The goal of smart cities and sustainable transport is to ensure the efficient movement of people while minimizing a negative impact on the environment. Many cities around the world conduct a policy aimed at limiting parking spaces; however, the complete elimination of parking spaces in cities currently does not seem possible. Parking vehicles cause disturbances in road traffic by searching for a parking space and performing the parking maneuver. This article analyzes the impact of the parking maneuver on the capacity of the inlets of intersections with traffic lights, and the significance of the time it takes to enter and exit a parking space on road traffic disturbance areas under Polish conditions. The research is carried out in on-street parking, characterized by different positions of the parking space to the road, the different surfaces of parking spaces, and the geometry of the road next to which the parking spaces are located. Differences in the time of entry to and exit from the parking space between the research areas indicate that different characteristics of the parking spaces affect the time of the parking maneuver. Drivers wait for the acceptable distance between vehicles on the road into which the vehicle can exit from the parking space. Drivers exiting from perpendicular parking spaces more often cause traffic disruptions than in the case of parallel parking spaces, due to limited visibility. The occupancy of parking spaces directly next to the analyzed ones also affects the time of entry to and exit from the parking space. However, between the time of entry to or exit from the parking space, and the use of the parking space, there is no relationship. This finding indicates that more factors determine the time of entry to and exit from the parking space. The results presented in the article show the need to conduct further research on the impact of parking maneuvers on the capacity of intersections with traffic lights for road traffic conditions in Poland. The results of the research will allow for the design and construction of an optimal parking infrastructure that will meet the needs of road users, while minimizing the negative impact on road conditions and the natural environment following sustainable development.

Road traffic congestion is the most persistent and debilitating problem in nearly all cities. Understanding congestion in space-time can greatly facilitate understanding of the beginning and evolution of congestion. Visualisation can be a tool to solve traffic congestion by getting insight into traffic data. This thesis focuses on developing visualisation techniques that can reveal space-time characteristics of traffic congestion, inclusive of how traffic congestion starts, disperses, and dissipates over the road network. Three main techniques are developed in this thesis, which include: wall map, isosurface, and constraint isosurface. The 3D wall map visualises the change of traffic and highlights congestion on each link. The 3D isosurface reveals sizes and shapes, and also the development of congestion. The constrained isosurface gives similar information to the isosurface, but locations of congestion are more localized. The three methods show how the origins and dispersion of congestion occurred. They also show different details of traffic data. A Graphic User Interface (GUI) was developed to allow users to interact with the traffic data and also to manipulate the visualisation to effectively support the identification of congested areas and relevant spatio-temporal information. The user-centred design approach was employed from the beginning of the GUI design process to ensure the ease of use. The massive amounts of traffic data are organised by data warehousing and by online analytical processing (OLAP) techniques, which improve multidimensional query response time. The system is implemented for link travel time data from Automatic Number Plate Recognition (ANPR). The combination of visualisation techniques with GUI and effective data management can help traffic managers to better understand how traffic congestion changes on the road network, and to uncover the solutions to congestion.

To evaluate the traffic state over time and space, several models can be used. A typical model for estimating the state of the traffic for a stretch of road or a road network is the cell transmission model, which is a form of state space model. This kind of model typically needs to be calibrated since the different roads have different properties. This thesis will present a calibration framework for the velocity based cell transmission model, the CTM-v. The cell transmission model for velocity is a discrete time dynamical system that can model the evolution of the velocity field on highways. Such a model can be fused with an ensemble Kalman filter update algorithm for the purpose of velocity data assimilation. Indeed, enabling velocity data assimilation was the purpose for ever developing the model in the first place and it is an essential part of the Mobile Millennium research project. Therefore a systematic methodology for calibrating the cell transmission is needed. This thesis presents a framework for calibration of the velocity based cell transmission model that is combined with the ensemble Kalman filter. The framework consists of two separate methods, one is a statistical approach to calibration of the fundamental diagram. The other is a black box optimization method, a simplification of the complex method that can solve inequality constrained optimization problems with non-differentiable objective functions. Both of these methods are integrated with the existing system, yielding a calibration framework, in particular highways were stationary detectors are part of the infrastructure. The output produced by the above mentioned system is highly dependent on the values of its characterising parameters. Such parameters need to be calibrated so as to make the model a valid representation of reality. Model calibration and validation is a process of its own, most often tailored for the researchers models and purposes. The combination of the two methods are tested in a suit of experiments for two separate highway models of Interstates 880 and 15, CA which are evaluated against travel time and space mean speed estimates given by Bluetooth detectors with an error between 7.4 and 13.4 % for the validation time periods depending on the parameter set and model.

Space Traffic Management (STM) is an emerging area of interest in the space sector because States and private actors are collaborating on ways to manage the growing congestion in orbit and to mitigate the impact of space debris and space weather as part of sustainable use and exploration of outer space. Further, the pace at which commercial space operations is mushrooming and the potential for growth that the suborbital space flight market presents has led to talks about integrating space and air traffic management, through technological interfaces and harmonised regulatory regimes. But, the current global challenge is the lack of a legal framework, either in the existing space-related treaties or the adoption of a new treaty regulating STM similar to the other traffic regimes, namely aviation and maritime, and advancement in technology to seamlessly integrate Space Traffic Management (STM) and Air Traffic Management (ATM). Therefore, the proposed integration of space and air traffic management necessitates an analysis of African perspectives when it comes to consolidating the two traffic regimes, taking into account the fact that ATM in Africa is fragmented. Hence, this study analyses the legal aspects of integrating Space and Air Traffic Management from the African perspective.

This study argues the relevance of the delimitation debate which has existed for over half a century. The study will show that a legally accepted boundary between air space and outer space would effectively close the existing gap within air and space law which has led to uncertain legal application over space activities. Technology changes in aircraft, spacecraft, combined with the growth of space activity, creates a sense of urgency to have the boundary issue resolved, a situation different from the early days of the space era when it was assumed that a boundary would be defined at a future indeterminate date. This study will examine the legal regime governing airspace and outer space and the growing pressures on questions of sovereignty resulting from the unknown delimitation line. To be followed by a background study of the delimitation debate, discussing the advantages and disadvantages of the approaches furnished in light of the emerging space technologies and space activities. The urgency to resolve the delimitation debate is put into context, by a discussion of the legal significance of the boundary issue in respect of problems arising in space activities and the regulation of space activities. The study will conclude by furnishing a preliminary proposal to resolve the delimitation debate.

Avec la forte augmentation actuelle et future du trafic aérien, les questions relatives à la capacité, la sécurité et les effets environnementaux du transport aérien vont se poser de façon chaque fois plus critique. L'objectif général de cette thèse est de contribuer à l'amélioration de l'opération et de l'organisation du trafic aérien dans cette perspective de croissance. Le premier objectif spécifique de cette thèse est de faire la synthèse d'une loi de commande permettant aux avions de transport de suivre avec précision une trajectoire 3D+T. Le deuxième objectif spécifique de cette thèse est d'introduire une organisation particulière des corridors aériens, les airstreams, compatible avec la loi de guidage développée et permettant d'utiliser au mieux la capacité du corridor. Ainsi dans une première étape est introduite la dynamique de guidage des avions de transport, ainsi que les systèmes de guidage et de gestion du vol des avions modernes. Ensuite les principaux éléments de l'organisation de la gestion et du contrôle du trafic aérien sont introduits. La loi de guidage 3D+T est développée, simulée et ses performances sont analysées. L'étude d'une manœuvré de changement de voie dans un airstream est alors menée et mise en œuvre dans le cadre de la gestion du trafic à l'intérieur de celui-ci. Finalement les conclusions et perspectives de cette étude sont présentées
With the increase in air traffic, surely a question of flight efficiency (delays), environment impact and safety arise. This calls for improvements in accuracy of spatial and temporal trajectory tracking. The first main objective of this thesis is to contribute to the synthesis of a space-indexed nonlinear guidance control law for transportation aircraft presenting enhanced tracking performances and to explore the performances and feasibility of a flight guidance control law which is developed based on a space-indexed reference to track a 3D+T reference trajectory using nonlinear dynamic inversion control. The proposed guidance control law present reduced tracking errors and able to meet more easily overfly time constraints. Before presenting the main approaches for the design of the 3D+T guidance control laws; the modern flight guidance and flight dynamics of transportation aircraft, including explicitly wind components are first introduced. Then, a description of the current and modern air traffic organization including the organization of air traffic in high density flow will be shown and this will lead to a description of the Airstreams concept. This proposed concept is to organize main traffic flows in congested airspace along airstreams which are characterized by a three dimensional (3D) common reference track (ASRT). Finally, a scenario to perform basic maneuvers inside the airstream following a 3D+T trajectory using a common space-indexed will be developed and will be used to illustrate the traffic management along an airstream

Habitat fragmentation and destruction caused by linear infrastructure, including roads, railways, and power line corridors, are recognized as major threats to biodiversity around the world. Roads can act as barriers by impeding animal movement and restricting animal space use. An understanding of factors that influence barrier effects is important to discern the impacts of habitat fragmentation and to develop appropriate mitigation. The barrier effects of roads are driven by several distinct but not mutually exclusive mechanisms that include traffic, edge, and gap avoidance. We used an endangered forest obligate, the Mount Graham red squirrel (Tamiasciurus hudsonicus grahamensis), as our study organism to assess effects of traffic noise on animal occurrence and demonstrated that traffic noise had spatially extensive and negative effects on site occupancy after accounting for effects of distance from roads and the environment. We investigated barrier effects of forest roads and assessed effects of traffic, road edges, and canopy gaps on space use of Mt. Graham red squirrels and compared to the response of introduced, edge-tolerant Abert's squirrels (Sciurus aberti). Forest roads acted as partial barriers for red squirrels regardless of traffic volume likely due to avoidance of canopy gap created by roads, whereas Abert's squirrels showed no avoidance of roads. Therefore, roads restricted movement and space use of a native forest-dependent species while creating habitat preferred by an introduced, edge-tolerated species. Through a meta-analysis of studies that quantified road crossing behavior by mammals, we found that all types of roads, from major highways to narrow forest roads, can impede movement for certain species of mammals. Magnitude of barrier effects of roads decreased as species body mass increased, and was affected positively by increasing road width. We suggest that the species-specific magnitude of barrier effects of roads may be anticipated with basic information from life history traits and road characteristics that are readily accessed through open resources or easily measured.

Low Earth orbit represents a valuable limited natural resource. Of particular interest are sun-synchronous orbits; it is estimated that approximately 44% of low Earth satellites are sun-synchronous. A previously developed sun-synchronous orbit slot architecture is considered. An in-depth analysis of the relative motion between satellites and their corresponding slots is performed. The long-term evolution of Earth's orbital environment is modeled by a set of coupled ordinary differential equations. A metric for quantifying the benefit, if any, of implementing a sun-synchronous architecture is developed. The results indicate that the proposed slot architecture would reduce the frequency of collisions between satellites in sun-synchronous orbits.

In urban areas, competition for road space at junctions is one of the major causes of congestion and accidents. Routes chosen to avoid conflict at junctions have a mutually beneficial effect which should improve circulation and reduce accidents. A prototype design tool has been developed to provide for traffic management based on such routes. The mathematical model behind the design tool works with a given road network and a given O-D demand matrix to produce feasible routes for all drivers in such a way that the weighted sum of potential conflicts is minimised. The result is a route selection in which all journeys from origin i to destination j follow the same route. The method which works best splits the problem into single commodity problems and solves these repeatedly by the Out-of-Kilter algorithm. Good locally optimal solutions can be produced by this method, even though global optimality cannot be guaranteed. Software for a microcomputer presented here as part of the design tool is capable of solving problems on realistic networks in a reasonable time. This method is embedded in a suite of computer programs which makes the input and output straightforward. Used as a design tool in the early stages of network design it gives a network-wide view of the possibilities for reducing conflict and indicates a coherent set of traffic management measures. The ideal measure would be automatic route guidance, such as the pilot scheme currently being developed for London. Other measures include a set of one-way streets and banned turns. The resulting turning flows could be used as input to the signal optimiser TRANSYT to determine signal settings favouring the routeing pattern. The project was funded by the S. E. R. C. and carried out at Middlesex Polytechnic in collaboration with MVA Systematica.

The natural streets model is a research prototype that has been shown to perform better than the conventional GIS-based streets segments for explaining traffic flow and human movement. However, given its experimental status, a gap in the literature was identified. Therefore, the aim of this thesis was to contribute to the literature by investigating the wider applications of natural streets and observe whether a city’s spatial configuration (or structure) is related to outcomes of human behaviour and activity. In this case, the two previously unstudied outcomes were chosen: crime and traffic accidents. Taking an exploratory approach, Stockholm was chosen as the case study. Using the space syntax methodology, the street segments and natural streets connectivity was used to analyse whether accessibility or ‘potential through movement’ is associated with crime and traffic accidents. Two study areas were generated: a primary study area consisting of six nested zones and a secondary study area with hot spots and cold spots for events of crime and traffic accidents. To observe the statistical association between connectivity and events of crime and traffic accidents for natural streets and street segments, a classical regression model was used. The regression analysis showed that natural streets perform significantly better than street segments as they are better able to explain events of crime and traffic accidents. However, more so for traffic accidents. Most importantly, the topological structure or scaling characteristics of natural streets served as a better indicator for measuring human phenomena. The implication of this is that it could potentially be used to further the understanding of human activities in the context of the urban environment.

The monograph discusses current problems and features of the use and operation of airspace, its air navigation support for effective air traffic management and improving the safety of state and commercial aviation. The materials are presented from the perspective of the main provisions and requirements of the international civil aviation organization ICAO and the Air code of the Russian Federation. Prepared for publication on the basis of research conducted by scientific and pedagogical specialists of the Institute of radio engineering, electronics and communications of the Saint Petersburg state University of aerospace instrumentation. It is intended for radio engineering specialists, and can also be used by teachers, students and cadets of educational organizations of higher and secondary professional education in the field of civil aviation.

An official response to the Covid-19 pandemic, the program used signs and temporary barricades to limit thru-traffic on 21 miles of city streets to create more and safer space for walking, cycling, and outdoor recreation. Researchers collected data throughout the summer of 2021 on seven designated slow streets plus one cross street and one control street for each – a total of 21 street segments representing conditions in seven different neighborhoods across Oakland. Data collection comprised in-person passerby counts, observations and photographs of local conditions, and logged traffic speed data. Findings vary widely across study sites. In certain cases, observed slow streets saw less car traffic or more bicycle/pedestrian use than one or both of their comparison streets, and in at least one case the slow street was clearly embraced by the local community and used as planners intended; in others the slow street was no different than neighboring streets. The study draws on these findings to identify local conditions that seem likely to make slow treet treatments more or less successful. However, acknowledging that all neighborhoods deserve safer streets and greater outdoor recreational opportunities, the authors argue that better community outreach must be implemented to ensure areas not predisposed to make full use of slow streets can have the opportunity to do so. The study also makes suggestions regarding the potential for rapid, low-cost bike and pedestrian street safety improvements going forward.

Rocky Flats National Wildlife Refuge (“the Refuge”) in Colorado near Denver, Colorado, has a history (1952-1 989) of producing components for nuclear weapons. The current goal for the area is “to restore and preserve the native prairie ecosystems, provide habitat for migratory and resident wildlife, conserve and protect habitat for Preble’s meadow jumping mouse, and provide research and education opportunities”. The grasslands of the Refuge are surrounded by busy roads to the west (Hwy 93, 18,000 AADT), north (Hwy 128, 4,200 AADT) and east (Indiana St. 7,000 AADT), and there are houses and associated roads on its southern boundary. Other open space with non-motorized trails and protected areas with predominantly grassland are to the west, north and east. Large ungulates, including mule deer, elk, and moose cross the roads. This results in large ungulate -vehicle collisions and the roads also represent a barrier to the movements of animals. Creek crossings under the roads are a concern as they are likely a barrier for species dependent on riparian habitat, including the Preble’s meadow jumping mouse. The objectives of the current project were to 1. Formulate measures that reduce collisions with large wild mammals, and 2. Formulate measures that improve connectivity across roads for large wild mammal species and one small mammal species in specific, the Preble’s meadow jumping mouse. We suggest large open span bridges at creek crossings (for deer, moose, black bear, mountain lion, and Preble’s meadow jumping mouse) and designated wildlife overpasses for elk and also f or mule deer. The crossing structures may be combined with human co-use to connect the trails on the refuge with the trail system in the surrounding areas.

Since 2018, this study has set out to explore whether the project management profession was ready to address Grand Challenges. This is because the political legitimacy of a newly chartered profession in society depends on the extent to which it contributes to addressing challenges, such as climate change, poverty, lack of sanitation, healthcare, human space exploration and blockchain. Therefore, 62 trailblazers of Grand Challenges Collaborations (GCCs) in medicine, engineering, IT, academia and government were interviewed on the ethical dilemmas they face in GCCs and what they do to overcome them. Our study shows conclusively that ethics is the blind spot of GCCs. Like driving your car at great speed on the motorway where the course of travel can’t change except at specific, far-in-between junctions, GCCs reflect high value, high profile projects where the stakes are high, with little, if any, leeway to changing the purpose of the project. In the same way that upcoming traffic will hide in the blind spot in your rear-view mirrors and can cause a fatal accident when you are changing lanes at high speed, ethics remain in the blind spot of GCCs, and when violated can cause uncontrollable, material damages. In the driving seat, are GCCs trailblazers, that this study defines as senior leaders and experts whose power and influence are formidably channelled in strategically managing GCCs.

Reducing the number of these tragedies requires reframing our approach to vehicle- and human-based transportation mobility and depends on whether the mobility industry and individual human drivers take a more aggressive approach to saving lives and preventing injuries. Bringing automated driving systems technologies into the advanced driver assist systems (ADAS) and connected vehicle space will help humans drive more safely and better prepare us for automated vehicles (AVs). </div><div class="htmlview paragraph"><b>Reducing Human Driver Error and Setting Realistic Expectations with Advanced Driver Assistance Systems</b> discusses the recent Partnership for Analytics Research in Traffic Safety report which shows that ADAS can indeed work. The path forward requires combining ADAS and ADS implementation with infrastructure engineering, law enforcement, education, emergency response, and public policy, with the goal of reaching zero deaths and serious injuries. Under rapid urbanization that took place from around 1960 to 1990, the Republic of Korea has been facing various urban problems such as the expansion of urban slum, traffic congestion and environmental pollution. Among the various responses to these challenges, New Town development can be regarded as one of the most successful and effective strategies, which hasover 50 years of development history in five phases. Korea's New Towns were developed with three main purposes according to the periodic needs: industry support, housing supply, and nationwide balanced development. Phase I New Towns (1962-81) responded to the country's need for industry promotion. Phase II (1967-86), Phase III (1989-95) and Phase IV (2001-present) New Towns were built in response to the severe lack of housing emerged due to over-concentration in the capital and later its metropolitan area, by providing large-scale housing inside Seoul, in the outer ring of Seoul, and in the Capital Area respectively over time. Finally, the most recent Phase V New Towns (2005-present) provided response to the issue of equitable and balanced development across the country. These development yielded outcomes such as housing market stabilization, improvement of housing condition, securement of public and green spaces, economic effect on related industries, and expansion of urban infrastructure. The paper suggests three success factors of Korea's New Town development. First is feasible planning and concrete implementation strategies that enabled the implementing organizations to overcome conflicts and carry on with the project until completion. The second factor is institutional driving force and legal support which involved establishing a dedicated bureau, defining clear organizational structure and stakeholder roles, and providing timely Acts to support the land acquisition and construction. The third success factor is reasonable land acquisition methodologies which evolved over time from Land Readjustment to Publically Management Development. This paper also presents Sustainable New own Design Criteria as an important implication for the LAC to consider, which includes social, economic and environmental sustainability that pursue outcomes such as social inclusion, self-sufficiency, connectivity, green space and smart resource management. Exchanging these experience of Korea and promoting mutual cooperation would be highly valuable for the cities in LAC to minimize the trial and error and maximize the success factors experienced by Korea as an attempt to relieve the challenges of rapid urbanization they are faced with at present. In this regard, it is anticipated that Korea can actively share its accumulated New Town experience and knowledge and act as one of the promising development partners of the countries in LAC.

Recent development of autonomous and connected trucks (ACT) has provided the freight industry with the option of using truck platooning to improve fuel efficiency, traffic throughput, and safety. However, closely spaced and longitudinally aligned trucks impose frequent and concentrated loading on pavements, which often accelerates pavement deterioration and increases the life cycle costs for the highway agency. Also, effectiveness of truck platooning can be maximized only in dedicated lanes; and its benefits and costs need to be properly balanced between stakeholders. This paper proposes a network-design model to optimize (i) placement of dedicated truck-platoon lanes and toll price in a highway network, (ii) pooling and routing of ACT traffic from multiple origins and destinations to utilize these lanes, and (iii) configuration of truck platoons within these lanes (e.g., lateral displacements and vehicle separations). The problem is formulated as an integrated bi-level optimization model. The upper level makes decisions on converting existing highway lanes into dedicated platoon lanes, as well as setting user fees. The lower-level decisions are made by independent shippers regarding the choice of routes and use of platoon lanes vs. regular lanes; and they collectively determine truck traffic in all lanes. Link-cost functions for platoon lanes are obtained by simultaneously optimizing, through dynamic programming, pavement-rehabilitation activities and platoon configuration in the pavement's life cycle. A numerical case study is used to demonstrate the applicability and performance of the proposed model framework over the Illinois freeway system. It is shown that the freight traffic is effectively channelized on a few corridors of platoon lanes and, by setting proper user fees to cover pavement-rehabilitation costs, systemwide improvements for both freight shippers and highway agencies can be achieved.

Every day, overweight and excessively heavy vehicles cause damage to roads, bridges, and other vehicle-based infrastructure. To protect the vital transportation infrastructure for the U.S., states have imposed weight limits for commercial and fleet transport vehicles. A common way for enforcing these weight limits is to guide trucks off the road to weigh stations where the vehicles can be weighed using static truck scales. A disadvantage of these dedicated weigh stations is that they take up a substantial amount of space (which is not always available) and time to conduct weighments, as well as cause delays to traffic flow that may impede commerce based on truck transport. A solution to these problems is the use of high-speed weigh-in-motion (WIM) systems that are installed in the road and weigh vehicles as they pass by while maintaining their speed. For jurisdictions to effectively use a WIM system for direct enforcement of weight limits, the system must be evaluated against a recognized standard to establish suitability for its intended application. The vast majority of weighing instruments used for legal metrology purposes (including law enforcement) need to comply with the requirements in NIST Handbook 44 Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Devices. However, the NIST Handbook 44 does not (yet) cover WIM systems for direct enforcement. Although state and local jurisdictions use NIST Handbook 44 to certify legal metrological instruments, it does not exclude jurisdictions from using additional technical standards to certify certain instruments. New York City recently certified a WIM system to protect a critical section of the Brooklyn-Queens Expressway (BQE) by designating it as a pilot project while efforts were made to amend NIST Handbook 44 to include WIM systems for direct enforcement. This publication discusses the main characteristics of WIM systems and how they can be used for direct enforcement. An overview of several alternative documentary standards that can be applied for certification of WIM systems is also provided, with further explanation regarding how the New York City Department of Transportation (NYCDOT) implemented the certification of the WIM system to begin issuing citations to overweight vehicles in an effort to protect the BQE.

Marrickville is located in the western heart of inner-city Sydney and is the beneficiary of the centrifugal process that has forced many creatives out of the inner city itself and further out into more affordable suburbs. This locality is built on the lands of the Eora nation. It is one of the most culturally diverse communities in the country but is slowly being gentrified creating tensions between its light industrial heart, its creative industry community and inner city developers. SME’s, co-working spaces and live music venues, are all in jeopardy as they occupy light-industrial warehouses which either have been re-zoned or are under threat of re-zoning. Its location underneath the flight path of major air traffic may indeed be a saving factor in its preservation as the creative industries operate across all major sectors here and the air traffic noise keeps land prices down. Despite these pressures the creative industries in Marrickville have experienced substantial growth since 2011, with the current CI intensity sitting at 9.2%. This is the only region in this study where the cultural production sector holds more than half the employment for specialists and support workers, when compared to creative services.
