Resumo:

Public Administration is an important discipline that focuses on the management of resources and the provision of public services by governments and public institutions. In the context of globalization and rapid social change, there is an increasing demand for efficient, transparent and accountable governance. This research aims to comprehensively explore and describe the concept and scope of Public Administration. This includes identifying the characteristics, functions, and underlying principles of Public Administration, as well as analyzing its role in governance, policy formulation, and public service delivery. The method used is to examine the evolution and rise of Public Administration, focusing on its meaning, definition and scope in different countries. The research recognizes the importance of bureaucracy, including systems of hierarchy, training, recruitment, promotion, and retirement, in the field of Public Administration. The results show that the importance of Public Administration in economic progress and overall nation building. The research emphasizes the need for efficient Public Administration to achieve the goals of the modern concept of welfare. In addition, the research highlights the scope of Public Administration, which attracts the attention of students in academic and professional programs in the role of public relations. In conclusion, Public Administration plays an important role in national development and sets the framework for achieving welfare goals. It is imperative to study and understand Public Administration to bring about positive changes in government administration.

Resumo:

This paper analyzes the various arguments that support or oppose expansion in social welfare spending. A critical concern is the fear that as welfare expenditure increases, at some point, economic development will decrease. However, increased welfare investment is essential for achieving a welfare state to ensure the optimal growth of the economy and social welfare. OECD (Organisation for Economic Co-operation and Development) countries with a particular welfare regime that efficiently invests welfare spending are regarded as a reference for Korea. In consideration of the environmental factors in each nation, the relative efficiency Level of welfare spending is calculated with panel data. It is evident that Korea`s investment in social welfare from 2003 to 2007 was inefficient. One way to achieve an appropriate balance between social welfare and economic growth is to lessen the inefficiency of welfare investment.

Resumo:

Owing to rapid industrialization, urbanization and improvement of living standard as well as the development of medical facilities, the average life span of the Korean people recorded 68 years in 1985. It has been lengthened conspicuously and it is expected that it will continue to increase to 72.6 years in the twenty-first century. By the end of 1987, the population of those who were 65 or more was 1,845,000 persons or 4.4% of the total population, but it is expected to increase to 2,972,000 persons or 6.2% of the total population by the decade of 2000s, making it the era of the aged. With no sufficient measures to accommodate such necessities of the forthcoming period of the aged, it brings numerous discrepancies in meeting impending needs for welfare on various social levels. Negligence in preparing for increasing population of the aged has caused complicated social problems in this country, as we had seen in other industrialized countries.

Resumo:

The policy about the corporate welfare in Korea, since the economic development plan started from 1960, was focused on stabilizing the employee's livelihood and permitting only a few percentage increase annually. However, the corporate sector experienced considerable expansion of welfare needs in the latter half of the 1980s, which consequently became a burden to the corporates. This paper is prepared for the proper handling of the welfare problem each of the Korean corporates faces these days. In preparing this paper, the Japanese "synthetic welfare plan for employee's lifetime" was very helpful and many of the terms and contents of the plan were cited for the purposes of analysis and adaptability to Korea. The welfare plan proposed herein is designed in details so as to satisfy each employee generation's welfare needs and to provide the management of the corporate with the ability to control the overall welfare cost. With this new plan, we believe Korea Telecom would enhance the productivity of its labor force at the reasonable cost.

Recently, after the President's initiative action for "globalization of quality of life" by promulgating the ideal goal for coming 21th century, the Korean Government has established the 'National Welfare Planning Board' which has a historical duty to work out a long & medium-term blueprint for social security system in Korea. The matter of the promotion of national welfare is viewed as a difficult task to deal with, since it is very hard to tackle the matter by only a single government department, Ministry of Health & Welfare. Last year, with renaming the government department by Ministry of Health & Welfare, which was, in the past, named Ministry of Health & Social Affairs, the Government declared that the year of 1995 should be a launching year for advancing national health & welfare, in this respect, it has significant implications that 'National Welfare Planning Board' has been established, not in a sole department level but in the government inter-department level, and that the Board is co-headed by both the minister of Health & Welfare and the president of Korea Development Institute(KDI).

本文介紹《社會福利行政》一書的重點內容及特色。從整理爬梳公共行政與管理學的發展過程，吾人能將「社會福利行政」理解為運用管理原理（方法）於政府社會部門組織運作與推動社會福利政策，故本文贊同作者主張的「管理原理運用於福利組織的限制」。其次，從探討國內其他《社會福利行政》教科書的過程中，發現本書更聚焦於社會福利行政內涵與執行過程，而是強調管理的運用與行政的執行面，包括社會福利機關的法制環境、運作環境、公共關係與危機處理等。最後，本文建議可增加基層的行政人員所需的行政技術的案例說明或作業練習，以及從批判觀點探討社會福利行政體制內的結構的不平衡與權力關係，或從個人經驗出發的內容，以擴增本書的觀點。  This article introduces the key contents and characteristics of the book ’’Social Welfare Administration’’. From sorting out the development process of public administration and management, we can understand ’’social welfare administration’’ as the application of management principles (methods) to the organizational operations of government social departments and the promotion of social welfare policies. Secondly, from the process of discussing other domestic ’’Social Welfare Administration’’ textbooks, I found that this book focuses more on the connotation and implementation process of social welfare administration, but emphasizes the application of management and the execution process of administration. Finally, this article suggests that this book can add case descriptions of administrative techniques or homework exercises for grassroots bureaucratic staff, and to increase the critical perspective on structural imbalances and power relations within social welfare administrative bureaucracies, or add content based on personal experience to expand the book’s perspectives.

Resumo:

The problem of social choice is the central theme of this study. Our main objective is to prove the existence of a social welfare function in order to put to rest the doctrine of 'natural liberty.' We reject most of the recently suggested solutions to the problem on the basis that they are either incomplete or inconsistent. Our proposed social welfare function is along the utilitarian line. Ratio-scale interpersonal comparisons of cardinal utilities are used to prove its existence. If we are allowed to define utilitarianism more broadly, then our social welfare function will also be unique. Finally, the study argues strongly for more positive action on the part of the government to rectify social injustice.

Resumo:

Governments started regulating the telecommunications industry, firstly, because the governments thought that the industry possessed the characteristics of what is generally known as 'natural monopoly' and, secondly, to protect the users of telephone services from potential abuses that are associated with the monopoly power. The governmental intervention went so far that, with the exception of few countries, virtually everywhere in the world telecommunications services were provided by the government departments of Post Telephone and Telegraph (PTT). However, with the technological advances made in the telecommunications industry, the industry can no longer be characterized as 'natural monopoly,' and, therefore, the primary rationale for regulating telecommunications industry is undermined. Despite the technological advancements and the move to deregulate telecommunications industry prevalent elsewhere in the world, some developing countries are adamant in maintaining their monopoly over the provision of telecommunications services. What was regulated to protect the consumers against the monopoly abuses is now regulated to extract monopoly profits from the consumers. This paper adopts the premise that whether governments regulate an industry, or deregulate it, or introduce competition in it, they should strictly adhere to the objective of governmental intervention, that is, consumer welfare.

Resumo:

Welfare-to-work (WTW) programs are an essential part of societal assistance made available to families in need. In ABC County, CA, problems have been found with the implementation and success rates of their WTW program: Temporary Assistance to Needy Families (TANF). Even with funds allotted for the program, ABC County has not been able to design a WTW program that meets the TANF program work participation requirement of 50% of active TANF recipients in a WTW activity. The purpose of this study was to address this need as it related to the TANF program specifically. A qualitative, exploratory, single case study was used to explore how TANF personnel interacted with TANF recipients and how that interaction influenced recipients’ decision to participate in this WTW program. Data was collected from 12 TANF workers using semi-structured interviews, observation sessions, and document reviews. The results of this study indicated that the most relevant strategies TANF eligibility staff could use when interacting with TANF recipients were: cultural sensitivity, motivating, providing information, and empathizing. Shortcomings that were identified and that still need to be addressed and improved upon were communication skills, a general lack of encouragement, judgmental behavior, and personal insecurities. In terms of TANF staff perceptions regarding their influence on client decisions to participate in the program, there were mixed results. Seven study participants believed that they had an influence on client participation in this WTW program while the rest of the participants disagreed with this statement for various reasons. As a result of this research, potential social implications include the improvement of the TANF program overall and an increase in the participation rate of the beneficiaries within the program.

AbstractThe German administrative system is well known for its time-honoured subsidiarity principle regarding the delivery of social and welfare services, especially at the local level. The public (municipal) sector is only allowed to provide these welfare services if the civil society, welfare organisations and citizens’ initiatives are not able to do it on their own. Against this background, the co-production of public services is deeply rooted in the German administrative culture. However, in more recent times, often prompted by fiscal problems, but also triggered by an increasing demand for more citizen participation, the co-production of services and the involvement of multiple actors have gained increasing importance. Against this backdrop, the chapter outlines these shifts from ‘traditional’ modes of service delivery and decision-making to co-producing features and participatory elements. It also addresses some of the resulting key problems and pitfalls, such as accountability, transparency and legitimacy.

Resumo:

Starting from the idea that the benefits of economic development must be greater than the costs, including those related to the environment conservation and betterment, the first sustainable development strategy of Romania in 1999 had as goal to maintain the welfare of the population in correlation with the requirements of using natural resources rationally and conserving ecosystem. The accession to the European Union in 2007 adjusted the national priorities, these being found in the National Strategy for Sustainable Development-Horizons 2013-2020-2030, later replaced by the National Strategy for the Sustainable Development of Romania 2030. Awareness of the importance of the environment has heightened significantly in recent years. The current strategy targets, among other things, to ensure the conditions for a respectable life for citizens in urban and rural communities by curtailing the negative impact on the environment. Its implementation implies the involvement of the local public administration through the design and achievement of certain projects and strategies that primarily ensure the education of the population in the sense of respecting the environment, taking the necessary steps that people assimilate the skills needed for environmental protection and, last but not least, the creation of local services required for reaching the national goals in the field of environment. The paper will analyze what are the responsibilities of the local public administration authorities and how they are currently assimilated and implemented in Romania in the context of sustainable development.

Innovation is about “new ideas” and social innovation is any activity, law, software, internal procedure, which is implemented for bringing added value into specific area and without those actions, couldn’t be possible to have better outcomes. A decision which is taken by the local authorities and it is improving the welfare it is also a social innovation. Often there is a confusion between “doing my job” and “social innovation”. In public administration there is a real need for social innovation, any good project could be a real social innovation if it brings added value. The paper presents a pilot project, with a target of 35-50 private houses selected in order to create a heterogeneous project with different type of buildings, from different geographic areas from District 1, from different years of construction, with a low level of income for each building, under 1000 euro/units. This last criterion has the roll to sustain and to tackle energy poverty. In terms of novelty, this represents a new approach in Romania, through the project we intend to test and to develop the sustainable and efficient technical solutions.

Given the demographic situation in Latvia, the decline in the working-age population and the increase in the number of persons with disabilities (PwD), it is necessary to address the employment issues for disabled people. Therefore, it is relevant to integrate the factors affecting the employment of people with disabilities into a coherent system to address the employment problem. Only 47.2% of the working-age population with disabilities were employed in Latvia in 2021, while the employment rate in the general age group between 15 and 64 was 69.9% as stated in Ministry of Welfare reports. The aim of this study is to develop employment ecosystem for persons with disabilities in Latvia in order to reduce the gap between the employment rate of PwD and those without disabilities. This is done by undertaking the following research tasks: 1) to analyse the employment situation with regards to PwD in Latvia; 2) to study methodologies of ecosystem approach; 3) to analyse the factors influencing employment ecosystem for PwD, and 4) to identify the most critical aspects of the ecosystem. Employment of people with disabilities is affected by various socio-economic and legal, subjective and objective factors. Various stakeholders with their own interests are involved in promoting employment. The analysis, grouping and interpretation of statistical data of public administration institutions was employed. The study is based on previous researches done by the authors: legal system affected employment of persons with disabilities studied, survey of persons with disabilities analysed, exploration of the interests of those involved in employment issues. As the result, methodological approach for employment ecosystem of PwD in Latvia was developed.

Some studies point to the importance of work as a means of social integration. In this sense, the knowledge generated by ergonomics about human factors and activities in productive public and domestic spaces have contributed to this integration. The social relations of work and productivity are mediated by worker welfare, which also involves the use of clothing with attributes that contribute to comfort and risk reduction. In this context the role of the designer is to design clothing equipped with these attributes. Therefore, the following objectives were set: To evaluate the application of project Guidelines in work clothing design and relate their use to the perception of comfort by female employees of the UFPE-CAA administrative sector. The methodological procedures were based on the "Guidelines for the design of clothing for use while performing tasks," in Alves, Martins and Martins (2013). These guidelines had a significant effect on the work-clothing project. It considered the nature of the tasks, the needs and preferences of workers. The perception test during use revealed a prevalence of physical comfort over discomfort in general.

Country safeguard systems are the first line of defense to mitigate the environmental and social impacts of projects that the Inter-American Development Bank finances in the Caribbean. The capacity of authorities to prescribe appropriate environmental and social requirements, and consistently enforce compliance with them, allows countries to control the way human activities impact natural resources, protect public welfare and sustain prosperity. The performance of licensing and compliance functions is increasingly critical in Caribbean countries, as the effects of climate change compound challenges already inherent to the economic growth of small, geographically unique states. Towards building knowledge and promoting shared thinking, this paper presents the IDB's current understanding of the diverse types of environmental licensing and compliance systems found throughout the Caribbean region. The analysis depicts three loosely-defined conceptual models and identifies commonalities and differences in the institutional frameworks and the administration of environmental and social impact assessments (ESIA). The paper briefly illustrates a country system as an example of each model.

This paper evaluates the impacts of increasing female representation in Bolivian municipal councils on public policy choices and welfare outcomes. By combining detailed administrative panel data on municipal expenditures and revenues together with electoral data, an innovative regression discontinuity design (RDD) is applied. As opposed to previous studies, the RDD approach proposed is unique since it is implemented to systems of proportional representation. Findings indicate that municipalities with women councilors devote more resources to social investments. In particular, women politicians prioritize education, health, and environmental protection expenditures giving less attention to infrastructure investments. The impacts of higher female representation appear only some years after the elections, highlighting the importance of training and experience. Despite changes in public policy choices there is weak evidence on the links with final welfare outcomes.

This report is part of a larger cross-country comparative project and constitutes an account and analysis of the measures comprising the Norwegian national response to the COVID-19 pandemic during the year of 2020. This time period is interesting in that mitigation efforts were predominantly of a non-medical nature. Mass vaccinations were in Norway conducted in early 2021. With one of the lowest mortality rates in Europe and relatively lower economic repercussions compared to its Nordic neighbours, the Norwegian case stands unique (OECD, 2021: Eurostat 2021; Statista, 2022). This report presents a summary of Norwegian response to the COVID-19 pandemic by taking into account its governance, political administration and societal context. In doing so, it highlights the key features of the Nordic governance model and the mitigation measures that attributed to its success, as well as some facets of Norway’s under-preparedness. Norway’s relative isolation in Northern Europe coupled with low population density gave it a geographical advantage in ensuring a slower spread of the virus. However, the spread of infection was also uneven, which meant that infection rates were concentrated more in some areas than in others. On the fiscal front, the affluence of Norway is linked to its petroleum industry and the related Norwegian Sovereign Wealth Fund. Both were affected by the pandemic, reflected through a reduction in the country’s annual GDP (SSB, 2022). The Nordic model of extensive welfare services, economic measures, a strong healthcare system with goals of equity and a high trust society, indeed ensured a strong shield against the impact of the COVID-19 pandemic. Yet, the consequences of the pandemic were uneven with unemployment especially high among those with low education and/or in low-income professions, as well as among immigrants (NOU, 2022:5). The social and psychological effects were also uneven, with children and elderly being left particularly vulnerable (Christensen, 2021). Further, the pandemic also at times led to unprecedented pressure on some intensive care units (OECD, 2021). Central to handling the COVID-19 pandemic in Norway were the three national executive authorities: the Ministry of Health and Care services, the National directorate of health and the Norwegian Institute of Public Health. With regard to political-administrative functions, the principle of subsidiarity (decentralisation) and responsibility meant that local governments had a high degree of autonomy in implementing infection control measures. Risk communication was thus also relatively decentralised, depending on the local outbreak situations. While decentralisation likely gave flexibility, ability to improvise in a crisis and utilise the municipalities’ knowledge of local contexts, it also brought forward challenges of coordination between the national and municipal level. Lack of training, infection control and protection equipment thereby prevailed in several municipalities. Although in effect for limited periods of time, the Corona Act, which allowed for fairly severe restrictions, received mixed responses in the public sphere. Critical perceptions towards the Corona Act were not seen as a surprise, considering that Norwegian society has traditionally relied on its ‘dugnadskultur’ – a culture of voluntary contributions in the spirit of solidarity. Government representatives at the frontline of communication were also open about the degree of uncertainty coupled with considerable potential for great societal damage. Overall, the mitigation policy in Norway was successful in keeping the overall infection rates and mortality low, albeit with a few societal and political-administrative challenges. The case of Norway is thus indeed exemplary with regard to its effective mitigation measures and strong government support to mitigate the impact of those measures. However, it also goes to show how a country with good crisis preparedness systems, governance and a comprehensive welfare system was also left somewhat underprepared by the devastating consequences of the pandemic.
