We highlight the need to study the activities of gendarme police departments of railways on the basis of reliable sources and versatile approaches. We made a structural analysis of the archive inventory of the affairs of the Kursk Gendarme Police Department of the Moscow Gendarme Police Department of railways for the period of 1869–1916. The basic directions and some features of the organization of service of the gendarme railway police are revealed. A longitudinal study of the clerical work allowed us to see in the dynamics of meaningful practice, to identify the subjects of the system of relations between the railway gendarmes, their role and place in the law enforcement system of the Russian Empire. In classifying cases of the Kursk Gendarme Police Department by the institutional criterion, a retrospective assessment of the activities of railway gendarmes was given. On the basis of the obtained statistical data, critical conclusions were drawn up about the social processes that took place in Russian society in the post-reform period. Studying the cases of the model department of one of the gendarme police departments of railways allowed to draw conclusions about the role of the railway gendarme police units of the lowest level in the overall implementation of police and special functions, including in solving administrative issues, interacting with various officials, employees of railways, citizens.

The modern system of secondary vocational education must meet the requirements of practice-orientedness, take into account the requirements of employers to the level of development of general and professional competencies of employees in specific specialties, taking into account the specifics of the type of professional activity. The core of the national qualifications system is represented by professional standards developed jointly with leading companies in the Russian national economy. Actual expectations and needs of employers are guidelines for them educational system of secondary vocational education in the process of modernizing educational standards and programs. Russian Railways, as a natural monopoly, takes an active part in the development of industry education and training for railway transport. The content of requirements for middle-level employees, who make up more than a quarter of the company’s staff, in specific areas of training is reflected in corporate standards.A brief historical review confirms the conclusion about the practical orientation of secondary vocational education in the field of railway transport, the significant accumulated experience of industry vocational education, the active participation of the relevant department, and then Russian Railways, in its optimization. The growing demand of the company for middle-level employees, skilled workers and employees is matched by the growth in the number of graduates of secondary vocational education institutions.The results of a comparative analysis of the content of the provisions of the Federal State Educational Standard of secondary vocational education and local acts of JSC Russian Railways related to the educational and professional training of technicians in the field of communication in railway transport are presented. The purpose of the study is to determine the similarities and differences in the requirements of corporate and educational standards for the composition and level of development of professional competencies among employees of this specialty. The findings will make it possible to identify ways to optimize the FSES of secondary vocational education in relation to the results of educational training, taking into account the expectations of the employer.

The paper considers the process of church construction on the Kaidalovskaya branch of the Trans-Baikal Railway (one of the branches connecting the Chinese Eastern Railway with the Russian railway network). The history of how the branch was constructed and operated has been left beyond the scope of scholars’ interests, which explains the focus of the paper. The research relies on archive records data and aims at assessing the role of the state in the spread of Orthodoxy in Transbaikalia and the Far East through the main stages of the branch railway construction at the turn of the 19th – 20th centuries. It also sheds light on how the Department of Railways of the Ministry of Railways and the Department of the Committee of the Trans-Baikal Railway solved the practical issues. The study spotlights a special agreement between the Trans-Baikal and Chinese Eastern Railways, which was concluded in order to boost efficiency of the CER railway section from the Chinese border to Manchuria station. It helps to evidence the specificity of church construction in the region under consideration: the trend towards constructing churches on the territory of large settlements near the railway and introducing mobile church cars. In such a way, the abbots of churches at the stations could travel hundreds of kilometers and meet the religious needs of workers and employees who lived along the railway line. The paper concludes that church construction has become a manifestation of Russian national policy aimed at strengthening its stance in the east of the country. The churches on the Kaydalovskaya branch, funded by philanthropists, local residents, and special purpose funds, still exist and should be seen as cultural heritage sites.

The article presents the results of one of the empirical stages within the framework of the dissertation research on the topic: "The role of the employer in increasing the level of competence of Russian Railways operating managers". Russian Railways Company, which is one of the largest holdings in Russia, pays special attention to the development of its employees, since the level of personnel competence, including different executives, determines the quality of their work functions and, as a result, the safety of passenger and freight transportation. The objective of the of the research stage presented in the article is to analyze the HR assessment of the effectiveness of the system for improving the level of corporate competencies of the operating managers of the Kuibyshev Railway traffic management. This study applied a method of an expert survey in the format of an individual interview with the traffic management personnel unit. The experts are 9 specialists of the directorate HR department, who are responsible for creating conditions for improving the level of managers' corporate competencies. The results of the study show practical recommendations developed together with the staff of the human resources department to modernize the existing system for the development of corporate competencies among operating managers. The practical significance of the study lies in the implementation of the developed recommendations in the work of the traffic management directorate. In case of successful implementation of practical recommendations, the experience will be applied in other Kuibyshev Railway directorates.

Based on the analysis of a set of archival documents reflecting the activities of departmental trade management bodies in railway transport, the article examines the key areas of organization of trade services for Soviet railway workers in the 1950s. Despite the existence of separate works on the history of domestic trade and railway infrastructure, carried out at the all-Union, republican and regional levels, taking into account modern achievements of historical science and the development of the source base, the issues of the activities of departments and departments of working supply in terms of managing the work of railway trade enterprises still remain unexplored. The choice of the chronological framework of the conducted research is due to several circumstances. Firstly, by the mid-1950s, the stage of post-war reconstruction of domestic railway transport and its infrastructure was coming to an end. Secondly, in the second half of the 1950s, the active modernization of the industry began, caused by the urgent needs of the country's economic development. The main source for the study of the stated topic are archival documents reflecting the specifics of management activities for the organization of trade in railway transport. The authors of the article identified documentary materials in the 1884 fund (Ministry of Railways of the USSR) of the Russian State Archive of Economics, presented by administrative acts of the Main Directorate of Workers' Supply. They reveal the specifics of the transport trade, the nature of the measures taken to improve the quality of customer service. Geographically, the administration of departmental trade was carried out on the entire railway network of the USSR. Based on the analysis of the contents of these documents, a range of problems that had to be solved by management structures in order to ensure the effective functioning of trading enterprises is presented. Archival documents quite objectively highlight the situation in the transport trade. The accounting documents of the planning and economic divisions of the industry contain valuable statistical data on the number of trading enterprises, the contingent of their employees and the volume of trade turnover. Their introduction into scientific circulation will contribute to a reliable reflection of the role of sectoral social policy designed to create decent working and living conditions for employees as the most important factor stimulating the conscientious performance of professional duties.

This study aimed to identify the critical factors and items affecting the productivity of sustainable human resources in a Railway Operation Company based on the perceptions of employees and managers in the Human Resources Department. The study was motivated by research which was applied in terms of the objectives of the study and a descriptive survey was employed as the method. The statistical population of the current study consisted of all employees and managers of the Human Resources Department of the company. Random sampling was employed to collect data and the sample size was 191 people according to Morgan’s Table. Methods including the correlation coefficient, multivariate regression, and factor analysis were employed for data analysis. The findings highlight the main factors and items affecting labor productivity in the Urban and Suburban Railway Operation Company as perceived by the Human Resources Department, which were mainly related to human resources management and could be attributed to motivation and requirements for their effective contribution to the improvement of public welfare. Organizational Attitude and Culture, Leadership Style, and Bonus and Ergonomics were extracted as factors affecting productivity or as independent variables. This study is the first study that has aimed to discuss the perceptions of the Human Resources Department active in a company. As such, the study highlights the standpoint of the main decision makers in the Urban and Suburban Railway Operation Company with regard to labour productivity in the urban and suburban sector.

Abstract: The aim of this paper proposes a project based implementation File Tracking System (FTS) used in private and mostly in government sector. This project is built on Railway System using three tier architecture. This application is used to prevent corruption. There are a large number of departments in the Railway Department where file transfer is done from one department to another. The number of files moving within the specific time duration, file allocated to any employee and whether the file has been forwarded or not. Sometimes if someone has to do corruption then they does not send that file forward, seeing all this problem we have developed File Tracking System (FTS), which track the movements of the file within the organization. This application will keep track the movement of files from one desk to another inside the department.

In the article the issue of the beginning of work experience and the development of the secondary schools in the Trans-Baikal section of the Trans-Siberian Railway is observed. The Trans-Baikal railway was the most important strategic object of the cross-border territory. Its effective activity was the key to the successful development and accelerated integration of the Eastern suburbs into the General Imperial space. Historiographic analysis showed a poor degree of knowledge of the sociocultural aspect in the activities of the Trans-Siberian Railway, which determined the purpose of the study. The study was conducted on the basis of historical and archival, comparative, statistical methods. A number of archival documents are mentioned in science for the first time. According to the author, the problem of providing the railway with a stable staff and the organization of traffic safety made it necessary to implement a socially oriented program for road employees. The organization of a school network at major railway stations was recognized as a promising area. Based on archival materials, the author investigated the process of its creation. It was established that to create a school network on the Trans-Baikal section of the road, special authorities were formed ‒ the Committee, local guardianships, and the position of an auditor was established. The formation order, principles of activity and competence of government bodies are determined. It was noted that the sphere of power of the authorities were economic and administrative issues. The organization of the educational process remained the subject of the Ministry of Education. Based on the clerical materials, the author determined the sources and procedure for financing educational institutions. The author notes that the Ministry of Railways allocated most of the funds for school maintenance. We established that 21 educational institutions were organized on the Trans-Baikal section of the road. The schools were jointly run by the Ministry of Railways, the Ministry of Education, and the Orthodox Church. The author noted the unchangeable teaching staff in the Trans-Siberian schools, a higher salary in comparison with schools of other departments. Attention is drawn to the annual increase in the number of students and the invariable percentage of graduates. The author gives a generalized description of the teaching and student staff of railway schools. The article is devoted to the reconstruction of the historical experience of countering the spread of revolutionary and anti-war literature within the steel highways of the Russian Empire in the last quarter of the 19th – early 20th centuries. Based on an analysis of the records of the gendarmerie railway police, two main directions of the gendarmes’ struggle with anti-government publications were identified - supervisory activities and obtaining information from secret informants. The importance of countering the spread of illegal publications on railways was determined by the concentration of passengers within their infrastructure. This struggle took on particular significance during the First World War, when the activity of agitators was aimed at instilling pacifist sentiments among the lower ranks and officers. Through the press, revolutionaries criticized the tsarist government and the decisions it made; discredited the imperial family and the ruling dynasties of countries allied with Russia. The Police Department of the Ministry of Internal Affairs notified the railway gendarmerie police departments (GPUZD) about the admission of representatives of public organizations and publishing houses to railway stations. The legality of the activities of literature distributors was checked by gendarmerie officials. Often, agitators resorted to subterfuge, handing over revolutionary literature under covers that did not arouse suspicion. The supervision of the gendarmerie railway police also covered events held at mobile exhibition carriages and lecture carriages. The books and brochures given to their visitors were studied. The largest number of prohibited publications was identified during inspections of library bookcases located at railway stations. To discover hidden copies, it was allowed to send informants to librarians with a request to provide prohibited literature for reading. The provision of such a service by a librarian became the basis for a careful inspection of the institution entrusted to him. The interaction of railway gendarmes with informants was not limited to the supervision of libraries. Information was received from agents among the revolutionaries about cargoes of illegal literature transported by rail. The names of such cargo in the accompanying documentation were distorted by the senders. Cases of railway employees assisting in the transportation of revolutionary literature on trains were revealed. It was concluded that the gendarmerie implemented a wide range of measures aimed at suppressing the spread of harmful literature within the railway infrastructure entrusted to them. At the same time, the depth of the socio-political crisis in Russia, which ended with the destruction of the empire in 1917, did not allow the gendarmes to radically influence the spread of revolutionary agitation.

In the train operation department, the most important and dynamic factor is that the department employees are involved in all areas. Realizing the dynamic control of “key person, key event, and key period” to fundamentally curb employee inertia violation is a significant issue that needs to be solved on the railway site. The traditional “probability–severity” two-dimensional risk assessment model is carried out from the perspective of the system, ignoring the spatiotemporal risk characteristics of the individual, and a large amount of hazard factor data generated in the operation process is not applied in the risk assessment process. As a result, safety behavior risk practice lacks pertinence, accuracy, and individuation. This study proposes a safety behavior risk assessment model based on the grid management and hazard factor assignment function to improve the traditional two-dimensional risk matrix. By introducing spatial location variables, the method accurately locates and classifies the site staff and organizes the disorder and lack of associated risk data with regard to time and space. With a focus on the hazard factor, the induced intensity is proposed for the first time and considered as the input of probability calculation to innovate the traditional “probability–severity” risk matrix. Finally, the methodology is applied to the risk event assessment of “the assistant watchman doesn’t appear as required” scenario in the Huangyangcheng station of Shenshuo Railway, and the evaluation results realize the personalized evaluation of the risk event in different cell grids.

Annotation. This article highlights the issues of workers’ industrial medical rehabilitation, one of the leading professions of railway transport who had already had COVID 19. There is a main aspect is the data of the studies carried out for the period 2020-2021 there on the basis of the Center for Restorative Medicine and Rehabilitation of the Private Healthcare Institution KB "Russian Railways-Medicine" Yekaterinburg and the Clinical Hospital of the ChUZ of Perm together with the Department of Faculty Therapy No. 2 of Occupational Pathology and Clinical Laboratory Diagnostics of PSMU im. Wagner. Proceeding from the fact that the institutions of Russian Railways-Medicine are the main link in maintaining the health of the transport system of JSC Russian Railways employees. Methods: On the basis of the rehabilitation department in Yekaterinburg, express questionnaires about quality of life were developed and implemented for JSC Russian Railways employees after this disease. The questionnaires included a subjective assessment of the physiological, psychological, and emotional state of Russian Railways employees (able-bodied) who had recovered in the near future and those who had not more than six months after the illness. The total number of people who have recovered since the beginning of the pandemic is about 4,000. The questionnaires received on feedback from 761 people were processed. In the structure of the interviewed by gender: male - 47%, female - 53%, respondents who have had mild and moderate forms of a new coronavirus infection (COVID-19). In the research and analysis of the material obtained, the criteria for selection for rehabilitation were identified, taking into account age and gender status, as well as the need for rehabilitation measures. The obtained data were compared with the research data of the Department of Faculty Therapy No. 2, Occupational Pathology and Clinical Laboratory Diagnostics of the Vagner State Medical Academy, Perm. Results: The study results are used in the development of rehabilitation programs and are also aimed at reducing industrial risks and hazards arising in the railway transport when performing functions by employees of locomotive crews who returned to production activities in the early period after this infection. Since, in combination with postcovid symptoms, the influence of production factors, the “specificity of the human factor”, can lead to serious consequences, both in health and in the performance of their labor duties on the infrastructure of railway transport, which is an increased danger zone. We have found that rehabilitation measures must be carried out for all employees of Russian Railways who have been ill, regardless of gender, age and degree of lung damage. In our opinion, an important marker for the understanding of functional disorders in postcoid symptomatology is the neutropicity of the virus, its penetration and damage to the limbic system, those important departments responsible for the regulation of general changes in brain activation that affect the integrity of functioning.

Abstract This study employs graph mining and spectral clustering to analyze patterns in railway crossing accidents, utilizing a comprehensive dataset from the US Department of Transportation. By constructing a graph of implicit relationships between railway companies based on shared accident localities, we apply spectral clustering to identify distinct clusters of companies with similar accident patterns. This offers nuanced insight into the underlying structure of these incidents. Our results indicate that “Highway User Position” and “Equipment Involved” play pivotal roles in accident clustering, while temporal elements like “Date” and “Time” exert a diminished impact. This research not only sheds light on potential accident causation factors but also sets the stage for subsequent predictive safety analyses. It aims to serve as a cornerstone for future studies that aspire to leverage advanced data-driven techniques for improving railway crossing safety protocols.

Monitoring the structural health of rolling stock is critical to ensuring safe and efficient railroad operation. The structural integrity of freight cars depends on the health of certain structural components within their underframes. These structural components serve two principal functions: supporting the car body and lading, and transmitting longitudinal buff and draft forces. Although railcars are engineered to withstand large static, dynamic and cyclical loads, various structural defects can still develop within their underframes. As a result, both the United States Department of Transportation (USDOT) Federal Railroad Administration (FRA) regulations and individual railroad mechanical department practices require periodic inspection of railcars to detect structural damage and defects. These inspections are conducted manually and rely heavily on the acuity, knowledge and endurance of qualified inspection personnel. Enhancements are possible through machine-vision technology, which uses computer algorithms to convert digital image data into useful information. This paper describes research investigating the feasibility of an automated inspection system capable of detecting structural defects in freight car underframes and presents an inspection approach using machine-vision techniques, including multi-scale image segmentation. Using field data from a preliminary image acquisition system, algorithms were developed to analyze images of railcar underframes and assess the condition of certain structural components. This technology, in conjunction with additional preventive maintenance systems, has the potential to provide more objective information on railcar condition, improve utilization of railcar inspection and repair resources, increase train and employee safety, and improve overall railroad network efficiency.

Each year, thousands of open-top loads are shipped across North America over the Class I railroad network. Many of these loads are high-value, high-risk shipments, presenting considerable operational challenges for the carriers due to special handling requirements. Shipments that extend beyond a standard geometric envelope, denoted by various “plates” in the Association of American Railroads (AAR) Open Top Loading Rules (OTLR), are considered to be over dimensional, or High-Wide Loads (HWLs). Historically, railroad mechanical personnel have measured HWLs manually using a tape measure, plumb line, level, and various homemade devices. Measurement methodologies and philosophies can vary widely among mechanical inspectors. As a result, railroads have recently sought out new technologies to standardize the measurement process, resulting in greater safety, efficiency, accuracy and documentation. Taking the lead in this effort, Norfolk Southern Corp. (NS), BNSF Railway and Union Pacific Railroad have all worked closely with InfraMeasure, Inc. in their development of a patent pending, portable, laser-based measurement system known as SafeLoad®. This paper documents the development of this technology, including the completion of successful repeatability tests and the training of dozens of car inspectors from multiple railroads on the use of the system. In 2014, laser-based measurement technology was deployed across the entire NS network and was also used extensively by Union Pacific Railroad. In addition, BNSF and other Class I railroads began testing with the thought of implementing in the near future. Repeatability tests performed among newly trained employees indicated high levels of precision, with field measurements deviating by no more than 0.25 inches among various inspectors. Additional field testing confirmed a reduction in labor time and personnel required to measure HWLs by as much as one half while significantly improving measurement accuracy and reducing fall related risks by eliminating the need to climb on HWLs. In addition to these immediate benefits, the early stages of implementation have highlighted a potential long-term need for standardized measurement training within the industry. Anticipating the growing knowledge gap left by attrition, railroad mechanical departments are placing greater emphasis on training new car inspectors to assume the safety critical task of HWL measurement. This paper explores the current state of HWL measurement in the US railroad industry and identifies potential solutions, using technology, to further standardize both the practice of measuring HWLs and the training of new inspectors.
