The Taiwan issue has always been the most controversial topic in US-China relations. Moreover, the Taiwan Strait is often considered the most likely site of a military confrontation between the United States and China. The issue of Taiwans sovereignty has been the subject of questions and controversy regarding the ownership of Taiwans regime and sovereignty in the aftermath of the Second World War and the Communist Civil War. This paper analyses the political, economic, and cultural reasons for the establishment of diplomatic relations between the US and China. From the perspective of the construct of international relations, although the Taiwan issue is a dispute, the current analytical perspective suggests that whether China and the US will go to war in Taiwan will always exist, but to a greater extent it will be resolved through economic warfare, political approaches, and other means.

The Muslim population in Taiwan has its challenges in living there. The problems that occur as a Muslim are challenges in themselves, such as eating and carrying out religious activities, such as studying and reciting the Koran. This is because the Muslim population in this country is only around 0.3% (60,000 people and 90% of them are Hui). Apart from that, 180,000 Muslim foreign workers come from India, the Philippines, India, Thailand and Malaysia. In Tainan, Taiwan, there is only one mosque, namely the Tainan Mosque. Minority groups in Tainan encouraged several people to form an international Muslim association known as the Muslim Family Community, whose members have small families of 2-3 children. The difficulty of teaching the Koran has its challenges and problems for Muslim families. For this reason, a private application is needed where Muslim student teachers who have limited time can freely teach online and privately to small Muslim families in Tainan, Taiwan. This research creates a product in the form of a private application. Apart from that, this service product also aims to provide facilities for learning to read the Koran online and privately. Private teachers are obtained from Muslim students living around Tainan, Taiwan. Private-Quran features: search for Koran teachers, ummi method, tajwid and makhraj, iqra and tahsin, online via Zoom, Google Meet, WhatsApp, and Google Duo. The impact of this activity is to overcome the problem of learning to read the Koran for Muslim families in Tainan, Taiwan. The approach method used in implementing this service activity includes training, mentoring, and mentoring activities. The technique for implementing this activity is carried out by conducting direct testing of the Private-Quran Application, sending the Private-Quran Application, and providing assistance in using the Private-Quran Application, improving and adding features.

The genus Jembra Metcalf and Horton comprises five species from Taiwan and China. In this paper, the fauna of the genus from Taiwan is reviewed and includes three species. Two new species, J. kuanae sp. nov. and J. taiwana sp. nov., are described, and J. inouyei Matsumura is redescribed. The fourth and fifth instar nymph of J. taiwana sp. nov. is described for the first time. A dichotomous key for the identification of the five species of Jembra is also presented.

Hubungan bilateral antara Indonesia dengan Cina salah satunya didasarkan pada prinsip One China Policy atau Kebijakan Satu China, dimana Indonesia hanya mengakui satu negara Cina yaitu Republik Rakyat Cina dan tidak mengakui secara resmi negara Taiwan. Walaupun tidak ada pengakuan secara resmi, tetapi ada hubungan diantara Indonesia dengan Taiwan, yaitu dalam sektor ekonomi dan juga pendidikan dan juga people-to-people exchange. Kemudian pemerintah daerah juga berinisiatif untuk mengadakan kerjasama dengan pemerintah daerah di Taiwan dalam bentuk Sister City, salah satunya adalah Kota Bogor yang berupaya untuk mengadakan kerjasama dengan Kota Tainan. Penelitian ini akan menganalisa bagaimana implikasi penerapan kebijakan One China Policy dalam upaya mewujudkan kerjasama sister city antara Bogor di Indonesia dengan Tainan di Taiwan. Dalam penelitian ini menunjukkan bahwa implikasi kebijakan One China Policy juga sangat berpengaruh di level sub-state, sehingga kemudian kerjasama dalam bentuk sister city antara kedua kota tersebut tidak bisa terwujud, tetapi kemudian terjadi kerjasama informal antara masyarakat di kedua kota dalam bentuk kerjasama kebudayaan, people-to-people exchange dan juga business to business.

Hepatitis C virus (HCV) genotype (GT) 6 is the most genetically diverse GT and mainly distributed in Southeast Asia and south China but not Taiwan. Earlier studies showed the major HCV GTs in Taiwan were GT 1b and 2 with very rare GT 6 except in injection drug users (IDUs), and subtype 6a is the main GT 6 subtype among IDUs. Recently, we reported a much higher prevalence (18.3%) of GT 6 in Tainan City, southern Taiwan. This study was designed to clarify the subtypes of GT 6 in this endemic area. A total of 3022 (1343 men and 1679 women) HCV viremic patients were enrolled. Subtypes of GT 6 were determined by sequencing of core/E1 and nonstructural protein 5B in 322 of 518 GT 6 patients. The overall GT 6 prevalence rate was 17.1% (518/3022), with higher prevalence districts (>25%) located in northern Tainan. A novel 6g-related subtype is the most prevalent subtype (81.0%), followed by 6w (10.8%), 6a (7.5%), and 6n (0.7%). The high GT 6 prevalence in Tainan was mainly due to a novel 6g-related subtype and 6w. These two subtypes could be indigenous in Tainan with characteristic geographic distribution.

Hsin-hua Primary School, Hsin-hua District, Tainan City, Taiwan, was celebrating its 120th anniversary in 2017. The school was formerly known as the Tavocan branch of Tainan Institute of Japanese, founded in 1898 during the Japanese colonial rule. As part of its commemorative project, it has restored the Ho-an-den, a post-war Japanese period building with slogans on all four walls of the campus. Ho-an-den, commonly known as "imperial portraits Ho-an-den", was a building used to enshrine the portraits of contemporary emperors and empresses in schools and other educational institutions in Japan and its colonies, such as Taiwan and Korea, before the World War II. Although it is called "Imperial Portraits Ho-an-den", in general, except for "Imperial Portraits", A transcript of the imperial descript on education, the highest philosophy of education in pre-war Japan, will also be included. This Ho-an-den is one of the only two remaining in Taiwan. It is an important testimony of the Japanese rulers' emphasis on "emperor system" education. The article used a fuzzy time series model to analyze the relationship between the Taiwans ore tramp carrier cargo and the blast furnace plant in Taiwan. Finally, the proposed fuzzy time series model is applied to an empirical study in Taiwan. The results show that the proposed fuzzy time series forecast model produces a lower forecast error. That indicates it is an appropriate forecast tool.

Purpose In today’s Taiwan, sha-cha sauce is an indispensable ingredient for beef hot pot and stir-fried dishes. The purpose of this paper contextualizes the history of sha-cha sauce in Tainan, the oldest city in Taiwan, and argues that sha-cha sauce, introduced by Chaoshan immigrants, has contributed to new styles and habits of beef consumption tastes and habits in the post-1949 Tainan and beyond. Design/methodology/approach This paper uses documentary materials, oral interviews and diaries to explore the relationship between beef consumption and sha-cha sauce. It begins with an historical overview of Taiwan’s beef consumption during the Japanese colonial era (1895-1945). Then, it focuses on two Chaoshan business enterprises: the Bull-Head, which makes the world’s largest “canned sha-cha sauce,” and the Xiao Haozhou, a Tainan restaurant specializing in sha-cha beef hot pot. Finally, this study analyzes Xinrong Wu, a Tainan gentry whose diary entries from 1933 to 1967 documented the changing dietary habits of beef consumption among Taiwanese. Findings The Chaoshan migrants played an important role in introducing the sha-cha sauce to postcolonial Tainan, and this input bolstered the beef consumption among Taiwanese. The production of sha-cha provided a reliable source of income for these migrants in Tainan, and major businesses like the Bull-Head became the international brands of Taiwanese food products. Research limitations/implications The study, though limited to Tainan, reveals the symbiosis between popularization of sha-cha sauce and widespread beef consumption in Taiwan. Practical implications This study helps researchers examine the connection between Chinese migrations and food culture. Originality/value This paper is an original scholarly investigation of the relationship between food diet and Chaoshan migration in postcolonial Tainan.

Two new species of pilumnid crabs, Heteropilumnus planus n. sp. and Pseudolitochira taiwang n. sp., are described from reefs in Taiwan. Heteropilumnus planus n. sp. is most similar to H. hirsutior (Lanchester, 1900) from Singapore and Japan, but can easily be distinguished by its distinctly flatter carapace, different anterolateral carapace armature, longer ambulatory legs, and male first gonopod structure. Pseudolitochira taiwang n. sp. is most similar to P. crinita Ng & Clark, 2022, from Papua New Guinea but can easily be separated by its carapace physiognomy, armature of the anterolateral carapace margin and proportionately shorter ambulatory legs. Heteropilumnus setosus (A. Milne-Edwards, 1873) is also transferred to Pseudolitochira; and compared with P. taiwang n. sp. The rarely reported acidopsid, Crinitocinus alcocki (Borradaile, 1900) is also recorded from Taiwan for the first time, substantially extending its known range northwards.

Potential cultural differences between China and Taiwan are explored using Hofstede’s Values Survey Module (VSM94). The focus is on workers in hotels that cater to Western visitors. Hofstede’s VSM was administered to hotel workers in Tainan, Taiwan, and Shanghai, China. A comparison shows worker attitudes to be, in general, highly similar. Differences, however, on some scales, especially Power Distance, indicate that different managerial styles will be successful in the two countries. Qualitative data from industry stakeholders corroborate and elaborate our findings

This study focuses on the efficiency of passive solar chimney in natural ventilation performance of the conference hall at the Magic School of Green Technology (MSGT) in Tainan, Taiwan. The air exchange rate in the conference hall was between 5.73 ACH and 9.11 ACH, which exceeded the minimum air ventilation rate required in Taiwan. This shows that a passive solar chimney can effectively applied to the conference hall to meet indoor ventilation and air exchange requirements without using air conditioning.

This case report describes the outbreak of a combined diphtheritic and cutaneous form of psittacine pox in Agapornis roseicollis in Tainan, Taiwan in June, 2015. Scabs were observed on the legs and eyelids, the bases of beaks, and diphtheritic mucous membranes were observed on the upper digestive and respiratory tracts, too. In histopathological examinations, epitheliums and osteoblasts in nasal bone contained eosinophilic intracytoplasmic inclusion bodies in stratum spinosum. The infected bird beak tissue exhibited brick-shaped virions with biconcave dumbbell-shaped core by transmission electron microscopy. From the previous reports, psittacine pox virus in Taiwan may be more virulent than other reported strains and still occurs as a sporadic disease in Taiwan. This is the first report in the world discussed about the infection of osteoblast by poxvirus.

The adaptive capacity of coastal disasters caused by climate change in order to strengthen southwestern Taiwan against natural calamities in the future is investigated in this paper. In Taiwan, the coastal zone suffers from approximately four typhoons each year, and the exceptionally high sea levels caused by storm surges frequently results in coastal disasters and hinders the development of the coastal area. The problems of rising sea levels and frequent typhoons induced by climate change have threatened the Taiwanese coastal environments. These influences as well as serious land subsidence upon a scenario year were carried out in the coastal areas near the cities of Chiayi and Tainan in Taiwan. The present study focuses on the construction of the disaster characteristics on Chiayi and Tainan Coasts, model establishment for situation analysis of water environmental factors, impact estimation and indefinite analysis on disasters, and vulnerability and risk estimation of coastal disasters. An understanding of the marine and meteorological characteristics in coastal zones is conducive to raising the efficiency of the defense against coastal disasters. These results could provide useful information to establish strategies to implement as well as how to analyze the benefits of such a program.

This paper analyses the Japanese influence upon Taiwanese Buddhist communities during the Colonial Period. I will discuss the interplay between monasticism, education, and politics by examining the process of institutionalisation of monastics and Buddhist educational programs in Taiwan between 1895 and 1945. In accord with pertinent historical developments, this paper is divided into five sections: (1) the Sōtō Zen lineage, (2) the Rinzai Zen lineage, (3) the Pure Land (Jōdo) lineage, (4) Taiwanese monastics who studied in Japan, and (5) Taiwanese nuns. Based on the strong Japanese sectarian tradition, different sects had disparate strategies in Taiwan. The Sōtō lineage arrived first, engaged in precept ceremonies, and started up a well-run Buddhist college. The Myōshinji Sect of Rinzai took Kaiyuansi in Tainan as the main headquarters in southern Taiwan for teaching Buddhist classes as well as holding monumental precept-conferral ceremonies. As for the Pure Land lineage, they came slightly later but eventually established 37 branches across Taiwan, implementing social-educational programs actively. Finally, the nuns and monks who went abroad to study Buddhism in Japan matured and took important roles in advancing Buddhist education in Taiwan. All of these cases demonstrate a profound Japanese influence upon Taiwanese Buddhist education and monastic culture.

The 2016 Meinong Earthquake hit southern Taiwan and many shallow foundation structures were damaged due to soil liquefaction. In response, the government initiated an investigation project to construct liquefaction potential maps for metropolitans in Taiwan. These maps were used for the preliminary safety assessment of infrastructures or buildings. However, the constructed liquefaction potential map used the pseudo-probabilistic approach, which has inconsistent return period. To solve the inconsistency, the probabilistic liquefaction hazard analysis (PLHA) was introduced. However, due to its complicated calculation procedure, PLHA is not easy and convenient for engineers to use without a specialized program, such as in Taiwan. Therefore, PLHA is not a popular liquefaction evaluation procedure in practice. This study presents a simple PLHA program, HAZ45PL Module, customized for Taiwan. Sites in Tainan City and Yuanlin City are evaluated using the HAZ45PL Module to obtain the hazard curve and to construct the liquefaction probability map. The liquefaction probability map provides probabilities of different liquefaction potential levels for engineers or owners to assess the performance of an infrastructure or to design a mitigation plan.

The Rickettsia massiliae was firstly detected and identified in Rhipicephalus sanguineus ticks infested on dogs in Taiwan. A total of 1154 Rh. sanguineus ticks collected from 158 dogs of four districts of Tainan city were examined for Rickettsia infection by nested-PCR assay targeting the citrate synthase (gltA) and outer membrane protein B (ompB) genes of Rickettsia. The Rickettsia infection was detected with a general infection rate of 2.77%, and was detected in male, female and nymphal stage with an infection rate of 2.77%, 3.22% and 1.32%, respectively. Phylogenetic relationships were analyzed by comparing the gltA and ompB sequences obtained from 9 Taiwan strains and 16 other strains representing 13 genospecies of Rickettsia. Results revealed that all Taiwan strains were genetically affiliated to the same clades of R. massiliae (spotted fever group) and R. felis (transitional group), and can be discriminated from other genospecies of Rickettsia. This study provides the first evidence of R. massiliae, a pathogenic spotted fever Rickettsia, identified in Rh. sanguineus ticks and highlight the potential threat for the regional transmission of Rickettsia infection among humans in Taiwan.

To address the increasing impact of global warming, Taiwan has devised a variety of activities to promote energy savings and carbon reduction. Although the city of Tainan was the first in Asia to enforce an anti-idling policy, the intersection between public value creation and local sustainable development has not yet been analyzed. Hence, this article explores the anti-idling policy in Tainan through the lens of social judgment theory (SJT). It also considers criteria related to the core values of environmental, economic, and social sustainability to understand the public values held by stakeholders in Tainan. The results of this article illustrate and dismantle the differences between several groups’ understanding of public value as it relates to local sustainable development, and suggest the establishment of intersectoral collaboration and community participation regarding value perception. Although the case is specific to Taiwan, its characteristics are typical of local sustainable development globally, especially in Asia.

AbstractA series of forced vibration tests were conducted on a proto-type pile foundation which is built in the Tainan Science-Based Industrial Park and is modeled on the foundation type of Taiwan High Speed Rail. The test method, analysis procedure and results of test are briefly introduced in this paper. Besides, a finite element method by using the computer program ABAQUS is used to simulate the test. Results obtained are in good agreement with the results of in-situ test, and both are helpful for understanding the characteristics of the ground responses of the site and for identification of the soil-structure interaction of Taiwan High Speed Rail foundation system.

Promoting green building has become an important policy goal in Taiwan. This paper explores the possibilities of transforming a regular duplex housing unit into a green building. Through an examination of residents’ demand of a selected housing community in Tainan, Taiwan, the demand of green building facilities and services by actual users was identified. This was followed by a design approach which applies several selected green building technologies based on the demand of residents and local environmental characteristics. The result shows that multi-dimensional goals of transforming existing housing into a green building can be obtained through a well-planned design approach which better understands the demand of residents.

Abstract. According to Wyss et al. (2000) result indicates that future main earthquakes can be expected along zones characterized by low b values. In this study we combine Benioff strain with global positioning system (GPS) data to estimate the probability of future Mw ≥ 6.0 earthquakes for a grid covering Taiwan. An approach similar to the maximum likelihood method was used to estimate Gutenberg–Richter parameters a and b. The two parameters were then used to estimate the probability of simulating future earthquakes of Mw ≥ 6.0 for each of the 391 grids (grid interval = 0.1°) covering Taiwan. The method shows a high probability of earthquakes in western Taiwan along a zone that extends from Taichung southward to Nantou, Chiayi, Tainan and Kaohsiung. In eastern Taiwan, there also exists a high probability zone from Ilan southward to Hualian and Taitung. These zones are characterized by high earthquake entropy, high maximum shear strain rates, and paths of low b values. A relation between entropy and maximum shear strain rate is also obtained. It indicates that the maximum shear strain rate is about 4.0 times the entropy. The results of this study should be of interest to city planners, especially those concerned with earthquake preparedness. And providing the earthquake insurers to draw up the basic premium.

The Mw 6.4 Meinong earthquake occurred on 6 February 2016 in the southern region of Taiwan. The earthquake caused significant damage in and around Tainan city, with a number of collapsed and severely damaged buildings and 117 deaths. A five-member Learning from Earthquakes (LFE) team visited Taiwan approximately one month after the earthquake, with particular focus on learning from changes to design practice and seismic mitigation efforts following the 1999 Chi-Chi earthquake in Taiwan. Land damage was generally modest with liquefaction and slope-failures observed in a limited number of locations. Some notable instances of liquefaction-related foundation settlement and tilting occurred in areas associated with historical filling. Following the earthquake, the Taiwanese government publically released liquefaction hazard maps that will have a significant impact on public awareness and land values. The observed structural damage was characteristic of non-ductile and poorly configured buildings. The collapsed buildings all contained irregularities and soft-storeys. The majority of older mixed-use buildings performed adequately, but severe column failures were observed in several taller apartment buildings constructed in the 1990s. The performance of schools and district offices provided valuable insight into the successful implementation of seismic assessment and strengthening programmes. A comparison of existing and strengthened buildings showed that efficient retrofit solutions can reduce the risk posed by critical structural weaknesses and improve the safety and resilience of these buildings. A similar strategy could be implemented for common critical structural weaknesses in New Zealand buildings.

Nicht mit dem von Montesquieu vorgeschlagenen Konzept der Gewaltenteilung in Einklang stehend, schafft die Verfassung Taiwans eine Regierungsstruktur, die einzigartig aus fünf Zweigen besteht, einschließlich der unabhängigen Büros für Prüfungs- und Kontrollbefugnisse, nämlich Prüfung Yuan und Kontrollyuan. Als verfassungsrechtlich unabhängiges Büro ist der Prüfungs-Yuan hauptsächlich für die Beschäftigung, Qualifikation, Bewertung, Schutz, Hinterbliebenenhilfe, den Ruhestand von Beamten und andere rechtliche Aufgaben zuständig. Diese institutionelle Regelung hat weitreichende Auswirkungen auf die Gewaltenteilung in Taiwan, insbesondere auf das Zusammenspiel zwischen der Prüfung und anderen verfassungsmäßigen Befugnissen. Dementsprechend zielt diese Forschung darauf ab, die Organisationsstruktur, Kompetenz und den Status des Prüfungs-Yuan in Taiwan einzuführen und die möglichen Konsequenzen zu klären, die durch diese institutionelle Gestaltung geleitet werden könnten.

This article examines the historical development of Taiwanese identity from its origins in the era of Japanese colonialism, through postwar authoritarian rule, to its emergence as the driving force behind the island’s democratization. After the Communist takeover of mainland China, Taiwanese identity was an insurgent element challenging the island-based dictatorship of the Nationalists. But in the wake of a successful democratic transition, the indigenous identity became more inclusive and synonymous with the islanders’ decision to embrace democratic and pluralistic values, confronting irredentist threats from the People’s Republic of China to take back the self-governing island by force.
