general principle for private international law, and a special principle of the sovereign equality of national law of states. The problem of the realization of the territorial nature of the conflict of attachment formulas and the grounds of international jurisdiction in relation to a certain segment of the extra-territorial information space is posed. The issue of conditionality of the adaptation of the principles and methodology of legal regulation of public relations in the conditions of digital technologies by the need to understand the conditions and boundaries of the implementation of sovereignty, the jurisdiction of the state in the information and communication space is investigated. The processes comprehended within the framework of the science of international private law are to some extent relevant for other branches of law. This paper analyzes such indicators of current changes in the legal paradigm as the impact of information and telecommunication technologies on the development of private international law, the place and increasing importance of non-state regulation in the process of streamlining cross-border private law relations, and the development of non-state systems for resolving cross-border disputes. The authors touch upon the problems of the use of blockchain technologies and the protection of intellectual property in cross-border private law relations; private adhocracy rulemaking, the formation of various social phenomena in the key lex mercatoria, the influence of international commercial arbitration, online platforms on the formation of current trends in the field of resolution of crossborder disputes, etc.

In the article it is noted that Ukraine's entry into the world community is a clear indication of the urgent need for professionals able to possess not only professional qualities, but also knowledge of a foreign language, therefore foreign language training should become a priority task of higher education. The methodology of training international relations specialists to the English dialogue communication has been characterized. The interaction of competitive, cognitive-communicative, personal and professional-oriented approaches to learning has been analyzed. The basic principles (general-didactic and special) that ensure the effectiveness of the educational process have been defined. All defined principles, focused on the development of professional speech of students, are closely interconnected, each of them complements another, therefore they are also interdependent. The traditional methods of teaching English dialogue communication, such as verbal-informative, visual-heuristic and practical-research, and active learning methods (business games, project methods, case-method, analysis of specific situations) have been singled out. Technique as an integral part of the method has been described. Techniques of mental activity (didactic: comparison, generalization, assessment of activities) and techniques of teaching (methodical: the implementation of didactic tasks according to the model, making up a dialogue at a given beginning, working out of a presentation)have been single out. It has been proved that such forms of educational activities as conferences, presentations, excursions, and conducting classes of real professional activity were effective. Non-traditional forms of training contributed to immersing students into professional activities, help them to enhance their professional interest and allow them to demonstrate the ability to interact. The article states that the basis of the preparation of international relations specialists for the English dialogue communication is the expedient choice of forms and principles of training, the development of an excellent method of conducting classes, the use of balanced, thought-out and effective methods and means of teaching.

Blissymbolics, a comprehensive core communication system through which non-speaking people are able to communicate, has been developed and made available throughout Canada and the world by the Blissymbolics Communication Institute in Toronto, Canada. In addition, Canadian users of the system have become leaders in helping to increase universal awareness of the intellectual, social, emotional and communication needs of communicatively impaired and disadvantaged people.Charles K. Bliss who was born in Australia and now resides in Australia, originally developed Blissymbolics between 1942 and 1965 as an international communication system to promote better understanding among people. The system was first successfully applied during the early 1970’s by a multidisciplinary group of specialists at the Ontario Crippled Children’s Centre in Toronto to cerebral palsied, school-aged, non-speaking children. This graphic and meaning-based system provided them with a means of more grammatically complete communication than picture or word boards.Since its first application, Blissymbolics has been expanded to many other applications and populations. Today it is used as an augmentative communiation system with cognitive and language development programs to support reading and pre-reading activities. Its users include people who are retarded, multiply-handicapped, autistic, aphasic and stroke victims.As experimentation and the use of Blissymbolics increased during the 1970’s, the need for training programs and instructional materials, for information about ongoing programs, for more symbols and for a structure to maintain a standard form of Blissymbols also grew. In order to meet and co-ordinate these requirements the Blissymbolics Communication Foundation was established in Toronto in 1975. The Foundation, through a licensing agreement with Mr. Bliss, obtained the exclusive mandate to co-ordinate the applications of Blissymbolics with non-speaking people around the world. Its mandate was to maintain symbol standards and to provide training and material for the increasing number of people applying the system with non-speaking people. The Foundation was re-named the Blissymbolics Communication Institute in 1978 to better represent its role as a central, co-ordinating educational organization.

AbstractWithin international development, strengthening the voice of citizens living in poverty is recognised as vital to reducing inequity. In support of such endeavors, participatory video (PV) is an increasingly utilised communicative method that can stimulate community engagement and amplify the voice of groups often excluded from decision-making spaces. However, implementing PV processes specifically within an international development context is an immensely complex proposal. Practitioners must take into consideration the different ways institutions may understand the use of participatory video for raising citizen voice; and how therefore the practice may be influenced, co-opted or even devalued by these institutional assumptions. To this end, this article interrogates how global PV practitioners express tension in their work. Analysis of their descriptions suggests six influential views on PV practice with the potential to diminish the value of voice from the margins.

The study outlines the role of intercultural communication as a crucial component of diplomats and international professionals’ training, which increases the effectiveness of interaction with representatives of different cultures in performing professional duties. Conditions of civilizational development, achievements of science, innovative technologies, requirements of public life, the priority of foreign policy activity have led to the deepening of people's and cultures’ interaction. Because of such interaction of both individuals and cultures, diplomatic relations between different states have gained a special status. The diplomatic relations are based on intercultural communication as a tool of international cooperation aimed at promoting foreign policy interests of different states, as well as ensuring international cooperation and developing long-term formal and informal ties between government institutions, international actors, diplomatic missions, and political leaders. All these cause the intensification of intercultural communication processes that become systemic. With the research methods being study, analysis, and generalization, the study was aimed at revealing the concept of intercultural communication competence as the diplomats and international affairs specialists’ ability to choose and implement a speech act depending on the goals and content of professional speech through language, as well as mastery of communication strategies and tactics.

If development can be compared to the weaving of a cloth by millions of human beings, the thread of communication can weave the fabric in a sustainable way. And as long as the populations concerned by community development projects do not become the true actors of their own development management, no management or technology contribution alone will be able to improve their living standards in a sustainable manner. The contribution of communication to a development project is considerable: identification and prioritization of development priorities, search for collective solutions and reinforcement of the feeling of belonging to the said projects that they have decided to undertake. However, since the launch of the national incentive for human development in 2005, by His Majesty Mohamed VI, a multiplication of community development projects has emerged, aiming at the appropriation of communication strategies for development. However, due to a lack of professionalism, most LDAs are locked into rigid management logics exacerbated by the reference frameworks of international institutions. As a result, LDAs neglect the communication dimension of the development project to focus solely on its technical aspects.

The academic study of media development as a field of practice and international cooperation has received quite some impetus in the last couple of years. Theory-building in this research field, however, seems to be stagnating. The explanatory power of established theories such as modernization, dependency or participation appears limited in the light of recent empirical findings that point to increasing ‘bureaucratization’ and ‘proceduralization’ in the media development sector. Against this background, this article sets out to find an analytical model that adequately grasps the logics guiding the work of media development’s various actors – from donors to intermediary organizations to local NGOs. Theoretical input from organizational institutionalism seems to offer a promising perspective for characterizing the institutional logics that shape (yet do not determine) media development practice. On this basis, the article proposes an analytical framework that allows to categorize media development actors’ beliefs and practices between the poles of social transformation logics and managerial logics.

The IPDC, which at inception promised practical assistance to developing nations unencumbered by the conflicting ideologies of the First and Third Worlds, quickly fell short of expectations and has been largely ignored since the mid-1980s. Despite administrative and budget problems, the Programme remains an acceptable, if small, effort to address communications imbalances. Most projects approved for funding in the past decade have dealt with media training and research, radio and television broadcasting, and the creation or improvement of regional news agencies. In support of the 1991 Declaration of Windhoek, future projects will be funded not only according to need, but also based on their contributions to press freedom and the principles of independence, pluralism and diversity of the media.

This dissertation is a qualitative case study detailing the intercultural communication competence (ICC) development of seven Chinese foreign language learners who participated in Collaborative Online International Learning (COIL) activities at a regional U.S. university with a group of native Chinese speakers. Multiple qualitative data sources - including semi-structured interviews, observations, questionnaires, and reflection journals - were collected over two years. Drawing on sociocultural and transformative learning theories, this study disclosed four findings that practitioners and researchers can build upon to promote language development and intercultural learning in foreign language coursework through virtual exchange.
