Objective: The research aims to uncover the causes of train accidents in Indonesia beyond those identified by experts and proposes solutions for inclusion in the regulations and standard operating procedures of the Indonesian Railways Company. Theoretical Framework: The United Nations Economic Commission for Europe (UNECE), operating under the UN Economic and Social Council since its establishment in 1947, has introduced the Industry 4.0 concept, titled 'Increasing the Competitiveness of Transportation between Europe and Asia: European Union Rail R&I. This concept incorporates three crucial indicators known as ACT (Aging, Climate Change, and Technology), aligned with the Railway Sustainable Development Goals. Method: This research employs a qualitative approach, gathering data through in-depth interviews using purposive sampling. Interview reviews are presented in the results section. The study involved 28 participants, focusing on the cities of Palembang and Lampung, situated on the tip of the island of Sumatra, bordering the island of Java. Results and Conclusions: The study identified seven themes for inclusion: The development of Railways in Indonesia; Organizational strengths and weaknesses; Human resources; Infrastructure; Operational aspects; Causal factors in train accidents, and Future solutions and contributions to regulation. These were then simplified into three themes following UNECE guidelines. Notably, the main issues with freight trains, primarily used for coal transportation, include an inadequate number of carriages, damage to rails and train sleepers, and excessive cargo loads, leading to frequent train derailments and accidents. The law regulates general provisions for rail freight transportation, but violations are common, and sanctions are minimal due to the state-owned nature of the managing company. Research Implications: This study suggests measures to enhance regulations and Standard Operating Procedures (SOPs) for the Indonesian Railways Company, including adapting regulations and SOPs to improve the operational safety of goods trains. This involves modernizing signaling systems and addressing human errors, particularly during night shifts. Recommendations also cover optimizing single-path and double-path routes, proposing regulations for the adaptation of automatic control systems, and improving the Grade of Automation (GOA). Ensuring the safety of personnel, especially operators and machinists, is emphasized. Originality/Value: This research explores the paradigm shift within Indonesia Railways, transitioning from GOA 0 to GOA 1. Anticipated to significantly impact the safety of goods (coal) trains, this study offers profound insight into the evolution of transportation governance for freight transport by rail. Both the government and Indonesia Railways can consider integrating these findings into regulations or SOPs, despite facing challenges such as funding constraints and the high cost associated with upgrading to GOA 2 infrastructure.

In 1940, France, threatened with total annexation by Nazi Germany, signed an armistice agreement with Germany that placed the French government in Vichy France and divided the country into an occupied and unoccupied zone. The Armistice also requisitioned the rolling stock of the SNCF—French National Railways—which became a significant arm in the German effort, transporting soldiers, goods, and over 75,000 deportees crammed into merchandise wagons toward Nazi extermination camps. Between 3,000-5,000 survived. Of the roughly 400,000 SNCF employees, Nazis murdered a couple of thousand for resistance or alleged in subordination. Railway men who resisted the Germans also often has to resist their employer as well. After the liberation of French at the end of WWII, the company—not simply the brave individuals -- received France’s Medal of Honor for its alleged role in the ultimate defeat of the Germans. This medal, along with other postwar propaganda in the form of films and books, instilled a singular narrative about the company’s heroic wartime role. This narrative continued uninterrupted until the 1980s. Those who returned, along with the relatives of many who did not, increasingly challenge the company’s simplified wartime narrative. In the 1990s, lawsuits against the company began in France and continue through 2016 in the United States. In response, the SNCF made efforts to intertwine story of deportation with the company narrative of resistance. One key forum for this attempt was a colloquium held in 2000 at the Assemblée Nationale in Paris. That colloquium is examined here through the lenses of three forms of narrative analysis: structural, functional, and post-structural. Each analytic frame illuminates different challenges to that colloquium’s attempts at revising history through altering a mystified institutional narrative. Through the analysis of this case, the author establishes the power of these analytic frameworks when examining problematic discursive spaces that hold in place master narratives and limit moral work.

The main directions of improvement of the gas production complex management and the role of individual factors affecting the efficiency of its activities are determined. Taking into account that the oil and gas complex is a system of enterprises and organizations for various functional purposes, united to meet the needs of consumers in provision of natural gas, on the example of improving the organizational structure and management system of NK «YUKOS», all stages of its transformation into a world–class oil company are considered. Recommendations on the use of positive experience in Ukraine are provided. It is shown what achievements of NK «YUKOS» have already been taken into account in the reform of the management system of JSC «Ukrgasvydobuvannya», – in particular, today it is conditionally represented by three large sectors: upstream, midstream and downstream. The upstream sector includes the search for potential underground or underwater natural gas fields, drilling of exploration wells, drilling and operation of the wells extracting unprocessed natural «wet» gas; the midstream sector provides transportation (pipelines, railways, barges, oil trucks or regular trucks), storage and wholesale of gas, while networks of natural gas pipelines aggregate gas from natural gas purification stations and deliver it to consumers – local utilities; the downstream sector usually refers to the processing and purification of natural gas, crude oil, as well as the sale and distribution of products derived from natural gas and crude oil. Distribution by sector in gas production allows to classify fixed assets in accordance with the above–mentioned sectors: drilling rigs, offshore drilling platforms, well repair machines, software for geological exploration and geophysical research – upstream; well plumes, inter–industrial gas pipelines, condensate pipelines, oil pipelines, booster compressor stations, equipment for the complex gas preparation – midstream; gas processing and oil refineries, petrol stations – downstream. Much attention is paid to the development of the intellectual potential of the gas production complex, as it ensures both the successful development of production and the formation of effective management of the company.

This study presents the prerequisites for the development of artificial hydrocarbons on the territory of the Republic of Bashkortostan. The reduction of proven oil reserves, the high cost of hydrocarbons in the market, as well as climate change contribute to the development of renewable energy sources. Thus, in the world, biodiesel production in the United States occupies a leading position after Europe. However, insufficient attention is paid to this production in the Russian Federation. The polarization of petrochemical and oil refining enterprises, especially the fuel sector, may face a short supply of traditional hydrocarbon raw materials – oil in the future, which may lead to a socio-economic decline in the life of the population of this territory. Such territories of the Russian Federation include the Republic of Bashkortostan. At the same time, a developed logistics transport network can contribute to the development of renewable energy sources, which contributes not only to the continuation of the life cycle of petrochemical and oil refining enterprises, but also to the activation of regions' economic growth points. The article provides a detailed analysis of motor transport and railway routes in the region, which shows that the uniformity of the growth of socio-economic development directly depends on the infrastructure, primarily cargo transportation along transport routes. In the article, the author suggests that for the rapid socio-economic development of the territory of the Republic of Bashkortostan, it is necessary to fully use not only roads and railways, but also the water transport system of the region. So, if examples of creating experimental polygons for the production of artificial hydrocarbons in Buraevsky, Mishkinsky, Baltachevsky, Tatyshlinsky, Yanaulsky, Kaltasinsky regions of the Republic of Bashkortostan were chosen, then the river route can be considered as an effective way for transporting finished products. In addition, in the Askinsky district of the republic, the operation of the oil processing plant of the Oleokemix company was successfully introduced, the goal of which is to become a leader in the republic in terms of crops, a high degree of sharpness of rapeseed oil in Russia. Therefore, the development of a transport network, experimental sites for the production of artificial hydrocarbons in the northwestern direction of the Republic of Bashkortostan, intensive development of industrial energy sources, including biofuels.

Changes in the Russian and global economies have been affecting all sectors. Neither the transport industry nor the construction one is an exception. These industries are budget-forming, and all participants in business processes should be interested in their strategic development. In order for the federal projects developed by the Ministry of Transport to be effective, a new project funding approach is required. Industries and companies have limited financial resources. The Russian Railways company is no exception due to its limited budgetary funds and own financial capabilities. It is necessary to develop effective mechanisms for funding railway infrastructure projects. Project funding mechanisms can be innovative ways of funding large-scale infrastructure projects, since they are based on a combination of banking, commercial and public resources. Project funding can unite financial resources and competences of project participants. In addition, qualified financial institutions will be involved in project funding transactions, which ensures the timely project implantation. Project funding mechanisms allow for a comprehensive project assessment, since the lender confirms the economic feasibility of the project. Project effectiveness evaluation has become relevant after the adoption of a strategy for the development of railway transport in the Russian Federation until 2030. Polygon technologies are promising for Russian Railways and used by the Trans-Siberian Railways.

Background: to organize multimodal transportation and choose the best route option for fuel delivery, it is necessary to develop an algorithm for choosing the best solution from the considered ones. This is indicated in the Strategy of scientific and Technological Development of the Russian Railways Holding Company for the period up to 2025 and for the future of 2030 ("White Paper", where on pages 25-26 it is said about the need to develop new transport and logistics products and services in global transport chains in the development of multimodal transport and the need to develop and organize new multimodal freight transport). Federal Railway Administrations of the United States, page 127 of the White Paper, points to the need to improve the methodology of integrated multimodal transport planning at the global, national and regional levels, increase the demand for transport and logistics services, and transition to supply chain management. Aim: to develop a method for multi-criteria rationalization of the choice of multimodal transport routes with the possibility of considering hypothetical options. Materials and Methods: the fundamental works of leading scientists in the field of improving the efficiency of production in accordance with the needs of the economy in transportation A.V. Annenkov, P.B. Romanova were used. In the field of justification of decisions on cargo terminals, determining the volume of tank farms with the possibility of their expansion O.B. Malikov, V.N. Sapronov. The application of multi-criteria rationalization by comparing the criteria under consideration is given in the work of A.T. Osminin, which developed a scientifically based method aimed at creating analytical and control systems. In the field of risk analysis and assessment of the work of A.G. Kotenko. The works of A.Y. Akhriev, A.B. Egorov, A.A. Kalushin, V.N. Mirushkin, E.V. Pasyunin, and A.V. Savelyev were studied in the field of improving the optimization of the oil transshipment complex, and the works of M.A. Nazarov and O.M. Sergeeva in the segment of logistics of river and sea oil transportation. Results: it consists in improving the quality of solutions to problems in the transportation of liquid fuel by means of transport in multimodal communication based on the use of the developed method. The set of criteria considered in the method allows you to set and solve transport problems with almost no restrictions on complexity, which in each case allows you to get better results. Conclusion: Using the method in practice allows not only to objectively find the best solution from the considered ones, but also to study hypothetical transportation schemes with the possible construction of new tracks and their elements, and compare existing and new schemes by a set of criteria, including construction costs and payback time of new tracks, and as a result find the best solution to the task.

Stocks and bonds issued by industrial companies listed and traded on the stock exchange belong to industrial stocks. For example: electric power, steel, automobile, food, beverage, wine, textile, pharmaceutical, and other enterprises engaged in product manufacturing stocks, bonds and other securities. In the United States, industrial stocks make up a large proportion of the economy. In the process, investors can make a lot of profits. Despite more than a century of growth in such industries, there is still a lot of potential. Industrial stocks are among the areas with the longest shelf life in the United States and the world. This paper analyses the selected three companies in industrial sector the three aspects of risk, profitability and market ratio to predict basic trend in this area. Three companies are Canadian National Railway Company (CNI), Caterpillar Inc. (CAT), FedEx Corporation (FDX). The results show Canadian National Railway Company is less risky and FedEx Corporation is least profitable. The findings in this paper may benefit the different investors in financial markets on investment decisions.

This study explores the intersection of the developments in the growing advertising, railroad, and automotive sectors of the U.S. economy. It examines the latter two sectors’ advertising to the elite by focusing on how industries that targeted the luxury market used fine art to emphasize and underscore the exceptionalism of that high-end market compared with the mass market. It does so by looking at the transition from using art as a decorative component unrelated to the product to using art specifically designed to advertise a product or experience. In the literature, advertising history has been delineated rather narrowly as the history of advertising to the mass consumer or as the history of advertising a specific type of product. This work broadens the focus in advertising history to show that luxury advertisers, as a sub-category of advertisers, developed particular advertising strategies, which recognized and exploited the relationship between their respective service or product, and a consciously selected audience for their respective advertisements. It shows that high art became a differentiating characteristic of advertising strategies aimed at the social elite market. This work also proposes the need for adding a specific timeline for the development of luxury advertising to the broad, more generally known outline of advertising history.

The science and technology used in highway crossings in the United States and around the world have come a long way from a single flagman sitting in a booth, equipped with a red flag or lantern in his hand, to clear tracks and stop pedestrians, horses, and or a motor coaches for an approaching train to a fully automatic warning system requiring limited monthly testing. Today’s highway crossings are monitored by railways and municipalities such that, any changes in railway or roadway traffic conditions can be scrutinized. These changes, an increase in train or vehicle traffic, may trigger the need for additional protection devices to be implemented to make highway crossings safer for all; passing trains, motorists and pedestrians. But, are these requirements enough to eliminate accidents. Historically speaking, these accidents range from; failures with the activation of the warning system; distracted motorists or motorists not willing to comply to the warning; pedestrians rushing to beat the train while underestimating the trains speed or; fully knowing and willing to not stop at the flashing lights and gates and willing to take the risk and go around flashing gates. This paper will investigate the current and future technologies that are being tested and implemented on highway crossings as well as look into the predictive behavior of motorists and pedestrians as they approach crossings and how changes can be implemented to maximize the effectiveness of a highway crossing. Key elements from various studies will be included that have been suggested through analyzing driver’s behavior at highway crossings, as well as the additional technologies that have and can be implemented to provide additional warnings to alert motorist of trains approaching.

<p>The inauguration of the Great Western Railway, the line connecting London and Bristol (United Kingdom, approximately 450 000 inhabitants), in 1840 changed part of the outskirts of Bristol to a major railway hub and home of many rail‐related activities. Due to these activities, an area behind the station in between the railway, the River Avon and the Bath road, known at the time as Temple Island, was restricted to rail uses (workshops, depots or goods, engines and carriage sheds) for more than 150 years, making it inaccessible and unattractive as the railway use decreased.</p><p>The transformation of this area into a new neighborhood in the city center is one of the most important urban development projects currently being carried out in Bristol. The new St Philips footbridge spans the River Avon, contributing to accessibility to the site. The footbridge is an innovative solution to a complex crossing problem: the connection of two banks with a significant elevation difference, and development planned for only one of them in the immediate future. The design should be appropriate for the current site and the future scenario.</p><p>The bridge is a 50m‐span and 4‐m wide steel beam with a forked geometry, seamlessly hosting a ramp for disabled and cyclists and a staircase to maximise functionality. The design approach to generate its shape was at the same time structural, aesthetical, and functional. Thanks to this holistic design approach, the bridge is compact, simple, elegant, and clearly legible for both footbridge and river path users.</p>

The high cost of railroad infrastructure maintenance, compared to the relatively low cost and growing capability of systems to assess infrastructure condition, offers significant potential for cost saving through improved data management systems. This paper looks at one company’s experience of systems in Europe and focuses particularly on the commercial value that can be delivered — other company’s systems are of course also available. Balfour Beatty Rail (BBR) is one of the world’s largest rail engineering and services providers and a significant part of our business involves Asset Management in its broadest sense. BBR’s hands-on experience as a builder and maintainer of railways informs our understanding of what data is helpful to ensure safety and optimize maintenance. Many of our systems have evolved though our own needs in railway maintenance and all are very commercially focused. This paper looks at some of the commercial drivers for these systems and draws on experience from a number of applications in Europe to highlight key areas of benefit. The paper begins with the high level commercial case for data and its effective use, looking at the opportunity for cost savings in asset management. It then looks at the information required to deliver specific types of benefit. Experience with a new system for London Underground to maximize the use of their limited maintenance windows is described. The implications of the UK’s penalty regime for train delays is then discussed, showing how it has driven investment in signaling monitoring resulting in reliability and availability improvement. Condition visibility is an essential prerequisite for effective planning and root cause analysis. For track, subject to many simultaneous degradation modes, location-centered visualisation software is providing users a clearer view of all relevant parameters. By presenting measurements from many different sources to provide a unified view with a location accuracy to within one tie, better targeted and cost-effective maintenance can be undertaken. Software developed by German subsidiary Schreck-Mieves takes a new approach to data management during visual inspections. Initially developed exclusively for their own use, the system aims to quantify a manual inspection. Information is checked for errors and completeness and recording is ergonomically designed to minimize inspection time. Results are combined into an overall evaluation based on a new KAV® wear margin parameter and can be “rolled up” to cover all or part of the network. Finally the paper describes how the UK’s 150-year-old infrastructure has necessitated a different approach to gauging to maximize space. Through infrastructure data management systems and a more analytic approach it is possible to undertake calculations that estimate “true” clearances. This frees up available space which can be used to increase vehicle capacity or save money, with a recent example showing savings of up to $35m made over a 150mile route upgrade, reducing the scope or works by up to a third.

Resumo:
Freight rail carriers have been continuously challenged to reduce costs and comply with increasingly stringent environmental standards, into a continuously competing and environmentally driven industry. In this context, current availability and relative abundance of clean and low cost non conventional gas reserves have aroused a comprehensive reevaluation of rail industry into fuel option, especially where freight rail are strongly diesel based. Countries in which rail sector is required to play an important role in transport matrix, where fuel expenditures currently accounts for a significant share of operational costs, like Australia, Brazil, United States and other continental countries, can be seen as strong candidates to adopt fuel alternatives to diesel fueled freight railways. Moreover, from an environmental perspective, the use of alternative fuels (like natural gas) for locomotive traction may allow rail freight carriers to comply with emission standards into a less technologically complex and costly way. In this context, liquefied natural gas (LNG) fueled freight locomotives are seen as a strong potential near-term driver for natural gas use in rail sector, with its intrinsic cost and environmental benefits and with the potential to revolutionize rail industry much like the transition from steam to diesel experienced into the fifties, as well as the more recent advent of use of alternating current diesel-electric locomotives. LNG rail fueled approach has been focused on both retrofitting existing locomotive diesel engines, as well as on original manufactured engines. Given the lower polluting potential of natural gas heavy engines, when compared to diesel counterparts, LNG locomotives can be used to comply with increasingly restrictive Particulate Matter (PM) and Nitrogen Oxides (NOx) emission standards with less technological complexity (engine design and aftertreatment hardware) and their intrinsic lower associated costs. Prior to commercial operation of LNG locomotives, there are some technical, operational and economic hurdles that need to be addressed, i.e. : i) locomotive engine and fuel tender car technological maturity and reliability improvement; ii) regulation improvement, basically focused on operational safety and interchange operations; iii) current and long term diesel - gas price differential, a decisive driver, and, finally, iv) LNG infrastructure requirements (fueling facilities, locomotives and tender car specifications). This work involved an extensive research into already published works to present an overview of LNG use in freight rail industry into a technical, operational and economical perspective, followed by a critical evaluation of its potential into some relevant freight rail markets, such as United States, Brazil and Australia, as well as some European non electrified rail freight lines.
