Statistics have proven that both the European Union (EU) and the Russian Federation (Russia) suffer from terrorism in its current form. Hence intensifying partnerships to combat terrorism would be a good idea. This essay envisages illustrating a common base for cooperation in the fight against terrorism despite of some general differences in policy and structure between the EU and Russia. According to the author there are five fundamental issues which ask for more attention in the EU-Russia dialogue on Freedom, Justice and Security. Firstly, statistics prove that Europe (EU and Russia) are impacted by modern terrorism. Secondly, Russias experience in counterterrorism is crucial. Thirdly, the scale freedom and human rights versus security has not the same ratio in the EU and in Russia.Fourthly, the concept sovereignty is differently filled in by the EU, the EU Member States and Russia. Fifthly,there is the debate between integration versus social exclusion, and solidarity versus strong governmental intervention. By highlighting these differences in attitudes, the objective becomes clear that possibly the EU could learn things from Russia, as one of the key states to have experience in counterterrorism. Although the EU and Russia experience different forms and problems of terrorism and the roots of West-European terrorism cannot be traced back to the same reasons why Russia suffered terror attacks, it does not invalidate that they could foster cooperation.

The article examines how the outcome of international statistical congresses shaped A.M. Zolotarev (1853-1912) ideas regarding the reform of Russian state statistics. From 1903 to 1911 A.M. Zolotarev served as director of the Central Statistical Committee (CSC) of the Ministry of the Interior. A draft reform prepared on his initiative was submitted to the State Duma in 1908 and then rejected by the State Council in 1910. The structure of state statistics in the A.M. Zolotarev project was consistent with the resolutions of international statistical congresses, mainly the 6th (Florentine) congress of 1867. The outcome of this congress was taken into consideration by the first head of the Central Statistical Bureau P.I. Popov (1872-1950) when establishing a centralized statistical system for Soviet Russia in 1918.In this work the author used materials of the Russian State Historical Archive (RGIA). Although those documents date back to the beginning of the XX century the range of issues that they cover still interest both international statistical community and scholars in Russia. For instance, the statisticians discuss the organization of local statistical bodies, the issues of centralization and decentralization of the statistical system, the subordination of official statistics to other authorities and governing bodies. This article describes the historical context and aspects of establishing the statistical system in Russia and explores the influence of international practices on this process. In current conditions, this paper is relevant for defining directions for reforming the statistics system today.

With the latest statistics of the Bank of Russia (BR) and the Eurostat according to the directional principle, the article presents an appraisal of real (not formal) direct investment stocks between Russia and the rest of the world. It is shown that many large Russian corporations have subsidiaries abroad (mainly in the form of special purpose entities (SPE)), invest in them and then partially return the funds disguised as FDI, but under foreign jurisdiction. It is established that at least half of FDI in the Russian economy are in fact the returned funds of Russian corporations. In this manner, the last-mentioned can minimize the taxes, withdraw capital from the jurisdiction of Russia and furtively carry out dubious financial schemes (many countries treat SPEs activities as confidential). According to the BR, about 80% of direct investments in Russia belong to small or even tiny countries (the Bahamas, Bermuda, Cyprus, Luxembourg, etc.) that act in deed as intermediaries. The statistics of the BR contain thus little information on real direct investors in the Russian economy.

Homicide statistics are often seen as the most reliable and comparable indicator of violent deaths around the world. However, the analysis of Russian homicide statistics challenges this understanding and suggests that international comparisons of homicide levels can be hazardous. Drawing on an institutionalist perspective on crime statistics, official crime-based homicide statistics in Russia are approached as a social construct, a performance indicator and a tool of governance. The paper discusses several incentives to misrepresent official homicide data in contemporary Russia, including politicization of homicide statistics as a legacy of the Soviet’ era’s falsified crime statistics and the role of policing. Mainly, the paper identifies and describes the exact legal, statistical and country-specific substantive mechanisms that allow homicide statistics to be distorted in Russia. By considering legal mechanisms alone, the more accurate homicide rate may be at least 1.6 times higher than that reported in the United Nations Office on Drugs and Crime Global Study on Homicide 2013.

The tendencies of development of tourism in Russia in 2015 are examined in the article; predictions and possible vectors of evolution of tourism in Russia are presented. Statistics on external and internal tourism in Russia in the 1st quarter of 2015 is analyzed; development policy of internal tourism is considered and its results are characterized. Russian tourism is having some problems with the support of internal tourism now, so the examination of last tendencies and statistics about the tourist streams in Russia are really up-to-date. Thie research will provide the complex decision of the task of reorientation of tourist streams from external to internal.

In Russia, since the end of XIX century the statistical method became the main method of cognition in public health (social hygiene). The article is devoted to the study of academic literature on theory of public health statistics in Russia and the USSR in the 1880s-1930s. The first experience in Russia of description of statistics in educational literature on hygiene is expounded in the lectures of F. F. Erisman (1887). In the 1920s, the German literature was used to compose Russian educational literature on social hygiene statistics. The English scientific tradition in statistics was reflected in the works of Yu. L. Pomorsky, compiled on the basis of the works of R. Fisher. In the 1920s and 1930s, complex mathematical and statistical methods were not claimed in social hygienic research in the USSR due to political attitudes.

The article analyzes the basic documents of international organizations in recent years, which have become the global standard for the development and improvement of statistics of foreign economic relations of most countries, including the Russian Federation. The article describes the key features of the theory and practice of modern foreign trade statistics in Russia and abroad, with an emphasis on the methodological problems of its main parts - the external trade statistics. It shows their interpretation in the most recent recommendations by UN statistical apparatus and other international organizations; considers a range of problems associated with the implementation of the national statistical practices of countries, including Russia and the countries of the Customs Union, the main international standard of foreign trade statistics - UN document "International Merchandise Trade Statistics". The main attention is paid to methodological issues such as: the criteria for selecting the objects of statistical accounting in accordance with international standards, quantitative and cost parameters of foreign trade statistics, statistical methods and estimates of commodity exports and imports, the problems of comparability of data; to a comparison of international standards in 2010 with documents on key precursor methodology of foreign trade statistics, characterized by the practice of introducing these standards in the foreign trade statistics of Russia and the countries of the Customs Union. The article analyzes the content given in the official statistical manuals of Russia foreign trade and foreign countries, covers the main methodological problems of World Trade in conjunction with the major current international statistical standards - System of National Accounts, Manual on Statistics of International Trade in Services and other documents; provides specific data describing the current structure of Russian foreign trade and especially its position in international trade in goods and services.

A great many available statistics describe the population history of Russia, but explanations for these statistics are limited or nonexistent. The useful studies of fertility and migration that have appeared are primarily accurate reports of what happened. Studies of Russian mortality are wholly lacking, an understandable situation, since as late as 1913 only thirteen out of fifty provinces of European Russia had medical statistical bureaus. Despite all past efforts the history of Russia's health remains obscure.While the health of the Russian people today is comparable to that of other Europeans, before the Revolution of 1917 it was extremely poor. In 1897, the year of the first national Russian census, the infant mortality rate for European Russia was 260 for each 1,000 births, compared to 222 for Germany, 164 for France, 156 for Italy, 156 for England and Wales, and 109 for Ireland.

The article discusses the trends of female emigration from Russia after the collapse of the USSR. A comparative study with data from foreign statistics, opinion polls of experts show that the phenomenon of “Russian wives” has become a very common phenomenon on a global scale. The article analyzes the factors and causes of marital emigration of women from Russia. Factors contributing to the marital emigration of Russian women abroad were also highlighted. At the heart of emigration are “pushing” socio-economic and demographic factors of Russia. As attracting - to a greater extent subjective-psychological. On the basis of a comparative analysis of Russian and foreign statistics, an attempt was made to assess the scope and geography of the phenomenon of marital emigration from Russia. The key areas of emigration of Russian women after the collapse of the USSR, which include the USA, European countries, and Asian countries (Japan, Korea, China, Middle East countries) have become popular in recent years. The structure and institutions in Russia that contribute to the marriage emigration of women and their entry into the international marriage market have been determined. Also identified risks associated with the relocation of women abroad in order to enter into marriage, including involvement in traffic, sexual and labor exploitation, becoming addicted.

In Russia, a complex approach to diabetes mellitus and diabetic retinopathy (DR) treatment is adopted, yet certain issues remain in the system of medical care for DR patients. The statistical data are important to assess the availability and quality of medical care in each region of the Russian Federation, to plan resource distribution, and determine the volume of medicinal and technical support. The article presents an analysis of the territorial differences of DR prevalence and of dispensary follow-up of DR patients. In order to eliminate certain territorial defects in the organization of medical care for such patients, an improvement of outpatient medical aid organization and a more effective interaction between ophthalmological and endocrinal health services is required.

The presented study examines the statistics of labor productivity and wages in the Russian Federation.Aim. The study aims to analyze trends in the changes of labor productivity and wages in Russia in the territorial and temporal aspects.Tasks. This study examines and compares the dynamics of wages and labor productivity in Russia, identifying the specific regional features of their fluctuation.Methods. The authors conduct a statistical research of the current situation in Russia as well as a dynamic, correlation, and structural analysis based on the data of the Federal State Statistics Service, and formulate economic assessments of the results from the perspective of the systems approach.Results. The study substantiates that it is inadvisable to traditionally exclude anomalous data in the statistical research of economic systems as this leads to unacceptable changes in the structures of the latter. The authors propose comparing these systems by enlarged structural elements. Some common Russian trends in the changes of labor productivity and wage levels in time and space are analyzed and specified by federal districts and constituent entities of the Russian Federation. Consistent patterns in the dynamics of annual frequency distributions and variations of these indicators by regions, districts, and republics of the Russian Federation are described, and the leading and underperforming regions are identified.Conclusions. Over the examined time period, labor productivity in Russia grew with slight fluctuations, while average wages only increased during economically favorable periods (in constant prices). The overall situation in the country is slowly improving and remains relatively stable in the regional aspect, but not the best. It would be advisable to implement economic mechanisms aimed at improving the self-sufficiency of the country and its regions. The authors believe the current methodology of the Federal Statistics Service to be applicable to the measurement of performance of industrial regions and — to a lesser extent — agricultural regions.

The article considers the laws of the epidemic process of skin melanoma in Russia and European countries over the past half-century. Attention is given to the sharp increase in incidence worldwide, and, particularly in Russia. Increasing incidence occurs mainly due to the popularization of outdoor recreation, the fashion for intense tan and frequent tourist trips to mountainous regions and tropical countries. Early diagnosis and prevention are the main measures for reducing the growth of morbidity and mortality from skin melanoma.

The long-term cooperation between Russia and India in the investment field is analyzed. This cooperation is of great strategic importance not only for the development of these countries, but also for solving problems at the global level. The world is currently undergoing large-scale changes affecting various spheres of public life. On the basis of Russian and Indian statistics, as well as statistics of international organizations, conclusions are drawn about the uneven distribution of foreign direct investment between Russia and India, and their different position in the international movement of capital is indicated. Examples of specific investment projects between TNCs of the two countries are given. Prospects for investment cooperation between the two countries have been substantiated. The purpose of this research is to study investment cooperation between Russia and India. The theoretical basis of the study was the works of Russian and foreign authors, which examine the issues of the socio-economic situation of developing countries, and in particular, the economic development of India and Russian-Indian relations. The work used methods of analysis and comparison of theoretical positions, as well as methods of statistical and analogy, expert assessments. It was found that the most interesting projects for the Indian economy are the extraction of oil and other minerals, construction, trade, and real estate. For Russia, the sphere of manufacturing is of particular investment interest, as well as the sphere of trade and the financial sector.

Abstract Russia is one of the world leaders in the production and export of grain. Wheat occupies the largest share among grain crops in Russia. Over the past twenty years, in Russia has been a steady increase in grain production, while reducing its dependence on natural and climatic conditions.The article provides an overview of the grain market in Russia, using data from the Federal State Statistics Service (Rosstat).The dynamics of changes in sown areas and gross harvest of both grain and leguminous crops in general and wheat in particular are analyzed. The structure of the gross grain harvest in the Federal Districts of the Russian Federation is given. The rating of Russian regions in terms of gross wheat harvest is presented. The Russian export of grain is characterized. The classification of grain as a strategic export product of Russia is justified.The structure of the export of grain crops of the Russian Federation is presented. The dynamics of changes in the volume of imports of grain and leguminous crops in value terms, as well as the issue of tariff regulation of grain exports in Russia are considered.

Now that Russia is undergoing substantial social and economic transformations that affect all social aspects, the problem of acquiring objective statistics of people’s living standards, social stratification and poverty levels becomes crucial. There are a number of methods to determine poverty by means of monetary and nonmonetary approaches. The extent of poverty then will differ significantly depending on the determinations and methods used. The article analyzes the methods to measure poverty both globally and in Russia. The evaluation methodologies of household budget designed and approved by Russia’s Federal Statistics Service and capable of providing the extensive data on poverty in Russia are reviewed. The specifics of poverty level evaluations obtained both directly from the results of household budget studies and by means of analytical modeling are revealed. It is shown that Russian statistics analyses people’s income and consumer spending as the basis determination of various poverty level indicators, such as the number of people living below the subsistence level, absolute poverty, relative poverty indices and others. The international and Russian academic societies have a vast experience of the development and testing of modern practices and instrumental approaches to the determination and measurement of poverty. The article discusses the contemporary multidimensional methods of poverty measurement, material deprivation and social exclusion, and justifies the necessity to expand the income distribution and poverty scoring system. Monitoring the poverty level in Russia is an important analytical tool for public authorities and scientists.

Based on the data of the Ministry of energy of Russian Federation for the period of 2012-2019 years the mathematical modeling of statistics of power production were performed using time series analysis in Statistica. To describe the statistical data, the exponential smoothing model was used, its parameter was found and short-term forecasting of electricity generation in Russia for 2019 was performed. For long-term forecasting the seasonal model of autoregression and integrated moving average ARIMA - (0,1,1)(0,1,1) is chosen, its parameters are defined and its adequacy to real data is proved. With the help of the found model, the forecasting of electricity generation in the Russian Federation within 90% of the confidence interval for twelve months 2019-2020 is performed. The non-stationary time series of the studied statistics, the presence of a trend and a seasonal component in it are proved. The model parameters are defined as ARIMA(0,1,1)(0,1,1) by means of the Statistica software, and the adequacy of this model to real data is proved. Using the found mathematical model, a long – term forecast (period-12 months) of electricity generation in the Russian Federation with a 90% confidence interval was performed.

Relevance. COVID-19 is an extremely dangerous disease that not only spreads quickly, but is also characterized by a high mortality rate. Therefore, prediction of the number of deaths from the new coronavirus is an urgent task. Research objective. The aim of the study is to provide a more accurate estimate of the real number of coronavirus-related deaths in Russian regions. Data and methods. The main research method is econometric modeling. Comparison of various data was also applied. The authors’ calculations were based on Rosstat data, the data of the World Bank and specialized sites with coronavirus statistics in Russia and in the world. Results. We identified the factors affecting the COVID-19 mortality rates in various countries were identified, assessed how much the official Russian statistics underestimated mortality in Russian regions, and provided predictive estimates of mortality as a result of the pandemic. We also determined the number of additional coronavirus-induced deaths. Conclusions. The official data on COVID-19 mortality in Russia underestimate the actual numbers more than twofold. The number of direct and indirect victims of the pandemic in Russia at the end of July was approximately 43 thousand people.

The problem considered in the article is the problem of poverty, as well as the problem of citizens who are called the new poor or the working poor in Russia today. Unfortunately, there are no statistics on the working poor, in our country but we believe that this is a very large part of the population of modern Russia. The article reveals in detail the concept of poverty, considers the phenomenon of poverty in Russia, as well as the national traits of poverty in our country and shows its national characteristics. We attributed to them such traits as wide spread of poverty in Russia, both in urban and rural areas; also, women are referred to the poor population most frequently, the ones who are left with their children without any financial support on the part of their spouses. Russias economy has faced a unique phenomenon of the working poor. The employees who perform their work functions in their workplaces get so low payment for their work that they can be regarded as the working poor. The article brings forth international statistics on poverty in Russia, the source of which being objective information of the World Bank as a UN institution. On this basis, it keeps track of the dynamics of poverty in Russia and draws the corresponding findings and the conclusion.

Purpose This study aims to investigate the recent changes in the strategies of international hotel chains in the Russian market, as well as their role in the sustainable development of small and medium towns as prospective local tourism destinations. Design/methodology/approach General observation of the local environment, statistical analysis and a qualitative approach were used to reveal current developments in international hotel chains’ strategy in Russia, and new opportunities for a number of small towns to be embedded in the development of the Russian tourism market. The current scenarios were examined using the available secondary data, including federal statistics and relevant empirical studies, as well as case studies and personal interviews with industry experts that allowed access to respondents’ opinions and market knowledge. Findings In recent years, investment in the Russian regions has become more attractive for international hotel chains. Findings of the study add to the literature on emerging markets by presenting an overview of the main challenges facing international hotel chains in the Russian market and by stressing the facilitating effect of foreign hotel chains’ upon tourism infrastructure development in small and medium towns in Russian regions. The statistics presented, as well as key opinions of hoteliers and local authorities, contribute to an understanding of the strategies used by international hotel operators in emerging economies with reference to new evidence from Russia. Originality/value The main output of this study is that it yields a better understanding of the strategic movement of international hotel chains into the Russian regions and new opportunities to develop tourism infrastructure in small and medium cities situated in Russian regions as prospective tourism destinations.

According to the Federal State Statistics Service of Russia, from 1970 to 2019, cardiovascular diseases remain one of the main causes of death in Russia. To date, the relationship between cardiovascular mortality and deprivation in Russia remains insufficiently studied.Aim. To identify the relationship between regional deprivation and cardiovascular mortality among the adult population of Russia.Material and methods. The Russian deprivation index was used to measure the deprivation level. The index indicators were obtained from official Rosstat statistics and the All-Russian Population Census for 2010. Cardiovascular mortality by age (five-year groups) and sex in the constituent entities of Russia from 2006 to 2012 was obtained from the Russian database on fertility and mortality of the Center for Demographic Research of the Russian Economic School.Results. The fully adjusted model showed a reduction in mortality (Mortality Rate Ratio (MRR), 0,93; 95% confidence interval: 0,91-0,94) in regions with the greatest overall deprivation compared to the least deprived regions. There is a decrease in mortality in the most socially deprived regions compared to the least deprived ones. The fully adjusted model showed a trend toward increased mortality across levels of economic deprivation (from less deprived (Q2) to more deprived (Q3 and Q4) compared to least deprived regions (Q1)). Our study showed an increase in mortality in the most environmentally deprived regions — MRR, 1,02; 95% confidence interval: 1,00-1,04.Conclusion. The study established a link between general, social, economic and environmental deprivation and cardiovascular mortality.

The paper serves as an introduction to the RuJE special issue on the circulation of economic ideas between Russia and the West. This circulation is a contentious issue, especially among Russian economists. In this article a specific pattern of West–Russia–West transfer is investigated. The pattern suggests that experiencing strong influence from the West, leading Russian economists developed and modified Western economic theories, adapting them to specific Russian political, ideological and cultural circumstances. As a result, they exerted a certain influence over the next generations of Western economists. Among these circumstances the paper mentions moral and religious factors, the peasant question, the special influence of Marxism, the development of mathematics and statistics in Russia in the 1890s–1920s, and the unique experience of building a planned economy.

An algorithm for finding an estimate of the resulting function, depending on many factors, on the statistics of the grain market of the Russian Federation is presented. The algorithm is used to analyze the grain market of the Russian Federation. The statistics of producer prices and consumer prices for food in Russia, the EU and the USA in the 4th quarter of 2022 are compared.

Russia owns one-fifth of the world’s forest-covered area but has never been the leader of the global forest sector nor in gross output or relative productivity. The issues of the Russian forest sector have attracted research attention, but for many topics, this is still a green field on the map of sectoral studies. We developed a novel approach to understand the primary causes of the inefficiency of the Russian forest policy through the qualitative assessment of completeness and reliability of forest sector-related data. The main output of this paper is a thorough overview of the available sources of data with an assessment of their quality, completeness and reliability. We show that the Russian official forest sector statistics provide only basic indicators for very short periods with few observations being incomplete and inconsistent. Besides a critical analysis of the official statistics, we also discover some known, but still underemployed, resources of information on the Russian forest sector: textual information of official public bodies and companies, accounting records, remote-sensing data, etc. Finally, we discuss the possible ways to improve the data procurement of the forest sector in Russia to support future decision-making. We are convinced that a prerequisite for the implementation of effective forest policy in Russia is a significant expansion and improvement of the volume and quality of statistics on the dynamics of Russian forests and forest economy. Integration of existing and new data sources is necessary to achieve synergistic effects, both in terms of deepening the understanding of key business processes in the industry and in the sense of solving strategic tasks of its development.

The attitude to statistics, to the published data at all times was difficult, regardless of the type of state, socio-economic situation, etc. There are always diametrically opposed groups – those who defend and those who accuse statistics of the accuracy or distortion of data. Statistics cannot accurately reflect reality, because even during the period of data calculation, products can be produced, people can be born or die, sales increase or decrease, etc. And, as life shows, the less state bodies interfere with the statistical methodology and results, the higher the quality of statistical indicators. We invite scientists, employees of Rosstat, all persons interested in the development of statistics to take part in the discussion of the place of statistics in our life.

The article compares civil servants’ payment systems and wage levels in the Russian Federation and the United Kingdom, and identifies the factors affecting the civil servants’ pay level in both countries. With comparable civil servants’ payment levels in terms of purchasing power in Russia and Great Britain, there are differences in structural elements of payment and the fields of activity that are highly paid. The study is based on data analysis of the RF Ministry of Labour and the UK Office for National Statistics concerning civil servants’ pay levels in central offices of federal executive bodies of the Russian Federation and central public bodies of the UK. The comparative analysis shows that civil servants’ payment in Russia is significantly higher than that in Great Britain in such fields as security, defense, justice, legal proceedings, construction, housing and utilities, and statistics. In Great Britain, by contrast, civil servants are paid more than in Russia in speres of education, science, culture, tourism, media, industry and economics. Based on theories and studies reviewed, the article provides an econometric analysis of factors affecting the civil servants’ pay level in Russia and Great Britain. Regression analysis identifies statistically significant institutional, gender and age factors which determine the high level of the civil servants’ pay in both countries, for example, activities in financial, tax and customs spheres in Russia or work in small-size public bodies in Great Britain.

The article attempts to debunk, in the public consciousness, some myths related to the econo­mic component of theatrical activity. The question is about the substitution of the concepts of self-sufficiency and financial and operating independence of the theatre, the policy to “earn more”, and the assessment of theatre activity effectiveness from the perspective of business approach and requirements of constant increase in attendance.Basing on the analysis of statistical data, the article studies the structure of financial receipts of theatres. The results show the impossibility of functioning of the Russian repertoire theatre on the principles of self-sufficiency, in which the theatre’s own expenses should be covered by earned income. Russia, which has a provision index of 4.2 theatres per 1 million inhabitants (2017), lags behind foreign countries, and in more than half of the constituent entities of the Russian Federation, it is lower than the average Russian index. The thesis that there are many theatres in Russia is refuted by the results of statistical data analysis and international comparisons. The hopes that private theatres can become a serious competitor and substitute for state theatres in Russia are not supported by real practice. Large metropolitan theatres have long reached the limit of attendance at the level of 99%. Low attendance is not always an indicator of the theatre’s inefficiency, and the low living standard does not allow people to go to the theatre as often as they would like. Finally, it is not possible to demand 40-year-old attendance indicators from the theatre, because the possibilities for leisure activities have drastically expanded, including through the development of information and communication technologies. The task solution of increasing the atten­dance of theatres does not lie in the direction of the policy of 100% occupancy of the auditorium, but requires serious investments in the touring activities and infrastructure of the host party.The article shows that the erroneous decisions put into the practice of making managerial decisions are counterproductive because they contradict the nature of the theatre and the development laws of the eco­nomy of culture as a whole.

Malignant neoplasms are one of the main causes of death and disability in the population of developed, and in recent years, developing countries. A significant loss of working capacity of a part of the population associated with this morbidity takes it beyond the scope of a purely medical problem. The annual steady increase in the absolute number of patients with a diagnosis of a malignant neoplasm established for the first time in their life is due to an improvement in diagnosis and registration, an increase in the number of older people, and a true increase in the incidence of a number of nosological groups.

Relevance. Small intestine cancer is extremely rare cancer among the Russian population with the incidence of less than 1 per 100,000 populations. in 2019, 1,643 cases of small intestine cancer were recorded in Russia, including 750 cases among the male population, and 893 among the female population. only since 2011 state statistics provides for the inclusion of primary cases of small intestine in a separate line in the state report form № 7. in 2019, none of the small intestine cancer cases was registered in four administrative territories of Russia, and only one case was registered in 13territories among the female population. in the North-Western Federal district (NWFD) of the Russian Federation, 187 primary cases of small intestine cancer were diagnosed in 2019; the standardized incidence rates were 0.91 and 0.57 0/0000 for men and women, respectively. more than 1,200 people die from small intestine cancer annually in Russia, and approximately 130 people die from this cancer in the Northwestern Federal district of the Russian Federation. the standardized mortality rates among the population of Russia and the Northwestern Federal district of the Russian Federation for men and women are 54 and 0.58 per 100,000 and 0.33 and 0.37 per 100,000, respectively. The purpose of the study was to analyze small intestine cancer incidence and mortality rates in the population of Russia. Material and methods. The population-based cancer registries of IARC, P.A. Herzen institute of oncology, N.N. Petrov Research institute of oncology as well as the population-based cancer registries of the Northwestern Federal District of the Russian Federation were used. Standard methods of oncology statistics were used. Results. the study, for the first time in Russia, made it possible to estimate the prevalence of small intestine cancer, which is much less common in Russia than in the USA and in other economically developed countries. Conclusion. In females, a significant decrease in standardized mortality rates of small intestine cancer was revealed. in males, this rate remained almost unchanged. a positive dynamics of annual mortality rates, especially within the first year of follow-up, was found.

The presented study examines statistics on the construction of infrastructural objects in the Russian Federation.Aim. The study aims to analyze the allocation of federal and regional infrastructural facilities with allowance for socio-economic positions.Tasks. The authors examine the commissioning of different types of infrastructural facilities in the Russian Federation, identify regional peculiarities of their allocation, and assess the socio-economic implications of large-scale construction of similar facilities in Sochi in preparation for the 2014 Winter Olympics.Methods. This study uses systems analysis methods and data of the Federal State Statistics Service to conduct a retrospective study of the current situation in Russia, structural dynamic analysis of the allocation of infrastructural facilities across the country’s regions, and an assessment of socioeconomic indicators.Results. The current trends in the allocation of the major types of infrastructural facilities in modern Russia are determined. Regions with the most favorable conditions for the development of such facilities are identified. A methodology for planning corresponding projects with allowance for their mutual influence and funding restrictions is developed. Changes in the quality of life of Sochi residents due to the construction of facilities in preparation for the 2014 Winter Olympics are assessed.Conclusions. Construction of federal and regional infrastructural facilities affects the socio-economic development of the corresponding regions and serves to improve the quality of life of the local population. In Russia, there is a positive dynamics in terms of the allocation of such facilities. However, these effects are perceived controversially, and the trends towards improving the quality of life (through the example of Sochi) do not align with the results of large-scale construction in the region. When planning federal and regional development programs for the constituent entities of the Russian Federation, it is advisable to conduct an in-depth multi-factor forecasting of social and economic implications of the implementation of such programs.

The influence of drought on the grain harvest in the Russian Federation is analyzed. The quarterly statistics of the excess of domestic producer prices over world prices on the milk and sugar market are given. Producer prices for grain, milk, meat and sugar in Russia, the EU, and the USA in the 3rd quarter of 2022 are compared. There was a slowdown in food and general inflation in Russia in the 3rd quarter compared to the 2nd quarter.

Email: osinyavskaya@hse.ru The paper presents a detailed analysis of the Russian official statistics for orphans and children placed out of parental care. Employing a wide range of data sources, the authors show that in Russia, the primary risk of orphanhood remains high. Although it has declined over the last fifteen years, in 2015, the share of children taken out of parental care exceeded two percent of the total number of children under eighteen. At the same time, statistical data confirms the ongoing deinstitualisation of the Russian care system, a trend that has continued since the mid‑2000s. Thus, 11.5 % of children out of parental care were institutionalised in 2014, whereas in 2000 this share amounted to as much as 27 %. However, the authors argue that the current childcare system reproduces a number of serious systemic problems. Firstly, despite the fact that over 80 % of children entering the Russian care system per year have living parents, reuniting the children with the birth family is not yet recognised as a primary objective of the policy; according to the official statistics, only one out of ten children goes back home after being taken out of parental care. Secondly, for particular groups of children it is often hard to arrange family placements. Until now, the higher risks of long-term institutionalisation are noticeable in children placed out of parental care at the age of three years or older. This problem is particularly serious for teenagers, as well as for children with physical or mental disabilities. Thirdly, the prevalence and dynamics in children returning to institutions from foster placements highlight the importance of professional training for foster parents and the need for consistent guidance for foster families, aspects that are still underdeveloped in Russia. In the last section of the paper, authors discuss one possible outcome of this analysis with reference to policies aimed at children left out of parental care.

Resumo:
The research studies conciliatory justice in modern Russia. Its formation and peculiarities in the institution of alternative ways of resolving legal conflict on the example of mediation are considered. Various views regarding the mediation definition are analyzed, and the author's vision of this category concept is given. The origins of mediation history abroad and in Russia are studied. The essence and peculiarities of mediation application as an alternative method of economic disputes settlement are characterized. The benefits of using conciliatory procedures in a business environment are revealed. The main aspects of the procedural legislation reform initiated by the Supreme Court of the Russian Federation concerning the change in the legal regulation of conciliatory procedures application in the settlement of legal conflicts are outlined. It is noted that the beginning of procedural reform in Russia with regard to dispute settlement through conciliatory procedures was triggered by the resolution of the plenum of the Supreme Court of the Russian Federation ‘On submission to the State Duma of the Federal Assembly of Russian Federation a federal law draft ‘On amendments to a number of legislative acts of the Russian Federation in connection with conciliatory procedure improvements’ adopted on 18 January 2018 and the resolution of the Government of the Russian Federation. Statistics on the ratio of dismissals agreed, dispute settlement through the mediation procedure, as well as plaintiff-triggered dismissals are provided. Methodology: the study is carried out on the basis of the universal method on scientific study of the social development principles –dialectical materialism provisions, as well as general and specific scientific methods: dogmatic, regulatory legal, legal comparative, fragmented historical and legal, case studies (statistical data and judicial statistics analysis), logical (hypotheses, analogy, modeling, analysis and synthesis methods), philosophic (axiological, derivation methods on the basis of priori and axiomatic provisions), generalization and abstraction methods. Conclusions: To date, entrepreneurs are increasingly using conciliatory procedures when settling disputes. This way of dispute settlement becomes very convenient, businessmen are not in the need to spend their time on litigation, often protracted, but can settle issues more quickly and effectively. Today, conciliatory justice in the Russian Federation is going through the stage of formation and development and in the future is to become a demanded institution of judicial law.

This article discusses the relative importance attached to honor and human rights in two cultures, Russian and Ukrainian. These cultures have elements of honor cultures, both historically and in the present. There are also elements of a more universalistic interpretation of human dignity that are expressed through the concept of human rights, especially in the case of Ukraine. However, the movement towards the universalistic understanding of human dignity slows down or may even be reversed in the context of a protracted war. Two sources of data inform the analysis: primary (two surveys conducted on representative samples in Russia, N = 1602, and Ukraine, N = 2020) and secondary (the complete works of two poets considered representative of the two cultures, A. Pushkin and T. Shevchenko, as well as documents in the Russian-language and Ukrainian-language segments of the Google online databank). The data were processed using methods of descriptive statistics, binary statistic regression and quantitative content analysis.

Russia is interested in attracting foreign scientists and international scientific communication. However, there are reasons hindering the development of international scientific and educational cooperation. Based on the results of the analysis of the current regulatory and methodological framework in the field of international scientific and educational cooperation and the results of the analysis of departmental statistics data of the Ministry of Education and Science of Russia, the article discusses the impact of the sanctions of “unfriendly countries” on the functioning of educational export programs of Russian universities and on the research activities of universities subordinate to the Ministry of Education and Science of Russia.

The inevitable depletion of traditional energy sources attracts a strong interest in the development of renewable energy technologies around the world. Territorial features and abundance of water resources in Russia have a great potential for small hydropower development, but statistics show that there is no high practical interest in this area. A comparative analysis of the features of the Russian and Chinese energy systems indicates the presence of certain problems in the small hydropower industry of Russia connected with the lack of a strategic understanding of the prospects for the development of the industry at the state level. This situation naturally leads to an increase in investment risks. The purpose of the present research is to determine the conditions that can make the construction of small hydropower plants attractive to investors and lead to the formation of the market of the appropriate technological equipment. Official statistics, planning documents, expert publications in the media and scientific magazines, as well as the author's comparisons of the Russian and Chinese small hydropower regulation measures have been used in the process of analyzing the Russian energy development.
