Resumo:

Telecommunications has gained in importance in the world economy. Regulation of this industry therefore has become a crucial policy issue of the governments around the world. In the thesis, I examine regulation of telecommunications services in OECD countries. Special attention is given to the New Zealand regulatory regimes before and after the second regulatory reform. As the first regulatory reform in telecommunications in New Zealand occurred over a decade ago, regulatory measures had to be adjusted to suit the current environment. This was the main reason for the establishment of a government-mandated inquiry. Measures were sought and evaluated to reduce or eliminate problems that were associated with the old regime, especially the not-very productive commercial negotiations and the not-very-efficient process and the institution that operators relied on for solving their disputes. I use Coase Theorem to examine why commercial negotiations did not work as effectively as the government envisaged. With the adjustments of regulatory institutions and their functions, the government wishes to counter the time-consuming dispute resolution process that works against new entrants, and to increase the incentive to negotiate. The second regulatory reform shifted the regulatory burden from the courts to the industry and the Commerce Commission. Comparisons of the two regimes are made to analyse the differences of the two regimes to achieve better understanding of the social and economic goals of the New Zealand government. The two regimes are evaluated to provide information on the potential problems that might emerge in the future. Topics such as the difficulties a regulator faces in imposing appropriate regulatory measures, the direct relationships of regulation and competition and the indirect relationships of regulation and telecommunications performance are analysed in depth.

In the two years 1989-1991 the environment of Poland's telecommunications was fundamentally transformed. This dissertation is an exploratory case study addressing four principal aspects of that country's changing telecommunications: (1) telecommunication regime or the structure of rules in which telecommunication systems function; (2) telecommunication services, defined as the means and methods of communicating from a distance by processing and relaying an electro-magnetic signal (categorized into telephone, mobile, data-messaging, information, data-carrier, and entertainment); (3) telecommunication equipment, or markets for switching, transmission and terminal equipment; and (4) telecommunication subscribers, or principal characteristics of the customer-base in the residential, professional, rural and urban market segments. Each aspect is examined for the purpose of capturing the on-going change. The dissertation identifies the principal agents of change and maps the new conditions onto the models developed by Cowhey and Aronson. Institutional pluralism, market competition, shortage alleviation and market restructuring have transformed Poland's telecommunication environment from the scarcity model to a version of the boutique model.

Over the last decade, both the Internet and mobile telephony has become parts of daily life, changing the ways we communicate and search for information. These two distinct tools are now slowly merging. The topic of this thesis is TCP over wireless, and the automatic control that is used both within the system, from the link-layer power control to the end-to-end congestion control. It consists of three main contributions.

The first contribution is a proposed split-connection scheme for downloads to a mobile terminal. A wireless mobile terminal requests a file or a web page from a proxy, which in turn requests the data from a server on the Internet. During the file transfer, the radio network controller (RNC) sends radio network feedback (RNF) messages to the proxy. These messages include information about bandwidth changes over the radio channel, and the current RNC queue length. A novel control mechanism in the proxy uses this information to adjust the sending rate. The stability and convergence speed of the proxy controller is analyzed theoretically. The performance of the proposed controller is compared to end-to-end TCP Reno, using ns-2 simulations of realistic use cases. It is shown that the proxy control is able to reduce the response time experienced by users, and increase the utilization of the radio channel. The changes are loalized to the RNC and the proxy; no changes are required to the TCP implementation in terminal or server.

The second contribution is the analysis of an uplink channel using power control and link-layer retransmissions. To be able to design the link-layer mechanisms in a systematic way, good models for the link-layer processes, and their interaction with TCP, are essential.The use of link-layer retransmissions transforms a link with constant delay and random losses into a link with random delay and almost no losses. As seen from the TCP end points, the difference between such a link and a wired one is no longer the loss rate, but the packet delay distribution. Models for the power control and link-layer retransmissions on the link are used to derive packet delay distribution, and its impact on TCP performance is investigated.

The final contribution considers ways to optimize the link-layer processes. The main result is that TCP performance, over a wireless link with random retransmission delays, can be improved by adding carefully chosen artificial delays to certain packets. The artificial delays are optimized off-line and applied on-line. The additional delay that is applied to a packet depends only on the retransmission delay experienced by that same packet, and this information is available locally at the link.

Several factors affect the development of telecommunications policy in a country. These include government intervention, geography, alliances, and economic stability. By studying different countries, and comparing these factors and the rates of growth of each state, one can further understand the different levels of telecommunications development. This thesis will explore telecommunications policy, its success and failures, in the Dominican Republic and Haiti, where telecommunications has become a major source of jobs and economy due to foreign investments. Analysis of telecommunications policies, regulatory bodies, and agreements will be studied and compared to each country's rate of growth in the past 10 years. This thesis will provide recommendations for the successful implementation of regulatory policies in the named developing Caribbean nations. By examining the policies in these nations, this thesis will determine the effectiveness of the country's telecommunications policy. Additionally, the thesis will explore the influence of specific actors, such as corruption, nonenforcement of regulatory laws, lack of developed accounting and auditing systems, and the limitation of the government in developing policy.

Resumo:

The key word for the thesis is long-term demand forecasting which have been applied on telecommunications and especially on broadband accesses and traffic.

The objective with the thesis has been to structure and present work on long-term broadband forecasting, to evaluate the forecasting results and to extract the learning. Each main chapter ends with a section called experiences and conclusions.

The thesis is organized in seven main parts.

The first part addresses application of the Delphi technique for long term forecasting broadband accesses. Three Delphi surveys, which have been conducted during a long period, have been evaluated. All three Delphi surveys have used similar procedures in carrying out the survey, except that two of the Delphi surveys were postal surveys, while one was carried out on site. The applied procedure is evaluated based on an important reference article on Delphi surveys and also based on the long-term forecasting results. The Delphi surveys are not very often used. Hence, the description of the way to conduct the surveys and the experiences and also the evaluations of the results are given specific attention in the thesis.

The second part of the thesis has the title “Long-term broadband technology forecasting”. Results from three papers are presented and evaluated. The papers show the evolution of the forecasting modelling. The first forecasts for the broadband evolution in Western Europe were made before broadband was introduced in the residential market in Western Europe. The long-term forecasts were developed based on Logistic models. The modelling also includes substitution effects between broadband technologies. Experiences have shown that technological knowledge and techno-economic evaluations are crucial for making long-term broadband forecasts. Some attention is also put on available broadband accesses statistics and an approach to separate aggregated broadband statistics to access statistics for the business market and for the residential market.

“Long-term forecasting models for cost components and technologies” is the third part in the thesis. To be able to evaluate broadband technologies, techno-economic calculations of the “economic” value of the relevant broadband technologies are very important. The extended learning curve model invented by Borgar T Olsen and Kjell Stordahl is presented. The model is much more powerful than the simple exponential learning curve. The extended learning curve makes long-term forecasts of component costs and has the ability to be used directly on technoeconomic calculations, as opposed to the traditional learning curve model, which does not predict the cost as a function of time. In addition the extended learning curve model has interpretable parameters. It is shown that the model may utilize a priori information in cases where too few observations are available.

The fourth part addresses long-term traffic forecasting. Three papers are enclosed. The chapter starts with a short overview of relevant forecasting models. Then attention is paid to forecasting and network planning. A comprehensive overview of the field is given together with numerous references in the enclosed paper “Forecasting – an important factor for network planning”. Longterm forecasts for the core network is analyzed and discussed. Also some figures for the total broadband traffic evolution in the Norwegian core network is presented.

The last paper described in the chapter shows how long-term traffic forecasts on aggregated level can be used for traffic matrix forecasting by using the extended weighted least square method. The chapter ends by listing several important drivers for new and enhanced broadband traffic that are important in traffic forecasting models.

The reliability analysis of telecommunication networks requires an estimate of the probability of failure of antenna-supporting structures. Lacking such estimates, the network planners tend to assume that the probability of failure of towers is negligible. On the other hand, reliability concepts implicit in the codes are not always compatible with those used in reliability analysis of the network, in particular, the implicit probabilities associated with partial load and resistance factors are obtained for idealized structural members and do not address the reliability of the structure as a system. Advances in structural reliability, combined with more extensive climatologic data, can be used to implement a probabilistc approach for the design of towers.
The objective of this study is to propose a procedure for calculating the probability of mechanical failure of self-supported telecommunication towers. The procedure introduces the concept of calculating the conditional probability of failure which can be used with different joint distributions of wind and ice with a minimum of computations. As an example, the methodology is applied to the CEBJ tower in James Bay. The structure is assumed to behave linearly and to be statically determinate. In consequence, the structure can be modelled as a weakest link model.
The study demonstrates the possibility of estimating the probability of failure for the whole structure using a rational approach. The critical members of the structure and the relative importance of each of the design parameters with respect to the probability of failure are identified in order to simplify the reliability analysis. The probability of failure is most sensitive with respect to the joint probability distribution function of wind speed and ice thickness. Upper and lower bound estimates of the probability of failure are presented for different assumption in the joint distribution. These results indicate the need for a better model for the environmental loads.

This thesis deals with various facets of the optimisation problem for telecommunication networks and proposes a number of new techniques for their solution. The necessary essentials, Graph Theory, Complexity Theory and Telecommunication Principles, are investigated. The relevant graphs are enumerated and the requirements of suitable optimisation algorithms for certain graphical problems are established. The Private Automatic Branch Exchange (PABX) is introduced. the variety of telecommunications traffic as well as the practical requirements of a connection topology are discussed. The fundamental Network Optimisation Problem (NJP) is defined and analysed. Simple exhaustive methods of solution are considered together with partial solution algorithms and simplification methods. Centralised networks with and without concentrators are introduced. Extensions and modifications are proposed for some techniques and existing practical methods of dealing with the NOP are investigated. A number of new ideas are proposed for the practical solution of the NOP. Reduction methods are presented for replacing large unmanageable networks with smaller ones, on which optimisation can take place. Fixed topology techniques are introduced for initial tandem switch selection purposes and perturbation methods are considered which can be applied to such an initial solution. Lookahead methods of link removal are introduced for the purposes of determining the tandem interconnection network together with the traffic routeing strategy. A composite method is proposed incorporating all of these concepts and the results of a number of numerical experiments upon actual network problem; are presented. the extension of the proposed techniques to other areas of problem solving and optimisation is considered. In particular, a new method for the solution of the Euclidean Travelling Salesman Problem (ETSP) is presented. A brief discussion is undertaken, in conclusion, concerning the practical difficulties of the NOP and The restrictions this placed upon solution algorithms of various types.

The objective of this research is to design, and determine the feasibility of, a telecommunication system for the city of Erdenet, Mongolia. The Mongolian Telecommunication Company, Telecommunication Company of Erdenet city, and the National Statistical Office of Mongolia provided the data required for telecommunication forecasting of Erdenet. The literature review and analysis of the telecommunication forecasting indicate the need for a model of a new Telecommunication system in Erdenet, Mongolia. The model, as indicated, should become a useful example for planning and updating the telecommunication system in Mongolia. The design of a proposed telecommunication network involves the following considerations: analyzing and forecasting telephone traffic, calculating the required number of channels, determining exchange locations, traffic matrix, and establishing a basic hierarchical structure.

In calling for the deployment of high-capacity telecommunications infrastructures, the Clinton Administration is relying on market forces to drive demand toward self-sustaining development. There is little doubt that many firms will embrace the new telecommunications services for a variety of reasons including market differentiation, vertical market integration, and other organization-specific factors. However, there is little evidence at the firm level that adopting the use of increased-capacity telecommunications technologies is associated with improvements in firm profitability. This study seeks to identify the presence of impacts on firm income that can be associated with the adoption of T1 telecommunications services.

Abstract Information and communication technology are among the fastest growing industry sectors globally. One enabler for fast grow is created standards, which enables compatibility between technologies. This dissertation aims to create new knowledge concerning how standardization affects businesses that develop and sell technologies and technology-based products and services. More precisely this study focuses on the wireless telecommunication, which needs standards to function globally. This globalization and standardization development sets requirements for companies and organizations in the business; they are expected to be flexible, innovative, efficient, international, well resourced and cooperative. In order to achieve this on a global scale multiple actors – such as manufacturers, operators and developers – need to negotiate with a number of regional standardization bodies. The standardization environment is under constant change; however, standards as such should remain stable. Understanding standardization processes has become important because new technologies, new forms of business organizations, trade issues and new institutions are emerging. All actors' in the standardization process should more thoroughly understand their role in the process, and recognize the important relations between the stages. From the actors' point of view the most beneficial issue in the wireless standardization process are networking and legitimacy of the process. In this research we are interested in researching empirically how actors' can possibly benefit from standardization processes in their businesses. As actors' we regard as manufacturers, operators, regulators, standardization organizations and SMEs. It is important to identify key factors/inhibitors that shape the standardization process from the actors' point of view. The theoretical framework of this study is built on the institutional theory. This theory provides a perspective as to how the actors can assimilate and act as part of the standardization environment. The broad reach of the institutional perspective is its major strength, making it potentially relevant to all levels of analyzis and all time spans, from micro-level interactions to large-scale changes in nation-states. Standardization creates opportunities for actors such as market and technology insights, internationalizing, and networking. The a priori dynamic process model developed shows the complexity and length of the wireless standardization process. From the process point of view the important points are the openness of the process, networking, cooperation, technological points and changes in the process. The new points which arose from the material include IPR issues, research, open atmosphere, globalization, licensing issues, flexible working procedure and interpretation of standards and document management. The empirical data of this study is derived by interviews. The interviews were carried out during autumn 1998, 2000 and winter 2004. 35 experts were interviewed from different bodies involved in 3rd generation wireless standardization and software companies.

This thesis records the research and development work carried out on a new telecommunications multiple-access system called the 'Complex Valued Collaborative Coding Multiple-Access' (CV-CCMA) system. The CV-CCMA system enables more than one transmission to use a communication channel without significant bandwidth expansion. The work has been completed between 1995 and 2000 whilst researching for a (part-time) Doctor of Philosophy degree at the University of Warwick. The new multiple-access system follows the general trend in communication systems that has been taking place over recent years. The reduction in the cost of processing power (million floating-point operation devices are now only a few pounds), has meant that the complex processing components of communication systems have moved from the analogue to the digital domain. Systems once regarded as too expensive to implement (except by the military) are now commonplace. The main digital processing element used for development of the system is a standard floating-point digital signal processor (DSP). A summary of the algorithm developed and software produced is included in this thesis. New techniques were developed to solve the multi-access resolution problems using the DSP and these are presented. The fundamental theory underlying the CV-CCMA system is described in detail with simplified examples showing the processes involved. A practical two-transmitter, one-receiver implementation was designed and constructed in order to prove the viability of the system, and details of this work are included in the thesis. Computer programs were written to solve the various linear algebraic equations relating to the operation of the decoding algorithm. Simulation programs enabling parameter variation without circuit construction are also recorded in the thesis. Problems encountered with the new circuitry are discussed and the solutions detailed. This includes a new high-stability oscillator that was designed, built, and tested and which was required in order for the system to function properly. Also described is the high-speed conversion circuitry. A new sequence of codewords has been developed, helping to reduce the stringent requirement on timing and synchronisation, and results are presented. New methods of synchronisation are discussed together with future development of the system. Projections as to possible uses of the system are also presented. Finally, there is a short comparative discussion of the CV-CCMA system and the broadband code division multiple-access system, recently on trial in the United Kingdom. This is of specific interest to Cable and Wireless PLC, the main sponsor of the research.

Resumo:

A systematic study of the avalanche multiplication behaviour in InP has been performed on a series of diodes with avalanche region widths, w, ranging from 2.50 to 0.08 μm, covering a wide electric field range from 180 to 850kV/cm. The local model for impact ionisation is found to increasingly overestimate the multiplication at low electric fields as w decreases due to the presence of dead space. The dead space is also found to decrease the excess noise. An excess noise factor of F = 3.5 at multiplication factor M= 10 was measured, the lowest value reported so far in InP.

ABSTRACT Title: Working Capital Management in Telecommunication sector: A case study of VGC telecoms Author: Gbenga Segun Akinwande Supervisor: Anders Hederstierna Department: School of Management, Blekinge Institute of Technology Course: Master’s thesis in business administration, 15 credits (ECTS). Background and Problem Discussion: The efficient management of working capital is very vital for a business survival. This is premised on the fact having too much working capital signifies inefficiency, whereas too little cash at hand signifies that the survival of business is shaky. Purpose: The purpose of this research is to study the working capital management in the small and medium scale businesses, using VGC Telecoms Company as a case study, so as to establish factors influencing working capital performance; examine how cash management, inventory management and trade credit management affects working capital management; company effectiveness in converting working capital to ready money; how working capital management impacts on the problem of slow development and to offer recommendations on possible ways of improving working capital management Method: Literatures bordering on different areas of working capital management were reviewed. Thus, this research employed qualitative and quantitative analysis; and semi- structured questions were drafted based on the issues raised from the review of various literatures. In addition, materials from journal articles, textbooks, working papers and industry practitioners are put into consideration. The use of internet and e-mails to send out questions were explored where appropriate. Analysis on the company’s financial statement was carried out in order to verify my findings. Theory: In this research, the theory section looks at various concepts that come up when analyzing the consequences of working capital management for company value and the factors that influence a company’s working capital management performance. I have therefore chosen the most common concept for the theory section. I have also tried to create a theoretical understanding for the company’s sensitivity to a workable WCM policy Analysis: In the analysis of the research findings, I employed qualitative approach to the data analysis whereby the impacts of the poor WCM on the company were discussed in depth. Conclusion: The findings corroborate the postulation of Weston et al that a company’s investment in working capital is a substantial percentage of its total investment. In case of VGC Telecoms, it is as high as 65 percent. An inefficient and ineffective management of this investment will result in slow pace of development and ultimately to the business failure. The performances of the company in the different spheres of working capital management were scored as follows:- • Cash management – 65.4 percent • Inventory management - 78.6 percent • Trade credit management and financing decisions - 60.0 percent This is an average performance of 68 percent. That is, the company’s performance is above average. This is a good performance. The financial statements as interpreted reinforce the validity of this result. The liquidity ratios are high; the collection period is short; and the cash cycle is not quite expansive. This makes it possible to sustain sufficient cash flow for the smooth running of the business. The management of working capital impacts on liquidity, investment portfolio and profitability. All these three factors are decisive in the growth or failure of a business. Hence, good performances in working capital management affects these decisive factors favourably and thus, contribute to growth and success of the business.

We study three capacity expansion problems in contemporary long distance telecommunication networks. The first two problems, motivated by a major long distance provider, address capacity expansion in national hybrid long distance telecommunication networks that use both the traditional TDM technology and more recent VoIP technology to transport voice calls. While network capacity expansion in general is known to be hard to approximate, we exploit the unique requirements associated with hybrid networks to develop compact models and algorithms with strong performance guarantees for these problems. For a single period single facility capacity expansion problem in a hybrid network, using a decomposition approach we design a (2 + E)-factor approximation algorithm. Generalizing this idea, we propose a Decentralized Routing Scheme that can be used to design approximation algorithms for many variations of hybrid network capacity expansion. For the Survivable Capacity Expansion Problem in hybrid networks, in which we are required to install enough capacity to be able to support all demands even if a single link fails, we propose a compact integer program model. We show that this problem is APX-Hard, and present two heuristics with constant worst case performance guarantees. Finally, we consider the capacity planning problem when peak demands occurring at different times can share network capacity. We propose a general model for capturing time variation of demand, and establish a necessary and sufficient condition for a capacity plan to be feasible. Using a cutting plane approach, we develop a heuristic procedure. Computational experiments on real and random instances show that the proposed procedure performs well, producing solutions within 12% of optimality on average for the instances tested. The tests also highlight the significant savings potential that might be obtained by capacity planning with time sharing.

La plate-forme du référence est la technologie planaire, standard dans la microélectronique. Au premier niveau d'intégration (à l'échelle de cm) une technique pour la production de réseaux de Bragg en 'Planar Lightwave Circuits' est proposée et vérifiée expérimentalement. A un niveau intermédiaire (à l'échelle de mm) une nouvelle classe de filtres optiques et un 'Tunable Optical Add Drop Multiplexer' basés sur de microanneaux sont étudiés. Au plus haut niveau d'intégration (à l'échelle de la dizaine de microns), la "Self-Collimation" dans les Cristaux Photoniques est exploré. This work explores new technological solutions and device architectures for applications in optical Wavelength Division Multiplexing communication systems at three different levels of integration. The technological reference is the planar technology platform, standard in micro-electronics. At the lowest level of integration (order of cm), a technique for producing Bragg Gratings in Planar Lightwave Circuits is proposed and experimentally tested. At an intermediate level of integration (order of mm), a new class of optical filters based on micro-rings is introduced. Exploiting their potentialities, a Tunable Optical Add Drop Multiplexer is introduced and studied. At the highest level of integration (order of tens of mm), Self-Collimation phenomenon in Photonic Crystals is explored. Self-Collimation opens the way to new solutions for old problems (a waveguide crossing with total suppression of crosstalk is proposed) and to new devices (the reconfigurable waveguide is presented)

Satellite design has always been considered as an extremely expensive and high risk business which not only requires vast knowledge and expertise but also extensive budget. Primarily, this concept was based on initial development and launching cost. Secondly, it was impossible to repair and substitute parts in space (this was true up to 1993: the first Hubble Space Telescope servicing mission), which made the design more tough because it required advanced fault tolerance solutions and extreme reliability. With the passage of time academic entities and small companies have also entered this market. Low cost design techniques have played an important role in the aerospace market growth over the recent years, but they can still play an important role in future developments. At present, several private companies are also providing an affordable launch services which lowers the accumulative cost. Many universities and Small and Medium Enterprises (SMEs) worldwide are trying to further reduce the satellite costs. One recent example of these efforts is the CubeSat concept: a really small satellite, built using commercial components. This thesis work also proceeds in the same direction: the novel AraMiS (Italian acronym for Modular Architecture for Satellites) architecture and its different tiles (main subsystem) will be described. The goal of AraMiS is to progress beyond the concept of CubeSats and create a true modular architecture. The main idea of the AraMiS is modularity at mechanical, electronic and testing levels. These modules can then be assembled together to get desired requirements for the targeted mission, which allows for an effective cost sharing between multiple missions. This thesis deals with the design and development of telecommunication subsystems for AraMiS Project and in particular for AraMiS-C1 satellite on a single CubeSat standard module called tile. The implementation of S-band transceiver over the half of telecommunication tile is not a trivial task. Several techniques were employed to make possible such a reduction interms of size, weight and power consumption while still achieving desirable performance for communication link. COTS components have been used for 1B9_CubeTCT sub modules implementation. COTS particularly for RF Front End design were selected on the basis of performance in harsh LEO environment, power losses, dimension and space occupied onboard 1B9_CubeTCT. In order to cope with such anomalies on the 1B9_CubeTCT Subsystem; different housekeeping sensors have been employed at various point of the tile. This thesis work also elaborates on the S-band antennas design for both versions of AraMiS satellites with uses innovative technique to enhance performance while keep the size, weight and cost within acceptable margins. The first couple of chapter presents an introduction to AraMiS project and AraMiS-C1 satellite. In chapter 3 there is a discussion of different satellite design flow configurations. The chapter 4 comprehensively discusses the 1B9_CubeTCT, which is the CubeSat standard telecommunication tile developed for AraMiS-C1 and other CubeSat standard nano-satellites. It consists of S-band and UHF OBRF modules which provide radio communication link between satellite and the earth. It also gives an indepth explanation on the design and development of each sub-module onboard 1B9_CubeTCT that includes CubeTCT S-band transceiver, RF front end, Housekeeping Sensors, Tile Regulators, anti-latchup protection circuit and RF matching network. Chapter 5 deals with the S-band antenna design, fabrication and testing for conventional AraMiS architecture and AraMiS C-1 satellite. It explains in detail, the design, implementation and testing of single patch antenna and AraMiS patch array that are used for AraMiS C-1 and Conventional AraMiS satellites respectively. The chapter 6 provides link budget estimation for different scenarios, ranging for worst to the best possible case. A brief description on the Polito ground station and its key attributes is also provided. The Link budget estimates for other ground stations (GENSO members) are also performed and feasibility of developed 1B9CubeTCT hardware is verified. Chapter 7 introduces the AraMiS protocol, developed in compliance with GENSO project which aims for providing an extended communication link for a satellite (remotely via internet), by using a GENSO member ground station around the World. A new frame format is defined which makes AraMiS satellite compatible with GENSO. Later in the chapter are presented different possible scenarios of AraMiS Protocol mechanism during normal operation case and also in case of packet loss (in both uplink and downlink communication.)

Turkey is considering privatizing its telecommunications system. Any developing country must analyze whether its economic, social, and institutional environment is appropriate for the privatization of a utility. The purposes of this study are (1) to establish a model to assist policy makers, (2) to analyze whether Turkey meets the prerequisites for telecommunications privatization, and (3) to provide Turkish leaders pragmatic policy alternatives pertaining to privatization of the Turkish Telecommunications system.High inflation rate, weakness of the private sector and the lack of regulatory regime are the major impediments facing Turkey's privatization efforts. Turkey might consider several options including (1) not privatizing at all, (2) retaining public ownership of the network operations while privatizing only the physical equipment market, or (3) following the British privatization model.

The thesis explores an effective model for using the internet in a distance training program for secondary school teachers. The professional development program, the dissertation, titled The Virtual University: Professional development for teachers, was initiated based on aspects of telecommunication technology and the professional development for Thai school teachers. The question of this program was How could information technology be used in developing an appropriate professional development model for Thai teachers? Prior to the project, the four research studies were conducted to formulate the related base line information and supported framework for the program development. The four researches are: (1) Telecommunication Technology in Thai Schools, (2) The Role of University on Science Teachers Development, (3) Computer Education Curriculum for Student Teachers: Theory and Practice, and (4) Teachers Perceptions of the Academic Link Project Between Schools and Universities for Teacher Professional Development. The first research study provides the information about the necessary basic factors for change in Thai secondary schools and the new insights and understandings about change in Thai schooling. The major findings were the understandings about teachers need for professional development, the available support in Thai school for professional development, and the limitations of professional development of teachers. The second research study provides the information about the roles of university faculty on initiation and operation of science teacher development programs, science teaching and learning resources centers, science instructional media design and production services, science teaching clinics, and science teachers associations. The third research study provides the conceptual framework for both preservice and inservice curriculum development program for teacher development. The last research study provides a base of descriptive information about the perspectives of school teachers towards the academic link project between schools and universities and the partnership which can assist in its establishment. The findings of these four research tasks were used for the formation of the framework of the dissertation. The EDNET Project, an example of teachers professional development through the information technology based training, was developed and implemented with ten school teachers in Khon Kaen.
