The author describes the institutional model of project management in the Russian Federation, which includes two interconnected sets of institutional mechanisms (strategic design and project management) at the national and regional levels. The empirical methods of the study were a traditional analysis of documents and an expert survey of representatives of regional and departmental project offices of the Krasnodar Territory), experts in project management. Two waves of expert interviews were conducted (2019 and 2021), within the framework of which 40 experts were interviewed. According to the results of the study, a set of resources (personnel, political-administrative, socio-economic, communication-network) for the development of the project management system in the state authorities of the Krasnodar Territory was determined, as well as problems in the formation of personnel resources were identified and described. In modern realities, the personnel resource for the development of the institutional model of project activity is key in the public sector of the Krasnodar Territory. In this regard, a set of competencies is defined that are necessary for the successful implementation of projects in state authorities; here are described technologies of development of project competences of state civil servants (educational, network, psychological, technologies of social elevators) implementing the project activity; practical recommendations for improving project management in the state authorities of the Krasnodar Territory have been developed, based on work with project teams. The set of problems and factors identified and formulated by the author that affect the effectiveness of the implementation of project management in the Krasnodar Territory, as well as reasonable resources and technologies for the development of project competencies of state civil servants, can be used in the design of effective institutional mechanisms for the further development of project activities in the public administration of the Krasnodar Territory.

Libraries of the Krasnoyarsk Territory take part in the regional project “Libraries of the Future” and the national project “Culture” (the federal project “Cultural Environment” in terms of creating model municipal libraries). In 2015—2022, a network of 60 modern municipal libraries was launched in the Krasnoyarsk Territory (the regional project “Libraries of the Future” — 45 institutions, the national project “Culture” — 15). Both projects enable participants to create new conditions to carry out their activities. At the same time, they are an effective tool for the realization of the state cultural policy. The article describes in detail the stages of project implementation. A comparative analysis of the features and advantages of the ongoing projects (competitive conditions, methodological support, funding volumes, main items of expenditure) is given.The importance of the activity of libraries within the framework of the regional project “Libraries of the Future” and the national project “Culture” for creating the necessary conditions for the development of man and society was noted. Participation in the presented projects contributes to the improvement of library services, as evidenced by the growth of the main indicators of the institutions’ activities. The study presents the performance indicators of libraries before and after modernization, provides a comparative analysis of the efficiency of libraries (conventionally called “modernized” and “model”). The projects studied in this work are based on such concepts as “model” and “modernization”. The authors analyzed both directions of innovative development of libraries in the Krasnoyarsk Territory and concluded that the processes of creating model and modernized libraries, despite certain differences, affect each other.

The article is devoted to the problem of a lack of a comprehensive source of information about the territory for investors. The possibilities of the investment passport in informing businesses about the territory are evaluated. The information requests of investors about the territory are determined on the basis of research by scientists-economists and business experts. The experience of existing investment passports in ten regions of the Siberian Federal District and the complex investment project "Yenisei Siberia" was analyzed. The list of quantitative and non-quantitative indicators of investment passports is compiled. The opportunities and weaknesses of statistical accounting in informing investors about the territory are shown. It is noted that in the regional statistics there are no indicators for the sections: natural resources, energy infrastructure, foreign economic activity, and existing investment projects and proposals. The article defines the composition of indicators of information about the territory that are necessary for the business community to make managerial decisions regarding the activities in the territory. It is proposed to include these indicators in the system of integrated reporting of the territory as a comprehensive source of information for different categories of users. Information for investors is classified by the territory's capitals: human, socio-infrastructural, natural, production and financial. The allocation of the territory's capitals is based on the International Fundamentals of Integrated Reporting. Reliable multifaceted information about the territory as part of integrated reporting will allow for long-term relations with investors.

RESUMENEl estudio de caso que aquí se presenta forma parte del proyecto de I+D+I: “La escuela incluida: planificación y puesta en acción de prácticas educativas curriculares vinculadas al territorio” financiado por el Ministerio de Economía, Industria y Competitividad. En él se analiza un proyecto interdisciplinar realizado en 3º ESO de acondicionamiento de un espacio escolar realizado por el alumnado recabando el apoyo de diversas entidades de su municipio. En este trabajo se aborda, desde la perspectiva de la inclusión, el efecto de las medidas ordinarias de atención a la diversidad adoptadas en dicho proyecto vinculado al territorio y se parte de la hipótesis de que la participación y la toma de decisiones del alumnado en trabajos vinculados con el contexto facilita la inclusión de todo el alumnado. Tras la recogida de datos mediante un grupo focal con las profesoras implicadas en dicho proyecto y un cuestionario ad-hoc aplicado al alumnado se concluye que el reagrupamiento del alumnado, ampliando su grupo de referencia, y la realización de un proyecto interdisciplinar vinculado al territorio ha facilitado la inclusión de todo el alumnado al incrementar su participación en la toma de decisiones, al comprometerse con una tarea práctica funcional, al vincularse con el territorio y al mejorar su autoconcepto y su presentación en el grupo de iguales así como sus sentimientos de pertenencia a una colectividad.Palabras Clave: escuela inclusiva, escuela vinculada al territorio, educación secundaria, necesidades específicas de apoyo educativo, metodología por proyectos.ABSTRACTThe case study presented here is part of the R + D + I project: “School included: planning and implementation of curricular educational practices linked to the territory” financed by the Ministry of Economy, Industry and Competitiveness. The article examines the peculiarities of the formation and implementation of strategies for the sustainable development of territories based on project activities. It was determined that, by its very nature, project activity in public administration can be considered in two conventional planes: 1) as a documented complex of organizational-technical, socio-economic, material-resource and informational-communicative justification and planning of time-limited activities specially created for this purpose temporary organizational unit of the authority or local self-government to achieve a clearly set goal; 2) as the direct activity of such a unit as a part of a public governance body with a clear internal hierarchy and close interaction both within the project team and between the project group, the local council and the external community, the existence of which is limited to a defined time and ends from the moment of the final realization of the set goal of the project. It was determined that the design activity can be used for the implementation of any projects in all areas and directions of territorial development, solving the problem of attracting investments in local development and control both by state bodies and the public regarding the targeted use of funds, terms and costs for implementation of project ideas. In a strategic plan, the project activity provides an opportunity to direct the efforts of the relevant public authorities to solve the urgent problems of the future development of the united territorial community, region, and state in its key directions. It was established that the content and essence of aspects of project analysis are not always adequately understood, which leads to insufficient quality of substantiation of the social utility of projects, incomplete consideration of the risks of their implementation. It is proved that the issue of implementation of project management in local self-government bodies is relevant, where the real result of work is evaluated not only by higher authorities and controlling bodies, but also directly by residents of the territories. In the New Normal, the most sought-after tools for territory promotion are digital and immersive, and closely intertwined with virtual reality technologies. This research centers on VR projects in Switzerland and Russia, two countries representing contrasting situations in the current tourist and promotion of territory landscape of 2023. The findings of the prior research on the incorporation of immersive VR technology in territory promotion in Switzerland with analogous research conducted in Russia are compared. By examining both theoretical and empirical data, including data analysis and semi-structured interviews with VR project managers in Switzerland and owners/managers in Russia, differences between Switzerland and Russia are identified. A spreading value-centered qualitative approach in Englishand French-language scientific discourse on VR-driven territory promotion is connected with cultural heritage and sustainable consumption and is novel for Russia. Conceptual frameworks in this scientific field are still in their early stages. In Switzerland, the VR projects are more complex and are used as a part of territory and corporate promotion, despite the not value-centered, but economic motivation. In Russia, VR is viewed as the next stage in the evolution of travel viewing and recreation, and it serves as an advertising tool to attract travelers to territory attractions. The ideas of VR-tours are connected with the past, and historical and cultural heritage. The best projects demonstrate the feasibility of combining on-site visits, VR, and sustainability awareness. VR-project in this case is the instrument of saving today’s territory images and brands, and involve audience in active sustainable consumption.

It is shown that at the current stage, there is an important issue of creating portfolio management standards that could be successfully used for the post-war reconstruction of the territory of Ukraine. The object of research in this work is the process of restoration of the territory of Ukraine. The problem to be solved is the development of principles, processes, functions and models that underlie the portfolio management standard for territory restoration. Specific features of territory restoration projects are formulated. An analysis of existing approaches to the management of territory restoration in Ukraine, as well as to portfolio management standards, was performed. The experience of the Making-City project was taken as a basis. It is shown that for such complex projects distributed in time and territory, there is no scientific basis for building portfolio management standards. Based on the selected features of territory restoration projects, the principles and approach to building a corporate standard of portfolio management are formulated. It is proposed to include 9 portfolio management processes of territory restoration projects in the portfolio management standard. To implement these processes, the functions of managing portfolios of projects and programs have been allocated, the regulation of which should be included in the standard of portfolio management of territory restoration. Previous use of the portfolio management standard for development projects has shown that such a standard can be used for reconstruction projects of the territory of Ukraine in the post-war period. The developed principles, processes, functions and models of their implementation can be used to solve extreme tasks for the restoration of the territory of Ukraine

Le territoire est porté dans le débat public depuis les années quatre vingt à l'aune de la mise en place des politiques de décentralisation. Cependant depuis les années quatre vingt dix, les mutations des politiques publiques ont fait émerger un territoire tantôt support, tantôt outil de rationalisation de l'action collective au niveau local. Le territoire est appréhendé comme une construction (Gosse et Sprimont, 2008) au titre de laquelle l'appel à des acteurs multiples aux légitimités variées voire potentiellement conflictuelles (Mendez et Mercier, 2006) constitue un défi pour l'action collective territorialisée. Ainsi, la prévalence d'une lecture actantielle du territoire donne lieu à une interpénétration des espaces d'action où s'entrecroisent des enjeux économiques (avec l'emploi comme objectif privilégié), politiques (distribution des pouvoirs au niveau de l'espace local) et organisationnels (recherche d'une coordination optimale).Il en résulte qu'une forme d'hybridation [Berthet et al, 2002] est érigée comme modèle dans la conduite de l'action collective territorialisée en conviant à une action conjuguée les acteurs privés et publics avec la gouvernance comme méthode de conduite et de gestion des ressources territorialisées. La recherche d'un territoire " efficace " par le recours aux outils de gestion remet à jour la question territoriale dans un contexte de complexification de la démocratie et d'une visée performative de l'action publique. A ce titre, le projet de territoire constitue l'un des instruments emblématiques de la recherche de la mobilisation des acteurs territoriaux et de raffermissement démocratique dans une république désormais décentralisée. L'entreprise se trouve également au centre des parties prenantes conviées sur la scène territoriale.Cette imbrication posée entre la gestion et le politique, s'illustre par l'appel au management comme " allié naturel " pour mobiliser les nombreux acteurs convoqués. Il n'en demeure pas moins qu'une approche conceptuelle de la transposition au plan territorial du management, met en exergue des particularités, des points de tension. Ainsi, le management comme levier d'action collective territorialisée s'inscrit dans des registres paradoxaux qui contrarient la mise en compatibilité des espaces de la gestion et du politique.En nous appuyant sur l'exemple de la Guadeloupe, et recourant à la sociologie de la traduction, nous recherchons à montrer dans quelle mesure le projet peut être posé comme instrument de mobilisation et se déployer dans un cadre non hiérarchique.

The thesis recognises the countryside as a specific social, cultural and political construct rather than as ancillary to the city. It challenges current strategies of rural regeneration in China, which heavily rely on models of urbanisation, as well as the prevailing mentality that views the countryside as not just economically but also culturally and intellectually under-developed. The key research question is thus: what does being rural mean socio-spatially? Structured by three main studies of the rural-urban relationship, the cross-scalar framework and research by design, the thesis explores ‘rurality’ as a spatial question at the levels of territory, settlement and household. In the studies, the case study method, fieldwork and drawing play essential roles. Based on the understanding of rurality as an elastic form of association in both social and spatial terms and across scales, the thesis advocates a shift in design thinking for the rural and proposes the integration of planning, urban design and architecture, in order to create one synthetic design discipline capable of facilitating an alternative multi-scalar rural regeneration model. The aim of this discipline is to create opportunities of change in the recognised and established field of power and is in this sense political. Furthermore, the thesis calls for integrating the spatial, social and cultural history and the transformations of rural China into a larger economic and political debate in order to transcend the conceptual limitations of the current rural discourse and to rethink rural development as a socio-cultural process. Given that a self-organised support system underpinned by associational relationships in rural society embodies a rooted cultural unity in China, the thesis argues that rurality, or an elastic form of association, transcends the simple divide between urban and rural development by providing a distinct form of living arrangement and social organisation. In this sense, rurality is ultimately about how people organise themselves and associate with others.

Le tourisme à La Réunion est un secteur jugé prometteur pour le développement économique de l'île mais de nombreuses questions subsistent concernant la fréquentation et le devenir des espaces touristiques. Ce travail de recherche a ainsi mis la problématique spatiale, notamment au niveau des cirques, au cœur de l'analyse. Cilaos, Mafate et Salazie sont les cirques de La Réunion et constituent l'originalité et l'une des images les plus attractives de l'île. Ils sont aussi au centre des problématiques liées à la conciliation du développement économique et de la protection environnementale. Après avoir abordé la phase de touristification des cirques qui a structuré des espaces, aujourd'hui en « mal développement », l'étude se focalise sur les pratiques, les représentations et les acteurs touristiques qui démontrent que les cirques sont devenus en réalité, un seul territoire, transformation qui devait jouer un rôle moteur pour la destination Réunion. La thèse s'inscrit alors dans une démarche de prospective territoriale qui soulève les enjeux de la gouvernance, dans la mise en place d'un projet de territoire touristique durable
In Reunion Island, tourism is a promising area for its economic development. However, many questions still raising about the attendance and future of the tourist spaces. Cilaos, Mafate and Salazie are the cirques of the island and reflect the originality and promote an appealing image of Reunion Island. Conciliation proceedings between economic development and environmental protection are at the heart of the reflexion. Having dealt with the touristification stage of the cirques which structured the spaces and needed to be developed, the study is focusing upon the touristic practices, its representations and its tourism stakeholders. Actually, as the cirques became one territory, they should have played a key role for Reunion Island destination. In regard to territorial prospective, the research reveals the governance issues and challenges according the implementation of a sustainable tourism project

La multiplication des inondations dans le bassin-versant français de la Meuse, territoire d'étude de cette thèse, interpelle les acteurs des territoires, dans leur capacité à mieux les anticiper, à mieux s'y préparer et à mieux les prévenir. Dans cette perspective, cette thèse pose la question des modalités d’une réduction des répercussions du risque inondation grâce à une approche fondée sur trois directions d’action : l’information, la prise de conscience et l’éducation. Elle analyse les conditions de la diffusion optimisée d’une culture du risque auprès des associations, élus, experts, entreprises, mais aussi citoyens, concernés au premier chef, tant par la prévention de risques qui les touchent directement, que par l’aménagement de leur territoire. L’objectif de cette recherche est de définir la culture du risque et d’examiner comment son développement permet de réduire la vulnérabilité des territoires et des populations au risque inondation. A la lumière du diagnostic établi, une nouvelle configuration des politiques territoriales peut être envisagée, s’appuyant sur un projet urbain dynamique et évolutif, articulé autour des vulnérabilités territoriales, et élaboré en concertation avec une société proactive face au risque inondation ; une réponse adaptative qui entend accroître la résilience des territoires aux inondations, en répondant aux impératifs d'un développement raisonné
The increasing number of floods in the catchment basin of the French Meuse, the area studied in this thesis, questions the territories’ stakeholders in their abilities to anticipate, prepare for and prevent those floods. With this in mind, this thesis highlights methods for reducing the impact of flood risks via a three directional approach: information, awareness and education. It analyses how to optimize the spread of a risk culture among water management organisations, elected representative, experts and companies, but also among citizens. They are primarily concerned both by the prevention of risks which directly affect them and by urban planning. This research’s objective is to define this risk culture and to study how its development reduces the vulnerability of territories and populations to flood risks. In the light of the diagnosis made, a new configuration of territorial policies can be considered. It would rely on a dynamic and evolving urban project, which would be based on territorial vulnerabilities and work in tandem with a society proactive in dealing with flood risks. This would mean an adaptive response intended to increase territorial resilience to flooding and responding to the priorities identified by a reasoned development

Introduction. Landscaping and recreation areas of large cities create a kind of landscaping and open spaces for various purposes. Recently, special attention has been paid to the improvement of the territories of urban parks and their transformation into thematic areas of recreation, entertainment, etc. Formulation of the problem. Kadetskiy Hai Park is located on the historical site of the Solomenskiy district of Kyiv, but the organization of its territory does little to confirm this. During the development of pre-project proposals for the reorganization of the territory, it was decided to focus on military issues so that people would pay attention and remember our ancestors who had done so much for us.

Cette recherche est basée sur l’idée que le tourisme stimule l’essor économique d’une région en créant de la valeur ajoutée, améliorant ainsi le niveau de vie de ses habitants (Bensahel, Donsimoni, 1999: 27). Son but est de démontrer que le tourisme peut être un moteur de développement pour la région étudiée. Notre hypothèse principale est que dans une région riche en ressources exploitables touristiquement mais dont le niveau de développement est faible (PIB en dessous de la moyenne européenne) la multiplication des projets touristiques de mise en valeur des ressources permettrait de stimuler et de soutenir le développement de la région tout en respectant les principes du développement durable. La thèse est divisée en deux parties. La première est conceptuelle et méthodologique et se focalise sur l’aménagement basé sur le projet territorial de développement touristique. La deuxième partie est consacrée aux étapes principales d’un projet territorial de développement touristique : diagnostic territorial et propositions de développement futur. Pour le diagnostic territorial nous avons conçu un outil permettant de calculer la valeur touristique totale des divisions territoriales et d’analyser les données collectées concernant les pratiques touristiques déjà en œuvre dans la région. Cet outil nous a permis d’identifier 4 systèmes touristiques localisés qui peuvent être considérés comme modèle d’organisation de la région des Souscarpates situées entre les Vallées de l’Olt et du Motru
The current research is based on the assumption that tourism stimulates the economic growth of an area through creating the added value, thus, enhancing the standard of living in the area in question (Bensahel, Donsimoni, 1999: 27). We aim to demonstrate that in the targeted area tourism can (re)produce development. Noticing the weak development (DGP below the European average) in a region rich in resources that may be exploited through tourism, we think that the multiplication of such projects may boost and support the development of the region, in compliance with the principles of sustainability. The thesis is divided in two main parts. The former, conceptual and methodological in nature, focuses on territorial planning, based on the territorial project for tourism development. The latter is concerned with the main stages of a territorial project for tourism development : territorial diagnosis and future development proposal. In the case of territorial diagnosis, we designed a tool to calculate the total touristic value of the territorial divisions in question and to collect data using a survey of tourism practices in the area. The findings allowed us to identify 4 local tourism systems that we suggest as touristic organisation types in the Sub-Carpathians, situated between the Olt Valley and the Motru Valley

Cette thèse explore les dynamiques entre l'urbain et le rural à travers le prisme de la géographie sociale. Elle met l'accent sur les représentations spatiales des acteurs dans le cadre de projets de territoires. Une analyse historique comparée des relations ville-campagne en France et en Argentine identifie trois étapes historiques communes : l'installation, l'accélération et les conséquences de la modernisation et du développement territorial, en se concentrant sur les petites et moyennes villes ainsi que sur les espaces ruraux. La diversité de cadres conceptuels permettant d'étudier les relations urbain-rural sont examinés, pour adopter finalement une approche territoriale. Les méthodologies de la chorématique et de la prospective territoriale sont utilisées pour identifier les représentations spatiales des acteurs locaux, dans des dispositifs de recherche-action conduits en France et en Argentine. Deux terrains de thèse, l'Ecopôle et Tandil, sont analysés en détail, mettant en lumière les tensions entre modèles de production et de consommation, ainsi que les initiatives institutionnelles et les stratégies de gestion territoriale innovantes. La thèse prend du recul pour examiner les résultats empiriques, la méthodologie utilisée et l'expérience de recherche dans les contextes nationaux respectifs, proposant des perspectives pour approfondir l'approche comparative. En conclusion, l'intégration urbain-rural est confirmée comme une approche pertinente pour envisager l'avenir des territoires, avec une co-élaboration d'une vision partagée avec les acteurs locaux pour coordonner l'action locale et imaginer un avenir interconnecté des territoires
This thesis explores the dynamics between urban and rural areas through the prism of social geography. It focuses on the spatial representations of stakeholders as part of territorial projects. A comparative historical analysis of urban-rural relations in France and Argentine identifies three common historical periods: the establishment, acceleration and consequences of modernisation and territorial development, focusing on small and medium-sized towns as well as rural areas. The diversity of conceptual frameworks for studying urban-rural relations is examined, ultimately adopting a territorial approach. The methodologies of chorematics and territorial prospective are used to identify the spatial representations of local actors, in action-research settings conducted in France and Argentine. Two thesis fields, the Ecopôle and Tandil, are analysed in detail, highlighting the tensions between production and consumption models, as well as institutional initiatives and innovative territorial management strategies. The thesis takes a step back to examine the empirical results, the methodology used and the research experience in the respective national contexts, proposing perspectives for deepening the comparative approach. In conclusion, urban-rural integration has been confirmed as a relevant approach for considering the future of territories, with the co-development of a shared vision with local stakeholders to coordinate local action and imagine an interconnected future for territories

Depuis 70 ans, les outils de planification des zones dédiées aux activités productives (Zones industrielles, Zones d'activités économiques, etc.) ont produit des espaces déconnectés des spécificités physiques et sociales du territoire, et ont participé à réduire le sol à un support de production soumis en premier lieu à des logiques de marché. Aujourd'hui, nous constatons l'inadéquation de ces outils avec leur objectif : le développement du territoire. L'ambition de la thèse est de réfléchir à une démarche alternative qui permet d'envisager des outils de planification capables d'instaurer une relation de maintien et de valorisation des ressources territoriales. Face à un aménagement des activités productives inadéquat au développement durable du territoire, la thèse propose de retracer une généalogie de la démarche « territorialiste » qui vise à établir une relation synergique entre la production et les ressources territoriales. Une démarche « Eutopique » de retour au territoire qui, en prenant en compte le lien indissociable entre défis sociaux et environnementaux, permet d'un côté de rétablir une relation aux ressources naturelles et d'en respecter les cycles et les rythmes écologiques, et de l'autre d'identifier des éléments de réponse à la crise sociale. Suite à une introduction critique du rapport que les activités productives établissent avec le territoire, le raisonnement se développe en quatre parties : Les trois premières parties suivent une approche généalogique et montrent comment les concepts de cette démarche ont évolué et se sont transformées en s'adaptant à différents contextes, et répondant à la question de pourquoi et comment ces transferts théoriques ont vu le jour. Enfin, dans la quatrième partie de la thèse est retracée l'influence et le développement original que cette démarche trouve aujourd'hui en France : l'objectif de cette dernière partie est celui d'ouvrir sur des stratégies pour envisager un système productif capable de développer le territoire dans le temps long
For 70 years, planning tools for sites dedicated to productive activities (industrial estates, business parks, etc.) have produced zones that are disconnected from the specific physical and social characteristics of the area and have contributed to reducing the land to a mere production medium subject primarily to market logic. Today, one can see that these tools are no longer in line with their goal: the development of the territory. This thesis aims to consider an alternative approach, one that would enable us to envision planning tools capable of establishing a relationship that maintains and enhances territorial resources.Faced with the inadequacy of the planning of productive activities for a sustainable development of the territory, the thesis proposes to trace the genealogy of the 'territorialist' strategy that aims to establish a synergistic relationship between production and territorial resources. The hypothesis is that, by taking into account the inseparable link between social and environmental challenges, this 'Eutopic' approach of a return to the territory allows, on the one hand, to establish once again a relationship with natural resources and respect their ecological cycles and rhythms, and, on the other, to identify paths to respond to the social crisis.Following a critical introduction on the relationship that productive activities establish with the territory, the reasoning develops in four parts: The first three parts follow a genealogical approach and show how the concepts of this approach have evolved and been transformed by adapting to different contexts, and answer the question of how and why these theoretical transfers came about. Finally, the fourth part of the thesis traces the influence and original development of this approach in France today, looking forward: the aim of this last part is to open up strategies for envisioning a productive system capable of developing the territory in the long run

This book presents the results of the survey conducted by the University of Florence, in the years 2008-2012, at the site and in the surrounding territory of Uşaklı Höyük on the central Anatolian plateau in Turkey. Geological, geomorphological, topographic and geophysical research have provided new information and data relating to the environment and the settlement landscape, as well as producing new maps of the area and indicating the presence of large buried buildings on the site. Analysis of the rich corpus of pottery collected from the surface indicates that the site and its territory were continuously settled from the late Early Bronze Age through the Iron Age and down to the Late Roman and Byzantine periods. A few fragments of cuneiform tablets with Hittite texts, a sealing with two impressions of a stamp seal, and pottery stamps illustrate the importance of Uşaklı Höyük and support the hypothesis of its identification with the town of Zippalanda, known from the Hittite sources as a seat of the cult of the Storm God.

This book illustrates the study carried out to define the project guidelines for the river park of the Arno and its tributaries the Pesa and the Elsa in the Empoli area, and has been produced by liaison between the territorial Planning Department and the Municipalities of the Empoli district. The integrated analysis of local resources scheduled, on the one hand the identification of the criticalities of the territorial system, and on the other the conscious and distinctly interpretational representation of the local cultural bedrock. The definition of scenarios for the entire territory has made it possible to demonstrate the outcomes of complex dynamics in a synthetic manner, moving on to the individual integrated projects and specific sectorial policies. It is precisely this recourse to scenarios, seen as the embodiment of a phase of project sharing and definition, that is the innovative feature of the «River Contract» proposed as a tool for the management and implementation of the plan.

Abstract This chapter details how, upon entry into World War II, the United States developed its own programs to wage psychological war. It shows how American psychological warfare heralded itself as an abstract and idealized ‘strategy of truth’ that could rise above the fray of territorial and geopolitical contests. Contrary to this anti-geopolitical framing, this chapter argues that American psychological warfare was in fact a deeply territorial project to advance Allied fronts, pacify the populations behind them, open new markets for US cultural exports, and establish the network of information outposts that would become the United States Information Agency (USIA). In addition, this chapter explores how American psychological warfare became tied and subordinated to strategies of aerial bombing. While on the American home front the ‘strategy of truth’ claimed to be a humane, social-scientific alternative to the violence of war, in the European and Pacific theatres it increasingly became a punitive strategy that provided both rationales and justifications for the bombing of civilian populations.

Public works respond to a function and are linked to the territory where they are located. Its use and connection to the place become hallmarks and generating elements of urban processes. The roads are located close to the rivers where layouts are easier. Its relationship with the city is usually conflictive. River and city are also necessarily linked. The conversion from road to street requires a complex planning process and involves a deep transformation of its environment. Particularly significant is the case of Madrid and the ring road that develops along the Manzanares River, awarded prestigious Harvard prize for best urban design. There is much written about Madrid-River project and the enabling M-30 excavation work. This paper takes technical and architectural references to place them in a political and social process that gave rise and in the urban reality offered today to Madrid citizens. This project is a new landscape for the city where the river becomes a limit to be integrated into the urban area. New uses can be reconciled and linked through multiple paths, and neighborhoods from both sides are connected. Old and new landmarks coexist, viewpoints that overlook new river scenes are created and elements, related to landscape and territory, are incorporated. This corridor seeks ecological rebalance and connects different green spaces in the city. Public works are not just useful infrastructures in contemporary polis; they have strong influence in social cohesion and urban processes.

The CINeSPACE (www.cinespace.eu) project allows tourists to access the rich cultural heritage of urban environments by literally morphing the user into the past through the use of multimedia archives. Tourists use the device which includes both a PDA type of device with a GIS interface displayed on a touch screen to help the user navigate and select multimedia content, and video binoculars to create the augmented reality effects. In addition to this mode of interaction, a survey of Mixed Reality user interaction paradigms will be presented. A key feature of Mixed Reality user interfaces is the object identification and annotation methods available to the user, of which a survey, including a review of the GeoConcepts ontology annotation methodology used in the CINeSPACE device, will be presented.

Inspired by the questions about the sense of the city and the condition of contemporary urbanism, the author discusses the notion of order in the context of strategic and structural factors affecting spatial logic of a “New Polis”. Focusing on structural forces and decision-making patterns underlying the configuration of urban projects, he identifies three ways of argumentation where the possible answers could be found. These lines of reasoning can also be regarded as philosophical approaches to the problem of rationality in contemporary theories of urbanism. Using urban strategy-structure relations as the typological criterion, he distinguishes between three types of rationality – or three types of order: 1) morphological, 2) strategic and 3) synergic. In the first instance, the logic of urbanistic decisions is interpreted in the morphological context of urban structure and its dynamics. In the second case, spatial logic of urban form reflects neoliberal strategies focused on large-scale urban developments. In the third approach, called here as synergic configuration, it is assumed that strategies which pay more attention to the construction of physical and functional links between urban development projects will induce synergy expected in the overall strategy of a New Polis. Such a configuration of networked projects – and respective synergy of urbanistic construction – reflects the idea of strategic planning with a strong urban project gaming component. Focusing on structural implications of this type of urban synergy, the author proposes also the SAS (strategies – actors – structures) model. He illustrates this idea with the examples taken from the city of Krakow.

The project "DiverCity" observes spatial diversity in cities from an intersectional point of view and analyzesdifferent forms of urban life with an interdisciplinary approach. The main reason for this research is given by raising sociocultural coexistences living together in urban spaces; a subject that occupies the man from the beginning of his settlements, actually since the early development of cities. In spite of the social changes that are produced within modern urban lifes, the debate about social life very often seems more a matter rooted in politics than in everyday life itself. Societies generate solutions and create its own concept of coexistence, very since allowing joint relationships between different spheres and social groups. But how is this actually done? These dynamics are precisely the main object of investigation in the "DiverCity" project. It therefore focuses its study on socio-cultural minorities and their perception of urban space. This is basically examined in two cities of different dimensions, a small and larger city in Germany, Lüneburg and Hamburg. The investigated minority groups are Muslims, people with disabilities, homeless people and homosexuals. Using empirical social research methods, especially based on semi-structured interviews and participant observation, the urban and spatial perception of the mentioned groups was examined and compared to each other. The presentation shows the first results of the analyzes carried out in Hamburg and Lüneburg as well as the planned extension of the project and its realization in Argentina.

The Caribbean region in Colombia has large land areas and low connectivity between urban centers, the study proposed a methodology of analysis of 10 major cities to validate a regional project called “Diamante Caribe-Santanderes”. The methodology was structured from 4 hubs and 11 indicators of urban analysis that was applied to each of the urban centers. From the mapping results of an image analysis of the various aspects of urban reality was obtained. This study was able to identify trends and potential of the territory and is accomplished propose a new political and administrative structure that integrates large unconnected areas. It also qualifies intervention projects in different scales for each local center, inter between municipal centers, and finally large territorial unions to consolidate a regional identity. The most important of the study is to propose within the categories of analysis systematic search of polyvalent interactions develop joint responses to the needs of communities at the same time elements of conservation measures and restoration of ecosystem dynamics of the environment. Finally, the study shows that under current legislation it is possible to create this new territorial entity, with cultural identity and articulated planning parameters under new regional organization of urban centers.

There is an increasing urbanization of the world population, but the city has been taking new shapes,different from traditional compact and continuous forms. In the emergent city, mobility has transformed social and spatial relations, construction is intertwined with increasingly abandoned green spaces and the urban structure is fragmented and dispersed. Such dispersion, even without many defenders among key urban theorists, is nowadays a reality, unplanned, but practised and accepted. Arguments for and against dispersion have long been confronted, remaining unchanged: for some, it means contact with nature, space and intimacy; for others, it is a simulacrum of nature, isolation and anonymity. Such subjective arguments are important in the identification of different concepts of quality of life. But there are other arguments, objective ones: land consumption, public infrastructure costs, mobility costs and housing prices. The Research Project “Costs and Benefits of Urban Dispersion on a local scale”, from which this communication derives, seeks opinion, as precise as possible, on these issues. To do so, it will consider costs and benefits. Studies seeking to quantify costs, relating mainly to the USA, analyse dispersion, the majority of times, on a regional scale. In this Project, we intend to compare costs between different “Base Land Units” of the extended city – a concept similar to that of the neighbourhood unit or of the neighbourhood itself. Our main goal is, then, to analyse and, if possible, to confront costs and benefits of different land use types. By benefits we understand quality of life, a concept that changes from opinion group to opinion group. We intend to transform this concept into an algorithm which integrates this variability, based on the current literature, similar previous studies and on the answers to a questionnaire applied to the inhabitants of Aveiro-Ílhavo and Évora (our case studies).Regarding costs, we will look at local public infrastructure (including networks, all public space and public equipments) and mobility (integrated costs per km and per user for each transport mode). Quantification of costs relating to land consumption and other environmental externalities (nature and landscape based) has to be left for a later research opportunity. Our conclusions, supported by public questionnaires, will be expressed quantitatively: an utility function to represent opinions on quality of life; an integrated cost for local infrastructure + mobility; and a methodology to relate the two functions for a variety of scenarios. This will result in the formulation of a comparative opinion, expressed in cost-benefit terms, between the various typologies of dispersed occupation and, also, between these and those of continuous occupation. To formulate an operative proposal regarding urban dispersion, it is important to understand how the market works (in terms of its agents, procedures and prices) for current dispersed occupation dynamics. This paper will go through the work undertaken so far, describing concepts and methods and presenting preliminary results when possible. It will not only focus on the Project’s general methodology, but also on methodologies specific to each Task, whenever it is thought appropriate.

Halle-Neustadt, built as a new city for the workers of the chemical industry, was recently celebrating its 50 years of existence. The former pride of socialism is now facing dramatic shrinkage, with the population drop of 46%. The paper presents the history of the city – its growth and fall. It discusses the demolitions which took place in the city and the simultaneous 2002-2010 IBA Saxony-Anhalt revitalisation programme, including the post-evaluation facts. The Kompetenzzentrum Stadtumbau workshop conducted in 2014 by HTW Dresden, TU Delft, CUT Krakow, Gent University and UT Chalmers – a project carried out under the auspices of the City of Halle and the Land of Saxony-Anhalt offers a new perspective onto the problem. The final results and strategies developed within the framework of the project raise the question of relations between an urban form and the community. The problem manifests itself by uneven distribution of population between the modern Neustadt and the traditional Altstadt – the latter still featuring the authentic historic block structure. Serving for over millennium as the centre of Halle – Altstadt, saved from the ravages of wars, now renovated and vibrant with life, exemplifies the return of people to their identity - to the traditional sense of the city.

The article is devoted to the formation and development of the brand of the territory. The authors propose for consideration a model of territorial branding based on a project approach. Brand building is viewed as a project with initiation, planning, implementation and completion phases. The authors point to the need to identify groups of stakeholders, a detailed analysis of the target audience, building a communication strategy and focusing projects in the field of territorial branding on the formation of the product portfolio of the region.
