The Taiwan issue has always been the most controversial topic in US-China relations. Moreover, the Taiwan Strait is often considered the most likely site of a military confrontation between the United States and China. The issue of Taiwans sovereignty has been the subject of questions and controversy regarding the ownership of Taiwans regime and sovereignty in the aftermath of the Second World War and the Communist Civil War. This paper analyses the political, economic, and cultural reasons for the establishment of diplomatic relations between the US and China. From the perspective of the construct of international relations, although the Taiwan issue is a dispute, the current analytical perspective suggests that whether China and the US will go to war in Taiwan will always exist, but to a greater extent it will be resolved through economic warfare, political approaches, and other means.

The Muslim population in Taiwan has its challenges in living there. The problems that occur as a Muslim are challenges in themselves, such as eating and carrying out religious activities, such as studying and reciting the Koran. This is because the Muslim population in this country is only around 0.3% (60,000 people and 90% of them are Hui). Apart from that, 180,000 Muslim foreign workers come from India, the Philippines, India, Thailand and Malaysia. In Tainan, Taiwan, there is only one mosque, namely the Tainan Mosque. Minority groups in Tainan encouraged several people to form an international Muslim association known as the Muslim Family Community, whose members have small families of 2-3 children. The difficulty of teaching the Koran has its challenges and problems for Muslim families. For this reason, a private application is needed where Muslim student teachers who have limited time can freely teach online and privately to small Muslim families in Tainan, Taiwan. This research creates a product in the form of a private application. Apart from that, this service product also aims to provide facilities for learning to read the Koran online and privately. Private teachers are obtained from Muslim students living around Tainan, Taiwan. Private-Quran features: search for Koran teachers, ummi method, tajwid and makhraj, iqra and tahsin, online via Zoom, Google Meet, WhatsApp, and Google Duo. The impact of this activity is to overcome the problem of learning to read the Koran for Muslim families in Tainan, Taiwan. The approach method used in implementing this service activity includes training, mentoring, and mentoring activities. The technique for implementing this activity is carried out by conducting direct testing of the Private-Quran Application, sending the Private-Quran Application, and providing assistance in using the Private-Quran Application, improving and adding features.

Hepatitis C virus (HCV) genotype (GT) 6 is the most genetically diverse GT and mainly distributed in Southeast Asia and south China but not Taiwan. Earlier studies showed the major HCV GTs in Taiwan were GT 1b and 2 with very rare GT 6 except in injection drug users (IDUs), and subtype 6a is the main GT 6 subtype among IDUs. Recently, we reported a much higher prevalence (18.3%) of GT 6 in Tainan City, southern Taiwan. This study was designed to clarify the subtypes of GT 6 in this endemic area. A total of 3022 (1343 men and 1679 women) HCV viremic patients were enrolled. Subtypes of GT 6 were determined by sequencing of core/E1 and nonstructural protein 5B in 322 of 518 GT 6 patients. The overall GT 6 prevalence rate was 17.1% (518/3022), with higher prevalence districts (>25%) located in northern Tainan. A novel 6g-related subtype is the most prevalent subtype (81.0%), followed by 6w (10.8%), 6a (7.5%), and 6n (0.7%). The high GT 6 prevalence in Tainan was mainly due to a novel 6g-related subtype and 6w. These two subtypes could be indigenous in Tainan with characteristic geographic distribution.

Hsin-hua Primary School, Hsin-hua District, Tainan City, Taiwan, was celebrating its 120th anniversary in 2017. The school was formerly known as the Tavocan branch of Tainan Institute of Japanese, founded in 1898 during the Japanese colonial rule. As part of its commemorative project, it has restored the Ho-an-den, a post-war Japanese period building with slogans on all four walls of the campus. Ho-an-den, commonly known as "imperial portraits Ho-an-den", was a building used to enshrine the portraits of contemporary emperors and empresses in schools and other educational institutions in Japan and its colonies, such as Taiwan and Korea, before the World War II. Although it is called "Imperial Portraits Ho-an-den", in general, except for "Imperial Portraits", A transcript of the imperial descript on education, the highest philosophy of education in pre-war Japan, will also be included. This Ho-an-den is one of the only two remaining in Taiwan. It is an important testimony of the Japanese rulers' emphasis on "emperor system" education. Keywords: Japanese colonial period in Taiwan, the imperial descript on education, imperial portraits, Ho-an-den.

The article used a fuzzy time series model to analyze the relationship between the Taiwans ore tramp carrier cargo and the blast furnace plant in Taiwan. Finally, the proposed fuzzy time series model is applied to an empirical study in Taiwan. The results show that the proposed fuzzy time series forecast model produces a lower forecast error. That indicates it is an appropriate forecast tool.

This study was designed to investigate the impact of family cultural capital on reading motivation and reading behavior among new immigrant children and non-immigrant children. This research used Chang and Wang's family cultural capital, reading motivation, and reading behavior questionnaire to conduct the survey. The target population of this study was students enrolled in fifth grade and sixth grade in elementary school in the fall of 2017 in Tainan, Taiwan. The sample include 414 students from new immigrant families and 422 students from non-immigrant families; the total number of individuals was 837. Structural equation modeling (SEM) analytical procedures were performed to test the hypothesized relationships. The results indicate that the seven latent variables were related to each other directly or indirectly. The main findings of this study are as follows: 1) family socioeconomic status significantly affects students' acquisition of family cultural capital; 2) family reading habits significantly affect students' reading motivation; 3) intrinsic reading motivation significantly affects students' reading behavior; and 4) external reading motivation shows no direct significant effect on reading time or the number of items read.

From City-like Settlement to Industrial City: A Case of Urban Transformation in Huwei Township. Chih-Hung Chen¹, Chih-Yu Chen¹ ¹ Department of Urban Planning, National Cheng Kung University No.1, University Rd., East Dist., Tainan City 70101, Taiwan ROC E-mail: chihhungchen@mail.ncku.edu.tw Keywords (3-5): Industrial City, City-like Settlement, Morphological Process, Town-Plan Analysis, Sugar Refinery Conference topics and scale: City transformations City-like Settlement (German: Teilweise Stadtähnliche Siedlungen) (Schwarz, 1989; Sorre, 1952) plays an important role in the course of civilization, especially the development of industrial cities. Accordingly, this study utilizes Town-Plan Analysis (Conzen, 1960) to deconstruct the relationships between industrialization and settlement formation in order to illustrate the common origin of cities in Taiwan as a result of the emerging economy at the turn of the 20th century. The industrial city of Huwei, known as the “sugar city” with largest yields of cane sugar in Taiwan, had the largest-scale sugar refinery in pre-war East Asia (Williams, 1980). The city has grown and transformed with the factory during the four phases of morphological periods, which began at the establishment of the sugar refinery and worker housing in the middle of the fertile flooding plain in western Taiwan. The spatial arrangement was directed to operational and management efficiency, characterized by the simple grids and hierarchy of layout along the riverside. As the industry enlarged, the new urban core was planned to support the original settlement with shophouses accumulated in the small grids. Followed by postwar modernism (Schinz, 1989), the urban planning again extended the city boundary with larger and polygonal blocks. In the fourth phase, however, the sugar refinery downsized, leading to the conversion of the worker housing and the merging of the factory and the city that slowly brought to its present shape. The morphological process results in the concentric structure from the sugar refinery, providing valuable references for the preservation of the sugar industry townscape, and unveils the influence of industrialization as well as the special urban development pattern in Taiwan. This study investigates the evolution of an admiring food processing plant. Agriculture is once the foundation of Taiwan. Agriculture has a great influence on the food processing industry as well. As a result, as agriculture grows, the food processing industry also develops rapidly. Later on, processed food export becomes important to Taiwan’s economy. Meanwhile, the food processing industry is also influenced by the political and economic environment profoundly. Woo Sun Food Factory Company (Woo Sun) is one of the greatest food processing company in Taiwan. Through the four transformations, Woo Sun upgrades technologies and lowers production costs together with the sales cost. Through studying the case study of Woo Sun, a representative food processing company in the Taiwan food industry, we know that management, developing strategies, and manufacturing technology upgrade are extremely important.

In the rapidly industrializing world of the 21st century, the many negative environmental impacts of modern-day human practices are becoming substantially more evident. One such problem not brought into considerable focus is chemical pollution in the oceans. As Taiwan is an island that relies heavily on the surrounding ocean for many economic practices, the harms and preventive measures of ocean chemical pollution must be discussed forthwith. This paper aims to conduct an analysis on the current scientific literature published on the topic of ocean chemical pollution and its various impacts specifically on Taiwan’s oceans but also aims to conduct a study on Taiwanese university students to investigate the role the current education system plays in establishing the basic understanding of the risks of ocean chemical pollution. This study was organized by surveying 62 university students from the Tainan National University of the Arts and the National Taipei University of Technology. Results showed that 59.7% of students reported they had never learned about ocean chemical pollution in school before, 17.7% of students reported they were not sure, and only 22.6% of students reported that they did learn about ocean chemical pollution in school. This statistically correlates to how only 25.8% of students answered chemical pollution as the most serious problem Taiwan’s oceans are facing. A fundamental understanding of ocean chemical pollution in the upcoming generation of young workers, who ultimately will take part in future governmental decision-making, is necessary in that it leads to: 1) an overall increased public support when the government or other private organizations take charge to implement solutions 2) an ability to develop lifestyles that reduce the risk of man-made ocean chemical pollution 3) a willingness to contribute to preventive measures.

During the 2020-2021 typhoon season, for the first time in 56 years, no typhoon made landfall on Taiwan, leading to one of the worst droughts in the island’s history. As reservoirs fell below 5% capacity, more than one million households and businesses had to ration water. This water rationing was not without controversy, especially for the island’s most water-intensive industries: rice farming and semiconductor manufacturing. Taiwan’s case exemplifies the challenges of water stress and related risk across value chains that could emerge as a result. It also shows stark choices that governments and authorities may have to face in rationing water resources. Water management in a changing climate is incredibly important to ensure the life, health and prosperity of people and ecosystems on our planet. This technical background report for the 2021/2022 edition of the Interconnected Disaster Risks report analyses the root causes, drivers, impacts and potential solutions for the Taiwan drought through a forensic analysis of academic literature, media articles and expert interviews.
