A hypersensitivity reaction, either anaphylactic or anaphylactoid, is a well-known adverse effect following intravenous and oral administration of vancomycin. The authors report a case of circulatory collapse and its management after the topical application of vancomycin powder during spinal instrumentation surgery. A 52-year-old woman with breast cancer and metastasis to her spine underwent a vertebrectomy of the T-10 vertebra with instrumented reconstruction from T-8 to T-12. The patient was hemodynamically stable during most of the procedure despite a 2-L blood loss requiring administration of crystalloids, colloids, packed red blood cells, and fresh-frozen plasma. During closure of the subcutaneous layer, there was a sudden drop in blood pressure from 120/60 to 30/15 mm Hg and an increase in heart rate from 95 to 105 bpm. No skin erythema or rash was visible, and there was no bronchospasm or increase in airway pressure. The patient was treated with fluids, boluses of ephedrine, phenylephrine, and adrenaline. The operation was completed and the patient woke up neurologically intact but did require blood pressure support with a norepinephrine infusion for the next 4 hours. She was discharged from hospital in a good clinical state on the 4th postoperative day. It was speculated that the rapid absorption of vancomycin powder applied on the surgical wound caused an anaphylactoid reaction and the circulatory collapse. With an increase in the use of topical vancomycin in surgical wounds, communication and awareness among all intraoperative team members is important for rapid diagnosis of an adverse reaction and for appropriate management.

ABSTRACT The therapeutic efficacy of KP-103, a novel topical triazole, in a guinea pig tinea unguium model was investigated. Experimental tinea unguium and tinea pedis were produced by inoculation of Trichophyton mentagrophytes SM-110 between the toes of the hind paw of guinea pigs. One percent solution (0.1 ml) of KP-103, amorolfine, or terbinafine was topically applied to the nails and whole sole of an infected foot once daily for 30 consecutive days, and terbinafine was also orally administered at a daily dose of 40 mg/kg of body weight for 30 consecutive days, starting on day 60 postinfection. The fungal burdens of nails and plantar skin were assessed using a new method, which makes it possible to recover infecting fungi by removing a carryover of the drug remaining in the treated tissues into the culture medium. Topically applied KP-103 inhibited the development of nail collapse, significantly reduced the fungal burden of the nails, and sterilized the infected plantar skin. On the other hand, topical amorolfine and topical or oral terbinafine were ineffective for tinea unguium, although these drugs eradicated or reduced the fungal burden of plantar skin. The in vitro activities of amorolfine and terbinafine against T. mentagrophytes SM-110 were 8- and 32-fold, respectively, decreased by the addition of 5% keratin to Sabouraud dextrose broth medium. In contrast, the activity of KP-103 was not affected by keratin because its keratin affinity is lower than those of the reference drugs, suggesting that KP-103 largely exists in the nails as an active form that was not bound to keratin and diffuses in the nail without being trapped by keratin. The effectiveness of KP-103 against tinea unguium is probably due to its favorable pharmacokinetic properties in the nails together with its potent antifungal activity.

The article considers topical issues of the threat of collapse of democracy. Examples of the democracy collapse have shown the lack of free and fair elections in the world, which threatens the independence of the judiciary, restrictions on the right to freedom of speech, which limits the ability of the political opposition to challenge the government, to prosecute, to offer alternatives to the regime. The collapse of democracy in connection with the spread of COVID-19 is being considered, as the democratic spectrum has repeatedly resorted to excessive control, discriminatory restrictions on freedoms such as movement and assembly, and arbitrary or coercive coercion. Attention is drawn to the fact that the outbreak of coronavirus COVID-19 has led to the introduction in all countries of restrictions on the rights and freedoms of the individual in order to prevent the spread of this infectious disease, declared a global pandemic by the World Health Organization. Thus, the unusual nature of the COVID - 19 coronavirus pandemic poses numerous dilemmas to the public, governments, parliaments, the judiciary, law enforcement and many other actors when it comes to the need for effective protection of health and, ultimately, human life, as well as adherence to and ensuring the fundamental democratic principles of man and society.

The author of the article raises a topical question: “How will digitalization turn the humanity – towards civilization or collapse?” With a reliance on the “The Human quality” by Aurelio Peccei, a new project was justified aimed at preserving a person and educating a healthy personality. The project implementation requires at least 16–18 years. The successive system for the development of an “ecological person” focuses on the prevention of hereditary impairement and consists of six stages and is reinforced by already existing experience of several centers and institutions where innovative approaches to the development of a healthy personality are tested, starting from the embryonic period until adulthood.

It is well known that after the collapse of the Soviet state, its constituent states gained their independence one by one, and it became a topical issue to write the history of the new state in them. In some places, there have been cases of artificial antiquity of the history of their country, the creation of a history based on myths and fairy tales. In most cases, historical literature published after 1990 did not reach the historians of the neighboring state. It can be seen that the organization of scientific conferences between the fraternal peoples, the implementation of joint scientific expeditions has slowed down.

Dermatitis medicamentosa or contact dermatitis to topically applied medicaments, active ingredients or excipients, is encountered frequently in clinical practice and should be suspected in patients showing resistance to treatment despite adequate therapy and in patients, who complain of intolerance to a particular treatment. Topical corticosteroids are prescribed mostly in dermatology for their anti-inflammatory, antiproliferative, and immunosuppressive actions to treat various inflammatory dermatoses. These may act as allergens and produce immunoglobulin E-mediated immediate hypersensitivity (anaphylaxis, urticaria, angioedema, bronchospasm, vomiting, and cardiovascular collapse) or T-cell-mediated allergic contact dermatitis (ACD). Although it occurs less often and is not life threatening, ACD negatively impacts the quality of life by worsening preexisting dermatitis. The prevalence of hypersensitivity to these allergens varies across regions and periods of time depending on the clinical practice, prescribing habits, and types of cases studied. Over-the-counter availability of corticosteroids in multiple formulations in recent years may further compound the problem due to their indiscriminate and extensive use. Although about one-third of all cases of contact dermatitis are initiated or perpetuated by topical medicaments, the occurrence of contact dermatitis due to corticosteroids remains undersuspected. This is perhaps due to their anti-inflammatory and immunosuppressive properties that make it difficult to doubt and prove contact sensitivity that may be from a corticosteroid itself or to the additives and vehicles in the formulation. Patch testing can help identify the culprit agents in ACD but early diagnosis depends on clinical suspicion. Sensitization in contact dermatitis exhibits cross-reactivity patterns based on corticosteroid structure. Clinicoepidemiological presentation, evaluation, and management aspects of contact hypersensitivity reactions to corticosteroids are reviewed.

In this work, we report on tests performed with an experimental apparatus prototype based on a broad-energy germanium detector aimed at investigating topical, foundational issues in quantum mechanics: i.e., possible violations of the spin-statistics connection and models of dynamical wave function collapse. Our recent phenomenological analyses demonstrated the importance of pushing the research of new physics signal, predicted in these fields, to an energy range below 10 keV. We describe the development of the dedicated data acquisition system and of the pulse shape discrimination algorithm, which have already allowed us to get a factor two improvement in the lower energy threshold. Future plans are discussed to further improve the lower energy threshold to the level of a few keV.

Abstract With the growing importance of the principles of sustainable construction, the use of load-bearing timber-concrete composite structures is becoming increasingly popular. Timber-concrete composite offers wider possibilities for the use of timber in construction, especially for large-span structures. The most significant benefit from combining these materials can be obtained by providing a rigid connection between the timber and concrete layers, which can be obtained by the adhesive timber-to-concrete connection produced by the proposed stone chips method. A sustainable solution involves the abandonment of steel longitudinal reinforcement. The use of such a solution in practice is often associated with fears of a fragile collapse. Therefore, the issue of how to increase the safety factor of the proposed material is topical now. The experimental investigation is made to determine the effect of synthetic fibre use on timber-concrete composite behaviour by testing a series of timber-concrete composite specimens with and without fibres in the concrete layer. The obtained results show that adding 0.5 % of synthetic macro fibres allows to abandon the use of longitudinal steel reinforcement and prevents the formation of large cracks in concrete and the disintegration of the concrete layer in case of collapse.

Objective: The current case series will discuss about two horner syndrome cases with a different pattern of anhydrotic.Methods:Male 54 years old came with punctured and burned pain sensation at left hand for the last one year which radiated along the shoulder toward the tip of left fingers. There were 10 kgs of weight loss. Neurological examination showed unequal pupil size 2.5mm/1.5mm, left ptosis, left hemifacial and left arm anhidrosis. Cervical MRI showed burstfracture involved CV T1 pedicle.Results: CaseIMSCT Thorax showed suspicious of neurogenic tumor which resulted in CV T1 destructionandcaseIIMSCT thorax showed left lung collapse due to pleural effusionConclusion: Anhidrotic pattern will be an essential factor in making a topical diagnosis for patients with Horner syndrome, which also can be a fundamental basis in choosing the next additional examinations required to find the etiology.Keywords:Anhidrotic pattern, Horner’s syndrome, Sympathetic nerve

The development of mineral deposits very often occurs in stages. First, open-cut mining, then underground one. At the same time, the arrangement of shafts is always problematic, when it is necessary to choose between security and economic efficiency. Design solutions always convince us that the main thing is safety, but is it really so? This article is the initial stage in the formulation of a very topical issue, in the opinion of the authors, which consists in developing a method for estimating and forecasting the change in the state of shafts during operation. Experimental work was carried out at "Gaiskoe" underground mine, where seven shafts are located in operation, located 100-200 meters from the collapse zone, the depth of the trunks is more than 1300 meters. The main purpose of the research was to determine the wandering from the vertical axis of the trunk at different depths.

Clay minerals are widely utilized in pharmaceutical and dermatological sciences as a gastrointestinal medicine or skin remediation agent. In order to verify the feasibility of clays as an injection, pill, or topical agent, it is important to study their interactions with biological components, such as proteins. In this study, we utilized a protein fluorescence quenching assay and circular dichroism spectroscopy to evaluate general aspects of protein denaturation and conformational change, respectively. Three different clays; layered double oxide (LDO), montmorilonite (MMT) and halloysite nanotube (HNT), were treated with albumin and the physico-chemical effect on the protein’s conformation was investigated. MMT was shown to influence the conformational change the most, owing to the large accessible adsorption site. HNT showed meaningful circular dichroism (CD) band collapse as well as fluorescence quenching in the protein, suggesting a potential harmful effect of HNT toward the protein. Among the three tested clays, LDO was determined to affect protein structure the least in terms of three-dimensional conformation and helical structure.

The article is devoted to the topical after the collapse of the USSR problem of regional integration of sovereign countries for the joint solution of geopolitical, socioeconomic, general cultural and other tasks. The article analyzes the situation associated with the ambiguity of international legal criteria for the recognition of newly formed states and the inconsistency in the interpretation of the right of peoples to equality and self-determination. The historical justification is given and the legal basis for the entry of the Republic of South Ossetia into the Russian Federation as a new subject is described. It is shown that the reunification of two Ossetias, North and South, which created a new historical reality in the life of the Ossetian ethnic group, became the basis for the decision of the leadership of South Ossetia to join Russia by holding a referendum. The circumstances of the postponement of the referendum for an indefinite period are substantiated. The author concluded that the integration of Russia and South Ossetia will lead mainly to positive consequences for both states.

For topical treatment of skin cancer, the design of pH-responsive nanocarriers able to selectively release the drug in the tumor acidic microenvironment represents a reliable option for targeted delivery. In this context, a series of newly synthesized surface-active fatty acid-protic ionic liquids (FA-PILs), based on tetramethylguanidinium cation and different natural hydrophobic fatty acid carboxylates, have been investigated with the aim of developing a pH-sensitive nanostructured drug delivery system for cutaneous administration in the skin cancer therapy. The capability of FA-PILs to arrange in micelles when combined with each other and with the non-ionic surfactant d-α-Tocopherol polyethylene glycol succinate (vitamin E TPGS) as well as their ability to solubilize imiquimod, an immuno-stimulant drug used for the treatment of skin cancerous lesions, have been demonstrated. The FA-PILs-TPGS mixed micelles showed pH-sensitivity, suggesting that the acidic environment of cancer cells can trigger nanostructures’ swelling and collapse with consequent rapid release of imiquimod and drug cytotoxic potential enhancement. The in vitro permeation/penetration study showed that the micellar formulation produced effective imiquimod concentrations into the skin exposed to acid environment, representing a potential efficacious and selective drug delivery system able to trigger the drug release in the tumor tissues, at lower and less irritating drug concentrations.

Sepsis is a systemic inflammatory response triggered by microbial infection that can cause cardiovascular collapse, insufficient tissue perfusion and multi-organ failure. The cation channel transient receptor potential vanilloid 4 (TRPV4) is expressed in vascular endothelium and causes vasodilatation, but excessive TRPV4 activation leads to profound hypotension and circulatory collapse - key features of sepsis pathogenesis. We hypothesised that loss of TRPV4 signaling would protect against cardiovascular dysfunction in a mouse model of sepsis (endotoxaemia).Multi-parameter monitoring of conscious systemic haemodynamics (by radiotelemetry probe), mesenteric microvascular blood flow (laser speckle contrast imaging) and blood biochemistry (iSTAT blood gas analysis) was carried out in wild type (WT) and TRPV4 knockout (KO) mice. Endotoxaemia was induced by a single intravenous injection of lipopolysaccharide (LPS; 12.5 mg/kg) and systemic haemodynamics monitored for 24 h. Blood flow recording was then conducted under terminal anaesthesia after which blood was obtained for haematological/biochemical analysis. No significant differences were observed in baseline haemodynamics or mesenteric blood flow. Naïve TRPV4 KO mice were significantly acidotic relative to WT counterparts. Following induction of sepsis, all mice became significantly hypotensive, though there was no significant difference in the degree of hypotension between TRPV4 WT and KO mice. TRPV4 KO mice exhibited a higher sepsis severity score. While septic WT mice became significantly hypernatraemic relative to the naïve state, this was not observed in septic KO mice. Mesenteric blood flow was inhibited by topical application of the TRPV4 agonist GSK1016790A in naïve WT mice, but enhanced 24 h following LPS injection. Contrary to the initial hypothesis, loss of TRPV4 signaling (either through gene deletion or pharmacological antagonism) did not attenuate sepsis-induced cardiovascular dysfunction: in fact, pathology appeared to be modestly exaggerated in mice lacking TRPV4. Local targeting of TRPV4 signalling may be more beneficial than global inhibition in sepsis treatment.

The era of the formation of the Bolshevik authoritarian regime in the country (1917-1938) is the most studied segment of the history of journalism of the national regions of the North Caucasus. In the historiography of this stage of the development of the regional media system, three periods can be distinguished, each of which has its own characteristics. The first (1920-1950) is characterized by review articles published in specialized journalistic publications expressing the directives of the Bolshevik leadership in the field of press. At the second stage (1950-1990), a scientific study of the processes of the formation of an authoritarian model of regional journalism was originated, which was characterized by a one-sided approach from the position of Marxist ideology. With the collapse of the communist regime in 1991, a revision of the concepts of Soviet historical and journalistic science began. However, as for the studies devoted to the history of journalism in the North Caucasus, we can say that the problem is insufficiently studied.

Belarus is of particular interest not only because of the high level of russification at the time of the collapse of the USSR but also because of its close relations with Russia afterwards. Belarus is the only country in the post‑Soviet space that has legally secured the equal status of the Belarusian and Russian languages as official languages, which results in legally fixed bilingualism. However, the actual position of the two languages is not equal at all and the functional scope of the Belarusian language is still limited. The purpose of this work was to determine the current state of the language situation and to determine the prospects for bilingualism based on the language‑governing rules and the analysis of the education sector since it reacts most sensitively to to any changes in legislation pertaining to language policy and most effectively influences the formation of multilingual society. In addition, research hypotheseswere presented through the prism of political discourse, namely the rhetoric about bilingualism present in the official speeches of the President of the Republic of Belarus, A. Lukashenko).

The de-facto statehood is a multi-faceted phenomenon of the international politics. They are key elements of the ethno-political conflicts in the contexts of collapse of multi-ethnic federations, empires as well as processes of decolonization. In spite of growing scientific interest to this phenomenon de-facto states’ studies face a clear lack of interdisciplinary research. Most of papers are devoted to the conflict dynamics, issues of theory and international law issues or cover some particular country cases. The topical perspectives of de-facto states are often studied with no special attention to their historical background. The offered article examines the trajectories of the struggle for the sovereignty of Post-Soviet de facto entities. The author provides a comprehensive analysis of their evolution in the last years of the existence of the Soviet Union and in the period after of the USSR dissolution. The article offers a typology of de facto states. From the author’s point of view, we can talk about two generations of such formations. If the first generation was a result of the once single state collapse as well as growing fight for revisiting statuses of former union and autonomous entities, the second one was a consequence of the crisis of nation-building in the newly independent states and the growing competition between Russia and the West for influence in Eurasia. The article presents the evolution of the trajectories of the de facto states struggle for sovereignty in the context of three successive Post-Soviet regional orders. According to the author, all the Post-Soviet unrecognized republics were formed in the conditions of the destruction of the constitutional consensus of 1977–1978. However, then the trajectories of asserting and protecting the sovereignty of the de facto entities diverged significantly. The author evaluates the general and special features of these processes. In his view, this dynamic has depended on the regional context changes (revision of “the Belavezha order”) but at the same time, changes within de facto states seriously influenced the international environment.

As the history of the Perestroika period has shown, the History teaching in school is often aimed not so much at educating the student as at shaping his worldview. The upbringing of a whole generation of young people in the spirit of constantly emphasizing the negative features of the Soviet past led to the fact that the collapse of the USSR was generally accepted with approval in most of the former Soviet republics. Therefore, the analysis of the content of history textbooks seems to us to be an extremely important and topical issue. Since the world has obviously entered a new stage of growing international tension in recent years, such an issue has become even more significant today. The article considers a number of textbooks on the history of Kyrgyzstan published in that country in the 21st century. Having analyzed the nature of the presentation of the history several major periods of history, the author concludes that modern Kyrgyz historiography is characterized, first of all, by traditional approaches that were formed back in the Soviet period. Although the tendencies of describing certain events in a purely negative way, characteristic of the 1990s, still persist in places, they no longer dominate.

The stereotypical image of Hungary transmitted by Vicente Blasco Ibáñez. This study focuses on stereotyped images and topics relating to Hungary and the Hungarians, as presented by the Spanish writer Vicente Blasco Ibáñez in his travel book Oriente (The Orient), written in 1907 en route to the Ottoman Empire. Two chapters from part one of the book are about a stage in his journey that was a boat trip along the Danube, starting in Vienna and finishing in Budapest. This section of the book deals with the Hungarian Kingdom within the Austro-Hungarian Empire. In these chapters the author displays a rudimentary knowledge of Hungarian history, and interprets the political and social reality of the country in a simplistic, topical, distorted way. The author describes the landscape and the historic monuments, as well as making a political analysis of the ambitions of Hungarians within the Empire. He compensates for his his lack of knowledge by offering his readers stereotyped images of what, in his time, would be seen as typically Hungarian. Nevertheless, he succeeds in foretelling the collapse of the Austro-Hungarian Empire, and suggests this would happen as a consequence of an armed conflict, even though he cannot imagine how near in time it actually was, or the circumstances surrounding it.

The article touches on the topical issue of interaction between law and morality, caused by the fact that society is constantly developing, and this process is endless, therefore, the norms of law and morality are constantly changing in their development. This process is not easy and covers different sides. Any country is unique because it has its own specific features and uniqueness. The Russian Federation is particularly unique, because on the one hand, it is the largest in terms of area, population and territory, on the other hand, it is home to a large variety of ethnic groups. Our government has repeatedly experienced a total conversion, was confronted with a powerful crisis, not only political, but also economic. With the collapse of the Soviet Union, Russia again experienced a crisis that affected the economy, politics, and the spiritual world of Russian society. Up to the present time Russia is trying to overcome this crisis, at the same time faced with new challenges. Political transformations, economic realities, and many other factors certainly have an impact on law and morals, because in the country, society, subjected to huge tests, regularly changes, changing its spirit and mentality. The past legislation is outdated, and the new one is still being formed, passing through a number of mistakes and entering into disagreement with the past foundations.

J. Grandville’s ironic depictions of humanized animals were popular with French audiences, whose contemporaries and morals became the object of denunciation. The perennial tradition of comparing man and beast was accentuated in the 18th and 19th centuries as new scientific theories appeared. These theories called into question the primacy of man and relegated him to the animal class, thereby greatly complicating the philosophical discourse on the animal being, in which French artists were also involved. In Grandville’s caricature, the juxtaposition of civilization and natural savagery moved to another level, serving not only to play on the commonplaceness of fellow citizens, topical scientific statements and physiognomic studies, but also to channel apocalyptic moods. By creating an otherworldly, mirror image of the human world in his zoomorphic drawings, the master concealed behind humour the speculation about its collapse. Fatalism is perceived in the images of beasts that have replaced humans, have taken their place and have governed their state; in the incorrigibility of characters and patterns of behaviour (predator — prey); and in the physical destruction of the world. This is most fully expressed in the “Un Autre Monde” cycle, whose goal was the need to create a new universe to replace the obsolete globe. Despite the obvious tragedy of such a vision, Grandville presented a sense of doom and imperfection in the form of amusing anthropomorphic animals.

In connection with the exhaustion of the service life of a significant number of buildings and structures throughout the country, assessing their residual service life in general and load-bearing structures separately is an urgent task. The constant degradation of reinforced concrete bending elements due to the simultaneous impact of force and environmental factors leads to the risk of an accident and collapse. The choice of a method for determining the residual service life of building structures, which makes it possible to determine the probable moment of the onset of the limit state, remains a topical issue. The authors reviewed and analyzed the existing methods for assessing the residual service life of building structures of buildings and structures. Based on the analysis of existing methods and the experience of field surveys of building structures of buildings and structures, a method for determining the residual service life of reinforced concrete bending elements is proposed. The calculations of the residual service life of reinforced concrete floors according to the existing and proposed methods are given, the directions for their improvement are indicated. It is shown that it is advisable to determine the residual service life based on the results of field surveys and verification calculations of reinforced concrete structures, taking into account the identified corrosion damage to concrete and reinforcement caused by an aggressive operating environment, as well as determining the parameters and trends in the development of corrosion damage.

On August 19, 2024, Astana hosted an international conference on “Topical issues on the history of the Kazakh Khanate from the second half of the 15th – first half of the 18th century”. On August 20–21, another international conference was held, entitled, “Ethnopolitical history of the Jochi, Chagatai, Haidu and Moghulistan uluses” and dedicated to the 800th anniversary of the formation of the Jochid Ulus. The event was organized by the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Scientific Institute for the Study of the Jochid Ulus. More than 70 leading scientists, specialists and researchers researching the history of nomadic societies and empires, including the history of the Kazakh Khanate and the Golden Horde, from Kazakhstan, Russia, Uzbekistan, China, Canada, Japan, and Austria participated in the conferences. The conferences discussed the issues of studying the Kazakh Khanate and the ethnopolitical history of the Jochi, Chagatai, and Haidu Uluses which were formed during the collapse of the Mongolian Empire. Moreover the participants discussed the issues of developing the fourth volume of the History of Kazakhstan and creating a separate book dedicated to the history of the Kazakh Khanate. Within the framework of the 2nd conference dedicated to the history of the Jochi, Chagatai, Haidu uluses, and Moghulistan, a private screening was organized for the documentary film “Batu: Historical Detective” created by Kazakh director Rashid Nugmanov. The was contributed to by historians and researchers from Kazakhstan, Russia, Ukraine, Mongolia, France, Canada and the USA.

To date, there are no separate studies of the status of a modern Ingush woman, her position in society, etc. At the same time, there are paragraphs, fragments in the works of Ingush researchers, as well as a small number of articles published by Ingush scientists in Russian scientific journals and republican newspapers. This article attempts to partially fill this gap - to describe the place and role of women in modern Ingush society, which have undergone significant transformations due to objective reasons (the collapse of the USSR, the Ossetian-Ingush conflict, the formation of the Ingush Republic , the strengthening of religious sentiments of the population, globalization processes, etc.) In this work, we examined such topical issues as psychological and physical violence in the family, the reasons for this phenomenon in Ingush families; introduced new ethnographic information obtained by us during the research in 2018-2020. We concluded that the topic of violence is relevant not only for the Ingush region, but also for the country as a whole. The lowering of the status of the Ingush was not influenced by Islam, as many authors wrote about, but, rather, by an incorrect interpretation of the norms of religion. Today, women in Ingushetia are becoming more and more independent, as they have become economically independent. Despite this, traditional attitudes continue to play an important role in the life of the Ingush. This is evidenced by the fact that women prefer to marry as a second wife to an Ingush, rather than the first to a person of a different nationality.

The problem of production, export, import, and consumption of food was always topical for the long history of Georgia. At all stages of the society development, people need to take food and meet other of their elementary needs. Issues of food supply assurance of the Georgian population differ according to time periods. For example, in Shota Rustaveli’s poem The Knight in the Panther’s Skin it is described that the living standard in the 11th–13th centuries was quite high. At that period of time, Georgia was fed with its own grain. Along with wealth, Shota Rustaveli also characterizes poverty. Most of the state's income was spent on the poor people, so there was a large gap between the rich and poor population. In the 16th and 17th centuries, the problem of poverty and wealth of the population was highlighted by prominent public figures: Sulkhan – Saba Orbeliani and Vakhushti Bagrationi. Ilia Chavchavadze describes the problem of poverty in the country by the end of the 19th century. Poor living conditions of the population were noted during the initial phase of Georgia in Soviet Union and during World War II. Better conditions existed at the last stage of socialism.Meeting the population’s demand for principal foodstuffs and providing near-rational norms of such foodstuffs has always been a major objective of the governments of all times.The prolonged transformation process of the economy of Georgia with its social characteristics was particularly painful. A sharp decline in the standard of life started from the 1990s. Before the economic collapse, a monthly rated wage in Georgia with its foodstuff purchasing power parity almost equaled that of developed countries.

Of all the degenerative diseases, Alzheimer's has a particular grip on the public interest and the collective imagination of the ageing populations of Western societies. In Québec the number of people affected currently stands at some 20,000, with a quarter of a million sufferers predicted in twenty years’ time. The failure of memory, the loss of social connection, the disappearance of self- and social awareness and the collapse of identity, all of them outrunning other bodily failures, are disturbing and harrowing features of the illness for sufferers themselves in the first instance, and increasingly, as degeneration runs its unstoppable course, for those around them. At the same time, the physiological particularities of the disease link into broader philosophical, psychological and social questions about the role of the memory in the constituting of individual and social identity, and about the conflicting pressures of autonomy and dependence in the field of personal and social interaction. These questions have always greatly interested creative writers, and the intensity of their refraction through the lens of Alzheimer's thus has a wide-ranging general relevance as well as being peculiarly topical. Representation of the illness on stage to a theatre audience poses however ethical and artistic challenges that substantially exceed the private, intimate modes of the novel and poetry. Some of the different ways in which playwrights in Québec have responded to these challenges, and their varying emphases on the complex impacts of the illness are examined here through a comparative and contrastive analysis of Marie Laberge's Oublier (1987), Robert Gravel's Il n'y a plus rien (1992) and Michel Tremblay's L'Impératif présent (2003).

The concept lieu de mémoire (site of memory) was developed by the French historian Pierre Nora in the 1970–90s, who suggests to use the term to refer to “any significant entity, whether material or non-material in nature, which by dint of human will or the work of time has become a symbolic element of the memorial heritage of any community” [Nora, Kritzman 1996:18]. Lieux de mémoire function as an array of mnemonic techniques, which are necessary when the real memory (milieux de mémoire) fades. Lieux de mémoire are repeatedly employed in referring back to the past, thus sustaining the actual identity of a community and laying a solid foundation for developing the existing identity or re-shaping it. In the Post-Soviet cultural space of Latvia lieux de mémoire, which are associated with the Soviet past, can be encountered everywhere, from the “The Government Inspector”, staged by Alvis Hermanis and performed during the 2010s, to the nostalgic interior objects in cafés, the hullabaloo stirred by the contest New Wave, the popularity of Karosta Prison in Liepāja, and social media users’ commentaries on the Internet about the topical events in contemporary society. The article discusses the potential links of these phenomena to contemporary socio-political events and attempts to establish if they hide any efforts to restore collective and individual memory, which were split alongside the so-called rewriting of history that took place as a result of the collapse of the Soviet Union, or indications of flaws in Western neoliberalism and neoconservativism while seeking opportunities for renewal of society by way of indirect leftist ideological implications.

One of the topical directions of modern fractal radio physics is the multifractal analysis of signals and processes of various origins. A set of deterministic and stochastic models of monofractal and multifractal signals and processes in the time domain is proposed. New multifractal signal characteristics, namely, the coefficient of asymmetry of the multifractal spectrum function, the relative width of the multifractal spectrum and the dimension of the multifractal support, are introduced, the necessity of their use is demonstrated on examples. Using Wavelet Transform Modulus Maxima Method and Multi-Fractal Detrended Fluctuation Analysis Method, a detailed multifractal analysis of model signals is performed. The features of multifractal analysis of monofractal, multifractal and non-fractal signals are established, the appropriate recommendations for practitioners are formulated. Convenient formats for presenting analysis results have been developed. It was found that during the transition of the multifractal signal to the monofractal regime, the function of the multifractal spectrum of the physical fractal does not collapse into a point, as it should happen in theory for a mathematical fractal. Threshold values of multifractal characteristics, which are indicators of the appearance of the monofractal, are proposed. It has been shown that multifractal analysis of non-fractal signals leads to the appearance of multifractal spectra with anomalous values of multifractal characteristics. The correction function method is modified for the methods of multifractal analysis of signals and processes. It is proved that its usage makes it possible to reduce the deviation of the obtained estimate of the generalized Hurst exponent from the true known value of the Hölder exponent of the analyzed signal from 5 – 90% to 3 – 8%.

There is ethnic revival in modern Russian society that makes us to comprehend the dynamics of ethno-confessional processes, including historical ones. After the collapse of state socialism and in the conditions of the unfolding dramatic process of transformations of the religious landscape, ethnic identification began serving to preserve the sociocultural specificity of an ethnic group. Based on this, one of the primary questions for us is the analysis of the influence of religious revival on the Jewish population of Dagestan and the identification of the totality of the features and problems of the Jewish population in the ethnoconfessional space of the national region. The so-called “Jewish issue”, which took place during the time of Imperial Russia, remained relevant for a sufficiently large Soviet period, and became topical in the post-Soviet period. The practical relevance of this issue is primarily associated with an increase in interethnic tension and xenophobia in modern Russian society. There is a problem of Jewish identification in the 1985–2000s in this article associated with the growth of migration processes among them. This process intensified after the adoption of the religious legislation of the 1990s. This study was conducted with using archival documents from the Central State Archive of the Republic of Dagestan. Author concludes that, despite the upheavals in the political life of our country and the growth of migration activity among the Jews of the republic, there was a religious identification with Judaism as part of the culture. In the compartment of features and problems associated with the Jewish population in the post-Soviet space, the author also points out the role of clergy, their interaction with authorities in solving pressing social problems.

AbstractTea tree oil is an essential oil distilled from the leaves of Melaleuca alternifolia, a plant native to Australia. It has been used in traditional medicine for its antiseptic and anti-inflammatory properties to treat various skin conditions and infections. It has also been incorporated into many topical formulations to treat cutaneous infections and speed wound healing. In vivo and in vitro studies report antiproliferative effects in skin disorders but the molecular mechanisms underlying this effect remain to be still elucidated. In this study MTT assay, scanning electron microscopy-field emission gun, flow cytometry, cell cycle assays, and laser scanning confocal microscopy were utilized to investigate a novel mechanism underlying the antiproliferative effects of tea tree oil and terpinen-4-ol on transformed skin (melanoma) M14 cells. The analysis of the actin cytoskeleton by laser scanning confocal microscopy evidenced a clear action of both essential oil and its main active component on F-actin, which interfered with bundling of actin microfilaments in stress fibers. As for the microtubular network, both tea tree oil and terpinen-4-ol induced a disorganization of the perinuclear cage with the rupture and collapse of microtubules. Finally, they noticeably changed the intermediate filaments architecture by inducing the formation of large vimentin cables. Results obtained in the present study point to the cytoskeleton as a further target of tea tree oil and terpinen-4-ol and could account for the inhibition of proliferation and invasion of skin transformed M14 cells. In our experimental conditions, vimentin intermediate filaments appear to be the cytoskeletal element more affected by the treatments. Moreover, the role of cross-linker proteins in the mechanism of action of tea tree oil has been discussed.

The article examines the topical issues of defining the parametric features of the phenomenology of "municipal values”. The authors, on the basis of research and analysis of the historical retrospective of the origin and functioning of city self-government, determine the main stages of the appearance, formation and functioning of municipal values. The study of the phenomenology of municipal legal values is accompanied by the construction of a procedural chain "public values - constitutional values - municipal values”, in which the latter are considered as a natural manifestation and result of the activity of both public and constitutional values. A conclusion is made about the special role and significance of municipal legal values, which arose in historical retrospect, and were supplemented by the experience of the existence and functioning of city self-government, the achievements of which were interpreted at other levels of local self­government. This is evidenced by the borrowing by the national legislator of municipal legal values from the state legislation on local self-government and by the international legislator from the array of norms of international public law through the use of the mechanisms of international treaty law. It is also proven that modern international public law actually contains a paradigm that has developed due to the perception by the signatory states of relevant international treaties of the profile focus of international legal standards of local self­government. Its main subject, on the one hand, is the fundamental principles of local democracy, which have been generalized by the Western (European) experience of municipal activity and municipal construction, and on the other hand, they are nothing more than the values of municipalism, which must be borrowed by the post-Soviet states parties to such international agreements that after the collapse of the USSR acquired state sovereignty and entered the circle of independent member states of their European and international community.

The military-political reconfiguration of the post-Soviet space that is comparable in its scale and possible consequences to the process of the collapse of the former USSR is taking place now. This development makes topical the study of the roots of the Eurasian conflict and the trajectories of its development. The author of the article has chosen the Armenian-Azerbaijani conflict as an analytical pattern in order to reconceptualize some explanation models and redefine key definitions concerning it. The study represents a greater panoramic view on the spectrum of the Armenian-Azerbaijani disputes. Following E. Azar theoretical ideas, he identifies the Armenian-Azerbaijani conflict as a protracted social one covering both ethnic, intercommunal, interstate, national and external dimensions. He also pays attention to the major concepts of the K. Deutsch communication theory. The author traces the spread of nationalism strategies in the South Caucasus in parallel with modernization, urbanization and growth of literacy. He connects the strengthening of these strategies with the first experience of Armenian and Azerbaijani nation-states in 1918–1920 and subsequent “Sovetization” of both republics. Particularly underlying the Soviet techniques that address the nationalism, the author concludes that the specific political experience in the USSR promoted ethno-territorial nationalism. Thus, by the eve of the Soviet Union’s demise both republics were ready to launch new editions of their nation-states. Traditionally, scholars, while addressing the confrontation, oppose the Karabakh Armenian fight for national liberation and Armenian occupation of some Azerbaijani areas. The author examines the particularities of the two aforementioned formats of the conflict after the dissolution of the USSR and offers an explanation framework to the new realities of the current state of this conflict after the “second Karabakh war” of 2020.

Dental caries is a most common disease that affects large number of people. It is a worldwide public health problem, affecting numerous urban and rural communities. White-spot lesions (WSL) are the earliest macroscopic evidence of enamel caries. Typically, the enamel surface layer stays intact during subsurface demineralization, but, without treatment, will eventually collapse into a full cavity. Near-neutral pH of saliva is endowed with a natural buffering capacity. Natural demineralization of tooth at an early stage is reversed by saliva, which contains calcium ions, phosphate ions, buffering agents, fluoride, and other substances. The strategy for aided remineralisation is to have ions directly delivered to where and when they are needed the most. Several mechanisms are available for aided remineralisation. The most well known is the delivery of topical and systemic fluoride, which has been proven to be a highly effective measure for prevention of caries. However limitations and risks associated with the use of fluoride as a remineralising agent fuelled the need to develop newer non-toxic techniques that deliver calcium and phosphate ions directly into subsurface lesion and/or boost remineralising properties of saliva. Encouraging microscopic changes in the demineralized enamel surface following the treatment with different concentration of metal salts, involving zinc, strontium, magnesium, in addition to stannous fluoride, many metal salts are in use for the treatment of dental caries. Microscopic examination was conducted on teeth samples before and after pH-cycling procedure and following the treatment with the selected metal salt under polarized microscope (100X). The best obvious remineralisation was found following treatment with stannous fluoride, followed by zinc chloride. The stannous fluoride was the best in the remineralisation of initial caries, results for other metals seem to be promising if used for prevention of dental caries. Mineralization of teeth is determined by major inorganic elements as calcium, phosphorous in addition to other elements that occur in traces within tooth structure (Thylstrup and Fejerskov, 1996 Murry, 1996 Peter, 2004). Fluoride now a day is widely used either systemically or topically to increase resistance of teeth surface, it has been well documented as a major contributing factor in the decline of the incidence and severity of dental caries in many countries (Murry, 1996 Curzon,1999).So far fluoride has been considered to play an almost unique role in the prevention of dental caries however there is no reason to dismiss the role of other elements as being potential cariostatic agents. Different concentrations of different metal ions as zinc and copper have been tested for better effect on remineralisation in vitro (Dedhiya, et al., 1974 Fang et al., 1980). However controversy is present in the literature concerning their effectiveness in prevention of dental caries when used topically at effective concentrations (Torredo et al., 2004 Elzbieta et al., 2008 Curzon, 1983).

The purpose of this article. The purpose of the article is to analyze the historical processes of the development of ballroom choreography in the Baltic countries in the XX century. The methodology. The following methods were applied in the work: historical and historical-genetic — in order to understand the genesis, the specifics of the processes of development of ballroom dance; source study — for the selection and processing of sources related to the art of ballroom dancing; comparative — to compare the historical periods of the evolution of ballroom culture; included observation — to view individual choreographic works and their preliminary comprehension. The scientific novelty. For the first time, an attempt was made to study topical issues of the development of ballroom choreography in the Baltic countries in the XX century. The results. The Baltic republics became the center of the development of Soviet ballroom choreography, because ballroom practice existed here even before World War II as part of local traditions. The first choreographic organizations arose here, in particular, the Estonian Dance Union (1930). In the post-war period, local and international ballroom dance tournaments were held at a high level in Estonia, Latvia and Lithuania. A generation of outstanding ballroom dancers has formed in Riga, Tallinn, Vilnius, Klaipeda and other cities. In the Baltic republics, the “Soviet program” of ballroom dancing did not become popular: due to the lack of strict party censorship that exists in other Soviet regions, local dancers developed as performers of the European and Latin American programs. Conducting seminars and master classes in different republics of the USSR, they served as conductors of high standards of world ballroom choreography in the Soviet Union. The collapse of the USSR led to significant socio-cultural transformations and the beginning of a movement towards European integration, the Baltic countries, like other former Soviet republics, began to actively join the world traditions and trends of ballroom choreography.

This article covers the study of modern authoritarianism in institution-targeted paradigm and describes the main trends in modern research: refinement of classification and measurement of authoritarian regimes; analysis of factors influencing their stability and survival. It considers continuous and categorical approaches to classification of political regimes. Authoritarianism is defined as a form of organization of political and state orders based on the use of informal practices in order to retain the power of the ruling political actor (individual or collective) and redistribute the national resources in his interest. This article also presents a new type of authoritarian regimes – neo-authoritarian, where depending on the current political situation and tasks of political and state governance faced by the regime, the dominant mechanism is either systemic corruption or politically motivated state power coercion alongside permanent manipulation of public opinion. The typological analysis of modern authoritarian regimes presented in the article identifies four categorial groups: authoritarian monarchies, communist regimes, postcolonial dictatorships and neo-authoritarian regimes. The latter is divided into two sub-groups: transformational neo-authoritarian regimes established as a result of overthrow of previous dictatorial regimes, or authoritarian reversals; post-Soviet authoritarian regimes stemming from the collapse of the Soviet Union, where the same type of governing social stratum is a direct legacy of the Soviet party and economic nomenklatura. The boundaries between postcolonial dictatorships and neo-authoritarian regimes are conditional and flexible. In situations critical to retaining power, neo-authoritarian regimes use a full range of practices of politically motivated violence intrinsic to dictatorships, while dictatorial regimes employ a wide array of methods of neo-authoritarian regimes to simulate compliance with modern requirements and demonstrate “softening of customs”. The article suggests a topical research trend – analysis of modern practices of authoritarian rule with regards to political and historical dynamics, endogenous and exogenous factors caused by postindustrial civilizational transit and impacting on such practices.

The article deals with the analysis of humanitarian and security aspects of topical issues on the international agenda (particularly Russia’s ongoing aggression against Ukraine and the deepening geopolitical rivalry between the U.S. and China, in which the PRC uses Russia as an ‘icebreaker’ against the collective West) in the context of the COVID-19 pandemic, erosion of the international legal system, and weaknesses of international institutions. The author outlines the origins of trends regarding unjustified tolerance of various ‘left’ ideas, pro-Russian politicians, and practices in liberal-democratic countries after the collapse of the USSR; these trends often lead to indoctrination of harmful strategic illusions, growth of dangerous populist, authoritarian or extremist public attitudes, and significant escalation of threats to national, regional, and international security. The article substantiates the fundamental importance of restoring the territorial integrity of Ukraine within internationally recognised borders for ensuring global stability, security, and legal order. The author articulates the necessity of imposing greater sanctions and restrictive measures against Russia, its legal entities, individuals, and proxies, which continue to use the methods of hybrid warfare and state terrorism (not only in the occupied Crimea and ORDLO but also around the world), as well as of bringing to justice the persons involved in international and war crimes. Given the changes in the global security environment, the article emphasises the need for critical analysis and rational rethinking of some methodological approaches and strategic ideas previously used in national and international policy. The author also enunciates some recommendations for Ukraine to ensure its national resilience, further strengthen its humanitarian component, and implement appropriate internal (to support the readiness of society to effectively resist permanent and sudden security threats) and external (to establish a proper international credibility of Ukraine, ensure its international support) measures. Topical or systemic administration of JAK inhibitors has been shown to be a new treatment modality for severe alopecia areata (AA). Some patients show a good response to JAK inhibitors, but frequently relapse after cessation of the treatment. There have been no guidelines about the indications and use of JAK inhibitors in treating AA. The basic pathomechanism of AA and the relevant role of JAK inhibitors should support how to efficiently use JAK inhibitors. We sought to investigate the effect of JAK1/2 inhibitor on an in vitro model of AA and to examine the possible mechanisms. We used interferon gamma-pretreated human dermal papilla cells (hDPCs) as an in vitro model of AA. Ruxolitinib was administered to the hDPCs, and cell viability was assessed. The change of expression of the Wnt/β-catenin pathway, molecules related to the JAK-STAT pathway, and growth factors in ruxolitinib-treated hDPCs was also examined by reverse transcription PCR and Western blot assay. We examined immune-privilege-related molecules by immunohistochemistry in hair-follicle culture models. Ruxolitinib did not affect the cell viability of the hDPCs. Ruxolitinib activated several molecules in the Wnt/β-catenin signaling pathway, including Lef1 and β-catenin, and suppressed the transcription of DKK1 in hDPCs, but not its translation. Ruxolitinib reverted IFN-γ-induced expression of caspase-1, IL-1β, IL-15, and IL-18, and stimulated several growth factors, such as FGF7. Ruxolitinib suppressed the phosphorylation of JAK1, JAK2 and JAK3, and STAT1 and 3 compared to IFN-γ pretreated hDPCs. Ruxolitinib pretreatment showed a protective effect on IFN-γ-induced expression of MHC-class II molecules in cultured hair follicles. In conclusion, ruxolitinib modulated and reverted the interferon-induced inflammatory changes by blocking the JAK-STAT pathway in hDPCs under an AA-like environment. Ruxolitinib directly stimulated anagen-re-entry signals in hDPCs by affecting the Wnt/β-catenin pathway and promoting growth factors in hDPCs. Ruxolitinib treatment prevented IFN-γ-induced collapse of hair-follicle immune privilege.

Objective: To explore the circular capsulorhexis method and its clinical effect in phacoemulsification of hypermature cataract without staining. Methods: In this prospective randomized case-control study, 22 patients (22 eyes) with hypermature cataract were randomly divided into a staining agent group (10 cases, 10 eyes) and a non-staining agent group (12 cases, 12 eyes). Both groups underwent phacoemulsification with foldable intraocular lens implantation under topical anesthesia. In the staining agent group, 0.5% indocyanine green was used to stain the anterior lens capsule to assist in circular capsulorhexis; in the non-staining agent group, after puncturing the anterior lens capsule and aspirating the liquefied cortical material, the capsular bag was filled with viscoelastic agent to increase the contrast prior to circular capsulorhexis. The operability of the anterior capsule without staining in capsulorhexis was observed, and the effect of capsulorhexis, diameter of capsulorhexis opening, and operative time were compared and analyzed between the two groups. Results: Both groups successfully underwent circular capsulorhexis, with a success rate of 100%. The diameters of capsulorhexis opening in the staining agent group and non-staining agent group were 5.68 ± 0.15 mm and 5.54 ± 0.16 mm, respectively, without any statistical difference between the groups (P > 0.05); the operative time of the staining agent group (40.40 ± 5.42 s) was shorter than that of the non-staining agent group (50.92 ± 3.97 s), and the difference was statistically significant (P < 0.001). In both groups, phacoemulsification was successful, and intraocular lens were implanted into the capsular bags; their visual acuity showed significant improvement during the 1-month follow-up period after surgery, without any surgical complications. Conclusion: In hypermature cataract, injecting viscoelastic agent into the capsular bag for volume replacement, given a lack of capsule staining agent, can increase the contrast for capsulorhexis and reduce the risk of large capsular bag collapse on the zonular ligament. Thus, it is considered safe and effective. Circular capsulorhexis is conducive to a smooth phacoemulsification procedure.

The situation with the rapid progress of the COVID-19 coronavirus pandemic has become the context for writing this article. The authors believe that the scientific development of sociological topics on the transformation of human capital health should be combined with the socio-philosophical discourse, which is part of modern social theory. The factor of fundamental uncertainty that affects all forms of human existence and universal relations in this context is quite significant. reflections on the universal principles of the world in connection with the coronavirus pandemic led the authors to understand the possibility of an ontological prerequisite for the growth of entropy (disorder) as a spectrum of disorganizing and destructive trends in nature and society, which reflect the modern ways of development of social systems in terms of the dichotomy of order and chaos. The pandemic began to spread rapidly in many countries, and time was lost. The leaders of many countries did not immediately realize that there is a high risk of medical and economic collapse. The proposed article is devoted to topical issues of human health capital in the context of modern shocks / turbulences, which are closely related to both the spread of the COVID-19 coronavirus infection in the world and the associated unclear consequences of fundamental uncertainty. The article suggests theories, which formed the basis of the author's vision of problems of the transformation of human health capital: Marx (the commodification of medicine; new methods of production, shifts in global trading patterns); Durkheim (social theory of suicide and anomie; social rituals that shape solidarity); Weber (theory of bureaucratization and rationalization as applied to medicine and health, modern hospitals and clinics); Parsons (the concept of "the role of the patient); Bourdieu (concepts of social capital, habitus, health); Habermas (colonization of medicine and the life-world) and others. The authors believe that the COVID-19 coronavirus as a trigger triggered the socio-economic mechanisms of many systems, exposed the weakest points in the social fabric of various societies and sharply aggravated all the socio-economic imbalances that have accumulated for decades in the world and in Russia.

The article discusses some aspects of the recognition of states in international law. Taking into account current political situation in the world, the issue of state recognition at present is very important and topical. Recognition of new states is an act that can be performed by other states. Recognition of states is normally expressed by states addressing newly formed states and declaring the nature of their relationship with their government. Frequently the issue of state recognition is related to the mode of state origin. The article argues that during the collapse of colonial systems as the result of the demise of the Soviet Union, the institution of state recognition had certain specific, and such criteria are no longer applicable with respect to unitary states. It is shown that nowadays state recognition is still non-codified, and the practice of states is very diverse. Any act of foreign state recognition is justified unless it contradicts peremptory norms of international law. The Paper proposes the need for legal criteria for state recognition, because under current circumstances, the purpose of state recognition may not still be legitimate even when formal criteria of jus cogens norms are met. The introduction of such criteria would guarantee more credibility and sustainability in international relations. Rakstā apskatīti atsevišķi valstu atzīšanas aspekti starptautiskajās tiesībās. Ņemot vērā pašreizējo politisko situāciju pasaulē, šobrīd valsts atzīšanas jautājums ir ļoti svarīgs un aktuāls. Jaunu valstu atzīšana ir darbība, kuru var veikt citas valstis. Valstu atzīšana parasti notiek, kad valstis vēršas pie jaunizveidotajām valstīm un paziņo par attiecību būtību ar to valdību. Bieži jautājums par valsts atzīšanu ir saistīts ar valsts izcelsmes veidu. Rakstā tiek apgalvots, ka koloniālo sistēmu, Padomju Savienības sabrukuma laikā valsts atzīšanas institūcijai bija zināma specifika, un šādus kritērijus vairs nepiemēro attiecībā uz unitārajām valstīm. Līdz ar to var apgalvot, ka mūsdienās valsts atzīšana joprojām nav kodificēta un valstu prakse ir ļoti dažāda. Jebkurš vienpusējs ārvalsts atzīšanas akts ir pamatots, ja vien tas nav pretrunā ar obligātajām starptautisko tiesību normām. Darbā izskan ierosinājums, ka ir nepieciešami juridiski kritēriji valsts atzīšanai, jo pašreizējos apstākļos valsts atzīšanas mērķis joprojām var nebūt likumīgs pat tad, ja ir izpildīti jus cogens normu formālie kritēriji. Šādu kritēriju ieviešana garantētu lielāku uzticamību un ilgtspēju starptautiskajās attiecībās.

Статья посвящена актуальной проблематике изучения возможностей повышения эффективности системы музыкально-педагогического образования в Китае. Целью статьи является определение ключевых проблем в этой области и разработка предложений по их решению. Статья обладает научной новизной, которая проявлена в обосновании главных проблем современного музыкальнопедагогического образования в Китае и авторских предложений по их успешному преодолению. Автор статьи приходит к выводу, что в высшей музыкально-педагогической школе Китае практически не применяются современные педагогические технологии, а музыкальные способности студентов недостаточно развиты, поскольку преимущественно обучение выстраивается на китайских музыкальных произведениях без погружения в историю и культурологические аспекты создания зарубежного творчества. Автор статьи предлагает применять в Китае такие современные педагогические технологии, как «перевернутый класс», проблемное обучение и кейс-стади на специальных образовательных платформах, например, Google Classroom, а в целях развития музыкальных способностей студентов обратиться к российскому опыту, который уже имел успешное практическое применение в XX в., однако после распада СССР был неоправданно сведен к минимуму. The article is devoted to the topical issue of studying the possibilities of increasing the efficiency of the system of musical and pedagogical education in China. The purpose of the article is to identify key problems in this area and develop proposals for their solution. The article has a scientific novelty, which is manifested in the substantiation of the main problems of modern musical and pedagogical education in China and the author's proposals for their successful overcoming. The article’s author concludes that modern pedagogical technologies are practically not used in the higher musical and pedagogical school in China, and the musical abilities of students are not sufficiently developed, since training is mainly built on Chinese musical works without immersion in the history and cultural aspects of the creation of foreign art. The author of the article proposes to use in China such modern pedagogical technologies as the “flipped classroom”, problem-based learning and case studies on special educational platforms, such as Google Classroom, and in order to develop the musical abilities of students, turn to Russian experience, which already had successful practical application in the 20th century, but after the collapse of the USSR was unjustifiably reduced to a minimum.

The purpose of the study is to select an effective methods and equipment for observing deformations in dangerous areas of the terrain, such as areas that are undermined by underground mining. It is known that the topical task of the mine surveying service is to improve remote sensing methods for the state of movement zones with craters, dips, cracks. The research methodology is based on the results of the performed analysis of methods for observing deformations using modern devices and technologies, and experimental work using the developed methodology, which provides for the combined use of digital methods and GPS technologies. Experimental work was carried out at the facilities of the Ordzhonikidze mine using various remote sensing methods, including those developed by the authors. The research used a design consisting of a digital camera and a GPS receiver. The performed analysis of the obtained survey results, using the proposed design of two devices, has shown its effectiveness in remote methods of observing the objects deformations located in areas undermined by mining operations. The scientific novelty of the results obtained lies in the methods development for remote observation of deformations of the ground's surface and objects, based on the structure use from a digital camera and a GPS receiver. This method was developed to increase the efficiency of performing research on objects deformations located in places that are dangerous for finding a person. The efficiency of using terrestrial digital stereo survey when the coordinates of the photographing points are determined with the help of GPS has been proved. The practical significance of the study lies in increasing work efficiency the on monitoring deformations of the earth's surface, buildings and structures located in areas dangerous for field work by traditional methods, which are performed using leveling and measuring the distances between the benchmarks of profile lines, which are usually used on areas undermined by underground mining. The use of terrestrial digital stereo photography with the coordination of photographing stations using GPS allows remote determination of the spatial position of the observed points with the required accuracy. Intolerance, demonization and hate speech used to be an integral part of Franco-German relations in the 19th century. The paper is devoted to the analysis of the image of barbarians within the context of the confrontation between France and Germany in 1870s–1910s. Creation and transformation of political myths is viewed through the lens of cultural artefacts. The study is topical because it allows for the analysis of the universal development of cultural confrontation on a specific example. The prime goal of the article is to identify the patterns of mutual stigmatization and account for their seeming anomalies or exceptions to these patterns: the German simultaneously viewed as well-educated and barbarian; common origins of barbarian and classical antique cultures resulting in opposing identities, etc. The aims of the study include: 1) to systematize empirical sources; 2) to assess the impact of historical and cultural context on the formation of the conceptual images of barbaric and civilized; 3) to single out basic dichotomies of the barbaric vs civilized opposition. The study was based on various cultural texts of the period, ranging from speeches, essays, and memoirs to posters and monuments. Methods used included comparative, semiotic, and imagological approaches, corpus, discourse, and content analyses. French newspaper clichés are compared to the Europe-wide opinions about Prussian militarism. As it turns out, the German way of thinking about the heroes of the past contributed to political stigmatization of Germany. Another finding, based on French literature, is the unobvious correlation between decadent world perception and political turmoil in France. Modernist poetry, literature and journalism compared the fall of the French Empire to the collapse of the Roman Empire and thus contributed to the conceptualizing of the German as barbarians. At the same time German propaganda attempted to defend itself by finding barbarians on the east and ironically quoting French sources to speak about actual war crimes. The results of the study show that seemingly chaotic hate speech and confrontation are determined on the basis of the specific rules related to age-old non-political traditions and current political circumstances marking the dichotomy between oneself and the other, friend or foe.

Following Einstein’s prediction that “Physics constitutes a logical system of thought” and “Nature is the realization of the simplest conceivable mathematical ideas”, this topical review outlines a formal extension of local realism limited by the speed of light to global realism with bipolar strings (GRBS) that unifies the principle of locality with quantum nonlocality. The related literature is critically reviewed to justify GRBS which is shown as a necessary and inevitable consequence of the Bell test and an equilibrium-based axiomatization of physics and quantum information science for brain–universe similarity and human-level intelligence. With definable causality in regularity and mind–light–matter unity for quantum superposition/entanglement, bipolar universal modus ponens (BUMP) in GRBS makes quantum emergence and submergence of spacetime logically ubiquitous in both the physical and mental worlds—an unexpected but long-sought simplification of quantum gravity with complete background independence. It is shown that GRBS forms a basis for quantum intelligence (QI)—a spacetime transcendent, quantum–digital compatible, analytical quantum computing paradigm where bipolar strings lead to bipolar entropy as a nonlinear bipolar dynamic and set–theoretic unification of order and disorder as well as linearity and nonlinearity for energy/information conservation, regeneration, and degeneration toward quantum cognition and quantum biology (QCQB) as well as information-conservational blackhole keypad compression and big bang data recovery. Subsequently, GRBS is justified as a real-world quantum gravity (RWQG) theory—a bipolar relativistic causal–logical reconceptualization and unification of string theory, loop quantum gravity, and M-theory—the three roads to quantum gravity. Based on GRBS, the following is posited: (1) life is a living bipolar superstring regulated by bipolar entropy; (2) thinking with consciousness and memory growth as a prerequisite for human-level intelligence is fundamentally mind–light–matter unitary QI logically equivalent to quantum emergence (entanglement) and submergence (collapse) of spacetime. These two posits lead to a positive answer to the question “If AI machine cannot think, can QI machine think?”. Causal–logical brain modeling (CLBM) for entangled machine thinking and imagination (EMTI) is proposed and graphically illustrated. The testability and falsifiability of GRBS are discussed.

In the conditions of the collapse of the USSR and the gaining of independence by Ukraine, the Ukrainian public faced a number of challenges regarding national identity, historical memory, national and political consciousness, etc. In this vein, in 1991, the Center for Political Psychology and Communication of the Kyiv Union of Higher School Teachers schools and scientists, together with the editorial board of the «Literary Ukraine» newspaper, conducted a sociological study on the study of public opinion regarding the topical issues of that time, historical memory, and national consciousness. A number of questions were posed to society: «Who are we?», «What are we like?», «What do we want and what must we do?», «What kind of people are we?», «What kind of historical memory do we have?», «Do we believe in the national, spiritual and state revival of Ukraine?». The article shows the national composition of the population of Ukraine. A sociological portrait of survey respondents was made. The affiliation of the respondents to one or another political culture was determined, where the attitude towards the state leader was the main evaluation criterion, when the western political culture is oriented towards the equality of all citizens, including the leader of the state, while the eastern political culture is focused on the charisma of the leader. The ratio of different personality types among carriers of types of political culture is shown in percentages, their behavior in conflicts, which gives us a certain idea about the formation of their genotype, identity. The opinions of representatives of different types of political culture regarding the principles of choosing the president, regarding the forms of cooperation of Ukraine with the subjects of the former USSR, were analyzed, regarding the rating of historical figures, the popularity of political figures of Ukraine, the significance of Ukraine’s entry into the USSR and the proclamation of the Act of Independence of Ukraine. It was concluded that the society was not monolithic, identical, because it was formed under the influence of many different factors, among which a special place is occupied by the valuable and worldview aspect of the behavior of various social groups, which was related to their interaction with the political authorities. In this respect, the issue of entry/secession of Crimea and Donbas was indicative. That is, already at the moment when Ukraine gained independence, the mentioned question began to be raised at the level of separatism.
