Abstract Scholars have argued for the importance of industrial accidents and urban precarity in laying the groundwork for the European welfare state in nineteenth-century France. Given the central role that farming played in French economic, political, and cultural life, however, agricultural insurance was among the first and most frequently debated aspects of nineteenth-century attempts to apply insurance to the “social question.” This article explores what François Ewald has termed the “insurantial imaginary” of agricultural insurance by examining debates about which threats could or should be insured and who should insure them. Despite widespread consensus on the virtues of expanding insurance into the countryside, there remained huge areas of disagreement: What counted as an insurable risk in agriculture? How should that risk be assessed? And whose responsibility was it to insure such risks—that of private individuals or the French state? This article argues that the repeated failures of the various proposals designed to protect peasants against the vagaries of nature had as much to do with practical impediments as they did with ideas about the “naturalness” of certain dangers. This perception of the “natural” would inform the construction of the French welfare state.

Academic literature is unanimous in recognizing the relevance of Hobbes’s concept of state of nature for modern political philosophy. Many authors, especially under the influence of Leo Strauss and Quentin Skinner, have argued that this concept already existed before Hobbes; specifically, in Thomas Aquinas and the authors of the second scholasticism, strongly influenced by Aquinas. This article shows that this claim is based on an erroneous identification between the modern state of nature, the status legis naturae of Thomas Aquinas and the status naturae purae of late scholastic theology, and challenges the textual evidence advanced by them to prove the pre-existence of the concept. In doing so, it also contributes to better identify the precedents of Hobbes’s state of nature and to elucidate its historical relationship with related, though different scholastic concepts it has been confused with.

The Enlightenment philosophy, particularly the ideas of Thomas Hobbes and his concepts surrounding the State and Society, serves as a philosophical foundation for numerous subsequent discussions in the fields of social and political sciences. Hobbes’ perspective on human nature and his portrayal of the natural state versus civilization are undeniably among the central tenets of modern thought. He characterizes humanity as the ‘wolf-man’ and underscores the necessity of a social contract-based civilized state to ensure security and safeguard collective interests. Hobbes is primarily concerned with peace, and his political framework, rooted in a modern scientific sense, is designed with the explicit goal of establishing and preserving peace. In the natural state, where humanity exists in an uncivilized condition, each individual is self-interested and disconnected, resulting in a landscape fraught with danger and insecurity. However, a glimmer of hope arises from the fact that human awareness of this predicament serves as the very genesis of contemplation and thought directed towards salvation. The cornerstone of security in the natural state is the equality of all individuals within it. According to Hobbes, society does not represent the spontaneous formation of a fundamental condition for collective life but, rather, the conscious regulation of a potentially volatile state perpetually on the brink of conflict. Through surveys, Hobbes asserts that a majority of people within a society willingly delegate their power and authority to an individual or a group, enabling them to consolidate the various wills into a unified collective will through a voting process. This article aims to explore a fundamental shift in ethics as we transition from classical ethics centered around ‘good’ to modern social ethics founded on ‘security’ and ‘stability.’

Among the various statements related to the political philosophy of the Laozi《老子》, Chapter 80 is distinguished by its particular depiction of what may be dubbed an ideal state. By examining the viewpoints of various authors in both English and Chinese works, the chapter will be analyzed and compared with three concepts independently discussed in political philosophy: (1) the call for returning to the past, also referred to as nostalgia; (2) utopianism; and (3) the state of nature. It is probably more than evident that the ideal state is at least reminiscent of these theories. Despite the possible and hypothetical similarities, however, this article will attempt to show that it is acceptable to claim that there is neither sufficient evidence nor support for the argument that the Laozi advocates returning to the past, proposes utopia, or describes a state of nature, and, moreover, that some of its statements are not completely adequate for such interpretations. The thesis that this article will support is that the ideal state is only a metaphorical description of a better world.

We proceed from the understanding that humans are part of ecosystems, therefore, nature provides people with ecosystem services. At the same time, however, different social actors can perceive and evaluate the same place in totally different ways. The focus of this text is the case of Bolata bay, Bulgaria. Until the middle of the 20th century, the bay had an essential role in locals’ livelihoods (husbandry, fishing, etc.). The inclusion of the area within the Kaliakra reserve, the establishment of the socialist cooperative farms, and the construction of a military base in the vicinity changed access to, and the regime of use, of the bay. After the collapse of the socialist state (1989), and especially over the last two decades, the bay’s sandy beach gradually gained popularity as a tourist site. Thus, we examine local perceptions of nature as a source of livelihoods, paying attention to different management ideas regarding both economic growth and natural preservation, and conflicts caused by opposing aspirations among various social actors (local residents and entrepreneurs, local and state administration, NGOs, tourists, etc.).

In 1922, there were thirty-five state health resorts in the Soviet Union. This article introduces the historic role of health resorts as sites of nature conservation in the Soviet Union, comparable to national parks and nature reserves (zapovedniki), and highlights the role of physicians and medical ideas in the formulation and promotion of conservation policies in the Soviet Union. It analyzes conservation laws and regulations that covered health resorts, prohibiting a range of activities throughout their territories to protect natural healing resources such as mineral waters, muds, and beaches. In the 1930s, Soviet health resorts became influential centers of conservation when the science of ecology lost state support and ecological study centers in the nature reserves were dismantled. The idea that the natural environment should be protected to serve human health gained influence with official patrons in the Soviet state because physicians explicitly aligned the health resorts with the anthropocentric ideology of the state and its goal of industrialization, opening up health resort medicine to the industrial workforce. Health and nature's curative ideas also formed the foundation for nature protection during Stalinism. State patronage of health resort conservation increased in the Stalinist period, culminating in 1940, when the reach of conservation was extended to local health resorts. The article concludes with an examination of conservation work in the Sochi health resort.

The article reveals the legal issues of the state control over issues and turnover of the digital financial assets. The object and subject of the state digital financial control are considered in the article. The essence of the state digital financial control is considered through the powers of the Bank of Russia as the state financial authority. The author suggests the definition of the state digital financial control. However anti-money laundering measures linked with the digital financial assets are expected to be considered within the legal institute of the financial monitoring and the relationships linked with the digital ruФИНАНСОВОЕ ПРАВО 99 FINANCIAL LAW bles – within the institute of the monetary law. In the end the author stresses that the state digital financial control can be set up based on principles of consultancy control rather than penalty (sanctioned) control. The study analyzed the natural plant species of the Basitchay State Nature Reserve, located in the south of the Lesser Caucasus (Zangelan District), the population status of plants in the areas, the taxonomic composition of trees, shrubs and grasses. To this end, the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and the Institute of Dendrology of Azerbaijan NAS got acquainted with the current situation in the district. During the monitoring, satellite images, GPS coordinates, etc. were used. Soil samples brought from the site were examined for 14 indicators of the mineral composition using Palintest equipment, soil sets 400. Quercus iberica grows in the forest cover of the mountainous part of the region and Carpinus caucasica, 2 types of junipers: Juniperus foetidissima, J. depressa Stev. and hybrid, there are Pistacia mutica, sorbus, mulberry, willow, poplar, hawthorn, foxglove, mountain xerophilous plants, shrubs, blackthorn, etc. Q. araxina, Celtis caucasica Willd., Carpinus orentalis, Pistacia mutica, Acer iberica grow on dry stony slopes, Ulmus araxina Takht. = U. minor Mill. Pyrus salicifolia forms woodlands with juniper. Such forests are characterized by xerophytic shrubs: Atraphaxis spinosa, Lonicera iberica, Cerasus microcarpa, Ephedra intermedia Schrenk. et. Camei, Rhamnus pallasii and Paliurus spina-christi. As a result, 27 species of trees, 18 shrubs and 11 species of herbs have been registered in the Basitchai State Nature Reserve. Of these species, 17 rare, endangered trees, 3 shrubs, 3 grass species, 6 trees and 2 shrubs of relict and endemic species have been identified.
