Resumo:

In the last few years, many researchers have highlighted the economic and cultural impact that crafts have on the development of territories, enhancing local identities and traditions. Various researches also point to the close relationship between trade (sometimes called ‘neighbourhood’ trade), crafts and historic centres, in terms of quality of life, and socio-economic and identity development of territories, showing their new centrality to processes of urban development and regeneration and the formation of social capital. It is evident how enterprise contributes to local development through social interactions based on negotiated and open collaborations between microenterprises, community and network. It was well argued how small business (commerce, crafts and neighbourhood stores) has always played an important role as a social garrison in sparsely populated areas, allowing cities and particularly urban centres to become more lively or livable, being able to give or take away quality from the city and the territory, attributing peculiarity, security and specificity to places or trivialising them in a homogenised landscape. Among the services of social utility recognised to the artisan workshop are: the guarantee of services useful to the livability of the place, the garrisoning of territories and the development of social relations, the promotion of local identity and its know-how, and the creation of employment opportunities through modest initial availability of capital. At the same time, the worsening recessionary dynamics that have occurred in the global economy over the past two decades and the disruptive digital transition have exposed such enterprises to increasing difficulties, disruptively accentuating the decline in competitiveness and propensity to innovate of a large proportion of craft SMEs, of which the socioeconomic literature does not see significant adaptations to the changed environment, such as reconfiguring the business model, adopting a totally new strategic plan adapting to the digital transition, generational transition, and adopting innovative organisational or system behaviours. This volume presents the Venice Original E-Commerce case – a project carried out by the Venice Metropolitan CNA thanks to the support of J.P. Morgan, the support of the Venice Rovigo Chamber of Commerce and the sponsorship of the City of Venice and Ca’ Foscari University of Venice – as a reference project intervention to focus on a possible model of intervention to support culturally-valued artisan micro-enterprises, intervening on the process of strategic renewal and the conditions to foster generational turnover, understood as an opportunity to fill the gap on the digitisation of the artisan sector.

This chapter proposes a multi-scalar and territorial reading of the transition toward renewable electricity, recognizing the importance of local authorities and local policies, closely linked to subjacent citizen mobilizations. The comparative analysis of German and Swedish electrical transitions allows the author to highlight the political dimensions of these two transition paths. The contrasted relationship to nuclear energy, the decentralized culture of Germany, and the weight of political ecology prove crucial to understanding the rhythms and modalities of transition toward renewable energies. The multi-scalar governance of the energy transition, also contrasted, has paradoxical effects. Less developed and more confrontational in Germany, space is opened for alternatives and citizen initiatives, creating a potential for the questioning and evolution of this transition. By contrast, the strong multi-scalar integration of Swedish policies might disserve the low carbon transition, since it strengthens the neoliberal alignment of energy transition policies.

This volume explores the full range of challenges that different kinds of territorial cleavages pose for Constitution-making processes and constitutional design. It provides seventeen case studies of countries going through periods of intense constitutional engagement in which the issue of how to deal with the politics of territory is important. It is unique in that its cases include the full gamut of types of territorial cleavages—small distinct territories, bi-communal countries, highly diverse countries with many politically salient regions, and countries where territorial politics is important but secondary to other bases for political mobilization. While the volume draws significant normative conclusions, it is based on a highly realist view of the implications not only of the territorial and other salient political cleavages in the country (the country’s “political geometry”) but also of the power-configurations that lead into periods of constitutional engagement, so that processes differ depending on whether the preceding politics has been peaceful or violent and whether a victor, military or political, has emerged or whether there is a stalemate or diffused political power. Its thematic chapters on Constitution-making processes and constitutional design, along with the final synthetic chapter, draw original conclusions from the comparative analysis of the case studies and relate these to the literature, both in political science and comparative constitutional law. There are clear lessons that should help practitioners in analyzing their own challenges in dealing with territorial cleavages as well as in considering possible approaches to constitution-making and constitutional design.

At first glance, the Novosibirsk Scientific Center, or Akademgorodok, appears as an outlier in academic excellence. This 'science city' is renowned for a preeminent university, dozens of research institutes, and a thriving technopark. At home, it is an emblem of Russian innovation; abroad, it is often portrayed as a potential threat, a breeding ground of cyber soldiers. Though Siberia has been the main source of post-1991 Russian carbon revenues, its soviet history and cold war legacy of internationalism demonstrates that territorial and scientific dimensions interlocked the moment the Siberian Branch of the Soviet Academy of Sciences was created in 1957. Drawing on a wide range of previously unexplored archives, Soviet SCI_BERIAfocuses on how the post-Stalinist Siberia was redefined and represented through the ideal of rational development, the late socialist innovation practices, and the relationship between experts and the state. It offers a fresh insight into the transition from Soviet to post-Soviet Akademgorodok. In doing so, Tatarchenko not only fosters a conversation between history, area studies, and science studies but also sheds new light on Soviet modernity and the limits of its transformative projects.

La movilidad de los trabajadores se presenta hoy junto al conglomerado de elementos que componen la ciudad: edificios, calles, plazas, condiciones fijas y móviles que mantienen, producen y reproducen a las urbes. Con base en el análisis de las dinámicas de movilidad de un grupo de académicos del Campus Morelos de la UNAM, la obra póstuma de Guadarrama —concluida por Filipe Narciso y Ramírez— invita a reflexionar acerca de cómo se ha propiciado la movilidad (social, laboral y cotidiana) de ese grupo, entretejiéndola con las maneras en que habitan los espacios y transitan las ciudades por pertenecer a un sector. Las coautoras toman la vasta información sobre los agentes cognitivos (cognitariado) compilada por Guadarrama a partir de historias de vida, con una propuesta metodológica inédita, y los estructuran en esta obra que representa un legado triple: el aporte teórico-metodológico en el estudio de la movilidad del cognitariado; el testimonio, a manera de fotografía de época (ca. 2014), de su vida cotidiana y laboral, y una visión integral de las movilidades y la cultura de la movilidad. Democracy aid has grown considerably since the end of the Cold War. In the late 1980s, less than US$1 billion a year went to democracy assistance; by 2015, the estimated total was more than $10 billion. Despite this overwhelming commitment to spreading democracy abroad, the results have been mixed, and in some cases, this aid has in fact undermined the longer-term prospects for democratic development. What factors account for these different outcomes? Why are democracy promotion efforts far more successful in some cases as opposed to others? Promoting Democracy answers these questions while also providing an often overlooked perspective - the perspective of those most directly affected by the impact of this assistance. By examining two primary conflicttopeace transition cases- the Palestinian territories and El Salvador- and drawing from over 150 interviews with grassroots activists, political leaders, heads of NGOs, and directors of donor agencies, Manal A. Jamal investigates how democracy assistance shaped the re-constitution of political and civic life. She examines these developments at a more macro, general level in terms of democratic outcomes and then at the level of civil society by tracing transformations in one social movement sector--the women’s sector--in each case. She argues that ultimately the pervading political settlements determined the different outcomes, and that democracy assistance mediated these processes. The book then expands the temporal and geographic aperture of the study by examining developments in the Palestinian territories following Ḥamas’ 2006 election victory, and then by investigating the impact of political settlements and the mediating role of democracy assistance in Iraq and South Africa during the start of their political transitions. Jamal challenges more simple accounts that rely on NGO professionalization to explain civil society outcomes and illustrates how pervading political settlements that govern political relations in these contexts ultimately determined the different outcomes. By providing a systematic analysis of how democracy assistance impacts civil society and broader democratic outcomes, she provides new ways of understanding the relationship between foreign aid and domestic political contexts and resolves key debates about the limits of democracy promotion in non-inclusive political contexts.

Civil-military relations in the era of the War of 1812 must be seen as a broad theme, not just the particular relationships between officers, military organizations, and civil government and civilians. Civil-military attitudes were interwoven in the lives of Americans and must be seen as ideological and social in character with political expressions. Secondarily, the War of 1812 was a transition period from the matrix of ideas inherited from English history and the War of Independence experience with an Atlantic orientation toward the national experience and continental orientation of the 19th Century. This book is a thematic exploration of civil-military themes in the era of the War of 1812. It begins with the immediate post-American Revolutionary era, the Constitutional Founding, and works through events in the 1790s and 1800s that illustrated how the Founding Fathers used the military as an aid to the civil power to maintain political order; how republican ideology colored the kind of military system American leaders in this era believed their country should have: in particular the heavy reliance upon the militia as an ideological ideal that failed in practice; the first glimmerings of volunteerism as an alternate, and later substitute for the militia idea; and an episodic use of military power to enforce civil political authority. The evolution of these civil-military themes occurred within the larger evolution of the United States as a small country with an Atlantic orientation perched along the eastern seaboard of North American into a continental country after 1815 because of the defeat of Indian tribes, the eclipse and elimination of Spanish territorial control in the Gulf of Mexico littoral and the trans-Mississippi West, and the rapprochement with Great Britain on sharing upper North America.

The essays collected in this volume draw from the history of law and institutions, history of art and urban planning, geography and cartography, economic and social history, and propose a reflection on center-periphery relations, the hybridization between cultures, and the adaptation of “external” models in the definition, construction and control of urban, rural and state space. The subject of this interdisciplinary investigation is mainly the city of Milan, the Lombard region and the area of Canton Ticino between the end of the eighteenth century and the first decades of the nineteenth century: a period marked by important political-legal transitions, during which on the one hand the efforts of state authorities were aimed at implementing new legislative references for spatial and territorial organization, and on the other hand phenomena of resistance and opposition to this new legislation emerged.

This chapter divides the history of treaty-making between European and African powers into three periods. In the pre-colonial period through the end of the eighteenth century, European treaty relations with primarily North African powers reflected a non-discriminatory law of nations. During a transitional period leading to the 1885 Congress of Berlin, provisions of equality and reciprocity disappeared from European treaties with African powers. Still, as European powers sought to secure juridical title to African land through bilateral treaties of territorial cession and protection with African sovereigns, the latter retained a measure of influence over negotiations. After the Congress of Berlin, the majority of international jurists, members of the positivist school, defied the rules of traditional international law with a new conception of colonial protectorate that gave European powers carte blanche to occupy and annex the territory of ‘protected’ states.

This guidance note has been developed through the ongoing collaboration between the Federation of Egyptian Industries (FEI) and the International Labour Organization (ILO) within the framework of the regional project, "Social Dialogue for Formalization and Employability in the Southern Neighbourhood (SOLIFEM)," which is being implemented by the ILO and co-financed by the European Union in Egypt, among the four focus countries of the project (Algeria, Lebanon & Occupied Palestinian Territories). The primary objective of this guidance note is to show the relationship between corporate sustainability and formalization in Egypt's business landscape. It seems obvious that modern Jerusalem, a city that is central to Jewish, Muslim, and Christian religious imaginaries and the political epicenter of the Israeli-Palestinian crisis, is a highly contested space. More surprising, perhaps, is that its musical landscape not only reflects these rifts but also helped to define them as the ancient city transitioned to modernity during the twentieth century. City of Song: Music and the Making of Modern Jerusalem argues that musical renderings of Jerusalem have been critical to the formation of Israeli political consciousness. The book demonstrates how Zionist and Israeli songwriters helped to shape their public’s territorial imagination—creating images of a city that is at once heavenly and earthly, that dwells in longing, that must not be forgotten, that compels one to bereave the dead, that represents the fulfillment of prophecy, and that is the site of immense cultural diversity. The dynamic history of its representation in lyrics and music helps dispel any notion that the Israeli-Palestinian crisis is timeless, intractable, and based on static, essential identities; while there are continuities across historical divides, there is also radical change. The book combines analyses of musical meaning, political discourse, and public performance over the long twentieth century (1880s–2010s), in order to reveal how the Israeli-Palestinian crisis’s territorial fixation on Jerusalem has been constructed, historically contingent, and subject to artistic intervention in modernity. Through a musical history of Jerusalem, the chapter introduces a novel, humanities-centered approach to one of the world’s most contested cities.

The world that the United Kingdom must face in the late 2010s and into the 2020s seems to make its small armed force look ever smaller, and the gap between the force and intended effect ever wider. This chapter examines the key drivers of UK military operations since the end of the cold war by assessing how the UK has put strategy and doctrine into practice. The Strategic Defence and Security Review 2010 established seven military tasks for the UK armed forces ranging from the defence of the United Kingdom, deterrence of threats, and support for partners through defence engagement, to defence of the overseas territories. However, the review revealed a fundamental tension between ends, ways, and means, a tension also evident in SDSR 2015. The UK’s armed forces are also in transition, shifting away from the land-centric operations of the wars of Yugoslav succession of the mid-1990s to a greater focus on maritime–amphibious operations with an emphasis on deep ‘jointness’ (cross-service cooperation).

Despite decades of scholarly attention to conflict and cooperation processes in international politics, rigorous, comparative, large-N analyses of these questions at the region level are difficult to find in the literature. Although this relative absence may stem in part from the difficulties related to the theoretical conceptualization or methodological operationalization of regions, it certainly is not for lack of interesting variation in terms of conflict and cooperation processes across regions. Between this variation and recent contributions toward a dynamic identification of regions, comparative analysis of conflict and cooperation outcomes at the region level are primed for exploration and increasingly salient as recent political elections in the United States (Trump election) and the United Kingdom (Brexit) have demonstrated a willingness on the part of policymakers to scale back efforts toward global interdependence.Turning attention to a region level unit of analysis, however, does not require abandoning decades of scholarship at the state or dyad levels. Indeed, much of this work may be viewed as informing or complementary to comparative regional analyses. In particular, regional propensity for cooperation or conflict is likely to be conditioned by a number of prominent explanations of these phenomena at state and dyad levels, which may usefully be conceived in their regional aggregates as so-called regional fault lines or baseline conditions. These include the presence of major and/or regional powers, interstate rivalries, unresolved territorial claims, civil wars, regime similarity, trade relationships, and common membership in intergovernmental organizations.Of these baseline conditions, the impact of major and regional powers on regional patterns of cooperation and conflict is notable for both its theoretical and practical implications. Power transition theory, hegemonic stability theory, hierarchical theory, and long cycle theory all suggest major—and to a lesser extent regional—powers will seek to establish order within areas under their influence; alternatively, the overwhelming capabilities these states bring to a region arguably act as a deterrent inhibiting conflict. Empirical analysis reveals—irrespective of the causal mechanism at hand—regions characterized by the presence of a major or regional power experience less conflict. Moving forward, future research should work to test the two plausible causal mechanisms for this finding—order building versus deterrence—to determine the true nature of hierarchy’s pacifying influence.

This chapter explores the contrasting conceptions of the Beyond (whether the afterlife, or the fantastic world at and beyond the fringes of our own) found in Homer, Pherecydes of Athens, and Herodotus. In Homer, the interpenetration of the two worlds is remarkable, and related both to his conception of the Beyond and his poetic aims. In Pherecydes, so far as our fragmentary evidence permits us to determine, there is no clear demarcation between the worlds, in spite of his clear cartographic and historiographic instincts; for him, history and myth are one. Herodotus has a transitional band or bands between Here and There (which, being beyond certain knowledge, he refuses to map); his extraordinary manoeuvres to determine what can and cannot be known of these border territories tell us much about his historical method.

El presente libro está conformado por un conjunto de trabajos enfocados en las diferentes territorialidades emergentes que se han configurado a partir de las actividades primarias de producción agrícola en la zona periurbana del partido de La Plata. Este territorio es un espacio atravesado por lógicas económicas permeadas por una serie de prácticas y relaciones sociales particulares que han ido estableciendo los agentes sociales con el paso del tiempo. Tomando en cuenta las formas de producción y las actividades que se derivan de ellas en el periurbano, los capítulos transitan por la producción de flores de corte, producción hortícola mayoritariamente de invernaderos; la vida de las comunidades de migrantes italianos, portugueses, japoneses y bolivianos que han territorializado la zona, creando mediaciones espaciales para arraigarse en el lugar, y a su vez toda la problemática derivada de ciertas dinámicas vinculadas con las actividades generadas por una población mayoritariamente migrante que se estableció desde hace años en las periferias adyacentes a la ciudad.
