The article is devoted to the problem of discussing the participation of the United States in the First World War at the meetings of the 65th Congress. The importance of the topic lies in the fact that the materials of the sessions of the Congress, being important historical sources, make it possible, by interpolation, to introduce into scientific circulation new data on the entry and participation of the United States in the war, as well as to determine the attitude of American congressmen to this issue. The research is based on the materials of the American Congress, containing resolutions, draft laws and laws, verbatim records. The main ones are: Resolution on the Declaration of War on the German Empire by the United States; "A law allowing the issuance of bonds to cover the cost of national security and defense, as well as the provision of assistance to foreign governments in the conduct of war through the provision of loans"; discussion and amendment of the "Law on the Allocation of Appropriations for the Naval Service for the Fiscal Year Ending June 30, 1917", etc. The author paid special attention to the analysis of the message of the American President to the US Congress dated April 2, 1917. The materials of the meetings of the 65th Congress are located on the official website of the US Library of Congress and contain information about the entry and participation of the United States in the First World War.

Between 1800 and 1917 the music section at the Library of Congress grew from a few items in The Gentleman's Magazine to almost a million items. The history of this development provides a unique view of the infant discipline of musicology and the central role that libraries played in its growth in the United States. Between 1800 and 1870 only 500 items were acquired by the music section at the Library of Congress. In 1870 approximately 36,000 copyright deposits (which had been accumulating at several copyright depositories since 1789) enlarged the music section by more than seventy fold. After 1870 the copyright process brought an avalanche of music items into the Library of Congress. In 1901 Herbert Putnam, Librarian of Congress, hired American-born, German-educated Oscar Sonneck to be the second Chief of the Music Division. Together Putnam and Sonneck produced an ambitious acquisitions program, a far-sighted classification, cataloging, and shelving scheme, and an extensive series of publications. They were part of Putnam's strategy to transform the Library of Congress from a legislative into a national library. Sonneck wanted to make American students of music independent of European libraries and to establish the discipline of musicology in the United States. Through easy access to comprehensive and diverse collections Putnam and Sonneck succeeded in making the Library of Congress and its music section a symbol of the free society that it served.

The last decades have carried changes in the legal and social position of women bearing enfranchisement, a new approach to women’s education, and their increased participation in the job market. This article outlines the historical participation of women on the political scene of the United States between the years of 1917-2011 including an analysis of the situation in the individual states. Furthermore, it analyses what types of positions have been held by women in the American Government Administration including the most prestigious ones of the Speaker and the Secretary of State. It also introduces Hilary Rodham Clinton, the first woman ever to run in the presidential elections 2008. This analysis reveals that women are still underrepresented in the federal-level positions which makes it difficult for them to influence the quality of the lawmaking and results in a difficulty to promote such decisions that are important for the women themselves.

Over 100,000 US military personnel died during World War I, with many of these deaths occurring directly on foreign battlefields. Public Law 389, enacted by the 66th Congress, as well as Public Law 360, enacted by the 80th Congress, allowed for a family’s repatriation of soldier remains to the United States for burial in a national or private cemetery. In 1919, however, the US War Department decided to establish permanent American military cemeteries in Europe and offered this option as an alternative to repatriation. To persuade family members to consent, the War Department needed to ensure these cemeteries were impressive and significant symbols of the American sacrifice on foreign soil; therefore, the War Department detailed a group of Army officers to serve as the Battle Monuments Board in 1921. Two years later, on March 4, 1923, Congress passed the Act for the Creation of an American Battle Monuments Commission (ABMC), which established one authoritative organization under Title 36 of the United States Code to control the construction of monuments and memorials to the American military in foreign countries.

2018 marks the 100th anniversary of the proclamation of Ukrainian independence. OnJanuary 22, 1918, the Ukrainian People’s Republic proclaimed its independence by adopting the IV Universal of the Ukrainian Central Rada, although this significant event was «wiped out» from the public consciousness on the territory of Ukraine during the years of the Soviet totalitarian regime. At the same time, January 22 was a crucial event for the Ukrainian diaspora in the USA. This article examines how American Ukrainians interacted with the USA Government institutions regarding the celebration and recognition of the Ukrainian Independence day on January 22. The attention is focused on the activities of ethnic Ukrainians in the United States, directed at the organization of the special celebration of the Ukrainian Independence anniversaries in the US Congress and cities. Drawing from the diaspora press and Congressional Records, this article argues that many members of Congress participated in the observed celebration and expressed kind feelings to the Ukrainian people, recognised their fight for freedom, during the House of Representatives and Senate sessions. Several Congressmen submitted the resolutions in the US Congress urging the President of United States to designate January 22 as «Ukrainian lndependence Day». Higher education for displaced students is rarely the focus of academic literature in the context of the United States, despite 79.5 million people displaced worldwide as of December 2019 and 3 million refugees resettled in the United States since the 1970s (UNHCR, 2020). An estimated 95,000 Afghans will be resettled in the US by September 2022, and the executive branch has requested $6.4 billion in funds from Congress to support this resettlement process (Young, 2021). This represents the most concentrated resettlement in the US since the end of the Vietnam War. It is therefore clear that policy supports for displaced students represent a pressing educational equity issue. This paper applies critical policy analysis to state-level policies supporting displaced students and argues that both data gaps and policy silence characterize the current state of play.

First Bank of the United States as a Prototype for the Federal Reserve SystemSummaryThe article describes the history of the First Bank of the United Statesfirst banking- institution, that was charted in XVII-th century North America as an effect of a cooperation of two federal bodies – Congress and the President. Although, the federal government possessed only 20 %, of the shares with federal licences it could conduct its activity on territory of the whole country. Moreover – the Bank is now referred to as the first central bank in the United States because of its national scope and services rendered to the federal government. The Bank helped the government to obtain emergency loans, facilitated the payment of taxes, and served as the receiver and disburser of the public funds. In addition, it issued bank notes and made them fully redeemable in coin. During a 20-years period the Bank achieved a commercial success and maintained a financial stability. However, in 1811 Congress did not renew the charter because the Bank’s constitutionality was questioned.Alexander Hamilton (the first U.S. Secretary of the Treasury), who was [the followerof creation of the bank, already in 1790 assumed that the federal government had the power to charter banks because the Constitution granted the government the right to establish institutions necessary for its operations. Addifferent viewpoint was presented by Thomas Jefferson who favored a more decentralized government and believed that only the states could charter banks under the Constitution. Furthermore – because the Constitution did not expressly grant the power to Congress, he reasoned that federally chartered banks were unconstitutional. Finally in 1819, as a far-reaching decision, the Supreme Court Chief Justice John Marshall followed Hamilton’s reasoning and ruled in case McCulloch vs Maryland that the Second Bank of the United States was constitutional. For U.S. federal government this decision of the Supreme Court was very important about 200 years later – in 1913, when president Wilson, many politicians’ and main U.S. bankers decided to create the Federal Reserve System.

In 1882, Congress passed the Chinese Exclusion Act, barring the entry into the United States of all Chinese laborers. This article explores the dilemmas and contradictions associated with the enforcement of this legislation, focusing on the early years during which the most glaring dilemmas were exposed. Drawing from congressional documents, as well as unpublished letters, memoranda, and circulars of immigration officials, I argue that the difficulties encountered by enforcement personnel, and the sometimes chaotic and inconsistent nature of enforcement, were related to paradoxes associated with prevailing assumptions about the nature of race, class, and identity more generally. I then document how these same paradoxes, and the techniques employed by inspectors to deal with them, ironically facilitated aspiring immigrants'resistance to the full force of the law. This case study, with its emphasis on the contradictions implicit in the law and the dialectical quality of enforcement and resistance, may contribute to OUR understanding of the law's fundamental indeterminacy. Finally, I suggest that the focus on the everyday dilemmas faced by frontline officials may tell us more about the ordinary life of the law and its indeterminacy than the heavily scrutinized landmark cases that constitute much of the literature.

Elections are seldom covered in detail below the level of the national contests. Regional, district, and local elections often appear to be too provincial to be worth the time and effort to research and analyze in any detail."Taking the Fifth" is about a contested congressional race that was in dispute between various local and forces longer than any other House race on record.The Fifth District of Indiana leaned Republican, but it swung to the Democrats about once a decade. The 1960 election broke that historic pattern.Since 1960 was a pivotal election year for both political parties, and since the U. S. Congress was divided by various regional and philosophical factions, it is the contention of the dissertation that the Indiana Fifth District took on more importance than it would have under normal circumstances.Pursuit of power by local and national figures became inextricably involved with the struggle of the candidates in the Fifth District of Indiana. Intraparty grudges between district and state Democratic leaders, scars from Republican battles for congressional leadership posts, Dixiecrat versus urban Democrats maneuvering for dominance on key congressional committees, and an energetic young President and his allies -- bent on making a lasting mark on history -- all influenced the outcome of the race.As the gap widens between election day in Indiana and final settlement of the contest, the two candidates fade into secondary roles, and eventually appear to be little more than pawns for the congressional and national figures who had pre-empted the contest for their own political purposes.

This thesis explores how the United States identified Iraq as a threat to its national interest from 1990 to 1998. The international relations literature is heavily skewed toward exploring the question of why states engage in conflict and neglecting how a country identifies a threat. Therefore, this thesis focuses on the threat identification policy process. This thesis examines two security moves – the Gulf War and the Iraq Liberation Act – and uses primary documents to reveal how the foreign policy apparatus concluded that Iraq was a threat. Through the two cases, I found that foreign policy decisions were made on an ad-hoc basis and government officials were much more likely to inflate the Iraqi threat. Future international relation scholars can use my thesis as a guideline when constructing studies on the threat identification process.

Government investigations into the motion picture industry are well-documented, as is the widespread blacklisting that was concurrent. Not nearly so well documented are the many investigations of musicians and musical organizations which occurred during this same period. The degree to which various musicians and musical organizations were investigated varied considerably. Some warranted only passing mention, while others were rigorously questioned in formal Congressional hearings. Hanns Eisler was deported as a result of the House Committee on Un-American Activities' (HUAC) investigation into his background and activities in the United States. Leonard Bernstein, Marc Blitzstein, and Aaron Copland are but a few of the prominent composers investigated by the government for their involvement in leftist organizations. The Symphony of the Air was denied visas for a Near East tour after several orchestra members were implicated as Communists. Members of musicians' unions in New York and Los Angeles were called before HUAC hearings because of alleged infiltration by Communists into their ranks. The Metropolitan Music School of New York, led by its president-emeritus, the composer Wallingford Riegger, was the subject of a two day congressional hearing in New York City. There is no way to measure either quantitatively or qualitatively the effect of the period on the music but only the extent to which the activities affected the musicians themselves. The extraordinary paucity of published information about the treatment of the musicians during this period is put into even greater relief when compared to the thorough manner in which the other arts, notably literature and film, have been examined. This work attempts to fill this gap and shed light on a particularly dark chapter in the history of contemporary music.

This dissertation explores the battle to democratize the national security state, 1970-1978. It examines the neo-progressive movement to institutionalize a new domestic policy regime, in an attempt to force government transparency, protect individual privacy from state intrusion, and create new judicial and legislative checks on domestic security operations. It proceeds chronologically, first outlining the state's overwhelming response to the domestic unrest of the 1960s. During this period, the Department of Justice developed new capacities to better predict urban unrest, growing a computerized databank that contained millions of dossiers on dissenting Americans and the Department of Defense greatly expanded existing capacities, applying cold war counterinsurgency and counterintelligence techniques developed abroad to the problems of protests and riots at home. The remainder of the dissertation examines how the state's secret response to unrest and disorder became public in the early 1970s. It traces the development of a loose coalition of reformers who challenged domestic security policy and coordinated legislative and litigative strategies to check executive power.

The United States Constitution divides the authority over U S. foreign affairs between the President and Congress. Both institutions, the executive and legislative, share in the making of foreign policy and each plays important roles that are different but often overlap. The United States Congress (House of Representatives and Senate), regarded as the tribune of the people, has often been a sounding board for popular discontent and malaise over some controversial foreign policies such as the Vietnam War, Iran Contra and South Africa. Since the 1960s the U. S. Congress has often dra strength from its discontent with the executive branch to assert a stronger role in American foreign policy. In a time of laissez-faire government, monopolistic businesses and political debauchery, William Andrews Clark played a significant role in the developing West, achieving financial success rivaling Jay Gould, George Hearst, Andrew Carnegie, and J. P. Morgan. Clark built railroads, ranches, factories, utilities, and developed timber and water resources, and was internationally known as a capitalist, philanthropist and art collector. Nonetheless, Clark is unjustly remembered for his bitter twelve-year political battle with copper baron Marcus Daly that culminated in a scandalous senatorial election in January 1899. The subsequent investigation was a judicial travesty based on personal hatred and illicit tactics. Clark's political career had national implications and lasting consequences. His enemies shaped his legacy, and for one hundred years historians have unquestioningly accepted it.

This chapter looks at the placement process in the broader context of an American mathematical research community positioning itself to assume a leadership role internationally. It highlights that the 1930s found the members of the community focused both mathematically and politically on points beyond their national borders, particularly in Europe. The chapter also details America's offer to host the 1940 International Congress of Mathematicians in Cambridge, Massachusetts. As the Americans began planning for this cooperative, international event, mathematicians continued to flee Europe for the United States and elsewhere. Amid all of this mathematical activity, the chapter emphasizes that the Society also managed to conduct its business. In particular, it formed a “Special Committee on the International Mathematical Congress of Mathematicians.” In conclusion, the chapter reviews how the Nazi aggressions of 1938 had prompted the second wave of mathematical émigrés beginning at the end of that year and continuing beyond the United States' entry into the war in December 1941. It also examines the second wave of mathematical émigrés in the Northeast.

This chapter focuses on US sanctions policy. Key questions addressed: Why does the US use sanctions so much more frequently than any other country? What types of sanctions does the US make particular use of? Whom does the US target? Are American sanctions more successful than others? What are key patterns in the domestic politics and policy process (Congress, bureaucratic politics, interest groups, public opinion)? How does federalism and the role of state and local governments affect sanctions? This chapter’s case studies, also structured within the why-what-who-how sanctions analytic framework, include sanctions against Iran (Obama and Trump), Soviet Union/Russia (1970s Jewish emigration, Afghanistan 1980, dissident Alexei Navalny, Ukraine 2014 and 2022), China (1989 Tiananmen Square, Uyghurs, Huawei), North Korea, Venezuela, and counterterrorism. Based on the general analysis and case studies, some conclusions are drawn and challenges identified for American sanctions policy.

Four demands have driven the development of policy analysis in the U.S. First, reformers have sought evidence to support their efforts. Beginning with the municipal bureaus of the Progressive Era, advocacy groups have sought supportive policy analysis, resulting in the proliferation of ideologically differentiated think tanks that produce policy research. Second, politicians have recognized the need for specialized expertise to address pressing problems. Operations research grew out of efforts to solve problems facing the U.S. in World War II and led to subsequent efforts to improve bureaucratic decision-making capacity. Third, the growing scope and complexity of government have led to a demand for information to support routine decision processes. Fiscal offices support state budgeting and the Congressional Budget Office, Government Accountability Office, and Congressional Research Service support the routine business of Congress. Fourth, politicians have sought to discipline their own (and especially others’) future actions by mandating that analyses be applied to certain classes of decisions. Legislative requirements that the Army Corps of Engineers consider the benefits of investment projects were introduced at the beginning of the last century, legislative requirements for the completion of environmental impact statements were imposed in 1970, and beginning in 1981, executive orders have required cost-benefit analyses be completed for major agency rulemakings. Higher education has responded to these demands by supplying persons trained specifically in policy analysis.

Pedagogical novelties reached the territory of Galicia through the press and Austrian teachers’ congresses. Among these new educational ideas was also the issue of student self-management. The concept of school communes, understood as a form of student self-government, reached Galicia from the United States. This idea of a school self-government applied in the so-called „school cities” or „school state” allowed students to decide about themselves, their class and school. In Galicia, the first school communes were established in the years 1910–1911 in middle schools in Przemyśl, Lviv, and Wadowice. They placed emphasis on shaping conscious citizens and preparing people to fulfill various roles in society. They were of great educational importance, preventing school problems.

Significant U.S. Navy controlled land based testing has been successfully conducted on gas turbines and gas turbine main propulsion systems since the early 1950’s. Through the success of these tested systems, largely as a result of successful land based testing, the demand for gas turbine powered main propulsion systems has been steadily increasing. Consequently, gas turbine technology, its applications, and required test capabilities are constantly being developed to meet future U.S. Navy requirements.

In June 1980, the United States Congress passed the Energy Security Act which provided for the formation of the United States Synthetic Fuels Corporation and amended the Defense Production Act of 1950 to provide for synthetic fuels for the Department of Defense (DOD). A subsequent law, P.L., 96-304, appropriated up to $20 billion for financial incentives to foster a national synthetic fuel industry. The initial synthetic fuel project funded under the Energy Security Act is the Unocal Parachute Creek Project in Colorado with an expected shale oil production of 10,000 bbls/day. The Defense Fuel Supply Center (DFSC) contracted with Gary Energy Refining Company, Fruita, Colorado to provide approximately 5000 bbls/day of shale JP-4 for the United States Air Force (USAF) using crude from the Parachute Creek project, with initial deliveries to begin in 1985. The USAF immediately accelerated preparations for the eventual operational use of shale derived fuels for turbine engine aircraft. An extensive test and evaluation program was initiated consisting of aviation turbine fuel processing, fuel characterization, aircraft component and subsystem testing, engine and flight testing. This paper describes the testing program that was accomplished, the significant results which were determined and the quality assurance program that is being implemented to assure that the shale fuel meets the requirements of JP-4, the standard USAF jet fuel.

The TFE1042-70 is a modern low-bypass ratio afterburning military engine for light-weight fighters and high performance trainers. Designed, developed, and qualified in the 1980’s, it is intended to power the latest aircraft in the 1990’s and beyond. A version without the afterburner has been given the United States Military Engine designation of F124-GA-100. The engine is rugged, compact, durable, and easily maintained. It has been designed to meet the latest U. S. Military specification standards. This paper describes the engine and the development program.

A vast array of manufactured articles containing metal components utilize power press methods in their production. The common aspect of these methods is the use of specialized dies and the mechanical energy of the press machine to impart the required finished shape with a minimum of time and material loss. The innovation of power press metal forming methods in conjunction with advances in sheet rolling technology can be credited with a significant portion of the United States economic growth from manufacturing between 1890 and 1940. Of the many variations of power press metal forming processes that now exist, sheet stamping is found to be the most significant to the economic development of the U.S. as a synergetic partner of the new automobile industry. Data from the 1929 Census of Manufactures is used to generate a Social Savings metric which estimates the effect of the use of sheet stamping in terms productivity gained. The estimated Social Savings of this very small sector of manufacturing represents a tenth of one percent of the total Value Added by all U.S. industries in 1929.

Predictive Emission Monitoring System (PEMS) was developed in 1990 to provide continuous monitoring of NOx emissions from stationary gas turbines with minimum maintenance. This system will meet the Enhanced Monitoring requirements under Title V of the Clean Air Act Amendments of 1990 when these requirements are finalized. The PEMS has been well received by various United States federal, state and local environmental agencies. It has been certified in the state of Colorado, and accepted in Pennsylvania and Texas. This paper reviews the Enhanced Monitoring requirements for gas turbine NOx emissions monitoring and discusses the technical background of the PEMS. The PEMS design is described, including inputs, outputs and operator interface. Experiences with some of the installed systems are presented. The PEMS predicts NOx emissions from turbine control system inputs and measurements of ambient air conditions. The prediction algorithms are based upon a time tested NOx emission model for gas turbines. This model has successfully predicted all measured NOx emission phenomena from gas turbines since 1974. The PEMS has been proven to be accurate within the 20% relative accuracy required for certification. The PEMS operates unattended, with extremely low maintenance and high reliability. Record keeping and report generation are automated. The PEMS is typically integrated into the turbine control and condition monitoring system. The PEMS meets regulatory requirements with a much lower cost than a conventional Continuous Emission Monitoring System (CEMS).

This paper addresses approximately 15 years of advanced technology programs sponsored by the United States Army Aviation Applied Technology Directorate and its predecessor organizations and conducted by GE Aircraft Engines (GEAE). Included in these programs is the accomplishment of (1) the 1,500 shp demonstrator (GE12) which led to the T700, and (2) the 5,000 shp Modern Technology Demonstrator Engine (MTDE/GE27). Also included are several advanced technology component programs which have been completed or are ongoing through the early 1990’s. The goals for the next generation of tri-service small advanced gas generator demonstration programs are shown. A prediction is thus made of the advancements required to fulfill the aircraft propulsion system established by the DoD/NASA Integrated High Performance Turbine Engine Technology (IHPTET) initiative through the year 2000.

The United States Navy has developed a facility to support full scale testing of gas turbine propulsion systems. The first site at this facility is based on the gas turbine propulsion system for the newest class of surface combatants, the USS Arleigh Burke (DDG 51). The plant consists of two LM 2500 gas turbines, combined with a newly designed reduction gear, and supported by a gas turbine generator for electrical power. This paper describes the design of the propulsion plant, and gives special emphasis to propulsion and electrical testing. The digital control system, and multiplexed communications system is described. Preliminary component, system and full scale integration test results are presented and discussed. The paper includes lessons learned from the installation of the propulsion train and the electrical systems. Finally, a brief description of the machinery control system software maintenance process, and our initial experiences with large scale software integration testing will be given. This paper reaffirms the value of full scale systems integration testing. It also points out the fundamental role that electronics, computers, and software play in marine gas turbine systems.
