Local governments play an important role in the economic and social development of local services provided to localities. In Jordan, local governments face problems and challenges that impede this development. The purpose of this descriptive study is to investigate the magnitude of challenges faced by local governments using a random sample (251) of mayors and heads of provincial governorates. Qualitative methods with a purposive sample employing twenty in-depth face-to-face interviews were conducted to identify the major challenges. After analyzing data using the SPSS, the study pointed out that the lack of financial resources and the lack of independence of local government in managing local funding is another major challenge. The study revealed that environmental protection was the biggest challenge. Responsiveness and public participation are other challenges faced by local governments. Based on the study results, the recommendation and provision of centralized technical assistance are required to maintain environmental protection. However, capacity building for local employees is a must. The critical financial position of local governments needs to be addressed by re- evaluating the share of funds allocated to local units.

Med Culture (2014–2019), the European Union (EU) regional program dedicated to culture in Southern Mediterranean countries, aims at "supporting culture as a vector of democratization and development," and encouraging reforms in cultural policies. Responding to the desire of Jordan’s Ministry of Culture to develop a national cultural strategy, the Med Culture Technical Assistance Unit suggested implementing a process that included a series of consultations that would bring together authorities and independent cultural players. Through a thick description of the process and an approach that focuses on the sociology of the actors, this paper aims to identify the social effects of this European program on relations between the different stakeholders involved.

Purpose We are living in a time when there is a stronger requirement for co-operation to fight organized crimes and the resulting flow of illicit funds. This is due to the globalization and interconnection between world economies and financial systems, as well as with the new technologies that allow rapid movement of funds around the globe. From the early beginning, Jordan realized the importance of providing anti-money laundering technical assistance, especially at the international level. The reason for this comes from Jordan’s strong belief that money laundering crimes can be fought domestically as well as internationally, particularly by combining efforts between Jordan and other countries. The purpose of this paper is to examine the development that Jordan has witnessed in the fighting of money laundering. Design/methodology/approach This paper relies on various laws that tackle organized anti-money laundering in Jordan before 2007, with the Jordanian Anti-Money Laundering and Counter Terrorist Financing Law for 2007 as the primary source of information. Findings Before 2007, Jordan fought money laundering through a group of laws that are indirectly concerned with combating money laundering. While these laws govern certain crimes, they managed to fight money laundering indirectly. By the year 2007, the Jordanian Anti-Money Laundering Law was passed and published on the official gazette on June 17, 2007. This law became effective after 30 days from that date. The Jordanian Anti-Money Laundering Law is one of the needed laws to keep a safe financial environment. Jordan’s obligation in accordance to the international conventions has made the country join and ratify the efforts, resulting in the issuing of the law. Since then, this law has become concerned with anti-money laundering in Jordan. Originality/value This paper provides an examination of the system in Jordan to combat money laundering before and after 2007. It is hoped that the content of this paper can provide some insight into this particular area for practitioners, academics, policy makers and legal advisers, not only in Jordan but also elsewhere. There will be significant interest in how Jordan has been developing the anti-money laundering system because of the international nature of the crime and its seriousness.

This study seeks to determine the effectiveness of Microsoft Teams as an online education system in higher education. The researchers developed and tested a path model with factors related to the effectiveness of Microsoft Teams according to the views of students. Using random sample procedures, data from 3,572 undergraduate students was acquired. According to the findings, undergraduate students thought that Microsoft Teams was a useful online teaching tool and had positive opinions of online learning. The outcomes also validate the postulated path model, according to which the two antecedent factors—technical support and Microsoft Teams’ class features—which had positive impacts on the usefulness of the instructional method. Additionally, a positive correlation was found between online interaction and the usefulness of the instructional method. Ultimately, the main factor that greatly affects exam satisfaction and perceived learning outcomes is online interaction. However, students' opinions of the university's technical assistance were less positive, and their level of exam satisfaction was below expectations. The study provides a number of practical and theoretical implications for the field of study. For example, it is expected that this research will provide valuable information for decision makers in the Jordanian government (e.g., Ministry of Higher Education) to take clear and precise steps to help higher education minimize the threats and challenges to students’ learning. Global researchers and practitioners can use this research model to cope with unexpected situations and crises, such as the COVID-19 pandemic, that may arise in the future.

The German Agency for Technical Cooperation (GTZ) has supported the Water Authority of Jordan (WAJ) since 1994 by the provision of assistance aimed at increasing the efficiency of the potable water supply and wastewater disposal services under the Operations Management Support (OMS) project. Using OMS as an example, this article shows the links of the change processes at the utility and the sector level (micro–macro linkages) for the introduction of institutional changes within the Jordanian water sector. The support of OMS followed co-evolutionary thinking, that is, it supported the dynamics coming from the utility level and affecting the sector level as well as the feedback loops from sector level to utility level. On the utility level, OMS activities and the induced improvements are a technical base for wider reform processes. They facilitated the implementation of private sector participation, PSP, with better quality base data. The information systems which were introduced by the project also indicated the importance of structural changes on the sector level and the urgency of these reforms. And finally, the involvement of OMS staff on the utility level made them credible when offering advice about the sector level. Hence, the parallel support of activities on both levels provided a deeper awareness of the reform issues and contributed to the success of the sector reforms.

Purpose The concept of eGovernment has received much focus and emphasis across the public administrative sector, with interest centred on its public performance in terms of effectiveness and efficiency. Accordingly, this paper aims to consider those factors affecting the continuous adoption of eGovernment websites by citizens in the context of Jordan, through the design and development of a conceptual model, five factors included, notably digital literacy, e-service marketing efficiency, e-service quality, compulsory e-service utilisation and public staff assistance in regards the transformation of e-service. Design/methodology/approach To conduct this paper, a quantitative approach was used, after operationalising variables into indicators; data were gathered through the application and completion of a questionnaire survey, by public-sector subjects making up a sample of 237 individuals purposively sampled, wit structural equation modelling was applied to analyse data. Findings The results garnered emphasise digital literacy and e-service quality as important factors amongst citizens in Jordan in regards their intention to use, on a continuous basis, eGovernment websites, providing an explanation across 42 per cent of the variance in this regard. On the other hand, the other three factors of e-service marketing efficiency, compulsory e-service use and public staff assistance in regards the transformation of e-service were not identified as significant in terms of their influence on the intention to adopt the ongoing use of eGovernment websites among citizens in the Jordanian context indicating some issues that challenge the eGovernment success. Research limitations/implications This work’s findings are survey-based, subsequent studies could make use of qualitative methods in mind of achieving more detailed and comprehensive understanding of the links between the factors outlined in this study, further, there is the suggestion that other longitudinal and experimental works be completed to establish the links outlined in this study. Practical implications For eGovernment websites continued usage to be efficacious, several facilitating and supporting conditions are vital, including technical and managerial sustenance, as well as supporting policies and regulations that put eGovernment websites into the compulsory utilisation, which requires all the other affecting factors to be in line with facilitating such compulsory orientation. Originality/value Many studies have been done on exploring the factors that affect the initial adoption of eGovernment websites; however –and up to the author knowledge – this is the first study that explore the second stage of the adoption process, namely, continued use in the context of a developing country such as Jordan. This work will therefore provide a contribution to the eGovernment literature in specific relation to continued use. This will be done through taking into account all five of these factors.

The world of the Internet of Things (IoT), even though it is continuously morphing as a fresh paradigm at the intersection of technology and education, is still struggling with several difficulties that prevent its absorption into the e-learning platforms of higher education institutions (HEIs). The breadth of Internet of Things implementation in developing countries, particularly Jordan, Malaysia, Iran, Saudi Arabia, Iraq, and Bangladesh, remains behind, even though industrialized nations have made significant advancements in their utilization of IoT, with the United Kingdom, the United States of America, China, and Japan acting as prominent examples. In the realm of research that focuses on the progression of the IOT integration into the e-learning systems of economically challenged countries, there is a substantial disparity. In particular, the focus of this research is on Jordan to shed light on the primary variables that are either facilitating or hindering the adoption of the IoT within the e-learning sector of Jordan's HEIs. A comprehensive analysis of previous research has been undertaken as a first stage in this investigation. The goal of this analysis is to identify important factors that are involved in the process of IOT adoption. Following that, we used an inferential technique, collecting data from 306 respondents who were enrolled in Jordanian higher education institutions. During our investigation, we discovered that the rate of the IOT integration was significantly influenced by factors such as accessibility, usability, technical assistance, and individual capabilities. In addition, our findings suggest that factors such as attitude, behavior, financial preparedness, dependability, and training have a substantial impact on the adoption of the IOT. On the other hand, the study seemed to indicate that characteristics such as class capacity, awareness, system resources, and course design had a minor influence on the adoption rates inside HEIs. In conclusion, this study provides tangible suggestions to strengthen the integration of the IoT inside Jordanian HEIs. These recommendations provide significant insights that can be used by policy architects, government entities, and higher education institutions to overcome the challenges that relate to the deployment of IoT in the higher learning sector.

Abstract Universal health coverage (UHC) aims to ensure that all people have access to health services including essential medicines without risking financial hardship. Yet, in many low- and middle-income countries (LMICs) inadequate UHC fails to ensure universal access to medicines and protect the poor and vulnerable against catastrophic spending in the event of illness. A human rights approach to essential medicines in national UHC legislation could remedy these inequities. This study identifies and compares legal texts from national UHC legislation that promote universal access to medicines in the legislation of 16 mostly LMICs: Algeria, Chile, Colombia, Ghana, Indonesia, Jordan, Mexico, Morocco, Nigeria, Philippines, Rwanda, South Africa, Tanzania, Turkey, Tunisia and Uruguay. The assessment tool was developed based on WHO’s policy guidelines for essential medicines and international human rights law; it consists of 12 principles in three domains: legal rights and obligations, good governance, and technical implementation. Relevant legislation was identified, mapped, collected and independently assessed by multi-disciplinary, multi-lingual teams. Legal rights and State obligations toward medicines are frequently codified in UHC law, while most good governance principles are less common. Some technical implementation principles are frequently embedded in national UHC law (i.e. pooled user contributions and financial coverage for the vulnerable), while others are infrequent (i.e. sufficient government financing) to almost absent (i.e. seeking international assistance and cooperation). Generally, upper-middle and high-income countries tended to embed explicit rights and obligations with clear boundaries, and universal mechanisms for accountability and redress in domestic law while less affluent countries took different approaches. This research presents national law makers with both a checklist and a wish list for legal reform for access to medicines, as well as examples of legal texts. It may support goal 7 of the WHO Medicines & Health Products Strategic Programme 2016–30 to develop model legislation for medicines reimbursement.

BackgroundMore than 80% of the world’s 1.3 billion tobacco users live in low-income and middle-income countries (LMICs), where progress to address tobacco and its harms has been slow. The perception that tobacco control detracts from economic priorities has impeded progress. The Secretariat of the WHO Framework Convention on Tobacco Control (FCTC) is leading the FCTC 2030 project, which includes technical assistance to LMICs to analyse the economic costs of tobacco use and the benefits of tobacco control.MethodsThe Secretariat of the WHO FCTC, United Nations Development Programme and WHO supported 21 LMICs between 2017 and 2022 to complete national investment cases to guide country implementation of the WHO FCTC, with analytical support provided by RTI International. These country-level cases combine customised estimates of tobacco’s economic impact with qualitative analysis of socio-political factors influencing tobacco control. This paper overviews the approach, observed tobacco control advancements and learnings from 21 countries: Armenia, Cabo Verde, Cambodia, Chad, Colombia, Costa Rica, El Salvador, Eswatini, Georgia, Ghana, Jordan, Laos, Madagascar, Myanmar, Nepal, Samoa, Sierra Leone, Sri Lanka, Suriname, Tunisia and Zambia.ResultsTobacco control advancements in line with investment case findings and recommendations have been observed in 17 of the 21 countries, and many have improved collaboration and policy coherence between health and economic stakeholders.ConclusionsTobacco control must be seen as more than a health concern. Tobacco control leads to economic benefits and contributes to sustainable development. National investment cases can support country ownership and leadership to advance tobacco control.

The study aims at measuring the effects of information technology on the transformation of businesses in communication companies in Jordan. The study population consisted of companies' directors as well as their deputies, assistants, advisors, in addition to department managers and their assistants. The total number of the study subjects is 3 designated communication companies in Jordan; these are: Zain, Umniah, and Orange. To achieve the aim of the study, the researcher had prepared a questionnaire which comprises of 45 items covering the three factors of the independent variable (Information Technology): infrastructure, developmental environment, and executive support systems and applications, as well as the three factors of the dependent variable (Transformation of Businesses): operations, organization change, and workers' competence. In order to test the hypotheses, the following three criteria were adequately used: The Medians, the Standard Deviations, as well as the Regression Analysis. The study has reached a number of results; the most notable amongst these results is that there is a positive effect that is statistically significant of information technology on the elements of business transformation in Jordanian communication companies and all of their relating elements. The last decade of the twentieth century and the turn of twenty-first century witnessed significant progress in technology in general and information technology and communication in particular. Such progress still continues until today, accelerating with wide quick strides more than ever. This age has produced many mechanisms for manufacturing knowledge and more advanced technological means that have made the globe as a small village. Communication technology, which is represented by the internet, has played a huge rule in transferring information and technological revolution from the north to the south passing by the east and the west at the same time. All of that have had an impact on all political, economic, educational, teaching, social, media, and advertisement systems in all communities. The term technology is derived from Greek. It consists of two parts, techno, which means skills or art, and logy, which means science or study. Thus, the word technology means the science of performance, science of implementation, or the technical methods to achieve a practical purpose, the science of industrial operation.

This article discusses the questions of providing assistance by foreign countries and international organizations to the Kingdom of Jordan. Jordan is in the grip of Syrian crisis reflected in arrival of a significant number of refugees. This, in turn, affects the deterioration of the economic situation and security in the state. Jordan has received assistance from the Gulf Cooperation Council that played a key role in aiding Jordan during the local protests. The article uses the content analysis for declarations of Jordan, initiated by the Ministry of International Cooperation; as well as complex approach towards understanding an international subject that greatly contributes to this assistance. It is concluded the most assistance is provided by the United States and the neighboring Arab countries, which influences the political views of Jordan upon regional crucial problems. At the same time, Jordan faces financial deficit that led to organization of local demonstration on the Kingdom and put the Jordanian government into a situation of serious crisis.

Jordan has been praised by the International Monetary Fund (IMF) and the World Bank (WB) as a successful case of social protection reform. While implementing a structural adjustment programme (SAP), Jordan accepted the WB's policy assistance and successfully eliminated food subsidies, which the IMF/WB have repeatedly criticized for their inefficiency as a poverty alleviation programme. Nevertheless, even while officially suspending food subsidies, the Jordanian government still continued to fund them. Moreover, it officially reinstituted the subsidies in 2005. This fact demonstrates that the policy assistance is not powerful enough to change the food subsidy system, which is in-built in the social contract in Jordan.

This study aims to analyze the economic feasibility of hiring new technicians in order to meet the existing demand for technical assistance. For this, a sensitivity analysis was performed and the data was collected in a qualitative and quantitative way. After that interviews were carried out and quality tools were applied, such as: brainstorms, cause and effect diagram and also financial and cost data was collected during the process. Thus, it was possible to identify that the main causes of the problem is the unavailability of technicians. Thus, an initial solution was developed to create financial configurations to assess which decision would be most plausible. Finally, the best performance scenario was to hire only one new technician, as it maximizes the company's net profit and the representative percentage of that profit from the generated revenue; it was also considered to what extent the solution could be applied. This research is important not only for the studied company, but also for others that have similar problems and need instructions to create a direction for a solution.

Despite the millions of dollars awarded annually by the United States Department of Education to build implementation capacity through technical assistance (TA), data on TA effectiveness are severely lacking. Foundational to the operationalization and consistent research on TA effectiveness is the development and use of standardized TA core competencies, practices, and structures. Despite advances toward a consistent definition of TA, a gap still exists in understanding how these competencies are used within an operationalized set of TA practices to produce targeted outcomes at both individual and organizational levels to facilitate implementation of evidence-based practices. The current article describes key insights derived from the evaluation of an operationalized set of TA practices used by a nationally funded TA center, the State Implementation & Scaling Up of Evidence Based Practices (SISEP) Center. The TA provided by the Center supports the uptake of evidence-based practices in K-12 education for students with disabilities. Lessons learned include: (1) the need to understand the complexities and dependencies of operationalizing TA both longitudinally and at multiple levels of the system (state, regional, local); (2) the relative importance of building general and innovation-specific capacity for implementation success; (3) the value of using a co-design and participatory approach for effective TA delivery; (4) the need to develop TA providers’ educational and implementation fluency across areas and levels of the system receiving TA; and (5) the need to ensure coordination and alignment of TA providers from different centers. Gaining an understanding into optimal TA practices will not only provide clarity of definition fundamental to TA research, but it will also inform the conceptual framing and practice of TA.

<span>Findings from a synthesis of technical assistance models and frameworks were used to code the use of 25 core elements of technical assistance in studies and evaluations of implementation interventions to affect program, organization, and systems change. The 25 core elements were group into five components: preparation for the provision of technical assistance, development of a technical assistance plan, implementation of technical assistance, evaluation of the effects of technical assistance, and sustainability of technical assistance-facilitated changes. Results indicated that a subset of 11 core elements was related to between groups and between condition differences in the sizes of effect for program, organization, and systems changes. Results also showed that more intensive technical assistance was associated with larger sizes of effects compared to less intensive technical assistance and that particular combinations of practices were associated with the largest sizes of effect.</span>

In June 1993, the US Department of Energy announced the decision to shut down production of nuclear weapon components at its Rocky Flats plant located near Denver, Colorado, and begin a long-term clean-up of the facility. Faced with very severe economic impacts from downsizing the facility (approximately 8,000 employees at its peak), federal, state, and local governments formed a Community Reuse Organization to develop and implement strategies to mitigate the effects of displaced workers and lost income. This paper describes an innovative partnership concept, specifically aimed at providing technology-based start-up companies with world-class university expertise that they otherwise could not afford.

Technical assistance is provided to strengthen state capability as part of international development programmes. This article presents the conceptual evolution of the technical assistance linked to capacity development, starting from a single unit of analysis, that of individual capacity to complex systems theories. It presents some of the frequent challenges in designing and implementing technical assistance, with a focus on the challenges common across government-funded and externally funded technical assistance, as well as the challenges unique to externally funded technical assistance. The article reviews the recent thinking on the practice in technical assistance from locally-driven technical assistance to positive deviance as a method to identify what works. It discusses change management as an adaptive and iterative process, and technical advisers acting as enablers of change rather than as change-makers and relying on adaptive and flexible approaches to programme management.

This article reports on a survey of recipients of 51 technical assistance projects in 18 states and territories provided by the Teaching Research Assistance to Children Experiencing Sensory Impairments project. On the basis of the respondents’ assessments of factors that result in the most effective provision of technical assistance by consultants in educational settings, the authors present a systematic approach to the achievement of desired individual, programmatic, and systemwide changes through technical assistance.

Technical assistance has been at the heart of development assistance provided to country governments by donor agencies over the past several decades. The current debates on reimagining technical assistance focus on the existing challenges of the different types of technical assistance, and the (re)construction of an ideal model for delivering this type of support, with little discussion about the dilemmas involved in making day-to-day decisions and trade-offs in implementation. This article presents technical assistance as a policy option for governments and details the existing models of delivering technical assistance, as well as their limitations and the required enabling conditions. The models presented focus on the type of role for the technical advisers- as doers (performing government functions), partners (working with the government to perform a specific role) and facilitators (enabling and facilitating change programmes to address wicked problems). As part of the programmes, the team of technical advisers can play one or more roles. The authors also discuss how problem-solving or solution implementation can be the focus of a technical assistance programme or how large programmes combine these two approaches. The paper provides a practical account of the implications of the programme design that would ideally help governments and donors to design more effective technical assistance programmes.

The peculiarities of the policy of contemporary Jordan in light of shortages of natural resources and problems of a socio-economic nature include stimulation of the research and development sector, as well as the creation of an effective innovation system. The purpose of the article is to conceptualize the priorities, main directions, forms and results of the European Union's assistance to scientific, technological and innovative development of Jordan since 2010s. The study reveals the synergy of EU assistance in the implementation of Jordan's policy to strengthen its competitiveness in the field of science, technology and innovation in the form of programs and projects at the multilateral and bilateral level. The article substantiates the conclusion about the contradictory nature of the results of this assistance. While it increases the research potential of Jordan, the EU is not interested in integrating the country into global value chains. This leads to a slowdown in its economic development and simultaneously to a slowdown in the development of the national innovation system due to the lack of effective commercialisation of knowledge and technologies in the national and international markets. Jordan's integration into the European Research Area involves solving a number of problems, for example, participation in the process of establishing priorities for regional cooperation in science and technology.

The present study investigated relationships among technical assistance, school leadership quality, and multitiered system of support (MTSS) implementation. The findings indicated technical assistance improved school leadership quality, and improved leadership significantly mediated the relationship between technical assistance and MTSS implementation for both behavior and academic systems. These results provide support for the foundational role of school leadership in MTSS implementation. Implications for providers of technical assistance are discussed.

In the recent years, solar cooling technologies for buildings have garnered increased attention. This study aimed to evaluate the performance of current solar thermal and solar photovoltaic (PV) air-conditioning technologies. Hence, the annual heating/cooling load profile and energy consumption of a reference building in the climate of Aqaba, Jordan were simulated using the TRNSYS software. The solar thermal and solar PV air-conditioning systems were designed and simulated to compensate the cooling demands. It was found that the annual cooling energy accounted for 96.3 % of the total annual energy demand (heating plus cooling) of the reference building. The solar PV and solar thermal air-conditioning systems compensated for direct cooling by 35.8 % and 30.9 %, respectively, and the corresponding compensations of cooling energy by the storage system were 7.3 % and 11.9 %, respectively. Thus, through this comparative study, we found that the storage system significantly contributed in compensating the cooling demands of the solar thermal system; however, the compensation to direct cooling was lower relative to the solar PV system
