Competiveness of regions is one of the most important policies formulating regional policy. The new focus on the specific fea­tures of the region and its competiveness encourages using the regional policy measures reflective of broader conception of the rural countryside. The new rural policy targeting and monitoring needs for typologies taking into account the diversity of rural regions. While creating region typologies for policy goals, it was essential to find new criteria and indicators for the measurement of the rural region’s economic potential. The economic dyna­mism becomes an important indicator of the region’s economic potential proposed by OECD organisation. This paper examines methodology to build a typology of economic dynamism for rural regions of Lithuania relevant for rural policy purposes. The re­search results shows that suggested typology based on economic dynamism, which is measured by the number of employed in all population aged 15–64, at this period is not suitable methodologi­cal tool for classification of rural regions in Lithuania. Santrauka Pastaruoju metu regioninėje politikoje ypač daug dėmesio skiriama regionų konkurencingumui. Priimant Lietuvos kaimo politikos sprendimus, regionų grupavimas pagal ekonominio konkurencingumo rodiklius taip pat labai aktualus. Kuriant regionų tipologijas, valdymo tikslams ieškoma naujų kriterijų ir rodiklių, padedančių atskleisti regionų ekonominio potencialo skirtumus. Straipsnyje pristatomi tyrimo, skirto įvertinti Lietuvos kaimiškųjų regionų tipologijų (pagal ekonominį dinamišku­mą) atitiktį kaimo politikos tikslams, rezultatai. Tyrimas parodė, kad EBPO propaguojamas regionų ekonominio dinamiškumo kriterijus, matuojamas užimtųjų dalies (15–64 m. amžiaus gyventojų skaičiaus) augimu regione, dabartiniame Lietuvos kaimo raidos etape neatspindi realių kaimiškųjų regionų ekonominių problemų. Priimant su Lietuvos regionų ekonomikos aktyvinimu susijusius kaimo politikos sprendimus, turėtų būti atliekami išsamesni tyrimai, padedantys atskleisti priežastis, formuojančias ekonominio konkurencingumo skirtumus regionuose.

The research compares the problems of two strategically important regions for Russia-the Caspian region and the Arctic region. Despite the fact that there are some significant geographical and climate differences, the geopolitical situation in the regions is similar. There are almost identical risks in the development of these regions. The main difference is that the Caspian region was exposed to the anthropogenic factor much earlier. The lessons learned from the work in the Caspian region can be used in the Arctic region, which can reduce some of the risks associated with the interaction of coastal countries.

The main objective of the paper is to examine the concepts of region and regional identity in order to point out their political, social and theoretical/philosophical opportunity, and also their highly problematic character, especially in the current Eastern European context. The author tries to determine the contents of the concept of region from phenomenological perspective and shows that it is hardly possibly because, in practice, “region” refers more to arbitrary political and administrative criteria than to what can be experienced as a common “surrounding world”. The examples of regions analyzed in the paper are those of the infra‐state Polish region Podlasie and of the supra‐state Euregion Neman. In conclusion, the author claims that the opposition cultural/political, or experienced/constructed, should be mediated by European legal and moral rules. It is also claimed that only awareness of difficulties connected with the project of regions can allow their construction in a realistic, not arbitrary and not utopian way. Tarp lokalumo, nacionalumo ir globalumo: regioninių tapatumų problema Santrauka Pagrindinis straipsnio tikslas – išnagrinėti regiono ir regioninio tapatumo sampratas, siekiant ne tik išsiaiškinti jų politinę, socialinę ir teorinę bei filosofinę esmę, bet ir išties problemišką pobūdį, ypač dabartiniame Rytų Europos kontekste. Autorė siekia apibrėžti regiono sampratos turinį iš fenomenologinės perspektyvos ir parodo, kad tai vargu ar įmanoma, nes praktiniu požiūriu regionas labiau nurodo politinius ir administracinius kriterijus, o ne tai, kas gali būti vertinama kaip supantis pasaulis. Straipsnyje analizuojami du regionai – lenkų infranacionalinis Palenkės regionas ir supranacionalinis Nemuno euroregionas. Tvirtinama, kad kultūros bei politikos ir patirties bei supratimo prieštaravimus turi derinti Europos įstatymai ir moralės normos. Autorė teigia, kad tik kylančių sunkumų dėl regionų tyrimo įsisąmoninimas leidžia jų realų, o ne arbitralinį ar utopinį konstravimą.

The article analyzes the prospects of interaction of the Ural Federal District with new regions of the Russian Federation in the context of agro-industrial integration. This work reveals the specifics of the agro-industrial complex (AIC) of the Ural region and possible interaction with such territories as the Zaporozhye, Kherson regions, Donetsk and Lugansk People’s Republics. The study characterizes the key areas of agricultural development in the Ural Federal District, the potential for the development of the region in this direction, as well as the possibilities of sectoral integration with other territories, including new ones in the Russian Federation. Considering the above, the purpose of our work is to study the prospects of agro-industrial integration of the Ural Federal District with new regions of the Russian Federation. At the same time, we have concretized the features of the agro-industrial complex of the Ural region, the subject is the integration of the Ural District and the new territories of the Russian Federation. In the context of the research topic, the author analyzes the main directions of agricultural development in the Urals and the possibility of its use for the economic growth of new developing regions. Also in the course of the work, the author offers recommendations on the development of interaction between these economic entities.

Selected concepts of the region in Polish sociologyThe aim of this article is to present the most important concepts of region in Polish sociology. It is also description of inspirations derived from XIX centuries ethnography and as well as sociology which focused its attention on regions before World War II. Early concepts developed by historiography and ethnology, that underlined such differentiators of region as social awareness and distinct folk culture, were used in sociology which developed in the interwar period in Poland. After World War II the most of sociological studies of regions based on definitions of a phenomenon which described it as a private homeland of regional community that is integrated by regional identity. Such community lives at a territory which is a type of physical container for identity and culture. A region is physical space in which a regional community meets its needs, it is a concept of region used by an inclusive and Marxist version of modernization theory. The first concepts mentioned above emphasized regional awareness superstructured on regional patterns of satisfying needs, while the latter objectively existing structure of a regional economy and society. Recently an institutional perspective has been developed. Such theoretical perspective makes us see a region in terms of relational qualities of regional space, institutions, society and created in public discourse symbols and myths. Wybrane koncepcje regionu w socjologii polskiej Celem artykułu jest przedstawienie najważniejszych koncepcji regionu w polskiej socjologii. To również opis inspiracji pochodzących z XIX-wiecznej etnografii oraz socjologii, zainteresowała się regionem jeszcze przed II wojną światową. Wczesne koncepcje rozwinięte przez historię i etnologię, podkreślające takie wyróżniki regionu jak społeczna świadomość oraz specyficzna ludowa kultura, używane były przez rozwijającą się w okresie międzywojennym socjologię. Po drugiej wojnie światowej większość socjologicznych studiów nad regionem wykorzystywała koncepcję regionu, w której definiowano go jako prywatną ojczyznę regionalnej społeczności, która integrowana jest przez regionalną tożsamość. Taka zbiorowość zamieszkuje terytorium traktowane jako fizyczny pojemnik tożsamości i kultury. Region to przestrzeń fizyczna, na której regionalna zbiorowość zaspokaja swoje potrzeby, to koncepcja regionu wykorzystywana przez integralną i marksistowską wersję teorii modernizacji. Pierwsze ze wspomnianych ujęć podkreślało ważność regionalnej świadomości nadbudowanej nad regionalnymi wzorami zaspokajania potrzeb, drugie obiektywnie istniejące struktury regionalnej gospodarki i zbiorowości. Ostatnio rozwija się perspektywa instytucjonalna, która każe widzieć region w kategoriach relacyjnych związków przestrzeni, instytucji, zbiorowości regionalnej oraz wytwarzanych w publicznym dyskursie symboli i mitów.

The socio-economic development of regions and countries is an important research issue. Thus, it is necessary to identify those areas that can serve as sources of economic growth and the basis for the well-being of the population. This study aims to determine the most important sectors of the economy of a region that can contribute to its socio-economic development. For this research, the Arkhangelsk region was taken as one of the typical Russian regions that have neither significant reserves of hydrocarbons nor any large industrial complexes. In this regard, the question of possible origins of economic growth seems especially relevant. To this end, an autoregressive distributed lag model (ADL-model) was developed, which is based on quarterly data on the socio-economic development of the Arkhangelsk region for the period 2004–2019. The obtained three equations reflect the dynamics of regional socio-economic development. The study showed that the greatest influence on the socio-economic development of the region is exerted by such industries as mining, construction, and manufacturing sectors. The study can become the basis for forecasting and modelling the socio-economic development of the Arkhangelsk region in the short and medium-term. It also can be helpful for analysing the effectiveness of measures aimed at stimulating those or other industries of the region. The model can be used in developing a regional development strategy.

The paper presents statistical estimations of Arctic Oscillation (AO) impact on air temperature regime in the eastern part of the Baltic region. The region is characterized by high inter-annual and inter-seasonal variability. It is important to note that in the region of global warming extremely low winter temperatures can be observed on the European territory of Russia. AO is one of the large-scale global patterns of atmospheric circulation closely associated with weather variability in northern Europe. AО anomalies occur in the upper atmosphere (stratosphere) and only then are transferred to tropospheric lower layers. The anomalies can persist over a long period of time (up to two months); so they can serve as precursors in long-range weather forecasts. In turn, changes in stratospheric polar vortex and sudden stratospheric warmings can be related to geomagnetic activity. Perhaps geomagnetic activity influences the meridional temperature gradient and then changes the structure of the stratospheric zonal wind. These changes have an effect on the tropospheric circulation. The stratosphere–troposphere coupling takes place during winter months. Therefore, the paper deals with extremely cold winter anomalies in the eastern part of the Baltic Sea region. At the same time, we examine atmospheric circulation peculiarities associated with AO phase change. We analyze data for 1951–2014.

This study aims to analyze Income Disparities between Regions in the Western Region of Indonesia and the Eastern Region of Indonesia. The type of research used in this study is quantitative research. The variables in this study are Economic Growth. Based on the analysis, the results of this study are the provinces in the Western and Eastern regions of Indonesia are divided into four existing classifications. A total of 2 provinces, namely Jakarta and North Kalimantan Provinces, are among the fast-growing developed regions. A total of 5 provinces, namely Riau Province, Kepulauan Riau, West Papua, Banten and East Kalimantan are among the developed but depressed provinces. A total of 15 provinces namely Central Java, Southeast Sulawesi, Yogyakarta, Central Kalimantan, Jambi, North Sulawesi, Bengkulu, Central Sulawesi, South Sumatra, Maluku, West Sulawesi, North Maluku, South Sulawesi, and Gorontalo Including fast-growing provinces and as 12 provinces, namely West Sumatra, East Java, Bali, South Kalimantan, Lampung, West Kalimantan, West Java, North Sumatra, Aceh, Papua, Kepulauan Bangka Belitung and West Nusa Tenggara are among the many relatively lagging provinces.

Resumo:
Sera of inhabitants of the European part of Russia, collected in 2010-2013 were studied with the use of ELISA and neutralization test. Antibodies to West Nile virus were detected in 19.6% of cases in the Astrakhan region, 4.5% - in the Krasnodar region, 0.9% - in the Saratov region and 5.4% - in the Stavropol region. The coincidence of the results of the examination of sera in ELISA-IgG and neutralization test accounted of 80.7% in the Astrakhan region, 72.2% - in the Krasnodar region and 69.2% - in the Saratov region. The presented results correlate with the incidence and duration of known epidemiological activity of West Nile fever in the territories of these regions. Analysis of our data, as well as statistics of the morbidity rate of West Nile fever in the Volgograd and Rostov regions and Dagestan confirm endemic and expanding foci of this infection in the southern regions of Russia, currently including Astrakhan, Volgograd, Rostov, Saratov, Krasnodar and Stavropol regions and Dagestan. The most active and stable foci are located on the territory of Astrakhan, Volgograd and Rostov regions.

Resumo:
The paper is focused on the problems of the cross-border cooperation and the regional policy of the European Communities and the implementation of theoretical issues in the South Bohemia Region. The main aim of this paper is to compare the cross-border cooperation and its influence on the regional development of the South Bohemia Region between the 2004–2006 programming period (after the accession of the Czech Republic to the European Communities) and the 2007–2013 programming period. The paper also provides the typology of the realised cross-border projects from the perspectives of the number of projects and also their financial allocation. The results document the increasing importance of the cross-border cooperation and its highly positive impact on the social and economic development of the South Bohemia Region.

Resumo:
The article deals with the features of the location of agricultural production in the spatial dimension. It is established that the main indicators illustrating the level of regions’ socio-economic development are: the region’s share in the gross domestic product formation, the region’s share in national production (certain types), the concentration ratio, gross output at constant per capita prices population, employment rate in terms of sectors of the economy etc. It is proved that the highest level of development is mainly in the industrial regions of Ukraine (the Dnipropetrovsk region, the Kharkiv region, the Zaporizhia region, the Kyiv region and Kyiv itself). It is determined that the largest share of agricultural industry in the of gross regional product structure have traditional agricultural regions of Ukraine – the Vinnytsia region , the Kyiv region, the Poltava region, the Cherkasy region. It is calculated the generalizing coefficient of district specialization of agricultural production, according to which 9 regions of Ukraine have a high degree: the Vinnytsia region, the Zhytomyr region, the Kirovohrad region, the Sumy region, the Ternopil region,the Kherson region, the Khmelnytsky region, the Cherkasy region, the Chernihiv region.

Aim.The aim is geoecological diagnostics of regions of the Central Black Soil Region on the basis of which the areas with different degree of tension of a technogenic and medicoecological situation have been revealed. Material and methods of research. System, comparative-geographical, geoinformation, historical, statistical methods of research, as well as software packages MS Excel and Statistica have been used. The database has been formed in retrospect for the period 2006-2015. About 50 public health criteria and about 200 potential risk factors have been analyzed. 9 key (indicator) criteria have been selected.Results.The authors propose an algorithm to perform geoecological diagnostics of the large region. The correlations between integral estimation criteria of levels of technogenic loadings and parameters of public health have been calculated. The positive correlations of weak and medium degree indicate the presence of stable trends: the increase in the levels of technogenic loads on the environment of the regions is an unfavorable "response" on the part of the population (the growth of environmentally caused pathology and, first of all, malignant neoplasms, as well as congenital anomalies in children). It is established that among the regions of the Central Black Soil Region this pattern is more pronounced for the area of the Belgorod region, where the environmental situation is much more contrasting, and the level of technogenic impact in the urban agglomeration zone is higher than, for example, in the Voronezh region.Conclusion.In this scientific paper, the authors have solved the actual practice-oriented problem in the field of geoecological researches, namely, they have developed the method of geoecodiagnostics of a large region, which allows to quickly and reliably determine the degree of technogenic load on the area. The analysis of the obtained data allowed us to reveal the regularities of the formation of the geoecological situation in the area of the Central Black Soil Region, to formulate the main directions of environmental policy and to predict the dynamics of the geoecological situation development.
