This paper deals with spatio-temporal field estimation with efficient sensor placement based on the QR decomposition. The proposed method also identifies the optimal number of sensors needed for field estimation that captures the most relevant features of the field of interest. To address the uncertainties inherent in spatio-temporal field estimation, a robust data-driven control method is utilized, providing resilience against unpredictable environmental and model changes. In particular, the approach uses the Kriged Kalman Filter (KKF) for uncertainty-aware field reconstruction. Unlike other reconstruction methods, the positional uncertainty originating from the data acquisition platform is integrated into the KKF estimator. Numerical results are presented to show the efficacy of the proposed dynamic sensor placement strategy together with the KKF field estimator.

Abstract. In the current era of urban construction, smart city management, and digital twinning, three-dimensional reconstruction of urban buildings is particularly important. Traditional methods have limitations in reconstructing complex geometric scenes, while new methods such as Nerf focus on using implicit MLP to represent the geometric space of the model, but suffer from slow training and rendering speeds. To address this issue, this paper proposes the use of 3D Gaussian scatter points for three-dimensional reconstruction of urban buildings, improving training speed and reconstruction quality through optimized and accelerated rendering algorithms. This method demonstrates high efficiency and editability, providing a new solution for urban building reconstruction.

Shape reconstruction of aerospace plate structure is an important issue for safe operation of aerospace vehicles. One way to achieve such reconstruction is by constructing smart fiber Bragg grating (FBG) plate structure with discrete distributed FBG sensor arrays using reconstruction algorithms in which error analysis of reconstruction algorithm is a key link. Considering that traditional error analysis methods can only deal with static data, a new dynamic data error analysis method are proposed based on LMS algorithm for shape reconstruction of smart FBG plate structure. Firstly, smart FBG structure and orthogonal curved network based reconstruction method is introduced. Then, a dynamic error analysis model is proposed for dynamic reconstruction error analysis. Thirdly, the parameter identification is done for the proposed dynamic error analysis model based on least mean square (LMS) algorithm. Finally, an experimental verification platform is constructed and experimental dynamic reconstruction analysis is done. Experimental results show that the dynamic characteristics of the reconstruction performance for plate structure can be obtained accurately based on the proposed dynamic error analysis method. The proposed method can also be used for other data acquisition systems and data processing systems as a general error analysis method.

In the context of smart city development, video surveillance serves as a critical component for maintaining public safety and operational efficiency. However, traditional surveillance systems are often constrained by a limited dynamic range, leading to the loss of essential image details. To address this limitation, this paper introduces HDRFormer, an innovative framework designed to enhance high dynamic range (HDR) image quality in edge–cloud-based video surveillance systems. Leveraging advanced deep learning algorithms and Internet of Things (IoT) technology, HDRFormer employs a unique architecture comprising a feature extraction module (FEM) and a weighted attention module (WAM). The FEM leverages a transformer-based hierarchical structure to adeptly capture multi-scale image information. In addition, the guided filters are utilized to steer the network, thereby enhancing the structural integrity of the images. On the other hand, the WAM focuses on reconstructing saturated areas, improving the perceptual quality of the images, and rendering the reconstructed HDR images with naturalness and color saturation. Extensive experiments on multiple HDR image reconstruction datasets demonstrate HDRFormer’s substantial improvements, achieving up to a 2.7 dB increase in the peak signal-to-noise ratio (PSNR) and an enhancement of 0.09 in the structural similarity (SSIM) compared to existing methods. In addition, the framework exhibits outstanding performance in multi-scale structural similarity (MS-SSIM) and HDR visual difference predictor (HDR-VDP2.2). The proposed method not only outperforms the existing HDR reconstruction techniques but also offers better generalization capabilities, laying a robust foundation for future applications in smart cities.

The smart home is amongst the most promising areas of development of communication and information technologies. In order to assure safety, comfort, and resource conservation for all users, a smart home should be viewed as a high-tech system that combines the benefits of automation technologies and contemporary construction methods. Installation of the system is possible during the construction of new buildings as well as during the reconstruction of existing buildings. In this study, the smart home system’s overall idea is considered, the necessity of using resource-saving systems and technologies is supported, and the integration of such systems with the reconstruction of low-rise residential buildings is examined. The study generated a representation of the smart home system for a particular reconstruction project as well as an application for controlling the system using a mobile device.

The environment of a smart home is highly dynamic, where resources, such as devices, services and applications, can be introduced or removed at a moment’s notice. Thus the probability of failures, such as device, network, and service failures, is improved. It is challenging to improve the availability and reliability of services compositions in smart home. In this paper, we propose an architecture for rapid reconstruction of services compositions in smart home. It can rapidly achieve failure capturing and recovery. We build ASM (Abstract State Machines) ground model [1] to analyze the correctness of the process of the reconstruction of services compositions in smart home.

Purpose Cities lying within conflict zones have continually faced hardships of both war aftermath and long-term sustainable reconstruction. Challenges have surpassed the typical question of recovery from post-conflict trauma, preserving urban heritage and iconic elements of the built environment, to face issues of critical decision making, rebuilding effectiveness and funding mechanisms, leading to time-consuming processes that lack adequate consistent long-term management. Some approaches have explored methods of effective long-term city reconstruction management but have not fully developed comprehensive approaches that alleviate the management of such complex processes. The paper aims to discuss these issues. Design/methodology/approach The authors devise an approach for the smart management of post-conflict city reconstruction. The authors focus on evaluation, strategic planning, reconstruction projects and implementation. The authors integrate building information modeling and geographic/geospatial information systems in a platform that allows for real-time analysis, reporting, strategic planning and decision making for managing reconstruction operations and projects among involved stakeholders including government agencies, funding organizations, city managers and public participants. Findings The approach suggested a smart management system for the reconstruction process of post-conflict cities. Implementing this system was shown to provide a multi-objective solution for post-conflict city reconstruction based on its interlinked modules. Research limitations/implications Results may lack generalizability and require testing on several cases to provide rigorous findings for different case studies. Practical implications Implications include developing smart management systems for use by city managers and government authorities in post-conflict zones, as well as bottom-up decision making by including participant citizens especially populations in the diaspora. Originality/value The approach offers an integrated platform that informs city reconstruction decision makers, allowing for strategic planning tools for efficient planning, monitoring tools for continuous management during and after reconstruction, and effective platforms for communication among all stakeholders.

Abstract To achieve high-precision load recognition for residential electricity consumption and to solve the transmission problem of collecting large amounts of current data from household appliances by smart meters, a data transmission method based on compressed sensing is proposed to reduce data transmission costs. Firstly, a dictionary learning algorithm is used to sparsely represent the current data of household appliances, and the over-complete dictionary matrix is used as the sparse matrix; then a random Gaussian matrix is used as the measurement matrix for data transmission, and finally, regular orthogonal matching pursuit algorithm is used to complete the data reconstruction. The experimental results show that the reconstruction effect of this method is better than the traditional reconstruction method under the same compression ratio.

Abstract. The automatic generation of structured 3D model from point clouds is a primary focus for a lot of researches in the area of 3D modelling and HBIM. The use of procedural modelling techniques, based on set of geometric rules, is spreading the construction of parametric objects and processes for survey data mapping. In this research field one of the most common methodological approach consists in testing different procedures based on use of specific data from point cloud. One of the main problem to solve is to define the best parameters to use in relation to geometric features of different architectural element and what are the data to extract from point cloud. Starting from shape grammar approach, the main goal of our research is to define 3D parametric models for ribbed vaults suitable to generate 3D smart model for different uses. Most researches in this area deal the case of rectangular or square plan vaults, we addressed the case of trapezoidal vaults and different rules used for apsidal vaults tracing. Our aim is to define an adaptive parametric model that we can use to generate a 3D ideal model or a mixed reality based model. In order to evaluate our tool we compared two 3D models with point clouds: the first is based on geometric rules from sources, the second is based on some specific data from point cloud. Testing the tool on two gothic churches in Naples, the church of S. Lorenzo and the church of S.Maria di Donnaregina, we are going to improve it.

Penanganan bencana alam di Indonesia menjadi hal yang sangat penting untuk segera dilakukan dalam menentukan prioritas rehabilitasi dan rekonstruksi wilayah pascabencana alam. Penentuan prioritas rehabilitasi dan rekonstruksi pascabencana alam dilakukan dengan pendekatan metodologi Sistem Pendukung Keputusan (SPK) untuk membantu menyelesaikan permasalahan dalam proses pengambilan keputusan. Metode Simple Multi Attribute Rating Technique (SMART) akan diterapkan untuk menentukan prioritas wilayah pada rencana aksi rehabilitasi dan rekonstruksi pascabencana alam karena kesederhanaannya pada proses perhitungan dalam pemilihan alternatif yang telah dirumuskan. Tujuan penelitian ini adalah menghasilkan SPK dengan mengimplementasikan metode SMART untuk menentukan prioritas rehabilitasi dan rekonstruksi wilayah pascabencana, sehingga proses penanggulangan bencana akan tepat sasaran dan sesuai dengan peraturan penanggulangan bencana alam. Proses validasi pada penelitian ini adalah dengan membandingkan hasil metode dengan data fakta atau data kejadian (data histori). Koefisien Korelasi Rank Spearman yang diperoleh yaitu 0,95. Hal ini menunjukan bahwa, metode SMART bisa digunakan untuk menentukan prioritas rehabilitasi dan rekonstruksi pascabencana alam.The handling of natural disasters in Indonesia becomes a very important thing to be done in determining the priority of rehabilitation and reconstruction of post-disaster natural areas. The prioritization of post-disaster natural rehabilitation and reconstruction is done by methodology of Decision Support System (DSS) to help solve problems in decision making process. The Simple Multi Attribute Rating Technique (SMART) method will be applied to determine the priority of the region in the post-disaster natural rehabilitation and reconstruction action plan because of its simplicity in the calculation process in the alternative selection that has been formulated. The purpose of this research is to produce SPK by implementing SMART method to determine priority of rehabilitation and reconstruction of post disaster area, so that disaster management process will be appropriate target and in accordance with natural disaster management regulation. The validation process in this research is by comparing the method result with fact data or event data (historical data). Spearman Rank Correlation Coefficient obtained is 0.95. This indicates that the SMART method can be used to determine priorities for post-disaster rehabilitation and reconstruction.

A special position is dedicated to preservation and reconstruction of old city centers in the world with the aim of cultural, economic, social and historical revival. Economic revival is considered as an important strategy which means boosting suitable and harmonious economic activities to both strengthening the existing activities and attracting new economic activities. Over time, the centers of cities gradually wear out and their importance and application decrease. This will lead to migration of city center residents to suburbs and consequently horizontal growth of cities. Smart growth and form-oriented regulations formulation known as transport regulations is as one of the introduced approaches in developed cities to deal with horizontal growth and urban sprawl. In the recent study, the processes of old areas reconstruction are compared to the transport criteria and indices of smart growth to deal with horizontal growth. We have attempted to make it possible to evaluate local projects and reconstruct damaged urban textures. In addition, hypotheses were examined using mean comparison test to determine the conformity of these methods with the smart growth. Results showed that the local project of reconstruction of Qarani neighborhood in Mashhad is inconsistent with the smart growth regulations.

The article examines the problems of regional development of Ukraine in the conditions of war. There is an increase in the disparities in regional development due to the unevenness of losses and destruction from hostilities, migration of the population and displacement of enterprises. It is concluded that all regions of Ukraine face large-scale tasks of economic reconstruction, reconstruction and innovative modernization of economic complexes. It is substantiated that the strategy of smart specialization is an effective tool for ensuring regional reconstruction and modernization. The essence of the concept of smart specialization, its theoretical and methodological basis are disclosed, the policy of smart specialization in the European Union is considered. The legal basis, practice and shortcomings of the implementation of the strategy of smart specialization of regions in Ukraine in 2016-2021 are analyzed. The necessary conditions for effective smart specialization of regions in the conditions of war are defined and systematized: development of realistic strategies for the development of communities and regions based on a detailed inventory of their own resources and capabilities; attraction of financial resources necessary for restoration from internal and external sources; preservation and return of skilled labor to the regions and the formation of competencies necessary for innovative modernization of the regional economy; involvement of all regional development actors in the tasks of recovery and ensuring their productive cooperation.

The article discusses the general provisions for assessing the effectiveness of the implementation of reconstruction suggests the directions of SMART-reconstruction of real estate, creating conditions for saving resources, reducing time, improving the efficiency of reconstructive work, which ensures the sustainability of the urban environment, achieve development goals. It has been proven that an improved look is needed for approaches to restructuring organization that would meet modern requirements, as well as fundamental principles, such as: safety, environmental friendliness, energy efficiency and comfort. Research on the experience of reconstruction has shown that currently the following elements are not fully implemented: innovative mechanisms for carrying out a comprehensive reconstruction; a unified regulatory and legal framework, including for determining the costs of reconstruction, as well as a scheme of relations between the participants in the process, which would ensure the effective interaction of all participants in the reconstruction; managerial and organizational mechanisms that reduce costs during reconstruction, adapting to changes in the socio-economic situation; modern model of reconstruction, which would allow to achieve the goals for each specific project and include the latest developments in technology, the use of innovative materials, the improvement of the project mechanisms at the design stage, as well as the availability of a quality system for monitoring the timing and cost of reconstruction..

Most irrigation systems are built to irrigate field crops in agriculture. However, it has been observed that a sufficient irrigation dose should also be supplied to urban greenery. The areas of interest are prerequisites for reconstruction in the coming years. Therefore, an area in Brno, which the people of Brno call Špitálka, is chosen for the proposal. There are old buildings belonging to the Teplárny Brno (Brno's heating plant). The irrigation system is designed with the validity of known equations describing the hydromechanics of fluids. An experimental model of the selected part is made to confirm the functionality of the design. It is not within the spatial possibilities of the laboratory to build the entire extensive pipe network. The experimental measurement involves pumping the medium into a tank, which is a storage tank stored in an old cooling tower. This mentioned tower finds application as a multifunctional reservoir when one of its functions is water accumulation. A section with water transport to the highest point is chosen for the experimental track. It represents green roofs, which are also a part of irrigation, as there is often not enough watering in the form of precipitation in the summer months. The discharge pipe from the pump is controlled with a valve to obtain a constant inflow and outflow in the experimental tank. Volume flows and absolute pressures are measured in the specified points during the different water attitude levels in the storage tank. By comparing the results of experimental and theoretical data and subsequent correction, a suitable proposal is obtained for the reconstruction of the irrigation network for the Špitálka area.

In this literature, we explore the solution of network traffic recovery in smart grid. Taking account of dimensionality of network traffic in smart grid, we propose a novel reconstruction model via network tomography. In our algorithm, we use the low-dimension nature of traffic matrix and the greedy adaptive dictionary algorithm to convert the network tomography into the problem of sparse reconstruction at first. Then we solve network traffic by an iterative greedy algorithm. Simulation results indicate that proposed algorithm exhibits noticeably improvement in estimation error comparing with previous work.

Non-line-of-sight imaging is a technique for reconstructing scenes behind obstacles. We report a real-time passive non-line-of-sight (NLOS) imaging method for room-scale hidden scenes, which can be applied to smart home security monitoring sensing systems and indoor fast fuzzy navigation and positioning under the premise of protecting privacy. An unseen scene encoding enhancement network (USEEN) for hidden scene reconstruction is proposed, which is a convolutional neural network designed for NLOS imaging. The network is robust to ambient light interference conditions on diffuse reflective surfaces and maintains a fast reconstruction speed of 12.2 milliseconds per estimation. The consistency of the mean square error (MSE) is verified, and the peak signal-to-noise ratio (PSNR) values of 19.21 dB, 15.86 dB, and 13.62 dB are obtained for the training, validation, and test datasets, respectively. The average values of the structural similarity index (SSIM) are 0.83, 0.68, and 0.59, respectively, and are compared and discussed with the corresponding indicators of the other two models. The sensing system built using this method will show application potential in many fields that require accurate and real-time NLOS imaging, especially smart home security systems in room-scale scenes.

This paper examines the potentialities and characteristics of dynamic maps in relationship with constructivist teaching, by considering maps’ support to four functions: the contents’ learning, the contextualization of Learning Objects, the contextualization of online learning interaction and the knowledge construction. Several algorithms for polymorphic and animated maps’ reconstruction, both bi-dimensional and tridimensional, will be examined and described in detail. Among these algorithms, a further differentiation is made between those concerning proximal, or hierarchical development, and those regarding gravitational developments. In the latter one the positioning of nodes derives from quantitative values, that express their relation’s attractive strength. Conclusions derived from this work are the unavoidable need to implement maps’ dynamic reconstruction algorithms, when the complexity of the disciplinary ontology makes the traditional static approaches unable to provide an effectively usable image of the map.

Plastic surgeons have used the reconstructive ladder for many decades as a standard directory for complex trauma reconstruction with the goal of repairing body structures and restoring functionality. This consists of different surgical maneuvers, such as secondary intention and direct tissue closure, as well as more complex methods such as local tissue transfer and free flap. The reconstructive ladder represents widely known options achievable for tissue reconstruction and wound closure that puts at the bottom rung the simplest methods of reconstruction and strengthens the complexity by moving upward. Regenerative medicine and surgery constitute a quickly spreading area of translational research that can be employed by minimally invasive surgical strategies, with the aim of regenerating cells and tissues in vivo in order to reestablish normal function through the intrinsic potential of cells, in combination with biomaterials and appropriate biochemical stimuli. These translational procedures have the aim of creating an appropriate microenvironment capable of supporting the physiological cellular function to generate the desired cells or tissues and to generate parenchymal, stromal, and vascular components on demand, and above all to produce intelligent materials capable of determining the fate of cells. Smart technologies have been grown that give extra “rungs” on the classic reconstructive ladder to integrate a more holistic, patient-based approach with improved outcomes. This commentary presents the evolution of the traditional concept of the reconstructive ladder in the field of plastic surgery into a new course with the aim of achieving excellent results for soft tissue reconstruction by applying innovative technologies and biologically active molecules for a wide range of surgical diseases.

Abstract. The accuracy and availability of satellite-based applications, like Global Navigation Satellite System (GNSS) positioning and remote sensing, crucially depend on the knowledge of the ionospheric electron density distribution. The tomography of the ionosphere is one of the major tools for providing links to specific ionospheric corrections and studying and monitoring physical processes in the ionosphere and plasmasphere. In this work, we apply an ensemble Kalman filter (EnKF) approach for the 4D electron density reconstruction of the topside ionosphere and plasmasphere, with the focus on the investigation of different propagation models, and compare them with the iterative reconstruction technique of simultaneous multiplicative column normalized method plus (SMART+). The slant total electron content (STEC) measurements of 11 low earth orbit (LEO) satellites are assimilated into the reconstructions. We conduct a case study on a global grid with altitudes between 430 and 20 200 km, for two periods of the year 2015, covering quiet to perturbed ionospheric conditions. Particularly the performance of the methods for estimating independent STEC and electron density measurements from the three Swarm satellites is analysed. The results indicate that the methods of EnKF, with exponential decay as the propagation model, and SMART+ perform best, providing, in summary, the lowest residuals.

The “Education Informatization Action Plan 2.0” of the Ministry of Education summarizes smart schools as “based on emerging technologies such as artificial intelligence, big data, and Internet of Things, relying on various smart devices and networks, actively carrying out innovative research and demonstration of smart education, and promoting the transformation of education mode and ecological reconstruction supported by new technologies.” Through the analysis of key technologies and application scenarios of smart schools, this paper points out that the construction of smart schools needs to be people-oriented, intelligent and collaborative, and realize the deep integration of physical schools and smart schools. On this basis, combined with the construction cases of smart schools, in order to provide reference for the technical landing and application promotion of smart schools.

As one of the most diversified cyber-physical systems, the smart grid has become more decumbent to cyber vulnerabilities. An intelligently crafted, covert, data-integrity assault can insert biased values into the measurements collected by a sensor network, to elude the bad data detector in the state estimator, resulting in fallacious control decisions. Thus, such an attack can compromise the secure and reliable operations of smart grids, leading to power network disruptions, economic loss, or a combination of both. To this end, in this paper, we propose a novel idea for the reconstruction of sensor-collected measurement data from power networks, by removing the impacts of the covert data-integrity attack. The proposed reconstruction scheme is based on a latterly developed, unsupervised learning algorithm called a denoising autoencoder, which learns about the robust nonlinear representations from the data to root out the bias added into the sensor measurements by a smart attacker. For a robust, multivariate reconstruction of the attacked measurements from multiple sensors, the denoising autoencoder is used. The proposed scheme was evaluated utilizing standard IEEE 14-bus, 39-bus, 57-bus, and 118-bus systems. Simulation results confirm that the proposed scheme can handle labeled and non-labeled historical measurement data and results in a reasonably good reconstruction of the measurements affected by attacks.

Dynamic displacement plays an essential role in structural health monitoring. To overcome the shortcomings of displacement measured directly, such as installation difficulty of monitoring devices, this paper proposes a smart reconstruction method, which can realize real-time intelligent online reconstruction of structural displacement. Unlike the existing approaches, the proposed algorithm combines the improved mode superposition methods that is suitable for complex beam structures with the Kalman filtering approach using acceleration and strain data. The effectiveness of the proposed multi-rate data fusion method for dynamic displacement reconstruction is demonstrated by both numerical simulation and model vibration experiment. Parametric analysis shows that the reconstruction error is only 5% when the noise signal to noise ratio is 5 dB, illustrating that the proposed algorithm has excellent anti-noise performance. The results also indicate that both the high-frequency and low-frequency components of the dynamic displacements can be accurately reconstructed through the proposed method, which has good robustness.

The article explores the possibilities and challenges of integrating Smart City principles and energy innovations into the post-war reconstruction process of administrative-territorial units. In today's world, where environmental pollution and efficient use of energy resources are becoming increasingly critical, implementing energy-efficient projects in urban development has become necessary for community development. One of the essential aspects of successfully implementing energy-efficient projects is their integration into the city's strategic planning. To address challenges such as financial constraints and technical difficulties, implementing energy-efficient projects will bring numerous benefits, including emission reduction, energy consumption reduction, and improvement of urban environment quality. Since many urban amenities in Ukraine having suffered damage during the war, there is an increased opportunity for the restoration of progressive and modern spaces using advanced technologies. This new stage of reconstruction includes adopting innovative approaches, such as using alternative energy sources, implementing energy-saving systems, introducing Smart City principles, greening territories, and more. This opens up opportunities for creating modern, environmentally friendly, and energy-efficient spaces that improve the quality of life and restore administrative-territorial units' infrastructure. The article explores key concepts such as smart technologies, energy efficiency, and sustainable development while presenting the fundamental principles and mechanisms for implementing these principles in the post-war reconstruction of Ukraine. Utilizing the case-study method, the article highlights the best practices for implementing Smart City principles worldwide. Additionally, the authors examine the advantages and obstacles associated with adopting these principles.

Объектом исследования являются технологии, применяемые для создания умной городской среды. На первом этапе исследования производится анализ опыта внедрения технологий, применяемых для создания «умной» и озелененной городской среды. Следующим этапом исследования является подбор возможных вариантов применения умных технологий для улучшения экологической ситуации Октябрьского района в г. Ростов-на-Дону, ограниченного улицами: Таганрогская, Вавилова, Тимошенко, Оганова. Проведен анализ экологической ситуации выбранной территории реконструкции. На заключительном этапе рассчитан показатель – индекс IQ города Ростов-на-Дону для текущего состояния и после внедрения технологий «умный город». The main goal of the presented article is to define the concept of integrated urban development reconstruction, taking into account the environmental aspect and the introduction of smart city technology. The object of the research is the technology used to create a smart urbanenvironment. The first stage of the study is to analyze the experience of implementing technology to create a smart and green urban environment. The next stage is selection of possible options for the use of smart technology to improve the environmental situation of the Oktyabrsky district in the city of Rostov-on-Don. This area is bounded by the streets: Taganrogskaya, Vavilova, Timoshenko, Oganova. Then we carried out the analysis of the ecological situation of the selected reconstruction area. At the final stage, we calculated the IQ index of the city of Rostov-on-Don for the current state and after the introduction of smart city technology.

Smart Grid Systems mainly relies on many secondary automatic systems and information systems, such as Smart Grid Dispatch and Control System, Distribution Automation System, Automatic Safety Devices, Marketing System and etc. These systems are frequently incompatible with many devices and therefore waste much manpower for the compatibility. These systems cannot fulfill automatic configuration, auto-discovery, rapid reconstruction and etc. Plug and Play (PnP) stems from computer and Internet concept. This article bases on "Universal Plug and Play (UPnP)" concept, to build automatic identifying, automatic accessing mechanisms or system architecture in Smart Grid field, in order to realize automatic structuring for the secondary control system and information system, thus realize PnP and rapid restructure for the Smart Grid System, which bases on Smart Grid Dispatch and Control System.

Motives: Urban developers around the world have been using smart management systems in redeveloping cities. This strategy allows a sustainable long term approach, built on scientific findings. Accurate data and information are key in achieving smart management in the reconstruction of post-war areas. Having the right information at the right time helps government officials, service providers and residents themselves make better choices when it comes to the reconstruction of post-conflict areas. Aims: This paper explores the role of resident experts’ contribution and how they can aid officials make more educated choices when it comes to urban decision making. It also addresses the ambiguity of the impact of using the expertise of local urban planners and architects in urban decision making in the reconstruction process as one of the strategies to achieve a smart city. The Old City of Mosul was selected by the authors as a case study in the post-war regeneration process. Therefore, the paper attempts to reach a scientific decision in selecting the best approach towards the urban regeneration of the Old City of Mosul. Results: The paper signifies the role of the local community experts in urban decision making as a bottom to top approach, and recommendations were made based on the research findings.

Purpose. To develop theoretical and methodological foundations of investment processes for modernization, effective functioning and further development of field feed production taking into account ecological aspects through the introduction of smart technologies in the period of post-war reconstruction. Methods. Literature review, theoretical modeling, systematic approach, analysis and synthesis. Results. The theoretical and methodological foundations of investing in the development of field feed production through the introduction of smart technologies in the period of post-war reconstruction have been studied. The characterization of the components of smart technologies in field feed production was carried out. The essence of the concept of “smart technology” is summarized and the algorithm of theoretical interpretation of it in field feed production is presented. Features of accurate and intelligent field feed production are revealed. The challenges of smart technologies in the agricultural sector are outlined. The main areas of influence of smart technologies on field feed production have been determined: increasing the productivity of greenlands, weather analysis, integrated management of water and fertilizers, speed and accuracy of detection of pests and diseases of forage crops. Mechanisms and tools of influence are defined. Based on the results of the research, functional groups of smart technologies in field feed production were formed, in particular: for collecting information; for data analysis; for effective management. Conclusions. Investment and implementation of smart technologies in field feed production contribute to the optimization of production costs and help to provide quality services. The use of GPS allows processing a large database, soil and crops monitoring, creating electronic maps, and carrying out autonomous protection of crops, which contributes to the improvement of the ecological condition in general.

Network attacks pose a significant challenge for smart grid networks, mainly due to the existence of several multi-directional communication devices coupling consumers to the grid. One of the network attacks that can affect the smart grid is the distributed denial of service (DDoS), where numerous compromised communication devices/nodes of the grid flood the smart grid network with false data and requests, leading to disruptions in smart meters, data servers, and the state estimator, ultimately effecting the services for end-users. Machine learning-based strategies show distinctive benefits in resolving the challenge of securing the network from DDoS attacks. Regardless, a notable hindrance in deploying machine learning-based techniques is the requirement of model retraining whenever new attack classes arise. Practically, disrupting the normal operations of smart grid is really discouraged. To handle this challenge effectively and detect DDoS attacks without major disruptions, we propose the deployment of reconstructive deep learning techniques. A primary benefit of our proposed technique is the minimum disruption during the introduction of a new attack class, even after complete deployment. We trained several deep and shallow reconstructive models to get representations for each attack type separately, and we performed attack detection by class-specific reconstruction error-based classification. Our technique experienced rigid evaluation via multiple experiments using two well-acknowledged standard databases exclusively for DDoS attacks, including their subsets. Later, we performed a comparative estimation of our outcomes against six methods prevalent within the same domain. Our outcomes reveal that our technique attained higher accuracy, and notably eliminates the requirement of a complete model retraining in the event of the introduction of new attack classes. This method will not only boost the security of smart grid networks but also ensure the stability and reliability of normal operations, protecting the critical infrastructure from ever-evolving network attacks. As smart grid is advancing rapidly, our approach proposes a robust and adaptive way to overcome the continuous challenges posed by network attacks.

As a zero-emission mode of transportation, an increasing number of Electric Vehicles (EV) have come into use in our daily lives. The EV charging station is an important component of the Smart Grid which is now facing the challenges of big data. This paper presents a data compression and reconstruction method based on the technique of Principal Component Analysis (PCA). The data reconstruction error Normalized Absolute Percent Error (NAPE) is taken into consideration to balance the compression ratio and data reconstruction quality. By using the simulated data, the effectiveness of data compression and reconstruction for EV charging stations are verified.

In order to monitor pressure under feet, this study presents a biomechanical model of the human foot. The main elements of the foot that induce the plantar pressure distribution are described. Then the link between the forces applied at the ankle and the distribution of the plantar pressure is established. Assumptions are made by defining the concepts of a 3D internal foot shape, which can be extracted from the plantar pressure measurements, and a uniform elastic medium, which describes the soft tissues behaviour. In a second part, we show that just 3 discrete pressure sensors per foot are enough to generate real time plantar pressure cartographies in the standing position or during walking. Finally, the generated cartographies are compared with pressure cartographies issued from the F-SCAN system. The results show 0.01 daN (2% of full scale) average error, in the standing position.

Presently, there is a huge effort to automate manufacturing and have automatic control of the production. This intention leads to the increased need for high-quality methods for digitization and object reconstruction, especially in the area of reverse engineering. Commonly used scanning software based on well-known algorithms can correctly process smooth objects. Nevertheless, they are usually not applicable for complex-shaped models with sharp features. The number of the points on the edges is extremely limited due to the principle of laser scanning and sometimes also low scanning resolution. Therefore, a correct edge reconstruction problem occurs. The same problem appears in many other laser scanning applications, i.e., in the representation of the buildings from airborne laser scans for 3D city models. We focus on a method for preservation and reconstruction of sharp features. We provide a detailed description of all three key steps: point cloud segmentation, edge detection, and correct B-spline edge representation. The feature detection algorithm is based on the conventional region-growing method and we derive the optimal input value of curvature threshold using logarithmic least square regression. Subsequent edge representation stands on the iterative algorithm of B-spline approximation where we compute the weighted asymmetric error using the golden ratio. The series of examples indicates that our method gives better or comparable results to other methods.

Smart deformable structures that integrate designing, sensing, and controlling technology have been widely applied in the fields of aerospace, robotics, and biomedical engineering due to their multi-functional requirements. The deformation reconstruction method essential for security monitoring and shape controlling, especially for the large deflection deformation, remains a challenge on accuracy and efficiency. This paper takes a wind tunnel’s fixed-flexible nozzle (FFN) plate as the research object to develop a highly accurate deformation reconstruction method based on sensing information from flexible strain sensors. The mechanical behaviors of the FFN plate with large deflection deformation, which is modeled as a cantilever beam, are studied to analyze the relationship of the strain and moment. Furthermore, the large deflection factor and shell bending theory are creatively utilized to derive and modify the strain–moment based reconstruction method (SMRM), where the contour of the FFN plate is solved by particular elliptic integrals. As a result, structural simulation based on ABAQUS further demonstrates that the reconstruction error of SMRM is 21.13% less than that of the classic Ko-based reconstruction method (KORM). An FFN prototype accompanied by customized flexible sensors is developed to evaluate the accuracy and efficiency of the SMRM, resulting in a maximum relative error of 3.97% that is acceptable for practical applications in smart deformable structures, not limited to the FFN plate.

Abstract. The accuracy and availability of satellite-based applications like GNSS positioning and remote sensing crucially depends on the knowledge of the ionospheric electron density distribution. The tomography of the ionosphere is one of the major tools to provide link specific ionospheric corrections as well as to study and monitor physical processes in the ionosphere. In this paper, we introduce a simultaneous multiplicative column-normalized method (SMART) for electron density reconstruction. Further, SMART+ is developed by combining SMART with a successive correction method. In this way, a balancing between the measurements of intersected and not intersected voxels is realised. The methods are compared with the well-known algebraic reconstruction techniques ART and SART. All the four methods are applied to reconstruct the 3-D electron density distribution by ingestion of ground-based GNSS TEC data into the NeQuick model. The comparative case study is implemented over Europe during two periods of the year 2011 covering quiet to disturbed ionospheric conditions. In particular, the performance of the methods is compared in terms of the convergence behaviour and the capability to reproduce sTEC and electron density profiles. For this purpose, independent sTEC data of four IGS stations and electron density profiles of four ionosonde stations are taken as reference. The results indicate that SMART significantly reduces the number of iterations necessary to achieve a predefined accuracy level. Further, SMART+ decreases the median of the absolute sTEC error up to 15, 22, 46 and 67 % compared to SMART, SART, ART and NeQuick respectively.

Abstract. In every field concerning post-disaster reconstruction, not only in engineering, technology plays a leading role and, just as resilience, it has become the goal that every action should achieve. In light of what has been claimed, this paper intends to critically illustrate one of the most interesting elements of technological innovation underway in the city of L'Aquila hit by the 2009 earthquake. The reference is the so-called "smart tunnel", a system of functional and management rationalization of the underground services of the city. The work was divided into two portions called "Excerpts" where the first one is currently 93% completed and highlighted the presence of intrinsic criticalities in the work and in the context. In order to avoid irrational and random conditions that could inevitably lead to a safety lack, related to the excerpts II a methodology is being developed, based on District Information Modeling. It is configured as a control and management tool for the whole system which will allow the interference management inspired by principles of rationality and safety. The smart tunnel system is part of a series of other public and private initiatives, aimed at a widespread experimentation of advanced technologies that deals with the renewal of infrastructures, services and mobility, telecommunications. These innovations mainly concern the L’Aquila historical centre but also the outskirts and follow the principles of the smart city and related to the resilience development.

The article provides results of housing technical state examination in the historical development of Saint Petersburg, performed by experts of the Saint Petersburg State University of Architecture and Civil Engineering. The described methodology developed by the authors serves a basis to find the most efficient solution for issues arising in Saint Petersburg, and fully meets all social, scientific, technical and economic conditions of modern urban development. This is especially important when implementing the concepts of Smart City and Smart Home intended to become a basis for development of modern urban environment within the existing historical city. As for cultural heritage sites, it is possible to extend the useful life of a historical building by its timely reconstruction. Reconstruction shall be performed following a clear plan with account for the sequence of stages: from handing archive materials and a city plan to identify the historical appearance of a building to a possible need for reconstruction of not only a separate building but also a whole block. In case of a major repair of an apartment building, or reconstruction of historical cultural heritage sites, activities improving energy efficiency of buildings are required, which are associated with significant costs that sometimes exceed the federal or city budget.
