Aim: In this study, it was aimed to investigate the distribution of disability types, treatment and rehabilitation needs, utilization of the basic services provided, and determination of expectations of disabled persons. Methods: This descriptive study was carried out in Hazro district of Diyarbakır. Of the 1069 individuals screened by a cross-sectional study, 148 disabled individuals were identified. A face-to-face meeting was provided with the families of these disabled individuals. The demographic characteristics of the disabled person, information on the types of disability, the use of health services and the questionnaire form which asks the expectation status were used. Results: The prevalence of disability was 13.8%. 51.3% of the disabled were male, 48.2% were not literate and 16.7% did not have any social security. It was determined that 37.8% of people with disabilities did not receive treatment for their disability and 98.0% did not benefit from rehabilitation services. It was found that 70.9% of the disabled did not receive education, 60.1% of them did not know about vocational and skill courses and 51.4% of them could not benefit from public transportation services. Families stated that, the disabled people do not go to any institution or rehabilitation center with 44.8% because of absence in the close environment; 26.9% stated that they do not know if there is any. It was found that the most important expectation of 50% of disabled people and their families from institutions and organizations is to provide health services easily. Conclusion: Disabled persons have difficulty in accessing health services and cannot benefit from rehabilitation services. Basic services such as education, vocational courses and public transport are also insufficient. In this sense, health and social service institutions have important duties.

The 1944 Disabled Persons (Employment) Act introduced a range of programmes to help disabled people find and keep paid work but, until recently, little was known about their effectiveness. This paper reports the findings of a survey of economically active disabled people and shows that their feelings about statutory employment services are mixed. A small majority expressed satisfaction, but a significant minority reported negative experiences. The state's employment programmes for disabled people frequently ignore `felt needs' and some services are segregated, leading to problems such as `stigma'. The paper concludes by reflecting on policy to improve services and argues that integration into `improved' mainstream areas of provision is the best way forward.

The lifestyles of people with disabilities have been changing rapidly during the last two decades. While in the past people with disabilities tended to remain within the confines of institutions for most of their lives, disabled citizens are now participating in all aspects of community life. Today disabled women and men are marrying, raising families, pursuing a variety of career options, doing volunteer work, and travelling. Many disabled people who lead challenging lifestyles also require personal services which are provided by readers, attendants, homemakers, resource facilitators, and job-site coaches. Consumers are finding that existing delivery systems either fail to meet their needs or unduly constrain their lifestyles. Consequently, people with disabilities have developed a strategy for how personal services should be delivered, and the Coalition of Provincial Organizations of the Handicapped's (COPOH) perspective on this issue is elucidated in this article. This report attempts to convey the concerns which have been raised at various consumer forums in personal testimonies by men and women with disabilities. This is in keeping with COPOH's role as the disabled consumer's voice in Canadian society.

People with disabilities have the right to an independent, independent and active life. They have the right to access goods and services enabling full participation in society. Accessible transport services are the key to all social activity – learning, working, private life. In reality there are large differences between various elements of public transport system, which are primarily due to the existence of differences in legal provisions regulating each transport branch. This is the reason of differences in social inclusion level between particular country regions. It also causes economic exclusion of people with lower incomes who are unable to buy a car and adjust it to the needs of a disabled person.

This paper is about employment policies on disabled people in China. It argues that the Chinese government has constantly emphasised the social dimension of work. Employment has therefore been regarded as an important means for disabled people to integrate into the society and to contribute to public interests. Various measures have been introduced in legislation and in policies on education and employment to enhance job opportunities for disabled people in the last two decades. However, the effectiveness of these measures is limited. In face of the keen competition in the expansion of the private market, many enterprises and welfare services do not have sufficient capacity or enthusiasm to promote employment for disabled groups. The paper argues it is important for the government to provide more support and incentives to enterprises, services, disabled people and their family in order to realise the social dimension of work among the disabled groups.

The 2008 UNAIDS Global Update estimated that there were 33 million people living with HIV and that, of these, 67 per cent of adults and 90 per cent of children live in sub-Saharan Africa. There were 2.7 million new infections during 2007 and 2.1 million AIDS deaths, 76 per cent in sub-Saharan Africa. The aims of Millennium Development Goal (MDG) 6 are to arrest the spread of HIV and to promote access to treatment. However, the vulnerability to HIV of people with disabilities, their need for HIV & AIDS information and the constraints they face in accessing treatment have largely been ignored by international development academics and practitioners when disabled people may account for 10 per cent of the world's population and 80 million Africans are estimated to be disabled. Why, then, are disabled people not mentioned anywhere in descriptions of or implementation strategies for MDG 6? This article will use the case study of the relationship of disabled people in Mozambique to HIV & AIDS to draw out the reasons for disabled people being ignored throughout HIV & AIDS policy and services and then provide recommendations to bring about disabled people's inclusion.

The aim of this study was to examine how the transfer of the affairs of disabled people from the state to the municipalities had proceeded. The process of the transfer was examined and then the largest municipality, Reykjavík, was chosen for a closer examination on the policy and implementation concerning services for disabled people. A qualitative study was conducted in the autumn of 2012. Eight interviews were taken with key professionals who had been involved directly in the transfer or worked on the affairs of disabled people before or after the transfer. A specialist in the affairs of disabled people was interviewed at the Ministry of Welfare and at the Association of Local Authorities in Iceland. Furthermore, a key professional was interviewed in each of the six municipal services in Reykjavík. The interviewees believed that having decided on and gone through with the transfer was the right thing to do. They believed that services closer to the people who need it would be a better choice. The person that uses the services only needs to go to one place in order to receive it, instead of two as before. However, the interviewees had not seen a considerable improvement in the services as expected. A considerable additional funds are needed for the affair. The transition from the state to the municipalities was not sufficiently prepared. The affairs of disabled people requires a lot of interdisciplinary work as well, which the interviewees thought was proceeding well.

With the continuous development of social economy and the continuous improvement of people’s ideological level, the state and social people have given more and more care and assistance to the disadvantaged group of disabled persons. The construction of a public service cloud platform for the disabled is one of the important measures to protect the human rights of the disabled and improve the lives of the disabled. According to the statistics of the China Disabled Persons’ Federation, since the twentieth century, with the acceleration of the equalization of basic public services and the establishment of urban and rural social security systems, a practical and effective public service system for the disabled has made leaps and bounds. The construction of the cloud platform for public services for the disabled is an important branch of the construction of the public service system for the disabled. However, due to the late development of the construction of the cloud platform for public services for the disabled in China, it is not perfect, and there are still some problems to be solved. This paper mainly studies the public service cloud platform for the disabled based on the big data management model of the Internet of Things. Based on this research theme, this paper conducts a service response efficiency test for the disabled provided by the disabled public service cloud platform based on the big data management model of the Internet of Things. It concluded that the public service cloud platform for the disabled based on the big data management model of the Internet of Things has improved the response efficiency of providing services for the disabled by 57%.

The coronavirus disease (COVID-19) pandemic has led our society to lead a life different than before. People, including those with disabilities, have come to rely on information from the Internet. However, there is a lack of empirical studies on the impact of the pandemic on the Internet usage of people with disabilities. To address this gap, this study analyzed data from the 2020 Digital Divide Survey, which comprised data on 7000 non-disabled people and 2200 people with disabilities. This was used to compare the changes in usage of Internet services, and awareness and experience of COVID-19-related non-face-to-face services among non-disabled people and people with physical disabilities, brain lesions, visual impairments, hearing impairments, and language impairments. People with and without disabilities reported increased internet usage, but the increase was significantly higher in the non-disabled population than in people with disabilities (p < 0.05), except for people with language impairments. Specific changes to service usage, experience, and usefulness were different according to the type of disability. The non-disabled population showed a significantly greater increase in the use of social participation services than people with physical disabilities (p < 0.05). The results of this study suggest that digital services need to be developed flexibly to address the unique needs of people with different types of disabilities.

Participatory planning for disabled people in transportation planning processes has become important. Because, it gives insight in what the disabled-peoples preferences are, improve decision making and advance justice. It is inline with regulation that United Nation made and also Traffic and Road Transportation Act No 9/2009 that Government of Indonesian was made. But, there are some barriers of participation to include disabled people; it can be time and money consuming. Other problems are related to the accessibility of facilities; physical impairment, unfamiliar procedure and willingness to participate by disabled people. It is important for the policy makers to know how to empower disabled people and increase their participation in planning processes by considering these barriers. This study investigates how to include disabled people in transportation planning processes. It provides lessons learned from United Kingdom and Canada as the best practice of inclusion disabled people in transportation planning processes. The inclusion of disabled people is analyzed based on a case study of Bus Rapid Transit-Transjakarta, Indonesia. Data were gathered using interviews, questionnaire, literature and document review. A descriptive qualitative analysis was used to analyze the data. The result show that applied participatory tools to empower disabled people in planning processes was not sufficient enough. A higher level of participation can be strived for by changing the legal framework, investments in accessible facilities, commitment of the government, and the network of organization at international, national, and local level. Last but not least, inclusion disabled people is hard to implement. But, at least we try to make social justice in our services.

After sanction of “the rights of disabled people convention” United Nations Organization have been stressed more on dealing with this group’s needs. Therewith, most of countries in the world have been committed in this field. Therefore with consideration of importance of identifying the needs in disabled people and making policies for them, this study conducted in order to identify the special needs in physically disabled people. This article is a part of a qualitative research with grounded theory method. 15 physically disabled people of Tehran were selected through a purposeful sampling participated in study. The main method for collecting data was semi-structured interview that continued until theoretical saturation of information. Data was analyzed with Strauss & Corbin coding manner or continued comparison and the assessor’s viewpoints method is used for validity promotion of data.Totally, most important domains of special needs in disabled group were: family and relatives, education, movement and transportation, building and places (houses and public places), social participation and occupation, treatment and rehabilitation services, and people’s attitude toward their problems. The results indicated that for promoting social participation and function independency in disabled people, should be emphasis on “equality of opportunities” in society rather than “disability”. Thus, public systems and services should be available equally for all, such as physical environments and places, housing, transport system, educational and vocational opportunities, and socio-cultural life like equipments for sport and amusement. Then, physically disabled people can reach to a life with more quality and same with others.

The purpose of this narrative review is to access the impact that the COVID-19 pandemic has had on People with disability (PWD). For writing this narrative review, Google, Google Scholar, Pub Med and online news portals were searched by using various combination of the following terminologies; “Disability”, “Differently “Disabled”, “Disable”, “People with Disability”, “PWD” “Impact”, “COVID-19”, “Corona Pandemic”, “Challenges”, “Issues”, “Policies”, “Social”, and “increased risk”. The pandemic has created many challenges for people with disability. They not have greater risk of contracting COVID-19, but also have problems accessing health services. It has also had various social impacts like problems related to education, employment as well as discrimination. The COVID pandemic has exposed gaps in the health system that make the poor, marginalized and disabled population more vulnerable to neglect and mistreatment. Proper implementation and monitoring of policies should be done to ensure that PWD feel included and respected. It is important to continually integrate PWD into the mainstream society while minimizing their risks of contracting COVID-19. The caretakers should use the necessary PPE when attending to their needs.

Customer journey mapping originated as a market research tool to help commercial businesses understand consumers’ motivations and behaviors. More recently, customer journey mapping has been used by the public sector to identify ways of understanding citizens’ experiences of public services, with the aim of both improving the quality of public services and of enabling ordinary people to engage with the political process. This article reports on the first known use of customer journey mapping by a national charity as an advocacy tool, used as part of a program to campaign for improved access to goods and services for disabled people.

Community Care reforms have revived interest in service quality. It is argued that the definition of service quality is value-led and that domi nant ideologies have contributed to the continued oppression of disabled people. The design of quality assurance systems is considered and it is suggested that organisations controlled by disabled people have a central role to play in providing disablement services. Two conclusions are drawn. First, service quality cannot on its own be a sufficient condition for disabled people's emancipation. Second, 'quality' has been used as a policy substitute for the necessary con dition of 'equality'.

The publication presents the results of extensive research analyzing the satisfaction with the services of people with disabilities. The goal of the study was to analyze the level of disabled customer service by city councils at the example of the Silesian Province in Poland and to determine the factors that affect the quality of service studied. The research was carried out in 33 municipal offices located in Poland in the Silesian Province on a sample of 2846 people with disabilities. The research shows that disability type has a significant impact on the perceived level of disabled customer service. Moreover, the age of the disabled person has a significant impact on the perceived level of service quality. It turns out that the younger people with disabilities are, the better they assess the level of quality of services provided by the surveyed offices.

ABSTRACTUsing data from the 1980 General Household Survey, differences in the provision of statutory domiciliary services to disabled elderly people are explored. Domiciliary services vary in their degree of ‘substitutability’, that is, in the extent to which the care may be performed either by state services or by other members of the elderly person's household. Domestic support services are substitutable by any available carer; personal health and hygiene services are partially substitutable depending on the relationship between the carer and the cared for; and medical services are not substitutable by informal carers. The paper shows that discrimination by statutory services against women carers is dependent primarily on the household composition of the elderly person rather than on gender per se. Taking into account the level of disability of the elderly person, younger ‘single’ women carers receive no less support than ‘single’ men carers, but carers who are married women under 65 obtain the least domestic and personal health care support. Carers who are elderly receive more support than carers under 65. Among disabled elderly people who live alone, men receive somewhat more domestic and personal health services than women.

In the last decade, the European Community has extended measures to guarantee the fundamental rights and freedoms of people with disabilities and to improve the relevant legal framework. European policies and programs aimed at protecting one of the most vulnerable groups of human society aim to ensure the full exercise of fundamental human rights, among which are the subjective rights related to human health and the improvement of the quality of life. One of the most important acts in this direction is the European Disability Strategy with a programming period 2010-2020 in which it is set cooperation on concerted action at national and European level in specific areas of public life, one of which is healthcare. The most common problems of people with disabilities in the field of public health are unequal treatment, limited access to health care and medical treatment, the lack or deficit of specific health and rehabilitation services and access to appropriate medical equipment, corresponding to the health status of the persons with disabilities, as well as insufficient financial support from the state. All listed disadvantage inherent in most health systems lead to the violation of one of the most important social rights of people with disabilities, namely: their right to health. In order to overcome the barriers identified by persons with disabilities in the exercise of their subjective rights,In order to overcome these barriers which people with disabilities face when exercising their subjective rights, in the Strategy of the European Union is indicated that the community will support national health measures taken to provide accessible and quality health services, appropriate rehabilitation services for people with disabilities, the promotion of mental health services and the development of early intervention services and the assessment of the needs of vulnerable persons, including equal treatment. The stride of the European Community to ensure the highest possible protection of the civil, health and other basic rights of persons with disabilities needs to be actively supported by the governments of the Member States, since only through joint efforts and synchronized common policies could be achieved, the objectives set out in the strategic document.

In October 2008 in the UK Incapacity Benefit (IB) (the main income replacement benefit for sick and disabled claimants) was replaced by the Employment and Support Allowance (ESA) for new claimants. Drawing upon recent work on the retrenchment of welfare benefits and services this paper examines the context for the changes, the marketisation of the job placement services for ESA claimants and the extension of conditionality to sick and disabled benefit claimants. The paper argues that the introduction of ESA is a good example of the retrenchment of benefits for the majority of sick and disabled people. The paper concludes that ESA can be interpreted as creating a group of disadvantaged people through which the private sector can profit.

Background. The process of rehabilitation services of disabled people in Russia began in 90s, when National standards (GOSTs) were developed on the basis of ISO international quality standards, however, the issue of the availability of standards is still relevant. The aim: development of approaches to the formation of a system of comprehensive rehabilitation and habilitation of disabled people, including disabled children, in the Perm Region during the implementation of a pilot project in 20172018. Materials and methods. During the process of implementation in the Perm region in 20172018 a pilot project the group of experts had to implement the methodological materials of the Ministry of Labor of the Russian Federation including standards of rehabilitation and habilitation of disabled children and adults. Two groups of disabled people of working age were selected for testing one is with motor disorders (n = 21) and other is with mental disorders (n = 25). Evaluation using standardized diagnostic scales was carried out at the beginning and at the end of the rehabilitation course, when each client filled out a client feedback questionnaire, and specialists a specialist feedback questionnaire. The duration of the rehabilitation course was 21 days. Results. Comparison of the results obtained with the data on the effectiveness of clients rehabilitation according to the existing rehabilitation programs showed the advantage of the developed standards, which was expressed by a significant improvement in the assessed indicators, as well as more accurate assessment of the rehabilitation results. Conclusions. The results of the standards development and implementation showed the possibility of creating medical and social services in rehabilitation that would make possible to put into practice the idea of a biopsychosocial model of rehabilitation through the use of the International Classification of Functioning, Disabilities and Health (ICF) as a methodology.

The aim of this paper is to disclose the experiences and attitudes of young people with disabilities towards their professional activities and finding a job and to discover what the main opportunities and obstacles are for the integration of young disabled people into the Lithuanian labour market. The empirical basis of this research consists of 18 in-depth interviews with 18-35 year old young people with physical disabilities. In-depth interviews with young people with physical disabilities disclosed that a successful transition into the labour market first of all depends on the educational level (especially tertiary education) of a person, acquired appropriate employability skills, etc. Young disabled people experienced stigmatized attitudes by employers and a lack of interest to employ a disabled person. It is emphasized that employers in Lithuania are unwilling to employ a disabled person due to some special requirements (e.g., work assistant services, special requirements for the workplace, shorter working hours, etc.). In the high number of cases young people with disabilities face a double stigma, e.g., young and disabled, lack of working experience, etc.

The major goal of a household is to maximise the satisfaction of the needs of its members through the consumption of appropriate goods and services. One of the main needs, especially in households with people with disabilities, is health protection, which entails comparatively large financial outlays. The aim of this study is to recognise regularities in health expenditure of households with disabled people, to assess the significance of health expenditure in the structure of these households' expenditure, and to attempt to identify the determinants of health expenditure. The study is based on data obtained from two editions of Statistics Poland's household budget survey, performed in 2009 and in 2019. The study presents an analysis of the diversification of the level and structure of the health-related expenditure of households in Poland. The power-exponential model was used to identify the determinants of these expenses. The analysis shows that households with disabled people have a lower disposable income and, at the same time, incur higher health expenses. Health-related expenditure in households with disabled people is mainly determined by: age, level of income, the fact whether a household member/members is/are a person/s with a, significant degree of disability, and source of income.

Innovations in financial services have given rise to Financial Technology (FinTech) as a disruptive technology which is now shaping the future of the financial sector through services like crowdfunding, peer-to-peer loans, and alternative underwriting platforms. Given the status of the web as a vital information resource, accessible and usable online FinTech services can aid people with disabilities in taking full advantage of the presented financial services to support them in basic needs like accessing high-quality care. This study set out to analyze the accessibility and usability of 32 Saudi FinTech websites by means of various automated tools and manual inspection. The results revealed the investigated websites to have a significant number of accessibility and usability problems that cause prejudice against disabled individuals and foster an overall poor user experience. Thus, more work is needed to disseminate knowledge about the importance of developing suitable FinTech websites and services to assist disabled people.

The 15-20% of the world's population has certain disability. They have treated bad, looked low, ignored beyond their law, educations and medical care has been denied, also have been underestimated. This is 21st century, people are being kind and helpful in many places, the disabled are achieving in all fields but still some with not the open mind are struggling to accept disabled people even their parents in some cases. Government and science had helped them in uncountable things and also been a devil in number of things. Government introduced laws and policies favouring disabled people. Science and technology helped them to do things which they can’t. Separate medical care services and welfare organisations are there to help for disabled people in several ways including education and insurance. In India, human rights commission is there to give a shout to disabled people rights and also to debate about their dignity. But is this good enough for their life. Technology can do more than this to make their life even better and better. Government can implement strict laws and bills against people who are discriminating and harassment on disabled.
