The importance of a water supply and sewage treatment for urban sanitation is recognized in the modern world. Their contributions to public health have not, however, been well demonstrated by historical data, especially in Asian cities. In this research, we focused on the Asian cities of Tokyo and Singapore, which both developed significantly in the 20th century. We analysed their development processes statistically to determine what the key elements for the protection of urban sanitation have been. Although both cities constructed modern water supply systems at almost same time (Tokyo in 1898 and Singapore in 1878), and similarly modern wastewater treatment systems (Tokyo in 1922 and Singapore in 1913), the prevalence of water-borne diseases in Tokyo was more serious than it was in Singapore, in spite of Singapore's high infant mortality rate. The main reason for this was the differences in the systems of night-soil transport. We found that the water supply system in itself was not enough to resolve all urban sanitation problems, and appropriate night-soil removal was also crucial. In addition, historical trends and water consumption vary by city, so the appropriate technology and system are also different according to the unique characteristics and needs of each.

Singapore is an exemplary model of integrated water management, according to the World Health Organization, and its experiences can be shared with others. Water security is not just the government's responsibility but has become everyone's business. Singapore has been selected as a case study for integrated urban water management (IUWM), and the methodologies used in Singapore, a developed city state, may be applicable elsewhere. An integrated regulatory framework, sound policies to control and implement programmes, public-private partnership in water services delivery, and stakeholder participation at all levels are necessary to make integrated water resource management successful. This paper demonstrates how Singapore has successfully turned its vulnerability with regard to water into a strength. Singapore can achieve greater sustainability if it promotes rooftop rainwater harvesting as a decentralized, dual-mode water supply system for non-potable use.

Water supply has become a priority for developed and developing nations of the world. Conventional water resources alone cannot meet the growing demand for water in urban cities. Management of the problem is amplified by uncertainty associated with different development strategies. Singapore has limited conventional water resources and progressively architects its water supply system through acquiring and sustaining multiple (alternative) water resources through innovative technologies. The full rationale and merits of such a policy cannot be properly understood based on traditional project valuation methods alone. This paper provides decision support using a real options approach by evaluating innovative water technologies from multiple perspectives under uncertainty. This paper demonstrates that incorporating innovative water technologies into water supply systems can concurrently improve water supply from the financial, political and socioeconomic perspectives. The development of innovative water technologies provides flexibility to the water supply system, and is a fundamental and effective means of risk management. The evaluation of innovative water technologies is based on an integrated real options approach, which provides decision support for architecting water supply systems under uncertainty. The approach gives specific tangible values for the water technologies and complements the general prescriptive Integrated Water Resources Management (IWRM) framework.

The utility services range from the supply of steam and water, wastewater treatment, incineration, terminalling, service corridor to fire fighting. Among the services, water management achieves the complete cycle from wastewater treatment to effluent recycling.

Abstract The reform of water pricing practices and tariff mechanisms plays an important role in improving water supply services. However, setting tariff policies is a process that is rife with controversy. The current urban development rhythm and consequent challenges, in several developing cities, requires an urgent review and the establishment of an increasingly more ‘integrated’ management system with a suitable water tariff policy to promote water security. Many lessons can be learned from the successes and failures of water pricing policies in other countries and world regions, taking into account the context, status and development of the water supply sector. In this paper, several case studies are assessed throughout different countries or regions (South Africa, Vietnam, Malaysia, Singapore, Australia, and Europe) to provide key information able to support successful policy ‘transfer routes’. Based on those lessons, key policy recommendations are summarized to pave the way towards water security, particularly in rapidly growing urban centres that suffer already from water stress.

The observed and predicted increase in urban population in the world is creating and will further create severe stress on existing water infrastructures and available water resources. Singapore's population has increased from about 1 million people in the 1950s to almost 5 million currently. The city state has invested massively in a sustainable water supply system, and is regarded by many as a role model for future cities with respect to this topic. Solutions like water reuse, desalination and water demand management have already been implemented. However, city dwellers use much more additional water in the form of virtual water. Their actual water footprint is much higher than only domestic water. Water required for the generation of agricultural and industrial products are imported to cities, and can put a heavy burden on water resources in surrounding and even distant (rural) regions. The city state provides a unique opportunity to analyse virtual water consumption for a city, as required statistical data are available through the national Department of Statistics. For other cities such detailed data are rarely available. Mostly these data are only provided on a national level. This analysis provides a quantification of the actual water use of a future city. The paper describes whether the consumption of agricultural products (in the sense of water for food) is also sustainable in Singapore. The agricultural products that contribute largely to the total water footprint of Singapore – wheat, rice, livestock products and cotton–are analysed and discussed in detail. A sustainable city of the future should account for its impacts beyond its borders. Whether the world can provide for the water and food for an increasing population highly depends on consumption patterns within future cities.

Purpose – Singapore is a small, densely populated city-state, which has become a prosperous global trading, investment and communications hub. In light of this, particular challenges have arisen in the development of its infrastructure to meet its needs. These challenges are met by harnessing private capital in the design, building, management and funding of the infrastructure. The purpose of this paper is to examine various arrangements in using private capital within key infrastructure sectors: mass rapid transit, roads, water supply, electricity generation and transmission, maritime ports and airport, ITC services, and industrial infrastructure, and to consider how full privatization, limited privatization (government-linked companies), direct government provision through statutory authorities (relying partly on private borrowing), and a mix of the above arrangements require infrastructure providers, even statutory authorities, to follow business practices. Design/methodology/approach – This paper adopts an empirical, discursive and critical approach. Findings – The Singapore government has continued to see its role as steering the economy into niche sectors where Singapore can acquire a competitive edge, and to overall facilitate economic development through active intervention. This includes, amongst other things, state-sponsored training and education, capital grants to start-ups, trade promotion, various fiscal incentives to businesses, guarantees for bank credit, etc. (Ghesquiere, 2007). This twin-pronged approach has been reflected in the development and management of the infrastructure. In line with the creation of a strong free enterprise economy, privatization and private capital has been a central feature of infrastructure investment and management. Originality/value – The paper shows how private capital can be used through privatization and borrowing from the private sector to manage the infrastructure. This may be considered an appropriate means to meet the needs of a densely populated small state which is also a global hub for trade, research, investment and communications. It also shows how the harnessing of private capital can be combined with continued government control to ensure that the infrastructure development reflects public policy and adheres to required standards.

Nature-based solutions (NbS) are increasingly recognized as viable tools for sustainable urban water management. This article explores the implementation of NbS in two distinct cities, Singapore and Lisbon, to demonstrate that NbS can work in very different contexts and spark new thoughts on the urban–nature relationship and to identify commonalities that drive and enable the implementation of NbS in different context. Literature review-based research was conducted to examine the types of NbS implemented, the common drivers, the governance model, and the plural functionalities of the solutions. The research shows that, despite the differences, the two cities shared common drivers (including water supply, flood control, and resident demand for green space) and goals, such as improving water quality and overall quality of life, through the deployment of NbS. With rapid urban expansion, water use increase, and the impacts of climate change, NbS can be effective tools to deliver integrated benefits and improve the liveability of cities.

Ensuring a sustainable water supply is crucial in all economies. Technological breakthrough has made possible the idea of using membranes to treat water. Recycling water and desalination are substitutes for the traditional water treatment process. While sea water is plentiful, the process of desalination depends largely on electricity, making the process costly. Singapore's success in NEWater (recycled water) depended on its stepwise advancement of membrane technology with sophisticated complementary engineering systems based on advanced information technology. This advancement contributes to electricity efficiency improvement in desalination which in turn accelerates dramatic advancement of the complementary engineering systems. Synergistic effects between NEWater and desalination can be expected by constructing a hybrid management of technology fusing indigenous strength and the effect of learning leading to a new phase in Singapore's NEWater development and also the trigger of its desalination endeavor. By means of an empirical analysis of Singapore's pioneer challenge, this paper demonstrates the significance of this endeavor for global sustainability.

The security, resilience and sustainability of water supply in urban areas are of major concern in cities around the world. Their dynamics and long-term trajectories result from external change processes, as well as adaptive and maladaptive management practices aiming to secure urban livelihoods. This dissertation examines the dynamics of urban water systems from a social-ecological-technical systems perspective, in which infrastructure and institutions mediate the human-water-ecosystem relationship.

The three concepts of security, resilience and sustainability are often used interchangeably, making the achievement of goals addressing such challenges somewhat elusive. This becomes evident in the international policy arena, with the UN Sustainable Development Goals being the most prominent example, in which aspirations for achieving the different goals for different sectors lead to conflicting objectives. Similarly, the scientific literature remains inconclusive on characterizations and quantifiable metrics. These and other urban water challenges facing the global urban community are discussed, and research questions and objectives are introduced in Section 1.

In Section 2, I suggest distinct definitions of urban water security, resilience and sustainability: Security refers to the state of system functioning regarding water services; resilience refers to ability to absorb shocks, to adapt and transform, and therefore describes the dynamic, short- to medium-term system behavior in response to shocks and disturbances; sustainability aims to balance the needs in terms of ecology and society (humans and the economic systems they build) of today without compromising the ability to meet the needs of future generations. Therefore, sustainability refers to current and long-term impacts on nature and society of maintaining system functions, and therefore affects system trajectories. I suggest that sustainability should include not only local effects, but consider impacts across scales and sectors. I propose methods for the quantification of urban water security, resilience and sustainability, an approach for modeling dynamic water system behavior, as well as an integrated framework combining the three dimensions for a holistic assessment of urban water supply systems. The framework integrates natural, human and engineered system components (“Capital Portfolio Approach”) and is applied to a range of case study cities selected from a broad range of hydro-climatic and socio-economic regions on four continents. Data on urban water infrastructure and services were collected from utilities in two cities (Amman, Jordan; Ulaanbaatar, Mongolia), key stakeholder interviews and a household survey conducted in Amman. Publicly available, empirical utility data and globally accessible datasets were used to support these and additional case studies.

The data show that community adaptation significantly contributes to urban water security and resilience, but the ability to adapt is highly heterogeneous across and within cities, leading to large inequality of water security. In cities with high levels of water security and resilience, adaptive capacity remains latent (inactive), while water-insecure cities rely on community adaptation for the self-provision of services. The framework is applied for assessing individual urban water systems, as well as for cross-city comparison for different types of cities. Results show that cities fall along a continuous gradient, ranging from water insecure and non-resilient cities with inadequate service provision prone to failure in response to extant shock regimes, to water secure and resilient systems with high levels of services and immediate recovery after shocks. Although limited by diverse constraints, the analyses show that urban water security and resilience tend to co-evolve, whereas sustainability, which considers local and global sustainable management, shows highly variable results across cities. I propose that the management of urban water systems should maintain a balance of security, resilience and sustainability.

The focus in Section 3 is on intra-city patterns and mechanisms, which contribute to urban water security, resilience and sustainability. In spite of engineering design and planning, and against common expectations, intra-city patterns emerge from self-organizing processes similar to those found in nature. These are related to growth processes following the principle of preferential attachment and functional efficiency considerations, which lead to Pareto power-law probability distributions characteristic of scale-free-like structures. Results presented here show that such structures are also present in urban water distribution and sanitary sewer networks, and how deviation from such specific patterns can result in vulnerability towards cascading failures. In addition, unbounded growth, unmanaged demand and unregulated water markets can lead to large inequality, which increases failure vulnerability.

The introduction of infrastructure and institutions for providing urban water services intercedes and mediates the human-water relationship. Complexity of infrastructural and institutional setups, growth patterns, management strategies and practices result in different levels of disconnects between citizens and the ecosystems providing freshwater resources. “Invisibility” of services to citizens results from maximized water system performance. It can lead to a lack of awareness about the effort and underlying infrastructure and institutions that operate for delivering services. Data for the seven cities illustrate different portfolios of complexity, invisibility and disconnection. Empirical data gathered in a household survey and key stakeholder interviews in Amman reveals that a misalignment of stakeholder perceptions resulting from the lack of information flow between citizens and urban managers can be misguiding and can constrain the decision-making space. Unsustainable practices are fostered by invisibility and disconnection and exacerbate the threats to urban water security and resilience. Such challenges are investigated in the context of urban water system traps: the poverty and the rigidity trap. Results indicate that urban water poverty is associated with local unsustainability, while rigidity traps combined with urban demand growth gravitate towards global unsustainability.

Returning to the city-level in Section 4, I investigate urban water system evolution. The question how the trajectories of urban water security, resilience and sustainability can be managed is examined using insights from hydrological and social-ecological systems research. I propose an “Urban Budyko Landscape”, which compares urban water supply systems to hydrological catchments and highlights the different roles of supply- and demand-management of water and water-related urban services. A global assessment of 38 cities around the world puts the seven case studies in perspective, emphasizing the relevance of the proposed framework and the representative, archetypal character of the selected case studies.

Furthermore, I examine how managing for the different dimensions of the CPA (capital availability, robustness, risk and sustainable management) determines the trajectories of urban water systems. This is done by integrating the CPA with the components of social-ecological system resilience, which explain how control of the different components determines the movement of systems through states of security and resilience in a stability landscape. Finally, potential feedbacks resulting from the global environment are investigated with respect to the role that globally sustainable local and regional water management can play in determining the trajectories of urban water systems. These assessments demonstrate how the impact of supply-oriented strategies reach beyond local, regional and into global boundaries for meeting a growing urban demand, and come at the cost of global sustainability and communities elsewhere.

Despite stark differences between individual cities and large heterogeneities within cities, convergent trends and patterns emerge across systems and are revealed through application of the proposed concepts and frameworks. The implications of these findings are discussed in Section 5, and are summarized here as follows:
1) The management of urban water systems needs to move beyond the security and resilience paradigms, which focus on current system functioning and short-term behavior. Sustaining a growing global, urban population will require addressing the long-term, cross-scale and inter-sector impacts of achieving and maintaining urban water security and resilience.
2) Emergent spatial patterns are driven by optimization for the objective functions. Avoiding traps, cascading failure, extreme inequality and maintaining global urban livability requires a balance of supply- and demand-management, consideration of system complexity, size and reach (i.e., footprint), as well as internal structures and management strategies (connectedness and modularity).
3) Urban water security and resilience are threatened by long-term decline, which necessitates the transformation to urban sustainability. The key to sustainability lies in experimentation, modularization and the incorporation of interdependencies across scales, systems and sectors.
