Objective: Cardio-metabolic diseases are highly prevalent among ethnic minority groups in Europe. However, information on health needs of undocumented immigrants, especially regarding risk factors, are lacking. The aim of this study was to examine prevalence, awareness and treatment of hypertension, diabetes mellitus, and hypercholesterolemia in a large cohort of undocumented and documented (registered with National Health Service, NHS) Chinese immigrants living in Italy. Design and method: Population-based, cross-sectional study. Chinese first-generation immigrants living in Prato, underwent blood pressure (BP) measurement, blood tests (fasting glucose, FG, and total cholesterol, TC), and anthropometric measurements. Hypertension was diagnosed for BP>140/90 mmHg at two visits, and/or BP-lowering medication use; type 2 diabetes for FG>126 mg/dL at two visits, and/or glucose lowering drugs use; hypercholesterolemia for TC>240 mg/dL and/or statins use. Undocumented and documented migrants were compared via logistic regression analysis adjusted for age, gender, central obesity, and educational level. Results: A large proportion of investigated Chinese immigrants (3435) were undocumented (1766, 51% with 1669, 49% registered with NHS). At logistic regression analysis, prevalence of hypertension was similar between the two groups, while prevalence of diabetes and hypercholesterolemia was higher among undocumented migrants, despite having a younger age and a lower prevalence of central obesity. Registration to NHS was associated with a higher awareness and prevalence of treated subjects for hypertension and diabetes. More precisely, registered migrants were 6 times more treated for type 2 diabetes than undocumented migrants. A small minority of subjects were treated with statins independently from NHS registration. Conclusions: Undocumented migrants seem to represent a large proportion of the Chinese migrant population living in Italy; undocumented migrants had lower levels of awareness and rate of treatment for hypertension and type 2 diabetes than migrants registered in the NHS. Acute treatment for stroke and myocardial infarction is guaranteed to all subjects regardless of NHS registration in Italy as in the majority of European countries. Health policies targeting this hard-to-reach population must be improved.

In most other nations, insurance for medical care is called sickness insurance, and it covers sick people. In the United States, we have “health insurance,” and its major carriers — commercial insurers, large employers, and increasingly government programs — strive to avoid sick people and cover only the healthy. This perverse logic at the heart of the American health insurance system is the key to reform debates.Focusing on sick people versus healthy people might seem a strange way to view the coverage issue. Most discussions of insurance categorize people into other groupings: the insured versus the uninsured; Caucasian whites versus other racial and ethnic groups; men versus women; poor and low-income people versus everybody else; children, adults, and the elderly; or citizens versus immigrants and undocumented aliens. More recently, health researchers have begun talking about “vulnerable populations,” using most of the same demographic groupings and adding other illness-inducing factors such as social isolation, stress, and impoverished neighborhoods. But as I will show, insurance plans now use premiums, cost-sharing, and other design features in ways that indirectly divide each of these groups into the sick and the healthy, to the detriment of the sick. By shifting the costs of illness onto people who use medical care — that is, sick people — market-oriented reforms of the last few decades have eroded insurance in the name of strengthening it.

About 20,000 undocumented immigrant children live in Korea, but the fundamental rights for their lives are not guaranteed. In particular, they are suffering from problems such as birth registration, the infringement of the right to health and education. With regard to the birth registration of undocumented immigrant children, european countries stipulate that the birth of all children in that country can be registered regardless of their parents’ status and automatically issue birth certificates without further action. Since the universal birth registration system and issuance of related documents are the basic premise for respecting children's dignity as human beings, Korea also needs to introduce such procedures as soon as possible. Regarding the right to health of undocumented immigrant children, providing daily medical services other than emergency medical services is considered a social security area, but children's health is the most significant element for life maintenance and whole-person development, so medical access should be guaranteed regardless of the legality of residence status. We need to guarantee minimum medical access of undocumented children to maintain their health through providing emergency medical services, primary and secondary medical care services to the same extent as Korean children, or providing cost support. And in respect of guaranteeing undocumented immigrant children's right to education, we should strive to ensure that undocumented immigrant children receive education without discrimination in accordance with international society’s good practice of explicitly stipulating all children's right to education including undocumented immigrant children.

We make use of uniquely comprehensive arrest data from the Texas Department of Public Safety to compare the criminality of undocumented immigrants to legal immigrants and native-born US citizens between 2012 and 2018. We find that undocumented immigrants have substantially lower crime rates than native-born citizens and legal immigrants across a range of felony offenses. Relative to undocumented immigrants, US-born citizens are over 2 times more likely to be arrested for violent crimes, 2.5 times more likely to be arrested for drug crimes, and over 4 times more likely to be arrested for property crimes. In addition, the proportion of arrests involving undocumented immigrants in Texas was relatively stable or decreasing over this period. The differences between US-born citizens and undocumented immigrants are robust to using alternative estimates of the broader undocumented population, alternate classifications of those counted as “undocumented” at arrest and substituting misdemeanors or convictions as measures of crime.

It has become an embarrassment. The American Conservative crows, “Cesar Chávez, Minuteman,” and the accompanying article delivers the news that the United Farm Workers was not only anti-immigrant but that it set up its own border patrol between Arizona and Mexico. The magazine does not stand alone. Leaders of current right-wing vigilante groups claim Chávez's retroactive endorsement for their occasional attempts to close small sections of the border. In response, Chávez's defenders contend that the UFW opposed the undocumented only when they broke strikes; and besides, that was long ago, and now the union is a strong defender of immigrant rights. Thus, UFW policy toward the undocumented—controversial in its own time—once again has become a subject of public debate, threatening to tarnish the name given to so many California streets, parks, schools, community centers, and even university departments.

For undocumented immigrants, processes of integration are contingent on the qualities of their local context. A lack of legal status may require them to strategically manage their presence in order to avoid detection that could lead to deportation. The authors ask how the need to mask one’s legal status affects the civic integration of undocumented immigrants. Drawing primarily on data from the California Health Interview Survey, the authors estimate the probability of participation in voluntary associations for undocumented immigrants. They naturalized immigrants and find that undocumented immigrants exhibit a lower rate of participation but that this low rate of participation is unlikely the result of their legal status. The findings also show that undocumented immigrants are less likely to participate in voluntary associations if they live in counties where large shares of voters cast votes for Donald Trump in the 2016 presidential election.

Undocumented immigrants experience health and treatment disparities exceeding those experienced by other immigrants (Hacker et al., 2011). Behavioral health providers in multidisciplinary medical settings play an integral role in the delivery of services to the 11 million undocumented immigrants residing in the United States, most of whom are Latina/o. Undocumented immigrants face cultural, legal, language, and psychological barriers that affect healthcare access, treatment utilization, and adherence (Achkar and Macklin, 2009). In the context of these disparities, little consensus exists regarding an ethical decisionmaking process specific to this population. How does a behavioral health provider respond to these dilemmas? This article reviews the changing sociopolitical landscape for the healthcare of undocumented immigrants. Case vignettes highlight and address important ethical issues arising from behavioral health providers’ work with this population. We conclude with recommendations regarding the navigation of these ethical challenges and the provision of high quality, accessible healthcare to undocumented immigrants.

In the last few years, Immigration and Customs Enforcement (ICE) has begun to target religious institutions—specifically churches—as a means to find and arrest undocumented immigrants. This technique is in legal tension with the First Amendment rights of free exercise of religion and free association. It is unclear, however, how these legal rights protect those most affected by this targeting tactic: undocumented immigrants. Undocumented immigrants may lack standing to challenge ICE’s tactics on their own and may require the help of related parties to protect their interests. This Note explores a potential solution to the ambiguity surrounding undocumented immigrants’ protection under the First Amendment. Specifically, this Note argues that while undocumented immigrants may be barred from filing suits challenging the constitutionality of ICE raids on religious institutions, U.S. citizens who worship alongside these immigrants can and should bring such suits and demand injunctions to end the practice. These citizens not only have the undisputed legal rights to bring such potential claims but also may use those rights to provide a legal and practical shield for undocumented immigrants who seek to attend church without government intrusion.

Most studies suggest that the fear of immigrants strongly influences public opinion about immigrants and immigration policies in the United States. Despite this knowledge, there is a lack of depth in the literature examining the effect of the fear of immigrants on police stops against undocumented immigrants and immigrants with criminal backgrounds. The present study fills this void in the literature by examining the effect of public fear of immigrants on public support for policing immigrants, specifically, undocumented immigrants with a criminal record, while controlling for other factors. Results from the regression analysis suggest that fear of immigrants, illustrated in exclusionary immigration policies, coupled with some socio-demographic factors, influence public attitude towards police stops against undocumented immigrants with criminal records. Theoretically, the present study fills a gap in the existing literature on the fear of immigrants, immigration, and policing, by exclusively focusing on undocumented immigrants with a criminal record. Policy-wise, the findings of these studies can be useful in developing more pragmatic and inclusionary immigration policies void of sentiments.

Undocumented immigrants are an exploited and disenfranchised faction of society that garner counterfactual attitudes by the public. This study aims to dispel myths held among the public by contesting fiction with facts. First, I argue that media sources and misinformation have culpability in inciting the publics' misguided perceptions about undocumented immigrants. For example, the images propelled to viewers reproduce moral panics, stratification, subjugation, social injustice and the fallacious notion that Mexican‟s are representative of all Hispanic unauthorized immigrants. This thesis then examines the public opinion responses of participants from the CBS and New York Times monthly survey poll of May 2007, compared to academic and government sources on health care, terrorism, and economics. The analysis concludes that participants‟ responses reveal misconceptions on the usage of health care by undocumented immigrants; the threat of terrorism as a means to deny Hispanics citizenship; the economic impact of cost to benefit analysis of the undocumented; and that Mexicans are not representative of all undocumented immigrant groups.

Poverty in the United States has been widely explored, but very seldom does research consider the impacts of poverty among undocumented immigrants. As a result, policymakers are unable to account for or accommodate the unique needs of undocumented immigrants. Using Dalton's theory of the psychology of poverty, this case study explored the experiences of undocumented immigrants in Immokalee, Florida to better understand how the current policy landscape impacts their existence and livelihoods. The data were collected through 18 interviews with undocumented immigrants and a review of government data related to poverty among this population from the United States Census Bureau, the Department of Homeland Security, and the Bureau of Labor. All data were inductively coded and subjected to thematic analysis. Findings indicate that these undocumented immigrants in South Florida experienced a range of social and economic depravities, including stress, fear, and anxiety as well as inadequate housing and poor health and nutrition, particularly among children, all of which are consistent with Dalton's theory of the psychology of poverty. Another key finding reinforces previous research that undocumented workers were subject to inadequate working conditions and were at risk of exploitation by employers, particularly in the agricultural industry. The positive social change implications stemming from this study include recommendations to policymakers in South Florida to develop policies to alleviate uncertainty for undocumented immigrants, including creating policy to specifically address inadequate working conditions in order to reduce the potential exploitation of socio-economically marginalized workers.

La migration chinoise de travail en France depuis la fin des années 1990 est marquée par un processus de féminisation et de prolétarisation. Cette thèse étudie ce phénomène migratoire dans la manucure, et retrace l’expansion d’une niche économique, ethnique et genrée dans les années 2010 en région parisienne. De deux à trois personnes sur le marché du soin des ongles, ces femmes y sont passées à environ 1 500 travailleuses 15 ans plus tard. Leur présence s’est étendue à d’autres quartiers, régions, voire pays européens.Pourquoi ces femmes, se sont-elles tournées massivement vers cette activité professionnelle aux conditions de travail précaires ? Pourquoi ces travailleuses souvent sans-papiers se sont-elles coupées de la sécurité des réseaux traditionnels des enclaves chinoises parisiennes, qui leur permettent de vivre et de travailler, même sans parler français ?Notre enquête statistique et ethnographique a été menée entre 2014 et 2020 auprès de centaines de manucures seules et primo-arrivantes. Outre l’examen du contexte macro-structurel expliquant la féminisation de l’émigration chinoise, cette thèse privilégie une approche par études de cas. L’imaginaire sur la mobilité de travail transnationale ainsi que sur la France a été questionné pour reconstituer les projets migratoires de 89 manucures en France. L’enquête a établi trois profils-types, les « anciennes ouvrières délaissées », les « travailleuses précaires mobiles », et les « migrantes professionnelles », associés à trois vagues de migration.La thèse montre le caractère ambivalent de « l’enclave ethnique », qui joue le rôle de « sas », mais dans laquelle ces femmes se retrouvent soumises à un endettement moral et financier, ainsi qu’à un contrôle social. Trouvant leurs premiers emplois et logements grâce aux réseaux régionaux chinois en France (laoxiang 老乡), ces femmes parviennent grâce à la manucure à s’en extraire, mais restent sans-papiers. Elles ont construit un réseau nouveau de femmes issues de toute la Chine qui travaillent pour des patrons non-chinois. Elles se forment entre elles, de façon horizontale, avec le shituzhi, un compagnonnage entre « sœurs » (jiemei 姐妹) qui assure une place dans un salon de manucure et une maîtrise des dernières techniques à la mode. Le logement de ces femmes constitue un déclassement mais assure une liberté vis-à-vis des règles sociales (guanxi 关系), et leur vie frugale mais bien organisée leur permet, hors des jugements traditionnels, de préparer leur retour en Chine. Néanmoins, ces femmes en situation irrégulière y subissent une exploitation comme main-d’œuvre bon marché. En 2014, une grève médiatisée soutenue par des syndicats français suivie d’un procès et d’une propagation des revendications à plusieurs boutiques de manucure nous permet de décrire l’agentivité de ces travailleuses précaires. Dans un salon à Paris un retard de paiement et une rumeur de fermeture a permis le rapprochement des manucures avec des coiffeuses sans-papiers originaires d’Afrique et une lutte collective devenue un modèle pour des grèves similaires dans d’autres salons. Son issue, victorieuse, a permis de condamner les gérants pour traite d’êtres humains en 2018, des régularisations, des améliorations des conditions de travail et le versement des salaires. Toutefois, certaines, déjà uberisées et moins expérimentées dans la lutte syndicale, a peu gagné. La modernisation de la niche ethnique, de l’activité et de son image sur internet, et l’extension des services, autorisent l’espoir d’une normalisation des conditions de travail, d’une reconnaissance des compétences, et la poursuite de l’activité au retour en Chine, où le travail du care est en plein essor. Cette thèse explique les mobilités spatiales et sociales des travailleuses et met en évidence le coût humain de l’illégalité et les ressources que construisent les femmes migrantes précarisées
Chinese labor migration to France since the late 1990s has been marked by a process of feminization, but also of proletarianization. This thesis studies this migratory phenomenon through the cases of women working in the manicure sector in Paris and in the Paris region, and traces the emergence and expansion of an ethnic and gendered economic niche in the 2010s. From two to three people in the nail care market at the beginning of 2000, these women have grown to around 1,500 workers in the Paris region fifteen years later. Their presence, initially concentrated in a single Parisian district, has spread widely to other French regions, and even to other European countries. How did this expansion come about? Why do these women -working in extremely precarious conditions- still join this professional activity on a massive scale? Why do these mostly undocumented workers cut themselves off from the relative security of the traditional networks of Parisian Chinese enclaves, which enable the non-French-speaking migrants to live and work, even if they are undocumented? The present research is based on a statistical and ethnographic survey conducted between 2014 and 2020 among Chinese women recently arrived alone in France. In addition to examining the macro-structural context -the influence of social-economic and political changes that explain the feminization of Chinese emigration- this thesis favors a case-study approach and proposes an analysis of the configurations of these women’s trajectories. The formulation of questions on the imagination about transnational labor mobility and about France enabled us to reconstruct the formation of the migratory project of 89 manicurists working in France. The survey also enabled us to draw up three profiles: “abandoned former state workers”, “mobile precarious workers” and “professional migrants”. This typology provides a parallel account of the three waves of migration that occurred in quick succession in the 2000s, and which accompanied the emergence of the professional manicure niche. The thesis shows the ambivalent character of the “ethnic enclave”, which acts as a “sas”, but in which these women find themselves subjected to moral and financial indebtedness, inducing a rather restrictive social control. Initially finding employment and housing through the traditional networks of Chinese emigration, structured by the region of origin (laoxiang 老乡), these women manage to extricate themselves from these relationships through manicuring, while fighting on their own against the administrative difficulties posed by their undocumented status. Over time, they have built up a new network of women from different parts of China, working for non-Chinese employers. They also train each other, using a horizontal training and mutual aid system known as shituzhi, a system of companionship between “sisters” (jiemei 姐妹) that ensures a place in a nail salon and a high level of mastery of nail techniques, which is supposed to respond to fashion, which is constantly changing. The nail technicians' housing, often downgraded compared to their standard of living before emigration, nevertheless ensures a form of freedom outside of the social rules in China (guanxi 关系), and their frugal but well-organized life enables them, outside the judgments of Chinese society, to prepare for a better situation on their return to China. Nevertheless, these undocumented immigrant women, who work in an irregular administrative situation, are exposed to exploitation as cheap workers in the manicure niche. The story of a high-profile strike led by these women and supported by French unions, which later ended in a court case with a wide spread of demands for professional and migrants rights, enables us to highlight the agentivity and inventiveness of these precarious workers

Resumo:
The social exclusion of undocumented immigrants is a global phenomenon that concerns the social work profession. Despite laws that protect human rights, undocumented immigrants in many countries are facing multiple challenges associated with a lack of legal status, including in Sweden. This study aims to examine how the legal and other associated barriers act as exclusion mechanisms against undocumented immigrants in Sweden when accessing services. Data collection through a qualitative method, involving semi-structured interviews with professionals engaged in supporting this group, was carried out. The results were analyzed by using a deductive thematic analysis, applying the social exclusion theory, as well as using earlier research on the subject. The findings revealed the existence of structural barriers that exclude undocumented immigrants regarding accessing services; where civil society has intervened to give support. The findings also reflect that it has been difficult for social workers to act on the situation.

This study examines the ways in which the education of children of undocumented immigrants is impacted by their parents’ undocumented status as well as their personal documentation status. In this thesis, I shed light on the experiences of fifteen college students and alumni who are variously-documented, including: undocumented students, DACA students, and documented students with undocumented family members. Drawing on these experiences, I argue that students’ education is impacted by legal and social exclusion, family stress and psychosocial impacts, personal legal status, and a lack of services for undocumented students and children of undocumented immigrants in educational institutions. I also argue that mothers and other family members lessen these challenges by providing students with the support and encouragement to complete a higher education. I conclude this study by making specific recommendations for what K- higher education institutions can do to better serve undocumented and documented students within mixed-status families.

Undocumented immigrants have historically been excluded from the medical care system. This study explored the attitudes and experiences of undocumented Latino immigrants when seeking medical services in the San Bernardino County. It aimed to share the stories of undocumented immigrants that often go untold and provide valuable insight into the needs and concerns of this population. The exploratory study utilized a qualitative approach through interviews. Data was collected through in person and over the phone interviews, which were then transcribed and analyzed using a constant comparative method. The findings of this study identified barriers and challenges faced by undocumented immigrants including a lack of equal access to healthcare, a lack of knowledge in navigating the healthcare system, stigma and discrimination, language, finances, culture, and fear. Both negative and positive experiences were shared, along with advice provided by participants for undocumented immigrants. This study carried important implications for medical professionals, agencies, and policy makers to better address the needs and concerns of undocumented patients. Research recommendations included implementing programs based off this study’s findings and exploring the attitudes and experiences of this population when seeking mental health services. Further research is encouraged to work towards dismantling the barriers faced by the undocumented immigrant population.

AbstractInformal settlements are perceptible material expressions of internal and cross-border migration in South Africa. New arrivals, drawn to urban centres in search of economic opportunities, find a residence in one of the high-density informal settlements dotted around the economic hub of South Africa, the Gauteng province. It is projected that an estimated 1.6 million migrants, including 48% of all immigrants in South Africa, will make Gauteng province their home by 2021 (Stats SA, 2018a). However, instead of better conditions, rural-urban and urban-urban migrants as well as undocumented and documented immigrants experience a lack of service delivery in health, education, road infrastructure, security, electricity, water and sanitation (Marutlulle, 2017). The lack of provision of basic services and resources from the government at such sites often results in community protests and translates into attacks against immigrants residing in those communities.

There are an estimated 11 million undocumented immigrants in the United States and housing for a large number of them is becoming a social problem that they themselves have to begin to solve. The political climate around the issue of immigration has made it more difficult for undocumented individuals to demand adequate housing from their landlords. Several cities have tried to pass laws that punish property owners that rent to undocumented tenants.

As our American cities struggle with the problems of growth and development, the human initiated disasters of crime and violence threaten the very existence of the urban core ofmost large cities. Los Angeles dominates the American crime scene with its gangs and drug dealers, where violent crime will strike one in every three Angelenos in their lifetime. The city is a leading example of environmental disintegration preceding rampant crime. In fact, environmental decay, drug use and crime continue to rise apparently in collaboration with each other. Additionally, the social service organizations are overwhelmed by the influx of immigrants, teenage pregnancy, and AIDS.

In an attempt to control the flow of undocumented immigrants, successive US governments have considered everything from large scale deportation, amnesties, expanding visa programs, to fining firms who hire illegal workers. Using a comparative static model, Aguiar and Walmsley (2013), find that amnesties have a positive impact on the US economy. However such policies are one-time changes in the labor force, whose benefits diminish over time, and which are unlikely to stem the flow of undocumented workers or fulfill the demands of U.S. firms for cheap foreign labor. In this paper we use a global dynamic model to investigate the long run implications of three alternative policy scenarios: 1) a one-time amnesty for undocumented workers living in the US; 2) a permanent increase in the number of foreign worker visas; and 3) enhanced border security. We find that an amnesty is much less effective than a permanent increase in visas at promoting growth in the U.S., while enhanced border control by the U.S. is beneficial for Mexico in terms real GDP.
