The Global Stocktake compels states periodically to focus on the Paris Agreement’s ultimate aims. Without it, each state’s attention would have been fixated on its own Nationally Determined Contribution and little else. The Paris Rulebook clarifies how the stocktaking mechanism is to function—in all but one respect: although the rules keep the emphasis squarely on “collective progress” as the proper object of the stocktake’s assessment, the text is ambiguous on whether its implied opposite—individual state progress—is to be excluded from the assessment. The ambiguity rides mainly on the notion of “equity”—a term as dutifully inserted into key passages of the Rulebook as its explanation is studiously avoided. Whatever the negotiators may have intended in this respect, an objective construction of the Rulebook shows that an assessment of the individual progress of states is permitted to occupy a substantial part of the stocktaking process, except when it comes to formal reporting on the stocktake’s outputs. The non-exclusion of individual assessment from the dialogue that powers the stocktake means that, while the ideology of “national self-determination” may have succeeded in turning out an Article 15 Committee of unprecedented blandness, it has neglected to defend its flanks in the Global Stocktake, making for an unpredictable, yet potentially useful process.

The first global stocktake (GST) at 2023 UN Climate Change Conference (COP28) pointed out that accelerating the phasing down of fossil fuels has become an important mitigation policy to maintain a maximum temperature limit of 1.5 °C. The optimal power portfolio for achieving Taiwan’s net-zero emissions by 2050 is evaluated from the perspective of sustainable development. This study is enhances the 2021 research findings of Wang et al. on the sustainable power model, incorporating homogenized cost and technical constraints for empirical analysis. The results indicated that renewable energy sources play a pivotal role in achieving net-zero emissions. Gas power generation requires careful consideration, including early decommissioning or the adoption of carbon capture and storage (CCS) technology to prevent carbon lock-in and compete with hydrogen energy technology. Notably, coal combined with CCS technology offers a viable option for a cost-effective roadmap for a decarburized power generation portfolio by 2050, serving as a reference for national planning strategies for promoting net-zero emissions.

Gender representations in EFL instructional materials can be given less attention amid covid-19 pandemic because there are abundant resources offered in online learning. The current paper aims to investigate a measurement to determine whether males and females are portrayed equally in EFL instructional materials, as proposed in RUU No. 81 A of 2013 the Republic of Indonesia's Ministry of Education and Culture which stated: “The curriculum should be oriented toward the production of good manners and a fair attitude, with a focus on gender equality". Employing library research method, researchers attempt to achieve this by examining ten experts’ theories which postulate equal representations of gender in EFL textbooks, namely (Dominguez 2003), Cohen, L Manion (1992), (Porreca 1984), Stockdale (2006), (Sovič and Hus 2015), (Hall 2014), (Gharbavi and Mousavi 2012), Holmqvist and Gjorup (2006), Nofal and Qawar (2015), and Chung (2014). The findings from the analysis indicate that gender representations in learning materials measured through language items and illustrations showed inequal and further complete sub dimensions descriptions are elucidated in the discussions. Pedagogical implications of selecting and developing instructional materials, which represent gender equality, are explored more to foster effective emergency remote learning

Across the world, policies and measures are being developed and implemented to reduce the risks of climate change and adapt to its current and projected adverse effects. The Paris Agreement established the global stocktake to evaluate the collective progress made on adaptation. Nevertheless, various challenges still exist when evaluating adaptation progress, among which is the lack of standard definitions to support evaluation efforts. Therefore, we investigated the views of experts regarding the definitions of adaptation given by the Intergovernmental Panel on Climate Change (IPCC) and the definition of successful adaptation by Doria et al., with a focus on Latin America. Using the Delphi method, we obtained relevant knowledge and perspectives. As a result, we identified a high level of consensus (85%) among the experts regarding the IPCC’s definition of climate adaptation. However, there was no consensus on the definition of successful adaptation. For both definitions, we present the elements on which the experts agreed and disagreed, as well as the proposed elements that could improve the definitions to support adaptation evaluation efforts. Additionally, we introduce a list of criteria and indicators that could improve the evaluation of adaptation at different management levels and facilitate the aggregation of information on adaptation progress.

Abstract A central challenge for sustaining international cooperation to cut global greenhouse gas emissions is confidence that national policy efforts are leading to a meaningful impact on the climate. Here, we apply a detection protocol to determine when the measurable signal of atmospheric CO2 can be distinguished from the noise of the carbon cycle and uncertainties in emission trends. We test that protocol with a database of 226 emission mitigation scenarios—the universe of scenarios vetted by the Intergovernmental Panel on Climate Change. These scenarios are descriptive of ‘baseline’ trajectories of emissions trends in the absence of new policies along with trajectories that reflect substantial policy efforts to stop warming at 1.5 °C–2 °C above pre-industrial levels, as embodied in the Paris Agreement. The most aggressive mitigation scenarios (i.e. 1.5 °C) require 11–16 years to detect a signal of demonstrable progress from the noise; 2 °C scenarios lengthen detection by at least a decade. As more climate policy analysts face the reality that goals of 1.5 °C–2 °C seem infeasible, they have developed ‘overshoot’ scenarios with emissions that rise above the agreed goal and then, later on, fall aggressively to achieve it. These pathways come at the political cost of a 1–2 decade delay in detection, even for the 1.5 °C scenarios. The Paris Agreement requires a global ‘stocktake’ that interrogates national mitigation efforts; our results suggest that this effort must grapple with the question of when the world can gain confidence that the diplomacy on climate is demonstrably making an impact.

Abstract The Earth Observation (EO) community is coordinating a range of activities in support of the Global Stocktake. One objective is to enhance the uptake of satellite-based global-scale maps (hereafter ‘EO products’) in national GHG inventories submitted to the UNFCCC. To measure progress towards this objective, we compile information on the use of EO products on land cover, fire, and above-ground biomass to derive carbon flux estimates in forest reference levels from 56 tropical countries submitted to the UNFCCC between 2014-2022. The Global Forest Change (GFC) was the only EO product used to measure land extent and change, and was used by almost half the countries. Only two countries used existing EO products for fire mapping. Four countries used biomass maps, although only indirectly, such as for comparing with biomass estimates from field plot measurements or with IPCC defaults. The uptake is limited but improved the MRV capacity of 22 countries. The relatively high uptake of the GFC demonstrates the importance of meeting essential conditions in the IPCC guidance when developing EO products, including conditions on spatial and temporal resolution, temporal coverage and consistency, and the flexibility to adapt to biophysical thresholds in national definitions. The limited use of other global land EO products underlines the need for developers of EO products to interact with groups responsible for GHG inventories and experts familiar with IPCC guidance so that their products are suitable for national reporting, and thus contribute to more complete aggregated estimates in the Global Stocktake.

AbstractAn accumulator or battery is an energy storage cramped in an adaptable stockade. Lithium-ion batteries are commonly used in hybrid electric vehicles (HEV) and battery operated electric vehicles (BOEV) due to its eco-friendliness and increased efficiency. To maintain lithium batteries in the safe operating region and also to perform tasks like cell balancing, preventing thermal runaway, maintain the state of health, an effective battery management system (BMS) is required. The BMS should also communicate effectively between host devices and battery packs. This paper proposes a reliable, modular and cost-efficient BMS, which will emanate an alert when a fault occurs and thus preventing the battery from damage. An efficient control strategy has been proposed for charging and discharging of the battery pack. The thermal analysis of the lithium-ion battery used in this work is simulated using battery design studio (BDS) with the inclusion of a self-discharging effect. The proposed hardware setup also provides a provision for on-board diagnosis (OBD) and logging in the accumulator management system (AMS) to constantly monitor the cell parameters like voltage, current, and temperature. The live data display of AMS working is also shown during abnormal and normal conditions. Also, an attempt is made to use the design of proposed AMS for HEV.

Abstract Earth Observation data are uniquely positioned to estimate forest aboveground biomass density (AGBD) in accordance with the United Nations Framework Convention on Climate Change (UNFCCC) principles of `transparency, accuracy, completeness, consistency and comparability’. However, the use of space-based AGBD maps for national-level reporting to the UNFCCC is nearly non-existent as of 2023, the end of the first Global Stocktake (GST). We conduct an evidence-based comparison of AGBD estimates from the NASA Global Ecosystem Dynamics Investigation (GEDI) and ESA Climate Change Initiative (CCI), describing differences between the products and National Forest Inventories (NFIs), and suggesting how science teams must align efforts to inform the next GST. Between the products, in the tropics, the largest differences in estimated AGBD are primarily in the Congolese lowlands and east/southeast Asia. Where NFI data were acquired (Peru, Mexico, Lao PDR and 30 regions of Spain), both products show strong correlation to NFI-estimated AGBD, with no systematic deviations. The AGBD-richest stratum of these, the Peruvian Amazon, is accurately estimated in both. These results are remarkably promising, and to support the operational use of AGB map products for policy reporting, we describe targeted ways to align products with Intergovernmental Panel on Climate Change (IPCC) guidelines. We recommend moving towards consistent statistical terminology, and aligning on a rigorous framework for uncertainty estimation, supported by the provision of open-science codes for large-area assessments that comprehensively report uncertainty. Further, we suggest the provision of objective and open-source guidance to integrate NFIs with multiple AGBD products, aiming to enhance the precision of national estimates. Finally, we describe and encourage the release of user-friendly product documentation, with tools that produce AGBD estimates directly applicable to the IPCC guideline methodologies. With these steps, space agencies can convey a comparable, reliable and consistent message on global biomass estimates to have actionable policy impact.
