The problem discusses the approaches to security in Central Asian region, especially the threats of instability and Taliban activities in Afghanistan methods of joint resistance to terrorism and other evils. The differences in SCO members’ attitude towards India’s future participation in SCO agenda is being considered. The author doubts that SCO can be regarded as a security provider for the region, it is just an instrument of enhancing regional co-operation in various fields.

China, Russia and the Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan formed the Shanghai Co-operation Organization (SCO) in 2001. China's backing for an SCO charter, permanent secretariat and anti-terrorism centre for the past three years reflects its desire to strengthen the SCO in countering United States influence in Central Asia. Diplomatically, China fears that the American presence means that regional states will be less accommodating to China's political demands. Economically, China worries that the United States' support for American petroleum companies will compromise Chinese efforts to wrest concessions from Central Asian governments. Security-wise, with bases close to China's western borders, Washington can assist Beijing in flushing out Xinjiang separatists operating in Central Asia, or put military pressure on China, should it be perceived as a threat. The American presence and resurgent Russian involvement in Central Asia seem to have put China's influence in the region on the defensive.

The Shanghai Co-operation Organization (SCO), with security related priorities, including fighting against separatism, terrorism, and extremism has great potentials to be an economic tycoon in the international atmosphere. Being the most populated organization that ever existed, SCO as a free economic zone could provide possibilities for its members to compete with other unions and organizations all over the world. To do so, emerging a mutual currency between members could play a key role in SCO’s rivalry with other players in the international markets. This paper is an endeavor to explain the challenges and opportunities for members by using SWOT analysis through both online and library sources to understand if moving into an economic zone, including a mutual currency could better off members and introduce the SCO as a unified monetary unit.

The authors analyze the range of security integrations in the post-Soviet area and their impact on security of the broader Euro-Asian region, the Balkans and Serbia. In that regard, they point to the main organizational aspects of security co-operation in the Euro-Asian space that have primarily resulted from the autochthonous initiatives from the states in the region within which they plan or develop specific common forces. The most significant results have been achieved within the Collective Security Organization (CSTO) that was established on the initiative of Russia and a part of the former Soviet Republics, as well as within the Shanghai Cooperation Organization (SCO), which was established on the initiative of Russia and China. Special emphasis in the paper is given to the security aspects of acting of the organizations mentioned above and their influence on Serbia and the Balkans, taking into consideration, above all, energy security.

Nowadays, the study of the Chinese language is particularly relevant in Russia due to the rapid development of Sino-Russian partnerships and strategic cooperation, as well as Russia’s participation in the Shanghai Cooperation Organization and BRICS. Comprehensive military co-operation between the two countries is growing rapidly, which is expressed both in the organization of international military exercises (“East”, “Naval interaction”), International Army Games, and in the exchange of technology and the supply of military and special equipment. In this regard, the profession of a military interpreter of the Chinese language for providing events of this kind is becoming increasingly relevant. We consider the informal level of Chinese language military dis-course– military slang. Due to the high level of cooperation and interaction between China and Russia, as well as the poor knowledge of Chinese military slang and informal vocabulary, further development of the topic will play a significant role in improving the methodology of training spe-cialists, military interpreters, as well as in the military discourse study. A description of the phe-nomenon under consideration will be given, an analysis of a units sample of informal military dis-course will be made and their translation will be provided, and a generalized conclusion will be made and the scope of the research results applied.

Many regions worldwide suffer from heavy air pollution caused by particulate matter (PM2.5) and nitrogen dioxide (NO2), resulting in a huge annual disease burden and significant welfare costs. Following the outbreak of the COVID-19 global pandemic, enforced curfews and restrictions on human mobility (so-called periods of ‘lockdown’) have become important measures to control the spread of the virus. This study aims to investigate the improvement in air quality following COVID-19 lockdown measures and the projected benefits for environmental health. China was chosen as a case study. The work projects annual premature deaths and welfare costs by integrating PM2.5 and NO2 pollutant measurements derived from satellite imagery (MODIS instruments on Terra and Aqua, and TROPOMI on Sentinel-5P) with census data archived by the Organization for Economic Co-operation and Development (OECD). A 91-day timeframe centred on the initial lockdown date of 23 January 2020 was investigated. To perform the projections, OECD data on five variables from 1990 to 2019 (mean population exposure to ambient PM2.5, premature deaths, welfare costs, gross domestic product and population) were used as training data to run the Autoregressive Integrated Moving Average (ARIMA) and multiple regression models. The analysis of the satellite imagery revealed that across the regions of Beijing, Hebei, Shandong, Henan, Xi’an, Shanghai and Hubei, the average concentrations of PM2.5 decreased by 6.2, 30.7, 14.1, 20.7, 29.3, 5.5 and 17.3%, while the NO2 decreased by 45.5, 54.7, 60.5, 58.7, 63.6, 50.5 and 66.5%, respectively, during the period of lockdown restrictions in 2020, as compared with the equivalent period in 2019. Such improvements in air quality were found to be beneficial, reducing in 2020 both the number of premature deaths by approximately 97,390 and welfare costs by over USD 74 billion.

The article is devoted to the architecture of European banking institutions in Guangzhou, built on the territory of Shamyan island in the late 19th – early 20th century. A brief historical excursion into the history of the formation of the British and French concessions is given. This publication examines the stylistic and compositional features of the architecture of such banking institutions as: Hong Kong and Shanghai Banking Corporation; The Chartered Bank of India, Australia and China; International banking corporation (City Bank); Bank of Taiwan; Commercial Corporation of Mitsubishi; Yokogama Specie Bank; The E.D.Sassoon & Co.Ltd. и D. Sassoon Sons Co. Ltd; Bank of Indochina; China & France Industry Bank. A composite and stylistic analysis was conducted, an iconographic description of the buildings of the main banks located within the boundaries of the former European concessions on Shamyan Island is given The study reveals the general principles of the development of the architecture of banking institutions in Guangzhou. The materials and results of the research carried out by the authors of this article allowed us to formulate the following conclusions: 1. The territorial isolation of the Shamyan island from the Chinese part of Guangzhou, as well as the operation within the concessions of British and French laws, contributed to the fact that the development of the architectural ensemble of the island as a whole was carried out in line with the advanced West European architectural and urban trends. 2. Most of the banking buildings here are built in the eclectic style with the predominance of neoclassicism features, of course, this fact is connected with the desire of the owners of bank corporations to demonstrate to the clients and competitors the financial strength of their organizations. 3. In the architecture of the considered banking institutions there is an active use of tectonics and elements of the order system, colonnades, arcades, the allocation of the first floor in the form of a rustic plinth. The motifs of Renaissance architecture, Baroque and Art Nouveau are also traced. 4. The formation of the appearance of banking buildings in Shamyan was strongly influenced by local conditions. The hot and humid subtropical climate of the south of China contributed to the spread in the architecture of the structures of this type of order colonnades, forming deep open verandas, as well as the use of X-shaped creaks-elements to ensure the natural ventilation of buildings, which, in addition, became an expressive element of the facade decoration

Abstract The article explores how power shifts in world politics and the emergence of regional powers affect regional security governance. We identify the post-Soviet space and Latin America as two regions where a traditional hegemon and Cold War superpower (the United States and Russia, respectively) has recently been challenged by a rising power (Brazil and China). In both regions, an older regional organization shaped by Cold War dynamics exists alongside a newer organization shaped by the rising power. But do similar patterns of power shifts lead to analogous types and trajectories of security governance? We analyze four security organizations from the two regions: the Organization for Security and Co-operation in Europe (OSCE) and the Shanghai Cooperation Organization (SCO) from the post-Soviet space, and the Organization of American States (OAS) and the Union of South American Nations (UNASUR) from Latin America. We show how power shifts are reflected in (1) the factors driving organizational foundation and transformation, (2) the organizations’ security conceptions and practices, and (3) organizational overlap. Responding to the call for more studies in comparative regionalism, this article contributes to the debate on how powers of various kinds shape regions, regional organizations, and their security priorities, and adds new insights to research on overlapping regionalism.

AbstractTeaching effectiveness is a core issue in educational research; however, there is little consensus about the most important results of classroom teaching from an international perspective. The effectiveness of teaching has remained a ‘black box’ for a long time. In the secondary study described in this paper we used empirical data for Shanghai taken from the international Organization for Economic Co-operation and Development (OECD) study Global Teaching InSights (GTI)—initially the Teaching and Learning International Survey (TALIS) Video Study—which was based on videotaped direct observations of classroom teaching. Eighty-five junior high school mathematics teachers and their students in Shanghai were observed to explore the impact of specific teaching practices on students’ interest, self-efficacy, and mathematics achievement scores. The results revealed that social-emotional support and instruction quality were the key dimensions relating to the characteristics and differences of mathematics lessons in Shanghai. While the former had a significantly positive impact on students’ general mathematics self-efficacy, the latter had a significantly positive impact on students’ mathematics interest. Although specific teaching practices had no significant direct impact on students’ mathematics achievement scores, social-emotional support and instruction quality considerably influenced students’ academic performance in an indirect way via general self-efficacy.

Central Asia has been the focal point of intense geopolitical power struggle throughout history. At the dawn of the 21st century, Central Asia has undergone major changes as the European Union and the China-led Shanghai Co-operation Organization have emerged as two normative powers, both seeking to influence the patterns of security governance in the region. This study aims to delve deep into ‘the black boxes’ of the EU’s and China’s foreign policies toward five CA republics. It starts from the premise that the bulk of research on Eurasian politics tend to concentrate mostly on realist and traditional geopolitical doctrine, which seem to have failed to properly explain the normative and ideational transformations that have taken place in the region as a result of the presence of these two emerging normative agents. By interweaving both realist and constructivist theories of International Relations (IR) into a new all-encompassing analytical framework, termed “meta-geopolitics”, the thesis seeks to trace and examine how geopolitical as well as normative components of the EU and Chinese regional strategies have affected the contemporary power dynamics in the post-Soviet space. I argue that, in contrast to the geopolitical struggle during the 19th and 20th centuries, a clash of normative powers is brewing in the region between China, under the aegis of the SCO, and the EU. The research also concludes that China has relatively been in a better position in comparison to the EU to render its policies as feasible, effective and legitimate to the Central Asian states.

Throughout the world, government agencies are looking to use information technology as a tool for strategically enhancing their performance and creating public value. Our research examines 84 cities worldwide and evaluates their performance using a five-stage framework. The framework builds on existing e-government literature utilizing 92 different measures. The research was conducted between June and October of 2003. Our instrument was translated into the native language of each city and the assessment of each municipal Web site was conducted by a native speaker of the municipality’s language. We review relevant e-government literature for evaluating Web sites in the U.S. and internationally, discuss our sample selection, methodology, theoretical framework, findings, and recommendations. Our results indicate that Seoul, Hong Kong, Singapore, New York, and Shanghai are the top five large cities providing digital government opportunities to citizens online. In addition, our research suggests a difference in the digital government capabilities between the 30 developed nations belonging to the Organization for Economic Co-operation and Development (OECD) and lesser-developed (non-OECD) nations.

The International Maritime Organization is developing the Goal Based Standard, in which the Safety Level Approach(SLA) is one of the two parallel ways forward focusing on deriving explicit and reasonable safety level. During the development of Safety Level Approach, the Structural Reliability Analysis(SRA) is recognized as one of the useful tools. The application of SRA on the calibration of partial safety factors for hull girder ultimate strength is so far a typical illustration, which could be very helpful for the application of Safety Level Approach on the structural Rules in the future. China Classification Society (CCS) carries out a trial analysis with co-operation of Shanghai Jiao Tong University.
