While few would doubt that censorship is a form of surveillance, the practice and theory of censorship does not hold as prominent a place within surveillance studies as one might think. In this paper, we demonstrate the constitutive effects of censorship that seep into the collective mentality and, in Foucauldian terms, “conducts the conduct.” We examine the wider socio-political impact of China’s censorship of COVID-19. We argue that censorship is a force “at large.” By this we refer to the pervasive uptake of censorship practices at different levels and how censorship manifests itself as a form of power unchained, making it difficult, if not impossible, to track and contain its impact, even for the authorities. We argue that censorship surveils the expressed and, by extension, regulates the not-yet-expressed. It surveils what can be perceived and, by extension, pre-conditions the not-yet-conceived. We highlight the domestic impact of how China’s censorship regime bends its population into acquiescing to a harmonious denial of its collective prospects and how it curtails the global response.

This research note analyses the interrelation between the changing media environment in Latvia and journalistic practices, with a focus on self-censorship. It is based on, first, a survey investigating journalists’ professional values and, second, semi-structured qualitative interviews with media professionals. The data indicate that the most viable self-censorship strategy is to reconcile professional principles with political and economic pressures and constraints.

The central issue of the paper is the peculiarities of the attitude of Russian youth to the tough policy of the state aimed at limiting the dissemination of information on the Internet. The author notes the contradiction between the progressive tightening of the policy of the Russian state in the field of moderation of the Internet and the lack of a clear understanding of the specifics of the reaction that such a tightening causes in society. An analysis of the current scientific literature leads the author to the conclusion that the attitude of young people to the practices of introducing state censorship will largely affect the effectiveness of the functioning of such censorship. The negative attitude of young people towards state censorship of the Internet will hinder its functioning, while agreement with the need for its introduction, on the contrary, may become a favorable prerequisite for its development. Using the data of his own sociological research conducted among the youth of Ekaterinburg (N=504), the author analyses the actual moods that arise among the youth in connection with the prospect of introducing state censorship of the Internet. The key conclusion of the paper is that the Russian youth has a relatively positive attitude towards the introduction of state censorship of the Internet, which in many respects favors the real introduction of such censorship into the life of society. Although young people disagree and argue about the specific types of information that should be prohibited by the state censorship, the initial need for such a prohibition is more likely to be supported.

Purpose – The purpose of this paper is to raise awareness of the importance for library and information services (LIS) to take the responsibility to find a manageable way to regularly monitor internet censorship in their countries, and to suggest a framework for such monitoring and to encourage manageable on-going small scale research projects. Design/methodology/approach – The paper follows on contract research for the IFLA Committee on Freedom of Access to Information and Freedom of Expression on country specific trends in internet censorship. Based on an extensive literature survey (not fully reflected here) and data mining, a framework is suggested for regular monitoring of country specific negative and positive trends in internet censorship. The framework addresses search strategies and information resources; setting up alerting services; noting resources for data mining; a detailed break-down and systematic monitoring of negative and positive trends; the need for reflection on implications, assessment of need(s) for concern (or not) and generation of suggestions for actions; sharing findings with the LIS community and wider society; and raising sensitivity for internet censorship as well as advocacy and lobbying against internet censorship. Apart from monitoring internet censorship, the framework is intended to encourage manageable on-going small scale research. Findings – A framework of internet censorship monitoring can support the regular, systematic and comprehensive monitoring of known as well as emerging negative and positive trends in a country, and can promote timely expressions of concerns and appropriate actions by LIS. It can support sensitivity to the dangers of internet censorship and raise LIS’ levels of self-efficacy in dealing with internet censorship and doing manageable, small scale research in this regard. Originality/value – Although a number of publications have appeared on internet censorship these do not offer a framework for monitoring internet censorship and encouraging manageable on-going small scale research in this regard.

Cultural differences make translators censor some parts that considered as taboo, abusive, and inappropriate in the culture of the target language. Censorship carried out by deleting and reducing words, phrases, or sentences in subtitles. The aims of this research are finding words, phrases, and sentences that censored, factors causing censorship and the impact of censorship on the quality of translation. This research uses a descriptive qualitative research method with a fixed case study form. The result shows that censorship was carried out by translators because of two main causes, namely self-censorship and translator's capacity. The results also showed that most of the data was censor because of self-censorship. The translators choose to delete or reduce because of four things, namely swearing words, emphasized, sexual references, and repetitions. Meanwhile, the impact of censorship on the quality of translation shows that most of the data is inaccurate, acceptable, and has high legibility.

This study is an attempt to find out the willingness of the journalists for self-censorship, to highlight the factors which give rise to the phenomenon of self-censorship and to investigate the impact of self-censorship on the journalists’ performance in Pakistan. This research has been conducted in the light of Bar-Tal model for self-censorship and it is quantitative based research. Questionnaire was distributed among 125 Islamabad-based journalists sampled through the purposive sampling method. Findings revealed that the majority of the journalists were facing self-censorship in Pakistan and they were not able to reveal the information in media without engaging in self-censorship. Researcher investigated the four factors which give rise to the phenomenon of self-censorship among the journalists in Pakistan; military, judiciary, media organization policies or media owner’s pressure and job insecurity. Researcher concluded that self-censorship affects the journalists’ performance, credibility, neutrality, free journalism, factual and objective reporting in Pakistan and self-censorship has negative impact on the journalists’ performance in Pakistan.

The following research studies the use of memes on the social platform Twitter with regards to celebrity representation. Specifically, it analyzes two memetic posts by Elon Musk and the representation tactics behind them, using elements of multimodal analysis and critical discourse analysis. Subsequently, the study looks at the reception of these posts via comparative content analysis with custom classification to determine how successful the tactics behind these posts are and whether there is any evidence observable in the reception regarding censorship on Twitter after its purchase by Elon Musk. The comparative study comes in a form of quantitative analysis of the first 150 responses to each of the two posts. The study does not only demonstrate instances of attempts at diminishing the distance which the inherent power of a celebrity personage on social media creates, but also how successful these attempts are and whether they manage to distract the audience from the personage in question and their power over them.

Internet users rely on the availability of websites and digital services to engage in political discussions, report on newsworthy events in real-time, watch videos, etc. However, sometimes those who control networks, such as governments, censor certain websites, block specific applications or throttle encrypted traffic. Understandably, when users are faced with egregious censorship, where certain websites or applications are banned, they seek reliable and efficient means to circumvent such blocks. This tension is evident in countries such as a Iran and China, where the Internet censorship infrastructure is pervasive and continues to increase in scope and effectiveness. An arms race is unfolding with two competing threads of research: (1) network operators' ability to classify traffic and subsequently enforce policies and (2) network users' ability to control how network operators classify their traffic. Our goal is to understand and progress the state-of-the-art for both sides. First, we present novel traffic analysis attacks against encrypted communications. We show that state-of-the-art cryptographic protocols leak private information about users' communications, such as the websites they visit, applications they use, or languages used for communications. Then, we investigate means to mitigate these privacy-compromising attacks. Towards this, we present a toolkit of cryptographic primitives and protocols that simultaneously (1) achieve traditional notions of cryptographic security, and (2) enable users to conceal information about their communications, such as the protocols used or websites visited. We demonstrate the utility of these primitives and protocols in a variety of real-world settings. As a primary use case, we show that these new primitives and protocols protect network communications and bypass policies of state-of-the-art hardware-based and software-based network monitoring devices.

In recent years, there has been talk of a declining confidence and growing mistrust of the news media. Swedish media have been accused of obscuring certain topics, of letting the newspapers’ political orientation guide the selection of news and of having a news evaluation process that is influenced by the journalists’ personal opinions. With this as a starting point, and the assumption that a high ranking in the press freedom index does not automatically translate to a media landscape unaffected by restraining factors, this thesis investigates the reality of the press freedom in Sweden. Through the method of triangulation, combining a quantitative survey with qualitative semi-structured interviews, the thesis explores how Swedish journalists perceive their journalistic freedom, as well as if all topics are represented in Swedish journalism. The conclusion shows that although Swedish journalists perceive their journalistic freedom to be high, there are signs of self-censorship resulting in a lacking reporting of certain news topics.

This paper explores the conflicts of interest present in science policy and how claims being made for evidence based science can be used to suppress critical social science research. The specific case presented concerns the attempts to ban and censor my work criticising the economics of carbon emissions trading while I was working for the Commonwealth Scientific Industrial Research Organisation (CSIRO) in Australia. The role of management and the Science Minister are documented through their own public statements. The case raises general issues about the role of epistemic communities in the production of knowledge, the potential for manipulation of information under the guise of quality control and the problems created by claiming a fact-value dichotomy in the science-policy interface. The implications go well beyond just climate change research and challenge how public policy is being formulated in modern industrial societies where scientific knowledge and corporate interests are closely intertwined. Architectural engineering design become increasingly diversified, with the highly developed city, the population density and the floor increased use of improved demand and importance for the lives and property, fire-fighting equipment in the project occupies a very important position, and fire-fighting equipment planning and design stage drawings carefully considered, tend to project the overall execution results have a dramatic effect, a good planning and design of the case, allow the job to be smooth to conduct; Conversely, it may allow the construction phase problem in an endless stream, we can see construction life cycle, planning and design stage is the key to project success. Planning and design professionals such as architects, fire protection equipment engineer, each focused on building codes, fire safety regulations set standards in different areas, resulting in architectural design results often appear with fire-fighting equipment engineering interface integration issues, fire and fire BIM (building Information Modeling) drawings review the building, in order to ensure that the construction project planning and design quality, effective interface coordination, engineering changes designed to reduce the risk, can effectively eliminate the inconsistent planning design, omission, conflict or wrong question, to avoid extension of time, performance controversy and generate mediation, arbitration or litigation circumstances. The subject of this dissertation is the dual-use dilemma, which arises in the context of research in the life and other sciences as a consequence of the fact that one and the same piece of scientific research has the potential to be used for harm as well as for good. In the life sciences, this dilemma is often characterised by the capacity for emerging research and technology to be used to greatly improve our health, wealth, and overall well-being, while at the same time bringing with it the capability to enable acts of bioterrorism. Within the regulatory debate about dual-use research, the possibility of the censorship of dual-use research that poses a significant misuse has been downplayed. Censorship is rejected for three reasons: censorship violates an individual's right to freedom of speech, it is antithetical to scientific freedom, and censorship is almost impossible to utilise in a morally upstanding fashion when put into practice. This neglect is further compounded by lack of interest and exploration of the paradigmatic instance of a field defined both by its dual-use nature and its use of censorship-the nuclear sciences. This dissertation aims to provide an ethical analysis of the permissibility of censorship of dual-use research utilising lessons from the nuclear sciences. After an outlining my project and its scope in chapter one, I introduce the topic of dual-use, and the neglect of the nuclear sciences in the current debate in the life sciences in chapter two. I then examine what we mean when we say we have censored something in chapter three, and give a taxonomy censorship. I then discuss the three central objections to censorship utilising, among others, historical cases from the nuclear sciences. In chapter four, I argue that the right to freedom of speech may be outweighed by competing moral considerations, and provide a framework for making decisions about censorship: an "ethics of urgency." In chapter five, I examine the moral weight of appeals to scientific freedom, and argue that at times the weight of this freedom is not enough to resist censorship. In chapter six I discuss two pragmatic issues that might affect the permissibility of censorship as a practice: corruption and subversion. I argue that corruption does not provide a reason to discount censorship entirely, but that subversion might make censorship impossible to implement as an effective regulatory strategy. I then conclude, in chapter seven, with a discussion of the implications of this work for future research.

AbstractIn this paper, I will discuss concerns of safety and security, and the resulting reluctant self-censorship as one of the many realities associated with the work of a political scientist in Kyrgyzstan. In doing so, I will combine the existing research on self-censorship and working in non-democratic environments with self-reflection as a local political scientist. In particular, this contribution dives into the intangible fear felt by researchers, who find themselves making difficult decisions on a daily basis, where personal security is an object of continuous and sometimes perceived negotiation with an invisible enemy.

AbstractComputer security or cybersecurity is concerned with the proper functioning of computer systems despite the actions of adversaries. Privacy is about a person or group ability to control how, when, and to what extent their personally identifiable information is shared. The chapter starts by defining security and privacy and explaining why they are problems. Then, it presents some of the scientific and technological achievements in the two areas, highlighting some research trends. Afterwards, the chapter relates security and privacy to the main topics of the book: machine learning as part of artificial intelligence. Finally, the chapter illustrates the relevance of ML in the area using censorship resistance as an example.

By focusing on the relationship between reading and autobiographical memory, this study aims to bring out the importance of oral sources for restoring and deepening themes of absolute pedagogical relevance linked to family education, children’s literature, schooling, censorship and the condition of women. Through illustrating some online archives in the Anglo-Saxon area and the madeleineinbiblioteca.it project, the aim is to bring out a field of investigation for historical-educational research, still largely unexplored. This can be seen as the first step in a path that is going to be enriched and further developed in order to demonstrate how oral history can be used to reflect on reading, its multiple formative values and the various contexts in which it is practised.

AbstractAs the Australian government has legislated for a ‘News Media and Digital Platforms Mandatory Bargaining Code’ to compel Google and Facebook to pay for news content, platform regulation in Australia has prompted a heated discussion worldwide. Questionable business practices have incited issues such as anti-competition behaviour, online harms, disinformation, algorithmic advertising, trade of data, privacy breaches and so on. Consequently, these technology tycoons are reinscribing industries and societies alike, posing a threat to digital democracy. This chapter examines how Facebook and WeChat are (or should be) regulated in Australia, the current regulatory frameworks, and the overall effectiveness of self-regulation. Through the lenses of comparative research, this study is focused on infrastructuralisation, techno-nationalism (censorship), and civil society (media diversity), to identify distinct features and common themes in platform regulation and explore possible solutions to regulating global platforms in Australia.

The study of World War II correspondence is relevant to communication science; furthermore, it is an interdisciplinary topic that provides insight into the representation of places of incarceration and related aspects. By studying the letters of people imprisoned in the Salaspils camp, it is possible to establish the depiction of censorship and self-censorship of that time, as well as other categories (for example, relationships, communication, conditions, etc.) from the perspective of the authors of the correspondence. At present, it is possible to observe similarities with the censorship implemented in Russia and the methods of limiting information with the methods how censorship was achieved during World War II and the era of Nazi Germany. The state power strictly controls the information space and restricts freedom of speech. The aim of the work is to analyse the presence of censorship and self-censorship in the correspondence by prisoners of the Salaspils camp. The theoretical part of the paper consists of the study of interpersonal communication with an emphasis on the communication by letters, censorship and self-censorship in the totalitarian regime. The research results have been obtained using qualitative and quantitative content analysis. The censorship stamp appears in 24 of the 123 prisoners’ letters, revealing the presence of censorship and self-censorship. The letters employ the technique of self-censorship suppression and interpretation. In the letters with a stamp, self-censorship appears explicitly, substantiated by providing minimal negative information about the conditions and events in the camp. The letters, which do not have a censorship stamp, expressly contain negative information about the events in the Salaspils camp, such as mortality of children, blood sampling, deportations and interrogations. Comparing the correspondence that has been inspected with the correspondence that does not have a censorship stamp, it was concluded that such letters (without a stamp) were delivered to the addressee by unofficial means, for example, by taking these letters out of the camp territory and handing them over during working hours, making arrangements with the guards or other prisoners.

The research Ethics Committees (RECs) give authorization, after ethical assessment, to conduct research involving human participants, whether or not the research is for medical purposes. In France, a distinction is made between research aimed at increasing medical or biological knowledge (examined by the Committees for the Protection of Human Research Participants) and non-medical research on humans. The CERs, which are grouped in a federation of RECs. The French RECs conduct an ethical examination of the research, in particular from the point of view of the protection of participants, but do not give authorization to conduct the research it has examined. The importance of RECs is not without criticism from the researchers concerned: hegemonism, normalization, control or even censorship of research, waste of time, etc. The appropriateness of these criticisms is examined and the value of the RECs in promoting honest and responsible research is argued.

In his novel “We,” the renowned Russian writer Evgeny Zamyatin establishes a new direction in world literature - the genre of anti-utopia. Among his stylistic predecessors are noted figures such as Gogol, Leskov, and Turgenev, regarded as classics of Russian literature, as well as Swift, Wells, and Anatole France. Conceptually, the theme resonates with Dostoevsky's Grand Inquisitor in “The Brothers Karamazov.” However, the impetus for the author's vision can be traced back to Thomas More's “Utopia,” where inhabitants wear identical uniforms. In an even more distant era, this aligns with the norms of Plato's “The Republic,” featuring censorship for Homer, whose works are reduced to hymns praising the gods. Striking parallels can be drawn with Thomas Campanella's “The City of the Sun” and Jean-Jacques Rousseau's doctrine of maintaining equality through coercion.Zamyatin's anti-utopia rejects idealised depictions, such as Vera Pavlovna's Fourth Dream in Chernyshevsky's “What Is to Be Done.” the fate of D-503 illustrates how the individual transforms into an object subject to manipulation in the name of exalted “reason,” while in essence, it serves to solidify alienated authority.

The systemic transformation has significantly increased and diversified the music press market. Liquidation of the monopoly, privatization, censorship abolition and media pluralism are just some of the factors that contributed to shaping new cultural policy in Poland. The research material used for this paper’s analytical purposes consists of Polish music magazines; based on a query covering over 110 journals being published since 1946 to the present, a historical and comparative analysis was made. It allowed to determine what new solutions the publishers started to put into practice to make their magazines more attractive. Moreover, it showed a clear fragmentation of the market. After ’89, popular music magazines began to prevail; there are also many specialist journals devoted to a specific topic. A look at cultural transformation from the perspective of the music press is therefore an innovative idea, combining knowledge from the borderline of musicology, cultural studies, and press studies.

Based on our previous research (Rogers et al 2021) we noticed a difference between how artists think the arts relate to society, and how young people imagine this relationship. Young people wanted to see (and connected most strongly to) art works that more immediately engaged with the pressing social issues of Cambodia, many of which are political – including climate change, the expression of identity and human rights (e.g. LGBTQ identity), corruption and scams, and democracy. However, artists, particularly in the performing arts and music sectors, must walk a tightrope in making works that address this kind of content, with incidents of censorship most likely to occur in music (Brennert and Yean 2023). This raises the question of how the arts can connect to society, and the possibilities and limitations of this relationship. This project follows on from our initial findings, focusing on young people who may not have much experience of the arts. It considers how the arts may work for young people as a form of civic participation and what that might look like in Cambodia. To do this it traced the journey of four young interns in producing a youth festival (the 7 Colours Festival) during the course of 2023 for Cambodian Living Arts (CLA). We examined their participation in creating the event, how they connected the festival to the social concerns of young people, and evaluated how young people participated in the festival. The artіcle hіghlіghts the humanіtarіan polemіcs іn the Western Ukraіnіan press іn the іnterwar (1920-30s) perіod іn three aspects: the polemіcs of Ukraіnіan-language magazіnes among themselves, the polemіcs of the Ukraіnіan-language press wіth the Polіsh and Russіan press, the place of the Ukraіnіan press іnvolved іn the polemіcs іn the colonіal and global cultural – іnformatіonal contexts, іts representatіve relatіons wіth the judіcіal, executіve and legіslatіve authorіtіes іn the process of changes іn the socіal and polіtіcal atmosphere іn thіs tіme-space. The purpose of thіs artіcle іs to hіghlіght the humanіtarіan polemіcs іn the Western Ukraіnіan press іn the іnterwar (1920-30s) perіod іn three aspects: the polemіcs of Ukraіnіan magazіnes among themselves, the polemіcs of the Ukraіnіan press wіth the Polіsh and Russіan press, the Ukraіnіan press іn the global cultural and іnformatіonal context; dіfferentіatіon of polemіcal publіcatіons accordіng to genre-thematіc affіlіatіon to the socіo-polіtіcal dіscourse of the struggle of іdeas, symbols, sіgns, іmages, the struggle of relіgіous doctrіnes through the medіatіon of Ukraіnіan-centrіc іnformatіon (press) flows, whіch іn turn were fought by the then colonіal, іn partіcular Polіsh, polіtіcal power, subjectіng theіr censorshіp, confіscatіon, closure, harassment of edіtors and journalіsts. The basіc feature of іnter-magazіne relatіons of varіous Ukraіnіan and Ukraіnіan-language magazіnes of the іnterwar perіod was polemіcs, the topіcs of whіch were: polіtіcs (antі-Polіsh, pro-Polіsh, respectіvely – antі-Russіan, pro-Russіan); relіgіon (language of worshіp, hіerarchіcal subordіnatіon of the church); culture (problems of language, theatrіcal productіons, etc.); school busіness; cooperatіon; the sіtuatіon of the peasantry. Turkey, Pakistan, India, Malaysia, and Indonesia span one of the longest continuously inhabited regions of the world. Centuries of cultural infusion have ensured these societies are highly heterogeneous. As plural polities, they are ripe for the kind of freedoms that liberal democracy can guarantee. However, despite having multi-party electoral systems, these countries have recently moved toward populist authoritarianism. Populism —once considered a distinctively Latin American problem that only seldom reared its head in other parts of the world— has now found a home in almost every corner of the planet. Moreover, it has latched on to religion, which, as history reminds us, has an unparalleled power to mobilize crowds. This report explores the unique nexus between faith and populism in our era and offers an insight into how cyberspace and offline politics have become highly intertwined to create a hyper-reality in which socio-political events are taking place. The report focuses, in particular, on the role of religious populism in digital space as a catalyst for undemocratic politics in the five Asian countries we have selected as our case studies. The focus on the West Asian and South Asian cases is an opportunity to examine authoritarian religious populists in power, whereas the East Asian countries showcase powerful authoritarian religious populist forces outside parliament. This report compares internet governance in each of these countries under three categories: obstacles to access, limits on content, and violations of user rights. These are the digital toolkits that authorities use to govern digital space. Our case selection and research focus have allowed us to undertake a comparative analysis of different types of online restrictions in these countries that constrain space foropposition and democratic voices while simultaneously making room for authoritarian religious populist narratives to arise and flourish. The report finds that surveillance, censorship, disinformation campaigns, internet shutdowns, and cyber-attacks—along with targeted arrests and violence spreading from digital space—are common features of digital authoritarianism. In each case, it is also found that religious populist forces co-opt political actors in their control of cyberspace. The situational analysis from five countries indicates that religion’s role in digital authoritarianism is quite evident, adding to the layer of nationalism. Most of the leaders in power use religious justifications for curbs on the internet. Religious leaders support these laws as a means to restrict “moral ills” such as blasphemy, pornography, and the like. This evident “religious populism” seems to be a major driver of policy changes that are limiting civil liberties in the name of “the people.” In the end, the reasons for restricting digital space are not purely religious but draw on religious themes with populist language in a mixed and hybrid fashion. Some common themes found in all the case studies shed light on the role of digital space in shaping politics and society offline and vice versa. The key findings of our survey are as follows: The future of (especially) fragile democracies is highly intertwined with digital space. There is an undeniable nexus between faith and populism which offers an insight into how cyberspace and politics offline have become highly intertwined. Religion and politics have merged in these five countries to shape cyber governance. The cyber governance policies of populist rulers mirror their undemocratic, repressive, populist, and authoritarian policies offline. As a result, populist authoritarianism in the non-digital world has increasingly come to colonize cyberspace, and events online are more and more playing a role in shaping politics offline. “Morality” is a common theme used to justify the need for increasingly draconian digital laws and the active monopolization of cyberspace by government actors. Islamist and Hindutva trolls feel an unprecedented sense of cyber empowerment, hurling abuse without physically seeing the consequences or experiencing the emotional and psychological damage inflicted on their victims.

Religion and politics have merged in these five countries to shape cyber governance. The cyber governance policies of populist rulers mirror their undemocratic, repressive, populist, and authoritarian policies offline. As a result, populist authoritarianism in the non-digital world has increasingly come to colonize cyberspace, and events online are more and more playing a role in shaping politics offline. “Morality” is a common theme used to justify the need for increasingly draconian digital laws and the active monopolization of cyberspace by government actors. Islamist and Hindutva trolls feel an unprecedented sense of cyber empowerment, hurling abuse without physically seeing the consequences or experiencing the emotional and psychological damage inflicted on their victims.
