Spatial planning at the regional level is a particularly good example of ‘centralization versus decentralization’ in a federal system. In one respect the region is dependent on the central level, as far as its legal bases, organizational forms, and planning tasks are concerned; but the cities and counties should be allowed to specify the functions they perform in their own region. This is the crux of the conflict in finding an effective balance between centralization and decentralization. Solutions to date in the FRG have favored a progressive centralization. Because of the increasing economic and ecological problems with which the regions are faced, this centralist solution is no longer tenable and decentralizing reforms are now required and under discussion. These concern the institutional organization and functions of the regions, a mobilization of the capacities available in the respective regions for solving their problems, plus a gradual shift to new region-specific planning. Thus, changes are occurring in regional planning which pave the way for a more decentralized planning process. However, in spite of the new understanding, even at central level, that the regions are capable of contributing efficient solutions to actual problems, these changes have not yet achieved a breakthrough in planning practice.

National, state and local mandates require professional development for K-12 and community health educators to keep knowledge and skills current, to maintain certification and to enhance professional practice. Meeting these mandates at the local level presents a challenge because of limited professional development opportunities and a lack of funds for travel or release time from work. This paper describes the evolution of HealthNets, a network of health educators who utilized various modes and venues of professional development opportunities that are accessible, reflect best practices and help fulfill national, state and local mandates. Conference planning, implementation, evaluation and lessons learned are discussed.

In the wake of recent disasters including September 11, 2001, and the 2005 hurricane season, regional planning has become a high priority. Despite the 2007 release of the National Preparedness Guidelines, improving regional collaboration has continued to be a significant challenge and remains immeasurable. Regional operational plans are ineffective during disasters because of the differing goals of the jurisdictions within that region. It is evident that regions should be formed naturally based on how jurisdictions usually interact with each other. Regional planning is ineffective today because the federal funding process does not promote regional planning as a main goal. The Department of Homeland Security (DHS) identified Expanding Regional Collaboration as a National Priority; however, DHS does not effectively target this priority with grant money. To accomplish true regional collaboration, it is important to remember that all disasters are local. The federal government has become highly reactionary to major incidents and has forgotten this basic truth. Federal policies are built from the top down and do not effectively facilitate the traditional decentralized system of emergency management. The overhaul of existing systems to conform with national policies has resulted in less effective planning and disaster response. Regional planning needs to incorporate local jurisdictions and define their roles and processes. Local operational plans must be developed in concert with each other. Plans created for the region should be regional coordination plans. Additionally, the grant money must be tied closer to the National Priority of Expanding Regional Cooperation.

- (Paper first received, March 2009; in final form, September 2009) Abstract The paper covers the scientific debate among Italian regionalists since the mid-1970s on Regional Economic Planning, understood as socio-economic planning carried out by regional administrations and expressed in the drafting of regional development programmes. The somewhat critical survey locates contributions by Italian scholars within a broader debate simultaneously ongoing at international level, the purpose being to advance the discipline both theoretically-methodologically and in its concrete implementation. The conclusion reached is that Italian regionalists have made a major contribution to the international scientific debate especially when they have induced (at high government level and in a decidedly wider territorial context) a limited number of regions to adopt the strategic planning model hitherto applied to urban and metropolitan areas in both Italy and abroad.Keywords: planning policy and models; regional socio-economic development policyJEL Classification: O21; R58

This thesis examines how policy narratives inform the regional planning approach to sustainable infrastructure transitions. Many infrastructure systems are locked into unsustainable paths, resulting in policy, land use and infrastructure relationships that are path dependent. The research finds policy narratives indicate that infrastructure systems are reconfigured amid tensions, resistance and trade-offs that inhibit and displace sustainable innovation and transition pathways. In its current traditional form, regional planning is bound to highly institutionalised and normative conditions that resist innovative, co-evolutionary and transformative change in pursuing sustainable infrastructure transitions.

This study focused on using a mapping tool, Space Syntax, to analyze the connectivity of the Cache County road network and its use to plan for bicycles. Space Syntax is being compared to another method that is already used by city planners called Bicycle Level of Service, or BLOS. The two analyses used data from Cache County and, after they were modeled and evaluated, a statistical analysis was done to see how similar one is to the other. The analyses were done at both a regional and a local scale. At both scales the analyses were not similar. Data was added to the Space Syntax analysis at both scales to see if it would influence making it more similar to BLOS. Adding the data had no effect in making them similar. It was determined that Space Syntax and BLOS are not similar and more research would need to be done to attempt to make them similar. They both have advantages and disadvantages to them when being used for planning for bicycles. One is not necessarily better than the other, as they are two different methods that could be used.

Regions are an intricate network of communities, geographies and economies that together impact the long-term growth and stability of one other. Cooperation between municipalities within the same region is vital in order to achieve sustained growth, both economically and in the built environment. The research question states: What is the value of regional planning bodies in ensuring effective communication and collaboration among region-wide governmental and non-governmental agencies? This research report includes a detailed history of the role and significance of regional planning bodies in the United States, as well as a case study involving the regional planning body in Houston, Texas and the Gulf Coast Region. The Houston-Galveston Area Council is the lead participant in a 25-member coordinating committee working together to complete a regional sustainability plan under the federally funded Sustainable Communities Regional Planning Grant Program. The interviews included in this report give conclusions and recommendations to the success of the region working together in terms of communication and collaboration. The challenge of establishing effective collaboration among a variety of agencies in the Gulf Coast Region is proving to be difficult and slow moving, however, there are signs of improvement as the three-year grant program moves forward. The conclusions from the literature review and case study show that regions with an unbiased planning body benefit both from the communication and social capital gained by working together on a shared goal.

Issues of global and regional planning have been on the agenda for many years. The aim of this paper is to explore various approaches to regional development and analyse their relevance to reaching sustainability in the area. Despite the well-known idea of sustainability being dependent on the three pillars: economy, society, and environment, we notice that the social aspect, especially the involvement of the local community in the decision-making process of regional developing planning lacks enough attention. In this research, we emphasize the importance of the bottom-up approach of regional planning. We used bibliometric analysis for detecting the state of the art for regional development planning questions, then we examined the problem of forming a system for ensuring the sustainable development of the region and proposed a program-targeted approach to determine the integral indicators of such development. We also suggested stages of implementation of the strategic plan at the regional level. We concluded that it is important to create national development plans utilizing a regional approach, which involves local projects and programs, which benefit not just the economy and ecological state of the regions, but also the inhabitants of those regions.
