Counterfeit alcohol belongs to the category of unrecorded alcohol not reflected in official statistics. The internet trade of alcoholic beverages has been prohibited by the Russian Federation since 2007, but various sellers still offer counterfeit spirits (i.e., forged brand spirits) over the internet to Russian consumers, mostly in a non-deceptive fashion at prices up to 15 times lower than in regular sale. The public health issues arising from this unregulated trade include potential harm to underage drinkers, hazards due to toxic ingredients such as methanol, but most importantly alcohol harms due to potentially increased drinking volumes due to low prices and high availability on the internet. The internet sale also undermines existing alcohol policies such as restrictions of sale locations, sale times and minimum pricing. The need to enforce measures against counterfeiting of spirits, but specifically their internet trade should be implemented as key elements of alcohol policies to reduce unrecorded alcohol consumption, which is currently about 33 % of total consumption in Russia.

Over the past decade in the Russian Federation, the issue of remote sale of alcoholic products has remained one of the most controversial in the development of online trading. Considering that in 2023 Russia remains the only country in Europe where the remote sale of alcohol is prohibited, modern technologies open up many opportunities for establishing this sales channel. At the same time, an increase in demand for the online sale of alcohol is observed both from sellers and buyers. The role that modern technologies play in this process is described in this article.

Objectives. Despite the increasing evidence of the associations between alcohol availability and violence, there are still inconsistent findings on the effects of on- and off-sale alcohol outlets on violent crime. The aim of this study was to examine spatial associations between on-sale alcohol availability, neighborhood characteristics, and violent crime in a geographically isolated city in Texas.Methods. Geographically weighted regression (GWR) and global regression models were employed to analyze the nature of the spatial relationship between violent crime, neighborhood sociocultural characteristics, and on-sale alcohol environment.Results. We found strong effects of neighborhood characteristics combined with on-sale alcohol availability on violence outcomes. Several neighborhood variables combined with alcohol availability explained about 63% of the variability in violence. An additional 7% was explained by the GWR model, while spatially nonstationary associations between violence and some predictor variables were observed.Conclusions. This study provided more credible evidence of the influence of on-sale alcohol outlets on violence in a unique setting. These findings have important policy implications in addressing the question of public health consequences of alcohol-related violence in local contexts.

During every general election for the past twenty years residents of at least one county in Arkansas have been asked whether they support the legal sale of intoxicating beverages. The study described below is designed to determine whether the 32 counties in Arkansas that presently allow the sale of alcoholic beverages have suffered from an increase in alcohol related social problems. The legalization of liquor sales is a policy issue with significant social, political and emotional implications. Arkansas’ community leaders and county residents have little evidence upon which to base objective and informed decisions about the legal sale of alcohol in their counties. Our goal is to help fill the void in documented data that currently exists and to assist policy makers in making more informed decisions about this important issue.

Objective. Recent research evidence suggests that the consumption of different types of alcoholic beverage may have a differential effect on cardiovascular diseases (CVD) mortality rates. The aim of this study was to examine the relation between the consumption of different beverage types and CVD mortality rates in Russia across the later-Soviet and post-Soviet periods.Method. Age-standardized male and female CVD mortality data for the period 1970–2005 and data on beverage-specific alcohol sales were obtained Russian State Statistical Committee (Rosstat). Time-series analytical modeling techniques (ARIMA) were used to examine the relation between the sales of different alcoholic beverages and CVD mortality rates.Results. Vodka consumption as measured by sales was significantly associated with both male and female CVD mortality rates: a 1 liter increase in vodka sales would result in a 5.3% increase in the male CVD mortality rate and a 3.7% increase in the female rate. The consumption of beer and wine were not associated with CVD mortality rates.Conclusions. The findings from this study suggest that public health efforts should focus on both reducing overall consumption and changing beverage preference away from distilled spirits in order to reduce cardiovascular mortality rates in Russia.

Background: The high suicide rate in Russia and its profound fluctuation over the past decades have attracted considerable interest. There is growing evidence that beverage preference and binge-drinking patterns, i.e., excessive consumption of strong spirits, results in a quicker and deeper level of intoxication, which increases the propensity for the alcohol-related suicide. In line with this evidence, we assumed that higher levels of vodka consumption, in conjunction with binge-drinking patterns, would result in a close, aggregate-level association between vodka sales and suicide in Russia. Aims and Methods: To test this hypothesis, trends in beverage-specific alcohol sales per capita and suicide rates from 1970 to 2005 in Russia were analyzed employing ARIMA time-series analysis. Results: The results of the time-series analysis suggested that a 1 liter increase in overall alcohol sales would result in a 4% increase in the male suicide rate and a 2.8% increase in the female suicide rate; a 1 liter increase in vodka sales would increase the suicide rate by 9.3% for men and by 6% for women. Conclusions: This study replicates previous findings from other settings, which suggest that suicide rates tend to be more responsive to changes in distilled spirits consumption per capita than to the total level of alcohol consumption. Assuming that drinking spirits is usually associated with intoxication episodes, these findings provide additional evidence that the drinking pattern is an important determinant in the relationship between alcohol and suicide. The outcomes of this study also provide support for the hypothesis that suicide and alcohol are closely connected in cultures where an intoxication-oriented drinking pattern prevails and adds to the growing body of evidence that alcohol plays a crucial role in the fluctuation in suicide mortality rates in Russia during recent decades.

Aims: To describe the supporting evidence and policy implications of the 10 target areas of the WHO strategy to reduce the harmful use of alcohol. Methods: Based on published systematic reviews of the literature and publications of the World Health Organization, the supporting evidence and policy implications of the 10 target areas are described. Findings: There is evidence to support action in each of the 10 target areas: leadership, awareness and commitment; health services’ response; community action; drink-driving policies; availability of alcohol; marketing of alcoholic beverages; pricing policies; reducing the negative consequences of intoxication; reducing the public health impact of illegal and informal alcohol; and monitoring and surveillance. Conclusions: The following policy measures have the strongest evidence: increasing alcohol taxes; government monopolies for the retail sale of alcohol; restricting the density of outlets and the days and hours of sale; increasing the minimum age of purchase; lowering the legal BAC levels for driving; introducing random breath-testing for driving; implementing widespread brief advice for hazardous and harmful alcohol consumption; and ensuring treatment for alcohol use disorders. There is reasonable evidence to support the introduction of a minimum price per gram of alcohol; restricting the volume of commercial communications; and enforcing the restrictions of sales to intoxicated and under-age people.

The system of preventing and resolving alcohol-related problems used in Poland gives municipalities (gminas), as territorial units, the fundamental role in it. The municipality council is obliged to establish a number of programmes on the basis of the act on municipality self-government, as well as the regulations of other acts, including the Act of 26th October 1982 on Upbringing in Sobriety and Counteracting Alcoholism (A.U.S.C.A.) of the Municipality Programme for Preventing and Resolving Alcohol-related Problems (LCPP&RAP). The programme takes into account the areas of action listed in Article 41 section 1 of the A.U.S.C.A. and the indications included in the recommendations developed by the National Agency for Resolving Alcohol-related Problems. It should be emphasized that the implementation of tasks in the field of preventing and resolving alcohol-related problems under the programme is part of the strategy for resolving social problems, and takes into account the operational objectives set out in the National Health Programme. The regulations of the A.U.S.C.A. also provide the municipality witha significant role in implementing actions to tackle alcohol addiction. The actions are taken on three levels by: (1) appointing a local community committee for resolving problems (Article 41 section 3), (2) determining within resolutions the maximum number of permits for the sale of alcoholic beverages and the rules of locating places of sale and serving alcoholic beverages (Article 12 sections 1–3), (3) issuing permits for the sale of alcohol (Article 18 section 1) and monitoring the legitimacy of using these permits (Article 18 section 8). In addition, the LCPP&RAP provides solutions regarding forms, methods and projects undertaken by the municipality. It is important to note that the municipality self-government, as a result of decentralization of the state, has received extensive competence to conduct its own policy on alcohol-related problems, which is why its role is crucial.

The objective of the study was to augment important findings from a 1996 statewide survey of Indiana pharmacists regarding their opinions and practices related to the sale of cigarettes and alcohol in pharmacies. More specifically, this study was designed (1) to determine opinions and practices of Kentucky pharmacists' related to the sale of cigarettes and alcohol; (2) compare these findings with results from the Indiana study; and (3) to gather information on health promotion activities by Kentucky pharmacists. A structured survey questionnaire was designed and reviewed by a jury of experts and subsequently administered to half of the 1182 pharmacies in Kentucky. Collected data were analyzed using descriptive and inferential statistical methods.Findings reveal that 45% of responding pharmacists sell cigarettes in their stores although 88% think their stores should not sell cigarettes. Approximately 34% of pharmacies in non-dry counties sell alcoholic beverages while more than four-fifths of the pharmacists (81%) think pharmacies should not sell alcoholic beverages. After adjusting by type of pharmacy, no statistical difference was found in retail-chain pharmacy sales of cigarettes and alcohol in either Kentucky or Indiana. However, independent pharmacies in Kentucky were less likely to sell cigarettes and alcohol compared to independent Indiana pharmacies. Study results also revealed that most pharmacists agree the use of cigarettes and alcohol are important causes of morbidity and pre-mature mortality and that pharmacists should play a role in health promotion and disease prevention through their relationship with the public.

The focus of the study was to examine the extent to which pharmacies in Indiana are currently selling cigarettes and alcohol, the current opinions of pharmacists, to compare findings with the previous 1996 Indiana study and to determine pharmacists' familiarity with available public health resources. A survey questionnaire was designed based on previous studies. It was reviewed by a jury of experts and subsequently administered to the randomly selected pharmacies in Indiana. Of those pharmacies that were included in the study, 74.4% were returned. Collected data were analyzed and compared to findings from 1996 using descriptivestatistical methods.Findings revealed that fewer pharmacies sold cigarettes in 2001 (58.1%) than in 1996 (63.7%). Alcohol sales continued at 206 (43.7%) of pharmacies currently selling alcoholic beverages, which is relatively the same level as in 1996, 202 (41.9%) of pharmacies. There is an increasing trend in pharmacists that believe pharmacies should be selling neither cigarettes (+7.2%) nor alcohol (+4.7). Most pharmacists' (64%) agree that they play asignificant role in health promotion/disease prevention to the public, yet only 42.6% involve themselves with publichealth promotion activities. The capability of pharmacists to refer people to outside resources for educational needsis limited. Over three-fourths of pharmacists are either completely unfamiliar with or have no opinion about thethree most well-funded public health programs in the state of Indiana.

This thesis concerns to the analysis of purchase and sale of future production of sugarcane by alcohol industries in the State of (factories). The study provides information about the production growth of sugar and ethanol in the factories as long as it gives interpretative elements of the contractual relationship both in private and constitutional point of view, proposing solutions to the imbalances that might occur in the purchase and sale contracts of future crops with small farmers in the State of. From a commercial point of view the region covers wide range of purchase and sale of sugarcane contracts, and considering a scientific perspective it shows great relevance, with reflections on the contract area. Due to this perspective, which includes the verification of the contracted forms, its main purpose is to ponder the situation of small farmers in this kind of deal, according to the principles of objective good faith, the contract social function, reasonableness and the Courts jurisprudence, always interpreting the contractual terms in favor of the party with less financial condition, in order to reduce the contractual imbalance. It defends the view that the purchase and sale harvest contract can be reviewed/terminated in case of an agreement imbalance, especially considering that the acquiring company does not anticipate payments or help in the purchase of agricultural inputs.

This thesis evaluates the effectiveness of using alcohol sales as an indicator of development or lag associated with development in Kentucky counties using summary statistics, shift-share analysis and an econometric model. The summary statistics are used to evaluate possible lines of causality and the Shift-share analysis and econometric model deal the specific characteristics of the county that are assumed to be influenced by the sale of alcohol. Limitations to the county level data were limiting to the time period evaluated in this thesis. As a result, much of the findings were inconclusive as to the relationship between county level economic development in Kentucky and the sale of alcohol.

This research study in applied mathematical statistics, and industrial engineering and management aims to determine the wine properties that drive the wine sales in Sweden, while also examining how the monopoly in Sweden affects the alcohol sales and demand. Data were collected from Systembolaget, which is the only alcohol retail store chain in Sweden. A multiple linear regression analysis was performed on 4 931 observations from Systembolaget’s sales statistics of 2019. The covariates were the type of wine, taste, price, size, country of origin, ecologically classified and ethically certified. The final model contained 18 variables where the taste parameters dominated the model. The results conclude that wines from Australia, Italy and Portugal have an advantage when it comes to the wine sales in Sweden, while wines from Sweden have a negative correleation with the volume sold. Other results suggest that wine producers should make ethically produced wines. From an economic perspective, the alcohol monopoly in Sweden is not a regular monopoly. Moreover, the monopoly is considered to has had a negative impact on the alcohol sales by lowering the demand through a strict alcohol law, among other things. The positive aspects of Sweden’s alcohol monopoly is the overall better health of the Swedish society and the in-store consultation that is offered. This study has contributed to previous research and also given the wine producers a better overview of the factors that drive the wine sales in Sweden.

Despite the minimum legal drinking age of 21, many underage persons regularly purchase alcohol from licensed alcohol establishments. The purpose of this study was to determine the establishment, geographic, and community economic and demographic characteristics that are associated with illegal sales of alcohol to underage persons in Georgia. Multivariate logistic regression analysis was used to determine factors that were associated with illegal sales of alcohol to underage persons of Georgia. Statistical adjustments were made for ownership type (e.g., corporate owned), region (e.g., southeast Georgia, metro-Atlanta), rural vs. urban area, and many community economic and demographic variables (e.g., unemployment rate, minority populations). Overall, underage subjects attempted to purchase alcohol in 2949 off-premise establishments from July of 2007 to June of 2008. Compared to corporate-owned establishments, institutions not owned by corporations were associated with increased odds of alcohol sale to underage persons, adjusting for other independent variables. Establishments that are located in counties with a high density of alcohol outlets were much more likely to sell alcohol to underage persons. To reduce underage drinking in Georgia, beverage law enforcement should increase monitoring of non-corporate owned establishments and areas with a high density of alcohol outlets. Overall, responsible beverage service training of both corporate and non-corporate employees may help in reducing alcohol sales to underage persons in Georgia.

The study examined the effects of licensed outlets and alcohol sales on levels of alcohol-related injuries presenting to Emergency Departments in Perth, Western Australia . This retrospective population-based longitudinal study used injury and alcohol availability data. Negative binomial regression modelling with random effects demonstrated that sales per off-premise outlet and counts of on-premise outlets per postcode were significantly associated with alcohol-related injury. These findings also supported restrictions on numbers of outlets, price discounting, and trading hours.

AbstractIn his 2010 Social Justice Report, the then Aboriginal and Torres Strait Islander Social Justice Commissioner, Mick Gooda, described the events behind what he called a transformation from ‘community crisis to community control’ in the Fitzroy Valleyin the Kimberley, WA. Here, we reproduce the Commissioner’s account of the first of two key components of this transformation: the introduction in 2007 of community-led restrictions on sales of take-away alcohol. The second component—the creation of a community-led strategy to reduce high levels of Fetal Alcohol Spectrum Disorders(FASD) in the community—is described below in Chap. 8. Both of these initiatives remain in place at the time of preparing this book in 2023.

Abstract The regulation of alcohol has a unique history in the United States. This chapter discusses methods the government has used to control alcohol use. It reviews the history of the temperance movement which led to Prohibition and the adoption of the 18th Amendment which banned the sale of liquor in the country for 13 years. It looks at why Prohibition failed, leading to the passage of the 21st Amendment. Each state now has laws regulating the sale of liquor within its borders. The chapter explores how these laws differ, and what role if any states have given to local governments. Finally, while liquor control is now primarily a state function, the chapter reviews the role the federal government maintains.

Purpose: The provision of cannabis storage devices paired with consumer prevention messages at point-of-sale has been considered by local health agencies to reduce youth access to cannabis in homes with adult cannabis consumers. This project sought to learn about current storage practices, interest in safe storage devices, and acceptability of youth prevention messages among adult consumers with youth at home. Methods: Potential participants responded to a Facebook advertisement and then completed an online survey which identified those who were over 21, used cannabis at least six times in the past six months, had children at home, lived in a target WA state county, and made at least one purchase from a cannabis store. Semi-structured interviews were conducted over Zoom, in May-June 2021. Participants responded to open-ended questions and reacted to existing prevention messages. Thematic analysis was performed by the three authors in two iterations; first initial themes were identified, and a coding framework was developed, then focused coding was conducted using this framework. Results: Sixteen parents ranging in age from 21-50 were interviewed. Most were women (14; 88%), 10 (63%) were White/Caucasian, 3 (19%) Black/African American, and 1 (1%) each Pacific Islander and White/Caucasian, Native American/American Indian, and Black/African American and White/Caucasian. Eleven had children between 2-10 y.o. and six between 11-17 y.o. in the home. Thirteen (81%) used cannabis daily, many for medicinal reasons. Parents described a wide range of storage practices and were supportive of receiving storage devices from retail stores. Health messages were well received when they were simple, depicted parents in a positive light, included relatable images, and emphasized edibles and that children may not know that products contain cannabis. Parents saw the importance of messages focused on brain development and the social consequences of teen use but were wary of messages that encouraged adult cannabis use to be hidden, that suggested that adults should communicate their disapproval of cannabis, or that described cannabis as addictive. Conclusions: Parents who use cannabis expressed concern for their kids and understood that cannabis use can negatively affect child development. While most were willing to store their cannabis out of reach of their children, cannabis was not viewed as being as harmful as other products that they consider a priority to store out of reach of children, such as opioids, alcohol, and guns. Content of health messages can easily be rejected if perceived as judgmental, stigmatizing, or untrue. Most parents trusted that open dialogues with their kids was the most effective prevention, and most were not willing to hide their own use.

<div class="section abstract"><div class="htmlview paragraph">World is moving towards cleaner, greener and energy efficient fuels.</div><div class="htmlview paragraph">The rapid increase in the consumption of petroleum fuel has led to twin problem of air pollution and energy security. India being a developing nation, fuel demand and consumption in various industries, especially in road transport sector has been rising continuously. Fossil fuels are the main source of energy and approximately 85% of domestic need met through import of crude oil. The increasing fuel consumption has created interest for the blending of biofuels in conventional fuel and renewable fuels also. Among biofuels ethanol is one of them and preferable choice for blending in gasoline which is a fuel for spark ignition engines and flex fuel vehicles. As such ethanol/methanol cannot be used in compression-ignition diesel engines without engine modifications due to inherent low cetane number and lubricity of alcohols. Therefore, fuel consisting of certain concentrations of alcohols such as methanol/ethanol in diesel blends is being promoted.</div><div class="htmlview paragraph">The lower alcohols (methanol/ethanol) are not miscible in diesel due to their polarity differences. An additive package is essential for the solubility and stability of alcohol (methanol/ethanol) in diesel phase or diesel blends. Since diesel fuel pumps operate at much higher pressure (up to 220MPa in high-pressure diesel fuel pumps) than the gasoline pumps, oxygenated diesel blends must impart adequate lubricity to metallic parts of fuel delivery system and engine. Lubricity is the one of the important property of diesel specifications (IS: 1460-2017) and appropriate dosing of additive package is compulsory to maintain the specifications of oxygenated diesel blends / alcohol-diesel blends. To tackle the low cetane number, lubricity issue and stability of alcohol-diesel blends, suitable chemistry and dosage of additive package was optimized. Fuel properties of conventional diesel vis-a-vis oxygenated diesel blends having methanol/ethanol up to 15% (v/v) along with appropriate additive package comprising of lubricity improver (LI), cetane improver (CI) and corrosion inhibitor were studied. In this paper, the detailed critical properties of conventional diesel versus oxygenated diesel blends are discussed.</div></div>

The article analyses the historical literature on the anti-alcohol campaign of 1985–1988 in Russian regions. It is concluded that some of the works do not consider the impact of the campaign on demographic changes, while the reduction in the volume of sales and consumption of alcoholic beverages, a decrease in the number of alcoholics, alcoholic psychosis, fight against bootlegging, alcoholic crimes are examined in detail. A decrease in mortality, an increase in the birth rate, an increase in the life expectancy of the population in the context of the fight against alcoholism are touched upon only in a number of studies (for example, in materials from Western Siberia, Udmurtia, Bashkiria). The problem is most studied in the Udmurt Republic, where the influence of the campaign on marriage and divorce was also considered. Additionally, in Udmurtia, the ethnic component of the influence of the anti-alcohol campaign on demographic processes was analysed. Therefore, it was concluded that the greatest reduction in mortality occurred among the Udmurts living in rural areas.

This paper attempts to evaluate the impact on crime of the restriction of late-night alcohol sales in Bogota and quantify the causal effect of problematic alcohol consumption on different crime categories. It is found that the restriction reduced deaths and injuries in car accidents and batteries. The results are stronger in areas where the restriction was actually binding and are highly heterogeneous depending on the number of liquor stores restricted at the block level. Finally, the paper measures the impact of the restriction on alcohol consumption (the first stage, or mechanism), and quantifies the causal pharmacological impact of alcohol consumption on crime using the restriction as an instrument for problematic alcohol consumption (the second stage). The results indicate that a one standard deviation (s. d. ) increase in problematic alcohol consumption increases deaths and injuries in car accidents by 0. 51 s. d and 0. 82 s. d. respectively, and batteries by 1. 27 s. d.

Review question / Objective: Lorazepam and other benzodiazepines (BZDs) are considered the first choice for treatment of Alcohol withdrawal syndrome (AWS). But they have significant addiction potential and can cause fatal respiratory depression if used in large doses. The aim of our study is to conduct a network meta-analysis to provide some data support for the clinical treatment of AWS. The patients were persons with alcohol withdrawal. The intervention being studied must be a comparison of the efficacy of the two pharmacologic treatments. The study should not be included if two pharmacologic treatments belonging to the same category were compared. All studies must include one of the following outcomes: Clinical Institute Withdrawal Assessment, revised (CIWA-Ar) score, length of hospital stay, length of intensive care unit (ICU) stay, and the incidence of delirium or seizures. Condition being studied: Side effects and safety of eleven types of agents currently used to treat alcohol withdrawal syndrome.

Residential rehabilitation for alcohol and other drug dependence aims to provide a structured environment for people to break addiction and reintegrate into society within a community rather than in outpatient or other settings. This Evidence Snapshot aimed to identify the community impacts of residential alcohol and drug rehabilitation services. Ten studies were reviewed, seven of which were from the US and two from Australia. A consistent theme across five studies examining community perceptions and impact was that initial concerns around the potential impacts of drug treatment facilities, including residential rehabilitation, were largely unfounded or did not materialise in the long term. Studies also reported a number of positive impacts on communities as reflected by participation in events at community rehabilitation centres, residents making contributions to communities through volunteering, and longer-term employment and associated economic impacts stemming from successful reintegration into the community following rehabilitation. Three studies examining impacts on property values reported mixed findings. One study reported negative impacts, however two studies demonstrated either no effect or higher sales in houses close to sober-living houses over time. A large study examining crime rates showed that drug treatment centres had similar crime rates to areas around liquor stores and lower rates than near corner and convenience stores. A US-based study of economic impacts reported positive impacts. The review findings raise a number of important considerations. Initial community concerns are not based on lived experience of residential rehabilitation in their area and appear to diminish once the centres are established. A number of gaps in the evidence - including a dearth of studies; lack of exploration of community knowledge; and potential under-measurement of complex outcomes such as community attitudes and sentiment – should be borne in mind when interpreting review findings.

An application was submitted to the Food Standards Agency (FSA) and Food Standards Scotland (FSS) in February 2021 from Pharmaneutra S.p.a., Italy (“the applicant”) for the authorisation of cetylated fatty acids as a novel food. The novel food is a mixture of cetylated fatty acids, cetyl myristate and cetyl oleate, which are synthesised from cetyl alcohol with myristic acid and, cetyl alcohol with oleic acid, respectively. These two cetylated fatty acids are then blended with olive oil to give a finished product containing 70 – 80% cetylated fatty acids. The application is a new application, seeking to use cetylated fatty acids within the food category: food supplements. To support the FSA and FSS in their evaluation of the application, the Advisory Committee on Novel Foods and Processes (ACNFP) were asked to review the safety dossier and supplementary information provided by the applicant. The Committee concluded that the applicant had provided sufficient information to assure the novel food, cetylated fatty acids, was safe under the proposed conditions of use. The anticipated intake levels and the proposed use in foods and food supplements was not considered to be nutritionally disadvantageous and does not mislead consumers. The views of the ACNFP have been taken into account in this safety assessment which represents the opinion of the FSA and FSS on cetylated fatty acids.

[This Report links with the video "The policy & practice of drug, alcohol & tobacco use during Covid-19" http://hdl.handle.net/20.500.11911/171 ]. The COVID-19 pandemic is most notably a physical health crisis, but it strongly affects mental health as well. Social isolation, job and financial losses, uncertainty about the real impact of the crisis, and fear for physical well-being affect the mental health of many people worldwide. These stressors can increase emotional distress and lead to depression and anxiety disorders. At the same time, there are enormous challenges on the health care side. People in need of mental health support have been increasingly confronted with limitations and interruptions of mental health services in many countries. In May 2020, the United Nations already warned that the COVID-19 pandemic has the seeds of a major mental health crisis if action is not taken. The panel discussed and analysed mental health in times of the COVID-19 pandemic with reference to South Africa, Nigeria, Germany and Spain.

Statistics show that in recent years there has been an increase in the number of families falling into a socially dangerous situation. According to statistics provided by the departments for juvenile affairs of the Ministry of Internal Affairs of Russia in Cherepovets, the number of crimes in 2021 decreased by only 2.1% compared to 2020. This was influenced by objective factors, in particular the low standard of living, "chronic" unemployment, alcohol abuse, drug use. Having embarked on such a path, the family degrades socially and morally, condemning children to the same existence. It is not surprising that children leave home, spend most of their time on the street, thereby replenishing antisocial groups. Thus, we can say that the current system of working with children of the SOP is not effective enough, since there is no clear algorithm for working with children in a socially dangerous situation. Therefore, methodological recommendations for working with children were developed by the SOP, which includes a telephone communication script for employees of the youth center, as well as a clear and understandable algorithm for working with children in a socially dangerous situation. These guidelines for working with children of SOP are clear and easy to use, and most importantly, they do not require special psychological knowledge, skills and abilities.
