ObjectiveTo determine the met need for emergency obstetric care (EmOC) services in three Payams of Torit County, South Sudan in 2015 and to determine the frequency of each major obstetric complication.DesignThis was a retrospective cross-sectional study.SettingFour primary healthcare centres (PHCCs) and one state hospital in three payams (administrative areas that form a county) in Torit County, South Sudan.ParticipantsAll admissions in the obstetrics and gynaecology wards (a total of 2466 patient admission files) in 2015 in all the facilities designated to conduct deliveries in the study area were reviewed to identify obstetric complications.Primary and secondary outcome measuresThe primary outcome was met need for EmOC, which was defined as the proportion of all women with direct major obstetric complications in 2015 treated in health facilities providing EmOC services. The frequency of each complication and the interventions for treatment were the secondary outcomes.ResultsTwo hundred and fifty four major obstetric complications were admitted in 2015 out of 390 expected from 2602 pregnancies, representing 65.13% met need. The met need was highest (88%) for Nyong Payam, an urban area, compared with the other two rural payams, and 98.8% of the complications were treated from the hospital, while no complications were treated from three PHCCs. The most common obstetric complications were abortions (45.7%), prolonged obstructed labour (23.2%) and haemorrhage (16.5%). Evacuation of the uterus for retained products (42.5%), caesarean sections (32.7%) and administration of oxytocin for treatment of postpartum haemorrhage (13.3%) were the most common interventions.ConclusionThe met need for EmOC in Torit County is low, with 35% of women with major obstetric complications not accessing care, and there is disparity with Nyong Payam having a higher met need. We suggest more support supervision to the PHCCs to increase access for the rural population.

ABSTRACTHistorians usually trace the start of the first civil war in the Southern Sudan to the Torit mutiny of 1955. However, organized political violence did not reach the level of civil war until 1963. This article argues that 1955–62 was a period of increasing political tension, local low-intensity violence, and social and economic stagnation. It shows how these conditions influenced the attitudes of government officials, informed the policies that they pursued, and made a Southern insurgency likely. This historical analysis helps explain why a full-scale civil war began in late 1963 and why it was not avoided.

AbstractIn 1963, unrest in Sudan's three southern provinces (today's South Sudan) escalated into a civil war between the government and the Anya-Nya rebellion. The subsequent eight years of violence has hitherto largely escaped scrutiny from academic researchers and has remained a subject of popular imagination and politicised narratives. This article demonstrates how this history can be explored with greater nuance, thereby establishing a local history of a postcolonial civil war. Focusing on the garrison town of Torit, our research reveals a localised and personalised rebellion, made up of a constellation of parochial armed groups. This new history also demonstrates how these parties built upon experiences from imperial conquest and colonial rule when entrenching violent wartime practices such as mass displacement and encampment, the raising of local militias and intelligence networks, and the deliberate starvation of civilians — all common methods in subsequent wars.

The Hamiltonian shape invariant of a domain $X \subset \mathbb {R}^4$ , as a subset of $\mathbb {R}^2$ , describes the product Lagrangian tori which may be embedded in $X$ . We provide necessary and sufficient conditions to determine whether or not a path in the shape invariant can lift, that is, be realized as a smooth family of embedded Lagrangian tori, when $X$ is a basic $4$ -dimensional toric domain such as a ball $B^4(R)$ , an ellipsoid $E(a,b)$ with ${b}/{a} \in \mathbb {N}_{\geq ~2}$ , or a polydisk $P(c,d)$ . As applications, via the path lifting, we can detect knotted embeddings of product Lagrangian tori in many toric $X$ . We also obtain novel obstructions to symplectic embeddings between domains that are more general than toric concave or toric convex.

In South Sudan, child marriage is often positioned as a cultural practice tied to conflict and displacement as well as gender norms affirming that girls should marry. Based on findings of a multi-sectoral gender assessment conducted by Save the Children in Rumbek, Torit, Malualkon, Bor and Kapoeta, our paper draws attention to multiple, connected drivers of child marriage. Drawing specifically on findings related to child marriage, we suggest the need to understand child marriage in the context of cycles of poverty and inter-clan fighting. In many communities, cattle form the basis for the ‘bride price’, driving cattle raiding, due to pressure on males to marry. The ability to pay the bride price may be an indicator of manhood in some pastoralist communities of South Sudan. We suggest that while humanitarian interventions tend to fixate on empowering girls or addressing gender norms girls face, less attention is placed on the ‘demand side’ of child marriage – on the gender norms pushing boys and men to marry girls. Our paper emphasises the importance of tackling norms from both the perspective of girls as well as boys and men within a broader context of improving livelihoods in South Sudan.

The recent spate of firefighter fatalities has put the spotlight on Rapid InterventionTeam (RIT), which quickly rescues isolated firefighters. This study examines overseas casesof RIT/s to obtain implications for the operation of Korean RIT/s. RIC in the U.S., BA emergency team in the U. K., ANTS in Germany, and RIT in Canada are analyzed in thefollowing order: ① Concept, ② Operational status, ③ Training program and Equipment. Based on the analysis of overseas cases, the following are the implications for the design andoperation of Korean RIT/s: ① RIT/s should be implemented first in metropolitan areas andlarge cities rather than uniformly across the country. ② The initial RIT should be organizedamong the first responders to arrive at the accident site so that they can respond quickly toisolated incidents. ③ RIT/s should be mandatory for incidents at Response Level 2 and aboveand can be deployed at the discretion of the on-site commander for incidents below the level. ④ RIT should consist of at least four members, but the initial-RIT should consist of at leasttwo members if it is difficult to organize four. ⑤ The training program should include theprinciples and procedures of the RIT, rescue techniques and equipment, team cooperation andcommunication, and simulation. ⑥ Given that additional personnel cannot be provided toRIT/s now, improvements to personal protective equipment should be prioritized.

We prove the existence of a one-parameter family of nondisplaceable Lagrangian tori near a linear chain of Lagrangian 2-spheres in a symplectic 4-manifold. When the symplectic structure is rational, we prove that the deformed Floer cohomology groups of these tori are nontrivial. The proof uses the idea of toric degeneration to analyze the full potential functions with bulk deformations of these tori.

The leadership of Civil Society Organizations (CSOs) in service delivery is seen as a vehicle of effectivedevelopment and poverty reduction. The specific objectives of this study is to determine whethermanagerial conflicts affect service delivery of civil society organizations in Imehejek County, to identifywhether organizational structure affects service delivery of civil society organizations in ImehejekCounty and to determine if competition for funding affects service delivery of civil society organizationsin Imehejek County. The study used descriptive research design with a target population of 102employees. The researcher used Yamane Yaro formulae to obtain a sample size of 81 employees. Thedata was collected using the questionnaires and analyzed using SPSS version 23 descriptive analysis,Pearson correlation, analysis of variance (ANOVA) and multiple regressions. There is a positive andsignificant relationship among service delivery in the organization and competition for funding as theP-Value is at p 0.000 which is less than 0.05 and r (0.449**). The second relationship is among servicedelivery in the organization and managerial conflicts at P- value 0.01 which is less than 0.05 indicatinga positive and significant relationship and r (0.327**). The third relationship among service deliveryand organizational structure indicating a positive and non-significant relationship is at P-value, 0.252that is greater than 0.05 and r (.148). The recommendations of this study showed that the organizationsshould reduce managerial conflict, while enhance organizational structure and competition for funding

Torito es una aplicación que busca combatir la constante informalidad en los servicios de transporte en Lima al invitar a los conductores, que buscan generar ingresos adicionales, a un trabajo formal; y a usuarios, que requieran movilizarse en cortas distancias, a un servicio de transporte seguro y confiable Torito cobrará a los conductores suscritos una comisión del 20%, la cual se efectuará del precio total del servicio de traslado. En una primera etapa, Torito estará disponible en San Juan de Miraflores, con un plan de expansión para los próximos 5 años, que abarca los distritos de Lima Sur y Lima Este. Este servicio es totalmente posible, ya que está alineado a las necesidades de los clientes que usan diariamente el servicio de mototaxi para acercarlos a los paraderos, centros de trabajo y a otros destinos. Finalmente, en el análisis financiero, se demostró que Torito es un negocio viable y rentable, debido a que la Tasa Interna de Retorno es de 24.21%, que significa que Torito generará valor a sus inversionistas. Además, se podrá recuperar la inversión en un plazo máximo de 4 años.
Torito is an application that seeks to combat the constant informality in transportation services in Lima by inviting both drivers, who seek to generate additional income, to a formal job; and customers, who need to move around short distances, to a safe and reliable transportation service. Torito will charge subscribed drivers a 20% commission, which will be taken from the service fee. In a first stage, Torito will be available in San Juan de Miraflores, with an expansion plan for the next 5 years, covering the districts of southern Lima and eastern Lima. This service is totally possible, since it is aligned to the needs of the customers who use the motorcycle taxi service daily to bring them closer to the bus stops, work centers and other destinations. Finally, in the financial analysis, it was shown that Torito is a viable and profitable business, since the Internal Rate of Return is 24.21%, which means that Torito will generate value for its investors. In addition, the investment can be recovered within a maximum period of 4 years.

In this thesis, we investigate lattice chiral algebras as defined by Beilinson and Drinfeld. Given a factorisation monoid satisfying specific conditions and a super extension of this, Beilinson and Drinfeld show that one can push forward this line bundle (super extension) to give a factorisation algebra. Specifically, they describe this in the case of the factorisation monoid formed by taking Г-valued divisors set-theoretically supported over each divisor, for Г a lattice, as a method of constructing these lattice chiral algebras. In this work, we show that their definitions of such divisors, and of line bundles with factorisation on these, generalise to a wider class of objects given by taking coefficients in any cone, C, in a lattice. We show that, in this more general case, the functors of C-valued divisors with settheoretic pullback contained in S are ind-schemes, and, from this, that they form a factorisation monoid. Further, we show that super line bundles with factorisation exist on this factorisation monoid, and that if we have a super line bundle with factorisation on the factorisation monoid of C-valued divisors, we can push forward such a line bundle to get a chiral (factorisation) algebra as for lattices. Hence, we obtain a new class of chiral algebras via this procedure, which we call toric chiral algebras.

In this thesis we study the orbifold Chow ring of smooth Deligne-Mumford stacks which are related to toric models. We give a new quotient construction of toric Deligne-Mumford stacks defined by Borisov-Chen-Smith such that toric Deligne-Mumford stacks have more representations as quotient stacks. We define toric stack bundles using this new construction and compute their orbifold Chow rings. As an interesting application, we compute the orbifold Chow ring of finite abelian gerbes over smooth schemes. The extended stacky fans we introduced are used to give a new quotient construction of toric Deligne-Mumford stacks. These new combinatorial data have relations to stacky hyperplane arrangements, i.e. every stacky hyperplane arrangement determines an extended stacky fan. The hyperplane arrangement determines the topology of the associated hypertoric varieties. We define hypertoric Deligne- Mumford stacks using stacky hyperplane arrangements, generalizing the construction of Hausel and Sturmfels. Their orbifold Chow rings are computed as well. Borisov, Chen and Smith computed the orbifold Chow ring of projective toric Deligne-Mumford stacks. We generalize their formula to semi-projective toric Deligne-Mumford stacks. The hypertoric Deligne-Mumford stack is a closed substack of the Lawrence toric Deligne-Mumford stack associated to the stacky hyperplane arrangement which is semi-projective, but not projective. We prove that the orbifold Chow ring of a Lawrence toric Deligne-Mumford stack is isomorphic to the orbifold Chow ring of its associated hypertoric Deligne-Mumford stack. This is the orbifold Chow ring analogue of a result of Hausel and Sturmfels.

A long-standing problem in cobordism theory has been to find convenient manifolds to represent cobordism classes. For example, in the late 1950's, Hirzebruch asked which complex cobordism classes can be represented by smooth connected algebraic varieties. This question is still open. Progress can be made on this and related problems by studying certain convenient connected algebraic varieties, namely smooth projective toric varieties. The primary focus of this dissertation is to determine which complex cobordism classes can be represented by smooth projective toric varieties. A complete answer is given up to dimension six, and a partial answer is described in dimension eight. In addition, the role of smooth projective toric varieties in the polynomial ring structure of complex cobordism is examined. More specifically, smooth projective toric varieties are constructed as polynomial ring generators in most dimensions, and evidence is presented suggesting that a smooth projective toric variety can be chosen as a polynomial generator in every dimension. Finally, toric varieties with an additional fiber bundle structure are used to study some manifolds in oriented cobordism. In particular, manifolds with certain fiber bundle structures are shown to all be cobordant to zero in the oriented cobordism ring.

Sumering av projekt Det är något speciellt med ett hotell. Livet ur ett privat och offentligt perspektiv kokas ihop på en liten yta. I staden fungerar hotellet som mötesplats mellan det lokala och världen utanför. På vår tomt i Mariefred handlar det om krocken mellan den närliggande stadskärnan, Gripsholms slott och de med bil, ångbåt eller tåg anländande besökarna. Platsen har dock ett problem. Med en marknivå som knappt ligger över Mälarens vattenyta är tomten extremt känslig för översvämning och mättas ofta vid kraftiga regn. Ur denna förutsättning reser sig hotellet Vått & Torrt, en byggnad som vänt problemet till möjlighet och utnyttjat vattnets förmåga att stimulera våra mänskliga sinnen såväl som att skapa en ekologiskt hållbar plats. Hotellets rum formas runt en sänkning i tomten, som hamnar under grundvattennivån, och kan på så sätt få vatten att stå likt i en våtmark. En stilla morgon sitter gästerna och äter frukostbuffé på bryggan akompanjerat av en galande anka och vassen sus. På kvällen speglar sig festvåningens galej i vattnet och skapar ett ljusspel som får de sent anländande tågresenärerna att börja packa upp i jakt efter systemkameran redan på perrongen. Det sista den gamle tanten som hyrt rum nr 4 på plan 1 med balkongläge mot söder hör innan hon somnar i den gedigna hotellsängen är en kväkande skogsgroda. Exemplen ovan beskriver en ny typ av mötesplats där hotellets sociala rum gifter sig med naturresursen vatten. Min övertygelse är att alltid hitta platsens inneboende krafter i ett tidigt skede och skapa projektet utifrån dessa. På så sätt blir överaskningarna efter bygget övervägande positiva! För vem vill inte möta en gås på fönsterbläcket?
Summary of project There is something perticular about a hotel. Life from a private/public perspective are mould together on a small area. In the city the hotel functions as a meating point between the local and world around. On our site in Mariefred, the interesting is the clash between the small but dense city core and the parks that surrounds the castle of Gripsholm where there´s a big flow of visitiors arriving by car, steamboat or locomotive. The site has a problem. The groundlevel is just above lake Mälarens sealevel and thereby it´s very sensitive to flooding during heavy rain and snow melting. Out of these conditions the hotel "Vått & Torrt" are rising. A building that has turned the problem into a posibilty and uses the water to create a more sustainable place that also gives something nice to our human senses. The hotel are shaped around a lower on the plot, which has it´s ground level below the sea in order to make the water sustain on the site.

This project is an overview of Hamiltonian geometry on Kahler manifolds and of Kähler reduction. In the first section we define complex manifolds, give their basic properties and build some structures on them. We are mainly interested in Kähler manifolds which are a subset of symplectic manifolds. In the second section we discuss group actions on manifolds. We are only concerned with Hamiltonian actions for which we can compute their moment maps. From these we prove how to construct new manifolds using a process called Kähler reduction. Finally we define toric manifolds and review Delzant polytopes and their corresponding manifolds. In the third section we present detailed examples in order to clarify all previously given definitions.

Dans la première partie de la thèse on étudie un algorithme combinatoire qui correspond à l'itération de la modification de Nash d'une variété torique. On montre que, dans le cas de la dimension deux, cet algorithme s'arrête pour certains choix de cartes affines de la modification de Nash. De plus, on donne une borne pour le nombre d'itérations nécessaire pour que l'algorithme s'arrête dans les cas que l'on considère. Soit C(x_1,x_2) le corps des fonctions d'une surface torique. Alors notre résultat implique que pour toute valuation v centrée sur la surface torique tel que v(x_1) n'est pas un multiple irrationnel de v(x_2), une itération finie de la modification de Nash donne une uniformisation locale le long de cette valuation. Dans la deuxième partie on étudie la notion d'éclatement de Nash supérieur d'une variété algébrique. Cette notion consiste à remplacer des points singuliers par des limites de certains espaces vectoriels associés aux points non singuliers de la variété. On donne une description combinatoire de l'éclatement de Nash supérieur dans le cas de variétés toriques normales. En utilisant cette description, on montre que l'analogue du théorème de Nobile sur l'éclatement de Nash usuel est aussi valide dans ce contexte. Plus précisément, on montre que pour une variété torique normale, l'éclatement de Nash supérieur est un isomorphisme si et seulement si la variété est non singulière
In the first part of the thesis we explore a combinatorial algorithm that corresponds to the iteration of Nash modification on not necessarily normal toric varieties. We show that for toric surfaces this algorithm stops for certain choices of affine charts of the Nash modification. In addition, we give a bound on the number of steps required for the algorithm to stop in the cases we consider. Let C(x_1,x_2) be the field of rational functions of a toric surface. Then our result implies that for any valuation v centered on the toric surface such that v(x_1) is not an irrational multiple of v(x_2), a finite iteration of Nash modification gives local uniformization along this valuation. In the second part of the thesis we explore the notion of higher Nash blowup of an algebraic variety which is a modification that replaces singular points with limits of certain spaces carrying higher order data associated to the variety at non-singular points. In the case of normal toric varieties we give a combinatorial description of the higher Nash blowup in terms of a Groebner fan. This description allow us to prove the analogous of Nobile's theorem on the usual Nash blowup in this context. More precisely, we prove that for a normal toric variety, the higher Nash blowup is an isomorphism if and only if the variety is non-singular

Progressive-Addition Lenses (PAL) are commonly designed for non-astigmatic lens wearers, yet a large proportion of the population requires toric correction. Moreover, the optical performances of PAL are always given for lenses with spherical prescription. In fact, the charts of optical performances for PAL with toric prescription are not easy to interpret because of the combination of astigmatism induced by the progressive surface, the toric surface, and the obliquity of light rays.

The paraxial optics of astigmatic human eyes is covered by the optics of systems with obliquely crossed toric surfaces. For these systems, the dioptric parameters in terms of the 2 X 2 dioptric matrices are: the equivalent power matrix P e (which may be asymmetric), the back vertex power matrix P v , and the neutralizing or front vertex power matrix P n .1,2 For statistical considerations where thickness is taken into account (as opposed to a thin lens model), one might compute a mean P e , P v , and P n (10 known parameters).3,4 Since the means are statistical calculations and not optical calculations, the question then arises as to whether any real system of toric surfaces has the same dioptric parameters as these means. I'll refer to such matching systems as completely dioptrically equivalent (CDE) systems. These systems might be models of astigmatic eyes or general systems consisting of toric surfaces.
