AbstractWhy has the Cuban government been so successful in its system of social control, and why might that system's effectiveness now be on the wane? This study argues that Cuba combines formal and informal systems of control that simultaneously emphasize openness and rigidity. The formal system is geared to block all antihegemonic acts, particularly those that, if left unchecked, could become symbolic acts encouraging similar behavior that the authorities deem undesirable. The system favors reactive rather than proactive approaches, as exemplified by the rapid action brigades. Noninstitutionalized collective behavior is also taking place, as is the emergence of civil society.

It has long been observed that centralized social control requires some level of cooperation from the populace. Without such assistance, control agents are unable to acquire the local knowledge necessary to locate and prosecute deviants. Yet why citizens cooperate with authorities, especially in the most repressive regimes, remains a puzzle. This article develops two models of such cooperation: in the first, authorities actively use incentives to elicit denunciations from the populace, through either coercion or the promise of rewards. In the second, authorities passively gain access to local negative networks, as individuals denounce to harm others whom they dislike and to gain relative to them. Using internal variation in the early years of the Spanish Inquisition (1486 to 1502) and Romanov Russia (1613 to 1649), I demonstrate the differing effects of each model on patterns of denunciations. Paradoxically, social control is most effective when authorities provide individuals maximum freedom to direct its coercive power.

Introduction. Social control is considered in the aspect of social philosophy, in the contexts of ideas of social dynamics, social changes, instrumentalities, manufacturability and criticism of instrumental reason. Methods. Research materials, philosophical, sociological, sociocultural works that form the methodological basis of social control. Methods of social statistics, social changes and transformations, social processes, social representation, social topology, constellation and typology are applied in macro- and microanalysis of social space in the study of quality of life problems, the formation and comparison of social practices in the context of the formation of modern forms of social control, informatization, optimization and humanitarization of the social environment, measurement of human capital in the aspect of social criticism. Results. Social control is a multifaceted and universal phenomenon, it is a mechanism that connects people, marking the application of goals, value orientations and norms. Social control is the most important factor in the state of “maturity” of society, the quality of the communication space, the public and power structures. Conclusion. Social control of important information about production, culture, cultural life of society, historical culture.
